"In the Netherlands, the Dutch Tunnel Standard has been developed for the execution of road tunnel projects. The Dutch Tunnel Standard is based on the Dutch Tunnel Law (WARVW) which sets the minimum safety standard for road tunnels in the Netherlands. Uniformity of tunnels and the uniform perception of a tunnel by its users leads to a higher safety level. Therefore, several items in the Dutch Tunnel Standard are specifically developed to ensure safety in emergency situations through the plane of human factors. Taking human factors into account is important in regular traffic situations, but in an emergency situation, this can be vital. In this paper, the development and contents of the Dutch Tunnel Standard are explained in the first part and in the second part, the systems related to human factors are described. DUTCH TUNNEL LAW AND THE NEED FOR THE DUTCH TUNNEL STANDARD In the 90’s of last century and the early 2000’s, several serious accidents occurred in tunnels in Europe. These accidents involved fire and led to many casualties. After these accidents, the European Union decided to change the regulations for tunnel safety, leading to the EU directive 2004/54/EG. The primary goal of this directive is, that casualties are minimized in case of a calamity in a tunnel (e.g. fire). In the Netherlands, the EU directive led to the development of the tunnel law and a tunnel regulation (in 2006) to prescribe the safety features required for a safe tunnel. The new Dutch tunnel law – cited in the Building Act – was meant to make tunnel design easier – but resulted at first in the opposite effect. Tunnel design in the Netherlands and design standards of Rijkswaterstaat Rijkswaterstaat – the executing organisation of the Dutch Ministry of Infrastructure and the Environment – is the owner of the tunnels in the Dutch national motorway network, thus owner of the majority of the road tunnels in the Netherlands. In the early years of tunnel building in the Dutch national highway network (approximately 1950 – 1970), Rijkswaterstaat was not only owner, but also designer of its own assets. Most Dutch tunnels are submersed tunnels, because these type of tunnels provide a cost-effective way to make river crossings. Another type of tunnel that is used, is a TBM tunnel. Because of the geological conditions in the Netherlands (merely clay/peat and sand), there are no NATM or drill-and-blast tunnels in the Netherlands. Since the last decades, land tunnels (covered roads) are becoming more common to provide for multiple use of surface space and to meet more modern environmental regulations as traffic increases near densely populated areas. Tunnel lengths in the Netherlands vary from 500 m to 1.5 km for river crossings up to 6 km for the Western Scheldt (bored) tunnel. The lengths of land tunnels vary from 500 m up to 3 km. With these increasing lengths, some safety topics and design topics arise, topics that were non-issues in the past, when tunnels were only used as river crossings."

Precious metals have been sought by man through time. The search has been the cause of many historic events as well as the founding of the famous Mexican, Minion centers of Durango, Guanajuato, Zacatecas and others. Bacis, a silver - cold deposit in the State of Durango was one of the lesser known centers established during Spanish colonial times. During the past year, metal prices have suffered a substantial decline, resulting in the closure of many mines. Through astute exploration, development and exploitation of the mine, the effect of the low prices has been offset and the mine is surviving these hard times.

Various countries around the world have testing and manufacturing standards in place for steel cord belting. These standards are very comprehensive in what they allow the end user to specify, however, their practical significance in terms of belt life is more difficult to quantify. Such testing standards will be briefly reviewed in this paper in relation to the implication for end user expectancy. Since there is no US standard of manufacture, the end user is left with writing their own specifications. In addition, such standards do not address the effect on belt life of manufacturing faults, such as cord plane buckles, or lateral cord movement. Some new technology used to test steel cord belting will be described as an aid to both manufacturer and end user. Two types of hydrothermal massive sulfide fields were discovered in the Mid-Atlantic ridge (MAR) in the last twenty years. The first type associates with basalts and includes the TAG, Snakepit, Broken Spur, Lucky Strike and Krasnov hydrothermal fields. The second type is related to ultramafic rocks and represented by the Logatchev, Rainbow and Ashadze hydrothermal fields. In 2007 a new, probably, the largest cluster of hydrothermal massive sulfide field on the MAR (Fig. 1), related both to basaltic and ultramafic rocks, was discovered at 13°31'N of the MAR (Beltenev et al., 2007). Mining lignite in the Gulf Coast often requires some interaction with shallow ground water system. Suggestions for determining ground water data and analysis requirements for regulatory compliance are given. Simple methods for estimating mine inflow seepage, ground water level declines, and changes in ground water chemistry, which may result from mining, are discussed. The mining of lignite often results in interaction with shallow ground water systems. An evaluation of the interaction is required as input to mine permitting and engineering. Your evaluation will proceed more smoothly and produce more meaningful results with some planning prior to performing your evaluation. The following are tips to consider in planning and carrying out a successful study.

