A longwall coal mine in southwestern Virginia mining the Pocahontas #3 Coal Seam experienced a history of mining-related seismic events. The events were never large enough to cause concern until three major events occurred recording 3.4, 4.3, and 3.4 ML in 2005, 2006, and 2007 respectively. Two of the seismic events generated an air blast which damaged stoppings which fueled a mine fire in 2005 and 2007. The mine responded to the events by narrowing the longwall widths, changing ventilation controls, installing a 7-sensor seismic system around the active panel, and creating a mining hazard map to avoid similar geology in the future. All of the actions taken have prevented seismic activity from impacting mining operations, but it did not prevent other large seismic events from occurring (Van Dyke et al., 2018). In 2016, another large seismic event, measured at 3.7 ML, occurred in the gob that was reported by the local media and recorded by the United States Geological Survey (USGS). While the event did not directly impact mining operations, mine management wanted to know where and under what conditions could large seismic events occur in the future. The National Institute for Occupational Safety and Health (NIOSH) became involved to help understand what conditions precipitated these events so that future mine design could more accurately assess seismic hazards and reduce the risk to mine worker safety. Researchers at NIOSH and mine management created a seismic forecasting map that combined three factors: (1) overburden thickness, (2) sandstone thickness, and (3) the expected caving height of the gob. The criteria were developed based on the geologic data the mine collected from core drilling, e-log analysis, and fiberscope observations. The forecast map was able to provide an accuracy of 72%–85% of events 1.5 ML or greater and 100% accuracy of events that were 3.0 ML or greater based on historical data. The seismic forecasting map was applied to the entire future mining area to show areas where seismic potential could be the greatest based on current mine design planning, ultimately improving the ability of the mine operator to assess the seismic hazards surrounding active and future mining areas (Van Dyke et al. 2018). Following this research, the seismic forecasting map was implemented into the mine’s hazard recognition program and is continuously updated and evaluated prior to mining each longwall panel. This paper will cover in more detail how the seismic and lithologic data was processed and how the mine implemented a new seismic mitigation program based on the forecasting results.

INTRODUCTION In most uranium mines the concentration of uranium in the ore is low enough that inhalation of dust does not present a radiological problem. Conversely in the mills there is a potential inhalation hazard from inhaled uranium in concentrated form, namely "yellowcake" and other compounds intermediate between the ore and the final product of the mill. It was generally assumed that the solubility of yellowcake placed it in the category of Class D materials. This plus the fact that the uranium is non-enriched led health physicists to assume that the potential health hazards were a result of the uranium's chemical properties rather than its radiological properties. Bioassay programs have thus been limited to routine urine sampling at a weekly or monthly frequency. In most cases when a high reading was obtained, subsequent sampling within one or two days showed a rapid return to low levels, therefore tending to confirm the class D nature of the material. Two developments over the last few years have however suggested that modifications to this simple bioassay program may be necessary and practical. Firstly, a number of studies on the solubility of uranium mill products, from ore to yellow cake, in simulated lung fluid (Eidson A.F., Mewhinney J.A., 1980) have shown that some of the material is not class D, but class W or even Y. This raised the possibility that, while the urine levels rapidly decreased, indicating rapid excretion of the class D component, the W and Y components remained in the lung. Thus an unsuspected lung burden could have been accumulated. The second development, the ready availability of [in vivo] counting facilities with which to make direct measurements of uranium lung burdens, offered a means of confirming the hypothesis of unsuspected lung burdens. A study was therefore initiated to correlate lung burdens with urinary excretion. METHOD A total of 79 subjects from 3 uranium mills participated in the study. They were brought to the Ottawa laboratories of the Radiation Protection Bureau in groups of 4 or 6, over a period of several months. In Ottawa, [in vivo] thorax measurements were performed, and a urine sample collected. Each subject also brought with him a urine sample that had been collected the previous day. All samples were split, for analysis by both R.P.B. and the mill laboratory. [Concentrations of Uranium Dust] Results obtained by mills A, B and C for concentrations of uranium in air at various locations are given in table 1. Samples taken at mill B were obtained using continuous sampling with a midget impinger over a six hour period. Samples taken at mills A and C were 5-minute gravimetric samples. [Subject Selection] The subjects were selected to represent a wide range of work history in terms of both length of employment and type and location of job, as shown in table 2.

