Lack of visibility from cabs of the large haulage trucks used in open-pit mines has become a serious safety problem. This Anaconda research program was conducted to develop a low-cost system for alerting haulage truck operators of the presence of small vehicles in their blind areas. Several systems, developed and tested to help solve this problem, are summarized and evaluated in this paper. As the size of the haulage trucks used in large open-pit mines has increased, so have the blind areas. Mine utility vehicles, pickup tucks and cars become concealed within these blind areas and, thus, become a serious safety hazard. Figure 1 shows the typical blind areas of a 150-ton haulage truck. The areas of greatest concern are those at the rear center and front right corner of the truck. It is within these areas of "no visibility" that numerous small vehicles over the years have been crushed by the large haulage trucks at various mine sites. Although the occupants in most instances, have escaped the vehicle before it was destroyed, injuries and deaths have occurred. The accidents, in most cases, were attributed to negligence or carelessness on the part of the driver of the smaller vehicle, but the problem of limited visibility still exists, and a solution is needed.

Recently, in the United States, questions of possible deleterious synergistic health effects of the gaseous and particulate components in the diesel exhaust and mineral and coal dust have been the impetus for extensive research by several agencies. At the present time, diesel engines are tested and approved for use in gassy and non-gassy underground metal and non-metal mines under Parts 31, 32, and 36 of Title30 of the Code of Federal Regulations. Diesel-powered equipment for use in underground coal mines, though not explicitly addressed in the law, is administered under Parts 32 and 36 of Title 30, with Part 36 being applied in the case of equipment working inby the last open crosscut or in the return airways. Operation of diesel equipment in underground mines has the potential for serious health and safety hazards from the gases, vapors, and particulates in the exhaust. Therefore, various countries have rules and regulations for the safe deployment of diesel equipment. The applicable laws and regulations from several countries who have long experience with diesel-powered equipment in their mines are reviewed. Four major areas have been addressed: (1) testing and approval procedures of diesel engines, (2) ambient mine air quality specifications, (3) frequency of sampling and location of samples, and (4) air quality specifications in splits where diesel-powered equipment are operated. The review indicates that most regulations generally consider four possible hazards: (1) toxic components in the engine exhaust, (2) ignition of flammable atmospheres by the engine or electrical equipment, (3) fire hazards presented by the engine fuel oil and by combustible material that might come in contact with the equipment, and (4) mechanical hazards. There is a remarkable similarity in the laws with regard to engine design, testing and approval procedures. However, the aspects with regard to mine air quality and quantity are quite variable-- from a general statement to very specific standards for many different diesel exhaust constituents. However, the laws with regard to synergistic effects of diesel exhaust components and other mine air contaminants are an exception.

The paper explores the recovery of indium via electrowinning from sulfate baths, focusing on the impact of different cathodic supports (AISI 316L and nickel) on process parameters such as electrolyte composition, current density, and temperature. The study compares productivity, morphology, and structure of indium deposits on both cathodes, finding that nickel cathodes generally yield better results.

He worked at the Falconbridge in Sudbury area, also at Brenda Mines, and then he became part of the Brenda Process Technology group in British Columbia. He joined Freeport in late 1993 in Indonesia, and was involved in process control and automation. He is now the senior manager of metallurgy in New Orleans. He's responsible for designing Freeport's new 100,000-ton-per-day expansion concentrator, which is currently being commissioned. Please welcome Andrew. ANDREW NEALE: With the ongoing explosion in digital computing power, there seems to be no limit to what can be modeled, simulated, and controlled in the mineral processing plant. However, at each stage of development of a control system, it is necessary to complete a cost-benefit analysis for justifying the move to a higher level of control. Incremental improvements in plant performance, while often significant, must be weighed against the costs of implementation and long-term maintenance. This presentation will provide examples of what the author believes are misplaced or misguided process control efforts and make a case for the KISS principle as applied to process control.

The key considerations for design of a safe, economic and environmentally sensitive design are discussed. The dam design must also balance these conventional considerations with the pragmatic aspects of construction and operations and the risk of system upsets. Case examples of tailings facilities in Canada and Papua New Guinea are discussed.

