A clear understanding of the meanings of terms is important when discussing a project. Whether it is a submission, an investment study, a feasibility study, an environmental impact statement, an estimate, a tender, a contract, or a close-out.report, the need for all parties involved to understand what is under discussion or what has been written is paramount. The clarity of definition and the level of understanding can affect the outcome of the project. It is vital that all parties know what is wanted, what is expected, and what it will cost. This paper draws attention to some of the problems that beset many projects, clients, project managers and contractors, and it is hoped that its presentation will encourage us to pay more attention to defining what it is that is required. Ultimately we should all be the richer for having defined and understood the requirements at the beginning rather than at the end.

The outlook for suppliers of energy to the expanding economies of the Pacific Basin region is essentially positive, but particularly for exporters of high quality steam coal. This paper argues that economic growth in the Pacific Basin region has exceeded world economic growth for some years and that this will continue to be the case for the next decade at least. It looks briefly at the link between economic growth and energy demand and at the relationship between energy demand and the demand for electricity. Changing preferences in fuel mix for electrical generation in the region are noted and tentative forecasts made about variations in this mix. The pros and cons of various forms of fuel used to generate electricity are considered from the point of view of the consumer. Having concluded that steaming coal in particular is likely to become even more important as a generator of base load electricity, the paper looks at the opportunities this presents for exporters such as Australia, and touches on some factors that could prevent development of those opportunities. This paper will concentrate on electrical energy. For the purposes of this paper, the Pacific Basin refers essentially to Australia, New Zealand and the Asian countries bordering the Western Pacific. As a supplier, Siberia is not included because, although it has great potential, it is thought that problems of climate, infrastructure and political restructuring will delay the realisation of that potential until the next century. Although it deals with the Pacific Basin region, where many countries are industrialising rapidly from a predominantly agricultural base, it looks at the experience of mature industrial DECD economies where their experiences seem relevant.

IN the underground department of a mine, we may fairly say that "good management is based upon three elementals: first, sound engineering; second, proper coordination and efficiency of every human unit; third, economy in the purchase and consumption: of supplies.This paper is practically an analysis of the second element; which stands out prominently as the most important in the winning of successful results. The human units are divided into officers and men. The officers intermesh. One man takes responsibility where another throws it down; incessantly new conditions are arising where they may be doubtful of their powers; and always, on account of the three shifts, varying methods of work are coming into conflict. This very often results in disorganization. What is most necessary to guard against this is an esprit de corps, which would influence officers to stifle personal feelings for the general welfare of the department, To secure co-operation and loyalty of the staff, the writer recommends for the mines of the field a system of profit-sharing. Distributed on a salary basis, together with liberal holidays (not less than three weeks in each year) on full pay...

Analyses of scheelite from all the known scheelite fields in the South Island of New Zealand have shown that the scheelites are essentially molybdenum-free. The scheelites are almost stoichiometric CaWO4, except for some strontium replacing the calcium, with a maximum of 0·92 per cent SrO. Variation in strontium content appears to be' related to the metamorphic grade of the enclosing rocks.

A comparison is made between elementary block estimation techniques and the optimal methods of geostatistics using data from an Australian deposit. Considerable improvement in the estimates are obtained by using the optimal technique in this case.

Perception has the unfortunate habit of becoming reality. Urban inhabitants unfortunately do not regard mining as a legitimate or desirable business, despite its contribution to Australia's export income (+A $8,000 million, being nearly a third of all exports); share of GDP (it is 4.5%); and the fact that its presence fills up all the empty spaces northwest of the Adelaide-Melbourne-Sydney-Brisbane crescent of inhabitation. The huge economic contribution of Australia's minerals industry, resulting from providing more than half of merchandise exports (Figure 1), is achieved by employing only some 2% of the national work force (Gaulton, 1997). Unfortunately, the minerals industry's critics generally oppose exploration on the basis that what you don't know will not hurt you. It is the 'do-not-confuse-me-with-facts' philosophy or 'ostrich syndrome', which somehow crudely assumes that mining practices have stayed in the style popular circa late 1800s. Somehow ignorance really is bliss for these idealistic believers, who are reminiscent of the members of the Flat Earth Society!

Mr. H. W. GEPP said he desired to bring particular attention to this paper. The underlying intention of the Development and Migration Commission when the paper was prepared was to place at the disposal of Australian miners and metallurgists the story of the development of tin metallurgy as it had been advanced in other countries, particularly Great Britain. They had very considerable resources of low-grade tin-bearing metals in the eastern coast of Australia particularly, and they need not anticipate that tin was going to remain at the extremely low price at which they saw it to-day. The Commission felt that it was most desirable to place 'on record, and make easily available, the story of the treatment of comparatively low-grade tin ores in other parts of the world.Arrangements were made that the technical staff at Australia House, in conjunction with Mr. H. S. Elford; should collect this information so that in due course, when Australia awoke to an interest in low-grade deposits, of which there were many throughout Australia, this story would then not,have to be gathered from other areas and other places of the world. The -paper was a contribution which would turn out to be of very great value. He suggested to the younger members that this thorough contribution could be made the subject of study so that they would be ready to assist in the developments which must come. Mr. WM. APLIN said there was one point in connection with the paper upon which he would like to speak. While at Mount Morgan he had occasion to test some highly pyritic tin ore by flotation, with a view to separating the cassiterite from the pyritic mineral.Instead of accomplishing that, it was discovered that it would be possible to eliminate as much as 50% of the total weight of ore in the form of a pyritic flotation concentrate, which would contain...

