AN acute current shortage of copper, with the prospect that conditions may become worse, indicated by Office of Production Management information. Present estimates of copper requirement for defense indicate that nearly all the available metal will be required in the future for this purpose. Severe dislocations are, expected, but the objective is to distribute the copper available for civilian use in such a manner as to minimize these dislocations. The advisory committee on metals and minerals has been asked for a suggestions which may be helpful in meeting this situation.\

WHEN this Government was founded, the framers of the Constitution wrote into that instrument a provision that Congress should "coin money and fix the value thereof;" and the Constitution prohibits making anything but "gold and silver" lawful money. So silver is written into our basic law. Shortly after President Washington took office in 1789 the Congress passed the first Mint Act, setting up the U. S. Mint. In that Act, signed by President Washington on April 2, 1792, the weight of the American dollar was fixed, and it was provided how much silver should be contained in a silver dollar and how much gold should be contained in a gold dollar. It was decided that 371 1/4 grains of pure silver was to be the standard dollar of America. That standard with respect to the pure silver content of the dollar has never changed.

I. INTRODUCTION. REPEATED failures in attempts to work gold-bearing gravels by means of suction-dredges have created the impression that this method is impracticable. The suction-dredges have failed from three special causes excessive wear and frequent breakage of pump-shell, runners and liners; inability to dredge compact gravel which would ,not. readily move towards the intake; and, most important of all, closing. of the suction-pipe by stones too large to enter it. In my opinion, all three causes of trouble may be remedied: the first, by making stronger the parts most liable to wear and breakage; the second, by means for loosening the gravel at the intake; and the third, by sufficiently... Increasing.. the diameter of the suction-pipe. In suction gold-dredges, this diameter has not usually exceeded 10 or 12 in.; whereas there are few profitable gold-fields which can bee considered dredgeable, in which stones more than' 12 in. in diameter, are-.not frequently encountered. II. AN EFFECTIVE SUCTION-DREDGE. In harbor-operations, much larger stones are handled by suction-dredges.., The large dredge of the Henry Steers Contracting Co. worked for nearly four years at League Island, Philadelphia, where it sucked up, passed through the pump, and forced through 3,700 ft. of discharge-pipe; gravel containing boulders up to 200 lb. in weight. This was done with no bad breaks and few shut-downs. The cutter; and liners were the only parts liable to damage, and these were easily replaced with brief interruption of work. MANY metals by virtue of their place of occurrence as ore, and their uses are travelers! Iron and steel, for instance, is one of the greatest of travelers in the form of ships and the romance of iron in this respect is only just beginning to be superseded by the stories which can be told of the travels of aluminum and its alloys, used in the building of airplanes. Tin is a traveler from the Straits Settlements to this country and Europe, for use in the canning industry; afterward traveling all over the civilized world as a part of the container for preserved foods. Silver is somewhat of an aristocrat, when its uses are measured against those of the baser metals. From earliest times it has been used for adornment (first perhaps o4 the person and later for the embellishment of weapons and' buildings), for the making of fine ar¬ticles used in the household, and as money. While its uses have been widened by the discoveries in chemistry, electricity and other sciences, its early uses are still much in evidence in our modern life.

IN the accompanying figure consider the classified AB in closed circuit with a ball mill, wherein T = Tonnage of new feed C = Ratio of circulating load Now consider that the circulating load is made up of two portions of ore. One portion is due entirely to the characteristics of the ball mill and the tonnage of new feed impressed on the ball mill. This portion of the circulating load in no way is to be blamed on the characteristics of the classifier and is all composed of oversize. Consider, for illustration, that this portion of the circulating load is handled in the A division of the classifier, assuming that the classifier is divided longitudinally into two divisions by an imaginary line. Because the classifier does not usually make a perfect separation of the undersize, a certain portion of the total circulating load is to be directly blamed on the efficiency of the classifier. Let this portion of the circulating load be considered as being handled in the B division of the classifier. Now if the classifier is operating perfectly (100 per cent efficient), the width due to the B division becomes zero and correspondingly the efficiency of the classifier diminishes as B becomes wider in proportion to A. PYROPHYLLITE, first identified as soapstone,' later as agalmatolite,2 and finally as pyrophyl-lite, has been known to occur in North Carolina for more than 130 years and has been produced intermittently in commercial amounts for the past 100 years. Pyrophyllite mining, however, has become a major industry in North Carolina only during the past 25 years. North Carolina and California are the chief producing states. Current annual production averages 125,000 tons, of which slightly more than 90 pct comes from North Carolina. Distribution and Geologic Setting: All known pyrophyllite deposits in North Carolina are associated with rocks of the Carolina Slate Belt,' which is composed of a vast series of metamorphosed volcanic and sedimentary materials, occurring as two zones extending in a northeast-southwest direction across the state. The larger of these zones, lying in the central Piedmont region, varies from 8 to 50 miles wide. The smaller zone lies along the eastern edge of the Piedmont region and is partly covered by coastal plain sediments. The rocks in both zones consist of a great volcanic-sedimentary series, composed of air-laid and water-laid tuffs and breccias, lava flows, and slates. On the basis of composition, they may be classed into three groups: 1) tuffs, breccias, and lava flows of acid or rhyolitic composition; 2) tuffs, breccias, and lava flows of a basic or andesitic composition; and 3) water-laid slates composed of fine grained materials derived chiefly from the acid tuffs and breccias and