Clay-coating has been used as an environmental technology tool for the immobilization of toxic elements. The mechanisms of arsenate retention in clays suggest that not only the system pH is of fundamental importance in the process but also the character of metals and ligands that compose the electrolyte system. The goal of this study was to investigate the interactions between system pH and electrolyte ions on the retention of arsenate in an Oxisol soil. The sorption of arsenate decreases with the increase in system pH, reflecting the competitive sorption of arsenate with OH groups. Solutions containing Ca tend to favour the immobilization of arsenate in a relatively broad pH range.

Solution flow in leach dumps and heaps or in columns of representative rock has been the subject of only limited studies. This is a regime involving unsaturated flow in semiconsolidated rock with a wide size distribution. Even the concepts of continuous flow systems are fairly recent, and have evolved from the search for better methods of operating industrial chemical reactors. (1-3) Waste rock consolidation and permeability play a key role in solution flow characteristics. Harris (4) suggested that bulk density variations in a leach dump could alter the particle-to-particle contact, and that large particle aggregates could act like single, large particles . In the limiting case where the bulk density approaches that of the undisturbed, consolidated rock, the entire waste unit would behave as a single particle. Roman (5) treated the phenomenon of bulk density and its effect on consolidation in terms of lixiviant flow paths or solution channeling in leach dumps. Like Harris, he assumed that no solution moved through particles or particle aggregates associated with zones of high bulk density. Solution flow paths are thus effectively separated by particle regimes, creating solution channels in the waste body. While some attempts have been made to describe solution flow in leach dumps and related systems by utilizing computer model approaches and laboratory- scale simulations (5,6), there have been no direct, large-scale observations of solution movement in channels or of the actual channel sizes and distributions within a waste body. This paper describes a series of experiments involving large-scale, controlled waste leaching tests, conducted over a period of several years, and aimed at providing some direct observation of the changes in waste consolidation and permeability, the size and distribution of solution channels, the movement of such channels with continued solution application, and other features relating to solution flow during the leaching of low-grade waste. These results are then combined with mineralogical information to explain observed leach behavior.

Rock disintegration processes are usually inefficient and costly operations in mineral beneficiation, mine development and oil well preparations. Thus, there is a strong need for improving the energy efficiency of unit operations such as drilling and comminution. The effects of selected cations and anions on drilling efficiency in a hard rock formation (Dakota Sandstone) were studied. The zeta potentials and the tensile strengths of the drilled samples were measured under similar chemical conditions. The chemicals tested included MgCl2, Na2CO3, AlCl3, NaCl and Dodecylammonium chloride. The results indicated that drilling rates can be enhanced or retarded depending on chemical conditions such as the solution pH and the type and concentration of reagents. Drilling data are correlated with mechanical (tensile strength) and interfacial (zeta potential) properties of the rock formation. The mechanisms involved are discussed in light of Rehbinder's and Westwood's theories.

The discovery of the adsorptive power of charcoal from solutions is generally accredited to Lowitz (1785), who observed that several dissolved organic substances were precipitated on charcoal. Graham was the first to demonstrate that inorganic substances were also adsorbed on charcoal. In 1830, he reported that iodine dissolved in KI solution was adsorbed on charcoal. The United States began exporting coal in the late 1800'5, at first in very small quantities to Canada and beginning in 1897 and 1896, to the east coast of South America. Shipments to European countries began on a very limited basis in 1902 and these shipments increased gradually until World War One when shipments overseas increased from the 8 million tons per year level to 22 million tons. After the war exports dropped as fast as they had increased and, with the exception of exports to Canada, remained at very low levels until just after World War 11 when the United States again emerged as a major coal exporter. World War II left the coal industries of Europe in ruin. As the United States was the only country able to supply the large quantities of coal at reasonable prices needed for reconstruction of the European economy, the U. S. coal exports overseas expanded rapidly to 42.5 million tons in 1947. Additionally, we shipped 25 -2 million tons of coal to Canada In that year for a total export of 68.7 million tons. Unfortunately, that level was not reached again until 1957 when exports reached an all-time high of 76 .4 million tons- -a high I might add that has not been reached since.

The Ship Canal Water Quality Project (SCWQP) includes a 2.7-mile long, 18'-10" internal diameter tunnel which is located inWest Seattle. Tunneling in urban areas and soft ground conditions (Till and Till-like soils in Seattle) is associated with the risk of settlements, especially in presence of groundwater above the alignment. The Designer foresaw the use of soil improvement (jet grouting) outside of the launch shaft to mitigate the risk of flowing ground and to provide a redundant sealing. The Contractor proposed and ultimately successfully executed a different approach by using a “Steel Bell System” or Pressurized Can as described in this paper.

