When the HSE Act was introduced in New Zealand in April 1993, one of the prime aims of the Government was to signal to the industry. The Government's recognition of the employer as the key person responsible for safety and health in the workplace and to actively encourage employers to self manage the health and safety function. Because of the significant change in the philosophy behind the new legislation, and because of the inherently conservative nature of the mining industry, it has taken some years for both the industry and the regulators to reach the stage of considering the framework in which a controlled degree of self management can proceed.   In this paper, some of the issues relating to the legitimacy of the process are considered, some of the questions raised in the minds of those charged with implementing the legislation are discussed, and the views of some eminent authors are examined.   The latter part of the paper focuses on a programme called the Reduced Site Surveillance Programme, which grew out of Goal 2 of the New Zealand Mining Inspection Group's 5-Year Strategic Plan. The programme is described in some detail, and the criteria applied at each stage of the programme is discussed. The paper concludes with the author's expectations of the longer term outcomes of the programme.

In this work, preheating and roasting tests of pellets made from blends of Western Australia ultra-fine (WAU) magnetite concentrate and Chinese domestic magnetite concentrate or Brazilian hematite concentrate were carried out. The results showed that pellets made from 100 per cent WAU magnetite concentrate possesses inferior preheating and roasting performance when preheating at 1050°C for 20 minutes and roasting at 1300°C for 40 minutes, the compressive strength of preheated and fired pellets is 502 N/pellet and 2313 N/pellet, respectively. When 40 per cent Chinese domestic magnetite concentrate or 20 per cent Brazilian hematite concentrate was blended with 60 per cent or 80 per cent WAU magnetite concentrate, the appropriate preheating temperature of the pellets are reduced from 1050°C to 950°C and 975°C, and also the firing temperature of two types pellets are decreased from 1300°C to 1250°C and 1280°C respectively. Moreover, the compressive strength of fired pellets is obviously improved up to 2746 N/pellet and 2630 N/pellet respectively. Microstructure analysis of the fired pellets made from 100 per cent WAU shows its poor growth of Fe2O3 grains, low interlinkage degree of hematite grains, small size of crystallised grains and high porosity of pellet; however, the fired pellets that blended with domestic magnetite concentrate or with Brazilian hematite concentrate have fully growth of Fe2O3 grains, closer interlinkage of hematite grains, lower porosity and stronger consolidation. Currently, Kanieri Gold Dredging Limited operates the only large scale gold dredging operation in New Zealand. It dredges a claim in the Taramakau River using the bucket dredge 'Kanieri'. This dredge, a 'Yuba' type, was designed and built in the 1930s. On the current claim it works about 12 hectares of ground a year. Because of its design, the tailings from the 'Kanieri' make land restoration difficult. This was unimportant until it commenced its new claim ML-32-310 in 1978. The conditions, attached to this licence required it to restore the land for afforestation, the designated use fur the Crown land being mined. With the company planning to work future claims on the Grey River, it decided to undertake restoration work on the Taramakau to demonstrate its capability of establishing pasture land on tailings, a more difficult task than restoring the land for afforestation. After two years and the restoration of two blocks totalling 22 hectares, reasonable pasture establishment has been achieved. Much has been learned to date and further refinement of the techniques used will take place over the next two years. The quality of the tailings produced has improved as a result of the limited modifications possible on the existing dredge. This has been significant in achieving better results. The knowledge gained will be taken into account in future dredge design. Both the Company and its Consultant are confident of achieving satisfactory restoration of dredge tailings for pasture land.

