The grinding media materials for the mining industry require corrosion and abrasion resistance properties not only to minimize the wear but also to improve the flotation recoveries of sulfide minerals. The media wear mechanisms and the factors influencing the grinding ball wear during grinding are discussed with respect to abrasion, corrosion and impact wear of grinding media materials. Interactions between the grinding media and sulfide minerals in a ball mill adversely affect the floatabilities of the ground minerals. The possible galvanic interactions between grinding medium-mineral and their effects on the flotation responses of sulfides are also reviewed. The selection criteria for alloy composition that reduces the overall wear along with adverse effects on flotation are brought out.

The adaptability of pneumatic flotation cells for the flotation of sulfide ore and the conditions for sulfide ore flotation in pneumatic cells were investigated. The advantages of pneumatic flotation cells over mechanical flotation cells, as well as flotation columns, for the flotation of sulfide ore were demonstrated. Test results indicated that the Cu grade and recovery for concentrates obtained when using the pneumatic flotation cell were 1 % to 2% and 4%, respectively, higher than those obtained when using the mechanical flotation machine.

Heavy metals contamination is an environmental problem at Army installations engaged in firearms training and munitions production. At these facilities, weathering and corrosion of expended munitions and leaching from wastewater lagoons, landfills and burn pits have resulted in heavy metals contamination of the soil. The principal metals encountered in firing-range soils are lead, copper and zinc. Cadmium and other metals, such as antimony, that are often incorporated in the munitions are sometimes seen in lesser concentrations. Mercury is associated with various propellants and, while present in much smaller concentrations, is of concern because of its acute toxicity. Chromium is primarily associated with plating operations. The transport of metals into groundwater has been confirmed at some locations, which has required treatment of the soil and groundwater at these sites. Certain treatment processes for contaminated soil produce metals-laden extracts, which also require treatment before reuse or disposal. Ion exchange is generally quite effective for removing metals from aqueous streams. However, resins are expensive and must be regenerated, and activated carbon is generally less effective for most metals and also requires regeneration. Therefore, alternative effective and economic sorbents are needed. Twelve sorbents were screened in initial batch testing. These included activated carbon, bark, chitosan, crown ether, corn cob, xanthate, clay (kaolinite and montmorillonite), peat moss, seaweed and reagent-grade zeolite (aluminosilicate, Sigma Product No. Z3125). Of these, zeolite demonstrated the highest capacity for Pb, Cr and Cd. For this reason, zeolite was selected for further testing in batch, kinetic and column studies. Materials and methods Zeolite. The zeolite used in the second-phase batch and column studies was obtained from a natural deposit of clinoptilolite-rich rock located in South Dakota (Rocky Ford SDH) (Desborough, 1996). Large blocks of the material were crushed and sieved into the following three particle size ranges: 0.5 to 1.0, 1.0 to 4.0 and 2.0 to 4.7 mm. This material demonstrates high structural stability in acidic solutions (pH 2.5) (Desborough 1996) and has a measured surface area of 30 m2/g. The measured total cation-exchange capacity (TCEC) was approximately 10 meq/100 g. This is well below what has been indicated for commercially available zeolite, which has been reported to be about 180 to 220 meq/ 100 g. The TCEC test was repeated (Method 9081, SW 846) using sodium acetate. The test resulted in a TCEC of 54.5 meq/100 g. The difference between values obtained for this material and published values for zeolites may be attributable to the greater heterogeneity in the material used in this study, compared to commercially available materials, or to the effect of the relatively large particle sizes utilized. Batch studies. Seven batch studies were conducted using synthetic metal solutions and soil extracts (Table 1). Extract composition: The P-extract was prepared by sequential surfactant extraction of organics from a burnpit soil followed by acid extraction of metals. The pH of this solution is approximately 1.1. A number of metals and organic compounds were present in the soil. Analysis of the extract was restricted to Pb, Zn and Cu concentrations for this study. The FBH extract was produced from a firing-range soil that was oxidized with a 0.01 M CaO solution and then extracted with 0.1 M acetic acid. This was filtered through 0.5-µm Whatman No. 5 filter paper and stored at room temperature. The pH of the FBH extract was approximately 4.5. pH Control: Calcium carbonate (CaCO3) may be present in the zeolite horizon or bed. Calcium ion (Ca") is released from the exchange sites when in contact with solutions containing ions for which it is more selective, such as lead. This results in a rise in solution pH over time. Acid washing removes most of the carbonates, eliminating the need for a buffer. Batch studies were conducted using both acid-washed zeolite (AW) and unwashed zeolite (UW) for performance comparison. The UW zeolite was rinsed with distilled deionized (DDI) water to remove fine soil particles. Both materials were dried at 105°C (220°F) overnight, so that the dry mass could be determined. The Raman spectroscopic technique was used to study electrochernically oxidized pyrite in-situ. It was found that Raman-active sulfur oxidation products could be detected after a proper potential was applied to the pyrite electrode for a threshold period of time. There existed a minimum potential below which sulfur could not be observed. However, when the applied potential exceeded a certain limit, the intensity of the sulfur spectra decreased. The minimum potential at which sulfur could be observed changed with solution pH. For both acid (pH 2.7) and weak alkaline (pH 9.2) solutions, the minimum potential was 0.8 V/SCE, whereas for neutral (pH 6.5) solutions the value was 0.4 V/SCE. In strong alkaline solutions (pH 12.5) surface sulfur oxidation products could not be detected at any potential.