The study described here is concerned with the development of a model for the simulation and optimization of a rod milllpebble mill circuit. A series of laboratory tests was conducted to investigate the effect of critical operating variables. The pebble mill model structure used was a population balance type which accounta for impact breakage and fines production from pebble wear. Model parameterization and verification were performed using data obtained in batch tests and in a plant test campaign. The model developed was found to provide accurate predictions of plant-scale grinding. The prediction errors are less than 21 for the product size and 31 for the mill power required to achieve that product with a mill volume scale-up of 14,000 to 1. These results indicate that accurate extrapolations from laboratory batch data to plant scale performance are poaaible using the population balance model and scale-up prediction procedures for pebble mill circuits as well as ball mills. Preliminary indications are that the new model developed here will provide vital input for pebble mill optimization and process control as well as pebble mill design.

With the increasing demand for metalliferous and mineral raw materials, and consequent depletion of the global natural resource base, the possible utilization of secondary raw material sources is receiving more and more attention. In the present study, we present results from a detailed vanadium deportment study of three basic oxygen furnace slag (BOS) samples known to containing elevated bulk concentrations of vanadium (V). Complementary analytical methods that were used to quantify the abundance and composition of V-containing phases include SEM-based automated mineralogy, Xray fluorescence (XRF) analysis, and X-ray powder diffraction as well as electron probe microanalysis. The vanadium deportment was quantified using Monte-Carlo simulations of the data obtained from automated mineralogy and electron microprobe analysis. The total V concentrations identified by XRF are between 1.7 and 2.2 weight percent V. The most important hosts of vanadium are larnite-, brownmillerite- and portlandite-solid solutions. In two samples, calcium carbonates also significantly contribute to the V deportment, while wuestite, lime and native iron do not contribute significantly to the vanadium deportment. A thorough consistency check identifies considerable uncertainties in the density of the Vbearing phases as the most likely reason to explain remaining discrepancies between measured and calculated V values.

Mineral sand products have been produced from beach sand heavy minerals for nearly a century. These minerals have specific gravities of 3.0 or higher and are extremely resistant to weathering. The most common economic heavy minerals are ilmenite, leucoxene, rutile, zircon, stauarolite, monazite, garnet, and the aluminum-silicate minerals. Of these, ilmenite is the most abundant. In some cases a deposit may contain only one or two economic heavy minerals whereas in others five or six may be present. Heavy mineral mining began in the late eighteen hundreds when monazite was mined for its thorium content. This was followed by mining activity on the North Florida coast just south of Jacksonville Beach - where ilmenite and zircon were first separated during the WW I (1,8). Modern heavy mineral mining began in Eastern Australia during the late nineteen-thirties and spread to the United States during World War II. It is the purpose of this paper to review the commercial heavy mineral products, their sources, and their uses.

The newly developed Bateman Flotation Machine has proven its versatility in roughing and cleaning flotation circuits. This mechanical flotation machine has the dual performance capability of suspending solids and dispersing air at relatively low power inputs without compromising these two important fundamentals. This new development has been successfully marketed to a wide cross section of concentrator mineral processes. The mechanical design of the flotation mechanism has been optimised to reduce operational costs and to lower manufacturing costs. Production process environments were utilised for verification of the scale-up of each cell volume size rated mechanism. These thorough investigations produced performance data which could be accurately quoted. This paper is a historical account of the Bateman Flotation Machine. Technical details of the development are covered with descriptions of the operational applications.