The Resource Management Act 1991 (RMA) and the Crown Minerals Act 1991 (CMA) both came into force on 1 October 1991. The purpose behind RMA was to integrate the existing laws dealing with town and country planning, land subdivision, water and soil, minerals and energy resources, coastal management, air pollution and noise control into one omnibus Act. Originally, there was a section in RMA dealing with minerals. However, this section was taken out of RMA and a companion piece of legislation - namely CMA - was passed with RMA.

Mineral concentrators often use process water that is very saline and/or hard. In this paper the effect of increasing concentrations of sodium chloride and calcium chloride on the rheological properties of 70 wt% quartz suspensions (d5o - 10.6 ¦m) is reported. The apparent viscosity at 100 s t in 5 mol dm -3 sodium chloride solutions (approx. 300,000 ppm) was nearly 500 times the viscosity of water without salt or particles present. Part of the increase in viscosity is caused by aggregation (coagulation) of the suspension.

The paper also discusses trends in coal utilisation for power generation and how new technologies may require coal with different characteristics. Research and development into options for CO2 sequestration are discussed including carbon storage in forests, and removal of CO2 from flue or fuel gas in power stations, and its disposal.

International regulations exist to manage the concentrations of mycotoxins such as Ochratoxin A (OTA) and deoxynivalenol (DON) in grains and prevent health risks from excessive exposure to OTA and DON. Since the permitted levels of these mycotoxins are very low (existing maximum levels are in the range of 5 ppb for OTA and 1–2 ppm for DON), sampling for these mycotoxins is potentially challenging. Given that the distribution of infected kernels in a consignment of wheat can be highly heterogeneous, detection by current sampling methods is subject to a high variance. Furthermore, the concentrations of mycotoxins in individual kernels vary over orders of magnitude, intensifying the heterogeneity of the bulk grain.In these circumstances, there is much interest in developing sampling plans that inform regulatory agencies, and mitigate the risk of misclassifying grain shipments as compliant or non-compliant within the global grain trade, when correctly implemented.Experimental data from laboratory and field studies describing individual wheat kernel concentrations of OTA and DON were combined with experimental data describing the variance due to the analytical methods used for OTA and DON to calculate the sampling distribution for wheat having various levels of contamination. This work has focused on quantifying the heterogeneity of samples at the point of submission for analysis and within subsequent sample preparation to arrive at total sampling distributions that include uncertainties due to the intrinsic heterogeneity and the analytical uncertainties. In the mine of this study, cemented hydraulic backfill is placed under the form of a slurry at a percentage of solid by weight varying from 50 to 65 per cent. This slurry settles and cures in the stope. During this process an important amount of water must be drained from the scope. Field observations in the case studied here show that the geometry of the drains system has a significant impact on the drainage of the stopes. The mode of filling produces a backfill showing an evident stratification typical of a sedimentation process. In situ observations on this material show that this stratification translates into a very strong heterogeneity in the physical properties of the cemented backfill. This heterogeneity should affect the hydraulic conductivity of the backfill in the scope. In order to study this aspect, finite element simulations were performed. This paper presents the results of these simulations, where the impact of this stratification on hydraulic conductivity is related to the performance of the backfill drainage system for various geometry. This preliminary study is aimed at providing a better understanding of the role of the drains in the dewatering process of the backfilled stope in the case of this Mine.

The extra information brought by further drilling may seem necessary to achieve control over block grades if elementary estimation techniques are used. However a geostatistical study of an Australian deposit shows that better estimation techniques at the end of the first drilling campaign are sufficient to achieve required control.Subsequent drilling would be essentially wasteful.

The area, A, under a gamma-ray log that passes through a horizontal bed given by: A = gl/k. Here is the equivalent concentration of U3O8 in the body, l the thickness of the body, and k the calibration factor or sensitivityof the logger. The area is independent of the logging speed or logger time constant.This relationship, together with the first moment about the maximum of the log and its value there suflicient to determine the thickness, position of the centre of the bed from the log maximum and the concentration of U3O8.Numerical results obtained from artificial and field data show that the computed results arc as good as those obtained by methods such as the inverse filter technique and the iterative method. The present method yields results that arc easier to feed into an ore reserve data base.

The underlying message of this paper is that investment in prospecting, exploration and mining in New Zealand is welcomed. The Government's policy with respect to Crown owned minerals is for continuing investment in prospecting, exploration and mining which is in accordance with good exploration or mining practice. To encourage continued investment requires a business-friendly environment. Government policies and initiatives to enhance the business environment for the minerals and coal exploration and mining industries are discussed in this paper. As well, new initiatives under consideration, which have the purpose of enhancing the investment environment, are discussed.

