Although the Diamond that is cut and polished and made up into an article of jewellery, is so well known, there are, comparatively speaking, very few outside the industry who know this beautiful crystal in the crude state, as turned out ofNature's laboratory, and the means employed in winning this precious stone.This article is written with the endeavour to give the reader some idea of the geological formations in which the Diamond occurs, and as it is reported that Diamonds have been found in Western Australia, as well as in other parts of the Australian Colonies, a few hints as to the means employed in working the ground in South Africa may be of use to those intending to prqsecute the search in this country. The general geological formation of the South African Diamond Fields is Lacustrine shales and sandstones, intersected by dykes of various eruptive rocks, varying considerably in their character. and in places vesicular in texture, the vesicules being more or less filled in with zeolites by permeating waters.

Wet beneficiation of iron ore fines less than 1 mm typically involves a desliming stage ahead of the fine gravity separation such as spirals. The desliming is achieved using a bank of cyclones. The reject ultra-fines emerge in the overflow stream at relatively low pulp density, contain high proportions of low-value slimes, but also well-liberated iron ore ultra-fines below 0.045 mm in size; however, recovering the valuable iron ore ultra-fines from this overflow stream presents a significant challenge due to the need to remove such a large amount of water and slimes.The REFLUX™ Graviton consists of distinct 3D-printed modular units, based on REFLUX™ Classifiers, which are rotated at high speed in a large centrifuge. This system has previously been investigated under semi-batch conditions, demonstrating the potential for precision separations with significant capacity. It has been shown that the throughput advantage of the inclined channels and G forces multiply. This is the first paper presented showing the performance of this system under continuous steady-state conditions. Ultra-fine silica in the size range of 0 to 0.045 mm was fed to the Graviton at different volumetric rates, fluidisation rates and pulp densities ranging from 2 wt per cent to 30 wt per cent, in order to develop a fundamental understanding of the system’s performance. The Government signalled its intention in the Economic Statement on 17 December 1987 to improve the fairness of the taxation system and to facilitate the process of economic adjustment by: removing tax concessions that benefit some taxpayers at the expense of other taxpayers,ensuring that those who can afford it shoulder their fair share of the tax burden,securing a revenue base which will provide sufficient resources to maintain effective social services,reducing artificial protection and concessions that discriminate against some sectors, and encouraging confidence through an economic environment with a medium-term orientation. The Government has clearly stated to all sectors that tax preferences will be phased out and businesses need to look inwardly to their investment policies if they are to survive in an open economy. This paper will address the effect of these Government objectives on the taxation structure for all forms of mineral exploration in New Zealand. The present tax structure will firstly be analysed, in particular setting out the tax advantages available to the industry. The effect of changes to the tax system within the recent past which relate to mineral exploration will then be examined. Finally the paper will address the question of possible future changes, particularly in the light of Government's intention to move towards a tax system which does not provide an advantage for any one sector of the economy.

A zinc-lead-iron sulphide concentrate from McArthur River can be leached at atmospheric pressure in aqueous solutions with HCI, FeCl3, CuCI2, HCl/02 HC1/02/ CuCI2, Cl2, and CI2/CuCI2 to extract >98 per cent zinc, >90 per cent silver, and <15 per cent iron in 1-7 h at 95°. Galena is more reactive than sphalerite and is converted to lead chloride. Except for leaching with HCI, elemental sulphur is the the main by-product of the leach with little or no sulphate ion detected. The rates and products of these reactions are compared. It is recommended that aqueous slurries of the concentrate (50 per cent w/v) are leached at atmospheric pressure with Cl2 in the presence of copper(II) chloride, which accelerates the extraction of zinc. Hydrochloric acid is a by-product which is consumed bYJeaction with fresh concentrate in air at 60°. Copper is subsequently stripped from the leach solution and recycled by reaction with fresh concentrate at 100°. The separation, recovery, and electrolysis of zinc and lead chloride is outlined since this process would produce Cl2 gas which can be recycled and used directly in the leaching stage.

