Since its enactment in 1991, the Resource Management Act (RMA) has generated both praise and criticism. The major criticism is in relation to the costs the Act poses to industry and the time it takes to work through the process. In response to such criticisms the Minister for the Environment has initiated a review of the implementation of the RMA. The Minister's proposals for reform have not yet been released and the discussion that follows is based upon the report by the Minister's Review Group which was released in September.

The Upper Waimangaroa mining permit is part of the Buller Coalfield and lies on the eastern side of the Stockton-Denniston Plateau. The mining permit area is estimated to contain a total in-ground coal resource of 58 million tonnes, contained within 13 separate coal resource .blocks. The coal is Bituminous High Volatile B rank with export potential as semi soft coking or thermal coal. The Northern Opencast mine is the first mine proposed for Upper Waimangaroa and consists of the three resource blocks at the northern end of the permit area. The highwall of the mine will cut into the Mt William Range resulting in overburden cover of up to 150 metres in some areas. The ability to rehabilitate the area after mining was a major consideration in the design of the mine. The Northern Opencast area has been geologically mapped, extensively drilled and effectively modelled using Vulcan software. Three distinct coal seams are present and the mineable in situ resource is estimated at 8.7 million tonnes of which approximately 7.1 million tonnes is likely to be recoverable. It is proposed that this resource will be mined using opencast methods and the void will be backfilled with overburden. The life of the mine is at this stage estimated at 19 years based on an annual production of 500,000 tonnes at 1.8% sulphur and the Upper Waimangaroacoal will be blended with low sulphur coal from the Greymouth Coalfield to meet export specifications. The Northern Opencast area contains a range of native flora and fauna and physical features which make it an environmentally significant area. Mining will totally modify the area, thus an effective rehabilitation scheme is an integral part of the mine plan. Various rehabilitation methods will be used, and wherever possible, the backfilled areas will be rehabilitated so as to resemble the original area as closely as possible.

"A pilot-scale flotation column was used to evaluate four polyglycol frothers at Teck’s Highland Valley Copper Mine. The column was fed with flotation plant feed from the grinding circuit cyclone overflow. Frother dosage was changed by controlled addition to the column feed. Pulp, froth and metallurgical performance were assessed using gas dispersion measurements, water recovery and copper, molybdenum and gangue grades and recoveries. Ranking the frothers based on pulp and froth phase performance using gas dispersion measurements and water recovery yielded contradictory rankings. All of the frothers changed the froth structure in a similar manner such that, at the same structural conditions, they all gave the same degree of separation between water and entrained solids. The only difference between the frothers was what dosage was required to achieve a certain structure. Changes in pulp structure appeared to be related to the critical coalescence concentration (CCC) for each frother. Changes in froth structure were not completely described by the CCC and involved other factors, such as the hydrophobicity of particles in the froth. All of the frothers were capable of achieving the same metallurgical result, just at different dosages. Optimal dosages for the frothers were anywhere from the CCC, where copper and molybdenum grades were maximised, to 2 to 3 or 4 to 7 times the CCC, where copper and molybdenum recoveries, respectively, were maximised.INTRODUCTION Background Due to supply issues, Teck’s Highland Valley Copper (HVC) Mine replaced Dowfroth 250C, their auxiliary frother, with Huntsman Polyfroth W31. The primary criterion for selection was that the new frother gave the same performance as Dowfroth 250C, minimising disruption to the circuit. Frothers play a dual role in flotation, altering the bubble size in the pulp zone and the stability of the froth. A stronger or weaker frother, or a blend of both, will alter the balance between pulp and froth effects and, ultimately, metallurgy. Dowfroth 250C and Polyfroth W31 may not necessarily be the best frothers for HVC from a metallurgical standpoint. There may be a different frother or frother blend that could deliver higher recovery in the bulk roughers."