COMMENTING on the report of the latest Royal Commission for India, the September, 1926, issue of the National City Bank's monthly letter states, among other things, that "The decision of the Royal Commission is against the proposal for a gold coinage, but in favor of placing the silver coins and paper currency now redeemable in silver on a gold basis." Also, it quotes the following from the Royal Commission's report: The essence of the proposal * * * * * is that the ordinary medium of circulation in India should remain as at present the currency note and the silver rupee, and that the stability of the currency in terms of gold should be secured by making the currency directly convertible into gold for all purposes, but the gold should not circulate as money. It must not circulate at first, and it need not circulate ever. In this connection it may be stated that during the last one hundred and fifty years or so unsuccessful attempts have been made by the governments of different nations of the world to devise a plan or plans by which gold and silver could be used concurrently for money purposes and, particularly, as standard money; such, for example, as bimetallism, which, of course, is impracticable. But, since none of such plans has been adopted generally it is logical to conclude that their proponents did not shape them so as to conform to the basic principle of standard money, or else political issues were deemed to be dominant, or, perhaps, it was partly due to each.

IT may surprise some of our members to learn, among the industries based on the mineral resources of the United States that of clay now ranks third, being exceeded in value of product only by pig-iron and coal. The present annual value of clay-products exceeds the value of the outputs of gold and silver, and also exceeds the combined values of copper, lead, zinc, aluminum, mercury, antimony and nickel. These facts are shown in Table I. which gives the statistics for the year 1902

In the United States the value of gold- and silver-ores is everywhere reckoned in ounces troy of the metal per " short ton " (2000 lbs. avoird.) of the ore. In the case of silver, which fluctuates in market value, the New York quotation on a given day must be known, in order to determine the gross value of an ore at that date. In Mexico the assay is reported 'in kilogrammes of silver or grammes of gold per metric ton. As everyone is aware, this is practically a percentage system, 1 kg. of silver per metric toll (1000 kg.) being 0.1 per cent., and 1 gramme of gold per metric ton, 0.0001 per cent. The notation is simple and convenient for both assayer and miner.* The Mexican government purchases at an unvarying price for silver, payable in silver, and at a fixed price for gold, payable in gold if the seller insists, but preferably in silver at about the rate of exchange between U. S. gold coin and Mesican silver coin. The value of silver is $40.915 per kilogramme in Mexican silver dollars. That of gold is $675.416 per kilogramme in gold coin. The mints do not, as a rule, issue gold dollars, as the government keeps them to pay the interest on the national debt. Almost all bullion containing a considerable percentage of gold is shipped to foreign countries (principally the United States) to be refined. UNLIKE most previous Howe lecturers, I had not the good fortune to be associated with Henry Marion Howe, nor to be directly one of his students. Yet, through his writings, he has been my teacher, as he has of all American metallurgists. Instructive as his writings are-I use the present tense because Howe thought so keenly and reasoned so surely, seeing clearly, as if by intuition, what was hazy to lesser minds, that his writings are still vital-it is not, those books and papers, nor even the minds he trained in his classes, that were his most outstanding service. It was the spirit of Howe in his: approach to the problems of metallurgy, his broad-mindedness and fair-ness, his recognition of the need for theories and hypotheses to explain metallurgical phenomena, his willingness to use them as servants, as well as his questioning attitude-his refusal to accept them as masters-that comprise his greatest service. This most thoroughly warrants the honor the Institute pays each year to his memory. These traits I so respect and honor in any man that I glory in this opportunity to do reverence to him in whom they were so notably united.

