Keywords: Recycling, Consumer Battery, Fee rates On November 11, 1999, all types of spent consumer batteries are proclaimed to be collected in Taiwan. Under current recycling system, all producers and importers of consumer batteries have to pay a collection/recycling fee to the Recycling Management Fund (RMF) of EPA based upon the rate approved by EPA. Collectors and recycling plants receive subsidies from RMF according to the collected and treated amounts audited by an independent auditing organization. Collected spent consumer batteries only reached 923 tons in 2002 equivalent to 10% of the total quantity sold at the same year. How to increase the collection efficiency of used batteries becomes an important issue for EPA in Taiwan. The objective of this study is to explore current recycling system of spent consumer battery in increasing collection efficiency. Results provide some suggestions to Taiwan EPA regarding recycling route, recycling system, recycling rates, and recycling subsidies.

Traveling through the moors and valleys of Cornwall, England, one is reminded of the extensive mining activities of the past. Abandoned shafts, remains of granite block wheel houses and engine houses, battered brick stacks, old calciners, overgrown water wheel pits, count house remains, overgrown waste pits, and old portals are gaunt monuments to a once flourishing mining industry. Cornwall is bordered on the north by Devon and occupies the south-western most tip of Great Britain. The Atlantic Ocean borders the promontory; to the north, the mouth of the famous Bristol Channel faces the open sea; and to the south, the English Channel separates the land masses of Great Britain and Europe. This part of England is probably the most extensively mined ground in all of Europe. Such great mines as Dolcoath and Wheel Vor, Consols and South Carodan, Levant and Bottalack, remain legendary in the annals of metal mining in the nineteenth century. Many US mining districts hold close ties with Cornwall, Devon, and Wales through ancestors who emigrated from there to work in US mines in the eighteenth and early nineteenth centuries. Their descendants can be found in many major US mining districts, and their terms, expressions, customs, and methods have left an impact on the US mining scene that remains with us today.

