At its most basic level, minerals project management may be broken down into a series of logical chronological phases, described in this paper as: exploration, discovery; scoping and pre-feasibility; feasibility and approval; project financing and commissioning; operation; expansion and closure. Each phase has its own peculiarities and challenges, any one of which can potentially upset the forward progress of a minerals project.Reference is made to each of these project phases based on the authorÆs many years of first-hand experience, in an attempt to identify issues within the project management spectrum where additional caution may be warranted. Left un-addressed, these issues can cause undue delays in the project timeline, ultimately delaying approval at significant project cost.Finally, reference is made to the Mine ManagerÆs Handbook recently published by the AusIMM which is an excellent project management resource, considered to be very relevant for minerals treatment plant managers, whether the context be constructing, operating, expanding or shutting down.CITATION:Dunlop, J S, 2013. THIS paper is the outcome of experiments carried on and experience gained. at the Waihi-Paeroa Gold Extraction Company's tailings plant at Waihi, New Zealand. The plant was erected to treat accumulated tailings which had been discharged into the Chinemuri River by the Waihi batteries.The Chinemuri River is a common sludge channel for all mining debris, tailings, and ashes from the power plants, the last being the cause of occasional high residues, which gave so much trouble to the management. The tailings were dredged from the bed of the river into barges by means of a Pohle air lift, the power being supplied: by a 13 b.h.p. Tangye oil engine driving an air compressor and a centrifugal pump. The sands were elevated from the barges by bucket-belt elevators over screens, to eliminate large particles and rubbish, into storage hoppers, and from there fed direct into four C. Judd Ltd. tube mills.The method of treatment was fine grinding in a weak cyanide solution, agitation in B. and M. tanks, filtration with turn-over vacuum filters, and precipitation with zinc shavings. The comparatively high values of the residues in gold gave a great deal of trouble, 'and it was not until repeated experiments were carried out that the cause of the trouble was located. Trueman: I am not aware of any definite evidence of the temperature of formation of these minerals, but am of the opinion that high temperatures would not be present during crystallization.No evidence from the qUl'trtz, magnetite and hematite of formation temperatures is indicated and, as the carbonate is later than the other minerals it does not supply any data either.According to Miyashiro and other workers who have studied the composition and stability of the glaucophaneriebeckite series, minerals of riebeckite composition are stable over a wide range of P, T conditions. Recent work by W. G. Ernst, of the University of California, indicate that, in the presence of an Fe203/Fe304 buffer, riebeckite and crocidolite are more likely to form at low temperatures. The occurrence of riebeckite-crocidolite as authigenic minerals has been reported from several localities.Dr. MacLeod (Geol. Surv. of W. A.): Recent regional mapping by the Geological Survey of Western Australia has revealed a total thickness of at least 30,000 ft for the Proterozoic sediments in the Hamersley Basin. In this succession the asbestos-bearing beds of the Brockman Iron Formation at Wittenoom are overlain by some 20,000 ft of younger sediments and volcanics. About twelve months ago, owing to the increasing quantity of stone and dirt being drawn frQm the Victorian State Coal Mine due to the large amount of dead work below ground, cutting, faults, etc, and to the increasing quan#ty of banded coal beingworked, the writer was forced to consider the question of economy in handling the spoil at the surface. The method in operation at the time was to run out level dumps fro,m the, tipping floor of the heapstead, or brace, and to tip most of the skips of stone in tipplers at the ends of the dumps, the remainder of the skips being side-tipped to widen the dumps.The method, whilst quite satisfactory for dealing with a few skips of stone, was found to be costly as the dumps extended, and the number of skips to be dealt with increased from 300. to 400 per day of two shifts;. therefore, in order to expedite thework and cheapen its cost, the writer devised an improved method which may be qescribed as follows :-(1) The stone is tipped into a hopper car which holds about 10 skips(2) The hopper car is hauled up an inclined dump by means of an electric winch.(3) The spoil is dumped from the car forwards or to either side, as required.(4) The car is returned to the starting point for a further load.Plate I Fig. 1 gives an idea of the construction of the hopper car. Were it simply a matter of extracting tin from the simple tin sulphide, the proposition would undoubtedly be simple enough. When, however, other valuable metallic sulphides are combined with the tin, and it is required to separate these intomarketable products, then the proposition becomes somewhat complex, and such is the case with the class of material of which I am about to write. The locality where it occurs is Howell, New South Wales, and chiefly at the Conrad Silver-Lead Mine. The tin sulphide occurs chemically alloyed with copper, iron and other metals associated with galena, pyrites, mispickel, blende and silver sulphide in varying proportions, and generally in a gangue of highly crystallised quartz.Several varieties of tin sulphides occur, and from the following analyses of three minerals, these being specimens specially selected free from foreign matters, it will be seen that the chemical composition is somewhat complex.