The search for mineral deposits is a difficult high-risk enterprise whose likelihood of success is influenced by a great many factors. Among the most important of these factors are the knowledge and judgment brought to bear on an exploration problem. If, for example, a panel of expert highly experienced geologists could be convened to examine every prospect, it is at least plausible that fewer deposits would be overlooked in the exploration process. Unfortunately, whether a project is undertaken by a private company or a government agency, it is not usually feasible to convene such a panel. Our purpose in this chapter is to describe an experimental system of computer programs called PROSPECTOR that is intended ultimately to provide expert consultation on problems of mineral exploration and resource evaluation. Ideally, PROSPECTOR would serve as a surrogate for a panel of expert economic geologists. However, because the cost of computation is very low and is projected to drop by a factor of about 100 over the next two decades, systems like PROSPECTOR could be made available to the exploration enterprise at large. When consulting about a prospect, the PROSPECTOR system first gives the field geologist an opportunity to tell the program about the most significant features of the site: the major rock types, minerals, and alteration products. The system then compares these observations with a number of stored models of various types of ore deposits and forms alternative hypotheses about the types of deposits that might be present. The system next engages the geologist in a dialogue in order to obtain additional data that would be useful in resolving the multiple hypotheses. The geologist can interrupt the system at any time to obtain clarifications of questions, volunteer additional data, request the reason a particular question has been asked, or obtain a general summary of the state of the consultation process.

The following paper summarizes our observations on building response to mine subsidence and techniques for mitigation of building damage. The subsidence cases are located in Illinois. The general description of the geologic and mine conditions are primarily for those sites. Data on building response and mitigation measures were collected under grants supported by the Abandoned Mined Lands Reclamation Council (AMLRC) of Illinois and the U. S. Bureau of Mines, in Twin Cities, Minnesota. Case histories include pit and sag subsidence primarily beneath abandoned room and pillar mines. The majority of the paper deals with structures affected by sag subsidence. Most of the structures are one and two story homes. The first section of the paper summarizes the typical geologic and mining conditions at the sites. Building response to pit and sag subsidence follows the first section. Emphasis is placed on the behavior of concrete and masonry foundations, and wood frame and masonry superstructures. The third section describes mitigation techniques used to prevent or minimize building damage. A summary of the observations and critical parameters is given at the end of the paper.

Electricity, as normally thought of by a layman's definition, is a man- made force that has no color, no odor, is not visible, cannot be heard, yet man can control it and make it perform his work for him. A person dare not cheat on it, for it then will master him. It has laws, rules, and regulations that must be strictly adhered to if it is to perform in the safest, most reliable, and economical manner. In the early days of coal mining the power source was man himself. Later man employed steam and compressed air to reduce his muscle power requirements needed in the extraction of coal. By the turn of the 20th century, electricity had become the most common source of power for the coal industry. Steam and compressed air are still found in use in isolated cases today for specific applications; however, they are rapidly being replaced by electricity. Electrical laws and regulations are quite extensive and somewhat complex for the proper generation and use of electricity. Man-made laws, rules, and regulations for the care and handling of electricity, designed for man's safety, are rigidly enforced by Mine Safety and Health Ad- ministration (MSHA), as well as the various state departments of mines.

