"A ventilation study using tracer gas was conducted at a western US coal mine. The objective of the study was to evaluate the movement of longwall face air exchanges between the face and worked-out area and to document the presence or absence of face airflow pathways between these locations. The mine operator uses a bleederless longwall ventilation system with a back return and a blowing mine ventilation system. The study was conducted on an active panel and included both underground and surface monitoring sites. The study used sulfur hexafluoride (SF6) released as a slug on the longwall face and in the front of the gob inby the face. The velocity of the tracer gas movement in the gob was 0.019 m/s (3.7 fpm). The rate of movement for the overall tracer gas slug averaged about 0.0091 m/s (1.8 fpm). A separate tracer gas test initiated with the release of SF6 into the legs of the first shield showed the existence of more than one pathway of face air in the general direction from the headgate towards the tailgate corner. Maintaining adequate ventilation air on longwall faces is important for worker safety and for the dilution of methane emitted from the face and caved gob. A more detailed characterization of longwall system air and gas movement allows a mine to better assess its ventilation design for controlling gas on the face and in the gob. INTRODUCTION During a series of stakeholder meetings, a near unanimous concern was expressed related to maintenance of effective ventilation airflow on longwall faces. There was a strong interest expressed regarding the impacts of face length and caving characteristics on the ability to maintain adequate face airflow levels. This study seeks to understand and improve a mine operator’s ability to monitor and control ventilation and methane concentrations across the longwall face by assessing airflow variations in terms of roof caving characteristics and face length. National Institute for Occupational Safety and Health (NIOSH) researchers seek to identify flow paths of ventilation airflow on longwall panels with variations in roof caving characteristics and longwall face lengths. The project research aims to develop an understanding of the role of gas dynamics in variable broken rock, interactions with ventilation airflow and methane concentrations across the longwall face area. The research also addresses continuous ventilation monitoring along the shield line to provide early detection of gas exchanges between face and gob, and thus improve a mine operator’s ability to monitor and control ventilation and methane concentrations around the face. In the context of this paper, the longwall gob refers to the pillared area behind the shields. This work reports on results from one project task to conduct field based research using a tracer gas to describe face air and gob area gas movement in a bleederless longwall ventilation system that incorporated a back return."

Factors that have influenced mineralization in the Valley and Ridge and Piedmont provinces in Alabama are not clearly understood. Lithology and structure are recognizable factors in the Valley and Ridge province, where barite, lead, and zinc sulfides occur in structurally complex areas of Cambrian and Ordiovician carbonate rocks. Metal mineralization in the Piedmont province indicates a complex relationship with factors such as favorable host rock, proximity to intrusive or high-grade metamorphic rocks, several metamorphic events and separate or related structural events. Lineaments, as used herein, refer to naturally occurring linear features consisting of topographic, vegetative or soil tonal alignments that are at least partially continuous for distances greater than a mile (Lattman, 1958). Lineaments in Alabama were first recognized by J. G. Newton in 1970, using Apollo 9 series photographs. Subsequent studies delineated the features (Powell and others, 1970) and suggested relationships to structural and hydrologic factors. More recent work has explored relationships to mineralization, environmental geology and the tectonic framework of the Appalachians (Drahovzal and Copeland, 1970; Drahovzal and Neathery, in press). The lineaments recognizable on Apollo 9 photography probably represent fractures, some of which may reflect geofractures that bound major basement blocks. The lineaments defined in Alabama range from about 4 miles to nearly 200 miles in length. Most of the lineaments are straight, but some are arcuate; some appear to terminate at the intersections with other lineaments but most cross each other with no offset. Some lineaments pass through areas of structural disruption such as terminations, offsets and changes in structural style, but others show no such relationships. The last 10 years have seen a dramatic increase in the requirements for product coal quality control. This has led to electric utility sulfur scrubbing, metallurgical blast furnace optimization and coal producer blend and yield optimization. To achieve this improved level of control, coal producers are designing facilities that emphasize new technology. New facilities will be designed and existing facilities will be retrofitted with state-of-the-art technology to meet quality control standards that are dictated by the market. The first step in designing for process control requires the identification of those parameters to be controlled and the upsets that can cause variances in the final shipped product quality. The most common parameters that require control are the surface moisture (%), ash (%), pyritic sulfur (%) and gross calorific value (Btu). Total moisture is that moisture that exists on the surface of the particle and is inherent in the particle itself. For the purposes of control, the total moisture is monitored, while surface moisture is controlled. Ash is the inorganic residue remaining after all other constituents are burned away at 75O°C( 1382°F)(ASTM, 1992). Sulfur is the amount of total sulfur that exists either as pyrite (FeS2), inorganic sulfate (FeS04), or organic sulfates (C4H4S) (Leonard, 1979). Currently, pyrite is controlled and total sulfur is monitored. The gross calorific value is the amount of heat produced when a unit quantity of coal is ignited under specified conditions. In this case, a l-g (0.03-oz.) sample of coal is ignited in an isoperibol waterbath and the temperature rise of the water bath is observed. The moisture and ash-free (MAF) Btu is relatively constant for a given seam, resulting in the whole calorific value being a function of the moisture and ash levels (Leonard, 1979).