This paper is intended partly as a summary of the conclusions that have been arrived at by various authorities on this matter, and also with a view to initiate some discussion on the subject, especially as most of the quartz gold mines in Victoria are operated without having any proper assay plans or any idea of the real values other than those given by the mining managers, who, from experience in the particular cases, are supposed to be able to arrive at a correct idea of the true values of- the ore, and, in many cases, oppose any other methods than their own, holding the view that no sampling is equal in correctness to the bulk sample of the battery. The necessity of properly sampling and estimating the ore in a mine in every case, perhaps hardly needs to be urged on the members of the Institute, but is not, apparently, so obvious to others.It is proposed to confine this paper to the sampling of ore reserves in a mine, and the various points which have to be taken into consideration in arriving at values, from the assayer's point of view, leaving the methods of sampling metallurgical products out of consideration for the present. "It is advisable to define" ore reserves" as ore exposed on three sides at least, and accessible to the sampler on all three. "Prospective ore" would include all ore not so fully exposed; but which may, from the nature of the case, and the geological conditions prevailing, be reasonably supposed to exist.

A method for the determination of microgram quantities of uranium in leachates from low grade uranium ores is described. Solubilized manium is purified by transfer to an organic solvent by a selective solvent extractionprocedure using tributyl phosphate, iso-octane, and aluminium nitrate. The organic phase is mixed with scintillation fiuors in toluene and the radioactive decay determined in a liquid scintillation counter. The method is sensitive and reproducible in the range 3-30 µg uranium.

Platinum-group minerals (PGM) are recorded from a number of localities along theWaiau River, western Southland, and the south coast of the South Island, New Zealand. At each locality, small amounts of PGMs were recovered as by-products of historical gold mining operations. During the period 1890-1950 an estimated 1000-2000 oz. of æplatinumÆ were recovered from the region, the only area within New Zealand where PGM have been commercially exploited. The PGM suite of southern New Zealand consists of Pt-Fe alloys, IPGE (iridium subgroup, platinum-group elements) alloys, sperrylite (PtAs2), cooperite (PtS) and braggite ((Pt,Pd)S). The composition of Pt-Fe alloy exhibits considerable variation and two compositional populations are recognised. Some Pt-Fe alloy grains are chemically zoned. Iridium is the most abundant IPGE alloy phase and often contains considerable Pt, in contrast to osmium and ruthenium alloys. Cooperite and braggite grains are characterised by extremely low concentrations of Ni.   Exsolution of osmium and iridium from Pt-Fe alloy and Pt-Fe alloy from iridium is observed Several PGM host mineral inclusions which vary from single to poly-phase, display rounded to equant outlines and range in diameter from greater than 100 ¦m to less than 5 ¦m. Olivine and Ni-sulphide inclusions are only present within IPGE alloys. Pt-Fe alloy, cooperite, braggite and sperrylite host Cu-Fe sulphides, a wide variety of PGM, clinopyroxene, amphibole, magnetite and plagioclase within inclusions. Sperrylite also hosts Pd bismuthiotellurides, gold and several potassium-rich silicate phases. Similarities in inclusion phases and mineral chemistry from several localities suggest that the PGM are derived from a single (as yet unidentified), probably calc-alkaline magmatic source. This source is situated somewhere along the margins of the western Southland sedimentary basin where PGM liberated by erosion are transported down the Waiau River and dispersed eastwards along the coast by strong longshore currents.