The paper describes the capabilities of a micro-computer-based real time data acquisition system for monitoring and control of mine environments. Applications of such a system for monitoring the ventilation and air quality of a mine is outlined. The paper discusses the results of running a monitoring system with various environmental sensors in a simulated mine environment. The sensors used in this study are: carbon monoxide (CO), carbon dioxide (C02), nitric oxide (NO), nitrogen dioxide (NO2), sulphur dioxide (SO2 ), methane (CH4 ), air flow, absolute pressure, temperature and relative humidity. A performance evaluation of the monitoring system and sensors is presented.

The successful demonstration of a precast segmented concrete liner in the Lexington Market Section of the Baltimore Regional Rapid Transit System (BRRTS) is an important step forward in our continuing efforts to control tunneling costs in the USA. In addition to its contribution to specific savings in future tunnels, this demonstration project has taught other lessons about the U.S. tunneling industry and about the process of "mainlining" new and improved technology into that industry. This paper will present an overview of the Lexington Market Demonstration Project from its beginnings to the present time. In addition, it will discuss other implications which have an important bearing on the extent to which tunnels will be used in future transportation systems in the USA. THE HISTORY Precast segmented concrete tunnel liners are not new. An unbolted version was reportedly used in New York City in the 1930's. The modern bolted configuration has been in use in foreign countries for more than 15 years. Indeed, consideration of the use of precast bolted segments below the water table in the USA dates back to the BART system in San Francisco in the 1960's. At that time, they were evaluated and it was concluded that the state of the art would not allow segments to be precast to the required tolerances. NEW ROUTES - 63rd STREET CROSSTOWN The New Route construction along East 63rd Street in Manhattan began in 1969 with the East River tunnel connecting Manhattan and Queens. The 63rd Street Line, once in Queens, is planned to connect to another new route called the Queens By Pass or Super Express (See Exhibit 1) which would connect to the Queens Boulevard Line at Forest Hills. The purpose of the Queens By Pass was to alleviate subway congestion to and from the Borough of Queens, whose population had rapidly expanded during and after World War II. The existing Queens Boulevard subway lines (the "E" and the "F" trains) are almost filled to capacity at their terminal stations with passengers from Long Island. Passengers boarding trains enroute from the local Queens stations have difficulty boarding crowded trains, and, at times, cannot board the trains. The New Routes, thus, were to give additional train capacity into Manhattan and thereby relieve the crowded conditions along the Queens Boulevard corridor. PROFILE - METHOD OF CONSTRUCTION The portion of the New Route passing east-west under East 63rd Street on Manhattan (See Exhibit 2) had to snake beneath intersecting structures running north and south, such as the Con Rail tracks below Park Avenue and the 80 ft deep Lexington Avenue Express track structure along Lexington Avenue. This paper details the development of a functional work index that characterises the relationship between the energy that is imparted by a Roller Press into materials, against the resultant size reduction achieved. Such a Roller Press work index is necessary for this new grinding technology to differentiate it from Bond's grinding work index, and to clear up confusion that arises with such a comparison to Bond. The energy usage in a Roller Press does not follow Bond's "Third Theory of Comminution" but rather Rittinger's theory of new surface creation. The relationships for such a work index have been developed from the viewpoint of an equipment manufacturer with the hope that they will be of assistance to the minerals industry in the design of grinding circuits incorporating Roller Press comminution. The work index contains modification factors that reflects the effect of oversize, fines, moisture. closed-circuit operation and roll surface characteristics on the energy verses size reduction relationship. It has evolved from the results obtained from testing of a wide range of ore and mineral types that include bauxite, coal, kimberlite, limestone, iron and chrome ores, base metal and gold ores. The results show that even for such a diverse range of materials, they all demonstrate similarities of behaviour when comminuted in a Roller Press.