Deep-hole blasting operations in opencast mines are always associated with some annoyance to the surrounding areas in terms of ground vibration, noise, flyrock, etc. These become more severe when underground mines run parallel to them. Blasting in opencast mines may pose danger to the underground mines in terms of roof/side failures, damage of water dams, isolation/ventilation stoppings and other underground installations. The paper discusses a case study in India on the impact of deep-hole blasting in Ramagundam Opencast Project ? III on the stability of various water dams of GDK-6B Incline coal mine operating in close proximity. The stability of underground water dams of GDK-6B Incline mine was endangered due to deep-hole blasting at OCP-III. There were 15 water dams in seam 3 and 16 dams in seam 4 of the underground mine. The physical strength tests using a Schmidt Hammer instrument were carried out in all the 15 water dams of No. 3 seam and 16 water dams of No. 4 seam. The test revealed that there is a decrease in compressive strength values of three dams of seam 3, namely 6A, 6B and 7. Theose three dams were also directly connected to the water source. Water seepage was also observed from the surfaces of the three dams. However, they were found to be stable in accordance with their design parameters and damage point of view while considering a threshold value of ground vibration as 25 mm/s. It was found that the value of tensile stress generated by a vibration of 25 mm/s was much lower (i.e. 0.171N/mm2) than the tensile strength of the two weakest concrete dams (1.85 N/mm2). Ten experimental blasts were conducted at different working benches of the opencast mine and the ground vibration data were recorded in roof and pillars near various underground water dams. The maximum value of vibration data recorded was 5.9 mm/s in roof near dam no. 1 in seam 3 with the dominant peak frequency of 22 Hz. No adverse effect on either of the dams was observed after that blast. During the period of study, no deterioration/adverse impact was found in any dam of the mine. Based on the results of the study and the analyses of the data, optimized blast design parameters and explosives weight per delay were suggested for the opencast mine to maintain the safety of the underground water dams. Tin plating operations are of a complex nature due to the many operational variables that need to be controlled in order to create a product of required quality. The work in this report lays the basics for the control of a halogen plating operation based on the DuPont tinplating set-up with regard to the chemical make-up of the plating solution, as well as operational variables such as temperature and current density. To evaluate these aspects of the process, a rotating cathode Hull-cell set-up was used. This allowed for a laboratory scale plating arrangement that simulates industry closely with regard to chemical and hydro-dynamic considerations. Typical industry accepted standards were obtained for the values of operational variables and a ?baseline? test was conducted employing these standards. All subsequent tests conducted were benchmarked against this baseline result. A large suite of results was obtained in which it was found that changes could be made to the industry accepted norm which would improve on the stability of the operation and therefore the quality of the final tin-plated product. Examples of these results are: an increase in stannous tin concentration, an increase in sodium chloride concentration and a slightly elevated plating temperature. In addition, conditions were found that must be avoided to prevent instability and poor product quality.

EPA NRMRL Mine Waste Technology Program and Region VIII Superfund office are jointly conducting an in-situ technology demonstration at the Anchor Hill Pit Lake, Gilt Edge Mine Superfund site. The goal is to develop in-situ treatment cost/performance data for potential application in long-term water treatment/management at Gilt Edge and similar sites. The pit contained 77,000,000 gallons of pH 3water with elevated metals, sulfate, and nitrate. The Green World Science® patented process for in situ treatment was implemented to isolate and sequester metals; create stable long-term water quality and restore a sustainable ecosystem. COCs have decreased more than 99%, and dissolved discharge standards were attained.