The U.S. Virgin Islands consist of three major islands (St. Thomas, St. John, and St. Croix) and some 50 smaller islands that are located primarily along the coasts of St. Thomas and St. John. St. Croix, the largest of the islands, is located approximately 160 km south-southeast of San Juan, Puerto Rico and is about 218 km in area (Fig. 1). St. Thomas, the second largest island is located 64 km east of Puerto Rico and incorporates approximately 77 km2. St. John is located immediately to the east of St. Thomas and incorporates approximately 49 km2. The climate in the U.S. Virgin Islands is maritime tropical. The average annual rainfall at higher elevations is 127-152 cm and at lower elevations 51-76 cm. There is no well-defined wet or dry season. Temperatures generally average in the 80's (F°) with only a 5°-7° F variation throughout the year.

"Ventilation systems are not only an integral part of any underground mine design but are a significant contributor to the mine’s capital and operating costs. The ventilation and cooling design systems presented in this paper were part of the prefeasibility evaluation of an underground platinum mine in South Africa. The mine would ultimately operate at the depth of 1,200 m below surface with a proposed 4 Mtpa production rate. The proposed mining operation is a highly mechanized operation using diesel equipment. Significant daily production rate, large amount of equipment and expansive nature of the operation, contributed to a challenging while flexible ventilation design requirements. This paper presents how to safely and efficiently optimize capital expenditure and operating costs associated with the mine air cooling and refrigeration system through practical ventilation design practices. Successful capital and operational savings by modulating installation and commissioning of refrigeration facilities can influence the economic realization of such systems. The adapted planning and design approach provided a cost-effective advantage while complying with design safety and regulations. INTRODUCTION This paper outlines a prefeasibility evaluation of the heat loads and related cooling system to be employed at the proposed platinum mine. The paper also provides appropriate details for a comprehensive understanding of the applied methodology. The proposed mine will be a trackless underground operation using a combination of mining methods. Initially, ore zones with vertical thicknesses greater than or equal to 18 m will be mined using the long-hole stoping (LHS) method, while thinner ore zones will be mined using mechanized drift-and-fill or drift-and-bench methods; hence, a highly mechanized operation with LHDs, trucks, drill rigs, personnel carriers, etc. is envisioned. Broken rock (ore and waste) will be transported by the means of trucks to the main passes (ore and waste) and collection points. Mining zones identified in the project occur at depths ranging between approximately 700 m to 1,600 m below surface. Primary access to the mine will be via a 1,100 m deep, 10 m diameter production shaft (named Shaft No. 2), three additional shafts will be sunk to provide future ventilation and production support. Three main access levels are established as primary haulage levels and include a series of interconnecting ramps. Additional mining sublevels will be developed as necessary. Figure 1 shows the proposed shaft locations and main access levels in a 3-D elevated view. Mining is performed using highly productive mechanized methods. For this reason, an annual ventilation estimate is based on requirements for mobile equipment (i.e., 0.06 m3/s/kW). The air requirements imposed on the underground operation is further influenced by equipment heat loads, auto compression, and virgin rock temperature, as the main sources of in-mine heat."

