Gasoline has become of such commercial and military importance that it is now practically indispensable. This product is of special interest because, in addition to realizing its value, the Nation is learn- ing that the raw materials from which gasoline is obtained are not unlimited. ACTIVITIES OF THE BUREAU OF MINES IN PROMOTING EFFICIENCY IN THE PRODUCTION AND UTILIZATION OF GASOLINE. The Bureau of Mines has directly and indirectly worked for the conservation and efficient utilization of this important product. Some of the bureau's activities have been along lines widely different from those reported in this bulletin. The work of the bureau toward the increase in efficiency of processes for the production and refining of crude oil is too well known to need mention here. Another line of activity in which the bureau has engaged is the collection and publi- cation of statistics on refinery operations. Finally, as immediate preparation for the present bulletin, two surveys of the gasoline mar- keting situation have been made. The primary object of this bul- letin is to make available to the public information obtained in con- nection with these surveys. PURPOSE OF THE GASOLINE SURVEYS OF 1917 AND 1919. Shortly after the United States declared war on Germany the bureau collected gasoline samples in the retail market throughout various parts of the country. Information regarding the sources of these gasolines and the details of marketing them was obtained, and they were subjected to analytical tests which furnished conclusive informa- tion regarding their properties. The information obtained through this survey proved of inestimable value both to the bureau and the United States Fuel Administration, particularly in drawing up speci- fications and in ascertaining the best means of obtaining supplies of particular types of gasoline that were needed. A similar and more extensive survey was made in the months of April and May, 1919, in order to obtain data needed for the revision of the Federal motor gasoline specification. The specification adopted during the war had been the subject of numerous complaints, and it seemed desirable to determine whether or not these objections were valid before attempting revision.

Today, with the necessity of timely, on-budget and high quality completion of projects, proper use of construction equipment is essential to ensure project success. Construction equipment places a large monetary burden on the project and if not utilized efficiently, it can result in economic losses. Cranes are one of the most important and expensive operational devices on construction sites. They play a central role, and often activities that rely on crane services fall on the project?s critical path. Currently, material-handling scheduling is done by the crane operator or by an on-duty superintendent using his/hers personal judgment, making the process manual and timeconsuming. Thus, developing an optimal schedule, which considers different dynamic constraints in construction job site, may not be possible based on the current practice. This leads to longer operation times and a negative impact on project cost. This paper presents the latest results of an ongoing study, which aims to design and implement a nearreal time crane operation decision support system to be utilized directly by the crane operator or as an aid for the superintendent in scheduling optimal operation services. This system has several advantages such as maximizing the efficiency of crane operations, guaranteeing the best operation possible to reduce the crane?s travel time, reducing crews and equipment idle time, and minimizing the dependence on subjective human judgments.

The International Society of Explosives Engineers (ISEE) Standards Committee has recently updated both the Field Practice Guidelines for Blasting Seismographs and the Performance Specifications for Blasting Seismographs. The revisions are the result of public and industry input along with recommendations of the ISEE Blast Vibration and Seismograph Section. The committee is comprised of blasting seismograph manufacturers, users and general interest personnel. On an as needed basis, subject matter experts are enlisted to advise the committee. Three phases of activities are necessary for each revision cycle: request for comment on the existing standard, first draft revision of the standard based on public input, and final draft approval by the ISEE Board of Directors. The ISEE standards revision process will be explained and each standard will be discussed along with the significant revisions from the latest revision cycle.

As natural gas is a waning resource in many places, increased interest has attached to the use of gas for the manufacture of carbon black. Because of a large number of requests for information on the subject, the Bureau of Mines has undertaken a detailed study of the carbon-black industry, covering the mechanical details of commercial methods, with the purpose of increasing the recovery of carbon black by such processes. A study has been undertaken of the economic factors governing the carbon-black industry, the uses and properties of carbon black, the dE)velopment of more Itccurate methods of testing carbon black, microscopic examination of different grades of black, physicochemical study of methods' of mQ.nufacture now in use, and research on new methods of manufacture. Part I of this paper covers the engineering and economic side of the industry; the other phases of the investigation which have been under the direction of G. St. J. Perrott, of the Pittsburgh station.of the United States Bureau of Mines, are discussed in Part II.