Never increase, reduce, or remove ventilation without unquestionable, compelling reasons. This rule applies every day as well as when fighting fire, attempting to find survivors, or recovering the mine. Right now in some mine a miner is adjusting a regulator in one place to get more air into another. The chances are the desired result will be achieved. Has the miner done a good thing? NO! Solving the immediate problem reinforces the belief he or she can do it again. That "again" might be, to give but one of many examples, the explosion in Greenwich No. 1 Mine. Robbing the proverbial Peter can be the prelude to disaster in a mine. Reducing the airflow is a common practice when fighting a mine fire. In fact, some people have been taught to do that at MSHA's academy. People who believe that to be proper must be people who never experienced a fire. To fight most fires you have to scramble to get enough air. An explosion demands totally different "thinking". If people are soon to go into the mine, DON'T adjust the ventilation. If teams are in the mine, each affected area must be explored or sealed before making any ventilation change.

The Montgary pegmatite is located at Bernic Lake in the southeastern Manitoba pegmatite district. 'It has a complex internal structure with several contrasting mineral assemblages. The pegmatite contains a number of potentially valuable miners including spodumene, amblygonite,. lepidolite, zinnwaidite, pollucite and beryl.. The distribution of each of these within the pegmatite is related to the internal structure and controlled by a specific mineral assemblage. Parts of the pegmatite contain a high concentration of spodumene. The pollucite occurrence is of unique character and is one of the largest known deposits of this mineral. The pegmatite is still-like in attitude with a maximum dip of about 15 degrees. Its contents with the amphibolitic wall rocks are sharp and tourmalinized. Mineral assemblages present include perthite-plagioclase-quartz-muscovite, spodumene-microcline perthite-plagioclase-quartz-muscovite, cleavelandite-lithia micas-quartz, quartz-amblygonite, albite, lepidolite, pollucite, and quartz assemblages. The occurrence and relationships of these are described and possible relationships between attitude and internal structure are discussed. Many features of the pegmatite suggest that the deposit formed by crystallization and differentiation of a pegmatitic fluid in a restricted system. These features are discussed. The nature and occurrence of the pollucite, lepidolite and albite assemblages are such, however that it is difficult to visualize them resulting from such a system. These assemblages may be of later replacement origin. The source of the, late, alkali-rich replacing solutions may be unmixing of soda and the rarer alkalis (lithium, rubidium, caesium) from earlier-formed silicates in a manner analogous to the unmixing of soda feldspar in perthites. Various aspects of this hypothesis are examined.

Specific emphasis is given to those elements in the rating equations which require closer attention as gear diameters and transmitted power increase. Strict process control in the manufacture of the gear blank is also stressed. Finally, the writer offers a guide to proper installation, lubrication and maintenance.

Much has been written and many discussions held on the virtues (and evils?) of a Company-owned motor fleet. Almost invariably these dialogues take a generalized form and thereby lose something since the individual circumstances, geography and philosophy - particularly in diverse industries, is never quite the same. In considering the nature of my remarks today, I felt a departure from the general approach might be in order, and in lieu of that, will attempt to present a concise picture of how we in the Lehigh Portland Cement Company view this problem and the steps we have taken in our efforts to solve it. At the outset a word may be in order about the Lehigh Company itself, what we do, and the problems that confront us specifically as well as the cement industry at large. We are primarily a manufacturer of portland cement operating 10 plants with a total annual capacity of about 23,000,000 barrels. We market this material in 30 states, shipping both from the plants directly as well as through a system of 18 distribution terminals. About 150,000 truckloads of cement are shipped to customers each year.