"Abstract: The use of micropiles has greatly increased the last twenty years, including applications involving low capacity micropile networks, seismic retrofitting, underpinning of existing foundations and high capacity foundations for new structures. This paper presents a field study of the behaviour of single hollow core micropiles in firm to stiff lean clay. Eight micropiles were installed using hollow bars (76 mm OD and 48 mm ID) with air/water flushing technique and advanced to a depth of 5.75m: six micropiles were installed using 228 mm (9 in) drill bit and two micropiles were installed using 178 mm (7 in) drill bit. All micropiles were instrumented with linear potentiometers to measure the vertical displacement of the micropile head and vibrating wire strain gauges to measure the axial strain at three points along the micropile length. Twelve full scale tests were conducted on the eight micropiles, four monotonic compression, four cyclic compression and four tension tests. Only the results of micropiles tested under monotonic compression is presented in this paper. The full scale load tests and a comparison of the performance of the micropiles with 228 mm and 178 mm drill bit are presented and discussed in terms of load-displacement curves, bond strength and tip resistance. The results showed that the proposed values of bond strength in FHWA give a conservative design of the hollow core micropiles. The micropiles constructed with 228 mm drill bit performed marginallybetter than the micropile with 178 mm drill bit in terms of the ultimate capacity.IntroductionMicropiles have been defined in a variety of ways, but can universally be classified as small diameter (less than 300mm), bored, and grouted in place piles (FHWA, 2005; Bruce et al., 1999; and Scherer et al., 1996). They can sustain axial (compression and tension) and/or lateral loads. Dr. Fernando Lizzi used micropiles in 1952 for underpinning of historic buildings damaged during World War II (Bruce D. A., 1988). Since then, micropile applications have expanded rapidly to include underpinning for existing foundations, in situ reinforcement, and seismic retrofitting and foundations for new construction. In particular, micropiles have graduated from use in low-capacity micropile networks toapplications as single high-capacity foundation.Micropiles capacity is affected by the construction technique, which involves drilling, placing reinforcement, and placing or pressurizing the grout. For example, the drilling method influences the degree of bonding between the grout and the ground, and the placement of reinforcement and the choice of grouting method have an impact on the development of the bonding. Bruce et al. (1997) showed that grout/ground bond is most affected by the grouting method. Based on the type of pressure applied during the grouting process, micropiles are classified as follows (FHWA, 2005): Type A: grout is placed under gravity pressure only using either sand-cement mortars or neat cement grout. Type B: pressures typically in the range of 0.5 MPa to 1 MPa are applied in order to inject the neat cement grout into the drilled hole while the temporary drill casing is withdrawn. Type C: involves two-step process; neat cement grout is first placed in the hole under gravity pressure head only as in type A, and prior to the hardening of this primary grout, a similar grout is then injected via a preplaced sleeved grout pipe at a pressure of at least 1 MPa. Type D: like type C, this type is a twostep process: neat cement grout is placed in the hole under gravity pressure head only (but pressure could be applied in some cases), additional grout is injected via a sleeved grout pipe at a pressure of 2 MPa to 8 MPa once the primary grout has hardened. The National Institute for Occupational Safety and Health (NIOSH) and Northwest Barricade LLC (NWB) conducted a study to evaluate the effectiveness of a novel fire blocking gel for use in underground coal mines to extinguish or to retard the growth of a coal fire. The gel agent was subjected to controlled laboratory testing to assess its ability to delay coal ignition. It was then evaluated to determine if manual fire hose application could be used to apply the agent to mine roofs and ribs to provide a safe egress for mine rescue teams from a fire area. The gel agent was also evaluated in a water sprinkler system to determine its potential for use in conveyor belt fire suppression systems. The agent was then tested in live-fire exercises to examine its effectiveness in retarding and extinguishing a deep-seated coal fire and wood fire. Lastly, the ability of a Mine Rescue Team to quickly and safely apply the gel agent to a mine entry during a simulated mine fire exercise was determined.

Potgietersrust Platinums Ltd (PPRust) is Anglo Platinum?s only open pit operation. The major slope stability concern at PPRust is rapid, small-scale brittle failure on the west wall of Sandsloot open pit. In order to improve safety and mine more economically, a comprehensive slope monitoring strategy has been implemented. In the last 3 years four new state-of-the-art monitoring systems have been installed namely an ISSI microseismic monitoring system, a GeoMoS automated prism monitoring system, prismless Riegl laser scanners and a GroundProbe slope stability radar (SSR). Groundwater monitoring and visual monitoring have also been improved over the same time period. To complement the visual inspections, SiroVision digital photogrammetry is now used for predicting where future failures may occur. All these monitoring tools provide primary monitoring which is used to identify high risk areas. The SSR is then set up in that area to provide early warning of failure so evacuation can be successfully done. Fault tree analysis has proved that with this comprehensive slope monitoring strategy the geotechnical risk at PPRust is greatly reduced, allowing mining to continue safely and economically in challenging conditions.

