The Moon Creek Reclamation Project provides a case study in the development of creative cleanup solutions for an abandoned lead and zinc mine and mill site located in northern Idaho. Innovative design features include construction of a 88,000cubic yard combined waste containment facility on soft in-situ tailings, water-balance cap, limestone gravel drains, a geocell mattress for stability, and a below-grade scour protection berm. The stream, including a wetlands buffer, will be relocated within an existing road alignment and rehabilitated to provide trout habitat. These elements allow for the integration of reclamation and stabilization measures into an effective site design.

Lineament analysis, a remote sensing application for geological structures, has been criticized for reliance on subjective interpretations. The Mine Safety & Health Administration’s Roof Control Division performs lineament analyses with a technique that removes much subjectivity. Study areas are viewed on satellite images with software that allows examination under artificial sun azimuths and elevations. Extraneous lineaments are removed through successive steps of superposition, resulting in selection of the most robust linear features. Field investigations revealed a strong coincidence of joint and fault zones that were parallel with projected lineaments. The Roof Control Division’s successful identification of lineaments associated with roof falls and highwall failures has prompted some mine managers to incorporate lineament analysis as a mine-planning tool. The identification of potentially hazardous ground conditions will allow mine operators to obviate safety concerns that might otherwise adversely affect miner health and safety.

More than 111,350 mining and construction industry professionals from throughout the world gathered in Las Vegas, NV, March 19-23 for ConExpo-Con/Agg 2002 and IFPE 2002. The triennial event is the Western Hemisphere’s largest equipment show for the quarrying, aggregates, construction and ready-mixed concrete industries. Despite the difficulties in the world economy, ConExpo-Con/Agg 2002 attracted more than 2,450 exhibitors from throughout the world. This was an increase from the 1,882 exhibitors that were on hand for the 1999show. And this year’s show occupied more than 180,225m2 (1.94 million sq ft) of exhibit space at the Las Vegas Convention Center. This was an increase from the160,900 m2 (1.73-million sq ft) occupied at the 1999event.

Sociedad Minera Cerro Verde, majority owned by Phelps Dodge produces 200M lbs per year of LME Grade A copper from low cost leaching of secondary sulfides and SXEW processing. Central to the success of Cerro Verde has been the continuous improvement of leaching practices which currently yield over 80% recovery of the contained copper in the ore. This recovery has been achieved by careful attention to operational practices and leaching process fundamentals. This paper details the development of the concept of “Lixiviant Request Rate” where by solution is applied at an optimal rate for the grade, mineralogy, and the point in the leach cycle. Also paramount to the success of Request Rate technology has been the development of irrigation practices such as drip irrigation and irrigation grid design. These developments have ultimately resulted in improved copper production, decreased sulfuric acid and water consumption, decreased pumping cost, and more consistent PLS grades.

During the past 30 years, the research arena has changed significantly in all fields, mining included. The relative representation of the topics of research, how the research is performed and who has performed the research have all changed. Although there are a lot of subjective ideas and anecdotal "analyses" concerning these changes, there has been no actual study of these trends to verify the facts. This study was divided into six five-¬year periods for the purposes of comparison. Some of the trends analyzed are co-authorship, research areas, research sponsors and cooperative efforts. In today's research arena, 30 years is a long time. Technology has advanced more rapidly than in any time previously and that pace continues to increase. There are more researchers, more tools for research and an increasing number of companies, agencies and institutions engaged in research. The pace of change and its impact is often discussed and debated at professional meetings and in institutions that engage in research. These conversations will often influence the research decisions of the participants in directions to take or subjects to pursue.

Canada is a world class producer and exporter of minerals and mineral products. Today's highly mechanized Canadian open pits use state-of-the-art equipment and support technology. They are taking advantage of larger equipment, including in pit crushing and conveying, truck dispatch systems and electronic management tools. Mine planning is computerized. Environmental issues are dealt with in all phases of planning, and equipment modifications are pursued to keep them functioning in the hostile Canadian north. In 1991, Canada's mineral production (excluding fuels but including coal) totaled $C 16.9 billion, a decline of 13.8% from the 1990 total of $C19.6 billion. It is a major producer of nickel, zinc, asbestos, potash, molybdenum and uranium. Canada is also an important source of copper and iron ore (Fig. 1).