"SynopsisThe global resources and commodities market has become highly competitive. While southern Africa’s abundance of minerals resources is still unrivalled, it has lost considerable dominance in terms of production output. The sustainability of southern Africa’s mining industry is increasingly becoming dependent on its ability to manage the performance of its operations well. A valuable tool for monitoring and managing performance is the use of key performance areas (KPAs) – which are those areas of performance that are reflected explicitly or implicitly in the vision and strategies of an organization and reflect the critical success factors of the organization. This paper is a review of key performance areas in the southern African mining delivery environment. The KPAs discussed in this paper have been identified by comparing KPAs of the several mining houses engaged in surface mining operations in southern Africa and then extracting those KPAs that are common to most of them. Although the authors support the view that each organization should develop KPAs to specifically fit its needs, the study reveals that five KPAs – safety and health, costs, product quality, fleet management, and delivery should form a default list that covers the key areas that any organization should consider when choosing KPAs. KPIs are those subsets of KPAs that we measure in order to manage KPAs.IntroductionThe global resources and commodities market has become highly competitive. Introduction The Homestake Mining Co. has always been big on gold. After 108 years in the business, the company and its principal product are almost synonymous. The relationship continues. On Sept. 28, 1985, Homestake held formal dedication ceremonies for its newest gold mine - McLaughlin. The McLaughlin open-pit operation is located in northern California, some 113 km (70 miles) northeast of San Francisco. It lies near the boundaries of three counties - Napa, Yolo, and Lake - and a portion of its facilities are located in each. McLaughlin was originally the site of the Manhattan mercury mine that produced nearly 80,000 flasks of the quicksilver from the 1860s to 1978. At the September dedication, Homestake renamed the mine in honor of the late Donald H. McLaughlin. McLaughlin was with Homestake for nearly 60 years. He rose from exploration geologist to his ultimate positions of chief executive officer, director, chairman of the board of directors, chairman emeritus, and chairman of the executive committee. The discovery of the McLaughlin deposit occurred in 1978, the last year of operation for the Manhattan mine. Homestake geologists used a newly developed model and found surface gold at the mine site. That same year, Homestake signed an agreement with the property owner and began a two-and-a-half year exploration program. An initial discovery announcement of 31.1 t (1 million oz) of gold was made in 1980. In 1981, this was revised to 93.3 t (3 million oz), or 18 Mt (20 million st) of ore grading 5.2 g/t (0.152 oz per st). Expected mine life is 20 years. Construction began in September 1983, following the issuance of stage one permits. Start-up of operations took place in early 1985 and the first gold-silver dore bar was poured on March 4. Since then, more than 540 kt (600,000 st) of ore has been milled, producing about 1.6 t (50,000 oz) of gold. Of special interest at McLaughlin is the use of three autoclaves for gold extraction. According to Homestake, this is a first. The autoclaves are designed for a 90% gold recovery rate. Early results have proven yields at this rate and higher. Owing to ongoing development of new orebodies and changes to existing mining operations, new ore types with distinct mineralogy, porosity and textures are generated as feed for iron and steelmaking. Moreover, further product differentiation occurs as fine ores are increasingly beneficiated to achieve grade. A study was necessary to characterise a suite of iron ore fines in terms of their propensity for formation of quasi-particles and green bed permeability prior to sintering. In this study, two Marra Mamba bedded iron deposit (BID) samples, one Pisolitic channel iron deposit (CID) samples, two dense hematite samples (coarse and fine grained microplaty hematite), one hematite-goethite BID samples and one hematite-goethite bedded/detrital iron deposit (BID-DID) composite sample were investigated. Both Marra Mamba fines and Pisolitic fines exhibit the highest green bed permeability followed closely by hematite-goethite fines, fine microplaty hematite fines, hematite-goethite BID-DID composite fines and coarse microplaty hematite fines at a moderate sintering bed depth of 500 mm. While porous fines generally form better quasi-particles upon granulation than dense fines, the amount of moisture addition increased due to the moisture saturation of the porous fines. As sinter strands become ever larger and deeper, it was necessary to examine the granulation performance of these ore types at a range of bed depths ranging from 300 to 900 mm. On average, the green bed permeability achieved by different ore types, decreased by approximately 7.5 - 9 Japanese Permeability Unit (JPU) as the bed height was increased from 500 mm to 900 mm. In order mitigate the effect of lower bed permeability of the deeper beds, small additions of hydrated lime were investigated as a binding agent to facilitate the formation of strong micro-pellets. With the addition of three per cent hydrated lime, equivalent to approximately 2.3 per cent burnt lime, the majority of fines achieved adequate permeability for deeper bed sintering, with the exception of coarse microplaty hematite fines. In simulated coastal steelmaking sinter blends, it was found that the overall granulation performance of the blend is contributed to by individual fines constituting the blend. Therefore fines possessing favourable granulating properties impart better granulation to the blend as a whole.CITATION:Ooi, T C and Lu, L, 2013. A pilot steel ladle injection facility designed to assist in the production of high quality steels suitable for use in pipelines has been built and commissioned at the Basic Oxygen Steelmaking (BOS) plant at Port Kembla Works.The plant design and the injection procedure are described.The performance of the unit and some metallurgical results are discussed in terms of the addition to the steel ladle of various quantities of calcium silicide and a lime based material. The effects of these additions on sulphur content and inclusion morphology and hence on steel ductility are also presented. The influence of ladle lining on desulphurisation is illustrated.On the basis of the experience gathered in the pilot plant a permanent and more sophisticated injection facility has been designed.

These proceedings consist of papers presented at two Bureau of Mines Technology Transfer Seminars for the purpose of disseminating recent advances in mining technology related to coal mine fire and explosion prevention. Primary, although not exclusive, emphasis is placed on underground coal mining. The papers address research accomplishments ranging from methods for detecting mine fires to remote sealing systems for extinguishing coal mine fires. Each paper represents the current state-of-the-art in the respective research categories. Presentations include research occurring from both Bureau in-house and contract efforts.

Cook Colliery currently mines in the Argo Seam, beneath old workings in an overlying seam. The Argo seam is up to 4.8 m thick and a continuous haulage system behind an ABM25 is used to develop first workings. Current partial secondary extraction utilises floor stripping and pocketing or sumping first working pillars on retreat. The following paper summarises this recent secondary extraction experience, particularly from a geotechnical perspective, but also considering production and ventilation issues. Outcomes and learnings are presented for mining in this challenging and close multi-seam environment. The sealed castor seam workings are within 20 m, and vary from unmined areas to large first working pillars, to partial extraction panels and full extraction panels. High stress remnant pillars and goaf-edges are notable mining considerations. The mining environment is further complicated by faulting, thrust zones and weak laminated roof.

Sublevel stoping (SLS) is one of the oldest and most used methods for underground mining. It relies heavily on the use of drilling and blasting techniques to remove the rock, and gravity to transport the broken rock to drawpoints located at the base of the stope, with LHDs to transport material from the drawpoints. Current SLS operations are based on the assumption of stable geometry of the stope. Thus, the stope design includes the definition of the geometry according to the orebody shape and geomechanical constraints to avoid instability, which may cause excessive dilution. Under some circumstances, dilution could enter the stope due to geotechnical instability, especially when large stope geometries are used. A review of current design and planning practices for large SLS operations indicates that no consideration is given to the material flow and the mixing that occurs after blasting. Material flow could have a large impacton the mixing of ore when grades are heterogeneous in the stope. In this paper, we discuss the influence of gravity flow on the design and planning of large sublevel stopes with and without vertical dilution, based on laboratory experiments. The outcomes of this investigation are used todevelop guidelines towards the design and planning of large SLS mines, which would complement the currently used geotechnical considerations.

