Past EPA groundwater monitoring programs required that contamination not leave the boundaries of a disposal facility. New regulations under the Resource Conservation and Recovery Act (RCRA) require that once hazardous waste constituents are detected beyond the limits of the disposal area, a program to define the rate and extent of contaminant migration must be instituted. Future regulations are likely to include even more stringent groundwater protection criteria. The implications of both the existing and probable future groundwater protection and monitoring requirements in terms of using geologic containment as a means of disposing of hazardous waste are explored in this paper.

Adsorption of sulfide collectors such as xanthate on pyrite has been studied extensively over several decades using a wide variety of techniques. In spite of this, there are unanswered questions as to the identity of adsorbed species on pyrite surfaces -dixanthogen vs. iron xanthate complexes. Far less is known in non-xanthate collector systems. We have used Secondary Ion Mass Spectroscopy (SIMS) successfully in the past to obtain direct evidence for the identity of the adsorbed collector species on copper sulfides, galena and Cu-activated quartz. The present study is an extension of the SIMS analysis to investigate the adsorption of xanthate, dithiovhosphate, dithiocarbamate, and modified thionocarbamates and thioureas on pyrite. Adsorption of these collectors on chalcocite was also studied for comparison. An attempt was also made to obtain SIMS spectra for pure dixanthogens at room temperature. Only in the case of dithiocarbamate (DTC) was there direct evidence for the presence of not only the collector dimer, but also iron-DTC complexes. On chalcocite, only the copper-DTC complexes were detected (no dimer). In the case of xanthate, the collector molecular ion and its S adduct -which are possible fragments from dixanthogen -were detected on pyrite, along with a fragment peak: suggesting Fe2X. For dithiophosphate, the collector molecular ion and Fe(DTP)(OH) complex were detected (no dimer). For modified thionocarbamate and thiourea, adsorption on pyrite was negligible.

The dielectric properties and flotability of different ranks of Argonne Premium Coal samples are presented. The flotability of different ranks of coal are correlated with the dielectric properties and intrinsic moisture (or bound water) content. Measured dielectric properties of as-received coals and other constituents are incorporated into a mixture equation to calculate the dielectric properties of bound water present in the different ranks of coal. The nature of bound water present in low-rank hydrophilic coals is significantly different from that present in high-rank hydrophobic coals. The water molecules present in low-rank lignite have an oriented dipole-dipole interaction and are tightly bound to the surface. For high-rank coals, the water molecules are not bound to the surface and have a randomly distributed clathrate ice-like structure. Controlled thermal treatment can modify the structural nature of bound water present in low-rank hydrophilic coals and increase their flotability.

Introduction Coal is the US's largest indigenous fossil fuel resource and is used to power 57% of this country's electrical generation (NCA, 1986). Congress, however, is focusing its attention on the acid rain issue and public sentiment is leaning toward further curtailments of SO2, NO, and particulates from utility and industrial coal-burning facilities. The Cool Water plant has proven that integrated-gasification-combined-cycle (IGCC) technology can reliably produce economical electrical power while limiting SO2, NOx, and particulates to a rate of only one-tenth of the federal New Source Performance Standards for coal-fired plants. Process water requirements at Cool Water are 40% less than those of a conventional coal-fired utility plant equipped with flue-gas desulfurization units for stack gas scrubbing, thus reducing waste water treatment requirements (Clark and Shorter, 1985). The IGCC technology employed at Cool Water has now been demonstrated to efficiently convert coal to electricity in an environmentally superior fashion. The Cool Water Coal Gasification Program is an unincorporated California association of six partners whose commitment is proving that the integration of gasification with combined cycle power production (IGCC) is commercially viable and environmentally safe. The 120 MW Cool Water plant began commercial production on June 24, 1984. The Program is operating it for a five-year commercial demonstration period. With silica making up more than 27% of the earth's crust, its oxides amounting to more than 59% of the igneous rocks and quartz the most prevalent of the main free oxides, it follows that the mining engineer' is in constant contact with quartz, mainly as a gangue material to be removed as completely and economically as possible and sometimes as a valuable mineral to be purified' for the chemical,, ceramic or glass industries. Water scarcity under desert or semi-arid conditions, dwindling water supplies and difficulties of wet waste disposal in many locations and trouble from freezing in arctic locations make dry benefication more and more desirable. Advances made during the last few years in apparatus and methods and a steadily increasing knowledge of solid state physics are widening the field open to the economical application of electrostatic separation.