INTRODUCTION This paper is the outgrowth of work done by the authors to prepare the seismic design criteria for underground structures on the Southern California Rapid Transit District (SCRTD) Metro Rail Project. It is a follow-on to a similar paper presented at the October, 1984, ASCE National Convention (17). For design, the earthquake-induced distortions recommended herein are to be added to the normal static loading conditions for the underground structure. This design approach has been used by 18 section designers on the SCRTD Project. Preliminary results from two- and three-dimensional finite element solutions have partially verified the approach. Areas where additional research is needed for special cases are identified. EFFECTS OF EARTHQUAKE The effects of earthquakes on underground structures may be broadly grouped into two general classes -shaking and faulting. In response to earthquake motion of bedrock (shaking) , the soil transmits energy by waves. Seismologists identify various types of earthquake waves, but underground engineers are generally interested in the effects of transverse shear waves which produce a displacement of the ground transverse to the axis of wave propagation. INTRODUCTION A mine's power system represents the driving force behind all of the extraction and auxiliary operations, because the production and transportation of mined material and the operation of equipment, such as fans and pumps, are all dependent upon a power source. Once, compressed air was the primary power source in mining; today, however, electrical power dominates. This chapter reviews the basic theories of com- pressed-air and electrical power and provides several examples of applications in mine power systems. COMPRESSED-AIR POWER General Compressed air has been, and should continue to be, an important source of power in mining operations. It has been used as a means of blasting coal in conventional mining and is widely used to operate stopers, mucking machines, and other air tools in both coal and hard-rock mines. Such applications demonstrate the suitability of compressed air for applications requiring linear motion, but it is also utilized for its reliability and safety. A compressed-air system is composed of a compressor, a receiver, a distribution network, and the air-operated machines. A compressor takes in air at normal atmospheric pressure (free air) and compresses it to a higher discharge pressure. The discharge pressure must be high enough to overcome the friction in the distribution system of pipes and hoses and deliver the compressed air to the machines at the pressure recommended by the manufacturer. The most common type of compressor used in mines is the reciprocating compressor in which the air is compressed by a piston in a cylinder. An air receiver is a container or storage tank that is located in the distribution system between the compressor and the machines. It stores compressed air, when the full capacity of the compressor is not being used, and gives a more steady flow of air to the machines. The distribution network consists of pipes, Oalves, elbows, tees, and hoses that transmit the compressed air from the receiver to the machines in the mine. It is essential that the distribution system be designed with the proper sizes and lengths of pipe, hose, and other components to keep pressure losses well within allowable limits. The air-operated machines consist primarily of drifters, stopers, pluggers (sinkers), slushers, and several other pieces of equipment. Compressor Operation Every compressor is made up of one or more basic elements; a single element, or a group of elements in parallel, comprises a single-stage compressor. Many compression problems involve conditions beyond the practical capability of a single compression stage. Too great a compression ratio (absolute discharge pressure divided by absolute intake pressure) may cause excessive discharge temperatures or other design problems. It, therefore, may become necessary to combine elements or groups of elements in series to form a multi- stage unit, in which there will be two or more steps of compression. The number of stages commonly used in reciprocating compressors is as follows: Pressure Number of stages 0- 150 pig 1 80- 500 psig 2 500-2500 psig 3 2500-5000 psig 4 When pressure is referred to as pounds per square inch gage (psig), it means the pressure (in pounds per square inch) above barometric pressure as measured by a gage. The sum of barometric pressure and gage pressure is the absolute pressure (in pounds per square inch). The gas is frequently cooled between stages to reduce the temperature and volume entering the subsequent stages, thereby reducing the work required for compression. The basic reciprocating compression element is a single cylinder compressing on only one side of the piston (single-acting). A unit compressing on both sides of the piston (double-acting) consists of two basic single-acting elements operating in parallel in one casing. The reciprocating compressor uses automatic spring-loaded valves that open only when the proper differential pressure exists across the valves. Intake valves open when the pressure in the cylinder is slightly below the intake pressure. Discharge valves open when the pressure in the cylinder is slightly above the discharge pressure. INTRODUCTION Geotechnical investigations for tunneling projects typically use vertical test borings and, to a lesser extent, angled borings. Horizontal drilling applications were often limited to specialty testing programs and to perform probe drilling from a tunnel boring machine (TBM) as part of production tunneling. The former often involved cumbersome setups with skid rigs and cribbing in a pilot tunnel or shaft. The latter usually was limited to generic probing for rock quality and ground water conditions with no sampling. Neither yielded continuous core at production rates suitable for design and construction planning. Conventional vertical investigations still make sense in many instances, particularly for tunnels planned beneath urban settings where truck access is convenient and where the tunnel horizon is not readily accessible via a portal or shaft. However, equipment is presently available to conduct horizontal geotechnicall investigations at reasonable production rates and cost. Advantages include continuously sampling the tunneling horizon and minimizing “access drilling” to get the zone of interest at the underground construction horizon. Horizontal boring lengths of up to approximately 800 m are considered feasible and those in the range of 150 to300 m are now routine. These capabilities make horizontal borings an attractive option to consider when looking at deep tunnels beneath ridges, especially where access is limited. Fewer drilling staging sites can also mean reduced environmental impacts when investigating tunnels proposed beneath sensitive lands such as public wilderness areas. Investment in early construction packages to develop portals for investigation access and, possibly in excavating test shafts for the same purpose should even be considered. Potential benefits in the form of achieving improved overall project costs using horizontal borings exist because of the significant additional data collected in the tunnel horizon. For this reason they should be considered during the routine cost-benefit analyses generally conducted for planning geotechnical investigations for tunneling. At least three hydroelectric tunnels constructed during the last decade through the lower Himalayan region in India have met with serious problems of supporting in squeezing ground conditions. Steel ribs under went intolerable deformations requiring rectification to provide space for concrete lining which delayed the projects inordinately. In an attempt to choose a rational method of predicting rock load, the authors have compared rock loads estimated from various classification systems and elasto-plastic theory with observed values. The deficiencies of the classification systems have been highlighted to show that the combination of elastoplastic theory and tunnel instrumentation programme provides better guidelines for the design of tunnel supports in squeezing ground conditions.