The state-of-the-art in cave seismic monitoring is reviewed, with the latest developments in active seismic monitoring included. Seismic monitoring systems are routinely used by most of the world’s block and panel caving mines to track the cave initiation and progression. The current best practice is to use the cloud of seismic event locations as a proxy for cave growth somewhere below. Problems with event location reliability due to seismic ray bending around the (unknown) cave are side-stepped by using sensors installed above the cave. However, the aseismic gap – the (unknown) distance between actual cave back and seismic event cloud – currently hinders reliable estimation of cave geometry.Velocity inversions using the passive seismic data are inexpensive and should be undertaken more routinely. The straight-ray methods should be used with caution, as the underlying assumptions are invalid in caving environments. The double-difference method is more correct for the caving situation, and there have been some promising results published. Constrained geometric inversions make a lot of sense, but have yet to be demonstrated successfully.Two active seismic source have recently been developed for use in the caving environment: a piezoelectric source for ranges up to a few hundred metres and a pneumatically-powered source for ranges up to a kilometre. These sources produce signals on standard mine seismic sensors that can be used to measure seismic velocity variations down to 0.01 per cent resolution. This allows the cave progression to be monitored by measuring tiny changes to seismic velocities as the rock above the cave is fractured and destressed.CITATION:Lynch, R A, 2016. "Rare earth resources usually contain minor amounts of radioactive elements. The most widely recognised sources of radioactivity are associated with thorium and uranium. However, also present in the resources are isotopes of rare earth elements (REE) that are themselves radioactive, including lanthanum (La-138), lutetium (Lu-176) and samarium (Sm-147). These radioisotopes, as well as remnants of the natural thorium (Th-232) and uranium (U-238, U-235) decay series, can contribute to significant levels of radioactivity in mixed REE concentrates and in separated products. Levels such as these can present challenges for transport, transboundary movement, product storage, workers’ health and safety, as well as waste management issues at the facilities that separate out the individual REE’s. These are discussed in this paper. A particularly challenging radioactive isotope is Ac-227 (a decay product in the U-235 decay series). Actinium behaves chemically similar to lanthanides and hence normally concentrates with REE multi-element composites. Reliable analysis of Ac-227 is not widely available and the methodology required to deal with this challenge is briefly described. A principle reason for minimization of radioactive content throughout REE processing is restrictive specifications by concentrate purchasers in order to reduce waste management challenges. Approaches to the minimization of radioisotope content in REE concentrates and separated products are outlined in this paper."

"In early 2000, CANMET-MMSL was engaged by the Ontario Ministry of Labour (OMOL) to conduct an international study of the practices, in several key mining jurisdictions, of determining the criteria that are used to decide when the wire ropes used in mine hoisting are to be retired from service. Subsequently, the author visited key officials and institutions in Canada, the United States, the Republic of South Africa, the United Kingdom, Germany, and Poland. Material from the Australian province of New South Wales and Hungary was also included.The report that resulted included, among other sections: (1) the history of wire ropes and trends in manufacturing technology; (2) a review of mine hoisting practices; (3) the requirements regarding safety factors; (4) a review of the various operations and their potential future development; (5) the criteria for rope replacement; (6) potential future developments that could take place in both hoisting and rope inspection practices in Canada; and (7) recommendations.Subsequently, the report was issued by OMOL, and as a CD-ROM by CANMETMMSL. In this paper the author presents the key findings and the recommendations made in the study."

