These proceedings consist of an introduction, nine descriptive papers, and a summary. The first paper is an overview of the respirable dust research program, the second paper describes the Mining Enforcement and Safety Administration's proposed changes in the respirable dust enforcement program, and the third paper describes respirable dust measurement. The remaining papers, by Bureau and contractor personnel, describes methods of reducing the amount of respirable dust to which coal miners are exposed. Of the six methods of reducing exposure to respirable dust described, two are methods of preventing or reducing the amount of respirable dust raised during mining operations, two are methods of collecting or removing dust after it has been released into the mine atmosphere, 2nd two describe methods that are combinations of prevention and collecting .

The analysis described herein evaluates the Bureau of Mines Program for Advancing Mining Technology - Oil Shale in terms of the economic benefits which may be derived for the Nation as a result of its successful research and development efforts. On the basis of postulated oil shale production scenarios, benefit-cost ratio indicators are computed for the program elements as they apply to surface, underground, and modified in situ oil shale mining systems. Eight value indicators are used to measure the Program's beneficial impact on the future oil shale industry in relation to planned research and development costs. These are: capital cost savings, operating cost savings, labor savings environmental quality maintenance cost reduction, reduction in production costs, byproduct production benefits, total production benefits, and additions to recoverable reserves. Program costs are aggregated from 1974 through 1987 and major benefits are accrued from 1982 through 2040. Both cost and benefit streams are discounted to mid-1975 present value.

Current production costs and market conditions in the potash industry of the Carlsbad area were studied to determine the potential values of the potash mineral resource that would be lost or foregone if the Waste Isolation Pilot Plant (WIPP) facility is constructed on the proposed site in that area. The purpose of the WIPP project is to investigate the possibility of developing a nuclear waste disposal plant in the salt formations at the site. Analyses were made of all potash deposits determined to be in the site. Mining and processing under the most favorable recovery systems were considered. Value determinations were based upon estimated operating and capital costs of current mine-mill operations in the Carlsbad area. This study was made for the Energy Research and Development Administration (ERDA) by members of the Federal Bureau of Mines Minerals Availability System staff.

A mathematical model of a decision is represented by the table in Figure 4. The numbers in the matrix are a measure of the effectiveness of each alternate for an objective. In this case, it is the per cent of desired profit that is satisfied by each alternate for each objective. By adding all of the values in a row, we have a measure of which alternative is best for both objectives. However, if you think that alternate 1 is necessarily better than alternate 2, you are wrong. Why? Because the weight of the objectives may not be equal. It could just be that this plant can sell more than it can produce, so that the loss in profit represented by increased sales is more than twice as important as reductions in costs. (See Figure 5). In that case, let us weigh objective 1 as 30 per cent and objective 2 as 70 per cent. It must also be obvious that the sum of all the "objective weights" must equal 100 per cent. Falkie summarized the following formal contribution prepared jointly with Dr R. V. Ramani, describing the work that has been done at the Pennsylvania State University in the development of simulation programs for mine planning over the past 15 years:During the late 50's and early 60's, Monte Carlo simulators were developed to model continuous miner-shuttle car transport systems, track haulage systems, belt conveyor networks, etc. In the mid-60's attention was directed towards deterministic simulation of equipment performance, given the equipment characteristics and the system profile. In the late (10's all these systems (miners, shuttle cars, belts and trains) were integrated together to form a complete coal mine simulator and the program could predict the output potential of the system, given the mining dimensions, method and equipment employed. The actual sequence of coal-cutting operations is entered into the computer through the use of a special programming language which permits any type of mining configuration to be simulated. The simulator is hybrid in nature in that the shuttle cars, trains and belts are simulated deterministically, whereas rate functions with delay frequencies are entered for the continuous mining operations of sumping, shearing, fleeting, cleaning, etc. With suitable manipulation of the data, the program may be applied to all belt or conventional mining sections. Most of these simulators were developed through the assistance of grants from the Department of Mines and Mineral Industries of the Commonwealth of Pennsylvania and are available from the Coal Research Board of the Commonwealth,"