Video technology coupled with datalogging exposure monitors have been used to evaluate worker exposure to different types of contaminants. However, previous application of this technology used a stationary video camera to record the worker?s activity while the worker wore some type of contaminant monitor. these techniques are not applicable to mobile workers in the mining industry because of their need to move around the operation while performing their duties. the Helmet-Cam is a recently developed exposure assessment tool that integrates a person-wearable video recorder with a datalogging dust monitor. these are worn by the miner in a backpack, safety belt or safety vest to identify areas or job tasks of elevated exposure. After a miner performs his or her job while wearing the unit, the video and dust exposure data filesare downloaded to a computer and then merged together through a NIOSH-developed computer software program called enhanced Video Analysis of Dust exposure (eVADe). by providing synchronized playback of the merged video footage and dust exposure data, the eVADe software allows for the assessment and identificationof key work areas and processes, as well as work tasks that significantlyimpact a worker?s personal respirable dust exposure. the Helmet-Cam technology has been tested at a number of metal/nonmetal mining operations and has proven to be a valuable assessment tool. mining companies wishing to use this technique can purchase a commercially available video camera and an instantaneous dust monitor to obtain the necessary data, and the NIOSH-developed eVADe software will be available for download at no cost on the NIOSH website.

When we were asked to prepare a paper on gold to be part of the Economics of Precious Metals session, our immediate thought was that we should address the question of supply. Are the existing mines of the world capable of filling the demand for gold? We recognized that gold does not conform to the normal pressures of supply and demand. Major new sources of production and increased sales might have a very short term effect and depress the price but this does not last very long. Those forces that affect gold prices are very different from the ones economists normally deal with. Factors such as mass psychology, political tensions and fear are certainly more important to the gold price than supply and demand in today's world.

"PROJECT OVERVIEWThe Liantang/Heung Yuen Wai Boundary Control Point (BCP) and Associated Works will be the seventhland crossing between Shenzhen and the Hong Kong Special Administrative Region (HKSAR) of China.The project includes site formation of about 23 hectares of land for the development of the BCP and anapproximately 11-kilometre (km) long dual two-lane trunk road (the “Connecting Road”), connecting theBCP with the existing Fanling Highway. The route alignment is within a relatively rural area of HongKong, with very limited similar infrastructure works carried out nearby. It passes beneath bothmountainous terrain, and alluvial plains, and falls within an area of several major regional faults andassociated metamorphism, resulting in a complex variety of ground conditions.ALIGNMENTThe Civil Engineering and Development Department of the Government of the Hong Kong SpecialAdministrative Region carried out extensive public engagement in selecting the alignment of theConnecting Road. Over 70 consultation forums with public bodies, including the District Councils, RuralCommittees, local representatives, etc. were held during the alignment design process. In order toalleviate the concerns of various nearby villages, and to minimize land clearance and environmentalproblems, the original alignment of 10 km long (3.5 km of tunnels and 6.5 km of viaducts) was revised toits final alignment of 11 km long which comprises 5.7 km of tunnels, 4.3 km of viaducts and 1.0 km of atgrade roads.The finally adopted alignment commences at the southern end with an interchange with the existingFanling Highway, part of Route 9, which is a dual three lane expressway currently being widened to dual4 lane. Alongside the expressway is the main rail connection to the mainland of China, and theinterchange viaducts connecting to the southern portal of the Lung Shan tunnel must cross over thisrailway. The southern portal is located in the foothills of Lung Shan, and the 4.8km long tunnel is alignedin a north-northeasterly direction. The southern half passes under mountainous terrain of Lung Shan,and then crosses a valley containing the Kwan Tei river. The northern section comprises low hillsseparated by an alluvial plain and Tan Chuk Hang village area. At the northern end, the tunnel turns tothe north-west to connect with Sha Tau Kok road, an existing single carriageway road, with a newroundabout interchange. Mid-way along this tunnel there will be a ventilation building, connected to the main tunnel by a 330m long ventilation adit. To the north-western side of this interchange is the900m long Cheung Shan tunnel, and after this the remaining 4.3km of the highway connecting with theBoundary Control Point is to be constructed as an elevated viaduct. The alignment is shown in Figure 1."

