Principles of ecologically friendly geo-technologies construction are formulated on the basis of the works of the leading scientists in the field of rational processing of mineral resources of the Russian Academy of Sciences. One of these concepts is a new direction in rotational disintegration of mineral and technogenic raw material with the purpose of effective subsequent enrichment. A large amount of practical experience has been accumulated in the industry on selective destruction by application of vibrational method on initial material with consideration of its physical-mechanical properties and mineral structure. This method is successfully realised in a conic inertial pulverisation devices constructed by Mekhanobr Institute (St.-Petersburg). A new construction of conical-inertial pulverisation with a modification of disintegration force has been developed recently at Mekhanobr Institute. It allows, in some cases, to increase selectivity of subdivision and to avoid over-disintegration. Advantages of “wet” subdivision methods in conic inertial disintegration devices are proved. The efficiency of such subdivision can be increased due to rational use of the phenomenon of a dislocation-dynamic diffusion. Its advantage is proved by the effect on disintegrated material by frequency-modulated variable electrical fields of low power. It was shown in industrial conditions, that the productivity of the spherical mill can be increased by 10 %, and that it also prevents ecologically harmful surface active substances (SAS) in milling zone and it reduces the dust content in the air. The techniques of tentative estimation of efficiency of various proceedings technogenic materials and their classification are created. The scientific fundaments of rational, ecologically friendly technology of processing and regeneration of various kinds of technogenic raw material are developed. A number of effective technologies on processing of wastes is developed and inculcated in concentration factories and metallurgical factories.

The dewatering of fine particles is energy intensive and often requires costly capital expenditures. To address these issues, a series of advanced dewatering technologies have been developed at Virginia Tech. These include novel dewatering aids that enhance the performance of existing filtration equipment and an innovative hyperbaric centrifuge that utilizes both air pressure and centrifugal force for dewatering. The moistures obtained using these processes are 30-50% lower than those obtained using conventional methods. Another dewatering technology, known as the hydrophobic displacement process, can reduce product moistures to a level previously attainable only through the use of thermal dryers. This article presents test results obtained with these various advanced dewatering technologies along with estimates of the power consumption for each process.

"The froth flotation process is not well understood. Both flotation models, and the parameters used to describe the stream flows are not well defined. They in fact vary considerably in different applications. This creates difficulties is designing a simulation program suitable for use by plant personnel, consultants, and researchers. In addition to simulation, an effective simulation program can be expected to provide a range of other services.This paper shows how a process circuit simulator can be designed with sufficient flexibility to satisfy these needs, and discusses some of the additional services.OVERVIEWThe development of a simulation program for froth flotation circuits faces several challenges as flotation models and the associated stream descriptions are not well defined. There is little agreement on the best form for a flotation model, or on how the plant streams should be defined.In addition to simulation, a flotation simulator is generally expected to provide other services such as data input, data reconciliation, model fitting, and accuracy estimation. Additional services may also be needed beyond what might initially be envisaged. A summary of some of these possibilities is included.To apply simulation to a flotation circuit it is necessary to develop a flotation cell model, for instance based on the general outline given in the appendices. Experimental data, usually from the plant, is needed to determine cell model parameters. This is generally done by first undertaking data reconciliation to determine if mass flow constraints are sufficiently closely satisfied. At the same time the data is inspected for outliers that might bias subsequent calculations. Next the data is fitted to a model to back calculate ore characteristics. If there is sufficient agreement between the fitted model and the data, the model can then used to make predictions of the effect of changes to the plant. The changes, that the simulation shows are beneficial, can be applied to improve plant performance"