Rapid deterioration and destruction of metal equipment in oil and gas fields cause waste of resources and financial losses that must be lessened or eliminated if operations in many important fields are to continue profitable. The magnitude of this destruction is proved by the huge consumption of iron and steel pipe, tubing, casing, pump valves, and sucker rods to replace worn-out equipment, and by the amount of such equipment that is left in wells or junked. (See PI. I, A and B, and PI. II, A and B, and Fig. 14, p. 61.) This destruction of equipment constitu~es in itself a serious waste, but contingent production troubles, such as underground leakage of oil through defective tubing and pumps, and the consequent loss of oil and gas because of damage to pay sands by infiltrating water and silt, frequent and costly repairs with necessary suspension of production, and the ultimate injury to or loss of valuable wells, often cancel all operating profits. Many of these troubles result from rapid destruction of metal equipment by corrosive waters. The strata penetrated by the wells usually contain saline waters. Certain types of these waters, with their associated gases, are intensely corrosive; they attack well casing or tubing so vigorously as to riddle it with holes, rendering it useless in a few years or even a few months or weeks after it is installed. Pump plungers, working barrels, balls and seats of valves, and screen pipe, as well as lead lines and other surface equipment, are ruined with equal rapidity. The development and application of practical methods to retard or prevent this corrosion are among the most urgent problems of the oil and gas industry. Although much progress has been made in preventing the corrosion of metals, the need for reducing the damage from corrosion in oil and gas fields is still imperative. This is especially true of underground corrosion in the wells, because underground conditions favor corrosion and are difficult to study; hence they have not been thoroughly understood. In efforts to stop ~amage to oil and gas field equipment by corrosion, numerous methods have been proposed or tried with varying success. Some of these methods are cheap and effective. However, it is surprising that in many important fields the damage by corrosion is accepted as necessary or unavoidable, although cheap and effective methods that have been developed and successfully tried elsewhere might greatly reduce the trouble or eliminate it. This bulletin describes common causes and effects of oil and gas field corrosion and outlines methods of abating the damage. In order to accomplish this purpose best, the writer has avoided taking sides in controversies between the advocates of different metals for oil-field use; instead he describes the methods of combating corrosion in the various fields and suggests experiments that may yield valuable results. Throughout the paper he has freely used information from published reports of other investigators.

? THE man is always greater than his work.? The training of the men who are to develop the mineral resources of the world is the most important problem connected with mining engineering. It becomes ever more important to civilization as the mineral wealth of the earth approaches exhaustion. I have therefore decided to consider a few of the more important problems arising in the training of the mining engineer, and especially those arising in America. THE PECULIAR NATURE OF MINERAL WEALTH. Mining and Agriculture are the two fundamental arts. Without the latter our existence would be precarious; without the former, our civilization impossible. Agriculture furnishes that regular supply of food and raiment which leads to the growth of large communities in which cultivated leisure first becomes possible; while raining furnishes the metallic thread from which is woven that complex fabric we call civilization. But in these two arts the conditions for success are widely different. Most of the crops that the farmer reaps may be harvested year after year, and the proper fertilizers being added, he may continue the annual harvest indefinitely, while, as a result of cultivation, his farm becomes yearly more valuable. But the crop the miner reaps can be harvested but once in the history of the race. Our mineral wealth has taken unknown ages to mature in the bosom of the earth. During fiscal year 1966 the Bureau of Mines published 99 scientific and technical papers and engaged in 67 research projects on petroleum, natural gas, and oil shale. A basic appropriation of $3.4 million was supplemented by $1 million in cooperative funds from other Governmental agencies and industry groups. Petroleum conservation was advanced by development of scientific knowledge and improvement of technologic methods in both the extraction and utilization of petroleum, natural gas, and oil shale. Experimental work was carried out at research centers in Bartlesville, Okla., and Laramie, Wo., and in laboratories in Morgantown, W. Va., and San Francisco, Calif. ACHIEVEMENTS IN FISCAL YEAR 1966 Bureau of Mines--Petroleum Research in fiscal year 1966 (July 1, 1965- June 30, 1966) was involved in many public issues--air pollution, peaceful uses of nuclear explosives, utilization of oil-shale resources, computerization of recovery-stimulation techniques, and fuels for supersonic airplanes. Scientific contributions included compositional studies of petroleum and oil shale, determination of thermodynamic properties of petroleum compounds, development of analytical techniques, and correlations of petroleum properties with geologic occurrence. Technologic advances included rock-fracturing research, in situ combustion studies, waterflood techniques, use of radio-tracers to study stability of petroleum fuels, and hydrogenation as a tool to prepare shale-oil products.