The U.S. Bureau of Mines funded a project which addressed objectives concerning irrigation of native plants and inoculation of native plants with vesicular-arbuscular mycorrhizal (VAM) fungi. The specific irrigation objectives were 1) to demonstrate the performance capabilities of solid-set irrigation for reclaimed mineland conditions, and 2) to demonstrate and evaluate three irrigation concepts under two separate water supply conditions. The VAM inoculations were to assess irrigation benefits in establishing VAM relationships for transplanted native species. Following the seasonal demonstration (May to September 1983) at 3 separate mine sites, conclusions were made that apply to the 6 state Western mining industry. The demonstration sites were located in Montana, Wyoming, and New Mexico. Positive conclusions were reached for 1) the use of soil moisture sampling with or without irrigation, and 2) the selection of solid-set sprinklers as the irrigation method. The conclusions about the irrigation concepts and strategy were mixed, due to the short-term (1 season) nature of the project. No conclusions could be reached for the VAM inoculations because the study time was too short.

Many members of the Institute, who participated in the visit made, during the Bethlehem meeting of February, 1906, to the shops of the Ingersoll-Rand Company, at Phillipsburg, N. J., inspected with interest the new Electric-Air drill, which the company had set up for the purpose of showing it in actual operation to American mining engineers. At the request of the Secretary of the Institute, I promised at that time to prepare a paper for our Transactions, describing the construction and advantages of the machine. But such a paper would then necessarily have contained much that was only expected or claimed by the designers and manufacturers of the drill, and not yet incontrovertibly proved by varied and long-continued practice. However moderate such statements might have been, they would have given inevitably to the paper, to some extent at least, the air of a prospectus, rather than of a technical contribution. I therefore decided, with the Secretary's approval, to postpone the writing of the promised paper until it could set forth the results of adequate actual practice, as well as the latest details of construction, etc., based upon practical experience. That period has now arrived. The Electric-Air drill has been exhaustively tested in the field, under varied and arduous conditions and upon the hardest rocks. It is now fairly in the field; its merits and performances are matters of unimpeachable record, and its place among established competitors can be definitely determined. As a representative of the Ingersoll-Rand Co., as well as a member of the Institute, I may be permitted to add that my company, being largely interested in the manufacture of air-coxpressors and machinery driven by compressed air, has no desire to injure its own business by claiming for this new machine that it should immediately supersede all existing applications of pneumatic transmission of power for drilling. Islais Creek Contract E, a transport/storage tunnel in San Francisco, was visited on a fieldtrip during construction by delegates to the 1995 RETC. This paper is a follow-up to that fieldtrip. The project’s two tunnels are 3.7 m and 3.2 m finished diameter, 155 m and 77 m long, respectively. The contractor used 1,000 overlapping jet grout columns to pre-treat the weak Bay Mud along the tunnel alignments, then mined them with an open faced tunnel shield, eliminating the need for compressed air tunneling. This paper documents the jet grouting program and the tunneling operation used on the project.

Application of dynamic simulation for a base metal processing plant is discussed. The plant receives ore of variable quality from two pits and blending had to be applied to maximise recovery. The plant employs multiple stage crushing, screening, dense media separation, two-stage milling, flotation and further filtration. Stockpiles and bunkers are used in the plant to cater for breakdowns and operating delays, the latter being appropriately incorporated in the model. A detail dynamic simulation model was constructed from the rock face to the filtration plant to assist the plant design, notably with definition of the ore blending method, sizing storage capacity and in-plant conveyors. The plant model was broken down to capital equipment items and various feed types and mass balances were tested to ensure that the production target is met. The dynamic simulation tested the proposed blending method, identified bottlenecks, produced risk profiles for all strategic storage facilities and overall helped minimise the project risks and improve confidence in the plant design. Globalization and a growing demand for limited raw material resources have forced changes in the approach to the supply chain. This is particularly true in the case of rare earths, which are regarded as one of the most important development indicators of modern technologies. To ensure a secure supply of commodities, the European economies have been prompted to investigate REE recovery from sources which until recently, for technical or economic reasons, were considered not sufficiently attractive. An interesting example is apatite phosphogypsum waste dumps. The REE content in these waste dumps averages around 0.5-1 %. One of the most important phosphogypsum locations in Poland is the Lower Silesia region where a phosphoric acid Chemical Plant "Wizów" operated for several dozen years. In this work, rare earths are leached from the phosphogypsum crystalline structure by a chemical treatment and can then be separated into individual chemical compounds. The technology used in these recovery tests, matches up to a coherent European raw materials policy supporting effective management of resources and promoting waste materials recycling.