THE American Engineering Council, which is the working body of The Federated American Engineering Societies, held its first meeting in Washington, Nov. 18 and 19, 1920. The Federated American Engineering Societies was formed in Washington in June and is composed of engineering and technical societies, national, state, local and regional. These Member Societies elect delegates to the American Engineering Council, which is the administrative body of the Federated. The meeting was called to order by Richard L. Humphrey, Chairman of the Joint Conference Com¬mittee, and the program (which is printed below) was carried out without substantial change by E. S. Carman, who was elected temporary chairman. Under the Constitution, the Council appoints an Executive Board, the members of which are chosen according to the proportional membership of the vari¬ous Member Societies in their respective districts. Under this plan, with the present membership, 'the national societies will have 14 members and the local societies 6 members on the Executive Board.

RECENTLY it has become the custom of retiring presidents to talk of the relations of the Institute to its membership and its constituency- and it seems a good precedent to follow. Past-president Smith reviewed our relations to materials and to society in general. Mr. Bradley spoke of the value and use of our publications and of our educational duties. My message will be in regard to the coordination of our various groups of member interests and of service to industry. This Institute has, within its organization, four divisions and fourteen technical committees--each interested in a separate put very definite subject, and each covering a phase of mining engineering interest. These vary from geology and the geophysical methods of prospecting, to the physics of the structure of metals, truly "from the mine to the consumer"-from the preparation for mining to the final use of that which has been mined.

FOR fifteen months after the other dominions of the British Empire and the entire so-called sterling 11loc loosed the shackles that bound the111 to the gold standard, South Africa, giant among gold-producing nations, remained stubbornly attached to gold at the traditional ratio of 85 shillings in currency to one ounce of gold. But eventually even South Africa had to heed the dictates of trade and the obvious interests of its great gold-mining industry. In December, 1932, South Africa's currency severed its golden bonds. Today the South African pound is 011 a par wit11 the British pound.

GOLD is a large subject. One could talk about its geological or mineralogical occurrences, prospect- i11.g for it, mining of .it, its metallurgy or its marketing; but I have decided to limit my discussion to gold as a business-that is, to its production and marketing. In the production of gold, it is necessary to consider the many possible sources, the quantities available, the capital and operating costs and the chances of price-breaking competition. So in the following remarks I shall endeavour to point out that though gold is found in every formation constituting the earth's crust, though it is possible to-find it free in great concentrated placer deposits on the surface, though there are still large unprospected areas of both the surface and the crust, though it may be possible to produce it by the cheapest labor on earth, and by processes not as yet developed, it still has an unlimited market at a definite price. There is no reasonable fear of disturbance by the finding of bountiful deposits, or by cheapening the cost of production due to devaluation, or by the development of any easy processes for direct, or for by product, production.

IN the middle of the eighteenth century John Frazier and wife, Sarah Ingraham, removed from Boston, Mass., to Philadelphia, Pa., where he was held in such esteem that we find him one of the Committee which arranged the ball at Washington's inauguration. Their son John. Nalbro Frazier, was prosperous in his mercantile career and fortunate in his wife, .Anne West; who was an important personage in the early life of Professor Frazier. This cultured lady brought into the family an atmosphere of religious enthusiasm, of thoroughness and: of unity of purpose. Her son, Benjamin West Frazier, inherited her traits and displayed them during a. short and active life. Like his father, he engaged in mercantile pursuits, and was a member of the firm of Zimmerman, Frazier & Co. In their interests he lived for a short- time in Montevideo, and on his return married Isabella Zimmerman, a daughter of the head of the firm. Their happy married life was cut short by the death of Mrs. Frazier shortly after the birth of the subject of this sketch which, occurred October 3, 1841. Mr. Frazier did not long survive her, and left his orphaned sons to, the care of his mother, from whom he had inherited a lovable and deeply religious nature, an : artistic temperament and a capacity for thorough work. Whatever of these traits fell by inheritance to these children were strengthened by the influence of their grandmother, and. the purity of mind, the delicacy of sentiment, the refinement of honor, which characterized. Professor Frazier, are due to Anne West Frazier, and are generally present in the characters of all of gentle blood who have been under the sole and immediate influence of a mature and refined woman. IN addition to the usual methods of manufacturing steel, a number of special processes have been the subject of considerable experimentation-and use in manufacturing practice. A number of these methods have been of a type in which a rapid refining action has been secured through the intimate mixture of fluid slag with fluid metal. The persistence with which more rapid methods are sought is indicated by the current interest in the Aston' method for producing wrought iron and in the Perrin2 process for dephosphorizing and deoxidizing steel. In the Perrin process, in particular, the mixing action is extremely vigorous and the reactions proceed with surprising speed.