In the paper presented by F.W. Brackebusch on the "Basics of paste backfill systems," paste fill was presented as a backfill process that offers many advantages over other alternatives such as hydraulic fill and rock fill. It was observed, however, that the mechanics of paste-fill transportation in pipelines is not fully understood and that the success of its implementation in practice depends on the precise control of the proportions of fines, aggregates and water in the mixture. The author emphasized the necessity for laboratory and full-scale testing to determine the suitability of a material to be used as paste fill. Although experimental testing is definitely an important operation in the design of a reliable paste fill, advances in the understanding of the fundamental laws that govern paste flow in pipelines are equally relevant. Ideally, the results of such efforts would provide predictive models for the rheology of the paste and the corresponding pumping-energy requirements. In an attempt to achieve this objective, an ongoing research program has been active at McGill University's Department of Mining and Metallurgical Engineering. Preliminary results showed that the underlying mechanics of paste-fill flow in pipelines may be described in terms of what is known as "plug flow," as depicted in Fig. 1. Although this flow mechanism has been known qualitatively for many years, few attempts managed to offer a comprehensive model (Gandhi, 1987; Duckworth, 1986). In our model, it is assumed that coarse aggregates present in the mixture form a porous core, which is filled with paste (fines and water) and is surrounded by an annular non-Newtonian (Bingham-plastic) lubrication layer, which enables the mixture to flow with pressure losses that are easily overcome by common positive-displacement pumps. In summary, our model predicts the thickness of the annular lubricating layer, which controls the magnitude of the pressure losses. This is done either by collecting data on the apparent viscosity of the Theologically-active fine fraction and using an analytical equation (Bouzaiene, 1994), or is done by measuring the void content of the coarse aggregates and deducing the thickness as a function of the fine- to coarse (weight or volume) fraction ratio in the mixture for a given pipe diameter and solids concentration. Our model predictions showed good agreement with data from Duckworth et al. (1986), as shown in Fig. 2.? Introduction The East-West Gateway Coordinating Council is an organization of local governments formed in 1965 to identify regional problems and to formulate policies, plans and programs to resolve them. The major goal of the Gateway Council is to improve the quality of life for the citizens of the St. Louis Region. While East-West Gateway Coordinating Council is the organization I represent and it only deals with the St. Louis Metropolitan Area, you will find one or more similar organizations in each of our nation's urbanized areas. As a result, for illustrative purposes, I will use my organization to portray what is happening nationwide. For example, in order to eliminate duplication, the Council reviews local applications for approximately 100 federally funded programs in such areas as highways, mass transit, parks, water treatment, and sewers before they can be sent to the appropriate funding agency. The Council's varied functions place it in a unique position of receiving more and more responsibility for developing strategies of implementation of various environmental regulations. This is due to the fact that environmental control is a relatively new field and we, as a country, are relatively inexperienced. The resulting regulations and guidelines will depend, to a great extent, on what the general public is willing to accept in terms of controls and what price they are willing to pay in terms of taxes and increased costs. We, as a nation, are beginning to realize that land is a limited natural resource and that the way we choose to use 'this resource affects many other aspects of our lives--whether we can catch edible fish in the Mississippi, how much we pay for sewer services, if we can swim in a

A major process control system is in some ways like a complex organism. The extremities, (that is, field instruments) are exposed to many hazards and suffer malfunctions of relatively minor and repetitive nature. Here I equate a stuck valve or dead transmitter with a skin abrasion or cut. The maintenance and repair of the extremities can be done by technicians with basic but thorough knowledge of relatively few problems and their solutions. Here I equate with administering Band-Aids and aspirin. On the other extreme, when the master control device (such as a computer) fails, one does not attempt home remedies. A "brain" specialist is called in. It is, however, crucial that the patient be able to clearly describe his symptoms. Getting down to the case at hand, a complex system consisting of field instruments, instrument racks, interface equipment, and perhaps a computer, may require maintenance at all levels. At the field equipment end where physical damage, corrosive atmospheres, reconfiguration, and routine calibration checks are common, the customer has the opportunity to develop a competent staff of maintenance people. The relatively high maintenance activity assures competence through repetition.

