Hydrometallurgical processes are not free of environmental regulations. A clear understanding of the regulations under which the minerals industry operates delineates processing requirements at early stages. This paper deals' with federal environmental regulations with emphasis on the hazardous waste regulations promulgated in May, 1980. The procedure of EP toxicity test and an example of the test are described. Brief account is given of the current trend and future outlook of regulations.

Acid neutralization titrations were applied to the characterization of soil and overburden for the control and prediction of acid rock drainage in the coal fields of the eastern United States in the 1970?s (1). These became known as the Sobek methods as a result of the early United States Environmental Protection Agency publication and the methods have been modified (2) to be adapted to many applications in the metal mining sector (3,4,5,6,), and, as a result, there are a large number of acid neutralization potential methods being used that are referred to as Modified Sobek methods. Standardization of neutralization potential methods for metal bearing ores and related materials based on carbonate carbon, rather than titration, commenced in the 1990?s through the American Society of Methods and Materials (ASTM) Committee E01 on Analytical Chemistry for Metal Ores and Related Materials Subcommittee E01.02 on Ores, Concentrates and Related Metallurgical Materials (7). A subcommittee section, E01.02.05 on Environmental Methods, was organized to coordinate the method and material standardization efforts of ASTM and the Acid Drainage Technology Initiative Metal Mining Sector (ADTI-MMS) Prediction Committee (8), which took on the project of standardization of the acid neutralization potential acidity titration method (ANPA) to supplement the carbonate carbon method in E1915 (9) for application to samples which have metal carbonates (10), in particular, which result in overestimation of the neutralization potential using the carbonate carbon methods (11).

With the exception of sublevel caving, the most common method of underground mining in Sweden is the "cut-and-fill" method. It is normally used for mining non-ferrous metals , and' is used extensively in the complex sulfide ore mines of the Boliden Company in north and central Sweden as well as the mines of the STORA and Vieille Montagne Companies in central Sweden. All in all, the cut-and-fill method is used in 13 of Sweden's 45 mines. As the mines are relatively small, the volume of ore mined by this method represents only about 5 % of the total ore production in Sweden. The commercial value, however, is much large than this percentage would imply. The production volumes and grades of some typical mines are shown in Table I. As seen, when rated internationally, the grades are comparatively low. The prices are set according to ?international metal prices? as dictated by the London stock exchange, and in lieu of governmental support, rational management methods are critical in order to achieve satisfactory profit.

The selection of efficiency machinery for an underground mining system is a highly skilled art. Modern techniques of mining, based on sound engineering principles, increase the probability of success. These techniques alone, however, will not guarantee maximum productivity. Human judgement, based on experience with mineral seams and geological conditions, remains the single most important input of the decision-making techniques in selecting high production equipment. The myth of a "Scientific Selection Factor" is absurd. The belief that such a factor exists can waste the time and resources of mining management. Until now, mineral extraction from the original desposit has defied all attempts to systematize the knowledge. Computerized programs are excellent for solving underground transportation and ventilation problems. The variables can be defined by mathe¬matical techniques in this type of problem. By the same, token, "Trial and Error" is not an acceptable method in today's technology-minded world. The candid truth of the matter is that practically nothing is known of the phenomenon of extracting a mineral from the solid. Likewise, local conditions make it nearly impossible to predict accurately the reaction of surrounding strata after the mineral has been removed. The unpredictability of the environment resulting from extracting minerals underground will remain a challenge to mining engineers for many years. In fact, we are barely beyond the trial and error stage at this point in time.

The application of computers to materials handling problems has recently been investigated by various mining groups. This approach has been found, especially useful where a large amount of alternatives must be investigated prior to arriving at a final decision. These alternatives may be expressed in terms of man hours, units and types of equipment such as trucks or conveyors, or the allocation and operation of proposed or existing haulage facilities. The decision problem becomes especially evident when we consider the mechanical revolution which has flooded the mining industry in recent years. The industry has become highly competitive, with the need to keep low profit materials away from high cost production faces ever increasing. The capital investment required for the highly sophisticated equipment that is necessary to perform this function is generally great, and management is faced with decisions which must all too often be made without sufficient data.