The adsorptive and granulate forming MetClean™ process has been used at many locations in Northern Sweden, Norway, Denmark, France, Spain, Mongolia, Japan and Australia. It has been pilot tested and used in full scale treatment plants to remove metals from:mine watersleachate from solid waste in incineration flue gasleachate from fly ash damsleachate from landfill and waste ponds.The following paper provides details of pilot and plants tests on the effectiveness of MetClean™ in removing arsenic, antimony, barium, cadmium, copper, molybdenum, nickel, radium, uranium, vanadium and zinc. Results show that MetClean™ may reduce the concentration of these metals in treated effluent water to the one part per billion (ppb) range.The paper also finds that, for specific metals, the optimal adsorption condition depends on the:pH levelmolar relation between the specific targeted metal and the addition of iron (II) or manganese (II)type of oxidation agentssalinity levelpresence of other metals.The most effective pH level varies according to the targeted metal but falls within the pH 5 to pH 11 range. A compromise pH level may be set when more than one metal is targeted for removal at the same time and through only one process step. The removal efficiency of one or both metals may be affected by operating at a compromise rather than optimum pH level.The MetClean process generates non-hazardous solid waste. The minerals industry in Australia is currently regarded as the country's economic saviour; the bastion of economic security. As Fitzgerald (1974) stated, 'Australia's natural endowments in minerals are the envy of most countries of the world'. As a result the proposed new mineral developments are on a scale that hitherto in the sixties would have been completely un-envisaged. It is reported that Australia is poised on the verge of a 16 billion dollar mining-based investment boom: a boom that will see Australia dominate the energy export field, the mineral processing field, and create the 'coal dollar'. This growth scenario has many inherent dangers, and it is the authors' contention that these should be carefully considered before further development proceeds. Two of the major problems related to the mineral industry growth scenario are the predictability of the future metal market, and the energy cost of mining. The latter problem is the one discussed here. The mining-mineral processing industries in Australia currently use about 36 per cent of Australia's primary energy budget. This large energy input is dominated by two major industries, iron and steel and the rapidly developing a1uminium industry. These two combined use over 20 per cent of the total Australian energy budget. In an industry which is export oriented about 96 per cent as expressed in ex-mine value terms û much of the energy input is exported along with the product. The authors therefore urge that serious consideration by the mineral industry be given to the relatively high energy intensiveness of process operations, especially in respect of the aluminium industry.

The most important development that has been taking place recently relating to mining operations in New Zealand would generally be regarded as being the Resource Management Law Reform. This has been widely publicised by the Government as a comprehensive review of the laws governing New Zealand's natural and physical resources. Submissions have been sought and a free phone provided to encourage public participation. Recently a Discussion Paper has been prepared by the Core Group coordinating the review to explain progress on Phase One (Ministry for the Environment, Directions for Change: A Discussion Paper, Wellington 1988). It outlines Government decisions already taken which impinge on the Review and describes the possible models for resource management laws. However, it is possible that some fundamental practical issues of significance to the mining industry will not be addressed and may be lost sight of in the much wider issues which are to be covered. The purpose of our paper is to address one of these issues namely, the interrelationship between any new resource management legislation and the Conservation Act 1987 (as recently amended) in the context of Ministerial consents. The importance of this issue can be seen from the fact that as at 7 June 1988 there were 279 mining licence applications and 223 prospecting licence applications waiting to be determined by the Minister of Conservation. Since April 1987 only 19 mining and 13 prospecting licences have been consented to. In addition a major proportion of New Zealand's mineral resources are contained with land administered by the Department.

In order to be most effective in its application and availability, this information needs to be collected in programmes with defined objectives and deadlines. Applied Geology Associates have established a methodology to facilitate the structured collection of environmental data, which provides for the diverse needs of both engineering design and applications for statutory and non-statutory approvals. Principal aspects of this methodology are the scope, timing and management of the environmental studies within the overall project planning framework.

Geological reconciliation is an indispensable part of BHP Billiton’s Western Australian Iron Ore (WAIO) operations. Since 2009 our reconciliations have been calculated in a single, centralised sequel-server database. This system draws data from across our operations and calculates a hierarchical sequence of reconciliation factors that span the company from the smallest grade control (GC) block to the whole of WAIO. It then presents the results using sophisticated graphical reporting tools.The initial motive for developing WAIO’s reconciliation system was to meet corporate compliance and public reporting requirements. The ability to validate our resource and reserve models by comparing their estimates of tonnes and grade with production figures remains the system’s principal function; however, as the system has matured, we have significantly developed its ability to support the improvement of various technical activities within the business. For example, the system can now calculate and report reconciliation factors for different resource classifications, short-term planning models and geometallurgical estimates.More recently, great emphasis has fallen on the system’s ability to detect and warn of possible geological issues that may pose a risk to either production schedules or product quality. We envisage a future where automated analysis of our large historical data set will enable high-risk conditions within future mine plans to be detected and highlighted.In all of these ways geological reconciliation plays an important role in contributing to this company’s financial and operational resilience.CITATION:Loach, S J, 2017. The Institute of Geological and Nuclear Sciences Ltd has carried out a mineral resource assessment of the Coromandel region, one of the most mineral-rich regions of New Zealand. The assessment focussed on metallic minerals and clays, because these are the main commodities that have potential for increased production and export from the region (and from New Zealand).   Three steps were used in the assessment: 1) development of mineral deposit models, 2) comparison of the models with regional geology, structure, geochemistry and past mineral production to estimate the number of undiscovered mineral deposits, and 3) application of grade-tonnage models to determine the quantity and value of the known and undiscovered resources. In step 1, descriptive and grade-tonnage mineral deposit models were developed for 11 different types of mineral deposits: ò     Low-sulphidation andesite-hosted epithermal Au-Ag ò     Low-sulphidation rhyolite-hosted epithermal Au-Ag ò     High-sulphidation quartz-alunite epithermal Au ò     Porphyry Cu-Au-Mo ò     Andesite-hosted polymetallic veins adjacent to mineralised porphyry stocks ò     Zn-Pb-Ag skarn ò     Cu-Ag skarn ò     Hot spring Hg ò     Shoreline placer Ti ò     Rhyolite-hosted halloysite clay ò     Volcanic-related kaolinite clay   Step 2 was aided by a geographic information system (GIS) assembled from a number of digital spatial data sets including: a digital elevation model, an aeromagnetic map (from open file mining company data), a geological map (from the GNS QMAP project), location of areas of hydrothermal alteration, locations of mineral deposits (from the GERM database), stream sediment geochemical analyses (from the REGCHEM database), and a lineament map derived from satellite remote sensing data and the digital elevation model.   Based on May 2001 commodity prices, potential resources estimated for the 11 mineral deposit and grade-tonnage models total NZ$22 806 million for the metallic minerals, NZ$1000 million for halloysite clay deposits and NZ$57 million for kaolinite clay deposits.