The TRAC™ Program was developed to provide our clients with a mechanism that allows them to better manage site remedia­tion and closure costs. This program provides a fixed-price contract for site remediation and case closure and is well suited for large pro­jects with multiple PRPs, such as Superfund sites. Because Kvaerner is a large engineering/construction firm and not a consult­ing firm, we can offer this type of contracting mechanism that envi­ronmental consulting firms are hesitant or unable to provide. With TRAC™, Kvaerner assumes financial and technical responsibilities for carrying a site through the closure process for a fixed price. Liabilities carried on our client's balance sheet for site closure can be removed when they sign up forTRAC™. In many instances, a profit can be realized as the liability on the balance sheet may exceed our TRAC™ fixed-price cost to close the site. Bonds and other sureties securing the site can be released and set­tlement with other involved parties can be quickly reached. For a project to be considered for this program, it typically meets the following criteria: 1) The project site should be physically separated from other contaminated sites 2) A reasonable quantity of site investigation data must be avail­able including site-usage history with or without a projected fea­sibility study(ies) and/or remediation design 3) Access to perform all necessary work must be available. After a review of all site data, K vaerner develops a "risk menu" to manage financial risks. In this "menu", each compo­nent of the project is assigned a level of probability that the costs will occur. Then the base cost of each activity is "weighted" by multiplying the potential cost growth by the probability. This analysis assures that the financial risks are appropriately defined, weighted, and mitigated and a realistic fixed price is developed. Upon acceptance of our proposal and conclusion of contract negotiations, Kvaerner takes over future responsibility for clos­ing your site. This allows the client to: 4) Release reserves obligated on financial statements for the site (and potentially realize a profit if the TRAC™ fixed-price cost is less than our client's booked obligation) 5) Finalize cost settlement with other responsible parties, insur­ers, etc. 6) Redirect resources involved in the environmental manage­ment of the site 7) Cap legal and administrative costs In addition to performing the site cleanup and closure work, at our client's request we are able to: 8) conclude lease obligations for property 9) dispose of equipment and buildings

Cerro de Pasco Corporation operates five large base metal mines in Peru having a combined production of some three million tons of ore a year. An integrated complex of concentrators, smelters and refineries produces annually about 25,600 short tons of copper, 48,100 short tons of lead, 60,500 short tons of zinc metal, 102,300 short tons of zinc concentrate, 8,272,000 ounces of silver and substantial amounts of bismuth, cadmium and selenium. Geology plays an important role in these operations. The organization of detail geologic work in and around the Cerro mines was set up by John M. Boutwell in 1918 and a geology department was established in 1920. Growing through the years, the department technical staff now numbers over thirty men and. their work covers all phases of geological investigations. Many outstanding geologists of the past and present, too numerous to name here, have studied and contributed to the knowledge of the deposits and the ever growing list of Cerro "alumni" must rival that of any other mining organization. Numerous papers on the geology of Cerro's mines can be found in the technical literature and several doctoral theses have been presented on Cerro subjects as indicated in the attached bibliography, Specimens of Cerro's ores can be found in museum, college and university collections throughout the world. Yet, as with all mines and mining districts, the geologic knowledge of Cerro's deposits in Peru is being revised and added to constantly. This presentation cannot hope to cover adequately all the phases of the geology and mineralization. For a more complete background and discussion of the mine you are referred to the bibliography. Here I shall outline only briefly the more important geologic features and describe some of the newer developments of recent years The credit for the data presented here belongs to the many geologists who have worked or are now working for Cerro de Pasco Corporation, but I must assume sole responsibility for any omissions or variations in the interpretation of their work.