This paper reflects the challenges encountered during the construction of the light rail tunnels under Boyle Heights, in Los Angeles, California. Equipped with two state-of-the-art EPB TBMs, the construction team undertook the mining of twin bored tunnels in the Los Angeles alluvium. The gassy underground conditions dictated many aspects of the design of the tunnels, as well as the tools and means used for their construction. This paper will detail the challenges encountered during construction, as well as the means, methods and logistics used on the project. Discussion includes: EPB TBM machines with some very unique/specific features; complex assembly sequence due to limited shaft access; final precast concrete liner with double gaskets; NATM cross passage excavation in soft ground and below the water table; compensation grouting; mucking shaft arrangement.

The Drainage Services Department (DSD) of the Hong Kong SAR Government commissioned the design and construction of the West Kowloon Drainage Improvement, Stage 2, Phase 2, Kai Tak Transfer Scheme (KTTS) project in 2000 to relieve potential flooding in Mong Kok caused by the insufficient capacity of the existing storm water drainage system. The KTTS involves construction of a 1.5km,4.4m drainage tunnel and a 450m long box culvert, running from Waterloo Road near Hereford Road to the existing Kai Tak Nullah in San Po Kong. This paper describes the design and construction of; the bored tunnel through both hard rock and soft ground using a slurry Tunnel Boring Machine (TBM), six associated access shafts, a connection structure at Waterloo Road and the box culvert connecting the bored tunnel to the outfall at Kai Tak nullah. Details will be provided on the contractor’s alternative designs adopted during the contract including the use of fibre reinforced shotcrete as one-pass temporary and permanent support for three of the shafts and modifications to the Engineer’s design for the box culvert structure.

The Red Dog Mine is the world’s largest zinc mine. It is located 145 km (90 miles) north of the Arctic Circle in northwest Alaska on lands owned by the Inupiat Eskimo organization called the Northwest Alaskan Native Association (NANA) Development Corp. NANA acquired surface and subsurface title to this resource as part of its settlement lands under the Alaska Native Claims Settlement Act. In 1982, NANA entered into a lease agreement with Cominco. Cominco is an international mining company focused on zinc. It built and operates the Red Dog Mine. NANA’s principle objective in the development of the mine was to have it contribute to the development of sustainable communities within their traditional region. This meant creating job opportunities in a modern economy while preserving the traditional subsistence lifestyles. Preservation of their culture, language and traditions are as important to the NANA people today as they were in the past.