SEVERAL serious accidents, which had occurred owing to the platman leaving the plat without first withdrawing the "chairs" from the shaft, set the writer scheming to devise a mechanically operated system which would obviate such accidents and be "fool-proof". It was obvious at the outset that some means of indicating to the engine-driver by the movement of the "chairs" themselves, whether they were "in" or "out" of the shaft, was necessary.An arrangement of signalling similar to railway semaphores was considered, but was rejected owing to the difficulties accruing from the large number of communicating wires which would be required down the shaft-viz., 2 for each level. After several experiments, a comparatively simple and efficient electrical system was devised, and which is covered by Commonwealth Patent TO. 10,402.One of the chief features of the apparatus is its simplicity, and its strongest point is the fact that both the engine-driver and platman receive visual indication of the position of the "chairs." The arrangement consists of a miniature coloured glow lamp, one for each level of each shaft compartment, arranged and placed beside the numbers and arrows corresponding to the various levels, on the winding engine indicators. The intention is to review the opportunities that exist for incorporating environmental planning into mining industry practice in New Zealand. The following brief paper is intended, to apply to the concentration of the silver-lead ores at Broken Hill, New South Wales, generally, but more particularly to the process as applied to the ores in the Block 10 mine. The attached plans are similar inmany respects to those prepared, recently for the Block 10 company.Most of the information here given is already well known to those members who are conversant with the concentration practices of this field, but it is the writer's object to give just a few of those figures which he found difficult to obtain when first engaging in practical work. At that time no text-books were at hand from which it was possible to get sufficient details for practical working purposes.It is first supposed that the mine has been thoroughly explored and has been found to contain a lbde sufficient in size ·and quality to warrant the erection of a concentrating plant. Froth flotation of iron ores is one of the most widely used methods to upgrade iron ore into high-grade concentrates. In recent years, reverse cationic flotation of iron ores has been specifically the subject of several studies. Since quartz is the most common gangue mineral in iron ores, understanding the behaviour of this mineral was the main target of the majority of such studies. However, with the depletion of mineral deposits considered rich and easy to process, it has become more common to find iron ores with complex gangue minerals, which are composed not only of quartz but by a variety of silicates. The mineralogical composition of the ore is an important factor for determining reagents and mineral processing parameters. The mineralogical suite of an ore also presents a paramount role for operational optimisation of any given flotation process. Some studies were performed with different types of amphiboles and other Fe-bearing silicates, for example, but the influence of the mineralogical nature of these silicates in reverse cationic flotation has not been fully explored and will be discussed here. Changes in the traditionally used reagent scheme for reverse cationic flotation, generally including alkaline pH values, polysaccharides as depressant (mainly starches) and primary ether amines and diamines, are expected when dealing with iron ores with complex silicate gangue composition.CITATION:Veloso de Melo, C H, Correa de Araujo, A and Filippov, L O, 2017. The legislative operating environment, or the mineral regime, that a country has to offer is one of the key determinants that a company wanting to invest in an area takes into account in formulating its investment decision.   The New Zealand Government recognises this and the importance of getting the regime right in order to provide for continuing investment in mineral exploration and mining in New Zealand . In recent years, the Government has given considerable attention to developing legislation which provides for investment to take place; for those making the investments to have a stable, fair and open investment environment with government intervention only when considered absolutely necessary because other approaches are not working; and for the people of New Zealand to know that investment must meet acceptable health and safety standards and have acceptable impact on the environment. Also of key importance is having a clearly defined mining regime which includes rules on how to obtain a permit and rules in respect of ongoing permit compliance, rights to develop a mineral resource and permit conditions (in particular, the royalty regime). In New Zealand , these matters will all be addressed in what are referred to as 'minerals programmes'.   The Crown Minerals Act 1991, which is the legislation governing the allocation and management of permits for Crown owned minerals, requires that the Minister of Energy prepare minerals programmes. Minerals programmes establish the policies, procedures and provisions that the Minister shall follow in exercising his or her functions and powers under the Crown Minerals Act. Minerals programmes set out the principal reasons for and against adopting these policies, procedures and provisions and also restrictions on prospecting, exploration and mining for Crown owned minerals. Essentially minerals programmes define the mining regime for the minerals to which they apply, other than the taxation regime, environmental and health, safety provisions, land access matters and general matters concerning the investment climate.

Interest in mining narrow, vein-type ones has increased world-wide during the last few years despite the fact that prices of metals have not risen in proportion as production costs of mining, such as labour and energy. In many mines, where narrow ones are mined, the mining technique and equipment used have been poorly mechanised. The mining methods have been cut-and-fill or shrinkage stoping. Pneumatic jack-legs have been used for drilling and slushers have been used for loading. The methods that have been used can be called the 'first-generation' methods. Work has been very hard for miners. It has been dangerous and exhausting. Production volumes of mines, and a s a result of that, also profits have been low.

