THE oxidation resistance of chromium and Fe-Cr alloys is increased by small additions of yttrium or other rare earth metals.1,2 In addition, the presence of the additives increases the resistance of these alloys to spalling of the external oxide above 1000°C. This ability to prevent spalling appears to be related to the formation of an internal oxide in alloys containing yttrium or the other rare earth metals. The internal oxide is found in the form of a filamentary growth concentrated in the grain boundaries of the unoxidized metal. In alloys containing yttrium this internal oxide was found to be either Y2O3 Or YCrO3.' In an earlier report,' the growth of the external oxide was found to be controlled by diffusion through the oxide layer. Thermal balance studies were used to establish the kinetics of external oxide formation. In this related study the rate of growth of the internal filamentary oxide has also been studied. The results obtained indicate that the growth of the internal oxide is also diffusion controlled. Internal oxidation appears to occur in at least two ways. Using copper alloys containing small amounts of silicon, Rhines 3 found that between 600" and 1000oC a subscale was formed which consisted of particles of silica dispersed in the metallic matrix. The conditions requisite to internal oxidation as suggested by Rhines are: 1) a solubility of oxygen in the alloy, 2) the ability of oxygen to diffuse at an appreciable rate into the alloy, 3) the possibility of the formation by the alloying element of an oxide more stable than the oxide of the host metal, and 4) a relatively low solubility of this oxide in the metal. These conditions are fulfilled for a number of other copper alloys.3-5 Furthermore, the relationship between the depth to which the internal oxide is formed and the oxidation time follows the simple parabolic law.6 The activation energy for copper containing small amounts of silicon, germanium, iron, or manganese as calculated from Rhines data6 is about 48 kcal per mole. In some cases the internal oxide is found segregated at the grain boundaries, especially near the the surface. Observations of this type of oxide formation have been reported by stead,7 Rhines,* and Lustman. Discussion of the paper of D. W. Brunton, presented at the Spokane meeting, September, 1909, and published in Bulletin No. 33, September, 1909, pp. 837 to 855. WILLIAM' KENT, New York, N. Y.:-The Institute may congratulate itself on the opportunity of reading the splendid address of President Brunton. It is au admirable summary of the progress that has been made in the mining and metallurgical arts in recent years. The paper rightly give's the chief credit for this progress to the aid which has been rendered to these arts by the advances in mechanics, chemistry, and electricity. It is notable that most of the headings in Mr. Brunton's address refer to the work of the mechanical engineer, the electrical engineer, and the chemist, rather than to that of the specialist in mining-operations. It seems that. the most successful mining engineer of the present day is the one who makes the most intelligent application of the inventions and designs of engineers and others who are not directly engaged in mining. A tabulation' of the headings of the address, grouped as below, shows this most clearly. EVERYONE enjoyed the coal meeting and found it profitable. At least your correspondent did, and those to whom he talked. Close to a hundred were there. The Coronado proved an excellent headquarters hotel, though it is two miles or more from the business district of St. Louis; its Crystal Room was suitable for the technical sessions; its Lounge adequate for registration and informal chats; its Club Caprice made an artistic setting for the informal banquet; and its Coal Hole in the basement presumably served other needs-unfortunately we passed up an invitation to find out, and never got another. To be sure, the first day of the meeting (Monday, Oct. 28) was a drizzly one, but that only served to keep people inside where they belonged. Believe it or not, the first technical session was only five minutes late in getting tinder way, with H. N. Eavenson's words of welcome. M. M. Leighton then took over the conduct of the meeting, and invited Eugene McAuliffe to read his paper on how much coal the railroads are likely to use in the future. E. G. Bailey then presented some written discussion; among other things he wondered about the success of stokers on locomotives, and whether or not the burning of coal in locomotives could not he made a cleaner operation. Mr. McAuliffe pointed out that railroads are built to haul coal rather than to burn it. Maximum firebox efficiency is often subordinated to the traffic situation. Powdered-coal firing has not been a success because of limited firebox space. Stokers have resulted in economies indirectly, because large locomotives cannot he hand-fired and stokers thus make them possible. Nowadays it is not so important to do away with smoke, cinders, and soot, because most trains are sealed up and air-conditioned.