According to Darcy?s law, the rate of filtration should increase with increasing pressure drop across a filter cake. In centrifugal filtration, the driving pressure is created by the centrifugal forces applied in the free water on the surface of a filter cake. However, the pressure drop can become negative when the free water surface disappears, which makes it difficult to achieve low cake moistures. In hyperbaric centrifugal filtration, this problem is overcome using air pressure to restore the pressure differential. In the present work, various mineral and coal fines have been subjected to hyperbaric centrifugal filtration tests. The laboratory tests show that the moistures of various mineral fines, such as copper and zinc concentrates, phosphate, talc, kaolin clay, and precipitated calcium carbonate, can be reduced substantially below that achieved by conventional centrifuges. Similar promising results have also been obtained with various coal fines in laboratory and pilot-scale test programs and in full-scale plant demonstrations.

As a scientist and an engineer whose responsibilities include the consideration of air pollution and its control, I am frequently called upon to answer variations of two basic questions, These questions may I be set forth as: (1) How much air pollution does the coal industry cause? (2) How serious is the air pollution problem to the coal industry? At first these questions may seem elementary and almost trite, but serious consideration of them will show that they are technologically involved and I further complicated by the subjective base to which they must be evaluated.

Mining wastes have received individual attention under the Resource Conservation and Recovery Act (RCRA) since its inception, in recognition of the special characteristics that distinguish mining wastes from other solid wastes. The Environmental Protection Agency (EPA) has recognized that: - Mining wastes are generated in much larger volumes than other industrial wastes. Most material handled in mining is waste (over 99% in many cases) and not marketable product, whereas waste is a small portion of raw materials used in most industries. Consequently, controls used for hazardous wastes may be technically infeasible or economically impractical. - Nearly all mining waste is managed at the site of generation and is land-disposed. . - Mining wastes typically pose lower hazards than other industrial wastes. Mining operations are located predominantly in sparsely populated areas and in arid or semi-arid areas with little surface water runoff and deeper water tables.

Many processes in the hydrometallurgical and chemical industries require the separation of dissolved material from suspended solids. Counter current decantation (CCD) with thickeners is one of the methods generally used. The process engineer needs a quick and accurate CCD calculation method. Several theoretical 1-12 CCD calculation methods are available in the literature . The simultaneous 1, 2 equation method for a complex circuit as used would take too long to solve the problems. Approximate equation method1 is not accurate and is for simple cases only. A shortcut method developed by Counselman3 contains no mathematical equation, and thus is not suitable for computer programming. Based on Counselman's method, Woody4 derived two simple equations in terms of percent soluble loss for two typical examples. Scandrett5 included a term for mixing in his formulas. This mixing efficiency was defined by Murphree6. Another method which depends on making volume calculations instead of using weights is presented by Mastin8 and Cahalan9. None of these methods is related to dissolution and pre¬cipitation reactions. Chen 10,11 demonstrated his methods for counter current leaching. His results are calculated from the general solution of a derived linear difference equation for constant underflow, and from the solution of a derived non-linear Ricatti difference equation for variable underflow. This paper concerns derivation of a general equation for CCD washing with provisions for adding and withdrawing the streams, and for leaching (dissolution) or precipitation reactions. Surface force measurements based on atomic force microscopy (AFM) are used to describe the wettability of surfaces, specifically kaolinite basal plane surfaces at a high resolution. The kaolinite particles (~500 nm) were ordered with either the silica tetrahedral face exposed or the alumina octahedral face exposed, and surface force measurements were made between a hydrophobic diamond-like-carbon (DLC) tip and the kaolinite faces at pH 4, which is around the isoelectric point of the DLC tip. Under these conditions, the effect of electrostatic interaction should be eliminated and only van der Waals interactions and hydrophobic-hydrophobic interactions are expected to contribute to the surface force. The wettabilities of the surfaces were determined from the magnitude of the surface force. Wettabilities of the kaolinite basal planes thus determined were compared with the corresponding wettabilities of talc and mica surfaces, which are well-known to be naturally hydrophobic, and hydrophilic surfaces, respectively. The results reveal that the silica tetrahedral face of kaolinte has a modest level of hydrophobicity, which may be due to the lack of hydrogen bonding sites. In contrast, the alumina octahedral face showed no hydrophobicity, since a layer of surface hydroxyl groups is present at the alumina face, resulting in a relatively strong interaction between this surface and water molecules. It is expected that, with a better understanding of the surface properties of kaolinite, further improvements in flotation separations and dewatering may be achieved.