In 1995 I was asked to participate in a litigation matter between a corporation and its insurance carriers concerning insurance coverage for remedial costs at a large, environmentally contaminated closed-down former industrial facility. One of the buildings on this site became known to the lawyers representing the company as “the infamous Building 8”. This building housed millions of documents retrieved from various locations at the facility while it was being shut down. It became apparent that the facility management had no document destruction policy, and thus Building 8 contained internal memoranda, notes, copies of correspondence, permits, operating records, inventory records, and the like from fifty years of operation. Needless to say, some of these documents, all of which were subject to discovery by the insurance companies in the litigation, contained material that was less than helpful to the company’s case. Of course, there were also a few helpful documents, but the overall usefulness of these records was outweighed by the negative impact they had on the conduct of the litigation. A second example involves e-mail. Several years ago, acting on an anonymous complaint that we later discovered was made by a disgruntled former employee who had been fired, a small army of federal environmental investigators descended on a client’s operating facility and, armed with a search warrant, literally commandeered the facility’s EH&S department. The investigators impounded the computers of the EH&S personnel and extracted all of the data from the hard drives of those PCs, as well as all EH&S related files from the hard drives of several servers used by the facility. These computers contained many years’ worth of stored e-mails, draft letters and memoranda, and other documents that provided grist for a four and one-half year criminal grand jury investigation of the facility and its EH&S staff. Both of these companies would have benefited from following a rigorous, enforceable, corporate records policy. Here is a third problem. My client had, during the 1960s, made a brief, and unprofitable foray into the nuclear fuel processing business. It ultimately sold the subsidiary, and was forced to give the purchasing company a broad indemnity against future liability. As might be expected, years later the facility was found to have considerable soil and ground water contamination both by chlorinated solvents and low-level radioactive material. Several years into the remediation program, my client discovered a tractor-trailer load of files, apparently removed from the subject facility, sitting in a parked trailer in a company-owned lot 300 miles away from the facility, where they had been for nearly thirty years. These documents were not helpful to the client, but had to be reviewed, at considerable cost, by paralegals. Moreover, several of the boxes turned out to have been mildly radioactive, setting off a chain of health and safety issues that consumed tens of thousands of dollars of legal expenses before they were resolved. Today, formal, enforceable corporate records management programs have become an extremely important element of overall corporate management. What was for most of the last century little more than a low level warehousing function is now a critical, actively managed, operating function that affects every level of corporate management. The rapid assimilation into corporate culture of electronic document management and the prevalence of e-email as the primary means of internal communication have created records management complexities the likes of which were not even conceived of fifteen years ago. Record preservation and destruction are no longer matters that can be handled on an ad-hoc decision making basis. Because of regulatory requirements affecting various classes of documents and the litigation consequences of ad hoc retention and destruction of corporate business records, and the need to have the ability to quickly retrieve documents in either a litigation or business negotiation context, a set of records management norms have evolved over time that have become the core elements of virtually every corporate records program. Gas sensing systems are becoming more important in many industries such as oil, gas and mining operations. Particularly in underground coalmines, accurate and reliable monitoring of toxic and combustible gases such as methane, nitrogen dioxide, carbon monoxide and hydrogen sulfide is essential. Available conventional electrochemical sensors for gas measurements in underground coalmines suffer from shortcomings such as cross-sensitivity response, limited lifetime, high calibration cost, maintenance cost and safety. Recent studies have found that fibre optic-based gas sensors have potential to eliminate these issues. These sensors can also be used for long distance and distributed sensing of various gases, both of which are important for underground gas monitoring. In addition to the geologic risk of a particular project, the criteria that an international exploration company (æIECÆ) utilises when making an investment decision in a particular country should also include a critical analysis of the political, judicial and fiscal regime of the host country. A key investment criteria of an IEC is mineral tenure and the security and continuity of that mineral tenure under the host countryÆs existing legal system as well as the host countryÆs overall legal, political and fiscal framework, the latter of which can affect the projectÆs overall economic viability in a number of ways. The authors, Steve Vaughan and Michael Bourassa of Aird & Berlis, Toronto, Canada, have taken the position that developing an understanding of a countryÆs legal tradition is a crucial first step in analysing the mineral regulatory regime of a particular country. This paper continues their efforts to overview the most recent legal trends affecting the worldÆs mineral industry and attempts to analyse, categorise, compare and contrast differing legal systems, cultural backgrounds and economic philosophies relating to the development of mineral rights in Pacrim countries and the resulting commercial, legal, and political framework which ultimately drives the relevant mineral legislation. For the convenience of organisation of this analysis, the authors have divided the Pacrim countries into four smaller groups, firstly, on the basis of their legal tradition and, secondly, by their geographic location:Common Law Countries: USA, Canada, Australia and New Zealand; Spanish Civil Code Countries: Mexico, Central America (Panama, Nicaragua, El Salvador, Guatemala), South America (Chile, Peru, Ecuador, Colombia). Communist or Former Communist Countries: Mongolia, China, Russia. Countries of the Pacific Southwest: Phillippines, Indonesia, Malaysia, Indo-China (Vietnam, Laos, Cambodia, Thailand), Papua New Guinea. The discussion starts with an analysis of the various types of legal regimes, attempts to classify or categorise them, reiterates the necessity for the rule of law and those factors which encourage mineral exploration and development and discusses and recommends the expansion of a practical country competitiveness rating system developed by the Fraser Institute. In addition to the fundamental issue of mineral tenure û what it is and how secure it is û the paper discusses how different legal systems have shaped different approaches taken by individual nations to attract foreign mineral investment. The paper analyses the best practices and experiences accumulated in different Pacrim countries with varying legal traditions and identifies a practical country competitiveness rating system which the authors believe should be expanded to cover all minerally endowed countries. This rating system will permit countries to identify their mineral regime weaknesses and adjust their legal systems to better attract mineral investment and will also permit exploration and mining companies to compare their jurisdictional choices with those selected by their competitors.