The 1989 Annual Meeting and Exhibit of SME in Las Vegas, NV, February 27 - March 2, 1989, was the largest ever, drawing more than 4000 regis¬trants and 240 exhibit booths. Technical sessions included presentation of nearly 500 papers, including symposia on Biotechnology in Minerals and Metals Processing, Surplus Capacity in the International Metals Industry, and APCOM `89 - the 21st International Symposium on Application of Computers and Operations Research in the Mineral Industry. Technical sessions covered the gamut of minerals industry interests; however, the proximity of the meeting to recently surging gold development in Nevada drew special attention to gold operating practices. Several of the papers on gold processing are reviewed below. To keep pace with the strong world- wide interest in gold development, SME has scheduled three additional upcoming programs that will focus specifically on gold: World Gold '89 - Gold Forum on Technology and Practices will be held November 5 - 8, 1989 in Reno, NV, as a joint meeting and exhibit between SME and the Australasian Institute of Mining and Metallurgy. Technical sessions will encompass a full program of papers covering geology and exploration, mining, and mineral and metallurgical processing. Cooperating sponsors for this meeting include the Canadian Mineral Processors Division of CIM, The Institute of Metals, The Institution of Mining and Metallurgy, The Mining, Geological & Metallurgical Institute of India, and The South African Institute of Mining and Metallurgy. Gold '90 - Salt Lake City, UT, February 26 - March 1, 1990, will be a symposium held in conjunction with the 1990 SME Annual Meeting. Current research on the processing of refractory gold ores will generate innovative papers on process mineralogy at this symposium, with special emphasis on gold with pyrite and gold with carbon. Other sessions are planned for gold exploration and mining, gold metallurgy, gold plant design and practice, and gold in scams. Advances in Gold and Silver Processing Conference, October 1 - 3, 1990 will be held in Reno, NV. Preliminary planning calls for technical sessions on heap leaching practice, refractory ore processing, non-traditional lixiviants, bioleaching, metal recovery from solution, and the environmental aspects of processing operations. PLANT DESIGN, OPERATION Technical sessions organized by the Minerals and Metallurgical Processing Division of SME at this year's meeting in Las Vegas covered a wide range of gold operating practices. Eight papers relating to gold plant design, operation, and equipment are summarized here. Preprints of these papers are available by writing to Publications Sales, PO Box 625002, Littleton, CO 80162-5002 ($2.50 per paper for AIME members, $4 for nonmembers). Continuous elution process A. M. Stone, of Bechtel Australia Pty. Ltd., described the "Development of the Continuous Elution Process for Extraction of Gold from Carbon" (pre-print 89-75). Developed by Bechtel Pacific Corp. for Ok Tedi Mining Ltd., the Continuous Elution Process uses the same reagents as batch processes for elution of gold from carbon, while yielding significant savings in stripping vessel size and energy consumed in comparison with equivalent batch processes. The process is also simpler to operate than batch processes. Other advantages include reduced maintenance costs, higher average eluate grade, and near steady final eluate grade. Pilot testing for the Continuous Elution Process was conducted at Western Mining's Kambalda gold plant beginning in December 1982. New developments in the non-invasive and real-time measurement of the velocity profile of slurry flow in horizontal pipes will be described. This information can be used to determine the approach and onset of solid deposition on the bottom of the pipe. Having this information in real time can enable operation at lower velocities or higher solids concentration or both while avoiding solids deposition or plugging and their associated operational costs. In addition, advances have been made in the measurement and trending of pipewear on slurry lines. In contrast to manual methods, CiDRA?s system uses a permanently or semi-permanently installed ring of conformable ultrasonic transducers clamped onto the outside of the pipe. These transducers are used to measure the thickness of the pipe under their respective locations. This results in better repeatability, accuracy, and failure prediction, along with reduced labor costs. The benefit is significantly improved pipe wear monitoring in pipelines with abrasive solids. This provides an improvement in the ability to insure safe operation and avoidance of costly operational and environmental damage due to leaks caused by pipe wear.