In light of the rapid deployment of bottom blowing smelting in China over the last ten years, one has to wonder why it has taken the copper industry so long to adopt ultra-high oxygen enrichment via Savard-Lee type injectors. As early as 1976, Kellogg and Henderson suggested, in their landmark paper on energy usage in the copper industry, that ‘maximum use of oxygen enrichment of process air’ was one of seven ‘energy saving features’ for copper matte smelting and converting. Yet today, shrouded injection and high oxygen enrichment has not been implemented in copper bath smelting outside China and Vietnam. In this paper, the authors explore the reasons why bath smelting processes such as the Noranda Reactor and the Teniente Converter still operate around 40% oxygen enrichment, while the bottom blowing SKS/BBS process typically runs at 65 to 75% oxygen, with all three processes producing white metal. Are there fundamental metallurgical explanations for this striking difference beyond the long-standing skepticism towards high oxygen shrouded injection and its perceived high implementation cost?

Guided by a vision and strategic roadmap, this approach is part way through a 5-year implementation period and is yielding encouraging business outcomes.

"INTRODUCTION The primary purpose of the Bureau of Mines electrolytic manganese pilot plant at Boulder City, Nev., is to improve the Bureau-invented electrowinning process and to determine the applicability of the process to the extensive domestic low-grade manganese ores with a view to making the United States dependent upon foreign sources of manganese. 3/4/ Incidental to accomplishing this purpose, the pilot plant has produced a substantive quantity of electrorytic manganese since the start of operations late in 1941; present cabacity about 1 ton a day of manganese metal. A second important purpose of the pilot plant is the supplying of electrolytic manganese for full-scale tests in cooperation with industrial users of manganese.The Rustless Iron& Steel Corp., Baltimore, Md., was the first steel company to cooperate with the Bureau of Mines in large-scale testing of electrolytic manganese. Arrangements were made with C. E. Tuttle, then president of the corporation, whereby the Bureau would supply electrolytic manganese to make a sufficient number of full-scale stainless-steel heats to demonstrate thoroughly its merits as a replacement for low-carbon ferro-manganese in the corporation's stainless-steel practice. The corporation's purpose in the investigation was to determine the possible advantages of electrolytic manganese resulting from its almost complete lack of phosphorus and caroon that might offset its then considerably higher cost per unit of manganese than low-carbon ferromanganese. The data presented herein are based upon reports of A. L. Field, technical director, and L. Weitzenkern, research engineer of Rustless Iron & Steel Corp.; they are supplemented by observation of the author who visited the plant during the tests."

Antitrust Investigation Dropped. - The Department of Justice announced that it was dropping its 5-year investigation of the aluminum industry. The investigation was over whether the aluminum companies were acting as if they were a shared monopoly. Deep Seabed Mining. - The Department of Commerce's National Oceanic and Atmospheric Administration (NOAA) has established an Office of Ocean Minerals and Energy which will be responsible for implementing the Deep Seabed Nard Minerals and Energy Act and the Ocean Thermal Energy Conversion Act. It will establish licensing and regulatory programs.

Coal has been mined by hydraulic means in various countries, i.e., the hydraulic excavation as well as the hydraulic transportation of coal has been practiced. The hydraulic breaking (excavating) of the coal dealt with in this report is done with a monitor directing a continuous jet of water against the coal, pressures of the water fed to the monitor range from 1500 to 2500 psi at 1000 to 2100 gallons per minute Transportation of the coal from the face is by fluming if a gradient exists in excess of 2 or, when a favorable gradient does not exist, the coal is pumped from the face by various types of pumps which can also provide a means of hoisting the coal to a higher elevation as required. This report presents: 1.) preliminary design and systems specifications of a demonstration miner (referred to in this report as a hydrominer), 2.) mining configurations showing good promise for typical U.S. thick coal seams in three seam pitch categories, (0° - 7° = Flat, 8° - 250 = Moderately pitching, 26° - 90° = Steeply pitching), along with cost and performance analyses for each system, 3.) a definition of a test program that will provide sufficient engineering data for the design of a water jet cutting head adequate to cut coal in those typical U.S. thick coal seams The cost analysis data showed hydraulic methods to be economically competitive with present thick seam raining methods. It was also obvious from studies of thick seam methods that the hydromonitor coal breaking techniques are more effective in removing most of the coal with its long reach of 60 ft. (or more), is a safer mining system, and produces very low coal-dust content in the air (usually less than 0.25 to 0.5 mg/cubic meter). It is recommended that the USBM sponsor a full fledged continuation of the hydraulic mining program: (a) lab, test, (b) preliminary field test, (c) full scale mine section demonstration.