[Full-scale laboratory experiments were performed to evaluate the effect of ventilation and water spray pressure on the potential dust capture efficiency of a ventilation system comprised of blowing ventilation and an underboon scrubber. The tests were performed for a 1.52-m (5-ft) roof height and 2.36 m-3/s (5000 cfm) blowing ventilation volume, and a 2.44-m (8-ft) roof height and 4.72 m3/s (10.000 cfm) blowing ventilation volume at three face positions of the miner. The scrubber suction rate was varied for the tests to study the effect of scrubber flow rate on capture efficiency. The airflow patterns and scrubber efficiency were determined by performing tracer gas tests. Tracer gas was released through a manifold placed in front of the rotating miner drum. The gas was sampled in a grid fashion using a real-time multi-point gas sampling system. The capture efficiency of the scrubber was evaluated based an the peak gas concentration of the gas laden air drawn through the scrubber and the amount of gas passing, through the scrubber as a fraction of the gas released at the face. The data were analyzed to yield scrubber peak concentrations, potential exposures at various operator locations and the gas removal percentage (GRP). The underboom scrubber appears to work best in the end sump position, relative to the start sump and start slab positions. The capture efficiency scrubber was higher for 2.44-m (8-ft) roof heights compared to 1.52-m (5-ft) roof heights. The data also showed that the scrubber air discharged behind the mining machine may be drawn into the face area by the action of the blowing ventilation system, resulting in recirculation.]

INTRODUCTION Thermal dryers have been utilized for reducing moisture of bituminous coal since the late 1930's. Since that time, numerous changes in the coal industry have motivated advances in thermal drying technology. The purpose of this paper is to discuss the changes that occurred to dryer design and focus on current practices of fine coal drying. The major topics discussed in this paper are: - Early Thermal Dryer Design and Evolution - Current Drying System Design and Associated Components - Current Economics of Fine Coal Thermal Drying - Future Markets and Design Considerations EARLY THERMAL DRYER DESIGN AND EVOLUTION Background The practice of drying fine coal with heated air has been performed for more than one half century. Throughout that period, both Metallurgical and Steam coal producers have used this method for reducing the surf ace moisture content of their fine plant products. During the late 1930's and early 19401s, vibrating bed and flash dryers were used to per- form the drying duties. Closed water circuits and vacuum filtration had not yet been integrated into process circuitry and centrifugal dryers were in their early stages of development. During that same period, changes in mining practices were reshaping the distribution of coal to our processing facilities. Plants originally designed for the purpose of processing coarser fractions of coal were being burdened with additional quantities of fine coal. Those plants, unable to recover fine coal, would reject these solids to plant bleed. The higher incidences of stream pollution that resulted from these events prompted clean stream legislation and the need for new, more efficient fine coal recovery circuits. The coal processing industry responded to these needs by integrating closed water circuits and filtration into circuits. The fine coal filter cakes recovered exhibited poor handling characteristics by themselves and often required further dewatering to improve their characteristics. Flash dryers at that time were being used to dry the coarser products. For those facilities operating flash dryers, the solution to this new problem appeared to be simple. The filter cake was combined with the coarser (-1/4") coal and then introduced to the flash drying column for drying. The filter cakes, however, presented significant problems for the flash drying systems. Heavy lumps of filter cake could not be dispersed and conveyed by the rising hot air and as a result would settle out in the bottom of the column. This material, known as "drop-out", would then accumulate and require further handling. The solution to this problem was not an easy one. Sophisticated mixing equipment was employed to condition the feed to the dryers. As attempts to minimize drop-out with this approach failed, the only recourse was to collect the material with conveying systems and recycle it back to the plant or dispose of it. The additional costs of handling this material reduced the attractiveness of the flash systems and opened the door for the development of a new, more cost effective coal drying system. Due to the nature of the problems experienced by the flash systems, fluid bed systems were considered. Fluid bed dryers were being used in other industries at that time but had no operating history in the coal industry. Dorr-Oliver transferred technology from other industries and built the first fluid bed drying system for fine coal.