Conceptual designs have resulted in equipment prototypes, some of which are currently undergoing proof-of-concept evaluations at Bureau and cooperator facilities. A common problem in mineral processing and chemical engineering is the need to estimate flow rates and/or weight ratios involved with engineering operations for which it is inherently difficult to directly measure stream weights. Simple examples of this situation include stream separators (a classifier operating on a particle flow) and stream mixers (the mixing of new feed and circulating load in a ball mill circuit). Often in these types of operations, it is possible to sample the streams involved to get approximate component analyses (e.g. size distributions of solid streams, chemical composition of chemical streams). In this paper various formulae are developed which can be used to estimate stream flow rates or weight ratios given information on the stream components. The type and level of experimental error present in the stream component analyses does have an important bearing on the numerical values (and reliability) of the weight ratios calculated by the various formulae. A simple but theoretically sound method is shown for selecting appropriate estimation formulae for any given engineering operation. The derived formulae are applied to sets of experimental classification data for illustration purposes.

America does not have an active domestic source of rare earth oxides. America does not have any Heavy Rare Earth Elemental or Alloy capabilities. The magnitude of this failure continues to become more apparent as the manufacture of REO based electronics and magnetic components moves eastward towards China. China has succeeded in outmaneuvering The United States and the world in its quest to control the Rare Earth Oxides, Elements and Alloys, and the many industries dependent upon REO. What can be done?

This report concerns the successful construction of Contract No. 287 of the Northeast Side Relief Sewer System for the Metropolitan Sewerage District of the County of Milwaukee. The contract involved the construction of approximately 3316 meters (10,880 feet) of tunnel concrete lined to 1.83 meters (72 inch) internal diameter; 30.48 meters (100 feet) of 1.83 meters (72 inch) reinforced concrete pipe jacked-in-place; a river crossing of approximately 107 meters (350 feet); 197 meters (647 feet) of 1.83 meters (72 inch) reinforced concrete pipe in open-cut; several diversion and flow monitoring structures; and miscellaneous manholes and appurtenances. The contract proposal, which was extremely prescriptive, did allow alternative methods of primary support consisting of precast reinforced concrete segments, steel liner plates, steel ribs with wood lagging, and combinations thereof in designated areas. The specifications required the contractor to designate which support scheme it intended to use. The specifications also required compressed air as a means of ground water control for approximately 2316 meters (7600 feet) of tunnel. The alternative selected in the bid proposal was the support method consisting of steel ribs and wood lagging for 2263 meters (7425 feet) of tunnel and steel liner plates for the remaining section. Shaft supports, by specification, were designed to be steel liner plate with steel ribs varying in size from 4.27 meters to 6.10 meters (14 foot O.D. to 20 foot O.D. ).