The processing of residues derived from various operations in the mining and metallurgical industry for by-product recovery is becoming more prevalent. A principal target for by-product recovery is flue dust produced by conventional smelting operations. Flue dust from zinc smelters has been processed for many years for the recovery of cadmium (1,2). The cadmium recovery technique which consists of a selective sulfation roast, followed by a water leach and zinc dust cementation, produces a lead cake residue (see chemical analysis in Table I), which consists primarily of lead sulfate.

INTRODUCTION Variations of cut-and-fill stoping are the most com¬monly used methods for mining narrow, nearly vertical veins in the United States. These methods offer the best results for maximum recovery with minimum dilution of ore from veins that are irregular along either the strike or dip. The vein is developed along the strike length in 61 to 122-m (200 to 400-ft) blocks or stopes and vertical lifts of 48 to 61 m (160 to 200 ft). The level development is either on the vein or parallel to the vein with crosscuts intersecting the vein at right angles. Chutes, manways, and haulageways are established in the center of the stopes at the lower level of the ore block. Mining then proceeds by blasting down horizon¬tal cuts of the vein in both directions from the chutes. As the blasting continues to the outer limits of the stope, the broken ore is slushed into chutes. When a complete horizontal cut has been made, the service raise, including chutes, is raised to a height of a few feet from the back and the stope is filled with either sand fill or waste rock. Then the mining cycle is re¬peated until the stope reaches the level above. LEVEL DEVELOPMENT PRACTICES FOROVERHAND CUT-AND-FILL STOPING The two basic methods used are: the development of the haulage drift within the vein, or development of the haulage drift paralleling the vein in the foot or hang¬ing wall with crosscuts intersecting the vein perpendicu¬larly at 61 to 122-m (200 to 400-ft) intervals. The il¬lustrated methods of development show some of the variations which can be used to develop a stope block. Development for cut-and-fill stoping does not require the more elaborate schemes outlined for shrinkage or sublevel long-hole stoping. Many factors must be considered before deciding on a particular development plan and usually the nature of the vein or host rock will dictate which specific method to use. If the vein is relatively straight, then develop¬ment on the vein is feasible. Excessive ground pressures will necessitate the leaving of a sill pillar (Fig. la) and highly fractured or "heavy" ground will require timber¬ing (Fig. 1b). Development on the vein has the advan¬tage of reducing capital outlay and waste handling prob¬lems since the mined rock has value. But removal of the sill pillar is costly and time-consuming. Also, where no sill pillar is left, excessive timbering and subsequent level repair is a drawback. Development in either the footwall or hanging wall is the more common procedure and offers greater flexi¬bility in overall development of consecutive stoping blocks by partially disassociating the level development from stoping (Fig. 2). Chutes, manways, and service compartments com¬prise the next stage of development and are established in a variety of ways. They provide access to the stope, ventilation ducts, and muck removal. Several different development systems are in common use and average costs for each have been developed. Raise borers are used to establish ventilation and ac¬cess from level to level. They are normally reamed with 1.5 or 1.8-m (5 or 6-ft) cutterhead and may either be left bald or lined with a 1.2-m (4-ft) diam corrugated liner plate, depending upon ground conditions. The use of an Alimak raise climber is another effec¬tive method of driving a raise from level to level. The size usually is 2 m (7 ft) square. This will accommodate square-set timber which is later installed. This method of raising is not common, although it is a valuable tech¬nique especially when level spacing is several hundred feet.

Enclosed cabs have been used for many years to isolate workers on mobile equipment in the mining industry for health and safety reasons. These enclosed cabs create a microenvironment for workers where they can be either more protected or more vulnerable to contaminants. Over the past decade, the U.S. National Institute for Occupational Safety and Health (NIOSH) has performed substantial research efforts to improve the air quality inside enclosed cabs of underground and surface mobile mining equipment. In these efforts, NIOSH has partnered with mining companies, original equipment manufacturers (OEMs) and manufacturers of filtration and pressurization systems in a synergistic effort to reduce respirable dust and improve the air quality inside these enclosed cabs. Various field studies over this time have shown an array of results ranging from very minor to very significant reductions (protection factor: 3-89) in respirable dust levels inside these enclosed cabs. In addition to and concurrent with the field work, NIOSH also performed a comprehensive laboratory study to evaluate all the factors involved in cab filtration and pressurization systems and identified those factors that were most significant for an effective system. From this comprehensive research effort, the key components for an effective filtration and pressurization system have been identified in an effort to provide the best air quality to equipment operators inside of enclosed cabs of mobile mining equipment, thus minimizing respirable dust exposure.