The Gotthard Base Tunnel (GBT) is 57 km (35 miles) long and consists of two par-allel single-track tubes with an ex-cavation diameter ranging from 8.8 to 9.5 m (28.8 to 31.2 ft). These are interlinked by cross-passages every 312 m (1,000 ft). Two multifunction stations (MFS) are located in the sections Sedrun and Faido, at one-third and two-thirds of the entire tunnel length (Fig. 1). These will be used for the diversion of trains to the other main tube via tunnel crossovers, for the housing of tech-nical infrastructure and equipment and for potential emergency stops. To reduce construction time, the GBT was divided into five sections and was excavated from several sites simultaneously. The tunnel was excavated from the two portals, Erstfeld in the north and Bodio in the south, and also from three intermediate attacks, with their corresponding access tunnels, in Amsteg and Faido and two vertical 800-m (2,624-ft) deep shafts in Sedrun.

"Modern tundishes have evolved as vessels to serve as the final step in refining of molten steel by removing inclusions and promoting thermochemical homogeneity.In this study the flow behaviour in a four-strand tundish was investigated by means of a ½-scale water model as well as numerical modelling. The numerical and physical models were used to characterize residence time distribution and calculate properties pertaining to tundish flow regime. Three different tundish configurations were investigated: a bare tundish with no flow control devices, a tundish with a turbulence inhibitor, and a tundish with both a turbulence inhibitor and a dam.The physical and numerical models showed that a tundish without flow control devices is prone to significant short-circuiting. A tundish with a turbulence inhibitor was shown to be successful in preventing shortcircuiting and provided surface-directed flow that might assist the removal of inclusions from the melt. However, it was also observed that the upward-directed flow caused the maximum turbulence kinetic energy near the surface to increase dramatically. The potential for slag entrainment should therefore be considered during the design and operation of tundishes with turbulence inhibitors."

WHY IS IT that smoke-abatement efforts do not bring more satisfactory results? The main reason is an incorrect estimate of the kind and size of the job. When an industrial community realizes that keeping the air clean is a project of similar magnitude to keeping streets clean, providing clean water, removing city waste, or guarding the moral atmosphere, then there maybe a real hope of success. We usually think of the project in too small terms. It is thought of as is the dog catcher or the boiler inspector--a matter of a man or two, a job or two, a small appropriation of variable and uncertain amount, to be abolished in a fit of economy and reestablished under pressure of a vigorous minority. Even so, it is surprising how much is obtained for the effort; but the community is rarely satisfied, for the job is bigger than it was conceived to be. Continuous, never-ceasing effort is required to clean up a smoky city. A few months of relaxation and the situation slips back some years of effort.

Epithermal gold is hosted by late Middle Miocene Okiduse Volcanics on Woodlark Island. Dating of associated alteration minerals indicate mineralisation to be broadly contemporaneous with volcanism (12.2 - 12.5 m.y.) and is probably related to subduction of the Solomon Sea plate along the Trobriand Trench. Mineralisation is polymetallic and structurally controlled. Pyrite, sphalerite, galena and minor chalcopyrite occur in steeply dipping fracture zones and/or hydrothermal breccia bodies associated with mixed clay-pyrite alteration envelopes. These envelopes occur within a terrane of regionally propylitised high-K, calc-alkaline andesites and related epizonal subvolcanics. Gangue minerals include quartz, calcite, dolomite and minor anhydrite. High level advanced argillic alteration and siliceous cap rocks are not present but may have been eroded off the top of the system. Fluid inclusion and stable isotope data suggest that the carbonates and paragenetically associated auriferous base metal sulphides probably deposited from an isotopically evolved (+8%. 180) reduced hydrothermal fluid sourced from underlying sedimentary rocks. The fluid was predominantly of low salinity (0-4 wt % NaCl equivalent) and had a temperature of about 270¦C at the time of boiling and mineral deposition.