Prolonged exposure to high concentrations of respirable coal mine dust causes coal workers’ pneumoconiosis and silicosis. Underground coal mine roof bolter operators are more prone to elevated exposure to coal and silica dust. The canopy air curtain (CAC) was developed by NIOSH to protect roof bolter operators from the exposure. The CAC supplies filtered air over the breathing zone of the operator. This dilutes the high coal dust concentrations and provides for an impenetrable air curtain. Many studies have been carried out to improve CAC efficiency. However, field test has shown variable dust control efficiencies indicating rooms to further improve due to the nonuniform airflow distribution across the plenum and ineffective perimeter flow. This study therefore redesigns the CAC with optimized flow distribution that effectively protects roof bolters from coal dust exposures. Computational fluid dynamics (CFD) simulations are used to optimize the uniformity of airflow distribution across the plenum to achieve the best possible uniformity. A lab experiment validates the CFD model and confirms the ability of this design to reduce floor dust pickup, prevent external wind infiltration, and offer an improved protection efficiency

Industrial Engineering in the industrial world is a relatively new field, having been conceived about the turn' of the century by Frederick W. Taylor, who was not satisfied with the hit-or-miss methods of evaluation and estimation. Through crude Industrial Engineering techniques never before used, he completely changed the bricklaying industry so that work accomplished was more than doubled. To help us better understand what we mean by Industrial Engineering, I think a very simple definition Is in order. Industrial Engineering is a scientific approach to problems in cost, production and operations: and is designed to provide a means of increasing producitivity and reducing costs through standards measurement and standardization of the best methods, practices and equipment, There are many complicated definitions, but pure and simply, it all boils down to providing the means for increasing productivity and reducing the cost. Industrial Engineering has been applied in manufacturing since Frederick W. Taylor?s time and in the last 20 years has grown in stature by leaps and bounds. It is a basic function of successful manufacturing companies and is an accepted fool firmly entrenched in manufacturing organizations. You may know of some successful manufacturing companies that do not employ Industrial Engineers as such, but someone in that organization is doing Industrial Engineering work. They have standards and controls whether they call it Industrial Engineering or not. The manufacturing industry has benefited from this tool; other wise, it would have been discontinued long ago.

The pressure system of ventilation with large diameter bore holes has been very effective in the ventilation of two gaseous mines, the Olga No. 1 and No. 2 Mines in McDowell County, West Virginia. The No. 4 Pocahontas Coal Seam on the Olga property lies 580 feet below the valleys. The seam is very gaseous as well as dry and dusty, which makes good ventilation all the more essential. Irregular and often extensive areas of the coal seam have been replaced with impervious shales and sandstones in "Fault" or "Want" areas. The replacement materials have sealed the methane in the coal seam and thus increased the quantity of gas that must be handled as mining is done. Often the No. 5 Pocahontas Seam comes down to meet the No. 4 Seam at the Faults and considerable methane is sometimes released from the upper seam. The factors mentioned, together with the irregular and unpredictable lateral shape' of the faults, result in long narrow stringers of coal that are very gaseous and difficult to mine. So far as the Olga Coal Company is concerned, the most effective ventilation under the conditions outlined has been the use of large diameter bore holes with a pressure ventilation system. The ventilation of a mine can be accomplished in two fundamental ways. The mine atmosphere maybe reduced below atmospheric pressure by an exhaust fan; or it may be raised above atmospheric pressure by a pressure fan. In either case, the coursing of the air is so planned as to have the haulage and traveling ways on intake air. While the majority of the coal mines in the United States, no doubt, use the exhaust system of ventilation, there are several advantages of the pressure system which are extremely beneficial.

Large volume sand plugs are placed in tunnels to stem underground explosions at the Atomic Energy Commision's Nevada Test Site. Placement through long, narrow accessways is like stemming coyote holes and blast chambers in mining and construction. Experience with several other methods showed that pipeline conveying could be preferable. Small scale tests justified predicting a placement rate of 20 y. p. h. at 1000 feet, with a modified gunite placer. The initial production trial placed over 2000 c. y. and was estimated to effect a small cost saving after paying for new equipment. Initial problems included duct replacement and supply delays, dust, and other personnel hazards. Operations analysis and SOP'S reduced delays during the second field trial, minimized hazards, doubled production. Re cent re search and operations analyses produced data on abrasion resistant ducts, identified minor equipment modifications which can improve production, developed techniques for impact compaction to 90% ?maximum? and for extension of the practical range to 2000 feet. Twenty-two illustrations include an air consumption-distance chart.