AT its meeting on May 21, the Board of Directors approved the recommendations submitted by President Lovejoy and named a nominating committee for the year that is especially well distributed as to major technical interest and as to geography. As may be seen from the list published herewith, two come from the East, two from the Midwest, and three from the far West. Mr. Linton, the chairman, has been a valued member of the Institute for 36 years. A memorandum drawn up by Paul D. Merica, representing the A.I.M.E., and W. R. Barclay, representing The Institute of Metals of Great Britain, setting forth a reciprocal plan for special memberships in each Institute for members of the other, was discussed. Both societies already have formally approved the plan in principle and Dr. Merica was clothed with full authority to agree on a few small details that have not been settled, and conclude the arrangement in behalf of the Institute.

The immediate roof lithology at United Colliery is extremely variable and provides a challenge for the design of secondary support. Support design in recent longwall installation roads at the mine has been carried out using strata management techniques. These techniques allow a robust yet economical secondary roof support design to be achieved. Analysis of roof lithology and roof displacement during first pass driveage are used as a basis for the optimisation of the secondary support design prior to roadway widening. This paper will demonstrate the application of practical strata management techniques in the optimisation of secondary roof support in six installation roadways at United Colliery. The experience gained from the installation roadways for LWs 1 to 5 will be briefy discussed. The experience from LW 6 will be discussed in greater detail. The paper will describe the strata management system that was used, including mapping, borescoping and extensometry, as well as the development and application of a Trigger Action Response Plan (TARP).

The Outokumpu Steel Belt Sintering (SBS) Technology is used for manufacturing chromite pellets that are charged into a smelting furnace for ferrochromium production. One of the main elements in successful furnace operation is the control of gas flows inside the furnace, giving improved temperature distribution in the bed during the process. Computational Fluid Dynamics (CFD) gives excellent opportunities for studying these phenomena. An investigation using CFD can be performed relatively fast. For example, implications of different configurations can be studied within a day and an optimum design chosen. Therefore, Outokumpu Technology has developed a Steel Belt Sintering Model (SBSM), which takes advantage of a commercial CFD code. Each main physicochemical event occurring in a steel belt sintering furnace is incorporated independently in the SBS model as a sub-model, enabling every event to be studied separately. The commercial CFD code solves mass, momentum, species and energy equations for determination of the gas flow, composition and temperature. In addition, the Outokumpu SBSM takes into account the moving pellet bed, drying of pellets interms of water content, coke combustion, oxidation and reduction of chromite and the decomposition of carbonates and silicates. During the development of the model, numerous laboratory-scale tests were performed. The sub-models were validated against the laboratory tests. The reliability of the Outokumpu Steel Belt Sintering Model was validated against a pilot-scale batch-sintering furnace by comparing the modelling results against measurements. The aim of this paper is to give a brief presentation of the Outokumpu steel belt sintering model by showing some general modelling examples. Emphasis has been placed on demonstrating some of the main features of the model.

"The robust nature of alumina refractory materials presents opportunities for their in-process reclaiming and re-use in non-critical applications. Virgin refractories can be substituted with different quantities of reclaimed materials without compromising the quality of the refractory products. In this study, the effect of reclaimed bauxite on andalusite-containing refractory castables for tundish applications was investigated. The recycled bauxite was formulated in different proportions to replace virgin andalusite in the castables. Standard tests were conducted to evaluate the physical, physicochemical, and thermochemical properties of the formulated products. Static corrosion tests were conducted using tundish slag in order to simulate the actual operating conditions. The results show that the standard flow behaviour, open porosity, and bulk density of samples containing up to 22 mass% reclaimed bauxite were comparable to those of the reference castable. However, high-temperature properties such as static corrosion at 1400°C and hot modulus of rupture at 1500°C indicated that there is an upper constraint to the amount of substitution. The study demonstrated direct potential savings of up to 10% when the reclaimed alumina replacement ratio was increased to 22 mass%. IntroductionAlumina-based refractories can be classified into low-alumina, containing less than 50% Al2O3, and high-alumina or bauxite, containing between 50 and 90% Al2O3. High-alumina refractories have widespread applications in high-temperature metal extraction processes due to their outstanding thermochemical and thermomechanical properties and stability (Rebouillat and Rigaud, 2002; Frulli, 2016). The typical chemical composition of refractory-grade bauxite consists of 85–90 wt.% Al2O3, 5–10 wt.% SiO2, 1–2wt.% Fe2O3, 3–4 wt.% TiO2, 0.4–0.8 wt.% CaO + MgO, and 0.20–0.8 wt.% K2O + Na2O (Nyoka et al., 2013). The thermochemical and thermomechanical properties of bauxite-based refractories rely principally on the conversion of the contained silica and alumina to the highly stable corundum (?-Al2O3) and mullite (3Al2O3· 2SiO2) phases (Rebouillat and Rigaud, 2002; Hill and Sehnke, 2006; Garbers-Craig, 2008; Frulli, 2016)."