INTRODUCTION The flotation of minerals from their ores in flotation cells involves understanding many chemical and physical processes ranging from electronic events in the bulk mineral and in the mineral surface regime. molecular events at interfaces, the statics and dynamics of thinning and rupture of microscopic to molecular intefacial films, the fluid mechanics of bubble- particle events, the dynamics of air-water-solid colloid states in a flotation machine, etc. etc. D.W. Fuerstenau, whom we honour in this symposium has made unique contributions to many of these diverse physico-chemical and technological sub-processes. The present paper is concerned with a number of observations of the behaviour of minerals in flotation cells and the surface science of some mineral sulfide-water systems. We do not intend to be comprehensive in our analysis, but rather to highlight the challenges that face the scientific masochist who chooses to understand "froth flotationn. In what follows, emphasis is placed quite deliberately on technologically relevant, dynamic or realistic flotation processes i.e. the recovery in a froth of a given sulfide mineral particle of a given size and history from synthetic or actual ores in a flotation cell. Short-hole horizontal degasification systems have been utilized in Island Creek's Virginia Division mines since 1986. These systems remove methane from the coal seam in advance of longwall mining. Without an in-seam methane drainage program, methane liberation rates from the longwall faces may exceed 0.47 cu m/s (1,000 cfrn), requiring 47 cu m/s (100,000 cfm) of air for adequate dilution capability. Optimization of the degas systems has enabled methane liberation levels and the associated ventilation requirements on the longwall faces to be reduced by 50 to 80 percent. Since the inception of the first degas system at the Virginia Pocahontas No. 6 Mine, Island Creek has developed an overall methane drainage program designed to maximize gas production and minimize ventilation requirements for methane dilution. Gas production from the degas systems is affected by four main design criteria: (1) hole location, (2) hole length and spacing, (3) collection system capacity, and (4) time available for drainage. Drilling equipment and materials for the gas collection system are selected to meet the necessary criteria while minimizing manpower requirements. Benefits gained from reducing methane liberation rates from the longwall faces are fourfold: (1) improved safety due to lower methane concentrations in the face area, (2) fewer production delays caused by excessive methane concentrations, (3) lower fan operating costs resulting from reduced air requirements, and (4) enhanced worker comfort resulting from lower air velocities and less dust generation.

Mineral models provide a systematic and comprehensive approach for analyzing and fore- casting the behavior of mineral markets and industries.' They also permit the analysis of a wide range of policy decisions. Obviously such models cannot capture all of the intricate relationships that shape the behavior of a mineral market. However, such models have become extremely useful and in many cases support the decision making approach of judgmental analysts. They tend to narrow the range of likely outcomes and thus reduce the risks and uncertainties of investing, trading, and speculating in minerals. Mineral models provide not only answers to "what-if" questions, they also inform analysts of the benefits and costs associated with mineral investment decisions. More recently they have been applied to specific mineral issues of the possible impact of buffer stock stabilization schemes and of import supply restrictions. Mineral Models Defined Because mineral models are so diverse, we must begin with a fairly broad definition. A mineral model is a formal representation of a mineral market, industry or system where the behavioral relationships included reflect the underlying economic and engineering factors as well as the political and social institutions. Of ten, but not always, a mineral model will consist of some combination of the following components: demand, supply, inventories and prices. Modeling of demand behavior normally begins with an interpretation of basic demand responses to prices and income (i.e., the associated price and income elasticities). Price elasticities vary among different minerals and among their diverse uses. They tend to be lower for minerals without close substitutes than for those where such substitutes exist. In addition, these elasticities vary with time as well as with the actual excess demand or excess supply. Variations like these, coupled with the relative instability of prices for a number of minerals, make explanations of demand behavior difficult. The degree to which demand responds to changes in income depends on the income elasticity of the end products to which the minerals serve as inputs. Those products with a relatively low income elasticity tend to experience proportionally smaller swings in sales than those with higher elasticities. The transmission of demand cycles to minerals producers comes through a series of stage-of-process effects. Demand measurement also is influenced considerably by mineral substitution patterns. The cross-price elasticity of a competitive or complementary commodity also varies with minerals, markets, and time. Where minerals easily substitute for one another, as in the case of cop- per and aluminum in electrical conductor applications, cross-price elasticities are relatively high. Introduction A prime goal in the design and operation of uranium milling waste or tailing disposal systems is to mitigate adverse effects of tailing liquid on the adjacent groundwater. Adverse effects are often defined as modifying the groundwater quality in such a manner as to have detrimental health effects on downstream users. To accomplish this goal, the following three types of systems are employed with regard to the seepage and groundwater aspects of waste disposal: Type I Systems Seepage is allowed to occur unabated from the tailing disposal facility. Detrimental radionuclides and chemical elements are prevented from causing adverse downstream effects by natural purification actions in the subgrade geologic materials and the near zone groundwater. Monitoring is required to assure the predicted natural purification is occurring. The consequences of seepage loss is minimal since the m be predicted with current investigation and analytical techniques and can be evaluated as to effectiveness during operations. Type II Systems Seepage is partially retained in a waste impoundment or leakage from a designed retention system is anticipated. Natural purification is relied on for controlling migration of detrimental radionuclides or chemical elements, or contingency planning is employed to collect and return the tailing liquid to the impoundment. Installation efforts and concern for escape of tailing liquid are greater than for Type I systems, but extra precautions to preclude all seepage are not implemented. Monitoring is required to detect leakage and/or assure the natural purification of escaping tailing fluid. The consequence for accidential excusions are moderate, and will be excessive only if massive system failure occurs. Type III Systems Seepage is totally restricted by a costly system constructed and operated with extra care. Natural

