A reconnaissance of the chrome and manganesel ore deposits of Cuba was made in the spring of 1918 by Albert Burch, representative of the U. S. Bureau of Mines, and the writer, representing the U. S. Geological Survey. The object of the study was to obtain authentic information for use of the United States Government as to the location, character, size, and availability of the Cuban deposits of the ores of these important steel-alloy metals. The Cuban Government courteously detailed Sr. E. I. Montoulieu, a mining engineer connected with the Treasury Department, to act as escort and associate throughout the work on the Island. Mr. George A. Wright, of Baracoa, Cuba, a minirng engineer especially familiar with the chromite deposits of Oriente Province, was a member of the party from Feb. 25 to Mar. 20. It was possible to visit most of the chrome-ore deposits that seemed to be of promise, but there was not sufficient time to visit all that were brought to our attention, some of which may have merit. Furthermore, no attempt was made to examine the extensive chromiferous iron-ore deposits of the Mayari, Moa, and Cubitas districts, as these deposits cannot be regarded as sources of chromium except indirectly. At the close of the field work the essential data concerning the quantity and quality of ore probably available for shipment during 1918 and 1919, in the event of the continuation of the European war, and of the tonnage of ore in reserve, were furnished to such Government bureaus as were interested, including the Shipping Board and the War lndustries Board, and as soon as chemical analyses of the chrome ores could be obtained, a press bulletin on the subject was published by the Geological Survey. In the present paper the engineering data and tonnage estimates contained in the unpublished notes of Mr. Burch have been freely used, and their helpfulness is hereby gratefully acknowledged. Sixty-five million net tons of coal were carbonized in the by-product and beehive coke ovens1 of the United States during 1924. This tonnage represented 13.4 per cent. of the bituminous coal which was mined in that year. American coals have a wide range of purity and coking quality, and the chief subject of this paper will be the selection of coals for the manufacture of blast furnace, foundry, domestic, and water-gas coke, in by-product coke ovens. It will obviously be necessary to include a discussion of those physical and chemical characteristics that are generally considered essential or desirable for each type of coke. THE local auditorium of a little Alabama mining town was crowded with expectant men, women and children, as the bulletin board had announced the addition of visiting entertainers to supplement the local talent and motion pictures which usually made up the program of the regular monthly safety meeting. In the audience, near the stage, sat a group of bright-faced boys in boy scout uniforms, discussing the picture just completed. As the lights flashed on a crash and scream was heard from the outside, a shrill whistle and word of command from the scoutmaster, and five of the scouts ran out of the hall, while the mine super-intendent stepped on the stage and requested everyone to keep their seats. The scouts returned, three of them carrying a limp figure in their arms, while the other two cleared the doorway and aisle of excited spectators. They marched to the stage and, placing the apparently badly-injured boy on the floor, proceeded to give an expert demonstration of first aid to the injured. The scoutmaster then explained to the audience that the whole affair had been arranged for their benefit, and invited the local first-aid men to come up on the stage to examine and criticize the boys' work. This gave an opening for several talks on the value of first-aid training and accident prevention, which is the main object of the monthly meetings. This demonstration was given by the first-aid team of Troop One, and the entertainment was provided by members of Troop One and Twenty-eight of the Bir-mingham Scout Council, organized by the writer for the purpose of promoting interest in the welfare and safety meetings in the mining villages of the State. During the past year they have visited a number of such meet-ings and presented programs similar to the one men-tioned above. However, in order to assure a good attendance, entertainment features must also be pro-vided, and the serious part of the evening program was interspersed with excellent vocal and instrumental mu-sic, dancing and novelty acrobatic acts furnished by the visiting scouts. In addition to the numerous first-aid teams of the Birmingham Council, there are hundreds of scouts scat-tered throughout the mining district whose knowledge of first aid, safety first, life-saving, personal health and public health are a constant source of protection to their community. All of these subjects are covered by merit badge pamphlets and are required of an eagle scout.