The US Bureau of Mines has funded several research and development projects in computerized mine monitoring and control. Hardware and software components have been sufficiently developed so that mine operators have been provided with an efficient means to comply with federal regulations and increase mine safety. Several cost benefits have been realized as well, particularly with increased conveyor belt haulage availability. Western Fuels-Utah Inc. approached the Bureau to assist in planning, installing, and evaluating a computerized mine monitoring and control system because of the agency's research experience in this area. The installation was planned for Western Fuel's Deserado mine, located in Rangely, CO. Since a large, complex, underground mine producing about 2.4 Mt/a (2.7 million stpy) of coal was projected, the company anticipated significant benefits in safety and efficiency through a computerized monitoring and control system. A major part of the cooperative program was to document and evaluate the system design, installation, and operation. This will assist others to adequately design, specify, install, and operate future systems. Mine description The Deserado mine plan and layout have important impacts on the monitoring system requirements. Long range plans are to produce 2.4 Mt (2.7 million st) of clean coal annually from two longwall sections and four continuous sections. Presently, two continuous miner sections operate under 213 m (700 ft) of overburden in the 2.3 to 2.5 m (7.5 to 8.5 ft) thick D seam to develop main, submain, and panel entries have developed for a longwall. These began operation in December 1986. Belt conveyors haul the coal from the mining sections to a 1.4-m (54-in.) belt located in the upper compartment of the slope. The lower compartment contains a hoist for men and material transport. From the slope, the coal moves to two 9 kt (10,000 st) raw coal storage silos, then to a 680-t/h (750-stph) preparation plant. After cleaning, a 5.5-km (3.5-mile) overland conveyor carries the coal to a clean coal slot storage and rail load-out facility. An electric locomotive then transports the coal to the Bonanza Power Plant in Utah. Allen-Bradley monitoring and control hardware and software controls the preparation plant, with two PLC-3 programmable controllers and a Process Control Industries D-1200 color graphics interface. The system operator uses three "smart" color video display units and an alarm printer for hard copy records. Originally, it also monitored and controlled the conveyors from the bottom of the slope to the top of the raw coal silos, the preparation plant, the overland conveyors, the main mine ventilation fan, and the hoist. Some of these features, though, were later transferred to the mine system.

The main phosphate minerals, apatite and francolite, are characterized by intensive selective photoluminescence, connected with impurities of Eu2+, Ce3+, V4+, Mn2+ and (UO22+ ). The non-uniform distribution of phosphate minerals in lumps makes photoluminescence sorting possible. As result, an intermediate product is recovered which is enriched by P205 and has relatively small amounts of chert, dolomite, calcite, fluorite, etc. In the case of Zin Phosphate Plant coarse rejects, for example, it is possible to separate a product enriched by francolite, practically free of chert and with a lowered calcite content. This material is suitable for flotation, with a potential 6-7 % increase yield of concentrate.

Investigation of the traps in LiF:Mg, a multi-peak phosphor, was carried out using simple phosphorescence decay analysis. Half lives at room temperature of the trapping centres (peaks -lb, -la, -1, 0, 1, 2, 3a and 3) in the phosphor after irradiation with [a] radiation were found to be 3 s, 5 s, 28 s, 4 min, 15 min, 1 h, 6 h and 2 d respectively. Justification for the method of analysis is pro- vided and the results of measurements compared with published data. The effects of pre-annealing at 400°C for 1 h and 80°C for 24 h on the trapping configuration and on the trapping efficiencies were also studied.

In its role of providing technology to promote the efficient use of minerals and mineral process waste, the U.S. Bureau of Mines has conducted research at: its Tuscaloosa Research Center to identify and develop high volume uses for phosphogypsum. Mixtures containing a maximum of 50 percent phosphogypsum, 6 to 10 percent lime, and the remainder fly ash had compressive strengths as high as 4,800 psi. The effects of the mounts of phosphogypsum, lime, and fly ash were investigated. Also, the effects of fly ash to lime ratios were studied.

Borehole mining, as a viable concept for recovering deep sedimentary mineral resources, historically has been long on promise but short on results. Application of the technology seems best suited for recovery of Miocene phosphate resources on the East Coast of the US. These deposits are potentially enormous in scope and underlie sections of the coastal plain and the near offshore continental shelf. The landside portion of these deposits is generally too deep to mine using conventional open pit methods. Recovery of these minerals requires development of alternative mining systems. A significant proportion of the offshore resources appear to occur at depths below the practical limits of cutter suction dredges and may even exceed the limits of bucket ladder dredges. In most cases, these deposits are covered by overburden that must he removed and redeposited before the mineral section can be mined. The depth, thickness, composition of overburden and environmental sensitivity of a particular location would greatly impact mining system selection. It is probable that dredging would not be an environmentally acceptable mining method in many of the areas underlain by this phosphate rock. In cases such as these, new processes such as borehole mining must be evolved or the resource will remain undeveloped. A borehole mining test program, using an existing prototype borehole system, successfully extracted Miocene phosphate in northeast Florida in 1984-1985. The top of the main mineral zone was 80 m (261 ft) below the surface. Based on the results of this test program. plus subsequent laboratory testing and engineering studies, a new prototype borehole mining system was designed in 1986. This design incorporated several innovations of offering potentially higher productivity and lower power consumption than was achieved with the previous test unit. Economic restraints at that tine prevented the actual construction and testing of this new design.