This Bureau of Mines report presents operating practices and results of pressure maintenance and secondary recovery by water injection or by water injection supplemented by gas injection. Particular emphasis is placed on the results of water injection, which is the principal oil-recovery method employed in projects covered by this report. No attempt is made to study gas-injection projects or operations that are considered water-disposal projects. Also, this report does not include water-injection projects that have not been in operation long enough to evaluate results. Figure 1 is a map of north Louisiana showing the geographical locations of the projects included in this report. Most of the data used in this study were supplied by unit operators, operating companies, and the Louisiana Department of Conservation. Reservoir information and recovery data are generally those supplied by the operators, but include revisions where deemed necessary.

Xuandong Coal Mine is mining coal in one of the most challenging underground environments in the world. This work has found that it is not only challenging but it also has the composition for some interesting rock mechanics and ground control conditions. The paper highlights the extreme mining and rock mass behavior conditions encountered when mining coal at 900 m below surface. It was found that the ground control environment associated with geological weakness, low coal material strength and stiffness, was reasonably well controlled; however, the chain pillar geometry and design did not take these geological weaknesses into consideration. Some of the chain pillars employed were quite large, which resulted in floor punching and secondary floor heave, which causes extreme difficulty for production. No barrier pillar has been employed except for the center 164-m-wide main headings pillar with a w/h ratio in excess of 40. After assessing the location and geometry of a 200-m-thick dolerite sill overlaying the coal measures, we found the probability of it breaking up into to smaller fragments and producing a larger goaf to be low. Therefore, the influence of the dolerite sill on chain pillar loading is considered small compared to the low coal, immediate floor and roof rockmass strength. It is further recognized that horizontal stresses could be locked up within the dolerite sill, which would likely result in regional bending that would be distributed through the chain pillars. This has, to some extent, already occurred, and the effects have been seen and felt through excessive floor heave, pillar punching, and coal bumps (seismicity). We?ve also found that there was a need to employ basic rock mechanics principals in assessing the stability of future multiple seam mining layouts.

Led by a surge in coal production and prices in recent years, Colorado’s mining industry is taking part in the same revival as others states and the world. Not too many years ago, the state’s industry was languishing in the same doldrums as the rest of the mining world. Ironic for a state whose history was based on mining. Now, however, Colorado’s mining can boast increased production in all commodities produced, along with prices that allowed companies to expand, increase work forces and post improved shareholder value. So there was a lot of optimism at the Colorado Mining Association’s (CMA) 107th National Western Mining Conference in February. The conference, held in Denver, attracted more than 500 attendees and 39 exhibitors. The theme was Colorado Mines the World.

"The operation of an activated charcoal system has five separate unit operations. These unit operations have common points for CIP, CIL and CIS system, which vary widely in application.The unit operations are:a. Absorptionb. Desorption (Stripping)c. Acid Washingd. Reactivatione. Carbon Handling (carbon transportation, sizing, dewatering, etc.)Cost optimization starts with the basic operating parameters (design philosophy) set down at the time of engineering design. These parameters undergo almost immediate change due to site specific ore requirements, throughput changes, operator requirements or reagent availability.Activated charcoal is sometimes viewed as simple, uncomplicated reagent that requires not optimization. To some extent, this statement is true, but under most circumstances, if the time necessary to optimize the use of activated charcoal is available, the effort is rewarded with significant savings. CPL-Carbon Link has embarked upon a program of supplying technical support with its activated charcoal. Several operations in the United States have undertaken to have CPL-Carbon Link do an operational survey to determine if potential savings are possible. CPL-Carbon Link has offered to do these surveys for projects that are clients or simply would like to have CPL-Carbon Link review their operation. The information accumulated by CPLCarbon Link is being used to attempt to fashion industry standards so that a common reference point can be established for activated charcoal usage."