Nautilus Minerals and Neptune Minerals are betting that the next great metals rush will take place more than 1,500 m (5,000 ft) below the sea. Nautilus is the first company to commercially explore the ocean floor for gold and copper seafloor massive sulfide (SMS) deposits. Its main focus is the Solwara 1 Project, a polymetallic copper, gold, zinc, silver deposit that is under 1,600 m (5,200 ft) of water off the coast of Papua New Guinea in the western Pacific Oceans? Rim of Fire. Nautilus Minerals, in a joint venture with Placer Dome (now Barrick Gold), began its exploration of what would become the Solwara 1 area in 2005 with side scan sonar and dredge sampling. The dredge and grab sampling confirmed the grade tenor of earlier sampling by scientific research programs. The 45 dredge samples aver-aged 10.8 percent copper, 3.7 percent zinc, 224 g/t (6.5 oz/st) silver and 13.7 g/t (0.4 oz/st) gold. Nautilus has since staked out more than 300,000 km2 (115,800 sq miles) of tenement licenses and exploration applications in the waters off Papua New Guinea, Fiji, New Zealand, Tonga and the Solomon Islands. That is an area about the same size of the United Kingdom. Interest in Nautilus and its projects has grown tremendously since its inception. The company is now listed on the Toronto Stock Exchange. It has raised more than $300 million and spent more than $23 million on exploration. The company has gained the backing of mining majors such as Teck Cominco, Epion, Anglo American and Barrick Gold. It is positioned to become an emerging producer in 2010. Teck Cominco recently agreed to exercise share purchase warrants to acquire three million additional common shares of Nautilus at a price of US$15 million. This will take Teck Cominco?s shareholding to approximately 7.2 percent of the issued shares. Teck Cominco will conduct and manage a ship-based exploration program that will run in addition to the exploration that was already planned for 2008.

The paper presents previously unpublished results derived from an unique interaction moitoring program conducted in the Sydney Coalfield of Nova Scotia. An abandoned, sealed longwall gateroad was re-entered and instrumented prior to extracting a longwall face 140 m below it. Instrumentation included piezometers connected to a constant head tank to monitor subsidence, and horizontally mounted extensometers to measure strains associated with subsidence. Survey levelling data was also collected. The monitoring results have allowed a number of significant conclusions to be drawn, all of which were either unanticipated or contradict current mainstream thinking. Firstly, interaction subsidence was less than anticipated. Secondly, the effects of rate of face advance on the development of the subsidence profile are evident. Thirdly, compressive strains are shown to remain in the subsided strata. Finally, strata response to undermining was almost immediate. The impact of these findings on the extraction of longwall panels beneath flooded workings in the Sydney Coalfield are discussed.