En ese sentido, los resultados logrados con cada una de las alternativas de minado por subniveles, indica que se ha logrado optimizar las diferentes variables mineras y cumplir con el plan estratégico de Empresa Minera Iscaycruz S.A. (EMISA). Para cumplir con el citado plan estratégico, se debe optimizar el método de minado de Chupa, a través de una mayor producción a un menor costo,así como del aprovecho de las labores de desarrollo y preparación ejecutadas según el planeamiento inicial del minado. Por ello, la secuencia del avance del minado y la reestructuración del sistema de relleno de la mina son los aspectos importantes para lograr este objetivo. "

There was a time when an occasional failure of a tailings embankment was considered an acceptable risk associated with mining activities. This is not the case anymore. A major tailings failure today could result in the indictment of mine officials, huge fines and a possible site closure due to the loss of operating permits. As a result of this changed operational environment, tailings disposal facilities must be operated with these potential consequences in mind. Physical controls for tailings embankments are prohibitively expensive. However, the nuclear industry has developed a system of administrative controls as an alternative to physical controls. Administrative controls may be defined as control of actions, through organizations and management, using written procedures, record keeping, review and audit to assure operation of a facility in a safe manner (10 CFR 50). Administrative controls can reduce the cost of operating tailings impoundments, as well as increase the level of confidence in these facilities.

Bochum’s Underground Lot 306 was characterised by a confined site and unique tunnelling methods. A highly mechanized construction concept was developed to achieve high progress rates. Bespoke backup systems for muck disposal and material supply were used. For the first time in suburban tunnelling, wet shotcrete, batched onsite, was applied. A three-storey underground car park had to be undermined with only1.5 m of overburden and had to be lifted several times by “compensation grout in.” An existing operational two-lane metro tunnel was enlarged without any major impact on train operation.

Fire-clay blocks lining the combustion chambers of zinc concentrate flash-roasting, furnaces operating at 1,000-1,200° C. have suffered moderately rapid deterioration due to slagging. The attack is accentuated by high temperatures, and is probably caused by lead oxide volatilized from the roasted concentrate.Resistance of refractories to attack increased with increasing alumina content from 30 to 45 per. cent but at 90 per cent alumina spalling was troublesome. Magnesite bricks were'subject to some spalling, but some types may lie satisfactory. Chrome and chrome-magnesite bricks spalled seriously.Material thought to be suitable for use as a monolithic lining slagged badly and an alternative may be tested.INTRODUCTIONThe Electrolytic Zinc Company of Australasia Ltd. uses two multi-hearth furnaces and four flash or suspension roasting furnaces for the roasting .of zinc concentrates at its Risdon Works. The hearth roasting plant has been described previously by Forster (1949).A brief descriptioI1 of the first three flash roasters was given by Gordon and Forster (1955). A fourth flash roasting furnace began operation early in 1957. This furnace is somewhat larger than the earlier furnaces, and the designed capacity is also higher, auxiliary equipment being altered to suit. An important structural difference between the older furnaces and the fourth flash roaster is that the walls of the combustion chamber of the new furnace are lined with high alumina fire-bricks instead of fire-clay blocks. Thischange was made because the fire-clay blocks in the older flash roasters had shown s-evere wastage due to slagging by lead derived from the concentrate.

The Surface Mining Control and Reclamation Act (SMCRA, or the Act) was enacted on August 3, 1977. The Act was written, in part, to put an end to uneven environmental standards and to establish minimum national standards. Certainly, one of the motivating factors for passage of the Act was the success of the Federal Coal Mining Health and Safety Act of 1969 in reducing deaths and injuries in the coal industry nationwide. Section 516 (b) (1) of the Act requires *that subsidence be prevented from causing material damage to the extent technologically and economically feasible except in those instances where the mining technology requires planned subsidence in a predictable and controlled manner. Section 516 (c) of the Act authorizes the regulatory authority to suspend underground mining if there is imminent danger to inhabitants of urbanized areas, cities, towns, and communities. On December 13, 1977, the interim program, which applies a portion of the performance standards of the Act, was promulgated. Then on September 18, 1978, the proposed permanent program was published for public comment. Finally, on March 13, 1979, the final permanent program was promulgated and the States were given a period of time to submit their programs for approval.

Characterization of ore and waste-rock material using automated quantitative micro-mineralogical techniques (e.g., QEMSCAN® and MLA) has the potential to complement traditional acid-base accounting and humidity cell techniques when predicting acid generation and metal release. These characterization techniques, which most commonly are used for metallurgical, mineral-processing, and geometallurgical applications, can be broadly applied throughout the mine-life cycle to include numerous environmental applications. Critical insights into mineral liberation, mineral associations, particle size, particle texture, and mineralogical residence phase(s) of environmentally important elements can be used to anticipate potential environmental challenges. Resources spent on initial characterization result in lower uncertainties of potential environmental impacts and possible cost savings associated with remediation and closure. Examples illustrate mineralogical and textural characterization of fluvial tailings material from the upper Arkansas River in Colorado.