Overexposure to hazardous noise has been found in most mining sectors, with up to 100% of the surveyed workforce experiencing a noise dose that exceeds the U.S. Mine Safety and Health Administration (MSHA) permissible exposure level (PEL). As a result, miners show elevated rates of hearing impairment of 70-90% by retirement age. To help manage noise exposures, the U.S. National Institute for Occupational Safety and Health (NIOSH) developed the Determination of Sound Exposures (DOSES) software and implementation guide for use by mine management and safety personnel. This paper describes the development, functions and basic operation of the initial-release version of DOSES. A revised version is being developed to incorporate additional user-suggested functions, and its development and implementation to assess noise control solutions will be described in a future article. The software relies on a time-motion study that profiles the worker’s daily activities. Observations about the worker’s location and tasks or other activities are recorded along with the start and end time, to determine the duration of the tasks so they can later be matched up with the noise data. The software gives the user the option of assessing dose relative to the MSHA PEL, the action level or the NIOSH recommended exposure limit. The software generates a variety of interactive on-screen displays showing where, when and how the worker’s noise dose accumulated. It also can generate customizable printed reports. These outputs can be used to highlight the tasks, locations and times that are associated with the greatest amount of a worker’s noise exposure. DOSES simplifies and streamlines the record keeping and analysis associated with time-motion studies and worker noise exposures, so mine management can make engineering noise control or administrative control decisions to limit the noise overexposure of their workers.

Thionocarbamate flotation reagents have enjoyed a niche position in the recovery of copper sulfides and activated sphalerites since their introduction in the mid 1950's (Harris, 1954). Thionocarbamates containing an allyl group (-CH2- CH=CH2), introduced recently Lewellyn, 1985; Nagaraj, 1988; Avotins, 1991), are used commercially as collectors for copper sulfides and activated sphalerite. Laboratory flotation tests and plant usage have demonstrated that allyl-containing thionocarbamate collectors exhibit certain unique properties that distinguish them from the corresponding dialkyl thionocarbamates. Spectroscopic (FTIR, XPS) and wettability studies of N-allyl iso-butyl thionocarbamate (AIBTC) and its saturated analog N-propyl iso-butyl thionocarbamate (NPIBTC) adsorbed on copper at pH 9 were performed in order to investigate whether there were any fundamental reasons for these differences. Flotation tests were carried out on chalcocite, copper ore and an activated sphalerite.

Sol-gel processing is rapidly becoming an important process for producing such advanced materials as high activity catalysts, fiber optics and ceramic precursors. These materials can be tailor made with properties unique to sol particles as well as the gel aggregates by controlling production of the sol, the formation of the gel, and the removal of the interstitial fluids. This paper presents colloidal and kinetic principles of sol generation and gel formation. Hydrolysis of alkoxides provides the best means of controlling sol production and electrostatic stabilization enables the formation of the most homogeneous gels. Gelation occurs by hierarchial aggregation which produces inhomogeneities much larger than the sol particles. Colloidal and kinetic principles can be applied to reduce the size of the inhomogeneities and obtain high performance transparent insulation and new ceramic composites.

The dissolution of gold in cyanide_ leaching has been we11 published with the genera1 acceptance that gold is oxidised by oxygen and stabilized by complexation with cyanide [1]. The dissolution of gold is essentially an electrochemical process. The rate of the anodic gold dissolution is controlled by the cyanide concentration. - (2) While the cathode reduction of oxygen is controlled by dissolved oxygen concentration - (3) There are a number of factors influencing the concentration of oxygen, and if 1owered substanth.lly will effect the efficiency of the leaching plant. These include: "' salinity "' temperature "'partial pressure "'oxygen consumption rate The use of pure oxygen for· cyanidation is only beneficial if oxygen is rate limiting, Conversely a slurry saturated with air (typically 5 - 8 ppm) may not be enough for maximum leach rate. The diagram below shows the maximum dissolved oxygen levels obtainable with pure oxygen and air. DISSOLVED OXYGEN (MAXIMUM) IN WATER At steady state, the rate of the cathodic reaction must equal the rate of the anodic reaction. Thus the rate of gold dissolution is dependent on both the· cyanide and oxygen concentrations. - (4) Using an average of Do/Den =· 1.5 [2] (where Do and Den are the oxygen and cyanide diffusion coefficients) the table below illustrates the maximum effective oxygen concentrations for given cyanide levels in clean water [3].