The long-term supply of nickel to society was assessed with theWORLD7 model for the global nickel cycle, using new estimates of nickel reserves and resources, indicating that the best estimate of the ultimately recoverable resources for nickel is in the range of 650–720 million ton. This is significantly larger than earlier estimates. The extractable amounts were stratified by extraction cost and ore grade in the model, making them extractable only after price increases and cost reductions. The model simulated extraction, supply, ore grades, and market prices. The assessment predicts future scarcity and supply problems after 2100 for nickel. The model reconstructs observed extraction, supply and market prices for the period 1850–2020, and is used to simulate development for the period 2020–2200. The quality of nickel ore has decreased significantly from 1850 to 2020 and will continue to do so in the future according to the simulated predictions from the WORLD7 model. For nickel, extraction rates are suggested to reach their maximum value in 2050, and that most primary nickel resources will have been exhausted by 2130. After 2100, the supply per capita for nickel will decline towards exhaustion if business-as-usual is continuing. This will be manifested as reduced supply and increased prices. The peak year can be delayed by a maximum of 100 years if recycling rates are improved significantly and long before scarcity is visible.

D.A. Dahlstrom In the paper, a comparison was made between flowsheets using the screen bowl centrifuge and disc filters, respectively, as the primary dewatering device. The authors very effectively show that by raising feed temperature, mechanical dewatering is enhanced through reduced viscosity of the water. When a final coal moisture of 10% is required, the net effect of heating the feed is a reduction in thermal requirements because of the lower evaporated load on the dryer. The flowsheet comparison on this, however, was not completely correct. Disc filters do not generally utilize enhanced mechanical dewatering through increased temperature. Horizontal belt filters, through the optimal use of steam heating of the filter cake, have shown significant cost reductions over disc filters where steam is not used. In addition, the authors forgot to mention that there is a certain fraction of the feed that is so fine that it cannot be recovered by the centrifuge economically. That is the function of the filtration device shown in Fig. 4. In subbituminous pipeline coals, this fraction represents more than 10% of the feed. Even after flocculation and belt pressing, the moisture content in the fine fraction is 30%-40. Recent tests on a subbituminous pipeline coal slurry, compared an Eimco-Extractor horizontal belt filter with the screen bowl centrifuge flowsheet shown in Fig. 4. Mechanical dewatering was enhanced through the use of a steam dry zone after the initial dewatering zone. Vacuum pump horsepower was reduced by more than 50% through the use of condensors, and heat recovery was utilized to minimize thermal costs. Thermal drying to 10% moisture by weight was required in both flowsheets. The 0.5 wt% fines in the filtrate were flocculated and recycled to the filter, thus eliminating the belt press and solids mixers. When the three major operating costs (which normally account for 50%-75% of the coal operating costs) of steam, electricity, and flocculants at current prices were calculated, the flowsheets utilizing the Eimco-Extractor had cost savings vs the centrifuge flowsheet of 89¢/t (81o; per st) of surface dry coal. This advantage increases with increasing thermal and electricity prices. I congratulate the authors for the strides made with the screen bowl centrifuge. However, filtration flowsheets continue to be improved and their simplicity and low thermal and electrical requirements should not be so quickly dismissed. ? Reply by N.D. Policow From a technical standpoint, a number of extensive test programs have demonstrated that by raising the feed temperature, mechanical dewatering is enhanced whether it be centrifuges or filters performing the separation. Economic constraints usually become the over-riding issue. If an inexpensive source of thermal energy is available, i.e., waste steam, etc., the approach becomes commercially acceptable. For the specific case of coal slurry pipelines, since the dewatering plants will be located close to power generation stations, the preheating approach becomes especially attractive. The cost comparison shown in Fig. 7, which was prepared by a major West Coast engineering firm, contrasted screen bowl centrifuges and disc filters. In both alternatives, a thermal dryer was specified to produce a contract moisture of the final product. Sizing of the thermal dryer on the screen bowl alternative was substantially smaller than that of the filter, since the screen bowl was credited with a four to six percentage point decrease in product moisture compared to the disc. This comparison was made at ambient temperatures and reflected solely the mechanical dewatering capabilities of the two devices. No preheating of the feed was included in this particular comparison. Early generation screen bowl centrifuges operated under the principle of maximum bulk tonnage throughput. Second and third generation machines have followed the trends dictated by the coal industry calling for higher one-pass recoveries than previously demanded. The current generation of high-speed, long-bowl centrifuges permit recoveries of ultrafine solids directly comparable to commercial filter operation. On typical coal preparation plant feeds with nominal 600 E. an X 0 (28 mesh X 0) clean coal, recovery levels in excess of 99% are now obtained. The material that does escape the centrifuge and reports to the main effluent is typically -10 µm, high ash material. We have documented substantial beneficiation effects in screen bowl centrifuge performance with the cake product containing lower ash levels than the feed. On the referenced pipeline, coal tests performed on Western subbituminous coal, we found that the percentage of -10 µm material in the feed was six to eight times greater than normally encountered on eastern Appalachian seams. Our 45-t/h (50-stph) production centrifuge was never set up to maximize recovery. It was used as part of the two-stage dewatering circuit that had been chosen by designers of the proposed pipeline. Recoveries up to 95% were recorded. With field adjustments, that performance could most certainly have been improved. In contrast, manufacturers of the horizontal belt filter provided a small pilot-scale unit that operated on a side stream at the test facility. Numerous combinations of chemical additions were evaluated to determine those that had the best impact on filter performance. Whereas the screen bowl centrifuges operated without chemical addition, producing a dry, fluffy cake, the belt filter required two stages of chemical addition to attain satisfactory performance and high recovery levels. With unprecedented worldwide growth and increasing global demand for energy expected to swell by 60 per-cent in the next two decades, mining matters as much now, if not more, than it ever has. This was the consensus at the 110th Annual National Western Mining Conference presented by the Colorado Mining Association, Feb. 12-14 at the Westin Hotel in Denver, CO. The role of coal ? America?s most abundant energy source ? the future of uranium and its possible resurgence in the energy marketplace, the skyrocketing value of gold as well as the issues of health, safety, climate change, legislation and government?s role in mining were all discussed during the three-day conference that operated under the banner of ?Mining Matters.? Barbara Filas, chairperson of the 110th National Western Mining Conference, president of Knight Piesold Co. and former SME president, welcomed the record crowd with an inspiring speech in which she pointed out that although ?most normal folks don?t know what role mining plays in their everyday life, mining does matter. ?Our industry,? she said, ?matters to Colorado. It matters to Colorado because it is a $3-billion industry. It matters to the 13,000 people who are employed directly or indirectly by the industry and it matters to schools that receive more than half of the royalties that are generated by mining.? During discussions of mining?s place in Colorado, the western United States and the world, special attention was paid to coal, uranium and the future of energy. ?It is time to rethink our perceptions about coal,? said Mark A. Smith, president and chief executive officer of Chevron Mining Inc. He spoke during the opening reception in a presentation titled, ?Coal to Liquids: Bridging America?s Energy Gap.? Although coal is America?s most abundant, and cheapest energy source, it is also one of the most scrutinized because of the pollution it causes and recent, and heavily publicized, tragedies that have claimed the lives of some who mine it.