It encompasses every facet of terrestrial mining but with the unique addition of a superimposed liquid overburden, which is itself mineralized. It is the unique aspects of marine mining that are discussed in this section. In keeping with the times, a systems approach is taken in the presentation of the material. The environment is first described, and this is followed in logical sequence by the common requirements for working there, then the mineral exploration phase, the exploitation and, finally, the operational restraints imposed by man and nature. Free use is made of tables and figures from original and published works and extensive listings of reference material round out each section. The title "Marine Mining" was chosen in preference to ocean or underwater mining because it is broad enough to include oceans, beaches and inland seas. The selection of terms sometimes may seem odd but they have not been chosen arbitrarily. All things are reduced, where possible, to basics and defined. Applying systems terminology, the word "platforms" is used in the functional sense and includes not only airborne, waterborne and fixed platforms, but man himself in his capacity as a working diver. If there is confusion it is often because of familiarity with a word in a context personal to the reader. For example, what does extraction mean to you-or mining or exploitation? Cost data have been interspersed throughout the section whenever they could be obtained. The use of these data should be tempered with understanding because no two situations are alike and improvements in marine technology are constantly being made. The names of individual authors are listed with each subsection. Where no name is given, the responsibility has been that of the senior author. Acknowledgment is sincerely made to the U.S. Bureau of Mines, and latterly the National Oceanic and Atmospheric Administration, for encouraging and supporting the preparation of the work ; to the secretarial staff at the Marine Minerals Technology Center and to Donald Eisman for editing. To the many other contributors who may not be listed by name, grateful acknowledgment is also due. It is hoped that the chapter will be useful to the practicing mining engineer who suddenly is assigned to marine work or to the experienced marine engineer who is equally suddenly assigned to mining work. It is not possible to put "everything-you -need-to¬-know" into one section, but. the very full bibliographies at the end of the text should adequately fill in for those who wish to know more. 20.1-THE MARINE ENVIRONMENT Marine mining is set apart as a separate discipline by the marine environment. The following subsections describe the environment from the point of view of the physicist, the chemist and the geologist. The interrelationship of these disciplines with the economic mineral potential of the oceans and seas is apparent from the description of the marine mineral resources. The marine environment is an extremely complex natural phenomenon with which the marine mining engineer must learn to live. It can be the source of his wealth or his frustrations and sometimes both. It can never be ignored.