"Abstract A series of centrifuge model tests was conducted to investigate the failure pattern and stability of cement treated clay ground having an unsupported vertical slope. The model ground was subjected to monotonically increasing centrifugal acceleration until it failed due to the enhanced self-weight. The test results were compared with the numerical analyses in which the treated soil was simulated by the Smoothed Particle Hydrodynamics (SPH) method. In the simulation, the Dracker- Prager model is employed as the constitutive model. In order to simulate the brittle behavior of the cement treated soil, it is assumed that the unconfined strength is gradually reduced to a certain value which corresponds to the residual strength due to accumulated plastic strain. It was found that the simulation by using SPH method can express the brittle failure observed in the centrifuge model tests.IntroductionBecause of economical and environmental concerns it has become more difficult in recent years to obtain enough soil to construct reclaimed land for airports, electric power plants, manufacture plants and so on. On the other hand, it has become difficult to find and construct disposal sites for waste subsoil or dredged soil. These circumstances have encourage geotechnical engineers at present to use these poor quality materials as filling materials more than they were used one or two decades ago. Several soil admixture methods have been developed to improve their properties and to manufacture high quality fill materials.The deformation and strength characteristics of cement treated soils have been investigated in Japan, which have revealed that the treated soil is characterized by a brittle behavior with quite high compressive strength and quite small strain at failure, and the treated soil with relatively high strength shows tensile failure instead of shear failure. Regarding to evaluate the stability of structures adjacent to or buried in the treated ground, Kitazume (1998) and Kitazume et al. (2003) investigated the earth pressure of cement treated ground by the centrifuge model tests. And they emphasized that the failure pattern of the cement treated ground was much different from that of ordinary ground. After the Hyogoken- Nambu earthquake in 1995, many design codes for the seismic stability were revised in Japan, so that seismic stability must be evaluated more precisely. The dynamic earth pressure of ordinary grounds is usually calculated by a pseudo-static limit equilibrium method based on the Mononobe- Okabe’s method (Okabe, 1924; Mononobe and Matsuo, 1929). This calculation method is also applied to the cement treated ground, although its applicability has not been thoroughly clarified."

In order for MSHA to require the use of a noise control, the control must be proven ?technologically feasible?. Technologically feasible controls must reduce a miner?s noise overexposure to the permissible exposure level (PEL) or achieve at least a 3 dBA reduction in the miner?s noise exposure. The miner?s total noise exposure should be examined from an occupational viewpoint and not solely on a machine or equipment basis. This examination requires a field evaluation of the occupation as opposed to an equipment test conducted in a laboratory. The operator of a Hilti TE MD20 LS electro-pneumatic drill realized a full shift noise exposure (TWA8) reduction exceeding 8 dBA as compared to when operating a Gardner Denver S83F pneumatic jackleg drill while installing an equal number of drill holes into the Idaho Springs Gneiss rock formation. However, the Hilti drill?s penetration rate was only 27% of that of the jackleg drill. Although the Hilti drill was proven to be technologically feasible as a noise control, its slower penetration rate would require its economic feasibility to be evaluated on a case-by-case basis.

Explosives, originally used only in fireworks and warfare, became legitimate contributors to human progress when miners in Eastern Europe began using them to break rock in the early 1600%. Since that time these powerful materials have had a dual role in the world: as agents of destruction in war, and as irreplaceable tools necessary to advance civilization. In the latter role, they serve as agents to enable mankind to produce metals, build roads, and drive tunnels. In other words, to provide those materials, services, and infrastructure without which the modern world could not exist.