First mining operations in the Tyrone District, located just north of the Burro Mountains in Grant County, New Mexico, commenced in the 1870's. A major operation was undertaken by Phelps Dodge Corporation in the early 1900's when a 2,000 ton per day underground mine was developed and a gravity concentrator was built east of the mine and across the Continental Divide. It was during this time that the picturesque Tyrone townsite was built and occupied. In 1921, however, the underground operation was closed because of high operating costs and low demand for copper. The area was drilled extensively during the 1950's and in October 1966 Phelps Dodge announced the pending development of the new Tyrone with a large open-pit mine, a modern concentrator, suitable support facilities, and a new townsite to be located between the mine and Silver City. Stripping for the pit and construction of shop and milling facilities began in 1967. By the spring of 1969, ore was being stockpiled near the primary crusher. Operation of the concentrator on a 3-shift per day basis commenced on July 17, 1969. The concentrator as initially built had one primary, two secondary, and five tertiary cone crushers, two grinding sections of six ball mills each, two flotation sections, four filters, and four tailing thickeners. 'he capacity was about 30,000 tons per day. In 1971 and 1972, the capacity was increased to 48,000 tons per day by the addition of one secondary and two tertiary crushers, one section of eight ball mills, one flotation section, two filters, and four more tailing thickeners. At a time when the US mining industry is struggling to emerge from a lengthy recession, the burden of new, unnecessary regulations could shorten the life of, or be fatal to many domestic mining companies. The possibility of new restrictions on the use of diesel equipment operating in underground mines is one example of unnecessary regulations. These could cause serious harm to the economic health of many mining companies. Whether future health-related Mine Safety and Health Administration (MSHA) regulations restricting the use of diesel equipment are unnecessary, depends on whether these restrictions are supported by fact or created in a political environment. The mining industry has benefited from the use of diesel equipment in underground metal-non-metal and coal mines for more than 50 years. Since first introduce to underground mines in the early 1940s, the use of diesel equipment has grown in numbers and size. During this time, the mining industry in America has achieved much higher productivity rates and improved safety. Although all these gains cannot be attributed to the greater use of diesel equipment, a high percentage can be. I began my professional mining ca¬reer in 1970 working in the Missouri lead mines. At that time, the use of diesel equipment was well established in metal-non-metal mines throughout the United States and many parts of the world. As director of mining research for St. Joe Minerals Corp. (now The Doe Run Co.), I was involved in research to improve mining productivity and safety. This involved investigating the better and safer use of existing or new mining methods, products, equipment and people. Within this group, diesel equipment had the single largest positive impact.

The pressure pre-oxidation of refractory gold concentrate from the Golden Mile has been investigated and the conditions of temperature, oxygen pressure and percent sulphide breakdown for maximum gold extraction optimised. Both tellurides and sulphides were oxidised under optimal conditions and deposited in the residue as oxides along with haematite. Under non- optimal conditions, a reactive basic ferric sulphate was formed instead on the unreactive haematite. Maximum gold recovery after cyanidation (tail < 1 ppm) is well in excess of that produced by the present roasting process (tail 3-4 ppm).

The use of clay granules as carriers for pesticides dates from the early 1940&apos;s and by the present day represents a business conservatively estimated at between 200 - 300 thousand tons / year in the U.S. alone. Aside from economic and specific target pest efficacy advantages, the use of clay granules as pesticide carriers also delivers a number of environmental benefits which will be reviewed. Topics to be discussed will include: 1) drift control (versus liquid sprays), 2) mobility (in the environment), 3) worker safety, and 4) transportation (spill) safety.