A study was made to determine those petrographic parameters that are correlative with carbonate-aggregate quality as indicated by the Los Angeles abrasion and absorption tests. Samples collected at 28 sites in northern and eastern Indiana were analyzed petrographically, chiefly for void content, grain size, grain-size variation, grain shape, and grain interlock. Most of the sampled sites are in the belt of Silurian rocks of east-central and north- western Indiana. Though a few sites lie outside this belt, most of these have only a thin Devonian section above the Silurian. Three sites are non-Silurian and are included for comparison. Most of the samples studied are from Middle and Upper Silurian units. Both biohermal and nonbiohermal facies are included. The biohermal rocks are typically dense but vugular, finely crystalline granular dolomite. Nonbiohermal facies are porous, medium to coarsely crystalline, granular dolomite with dolomite rhombs The Los Angeles abrasion losses ranged from 20 to 46 per cent, the rocks in the eastern part of the state showing the higher values. Absorption tests indicate the same general quality trend. Comparison of petrographic studies with Los Angeles abrasion- and absorption-test results indicate the following correlations. (1) As per, cent of voids increases, quality decreases. (2) As average grain size increases, quality decreases. (3) Variations from mean grain size appear to have no effect on the quality. (4) As angularity and roughness of the grains increase, quality increases. (5) As grain-to-grain interlock increases, quality increases. Variations in the calcium-magnesium ratio have no apparent effect on aggregate quality, except as they affect the texture.

The past two decades has seen the application of the mechanical flotation machine, originally developed primarily for metal1iferous ore beneficiation, increasingly applied to cleaning coal in the 28x0 T. Mesh size range. Internal cell hydrodynamic studies of mechanical flotation machines of all sizes, as well as computer aided modeling studies of flotation kinetics has, within the last five years, established a basis for optimizing coal flotation circuit design and machine operation, and has a1 so pointed a way toward improvements in mechanical flotation machine design for the future. Consideration of the trend toward increased fines produced by current mining techniques, as well as the environmental need for a progressively cleaner product, lends support to basing the design of the mechanical coal flotation machine of the future on finer feed; below 100 microns in size. Future types of mechanical flotation machines, which may satisfy the fine coal cleaning requirements for a significant improvement in product grade while maintaining the combustible recovery levels of current technology, are discussed.