ThRee great deposits of iron-ore, in Camaguey and Oriente Provinces, Cuba, are well known to me through careful field-examinations executed in the years 1901 and 1907. In 1901 I visited the Cubitas iron-ore district, which lies about 12 miles distant from the city of Camaguey in a northerly direction, and the Mayari district, which includes the Sierra Nipe, lying opposite Nipe bay on the north side of Oriente Province. In 1907 I again visited the Cubitas district, and also made a sojourn of several days in the Moa district, where the extensive deposits of iron-ore were observed and studied. The observations of 1901 were made under the auspices of the then Military Governor of Cuba, Gen. Leonard Wood, and my conclusions concerning the value of these deposits were incorporated in a report.' The examination of certain denouncements of iron-ore in the Moa district in 1907 was made in behalf of iron-masters operating in the United States, to whom I reported the existence of large amounts of easily-workable limonitic iron-ore, properly designated " brown iron-ore " in the terminology now current among iron-ore producers in the United States. In 1908 I published a paper entitled, Three Deposits of Iron Ore in Cuba, outlining the occurrence and origin of the surfi-cia1 ores existing in the Cubitas, Mayari, and Moa districts.2

Fluorspar is the commercial name for fluorite, which is the mineral having the composition CaF2, calcium fluoride. Its valuable properties are due to its content of fluorine, and it is the only important commercial source of that element. The name is derived from the Latin fluere, to flow, because the mineral melts easily and is a good flux. History The mineral has been known since Greek and Roman times, when it was used for drinking cups and ornamental slabs. Various peoples including the Chinese and the American Indians have carved ornaments from large crystals. Its usefulness as a flux was known to Agricola, who wrote about it in 1546.1 Mining began in England about 1775 15 and at various places in the United States during the period 1820 to 1840.28 Substantial production was achieved first in the period 1888 to 1900 in consequence of the development and widespread adoption of the basic open hearth method of making steel, in which fluorspar is used as a flux. After that, production and usage was stimulated by growth in the steel, aluminum, chemical, and ceramic industries and accelerated by World Wars I and II. The organic fluorides called "Freons" entered the picture in 1931, and the use of anhydrous HF as a catalyst in the manufacture of alkylate for high octane fuel blends began in 1942. The development of the froth flotation process in the late 1920's, a differential flotation scheme for separating fluorspar from galena, sphalerite, and other minerals in the 1930's, and the application of heavy-media concentrating methods to the treatment of low-grade ores in the 1940's were outstanding technological contributions that enabled increased production of fluorspar concentrates. Composition and Properties Fluorite in its purest form contains 51.1 pct calcium and 48.9 pct fluorine. Substitution of small percentages of cerium and yttrium for calcium have been noted.4 Mechanical inclusions of gases and fluids such as petroleum and water, and of other solid minerals such as pyrite, marcasite, and chalcopyrite are common. The fluorspar of commerce contains attached and admixed mineral impurities, chiefly calcite, quartz, barite, celestite, and various sulfides. It is interesting that the purest commercial form in which the mineral is sold, acid grade concentrate, contains a minimum of 97 pct CaF2, and as such is of comparable purity to many reagents used in chemical laboratories. Fluorite has a marked tendency to occur in large, well-formed crystals sometimes six to ten inches on a side. It crystallizes in the isometric system, frequently forming cubic and octahedral crystals or combinations thereof. The mineral also occurs in massive and in earthy forms, and in crusts or globular aggregates with radial fibrous texture. Crystalline fluorspar exhibits a great array of colors, from colorless and water clear to yellow, blue, purple, green, rose, red, bluish and purplish black, and brown. The colors are often arranged in alternating bands parallel to cube faces. They may be altered by exposure to X-rays, heat, ultraviolet light, and pressure, and are caused by a variety of factors including the presence of trace impurities and displaced ions in the lattice. Sometimes the changes induced by X-rays can be reversed by ultraviolet radiation. The mineral has a hardness of 4, and is the model of that hardness on the Mobs scale.

In addition, your President, accompanied by President Jennings and Secretary Stoughton, in the year 1918, attended meetings of members in Minneapolis and Duluth, Minn., and Houghton, Mich. A dinner and meeting of the members in Pitts-burgh, Pa., was also attended, in company with the Secretary and your President also attended the meeting of Canadian Mining Institute in Montreal, in March, 1919.