To investigate the effect on coal spontaneous combustion with high geo-temperature, an experimental apparatus was developed to measure characteristic parameters of two kinds of coal samples at different temperatures: one was 40°C (G coal sample) and the other was a rising temperature from room temperature (C coal sample). Based on the relationship between CO concentration and the temperature variation, a calculation model of the apparent activation energy of coal was established. The results indicated that the oxygen consumption rate, the generation rate of CO and CO2, and heat release intensity of G coal sample were higher than C coal sample. This trend was more and more obvious as the temperature increased. Furthermore, the apparent activation energy of G coal sample was lower than C coal sample, especially at low temperature stage, which demonstrated that the more the oxidation and exothermic reaction of G coal sample was enhanced, the less energy was required to break the barrier of oxidation reaction. Under the same condition, the speed of oxidation reaction was faster for the coal in the high geo-temperature environment, which was more liable to spontaneous combustion.CITATION:Lei, C, Deng, J, Xiao, Y, Shu, C, Wang, K and Wang, W, 2017. The theme of this Conference is 'The Future of Mining in New Zealand' to be addressed at a time of deepening economic concern. To ensure the assessment and development of our mineral resources in a competitive, safe and environmentally acceptable way a modest supply of a rare commodity û the professional mining engineer û must be assured. This paper briefly' reviews the history of mining education in New Zealand, discusses relevant overseas academic concerns and actions and discusses recent local trends which have led to a most serious recruitment position in the Department of Mining Engineering at the University of Auckland. Conclusions are drawn and proposals made which may remedy this situation which could have serious economic and sociological consequences for New Zealand.

Clause 17 (1) of the Resource Management Act 1991 (duty to avoid, remedy, or mitigate adverse effects) provides the legislative basis for local authorities to impose resource consent conditions requiring land to be rehabilitated to approved uses during and after mining.

Paradoxically, the increased emphasis on water treatment in mining has generated a new problem û hypersaline brines. Currently brines are either disposed of into ash systems, lined evaporation ponds or hazardous waste sites. Evaporative crystallisation (EC) is an alternative, but the energy requirements can be prohibitive and the salt product is still a waste that must be disposed of. Eutectic freeze crystallisation (EFC) is an alternative technology that is capable of separating aqueous solutions into pure water (as ice) and pure, solidified solutes. It is highly energy efficient and does not depend on the introduction of any solvents. In addition, the simultaneous production of pure ice and potentially saleable pure salt(s) is a major advantage. Although EFC has been shown to be effective in separating a single salt and water, it is still in the early stages of being applied to the multi-component hypersaline brines that are typical of reverse osmosis retentates generated by mining and extractive metallurgy.This paper presents an EFC brine treatment protocol developed by the Crystallisation and Precipitation Unit at the University of Cape Town. The protocol incorporates brine analysis, thermodynamic modelling to establish which salts will freeze out and at which temperatures, followed by experimental studies to determine the kinetic parameters, such as nucleation temperatures, salt yields and crystal purity.Case studies showing the application of EFC for the purification of typical brines containing high levels of sodium, chlorine, sulfate and ammonia (Brine 1) and a mixture of sodium and magnesium sulfate (Brine 2) are covered. Modelling tools were applied to describe the phase behaviour of the multi-component saline systems under different process conditions. Experimental validation was carried out using synthetic brines of different (and increasingly complex) compositions. The results showed that EFC could be used to selectively recover the sodium as a sodium sulfate salt from both different brines. The simulation tools were useful in the analysis and understanding of the process.A preliminary economic analysis showed that the operating costs for EC were approximately nine times those for EFC, but the capital costs were much less- equipment for EC cost about half that of EFC. However, it is important to note that the capital cost calculations for EC are based on a technology that is already well established and with only relatively marginal future equipment cost savings expected. In contrast, EFC is a new technology, with significant future technology improvements expected.

Globally, private minerals companies considering the transition to a public company and entrepreneurs looking to create a new public company through, for example, an initial public offering or by a reverse takeover have many options. For companies with assets around the Pacific Rim, there are arguably five key stock/securities exchanges that actively promote international minerals company listings, and these are located in Australia, Canada, Hong Kong, Singapore and the United Kingdom.Listing on any of these exchanges requires a range of technical, commercial, financial and legal documentation. Each exchange has specific rules and requirements for technical documentation to support the listing process. Once listed, each exchange also has specific rules for technical information to meet ongoing compliance requirements. The Taharoa ironsand deposit covers approximately 16 km2 and is located 144 km south of Auckland on the west coast of the North Island, New Zealand. The heavy mineral-rich sands predominantly contain titanomagnetite, ilmenite and hematite, along with lesser amounts of amphiboles, pyroxenes, and feldspars. Throughout the Taharoa mine site 142 samples were collected of which approximately 25 samples were used in mineralogical analyses of the magnetic, heavy non-magnetic and light non-magnetic fractions. Mineralogical and petrographic analyses confirmed the high abundance of homogeneous magnetite and magnetite containing ilmenite exsolution lamellae which have oxidised to hematite. A limited number of sand samples were collected from Taranaki beaches. Petrography reveals exsolution textures of magnetite and ilmenite (now hematite), and homogenous magnetite grains similar to those observed at Taharoa. Petrographic analyses from previous research projects were also closely investigated in order to make mineralogical comparisons from along the west coast of the North Island and with other potential source areas. The origin of detrital magnetite grains along the west coast of the North Island is generally presumed to be the eroded volcanic cones of the Egmont volcanoes and active and dormant volcanoes of the central North Island. Electron microprobe analyses of magnetite grains from Taranaki beach samples reveal TiO2 values of between 1.5 and 120 per cent. MgO and A12O3 contents also vary widely from 0.75 to 6.5 per cent. This large variability may reflect different volcanic eruptions, the presence of exsolution textures or alternative source areas for these magnetite grains. Geochemical results from the Taharoa mine site correlate with the Taranaki beach samples suggesting that the Egmont volcanoes are certainly one source area. Variability in XRF results, especially Fe and Ti contents (9.04 - 59.22 and 0.80 - 4.64 respectively), from the magnetic and heavy non-magnetic fractions likely reflect the detrital nature of this deposit.