Radon in the Environment Radon, as a natural nobel gas, can be detected nearly everywhere in the environment as a decay product of ubiquitous uranium. As it is emanated from soil and rocks measurable concentrations have been found at the surface of soils and in even higher concentrations in enclosed spaces like, for example, mines and buildings. While above soil surface activities caused by radon have been found in an order of magnitude of up to 1 pCi/l (Weigel, F. 1978), concentrations in enclosed spaces and mines are higher because of the lack of atmospheric circulation. Beside air circulation the relevant figure depends on the Ra226-concentration in the surrounding rocks or building material, as well as on emanation coefficient and the diffusion coefficient. While representative Rn222concentrations in well ventilated buildings are reported to be in an order of magnitude of 1 pCi/l maximum values up to one order of magnitude higher have been found in badly ventilated brick buildings (Ettenhuber, E., Lehmann, R., Clajus, P., 1978) (Aitken, J.H., et al., 1977). Just now it was stated that the reduced air circulation due to German legal regulations on energy conservation will increase radon exposure of the public considerably (Jacobi, W., 1979). Radon in Mines Radon exposure of workers is, of course, a matter of concern in uranium ore mines where relatively high concentrations of the uranium to be mined are present. Measures to protect workers' health have been implemented, based on experience on dose-effect relationship. They serve to meet exposure standards by limiting inhalation of radioactive particles, in reducing radon concentrations or in limiting working hours. Both improved measuring devices and capacity as well as the lower discrimination threshold enable to measure radon concentrations in other mines, e.g. in coal mines. It is known that radioactivity in coal is small compared with that in other minerals and even soil, rocks. Nevertheless, radioactive elements were identified in coal and so the question was whether the concentrations of radon in coal mines might be a subject of concern. The problems encountered when measuring radon in coal mines are described below, as the measuring device has to be flame proofed which is an important additional requirement. Measured radon concentrations in British coal mines have already been published (Duggan, M.J., Howell, D.M., Soilleux, P.J., 1968 (Dungey, C.J., Hore, J., Walter, M.D., 1978). The authors found concentrations of up to 14 pCi/l in Cornish mines. In most cases the values were in the order of 2 pCi/l. These results were consistent with measurements reported from U.S.-coal mines (Lucas, H.F., Gabrush, A.F., 1966). Such concentrations of radon were not considered to represent a hazard for British miners (Ogden, T.L., 1974). In Germany, too, first measurements have been carried out in five coal mines in the Saarland in the 60's. Air samples were taken at different places in the coal mines, dried, fed to an ionisation cell and measured by a device including reference cells. Samples taken at ventilated places showed radon concentrations consistent with the lower British results. They all kept within the standards of the first German regulation on protection against radiation. Measuring the radon daughters was renounced because of the relatively low radon concentrations and the requirements for flame proofness in coal mines. Moreover, it can be ascertained that because of the effective ventilation the disequilibrium factor between the decay products and the radon concentration remains far below the value of one (Muth, H., 1978) (Keller, G.). In 1979 the committee on mine safety and health protection in coal and other mines of the EEC proposed to have measured and evaluated radon concentrations in European coal mines to find out whether they complied with international standards. Great Britain and Germany agreed to this proposal and by commissioning such measurements to scientific institutes complied with the request to harmonize the methods used. In the Federal Republic of Germany, e.g. Westfälische Berggewerkschaftskasse (WBK) and Staatliches Materialprüfungsamt; Dortmund (MPA) were requested to carry out the measurements in coal mines of the Ruhr coalfield whereas Saarberg Interplan was responsible for the Saar coalfield. The WBK measurements are reported in later paragraphs.

The Sotra Link Project is a major infrastructure project in Norway involving the design, construction, financing and maintenance of several underground and surface structures between Sotra island and the city of Bergen, among them 23 tunnel portals, 12.5 km of tunnels and a 900 m long suspension bridge. This paper describes the benefits in applying a Building Information Modelling (BIM) approach to tunnelling, from Early Design to the Detail Design Phase. The BIM application to the Sotra Link Project resulted in several improvements, such as efficient handling of clashes and inconsistencies, deeper understanding of effective design choices (reduction of errors), more efficient communication between designers, enhanced control of project quantities and costs. The advantages of the BIM approach during the ongoing Construction Phase are also explained.