Willyamite from the type locality, Consols mine, Broken Hill, N.S.W., has been re-examined, and found to consist of zones with widely different Co:Ni ratios. The name willyamite is redefined to include the portion of the (Co, Ni)SbS series with cobalt in excess of nickel. Willyamite is pseudo-cubic, with the three axes equal to within 0·001 A.

Geophysical surveys are currently being carried out over mineral prospects all around the Pacific Rim. Many of these surveys are successful in locating mineralisation in porphyry intrusives, mesothermal environments, and epithermal vein systems. A number of examples of surveys in Indonesia and Papua New Guinea are presented, which show the successful application of various geophysical techniques to the discovery of mineral deposits on the Pacific Rim.

The effect of liner wear on SAG mill performance has gained much attention in recent years. It is commonly observed that the three key performance criteria of SAG milling; throughput, power and product size all improve as the liner wears.The increase in throughput is generally ascribed to the increase in the grate apertures and the increase in mill volume due to the wear of these components. Whilst the decrease in product size is attributed to the reduction in lifter height and angle, resulting in more breakage by means of attrition and abrasion.Though it is widely acknowledged that the wearing of liner components such as Lifters, Plates and Grates have a significant impact on mill performance, their individual contribution to changes in mill performance has been unclear, and resultantly lead to questions like; what percentage of the throughput increase can be attributed to the increase in mill volume (plate wear)? and how much can be attributed to the increase in grate aperture (grate wear)?It has been found that through the use of grinding surveys, analysis of production data and JKSimMet it was possible to separate the effects of changing liner profile, increasing mill diameter and increasing grate aperture on the mill performance allowing for the quantification of each.The outlined methodology allows for both troubleshooting of problem liner components which reduce milling efficiency in their wear life as well as providing a basis for a more quantitative approach to liner design and reline scheduling.CITATION:Toor, P, Powell, M, Hilden, M and Weerasekara, N, 2015. Factors of importance in the ntilization of coal fines are mentioned, and the results of flotation tests on coal fines from three important coal seams in New South Wales are presented.INTRODUCTIONEconomic utilization of fine coal is an important problem in the Australian coal industry, particularly as the proportion of fines mined is increasing with progressive mechanization.While the use of uncleaned coal fines may be economic, it may be preferable to beneficiate them, but the most economic process must be selected.For beneficiating coal finer than about 28 mesh, froth flotation can be applied, but mining engineers should avoid practices that may be detrimental to flotation. Such practices include the indiscriminate use of water, particularly that containing a wetting' agent, for dust suppression. In addition, clay stemming in wet conditions may produce slimes which could adsorb on coal surfaces, while the use of oils and greases as well as the application of stone dust and chlorides in roadway consolidation may influence adversely fine coal beneficiation.This paper deals with the application of flotation to samples of fine coal from the Bulli, Greta, and Victoria Tunnel seams. In addition a discussion is given of the mineralogical constitution, size analysis, and degree of liberation of ash constituents of the various samples.COAL SAMPLESRepresentative samples of coal from the Bulli, Greta, and Victoria Tunnel seams were obtained for testing.

Powder metallurgy has been developed rapidly in the last twenty years by overseas metallurgists. The technique of making the powders and their subsequent pressing and sintering into useful forms has' only been introduced into Australia under the stress of war-time economic conditions.The technique involved has very little in common with our usual methods of fabricating engineering alloys by melting the ingredients to a homogeneous mass, followed by casting to shape or casting to ingot form and shaping by application of pressure-so-called mechanical working. On the other hand, the technique includes operations, such as milling and sizing, familiar to the primary metallurgists.The compacting of metal or other powders finds important application in two outstanding fields of engineering production: (a) in making porous bearings and contact brushes, in which such a material as powdered graphite can be incorporated; (b) in making cutting tool tips of hard -carbides, which have a melting point too high to make casting feasible, and which would be too brittle in the cast condition in any case. In both these cases; the final article can be made of the desired shape and size (subject to shrinkage allowances) whilst the compact is in a soft and readily machined condition a consideration of great importance in connection with the hard carbides.In order to develop the necessary equipment and technique and at the same time to assisil in the war effort, it was decided to divert the research work of the Metallurgy Department of the University of Melbourne to the problems associated with the production of hard carbides from local raw materials and the sintering of such into tips for cutting tools. Since this work was started at least two industrial concerns have started to produce these materials in the Commonwealth.The work. to date has included (a) the purification of crude cobalt oxide from Risdon and the reduction of this to metal Particles of less than 10 p. diameter; (b) the production of tungsten powder from King Island scheelite and its conversion into tungsten carbide with particle size less than 4 p. diameter; (c) the sintering of the latter product, using the former as a bond; (d) the production of titanium carbide from titanium dioxide; (e) the separation of columbium and tantalum oxides from a Northern Territory tantalite, and the conversion of these into the respective carbides.