EACH year we gather in this auditorium to honor the memory of a. distinguished American metallurgist and educator. I cannot bring to you reminiscences of Prof. Henry Marion Howe as other lecturers have done. It was not my good fortune to enjoy the-privilege of studying and working under his direction. As I have reflected on the published works of Professor Howe, it has seemed to me that his mind was trained on the nature of metals and on the mechanism which produced known but unexplained effects. He was interested in controlling and regulating the causes so as to produce specific effects, useful in serving mankind. I recall an afternoon in May, 1925, when, at the invitation of Mrs. Howe, I visited his former home, Green Peace at Bedford Hills, N. Y. The purpose of my visit was to receive at the hands of the widow an engraving of Professor Howe, a reproduction of a painting from life. Mrs. Howe showed me his study. The walls of this large attractive room, brilliantly illuminated by the spring sunshine, were literally covered with the scrolls of honors and of decorations which had been conferred on Professor Howe by governments, academies, universities, societies and institutions the world over. As we walked about the room, she pointed out the significance of each honor and recited a few details of each occasion. I sensed the pride with which Mrs. Howe, then in the late autumn of her life, told me of her husbands' achievements, of his struggles, of his disappointments and of his successes. There was a surprisingly familiar note in the recital to which I was listening. I 'have found the same theme running as a disconnected thread through the written accounts of the lives of most men of science. We then went to the drawing room to chat for a few minutes before I said my farewells. As we seated ourselves, Mrs. Howe turned to me and asked: "Mr. Lucas, what of this great microscope of yours? Cannot it be applied to the study of disease? What a great blessing it would be if it could be directed to relieve the suffering of mankind."