"Bull Mountains No. 1 mine of Signal Peak Energy made another success in its 4 Right pre-developed recovery entry on March 23 and 24, 2015, after the first successful cut-through and shield retrieval of 3 Right pre-developed longwall recovery entry in 2014[1]. Under the same geological conditions, the major difference of 4 Right and 3 Right is the 600 psi Unconfined Compressive Strength (UCS) value of light-weight concrete in 4 Right versus 800 psi in 3 Right. In addition, one more recovery chute was added in 4 Right. The unique geological conditions in this mine include: (1) the low overburden of approximately 200-260 ft, (2) prevalence of roof joints parallel to the face in the sandstone/siltstone dominated overburden, (3) proximity of the Rehder rider seam to the bench Mammoth coal seam, and (4) prompt surface subsidence with the face advancement. The 4 Right recovery entry was 42 ft wide and developed in two stages, 20 ft wide in the inby Phase I, and 22 ft wide in the outby Phase II. The entry roof was reinforced with steel wire mesh/non-metallic recovery mesh, primary bolts, and high-capacity supplemental SUMO cables. After all the support was installed, the entry was completely backfilled with specially designed, cuttable, low-density cement. It took approximately half time to easily cut through the concrete with less dust in 4 Right as compared to the concrete-cut-through time in the 3 Right. The updated study further explored the nature and mechanism of effective roof control approaches in the pre-developed recovery entry of this unique geology mine, aiming at providing the safest working environment for protecting the miners. GEOLOGICAL AND MINING CONDITIONS OF THE RECOVERY ENTRIES Bull Mountains No. 1 mine is located 30 miles north of Billings, Montana, and currently mines bituminous coal from the Mammoth coal seam. The mine employed a conventional recovery face in Panel #1 and pre-developed recovery entries in Panels #2, #3, and #4 (Figure 1). The typical mining and geological conditions are as follows:Overburden Depth The overburden above the Mammoth coal seam in the #1-#4 Right recovery areas is approximately 200-260 ft. This low cover, in combination with specific roof geological features (especially the prevalent roof joints and proximity of rider seam), constitute unique ground movement characteristics when the longwall face advances into the recovery entry if no sufficient roof support is installed."

The Sloan Ranch kimberlite complex is located approximately 130 km north-northwest of Denver in the Precambrian core of the northern Colorado Front Range (Figure 1). A Devonian age for the complex is suggested by the fossil assemblages in limestone xenoliths (Chronic and others, 1969), and by paleomagnetism of the kimberlite (E. E. Larson, personal communication, 1986). The presence of diamond was first reported in rocks from the Sloan diatreme by McCallum and Mabarak (1976). Prior to this time, the distinctive- appearing host rock of the Sloan diamonds had been quarried for use as terrazzo stone; examples may be seen in the floors of the airports in Cheyenne and Laramie, Wyoming. The Minerals Division of The Superior Oil Company obtained a lease on the Sloan property in 1980. During the next four years Superior built and fine-tuned a highly efficient diamond recovery facility, explored and tested the Sloan deposit, and used Sloan as a site for testing numerous exploration techniques for future use in a continuing exploration program in the Colorado-Wyoming kimberlite province. The Sloan property was ultimately determined to be sub- economic, but the lessons learned there have been very helpful in subsequent exploration efforts.

A general model which represents not only batch but also continuous flotation in multi-cell machines is presented. This model considers both the size distribution and the distribution of flotabilities in a size class for valuable mineral particles in the pulp. The general expression is shown to reduce to several previously reported models. In addition, a number of new models are found to arise for different specific assumptions concerning the flotability distribution and/or the size distribution of the particles undergoing flotation. Several of these new models are tested experimentally using laboratory-scale batch and pilot-scale continuous data. Model parameters are estimated from this data and a comparison of calculated recoveries and those experimentally determined are presented. Finally, the influence of the feed rate, aeration rate and valuable mineral content of the feed on the recovery is examined.