For tax purposes a mining company is a New Zealand company whose principal source of income is from the business of mining, or exploring for certain specified minerals in New Zealand. New Zealand tax law distinguishes between a non-resident mining operator and a mining company, with the only major difference in tax treatment being the corporate tax rates. New Zealand mining companies are taxed at 28 per cent, whereas non-resident mining operators are taxed at 33 per cent of taxable income. These provisions also apply to the petroleum mining industry. Individuals who carry on the business of mining are also specifically defined in the Act. They are termed as 'resident mining operators'. Non-resident mining operators are non-residents of New Zealand who carry on mining ventures as a business in New Zealand. Mining ventures are defined as the exploring, searching and mining of specified minerals, including development work carried out for profits. Similar provisions apply to the petroleum mining sector. Specified minerals are defined in the Income Tax Act 1976 ('the Act') and while no useful purpose is obtained by listing them in the paper, they include a larger number of industrial and commercial minerals. The Minister of Finance is also empowered to add to the list by publishing his determination in the Gazette.

Predicting the future is a task that should always be delegated. If that is not possible, then stating your views confidently, but retrospectively, is preferable. Hindsight encourages clarity of thought and sharpens perception. When all else fails one can look back into history and see the trends, evaluate the current situation and project it a little way into the future - in this case 10 years. In exploration the rate of change has been increasing over the past 20 years. With expected developments in technology, legislation, and their sociological impacts, we will see such rapid change over the next decade as to make us uncomfortable, unless we are prepared for it.   The social obligations of our industry also have changed enormously over the past 20 years and are still changing. This will lead to further changes in the way we conduct our business if we wish to stay in business. As exploration technology improves, a further dimension is added by the expectations of the communities in which we operate. This extra dimension needs to be quantified so that we not only keep up with current developments but also get ahead of the game. This paper is based on the New Zealand experience, some of which will be familiar to mineral explorers in other countries.