Lime was a highly useful commodity thousands of years before the simple chemistry of its manufacturing process was known. The employment of lime for agriculture, building, and even certain essentially chemical purposes is so old that its origin is among the unrecorded details of man's first ventures into the manufacture and use of prepared substances. Lime is a most versatile material and consequently has come to be widely utilized in modern civilization. Immediately before the depression of the early 1930's the annual production of lime in the United States was more than 4 million tons, valued at 33 to 42 mil-million dollars. This output was sold to many industries, so many that mere enumeration becomes tedious.

The mineralogy of the Avalon Nechalacho deposit is complex with significant fractions of HREEs, Zr, and Nb found in refractory minerals such as zircon and fergusonite. Sulphuric acid baking followed by water leaching can be used to extract REEs from flotation concentrates, but acid baking does not completely "crack" the zircon and fergusonite, so the extractions of Zr, Nb, and HREEs are not high. An alternative flowsheet has been developed that is able to obtain significantly improved extractions of HREEs, Zr, and Nb from flotation concentrates or acid bake residues. This is accomplished by cracking the zircon and fergusonite minerals with caustic soda at high temperatures, followed by water washing to recover excess caustic soda and soluble sodium silicates and phosphates. REEs, Zr, and Nb in the solid residue can then be solubilized with HCl or H2SO4. This paper highlights some of the findings from an extensive laboratory program and discusses several flowsheet implications.

Since its inception, in 1987, the Copper-Cobre series of conferences has established itself as the prime world forum for discussing advances in copper process metallurgy, in particular copper sulfide smelting, copper recovery by leaching and electrowinning and copper electrorefining. All copper producing countries have actively participated in the pyrometallurgy symposia held in the framework of these conferences. In 1999 and 2003, the close to 100 pyrometallurgy papers that were presented had to be accommodated in two volumes. In the present paper, the authors firstly provide a brief historical sketch of the Copper-Cobre conferences and then focus on providing a retrospective look at the dramatic changes that have taken place in copper smelting in the last few decades, primarily as discussed in the Copper-Cobre and precursor conferences pyrometallurgy proceedings. Topics include: the development of autogenous, increasingly more intensive, environmentally sound and energy efficient smelting processes; significant improvements in Peirce-Smith converting practice and at the same time the commercialization of alternative continuous converting routes; the consequent expansion and modernization of smelters; the increasing compliance with strict government environmental regulations in most copper producing regions of the world; the realignment of the copper smelting industry throughout the world; and trends in copper smelting R&D. A look at the future closes these reflections on the contribution of the Copper-Cobre conferences to the advancement of copper smelting technology.

Over the past year or so, a number of mining companies have been meeting to examine the role of research in surface mining and, in particular, how to establish a collaborative research effort for the surface mining industry. A review has been completed which has identified the topics that are of interest to the surface mining companies for undertaking collaborative research. This has identified key subject areas such as Operations & Equipment; Maintenance; Environment & Reclamation; and Stability. Specific research projects for the initial research effort have been selected which include Wireless Data Communications, Analysis and Management; Application of GPS in Mining; and Tires for Heavy Haulers. In addition, attention has also been focussed on finding a suitable low cost, but effective, organization to coordinate and manage the collaborative research. The recently formed CONRAD Organization (Canadian Oilsands Network for Research and Development) appears to be a suitable candidate and discussions are ongoing with that group. This paper provides a summary of the review of surface mining research needs and of the status of the establishment of a collaborative research body for surface mining.