"Fostering positive community relations is a principal tenet of sustainable development, but conflict can test even the strongest of relationships. While conflict surrounding resource development projects has the potential to be destructive, it may actually pose opportunities for partnership and collaboration when managed effectively. It is therefore not only important for mineral resource professionals to recognize the financial and social costs associated with legal disputes among project stakeholders, but also for them to prioritize resolving social conflict using alternative channels that allow for win-win outcomes. A variety of dispute prevention and resolution techniques do exist, but successful practice is not yet the norm. Here we review the sources and consequences of social conflict in the context of mining projects, and discuss typical and alternative approaches to conflict management in light of their respective benefits and drawbacks. We also suggest implementation of conflict resolution lessons into resource-related university curricula as a critical step in the continued shift of the mining industry towards sustainable development. INTRODUCTION Social conflict is a recurring phenomenon in the human experience and serves as a critical mechanism for change [1-5]. It occurs when two or more parties perceive that their needs and interests are in direct competition with each other and believe they cannot be reasonably accommodated. Conflict over mineral resource activities, particularly the distribution of benefit and risk, has become an omnipresent issue throughout the world [6-7]. Contrary to common perception, however, conflict can be a positive, transformative encounter in some instances [2, 8-11]. For this to be possible, society and its acting agents must reconsider how to address conflict. What if conflict were only a challenge to try something different? It is well-understood that the mineral industries must manage an increasingly significant volume of social conflict [12-13], which can be a costly externality impacting all of whom are involved. We commonly consider conflict in a two-party sense, but this deeply over-simplifies the true number of stakeholders. Besides mining companies and community members, government policymakers and regulators, public interest groups, and judicial systems, to name a few, bear the social expenses of poorly-managed conflict [4, 6, 12, 14-22]. It is desirable for interested parties to participate actively in a constructive way to pursue their needs rather than contributing to adversarial relationships, operational problems, and legal costs [1, 4, 12]. Some mining companies are of course already working to develop more productive relationships with their stakeholders, but there is undoubtedly still a gap between ideal and common practices. This gap can inhibit collaboration and threaten the potential for mutually-beneficial resolutions to complex social issues [12]."

The United States Environmental Protection Agency (EPA) is charged under the Federal Water Pollution Control Act Amendments of 1972 with establishing effluent limitations which must be achieved by point sources of discharge into the navigable water of the United States. Section 301 (b) of the Act requires the achievement by not later than July 1, 1977, of effluent limitations for point sources, other than publicly owned treatment works, which are based on the application of the best practicable control technology currently available as defined by the Administrator pursuant to Section 304(b) of the Act. Section 301(b) also requires the achievement by not later than July 1, 1983, of effluent limitations for point sources, other than publicly owned treatment works which are based on the application of the best available technology economically achievable which will result in reasonable further progress toward the national goal of eliminating the discharge of all pollutants, as determined in accordance with regulations issued by the Administrator pursuant to Section 304(b) to the Act. Section 306 of the Act requires the achievement by new sources of a Federal standard of performance providing for the control of the discharge of pollutants which reflects the greatest degree of effluent reduction which the Administrator determines to be achievable through the application of the best available demonstrated control technology, processes, operating methods, or other alternatives, including, where practicable, a standard permitting no discharge of pollutants.

In contrast to the rather generalized title of this paper, the subject of discussion will deal with two specific cases of sliding in glacial lake clays in northern Michigan. The slides in question occurred on lands owned by the Upper Peninsula Power Company a short distance south of Lake Superior. Slope failure problems have plagued the Company's operations for many years. It is hoped that this paper may provide some insight into the causes and possible mechanisms of clay slides in general as well as providing details of the two slides specifically cited. LOCATION The Upper Peninsula Power Company's Victoria facilities lie in section 29, T. 50 N., R. 39 W., in Ontonagon County, Michigan. The power site is situated on the West Branch of the Ontonagon River, approximately five miles southwest of the town of Rockland and only one mile to the southeast of the old mining location of Victoria. The area lies wholly within the Precambrian Shield and it is geologically similar to adjacent parts of Wisconsin, Minn¬esota, and Ontario. (Figure 1). THE VICTORIA HYDROELECTRIC SITE The Victoria hydroelectric power facilities were constructed in 1930 on a portion of the West Branch where meanders are conspicuously developed. The generating station is actually sited on an abandoned meander at a place where valley widening has occurred. Importance of Heading Operations in the West German Coal Mining Industry Every year about 770 km of headings are driven In the seams of the West German coal mines, most of them gate roads, the rest rise headings, to open new faces. In thick seams the heading operations are carried out entirely in the coal, in thin seams the country rock has to be ripped. The total length of 770 km corresponds to a rock volume of roughly 9.5 million m3; this figure underlines the importance of the heading operations in the coal mining industry of our country.