DESIGN BASIS Size of Project The size of the project generally is expressed in tons of ore milled per day, but company policies differ widely in this respect with a few adhering to this set figure but many expecting the design capacity to be liberal. To some companies that follow the latter practice a 25,000-tpd milling plant that cannot reach 30,000 or 35,000 tpd with¬out major additions is a disappointment. The engineers responsible for planning the operation must know what is intended. Other projects are sized according to the tonnage of product rather than of mine ore; examples are iron ore mills that express size in terms of tons per year of pellets or high-grade concentrates, heavy minerals plants in tons per year of rutile or ilmenite, cement plants in barrels per year, potash in tons per year of muriate, phosphate in tons per year of washer rock and flotation concentrate, and others. However, tons per day milling rate is also the common denominator in most of those instances because the major equipment has to be selected on that criterion. Equally important are operating schedules, particularly the number of operating days per week and shifts per day for ore delivery, crushing, grinding, and processing. Hours per shift also are an impor¬tant factor in design, particularly in the case of ore delivery, and the lost time expected for maintenance, cleanup, inspection, preventive maintenance shutdowns, and many others, has to be taken into ac¬count. Frequently, the ore deposit will vary in hardness and grade to such a degree that the capacity of the mill will vary widely from year to year and cannot be expressed as a fixed figure, but rather as an average over a calculable period, such as ten years, or as a specific daily capacity over the first two years, next four years, etc., or some similar projection. A good example of this kind of situation is Asarco's Mission operation 15 miles southwest of Tucson, Ariz., described by Weiss and Vincent,1 where the major rock types differed widely in hardness, so that a change in the proportion of these types in the mill feed could have imposed difficult design problems if a constant tonnage rate had been expected. Expected Life The life of a mining operation depends upon the size of the deposit and the rate of mining. The latter is a policy decision based on an economic analysis2 which, in turn, is based on many factors. From the point of view of mill planning, the estimated life of the operation determines many criteria and affects many decisions on strength of structures and degree of protection of men and materials, the quality of the materials-handling and process machinery, the type of delivery systems for ore to the mill and concentrates to the smelter or market, environmental considerations, and many others. Costly installations that may be excellent investments for a 20-year project may be waste¬ful for a 5-year operation. An example is the comparison of different methods of crushing or grinding. Take single- vs. multiple-stage grind¬ing-the former may be found more economical for a 5-year operation, and the other, more costly method more economical for a 15- to 20-year life. Mining and Ore Transportation The mining method and the means of transportation of the ore to the first crushing stage have far-reaching effects upon mill design, particularly the crushing sections, and upon site selection (see Chapter 2, Situation of Mill). Consequently, mill design cannot advance until the mine planning has reached at least tentative decisions concerning these important matters, or reach the final stages until much is known about the ore that may be expected month by month and year by year for a reasonable period. Methods of ore transportation used in over 90 underground and open-pit mines are listed briefly in Section 32 (Table 1), and more detail is found later in this section and in Section 10, Storage and Transport. These methods include surface railroad, trucks, conveyors, surface skips, underground skips, and tramming from hoist or tunnel. In surface mining, transportation of the uncrushed ore by rail or truck to the primary crushing plant-conveniently located for lowest overall cost-is most common. Rail transportation provides low perton-mile costs. Truck transportation, though in some cases less eco¬nomical, is more flexible and more adaptable to mountainous terrain; furthermore, recent improvements have reduced the operating costs to keep trucks competitive on low-grade ores. The design of the primary crushing plant will be essentially the same whether delivery is by truck or rail, but the location of the plant is subject to more rigid restrictions in the latter case because of grade limitations, and these in turn may adversely affect the selec¬tion of the mill site as well. The influence of truck haulage in reducing the stripping ratio in open-pit mines is an added reason for predicting a minor role for rail transportation in the future. The use of conveyors to transport ore from the pit to the milling plant involves (in most cases) crushing the ore to a reasonable size (10 to 20 in. maximum with today's crushers) before conveying. The Twin Buttes system3 which went into operation in late 1969, utilizes primary crushers (two) and conveyors to receive rock waste, ore, and low-grade stockpile material from trucks, then transport them to the appropriate destination. Flexibility is dependent upon the porta¬bility of the primary crushers. In the face of this development, inclined skip hoists are no longer important to the mill designers. Underground mines generally pose fewer problems of design; these will be discussed in Chapter 2. Character of Deposit The degree of homogeneity of the ore in various parts of the mine is an important factor. The characteristics that concern the millman (approximately in order of importance) are: hardness, assay, metallurgical response, size distribution,4 and moisture content. Under metallurgical response may be included degree of oxidation, mineral¬ogy, clay content, and reagent consumption, as well as process re¬sponse in general. Short-term variations-hour-to-hour, day-to-day, or even week-to-week-make operation of the plant more difficult, require greater flexibility of process design and, perhaps, also require more instrumentation and manpower. 15.1 INTRODUCTION The mine development process, as discussed in Chapter 2, is a series of data gathering and analysis steps. As the mine development process proceeds, information about the geology, mineability, and metallurgy of a particular deposit is continually generated, along with environmental information regarding project permitting status. As data are obtained, checkpoint evaluations are typically conducted to determine the economic viability of the particular deposit. Although the project evaluation process was discussed at length in Chapter 2, a brief review of the process is presented here to "set the stage" for the discussion on economic analysis of heap leach projects. Figure 15.1 (MacKenzie, 1980) presents an overview of the sequential process of mine development. Once the deposit is discovered or acquired, an initial delineation program can be undertaken to expand the project's geologic, mining, and metallurgical data base. At the end of this initial program, the direction of the project is evaluated. The company can either abandon the project, postpone it, develop and mine it, or gather additional data in hopes of improving the project's economic viability. If the company continues gathering data, then another decision point and evaluation will be required. This process may continue until the company either decides to postpone the project or develop and mine it. A project may be postponed indefinitely, typically in hopes of improved metals prices. Certain holding costs, such as land or royalty payments, may be associated with postponement. In general, once a company goes through two evaluations, the project is less likely to be abandoned. For this discussion, it is assumed that the company will undertake initial, second, and third delineation programs to gather sufficient geologic, mining, metallurgical , and environmental data to justify a positive production decision from the second or third economic evaluation. The objectives of the first delineation program will be to confirm and expand upon the available information about the deposit. During the second delineation program, development funds should be directed toward identifying the critical project items (i .e., ore reserves, mineralogy, mineable grade, metallurgical recovery, etc.) that must be resolved before making the production decision. This second economic evaluation can be used to determine which metallurgical concept will be applied to the project: heap leach or a traditional agitation-type leach plant. If the proper work has solved key project concerns in the second program, a production decision may be made from that evaluation.