The standard free energies of formation of the lowest stable sulfides of chromium, molybdenum, and tungsten in equilibrium with the corresponding metal hazle been determined by reacting the sulfide and metal with H2(g)/H2S(g) mixtures. The reaction is A method for estimating the standard ~nolav entropies and standard entropies of formation at 298°K of the sul-fides of refractory metals is presented. The standard free energies of formation of the lowest sulfides of the metals in group VIa of the periodic table are probably best determined with the reaction* is known with greater accuracy than is that property for any other sulfur-bearing compound or solution which might serve as a reference phase to establish the chemical potential of sulfur for the essential re- However, there still remain significant problems to the use of Reaction [I] in studying these sulfides. First, the equilibrium gas ratios (Ph2S/PH2) are very small, and with the most stable sulfides in the series the ratios tend to be at the limit of the range for precise chemical analysis (10-4); and second, the reaction rate for the formation or reduction of these sulfides appears to be relatively slow. A primary reason for the latter problem is that the gas phase near the equilibrium concentration has very little capacity for transport of sulfur. It is to be noted that the thermo-dynamic properties obtained from the experimental results by Eq. [I] apply for 1 g-atom of sulfur in the metal-saturated compound even though the exact composition of the compound has not been determined. The work reported here is a study of the standard free energies of formation of the lowest sulfides of chromium, molybdenum, and tungsten, and of copper, by Reaction [I]. In planning the experimental program, it was decided that the technique that has been used previously3"' could be used with modification and that an improved analytical method was needed for determining H2S in the gas phase. WE are now assembled in this hall for the eighteenth lecture in honor of the memory of our greatest American metallurgist, Henry Marion Howe. Many of his most intimate contemporaries, led, as was fitting, by Professor Sauveur, have described his vital accomplishments in three fields: as a leader in technical industrial development; in theoretical research; and finally as a teacher and source of inspiration for nearly two generations of students. In 1914 Professor Howe had retired from active teaching, but maintained his laboratory at Columbia University under the care of Arthur G. Levy, with whom he published many of the papers that later were incorporated into his last book, "The Metallography of Steel and Cast Iron." My position at the time was that of personal assistant to Professor Campbell-no pay, no duties, but the great privilege of preparing specimens, taking pictures and attending to some of the current consulting work. Whenever possible, I visited Howe's laboratory to chat with Levy and gather ideas about the wonderful field of metallography-in which I was a rank amateur, rescued by the quiet enthusiasm of Donald Smith of Princeton from an instructorship in civil engineering. Levy let me act as a fly on the wall during the Professor's occasional visits. Busy as he was, Professor Howe took the time and trouble to encourage my interest, as he had done for hundreds of others. He told me how he went about gathering his own information speculating as to causes, considering experiments, and verifying his conclusions. I ventured to mention some tests I had run on the irregular stretching of wires of different metals. He read the small volume I had prepared of ill-assorted facts and fancies and remarked: "Nobody cares for your theories or the history of your tests. Describe what you found as briefly as possible and perhaps I can help you to publish." Curiously enough, among my discards were some autographically recorded load-versus-electrical-resistance measurements. Taken with inadequate knowledge and equipment, these curves did not reproduce consistently, but if the relationship between strain and resistance had then been explored, the latest type of strain gauge might have been in useful service for the past 25 years. Professor Howe was a gifted teacher, perhaps because he was primarily an ardent and assiduous student. His own eagerness to learn and his willingness to revise and extend his opinions constantly encouraged those of his environment to be diligent and painstaking in the pursuit of knowledge. In honoring his memory, I also wish to bring to mind the kindly, humorous and quiet Levy, and join his name again, as it was for too brief a space in the past, with that of many-sided Henry Marion Howe. Although data on the exact tonnage of recoverable coal silt are not known, the quantity produced in 1943 was estimated to be over five million tons for the anthracite region of Pennsylvania alone. Since that time the recovery of the No. 5 buckwheat size previously included in silt estimates has increased greatly thus reducing the total silt tonnage. As a compensating factor, however, the methods of recovering silt previously escaping into the rivers and streams have been markedly improved so that the net figure may not have changed materially. Comparable estimates for bituminous coal are lacking, but undoubtedly the silt represents a significant tonnage. With the trend toward increased wet cleaning of the smaller sizes of bituminous coal, it is to be expected that even greater quantities of silt will be available in the future. The raw silt from anthracite collieries usually contains a high mineral matter content, but technological developments in fine coal cleaning have been making rapid advances and it appears probable that more extensive use of these methods will be employed in the near future. Bituminous coal silt in many instances contains a similar high mineral matter content. As with anthracite silt, however, the cleaning of this material, where necessary, appears both technologically and economically feasible. With a view to upgrading the size and value of silt, considerable laboratory and pilot plant work has been conducted by a number of organizations on what is commonly known as pelletization. Actually the process is one of extrusion in which the moist silt is extruded from a die in the form of rods, which usually break into relatively short lengths—a few inches long—as they fall from the die. Fig I is a photograph of some extruded 3/8-in. diam pellets and of the anthracite silt from which they were produced This technique of producing larger sized material from fines is by no means new, having been used extensively by the industrial carbon and clay industries for years.' The application of the process to coal silt appears, however, to be relatively new. The first major program of investigation dates back only to July 1945, when a group of engineers representing the Anthracite Institute, The Pennsylvania State College and the J. F. Pritchard and Co. conducted preliminary tests on the extrusion of anthracite silt at the Floridin Co. plant at Warren, Pa. Since that time these three organiza-tions—individually, together, and in cooperation with other interested groups— have actively pursued work on various phases of the problem. Much of the early history and details of the laboratory and pilot plant work by the Anthracite Institute, has been reported by Mulcey and Eckerd.2 It is the purpose of this paper to report additional information on the process, especially with respect to the factors influencing the quality and use properties of the product, and the current develop-

DEVELOPMENT of the lime industry- in Ste. Genevieve County began in a crude way in 1840. According to information furnished by the Missouri Bureau of Geology, in the early days small vertical kilns built of stone were used, and wood was the fuel. Modern development began in 1904 when one company introduced steel shells lined with firebrick. Within a few years two more companies erected similar plants, and in 1925 a fourth company began operations. Thus there are today four lime companies at Ste. Genevieve, all operating at high capacity and with a gradually increasing production. GEOLOGY The limestone of Ste. Genevieve County, which has the chemical composition and purity required for lime burning, is the upper 80 or 90 ft. of Spergen formation. The Missouri Bureau of Geology, in its geological map of Ste. Genevieve County, gives the Spergen formation a total thickness of 160 ft., but only the upper portion is pure enough for lime burning, with an average raw-stone analysis of 98.7 per cent CaC03; 0.35 Si02; 0.3 R203; 0.35 MgCO3; 0.3 S03. The Spergen, one member of the Meramac group, Iowa series, of the Mississippian system, underlies an area approximately 12 miles long north and south, by 5 miles wide east and west (Fig. 1) in Ste. Genevieve County. The entire eastern two-thirds of Ste. Genevieve County is sedimentary, the formations dipping gently toward the east on an average grade of about 4 per cent, or 2 ½ º. Thus the outcrops of the various sedimentaries run approximately north and south. A line running west from Ste. Genevieve crosses the outcrops of the sedimentaries, ranging from the top of the Mississippian to the Ozarkian geological system in a space of 12 miles. Thus with the gentle dip of 2 ½ º the 160-ft. thickness of the Spergen formation stretches out in its outcrop so that it is approximately one mile