Two Hg-Au occurrences west of Bangko, Sumatra occur within the West Sumatra Permian Volcanic Plutonic Arc. The Melipun Hg-Au occurrence was exploited in the past and mineralisation occurs within a hydrothermally altered cupola of a buried intrusion. The Salak Hg-Au occurrence occurs within the outcrop of the Dusunbaru pluton, likely within the remnants of a caldera in which hydrothermal mineralisation was developed. Both occurrences formed late in the history of the volcanic arc, probably between the Triassic and early Jurassic. The monthly tonnage extracted approximates 30,000 tons in normal times.The ore is a mixed sulphide containing galena and marmatite; the gangue minerals are principally calcite, rhodonite, quartz and garnet.A typical assay for a monthly period is 14·40/0 Pb., 5·6 ozs. Ag., and 11· 60/0 Zn. The whole of the ore is concentrated on the property by combined gravity and flotation methods. The lead and 'zinc concentrates produced are railed to other centres for the extraction of the contained metals.MINING METHODSMining practice throughout the field varies only in minor details. The ore-bodies forming the Broken Hill Lode lie within complex folds arranged along a shear and vary in size and mineralogical associations, but all the mines have similar types. Some of the ore-bodies have weak walls, but the chief difficulty in mining is caused by "heads" and "flaws" in the ore.Besides these local weak areas there are ground movements-referred to later-of varying magnitude extending throughout the central portion of the lode where the large ore-bodies, several hundred feet wide, approached the surface.

Following the experimental work of Denny, Robson, and Irwin, and the clinical investigation by Crombie and Blaisdell, an investigation of aluminium therapy was begun at Washington, Pa., which is situated In a very large industrial section of the State. Some of the men to be studied were from plants manufacturing silica brick, refractories used in steel and glass manufacturing, and semi-porcelain table-ware; others were workers in foundries, sand blasters, and men engaged in the quarrying of ganister rock.This group of workmen gave an opportunity to study the effects of aluminium on various types of silicosis which differed somewhat from that found in hard-rock miners.EXPOSUREIn their occupations, the men studied were exposed to silica dust concentrations ranging from 17 to 97 per cent free silica. In the silica brick industries, the unfired product averages 96 per cent silica in the form of quartz, whereas the fired brick contains 50 to 62 per cent. cristobalite plus 11 to 80 per cent. tridymite, forms of silica that, on account of their higher solubility, are more toxic than quartz. The operational dust counts in the plants varied from 15 to 9,500 particles per c.c., and the median particle size from the aerial samples was 1.0 micron for the green product and 2.0 microns for the fired product. The length of exposure varied with the occupation as well as with the individual plant, but disabling silicosis could be produced in less than four years in certain exposures. The average time needed to produce radiological silicosis in those susceptible to this disease was eight years. Some of the men in our series of cases have been treated as long as fifteen years after exposure had ceased, and have improved under treatment.The dust counts mentioned above had been reduced prior to the aluminium therapy studies and the presen.t exposures do not exceed '900 particles per c.c., the average being 370 particles. per c.c. This improvement in dust conditions was due to improved dust control apparatus, which was installed before aluminium therapy was instituted. Aluminium powder is not a substitute for dust control.PATHOLOGYThe pathological picture of silicosis in men engaged in the ceramic industry is somewhat different from that in hard rock miners." Bulk ore tailings from the Macraes gold mine gold extraction process are stored in a large (ca 0.6 km2, 80 m deep) mixed tailings impoundment whose pH is maintained near 8 by natural rock neutralizing capacity. The mixed tailings will be stored in this impoundment in perpetuity after mining ceases. Confidence in the long term environmental stability of these tailings can be gained from examination of mineralogically and chemically similar geological situations in the immediate vicinity. A sequence, typically about 5 m thick, of sands and gravels derived from the Macraes mineralized zone 12 000 to 28 000 years ago contains rounded detrital sulphide mineral grains which are unoxidized despite close proximity to the surface and occasional incursion of oxygenated waters. Saturating water pH is currently 7-8. Sands with 0.2 to 0.8 wt % organic carbon host sulphate-reducing bacteria (SRB), and localized cementation by authigenic framboidal pyrite has occurred. Comparison of the 28 000 year-old sediments with the modem tailings suggests that similar chemistry will prevail, possibly with deposition of authigenic pyrite in the tailings, in the long term. As long as the present slightly anoxic and circumneutral pH environmental conditions are maintained in the mixed tailings dam, sulphide decomposition and acidification are unlikely. These sediments provide a plausible geological analogue for long-term benign storage of the mixed tailings impoundment.