INTRODUCTION Zortman Mining Inc. is a wholly owned subsidiary of Pegasus Gold Corporation of Spokane, Washington. Pegasus has been producing gold and silver from the Zortman and Landusky mines since 1979. The Zortman and Landusky mines are two distinct open pit mines located approximately 6 kilometers apart in the Little Rockies Mining District of north central Montana. The two mines use large-tonnage, low- grade heap leaching techniques to efficiently process the gold and silver ore. PROJECT DESCRIPTION The Little Rockies rise abruptly 914 metres from the surrounding plains to about 1829 metres above sea level. The topography is quite steep, making efficient leach pad construction a major challenge. The climate is semi-arid with moderate summers and occasionally severe winters. Freezing temperatures usually arrive in late October or early November, influencing the effectiveness of leaching operations. GEOLOGY AND MINERALOGY The geology of the Little Rocky Mountains consists of steeply dipping sedimentary ridges forming an elliptical dome surrounding a core of intruding syenite porphyry. Within the syenite porphyry are well fractured and mineralized shear zones where the existing reserves and open pits are located. The ore is presently divided into oxidized, mixed, and sulfide. Only the oxides and mixed zones that are of ore grade are placed on the leach pads. The syenite porphyry host rock enables effective leaching of gold and silver to depths of 61 metres, having a major impact on leach pad construction costs. MINING All mining since 1979 has been by contractor. This enabled initial mining to commence without capital investment in equipment. Through competitive negotiations, Pegasus has been able to keep contract mining costs at levels very close to what would be experienced if Pegasus had purchased equipment initially. Contracts are negotiated yearly and are based on a unit price and haul distance for ore and waste. Haul distances have ranged from as little as 457 metres to as much as 3,050 metres. At present, Pegasus is developing a 27,000,000-tonne leach pad at the Landusky project that is adjacent to the minine area. This design feature will reduce the mining cost by 20 percent over the life of the mine. In 1987, over 5,900,000 tonnes of ore and 3,200,000 tonnes of waste will be mined at the Landusky project. Through 1986, 13,763,000 tonnes of ore have been mined at a waste-to-ore strip ratio of 0.60:l at the Zortman project, and 13,005,000 tonnes of ore at a waste-to-ore strip ratio of 0.79:l have been mined at the Landusky project. Current mining reserves are 32,769,000 tonnes of ore at a waste- to-ore strip ratio of 0.59:l. Through efficiencies of large-scale heap leaching, Pegasus has been able to lower the mining cutoff from 0.34 grams per tonne gold to 0.27 grams per tonne gold. This has reduced the mining cost per tonne of ore h percent through a reduction in strip ratio of 14 percent. Beginning in 1984, all pits were designed based on computer-generated "floating cone" pits. The geologic models were developed by Pegasus staff with a series of economic models evaluated. The resulting computer-generated pits were used as a guideline in designing the mine plans, including haul roads for final calculation of tons and grade. Input to the floating cone models consisted of mining cost, processing cost, cutoff grade (0.34 grams gold per tonne), recovery (67 percent) and gold price. Due to the gold being deposited primarily on the fractures of the syenite host rock, no crushing of ore is needed prior to leaching. This characteristic of the ore is a key in being able to profitably mine and process gold ore at an average grade of 0.69 grams of gold per tonne. Strict blasting control is also a key in success of the leaching operation. A system of splitting ore and waste in blast patterns has been devised to reduce dilution. INTRODUCTION With the world media full of predictions that the price of gold will quadruple in three years (Maybury, R.J., 1988), and with financial forecasters and strategists touting opportunities to make 400% in gold (Skousen, M., 1988), explorationists and entrepreneurs are scurrying to find enough gold to feed the global gold fever created. At the same time, gold deposits in the United States and other developed and intermediate countries are becoming less attractive because of environmental restrictions, radical reductions in tax incentives, and depleting reserves, causing people in the mining industry to begin looking at opportunities for foreign investment in gold mining concessions in lesser developed countries (LDCs). Meanwhile, LDCs are responding with chamber-of-commerce aplomb in marketing their opportunities. In the face of all this frenzy and hype, targeting gold mining concessions in LDCs for foreign investment may be done more objectively by employing a systematic approach. For this paper the SHOP rating system (Corbin, R.K., 1987), which considers factors of the LDC's stability, hospitability, ore occurrence, and profitability potential is used. The result is that a tiny banana-growing republic in Central America, first discovered by Columbus and named the "Rich Coast'' because of the many gold adornments worn by its Indians, has been rediscovered and emerges as a classic LDC gold target.

One might ask why someone like myself, involved in the determination of taxes, should be speaking at a "cost engineering" session of a national engineering society. While it is true that taxes, especially income taxes, whether they be federal, state, or local, are not usually thought of as a "cost" of doing business, it is equally true that these tax costs do reduce the distributable profits just as much, as the cost of power, supplies, or labor. Therefore, the consideration given to taxes is often as important as that given to other costs. Hopefully yea will recognize that, within certain limits, taxes can be controlled to an economic advantage. That question may then lead to another question: What does the amount of taxes have to do with me? I'm an engineer or manager; not an accountant or a lawyer. If I may take a few minutes of your time, I might be able to present in a brief discussion some interesting facts that will provide the answers to those questions. My discussion will be directed mainly to Federal taxes. However, much of it will be applicable to state and local taxes, also.