SINCE my working life of 32 yr has been spent in and about the anthracite mines of the Hudson Coal Co., and the previous 4 yr in a college school of mines, I can write best about the safety program of a coal mining company. However, most of the suggestions, statements and practices mentioned herein are applicable to the members of a safety organization and program of almost any industry. It is realized that industrial officials actually interested in real safety work are fully acquainted with the requirements of a practical safety program. Therefore, for such persons there may be nothing new in this paper. The Hudson Coal Co. of Scranton, Pa., employs 7,000 men and produces 5,000,000 tons of anthracite annually at nine collieries scattered for a distance of 40 miles throughout the Lackawanna and Wyoming valleys of northeastern Pennsylvania. For the past 17 yr of the above mentioned 32, I have been engaged in safety work as a safety inspector, assistant mine superintendent, and at present the safety engineer. I have also had the privilege of visiting coal and metal mines in other parts of the United States and Canada. We Americans are the most careless people in the world. If any one doubts this statement why are 100,000 of our people killed accidentally annually? Or why during the almost four years we were engaged in World War II were more of our people killed accidentally at home than were killed in our army, navy, marine corps, coast guard, and other services during the same period? We are careless everywhere in our homes, on the highway, at work and at play. The purpose of this paper is to outline the requisites of a safety department and its program to stop the accidents occurring to employees at work in mines or industrial plants. The first requisite for a safety program is that the management must be convinced of the need and value of a real safety program. By "management" is meant each department head from the president down. Otherwise a good safety department with a good safety program will not succeed because it will not have the proper personnel and equipment to work with, its rules and regulations will not be enforced, and the members of the safety department will be belittled in the eyes of most of the workmen and supervisors. Next, a safety engineer and his inspectors should have worked in the production end of the mines as workmen and also in an official capacity. They are then in a position to have practical and first hand knowledge of the accident hazards of the industry, how to prevent them, and in general the problems of both the workmen and officials. Some men are appointed as safety inspectors when they are physically unable to carry on as mine officials. Such men may know the safety end of the industry and even be safety-conscious, but if they are physically unable to be mine officials they are also physically unable to be safety inspectors, as a safety inspector in our mines must walk from 2 to 4 miles on each daily inspection-and visit each working

Within the State of Montana the streams rise in the high mountains at. an elevation of from 5,000 to 8,000 ft. These streams leave the State line both east and west at elevations from 3,500 to 2,400 ft. It is, therefore, apparent. that all these streams have an average fall of 3,000 ft. within the confines of the. State, and many opportunities are presented on all streams. for the development of power, by taking advantage of the natural fall. The main. range of the Rocky mountains, forming the Continental Divide, cuts the State of Montana into two parts. The eastern part is drained by the Missouri river and its tributaries, the Madison; Jefferson, Gallatin and Yellowstone, rivers. The western part is drained by tributaries to the Columbia river, the Clarks fork and the Kootenai river. The Clarks fork in turn is formed by the junction of Missoula and Flathead rivers, the latter, draining Flathead lake. The western part of the State. is mountainous and the eastern part is comparatively level. As a natural result the rivers in the western part are capable of generating large amounts of power, while in the eastern part of the State natural power sites are much fewer and farther apart. It also follows that in the mountainous districts large amounts of power are required for the mining industry, while in the eastern part of the State, which is principally devoted to agriculture, power is required in smaller quantities. ?