Initial analysis of Long Offset Time Domain Electromagnetic (LOTEM) data has traditionally been made in terms of early and late time apparent resistivities. By using more than one grounded bipole as a source, a tensor analysis technique analogous to the method used to analyse DC resistivity multiple-source bipole-dipole surveying may be formulated. We define the æinstantaneous apparent resistivity tensorÆ as the tensor that relates the total electric field vectors at each instant to the steady state (DC) uniform half space current density vectors due to each source. Instantaneous apparent resistivity tensors calculated for a 3D resistivity model suggest that profiles of LOTEM measurements across simple 3D structures can be used to create an image that reproduces the main features of the subsurface resistivity. Where measurements are distributed over an area, maps of the tensor invariants or the tensor ellipses at different times can be made into a sequence of images which provide a way of ætime slicingÆ down through the target structure.

In the latter half of 1973 a contract was given to Roberts-Holland Joint Venture for the stripping of the southern exhaust airway.The contract was carried out efficiently and relatively cheaply. It was completed 2 months ahead of schedule.The sinking stage and in particular the drilling jumbo proved to be a success and helped produce an above schedule stripping rate.No major problems were encountered with ground conditions or ventilation. A survey of the shaft showed the diameter to be within the set limits of 5·49 m ± 0·15 m.

Shaft sinking through an amphibolite-granite rock mass experienced rock bursts on the shaft walls and benches. However, rock burst phenomena was exhibited only in granite, which is e1asto-brittle with ability to store strain energy caused by orogenic and man made stresses. To improve ground conditions, blasting of destressing holes at shaft corners was carried out. By this technique rock burst during shaft sinking was minimized, but not eliminated.

In referring to two subjects of interest to the Members of this Australasian Institute of Mining Engineers, I would at the outset desire to express our gratification that to-day we are able to welcome as now united with ourselves, those members who until recently constituted the New Zealand Institute. It is hoped that the amalgamation so amicably arranged may be productive of the best results to all concerned, incorporated as this combination has been at the moment of the fulfilment of that greater political union, the Australian Commonwealth.Since last Annual Meeting held in Brisbane, we have come under the same roof as the Chamber of Mines of Victoria, and we entertain the hope that as that Chamber and this Institute possess so many interests in common in the encouragement and advancement of mining and metallurgical progress in these colonies, that much mutual benefit will ensue. There are many directions in which each body can assist the other, and I trust that a friendly co-operation will be maintained.It is gratifying to feel that in all the colonies a distinct movement is being made to increase the facilities for education in Mining and Metallurgy but if I may refer to our colony of Victoria in particular, we have to express the profound regret that in the means of education in the higher branches, we occupy an inferior position, and it is quite certain that we will continue to do so unless the Government is prepared to subordinate provincial considerations to the weightier.

The past decade has seen revolutionary advances in communications and information-handling techniques which have been stimulated by "cold war" military requirements and by current programmes for probing into outer space. The tools used in exploration for petroleum and minerals have been improved significantly as a result of this new space age technology and even greater improvements are on the way.Two areas of technical activity have been particularly fruitful in enhancing the effectiveness of exploration methods. These are1. the development of new approaches, based on information theory,for extracting signal from noise more efficiently than before, and2. the use of high-speed digital computers for storing and processing all kinds of exploration information, not only geophysical but geological as well.In seismic prospecting, use of information theory has led to new techniques such as time-domain filtering, wave-number filtering and correlation methods which have made it possible to obtain usable reflection data from areas which were previously considered non reflective. Complex playback and other data processing facilities have been developed to apply these approaches.Digitization of geophysical data for handling by high-speed electronic computers facilitates many of these techniques for signal-to-noise improvement. Direct digital recording of seismic data in the field is now being d'one on an experimental basis in the United States, and this should become a standard procedure, at least for problem areas.The increased dynamic range, flexibility of filtering and other data processing, and convenience of information storage and retrieval make digital recording attractive in spite of its high cost compared to conventional analogue methods. Digital computers are being programmed to carry out many operations in data reduction and interpretation with substantial savings in time and cost over conventional procedures.INTROPUCTIONIn the years that have passed since the end of the Second World War, the western world has witnessed a technological revolution which may be as far reaching in its ultimate impqct as the Industrial Revolution of the last century.