Steelmakers are increasingly motivated to use iron ore resources with a wider range of grades and mineral types that were previously considered unsuitable or uneconomical for sintering. In this respect, specific issues, which now require further investigation and understanding, include the sintering of ore types with:- overall higher gangue content- elements that cause problems in the steel manufacturing operations- distinctive sintering performance compared with traditional hematite-rich iron ores. Laboratory-based investigations of the sintering performance and the behaviour of gangue impurities during sintering is an important step towards the successful utilisation of these resources in steelmaking.In terms of laboratory-based sintering investigations, there are two generally accepted experimental scales utilised prior to undertaking industrial-scale trials, which include: bench-scale tablet (compact) testing and pilot-scale pot testing. The former has the advantages of flexibility and more precise control of sintering conditions; but it is difficult to simulate the heterogeneity of a sinter bed. The latter, which is carried out in pots with diameters between 150–500 mm, simulate the commercial sintering process and conditions quite well, but is time-consuming and labour-intensive due to operational complexity. It is therefore desirable to establish a smaller scale pot testing facility that avoids the disadvantages of the normal sintering pot but can provide comparable information.To explore the feasibility of small-scale pot testing, a ‘millipot’ facility was established to examine the sintering performance of iron ores and other non-traditional ferrous materials. The millipot has a diameter of 53 mm and height of 400 mm. The facility has the capability to monitor the sintering temperature at a number of locations (axial, radial) within the sinter bed and to adjust the suction (‘windbox’) pressure. The Morobe Goldfield inPapua New Guinea has produced in excess of 120 tonnes of gold from predominantly alluvial sources. Hardrock gold has been mined historically at Wau (23 t) and Edie Creek (4 t) and geological resources have been established at Hidden Valley (78 t), Kerimenge (36 t) and Hamata (30 t).Numerous prospects have also been identified within the goldfield. Primary gold mineralisation is related to intrusion of dacitic to andesitic Edie Porphyry (2.4 to 3.8 Ma), often with associated diatremes, which have intruded along major regional structures. A full spectrum of deposit styles from proximal (mesothermal) to distal (epithermal) to the porphyry source is recognised. The transition between the proximal and distal styles is recognised both between deposits and within an individual deposit. The deposit styles should be termed porphyry related gold mineralisation rather than given the generic epithermal and mesothermal labels.   It is proposed that magmatic fluids which evolved from parent melts to the high level Edie porphyry stocks mixed with convecting meteoric fluids and were channelled along major structure and diatreme contacts. Proximal to the intrusives, gold mineralisation is associated with deposition of pyrite-hematite-quartz+/-magnetite-gold (Hamata) and pyritebasemetals-quartz-gold (Wau). The mineralising fluids were hot, and periodically saline due to pulses of magmatic fluid. Gold is non-refractory and occurs as 20 to 30 micron blebs within the pyrite.   More distal from the intrusives or under late cooler conditions, mixing of cool dilute meteoric and magmatic fluids resulted in gold deposition associated with arsenic rich pyrite-and arsenopyrite-mineralisation (Kerimenge, Hamata and Edie Creek). Gold is refractory and occurs within the sulfides either as sub-micron inclusion or within the lattice.   CO2 and H2S gases which evolved off the upwelling hydrothermal fluids as a result of boiling and pressure reductions, condensed within superficial groundwater and formed cool oxygenated bicarbonate fluids. These fluids percolated back down the structures depositing manganocarbonate in the upper parts of the hydrothermal system. At deeper levels in the system mixing of the descending bicarbonate fluid with upwelling mineralised fluids deposited manganocarbonate-quartz-sulfides nonrefractory gold (Hidden Valley, Wau and Edie Creek).   At Kerimenge the cool bicarbonate fluids have also quenched a late stage magmatic fluid rising along high permeability structures. The quenching has resulted in deposition of non-refractory gold mineralisation associated with hessite (Ag2Te)-tennantite-chalcopyrite deposition.   Within the Morobe Goldfield, a transition from deeper level pyrite-quartz+/-hematite-magnetite to intermediate level quartz sulfide and quartz-carbonate-sulfide deposition to upper level, massive manganocarbonate deposition is recognized. Gold mineralisation can occur within all levels up the system.

Recently, the quality of sinter feed ore used in sintering process has deteriorated. In particular, Fe has decreased and gangue component has increased in the sinter feed ore. Increase of gangue is not only the factor to influence sinter qualities, but also the factor to increase coke ratio in the blast furnace operation as the increase of slag ratio. Therefore, to cope with the deterioration of iron ore qualities, studies on alternative iron ore resources and development of its utilisation technology have been required.In that kind of new iron ore resources, authors focus on high-grade magnetite fine. High-grade magnetite fine decreases sinter productivity by the decrease of permeability of sintering bed. Therefore a new study for using large amount of magnetite fine is required. In the past, there are some studies about the effect of mixing ratio and size of magnetite fine on productivity and quality, but there are few studies about magnetite fine segregation in charging.In this research, the melting behaviour and interfacial reaction calcium-ferrite, which has important role as bonding agent among iron ores, melts into hematite substrate and magnetite substrate was studied. As the results, it was defined that upper segregation of high-grade magnetite fine is suitable for productivity of sintered ore. Eh-pH measurements were taken on an industrial zinc reverse flotation process at Brunswick Mining and Smelting Corporation Limited. Laboratory zinc reverse flotation testwork on samples of the feed to the industrial process produced Eh-pH data which were similar to the data from the industrial process.Later, the Eh-pH data from the industrial process were compared with data from a pilot plant scale zinc reverse flotation process at Mount Isa Mines Limited. After comparison with the data from Brunswick Mining and Smelting Corporation, deficiencies in the pilot plant Eh-pH data could be recognised and corrective actions were taken for the pilot plant. A robust pilot plant zinc reverse flotation process was obtained with consistent performance at the expected level.The implications of these findings for a range of processes are also discussed.

Minerals processing needs a step change in energy efficiency. While the search for new technology breakthroughs is important, huge gains are still available by better using existing research outcomes. This potential remains untapped due to a combination of organisational 'silos', inappropriate performance measurement, and poor science in some areas. It is time to see the elephant in the mill.