This portion of Mexico is quite beyond the ordinary routes .of travel, and is seldom visited. Its mines have not the record of enormous wealth which has recently attracted foreign capital to other parts of the republic; but for many centuries it has been a mining country, and at some periods evidently a productive one. In 1881 the writer visited the State and spent some time in the inspection of the mines. The absence of published information regarding its mining industry is his apology for presenting to the Institute these notes on the subject. Oaxaca is, with one exception (Chiapas), the most southerly of the Mexican States. It extends from latitude 18o 20' to 15' 45' N.— about 180 miles, by some 300 miles, in an east and west direction, and embraces a large part of the Isthmus of Tehuantepec. The coast-line is wholly on the Pacific. The State has an area of 27,470 square miles, nearly that of the State of Maine, and a population estimated at one million, or thirty-six to the square mile. ALTHOUGH most persons will agree that an individual or a nation can profit from the experience of other individuals or nations, there is always room for debate over the degree of similarity of their past and present conditions and of their future problems. Noting the increasing interest that Americans are showing in our mineral problems, I have felt that we could profit from reviews of the experiences in mineral exploitation acquired by the industrial nations of Europe. Whether we can learn much from Europe's experience in exploiting such minerals as petroleum may be debatable, but certainly, with a record of metal production extending back nearly 3000 years, Europe should hold much of value for America. A trip to Europe in 1926 permitted me to visit 28 mining districts, of which about half are now or have been in times past outstanding sources of several metals. The districts range from England to Greece and from Spain to Poland. To summarize briefly my impressions of these mining districts, as well as such reactions to the thought and life of Europe as so short a visit permits, I shall only venture the opinion that Americans can review with great profit the ideas and actions of Europeans, with regard not only to the production of metals but to many expressions of life. I believe that America has made and is making new contributions to the art of living, as well as to the arts of mining and metallurgy, but in so far as Europe is and has been a laboratory of economic, social and political experiments, the results she has attained deserve the thoughtful attention of America. I have come to believe that many of the problems that harass Europe lie in our path not far ahead. I have therefore hoped that a review of metal production in Europe in the light of its geologic, economic and political background may serve to clear our vision with regard to our own metal production. One can not examine the literature of national metal production without being impressed that the countries of continental Europe, especially Germany and Austria, have shown greater interest and devoted more time to research into the record of metal production than Great

The Delegation of American Engineers constituted by the American Institute of Mining and Metallurgical Engineers, the American Society of Civil Engineers, the American Society of Mechanical Engineers, and the American Institute of Electrical Engineers, that visited France in December, 1918, in acceptance of the invitation extended by the Congrés General du Genie Civil consisted of the following: Representing the American Society of Civil Engineers, Major James F. Case, past president, Geo. F. Swain, vice-president, Nelson P. Lewis, treasurer, Geo. W. Tillson, past director, Geo. W. Fuller, director, A. M. Hunt. Representing the American Society of Mechanical Engineers, president, Chas. T. Main. Representing the American Institute of Electrical Engineers, past president, L. B. Stillwell. Representing the American Institute of Mining and Metallurgical Engineers past-president, E. C. Spilsbury. The delegation organized on the way over by the choice of Major James F. Case as chairman, and Geo F. Swain as secretary. On arriving at Bordeaux, the Delegation was met by Mr. S. D. Brown, associate member of the American Society of Civil Engineers; and on its arrival in Paris it was joined permanently by the following attaches: Captain P. Charton, of the French Engineers, Delegate of the Commissariat-General to accompany the Delegation and serve as liaison officer; Captain Carpenter of the American Army; and Mr. Geo. Herdt, representing the Society of Civil Engineers of France. The object of the visit was to discuss with the French engineers the large engineering, problems now facing France. Engineering problems in their restricted technical sense came up for discussion practically not at all, for the French do not need advice nor assistance along strictly scientific lines. It was in the -larger and economic aspects of engineering, to aid in building up the industries and commerce of France, that our French associates desired to learn from the experience of the American Delegation.

IN many countries the lack of liquid petroleum supplies has centered interest upon the hydrogenation of coal and coal tars for the preparation of motor fuel. In the United States, hydrogenation has been of greater interest for grading up low-value petroleum fractions to the more valuable volatile fuels and for the preparation of a variety of premium products, including aviation gasolines, solvents, Diesel fuels, and lubricating oils. Chemically, the basic reason for this process is that, as shown in Table 1, the ratio of hydrogen to carbon (H/C ratio) in available raw materials is quite different from that characterizing the products sought.