Acid mine drainage waters generated in the uranium deposit Curilo, Bulgaria, were treated by means of a pilot-scale passive system consisting of an alkalizing limestone drain, a permeable multibarrier for microbial dissimilatory sulphate reduction, biosorption and chemical neutralization, and a natural wetland, connected in a series. The waters had pH in the range of about 2.5 ? 4.1 and contained radionuclides (uranium, radium), heavy metals (copper, zinc, cadmium, lead, nickel, cobalt, iron, manganese), arsenic and sulphates in concentrations usually much higher than the relevant permissible levels for waters intended for use in the agriculture and/or industry. The water flow rate through the passive system varied in the range of about 5 ? 15 m3/24 h, reflecting water residence times of about 60 to 20 hours. An efficient removal of pollutants was achieved by this system during the different climatic seasons, even during the cold winter days at external air and water temperatures close to 0°C. The removal was connected with different mechanisms but the microbial sulphate reduction played the main role during the warmer months of the year. However, during the cold winter days the removal of pollutants was due mainly to their sorption by the solid dead plant biomass (cow manure, plant compost, straw) present in the multibarrier as well as to their precipitation as a result of chemical neutralization caused by crushed limestone.

1. INTRODUCTION The economic importance of bringing a new mine to production in the shortest possible time, is well known. In recent years the rate of escalation of mining costs has accelerated more rapidly than at any time in the past. This fact has enhanced the need to reduce time schedules and made it an overriding and predominant objective when planning new shafts. The squeezed profit margins and widely fluctuating metal prices have also increased the emphasis being placed on this aspect. Moreover the increase in the present value of future profits due to the reduction in the time element, can be so substantial that expenditure on equipment and additional labour can be justified conditional on sufficient gain in shaft sinking speed being achieved. The emphasis on time saving becomes more abundantly clear when considering the very large increase in the capital required to bring a modern underground mine to production. As an example, the initial capital expenditure requirements for a large new gold mine in the Western Transvaal, which has commenced production recently, is estimated at R200M, and a major extension to another deep level mine in the same area is estimated at R300M. With the uncertainty of future metal prices and the recent trends in increasing inflation, it is becoming more difficult than ever to estimate the profitability of proposed mining projects and any cost saving due to more rapid sinking of shafts can only assist in this respect. Since the shaft systems are frequently the most expensive set of underground excavations and no other underground work can commence until they are completed, the speed of shaft sinking is subject to closer scrutiny than in the past. In the following sections of this paper the factors contributing to the high average advance rates achieved by South African shaft sinkers are discussed. It is difficult, if not impossible, to estimate the effect of any single factor, in isolation, on the overall sinking achievements. However, the cumulative effect of improvements made in the inter-related activities is, probably, the most important contributor. Although there has not been any single major technical change or innovation to shaft sinking practices in the last decade, the average sinking speeds have increased, due to improved application and technical improvements in established procedures. 2. GENERAL When discussing South African shaft sinking techniques and average sinking rates compared to those achieved in other parts of the world, it should be remembered that the size and depth of South African shafts are often considerably greater than in most other countries. Extrapolation of the rock properties obtained from the cores exploration holes to the surrounding areas often causes problems because of frequent sudden changes in the geologic composition of strata. To address this problem, the author has been developing a method of rapid strength testing "in situ," with application of a borehole penetrometer. This method, as opposed to conventional laboratory testing, does not require rock samples to be retrieved and handled/machined before testing. The results are generated by strength determination on the wall of a drill hole at a site. The newest development is a borehole penetrometer that requires only a 1.38.mm (1.5 in) diameter hole. The small diameter of the penetrometer body allows for drilling test holes with production mine equipment such as roof bolters. It opens the possibility of broad application in coal mines, as well as in hard rock mines and tunneling. The principles of the apparatus are described and are illustrated with examples of its applications.

This chapter discusses a new technology for computer control in open-pit mine operations: the real time automatic dispatching of manually driven trucks to shovels. The monitoring of truck activity is accomplished by detection of local radio signals. Computer-operated directives are communicated to drivers by remote controlled digital display units inside the truck cab. The production objective is to maximize tonnage in a cost effective manner. The problem is formulated in the appendix and the solution method is briefly described. Side conditions such as maintaining delivered ore grade aims, balancing waste to ore volumes to keep within stripping ratio tolerances, and meeting production rate requirements temporarily established for certain shovels are also discussed. Experience with a developed event- to-event simulator applied to analyses of several North American mining operations using this technique is summarized. Complete systems employing this technology are now under- going installation at mine sites in Canada and the United States.