The emergence of China as a global economic power has not been without its birth pangs and the current coal market is testimony to this. Traditionally the coal market has been controlled by mature economies that functioned along balanced lines of supply and demand. The emergence of China and India as major forces in the international market has shifted this balance of power from mature economies to the developing economies of China and India. Of late Chinese Central Government policy has caused wide swings in the supply of Chinese coking coal and thermal coal to the international Asian markets. This has resulted in huge increases in demand for coal from producers in Australia, Canada, Indonesia, USA and Russia. Additionally since the late 1990s the liberalised Chinese economy has been growing by between nine to 12 per cent per annum. The corresponding rise in the standard of living of their 1.4 billion people has resulted in a strong demand for raw materials, initially met by domestic production and more recently met by the importation of raw materials including iron ore, oil, coking coal and thermal coal. Commensurate with this growth in China has been the emergence of India (pop one billion) as another major developing economy in the region. Whilst the Indian standard of living is lower than that of the Chinese, this subcontinent still has some 300 million people with middle class consumption demands. India is a major importer of oil, coking coal and thermal coal. It exports iron ore to China with growth parallel to China (seven to nine per cent per annum). These combined new demands from India and China have put unprecedented pressure on the global supply of coking and thermal coals. These pressures are reflected in the current world spot prices for coking and thermal coals which are at historically high levels. Whilst current demand from China and India is high it is anticipated that new projects will partially satisfy this increasing demand. Expectations are that overall thermal and coking coal prices will rise steadily. This paper seeks to identify the potential effects of Chinese and Indian economic growth on the international markets for coal.

The Upper Waimangaroa mining permit is part of the Buller Coalfield and lies on the eastern side of the Stockton-Denniston Plateau. The mining permit area is estimated to contain a total in-ground coal resource of 58 million tonnes, contained within 13 separate coal resource .blocks. The coal is Bituminous High Volatile B rank with export potential as semi soft coking or thermal coal. The Northern Opencast mine is the first mine proposed for Upper Waimangaroa and consists of the three resource blocks at the northern end of the permit area. The highwall of the mine will cut into the Mt William Range resulting in overburden cover of up to 150 metres in some areas. The ability to rehabilitate the area after mining was a major consideration in the design of the mine. The Northern Opencast area has been geologically mapped, extensively drilled and effectively modelled using Vulcan software. Three distinct coal seams are present and the mineable in situ resource is estimated at 8.7 million tonnes of which approximately 7.1 million tonnes is likely to be recoverable. It is proposed that this resource will be mined using opencast methods and the void will be backfilled with overburden. The life of the mine is at this stage estimated at 19 years based on an annual production of 500,000 tonnes at 1.8% sulphur and the Upper Waimangaroacoal will be blended with low sulphur coal from the Greymouth Coalfield to meet export specifications. The Northern Opencast area contains a range of native flora and fauna and physical features which make it an environmentally significant area. Mining will totally modify the area, thus an effective rehabilitation scheme is an integral part of the mine plan. Various rehabilitation methods will be used, and wherever possible, the backfilled areas will be rehabilitated so as to resemble the original area as closely as possible.

Much attention in controlling blast vibrations has been centred on the probability of causing damage to structures in the area adjacent to where blasting is carried out. In most cases these structures are residential properties and the effect of the vibrations on the occupiers has not been studied to any great extent. This paper looks at the sources of disturbance caused by blasting and their psychological effect. A comparison of ground vibration levels for compliance is examined within the framework of structural and human response.