This work focuses on the operational and safety issues associated with karst voids in large opening underground mines. Issues include water inrush, structural instability, and engineering uncertainty in these environments. Coupled with the fracturing prevalent in folded sedimentary rocks, karst voids are complex and challenging ground-control risks. Traditional methods of predicting karst void locations, such as probe drilling, are impeded by the inconsistent spatial distribution and variable sizes of the features as reported by Li et al. (J Rock Mechan Geotech Eng:232–242, 2010) and Hassan et al. (Procedia Chem 19:737–742, 2016). Ground-penetrating radar (GPR) is a geophysical technique that transmits radio waves into a medium and subsequently detects reflected waves via a receiver. The travel time and energy of received signals are then processed and interpreted. The difference in conductivity and dielectric permittivity between limestone and open karst cavities causes strong reflections. GPR is frequently used as a geophysical surveying technique in several industries; however, there is a lack of published research on underground mining GPR applications as reported by Zhao et al. (2015a; Geophys J Int:62–71, 2015b) and Eskelinen and Pellinen (Constr Build Mater:888–898, 2018). The purpose of this work is to demonstrate the use of GPR in an underground stone mine and to discuss the importance of karst void detection ahead of mining.

It is indeed a rarity for a non-engineer, let alone a lawyer, to even be considered for a mining-related award, especially where that award is for significant contributions to technical progress in the mining and exploration sectors. So, when I was notified that I had received this award, I struggled for a topic that would meld the legal world that I operate in with the engineering driven world of exploration and extraction. The most exciting part of my job has always been the opportunity to absorb the technical details of the cases I work on and, in effect, translate them for a lay audience. Too often, I have found, lawyers, judges, legislators and yes, even regulators who lack a technical background simply give up trying to understand the details of the very conditions or processes that they are trying to describe and simply repeat phrases told to them by their client or by a retained expert.