OWING to the large area included in the Yellow Pine mining district, and the-varied nature of its mineral deposits, a detailed geological description of the district could be covered only in an extensive monograph. This paper is intended as a description of the most prominent geologic features only with special reference to those of economic importance. The first mention of the district was in 1903 by J. E. Spurr,1 who briefly describes the structural geology of the Spring Mountain range. In 1906, H. F. Bain2 briefly described the Potosi mine. James J. Hill,3 of the United States Geological Survey, visited the district for a brief period in 1912, the result of which is an excellent reconnaissance report, covering the district in some detail but necessarily with brevity. Since that time, articles covering special features of the district have appeared in the technical press, including some by the writer, and a notable description of the Boss mine, by Adolph Knopf,4 appeared in 1915. Development of the district during the past few years has progressed so rapidly and with so many notable discoveries, particularly with reference to the rare metals, that a further description at this time may prove of interest. The writer's acquaintance with the district is based on 7 years' continuous residence in the vicinity, beginning with the spring of 1910.

INDUSTRY has yet to find a universal solution to the problem of engineer personnel selection. Today, the choice of the right man for the right job is even more pressing than ever before. The age of the hard apprenticeship seems to have passed. In its place one finds the interviewer who must determine through personal contact and evaluation of college grades whether a graduate engineer will fit into his company's scheme. The problem, as it is constituted today, may be broken into four parts: Need for better use of human resources (there is a shortage of engineers, scientists, and skilled workers), productivity with higher efficiency, encouragement of personal pride in work performed, and employee's happiness on the job and away from it.

At the last meeting of the Institute, several contributions were made to the subject of miners' aid funds. Such matters will always form important factors in the administration of large industrial enterprises. From the frequently remote and isolated position of mining properties, it is a subject that often forces itself upon the attention of the mining engineer. Local conditions are usually so variable that no single method can be found equally well adapted to all localities. At the same time, a study of different types is often suggestive and valuable, and it is with this in view that these notes are presented. The Miners' Fund of New Almaden is a remarkably successful example of what may be done for miners by a wise and at the same time firm management, by simply directing their own efforts and without incurring any great expense to the stockholders,—a practical consideration not without importance in most cases. SOVIET RUSSIA reserves must be stupendous. In 1937 I. M. Goubkin placed the reserves of all categories it approximately 48 billion barren which was about twenty billion horn Is in excel:, of all the oil produced in the world since 1857. It is not unlikely in fact it is probable, that these huge stores of petroleum may ultimately be proven to exist within the present boundaries of the U.S.S.R. The size of the country is almost beyond imagination it is 2.7 times as big as the United States. Great sedimentary basins exist in all its different geological provinces, much of which are entirely untested and barely prospected. Oil in commercial quantities is actually produced from formations in every period from the Devonian to the Pleistocene. In the Emba region alone, 300 salt domes are known with an estimate of 700 still to be found. Only 22 of the 300 have been drilled and all showed oil. Of the 22 domes drilled six are now producing. The following acts of the Directors are reported for the information of members:¬ At a meeting held November 3, 1905, Messrs. Henri Le Chatelier, of Paris, France, and Andrew Carnegie, of New York, N. Y., having been nominated by a large number of members, and recommended by unanimous vote of the Council, were unanimously elected Honorary Members, in recognition of their distinguished services to the arts and professions represented by the Institute. At a meeting held February 7, 1,906, Dr. James Douglas, of New York, N. Y., having been" nominated by a large number of leading members, and recommended by unammous vote of the Council, was unanimously elected an Honorary Member, in recognition of his distinguished services to the practice and the literature of mining and metallurgy, his zealous and loyal devotion to this Institute, his fraternal generosity towards professional colleagues, and his effective advocacy, by public utterance and private example, of the free communication of technical knowledge and experience. At the same meeting, By-Law IV., which now authorizes the Secretary to appoint an '1 Assistant Editor," was amended by substituting the words, " Assistant with the title of Editor." At the same meeting, the resignation of Mr. Theodore Dwight, as Assistant Secretary and Assistant Treasurer of the Institute, was presented and accepted, and the Secretary was instructed to express to Mr. Dwight the thanks of the Board for his loyal and efficient services, and its regret that he could not continue in that position. . The values shown therein and set forth below cover lands and equipment and do not include distribution and marketing facilities. The working capital necessary to meet pay rolls to purchase material and supplies and workmen's compensation insurance are likewise excluded.

Drilling activity increased in Illinois in 1935. There were 34 com-pletions as compared with 26 in 1934 and 18 wells were drilling at the end of 1935. Some large blocks of acreage were leased in Marion and Clay counties near the central part of the Illinois structural basin. Production of oil in the state totaled 4,305,000 bbl., a decrease of 4 per cent from that of 1934 There was some curtailment of production in the early part of 1935 but none after April 30 as shown in the following table.