Two years ago, about the only US mining ventures that could turn even marginal profits were precious metals. In 1986, the price of gold dramatically increased, as did earnings from precious metals, mostly gold mines. First quarter results for 1987 show that gold will again be the most profitable type of mining in the US. All this money being made in gold resulted in many new mines being opened and hundreds of old workings being re-evaluated. The Society of Mining Engineers has put together a technical program to aid in developing precious metals mines. Problems facing the small miner The small miner has found and started most of the productive mines in the world, says Alfred G. Hoyl, of Coal Fuels Corp., Rollinsville, CO. Hoyl will state his case for small mines development in the opening session of the program. He will make the point that government regulations must never restrict the small mine or miner. And the mining industry must be careful not to crowd out the independent miner. "To restrict small mining is to say to our young men and women entering the mineral industry `There is no place for you as an independent.' Small is a relative term and we must never feel that starting small will restrict our possibilities of becoming big." In the same session, David J. Starbuck, Starbuck Minerals Management, Mayer, AZ will take a look at why smaller precious metals mines are profitable. Mining companies have changed their perspective on reworking previously mined properties. They are looking at abandoned properties in older mining districts. The attitude is that smaller operations in these districts can be profitable with the present economic climate, more advanced technology, and better management. Small, independent mining companies may not have the same resources to draw from as the majors. But there are affordable technologies available that fit into the independents' budget. Betty Gibbs, of Gibbs Associates, Boulder, Co will explain how a personal computer can help a small operation to analyze data more effectively and respond quickly to changing conditions. Scenarios will be developed that will describe how PCs can be incorporated into all phases of an operation. Financial institutions are becoming more willing to consider venture capital for small precious metals mines, according to Stanley Dempsey, Denver Mining Finance Co., Denver, CO. This may be in the form of equity or debt, he says, but they want to receive assurances of the quality of the resource. And they will ask about the ore reserves. Next, the potential lender will want to know about the mining method and en¬vironmental regulations. Dempsey will discuss these requirements. Once a high grade gold mineralization is located and reserves proven, it must be evaluated to determine which recovery process is best suited for this deposit. Robert Martinez, Amselco Minerals, Ely, NV will evaluate processes for such a deposit located in Mexico. Heap leaching, vat leaching, and a carbon-in-pulp circuit are all viable options, he says. A coupled solid and rock fracture mechanics model is used to analyze the blast driven fracture propagation phase, predict propagation rates, and directly measure shockwave and particle velocity. The study incorporates quasi-static pre-stress conditions for different depths below the surface. The scaled experiments include dynamic material properties and quasi-dynamic fracture mechanics which are shown to significantly affect the fracture propagation. The study was performed using three-dimensional cube-type laboratory models fabricated from Polymethylmethacrylate (PMMA). The test cubes are loaded with explosives and resulting fracture networks are studied. The dynamic evaluation of the spatial crack system is monitored using a high speed image camera. An experimental model set-up is designed to indicate the pre-stress effect on deep borehole blasting and is shown that the pre-stress conditions have a decisive influence on fracture profiles and orientation. It is found that shockwaves rapidly exceed the slower dynamic fractures and a majority of cracks occur due to detonation pressure. Experimental testing using different parameters validate that explosive fracturing can predict the outcome of fracture and crack propagation in any rock type with known material properties. This can be accomplished under great stress conditions deep below ground surface. The experimental study results can be applied to a variety of industries such as mining and quarrying, tunneling, oil and gas, and construction.

Capital investments are made for a variety of purposes, from providing incremental capacity at existing operations to developing and implementing new technologies intended to radically improve a company's capabilities. These projects generate very different business opportunities and create value in distinctive ways. For incremental improvements, the capital budgeting process assures at least a loose fit between short-term goals and readily available resources. However, the criteria used to evaluate capital projects often prevent a company from committing to more aggressive goals that lie beyond the firm's current abilities or resources. Such projects may not have clearly identifiable future cash flows, and the degree of interaction with other projects and the nature of the risk incurred may be difficult to estimate. Additionally, by focusing only on quantifiable benefits, the budgeting process often fails to recognize "soft" improvements such as increased operating flexibility or new knowledge generated by such projects. By rejecting these projects, the capital budgeting process may actually harm the company's future competitive position.