Igneous phosphate deposits located in tropical and subtropical regions of the world are characterised by low P2O5 grades, very diversified mineralogy and intensive lateral plus vertical variations in chemical composition, mineralogical assembly, rock texture, grain size, slimes content and morphology plus surface coating of apatite particles. Those variations characterise ore types with distinct behaviour in mineral processing plants. This work reviews the main challenges to concentrate those ores, addressing developed solutions. Apatite concentration requires long chain anionic collectors to conduct reverse flotation of barite (alkyl sulfate) before direct flotation of apatite (sarcosinate, sulfosuccinate and oleate) at basic medium. The long chain collectors decrease the surface tension of the flotation solution (?LV) and a particular value of 51 mN/m was found to promote the most selective separation between apatite/gangue at a particular plant. Effective control of the magnitude of ?LV in industrial plants has not been realistic because there is a lack of reliable instruments to carry out in-situ measurements. Regarding gangue depression by starch, a review is made on possible mechanisms that promote its remarkable ability to depress some minerals (Fe-oxides, ortho plus meta silicates and calcite) vis-a-vis others (quartz, apatite and layered silicates). Flotation recovery (R) of fine (20<R<30 per cent) and coarse (30<R<60 per cent) apatite particles is considerably lower than the recovery of the intermediate ones (R>70 per cent) and inadequate hydrodynamic conditions within flotation cells are the main reasons for that behavior. Once the best hydrodynamic conditions to float coarse particles are not the same to float the fine ones, flotation of coarse and fine particles is commonly conducted at separated circuits in industrial scale. Entrainment of very fine gangue particles is an important source of contamination of apatite concentrates, mainly when weathered ores are treated. In most cases, adjustments in flotation equipment (columns or mechanical cells) promote considerable improvement in the quality of final concentrates.

As was mentioned in the last paper of this series(l), magnesium was added to lead with the idea that it would act as a de-oxidiser. The magnesium lead alloys give rise to an inter-metallic compound of the composition Mg2Pb(2) and it has some remarkable properties. It is known to disintegrate on standing in the atmosphere and it confers this property also on lead alloys in which it occurs. Magnesium forms a solid'solution with lead, and according to Kurnakow, Pogodin' and Vidusova(S) the limits of solubility are as follow...In conformity with the practice used in preceding series, the limit of concentration used in the present investigation was 0.1 %. Suggestions have been made at various times that there may be a recurrence of lodes similar to those at Kalgoorlie in the country to the south of the Golden Mile, but, so far as is known, there has been no geological evidence to support these suggestions apart from the possible extension of the younger quartz-dolerite greenstone in this direction.Geological mapping carried out by the writer in the Coolgardie district in 1946, provided some additional geological evidence to support this claim, and the ideas then held have since been expanded and are now considered to be sufficiently advanced to present them as concrete suggestions. As will be seen from the following pages, the critical area for lode prospecting is Hannan's Lake, where the basement rocks may include younger quartz dolerite greenstone, which, although perhaps distributed over a smaller area than at Kalgoorlie, could, on structural grounds, have a similar fracture system and similar ore deposition.There is little need to stress the importance discoveries in this area would have in prolonging the life of the field, and stimulating the post-war gold mining revival.Previous Work: Only the publications having a direct bearing on the preparation of this paper are given in the list of selected references, but the writer is very conscious of the fact that much other geological work has been carried out in the Kalgoorlie district since its discovery, by the W.A. Department of Mines, by mining companies, and others, all of which has contributed to the present knowledge of the field, and acknowledgment of the value of this work is given herewith. In presenting the suggestions in this paper a broad structural control of ore deposition is assumed, but this has already been established in other parts of the goldfields of Western Australia, including adjacent areas. In the early nineteen thirties, the Western Mining Corporation commenced work on the basis that there was a close relationship between geological structure and auriferous ore deposition, and a similar approach was first made by the Geological Survey of Western Australia in the South Yilgarn in 1935. These ideas were further developed during later surveys, particularly in the North Yilgarn and the Mount Margaret Goldfield.During the Coolgardie Survey in 1946, broad structural mapping was done in greater detail than before, and the structural ideas were implemented and further developed, leading to some success.Other work to which particular acknowledgment is given is that of Stiltwell, Gustafson and Miller, Forman, Prider and Finucane, at Kalgoorlie, and that of Honman in the Kalgoorlie-Coolgardie district, references to which are given at the end of this paper.Valuable constructive criticism of this paper has been given by Professor E. de C.