In 1980 the Niagara Frontier Transportation Authority contracted for three miles of cut and cover box structure and station construction in Main Street, Buffalo, New York. Project depths ranged from 30 feet to 60 feet below street grade. Soils, Figure No. 1, consisted of loose to very compact sands and gravels. Ground water level was generally 20 feet below grade. Specifications required a soldier pile and timber lagging support system with external dewatering. Soldier piles were to be installed in prebored holes with bentonite slurry and lean concrete backfill. Conventional pile driving was not allowed due to concerns over excessive noise and vibrations and its effect on nearby historic structures and the surrounding population

The Geotechnical Engineer is faced to view problems emerging from the task of protecting the environment and also the problems related to prevention of natural hazarders. Geo-Environmental Engineering, based on the development of geotechnical engineering, addresses the problems for the industrial world and the impact on health and welfare in relation to pollution of the ground. In the recent years, acute land pollution due to indiscriminate discharge of industrial effluents especially Organic acid based effluents has become one of the major concern due to erosion in the privatization of sustainable development under Indian Scenario. To study the effect of chemical changes on soil properties due to amino acid effluent contamination on soil and erosion behavoiur. The changes in the soil properties of effluent contaminated clay and silty soil were experimentally observed to be due to the interaction of organic and inorganic constituents of effluent on index properties of soil. The surface reactivity of soil mass is experimentally reported to be varying proportionately with respect to clay (%) in the soil. Also higher surface reactivity of clay increases the Solid Retension Time (SRT) with increase in rate of chemical transformation of organic and inorganic solids within soil. Hence soil S1 (high clay content 54.5%) showed increased SRT and soil S3 (low clay content, high silt and clay content 94.9%) showed decreased SRT and long transformation stage.

At the 2013 UMI in Brazil, it was reported that the Seabed Minerals Act had commenced and all the necessary complex Technical aspects of this developmental work was being undertaken. At the 2014 UMI in Portugal, full details of the final developments leading to the opening of the Tender of Exploration Blocks in the Cook Islands EEZ will be presented in a brief but comprehensive method, using Poster displays, Powerpoint and active Website interaction. This will show the drafted Regulations, prepared on best international standards, to address both Licencing and Environmental requirements, to give clarity and security to the Resources Owner, industry and stakeholders. This work in being coordinated by the Cook Islands Seabed Minerals Authority, with the valuable collaboration of many international, regional and national stakeholders, including the Cook Islands NGOs, Marine Resources, Marine Park and National Environment Service."

NINE-TENTHS of the total anthracite deposits of North America are in Pennsylvania. Corrosion of pumping equipment by acid mine waters has been experienced at tremendous cost by mining companies in the anthracite region of Pennsylvania, for many years in many ways. The design and specifications of the large centrifugal pumps as provided in the proposed mine-drainage system (7-35, 45, 46, 48, 54, 64, 70, 71)° make it imperative that a metal or alloy be recommended that has the highest corrosion resistance and, at the same time, acceptable properties suitable for general workability (welding and machining). This report presents data on the corrosive and erosive effects of acid mine waters in the anthracite region on metals and alloys for pumping equipment and drainage facilities necessary to remove or control this water.

Subduction zone magmatism is a direct response to tectonic and chemical processes operating at convergent margins. Changes in the tectonic configuration of plate boundaries in SE Asia during the Cenozoic had consequences for the nature and volume of magma produced. Retreat or advance of the trench hinge has probably been an important process in controlling the presence or absence of magmatism in SE Asian subduction zones. This process also provides a means of replenishing the mantle wedge and counteracting the effects of melt extraction in depleting the wedge. Changes in the nature of recycled material and lithologies of the over-riding plate also have the potential to influence the lavas that are erupted in arcs. Several locations in SE Asia have experienced magmatism bearing the geochemical signature of subduction but are remote from coeval subduction zones. Such magmatism requires an earlier period of mantle enrichment by subduction but may result from localised extension. The distribution of such magmatism may provide information of tectonic value. Some adakitic magmatism occurred in tectonic settings where there is no evidence for subduction of young oceanic crust at the time of magma genesis. Slab melting in such settings is not possible and alternative mechanisms are required to explain the occurrence of, at least some, adakitic lavas.