The domestic mineral and material industry grew in some key sectors and declined in others during 1993; overall, the industry was poised at yearend for stronger growth in 1994. Metals production is expected to increase with anticipated growth in U.S. motor vehicle sales. There also may be increased demand for industrial minerals in 1994 based on domestic highway and building construction. Additional information on events, trends, and issues in the mineral and material industry is presented below and in the commodity sections that follow. Overall Industry Performance The value of processed materials produced from minerals in the United States during 1993 is estimated to have been about $326 billion, an increase of 5% compared with that of 1992. The estimated value of U.S. raw nonfuel minerals production in 1993 was $31.6 billion, about 1 % less than in the preceding year. The value of domestic minerals production has risen in 28 of the last 33 years.

Computer control has been one of the fastest moving and most glamorous fields of industrial development in the past decade. A review of this period shows some truly remarkable accomplishments in both system development and applications. In addition, work now under way promises results which will continue the rate of progress of the past. This paper will review the history and status of the field of computer control and point out the major breakthroughs which have occurred. It will analyze the present trends and extrapolate them to predict the early future developments in the field.

Too often, a mine’s operations, including drilling, blasting, loading, hauling, crushing, processing, etc., are considered independent steps, rather then a continuous process. In fact, these are interdependent operations with each step in the process having an impact on subsequent operations. If the effectiveness of the drilling and blasting operations can be improved, they will impact the entire mining process. Some of the resulting improvements include: level benches on grade; fragmentation and diggability with the result being reduced loading times; haul cycles improvements; and the crushing and milling operations will be more efficient and less energy consumed. Thunderbird refers to this as “Drill to Mill” information cycle or process. This paper focuses on two of the technological enhancements Thunderbird has added to its drill monitors that allow the mines to impact the “Drill to Mill” concept. These enhancements are: incorporating global positioning satellites into drill monitors; and radio off-loading of data. Thunderbird is part of the Integrated Mining Systems (IMS) alliance. IMS offers the mining industry the most comprehensive line of monitoring and navigation products available today for mobile mine equipment. In addition to Thunderbird’s drill monitors and GPS systems, the product line includes: Fleet Management Systems for trucks and loaders; dragline and shovel monitors; GPS based navigation systems for shovels, dozers and other mobile equipment; and surveying systems. IMS uses common communication systems, operating systems, and hardware components in order to provide a truly Integrated Mining System.

The selective placement of coal strip mine overburden is examined. Physical end chemical properties of spoil detrimental to revegetation and groundwater are detailed. The United States is divided into regions of similar problems. Five mining methods already used in the industry, that are capable of selectively handling; waste are examined in detail. Technical and economic comparisons are made for the systems when applied to realistic mine settings. The same analysis is conducted for five novel methods capable of selectively handling waste. Comparisons arc made between novel and existing methods. Suggestions for new and modified equipment are outlined. Recommendations for further research are provided.

The Wabana deposit of Dosco Industries Limited is situated on the east coast of Newfoundland, at Bell Island in Conception Bay. It is a Clinton-type iron-formation of Lower Ordovician age. Five separate beds have been recognized, with others noted locally. Economic production has been obtained from the Lower, Middle and Upper beds, which are second, third and fifth in sequence, al-though at present only the Lower Bed is worked. The potential area of occurrence is about 70 square miles. It i;; bounded by major faults to the north, east and west and truncated by erosion at the south, where rocks of the de-posit crop out on the north side of the island. The iron is contained in oolitic hematite and chamosite, with minor siderite. As the deposit is submarine, conventional exploration methods are not applicable and much interpretation and projection from mined areas is necessary to guide exploration and development. With the interpretation of information from existing mined ores, it is possible, using a minimum of diamond drilling in advance of working faces, to maintain adequate ore reserves.

The 1965 Lignite Symposium, the fourth in a series and the third sponsored by the University of North Dakota and the Bureau of Mines, was held at Bismarck, N. Dak., on April 29-30, 1963. Them 7 symposia provide a forum for those interested in the technology and utilization of solid fuels, especially lignitic coals. As part of the meeting, a 200-mile field trip was taken including inspection of (1) the 200-megawatt, pulverized Lignite-fired Leland Olds plant of Basin Electric Power Cooperative, under construction near Stanton, N. Dak.; (2) the site of the Glenharold mine of the. Truax-Traer Goal Co., Division of Consolidation Coal Co., where a wheel excavator was being assembled; (3) the operating Beulah mine of Knife River Coal Mining Co., subsidiary of Montana-Dakota Utilities Co., near Beulah, N. Dak.; and (4) the 400-megawatt, hydro-electric Garrison Dam powerplant, near Garrison, N. Dak.