The surge of activity in the solar energy market, spurred by government incentives, has created new and more efficient solar technologies, but issues surrounding land- and water-use have backlogged the full-scale development of solar farms. This paper explores siting solar power plants on degraded or polluted lands, such as mine tailings impoundments. Historically, mining and has been integral to Arizona?s economy, but has dwindled in relevance due to urban pressures and environmental regulations. Currently, it is legal to site solar power plants on degraded or polluted lands, but the question remains whether the economics of this degraded lands solar development is more favorable than developing pristine land. Therefore, we explore economics of developing mine tailings impoundments at both the institutional and financial level. Methods of research for this paper were interviews with government regulators, environmental advocacy organizations, farmers, and mining company executives. Financial models using extant tax incentives show a positive net present value for the installation of solar power plants, even when accounting for the costs of land remediation.

This is the third report published by the Bureau of Mines concerning the washability of Black Creek coal. Both of the former reports.5/6/ dealt with the Black Creek coal at the Bradford mine, Dixiana, Ala., near the northeastern extremity of the Warrior field, whereas the present report is based on float-and-sink tests of coal from what is presumably the Black Creek bed near the southern extremity of the field. Although the Yolande Coal & Coke Co., owners of the property at Yolande No. 6 slope, consider this opening to be on the Black Creek bed, the authors do not feel that there is as yet positive proof that this correlation is correct. There has been little or no development of the Black Creek bed in the Yolande Basin in the past, and a positive identification of the bed at Yolande No. 6 will have to await further exploration and development. The Yolande No. 6 is an exploration slope 3/4 mile north of Rockcastle, Ala. The slope is approximately 400 feet from top to bottom on a dip of 180. As far as the authors can ascertain, coal has never been produced commercially from the Black Creek bed in the southwestern part of the Warrior field. Exploration work in the past has indicated that the Black Creek coal in this area is extremely friable and high in sulfur. Extreme friability would naturally discourage its use as a domestic and railroad fuel, and high sulfur content would be a disasvantage in its use for coking coal. The present study of this coal has been made with particular reference to sulfur elimination on the assumption that it would make a good coking coal provided enough of the sulfur could be eliminated by washing.

By taking account of the effects of each component of the system - the pile group and the raft - it is possible to reduce the settlements and inclinations of the system and to have an expedient load distribution on the piles and the raft. This is one of a series of publications by the Bureau of Mines dealing with mining methods and costs at representative operations in the United States. The report describes all phases of the mining methods for the open-pit operation and milling practices employed at the Vermont Asbestos Mines in Lamoille and Orleans counties, Vermont. A brief history of discovery and development of these asbestos deposits is given, and the ore deposits are described. Methods employed in exploration, sampling, and estimation of tonnage and grade are outlined. A breakdown of available cost figures is summarized in the last section. All asbestos ore produced in this area has been won by the use of surface-mining methods. Two quarries, the Lowell and the "C" Area, are in operation. The quarries combined are producing and the mill is processing approximately 3,500 tons of ore per 3-shift day The average 40,000 tons of crysotile asbestos fiber produced at this plant annually accounted for 96 to 98 percent of the total fiber produced in the United States in 1958. The mine is located (fig. 1) approximately 4 miles north of Eden Mills village on the southeastern flank of Belvidere Mountain (fig. 2).

As longwall shields are lowered in preparation for advance, dust from the canopy falls directly into the air stream with the potential of becoming entrained. Historical dust sampling data from the early 1980s shows that shield advance contributed an average of 12 percent to the airborne respirable dust levels found on longwalls in the United States. Data from the 1990s indicates that shield dust liberation had increased to an average of 23 percent. Increased longwall production levels over this time resulted in the need to move a larger number of shields during each shift, while an increase in air velocities on the face was also occurring. These factors combine to suggest that greater quantities of shield dust are being entrained into the face air. A series of controlled laboratory tests were conducted in a test stand simulating shield dust entrainment to evaluate changes in airborne respirable dust levels at different air velocities. Significant differences in respirable dust entrainment were observed. The test facility, test methodology, and dust sampling results will be reviewed and discussed

The U.S. Bureau of Mines is conducting research on cable bolt ground supports to assess their material and support properties, to provide design criteria for using cable bolt supports as roof control systems under various types of underground mining conditions, and to develop a mathematical model of cable bolt support systems. Part 1 described laboratory studies of the support properties of conventional steel cable bolts. Part 2 describes the strength characteristics of conventional cables with steel buttons, single and double birdcage cables, and epoxy-coated cables.