In 2016, a 3.7-ML magnitude event caused by mining activity occurred at a longwall mine in southwestern Virginia which was recorded by the United States Geological Survey (USGS) and felt by local residents. The event was the largest of its kind since a global mine design change by the operator was instituted in 2008 following three large events in 2005, 2006, and 2007 (3.4, 4.3, and 3.4 Moment Magnitude (Mw), respectively). Two of the three pre-2008 events (2005 and 2007) damaged ventilation controls in the mine which fueled a mine fire. In 2016, the mine’s management requested researchers from the National Institute for Occupational Safety and Health (NIOSH) to access geological data and determine what parameters could possibly lead to events of a magnitude of 1.0 ML or greater. Evaluation of 2152 geological data points and modeling revealed three major geological factors in common with the majority of the 181 recorded +1.0 ML events from 2009 through 2016. Ladies and Gentlemen: It is a distinct pleasure and honor to appear before you representing the railway industry as I do, but there is a much closer personal relationship. I am a graduate Mining Engineer and worked in the coal industry for 15 years prior to becoming a railroader only 4 ½ years ago. I have been a member of AIME most of my adult working life and am currently active in the Washington, D. C. Section. While having been in the railway industry only a short time, I have become involved during the recent period of innovation and development of the new railroad technique known as unit train service. I have had the privilege of helping to work out a number of unit train movements to both electric utility companies and to a major steel concern, handling coal from mines on the Southern Railway to the consuming plants. On Southern, our unit trains are all of what I shall describe as shuttle train operations whereas within the railroad industry today several types of service are characterized as unit train service and many don't offer comparable efficiencies.

The Hutti greenstone belt comprising predominantly of low-potassium tholeitic basalt has undergone regional metamorphism of a transition zone between greenchist to amphibolite facies. The important mineral constituents of the volcanic suite are amphibole and plagioclase which appear to be the product of regional metamorphism. These minerals have been recognized as the main indicators of metamorphic temperature and pressure. With a view to understand the P-T conditions of metamorphism of the belt, electron microprobe studies were carried out on amphibole and plagioclase and the chemical data was used to decipher the metamorphic conditions. The results obtained indicated a metamorphic temperature of about 6000 c and pressure of 5 kbs. for the Hutti greenstone belt.

INTRODUCTION In June of 1992, the Bureau of Reclamation, United States Department of the Interior, awarded the contract for construction of the Sixth Water Aqueduct to the Fedrick-Redpath Joint Venture. This aqueduct, a segment of the Diamond Fork Power System, Central Utah Project, diverts water from Strawberry Reservoir into Sixth Water Creek and, when complete, will replace the old Strawberry Tunnel which was driven in the early 1900's. The new aqueduct is being built primarily as a result of deterioration of the old tunnel, but will also have a higher capacity and more positive control than the old tunnel as well as the capability to incorporate a turbine into the system at a later date. The Fedrick-Redpath Joint Venture is comprised of C.R. Fedrick, Inc. of Novato, California and J.S. Redpath Corporation of Tempe, Arizona. Fedrick, with its experience in pipelines and heavy construction, will construct the 4200 ft surface pipeline and flow control structure; Redpath, the managing partner, performed the underground work consisting of a 600 ft vertical shaft and 3300 ft tunnel. The project is located in the Uintah National Forest, approximately 20 miles east of Provo, Utah at a mean elevation of 7000 feet above sea level.

The coal industry in South Africa is briefly outlined. Test- work carried out on bulk samples of coal in the laboratory and used in the design of the Van Dyks Drift washery are described. Factors affecting the selection of equipment and the designed capacity of the plant are discussed. A description of the crushing plant, washery and load out section is given together with performance data obtained in the final acceptance tests. New features incorporated in the Van Dyks Drift plant and in more recent plants of the Group are outlined.

The U.S. Bureau of Mines has investigated new methods for increasing the selectivity in flotation by creating and regulating reagent concentration gradients within flotation columns at steady-state operation. Gradients were generated and traced in a water-only system with the use of fluorescent dyes, and the effects of various operating parameters on these gradients were investigated. From this investigation, it was found that both gradual and steep gradients could be generated in the froth cleaning zone, and that these gradients could be changed through the manipulation of both physical and chemical operating parameters. The application of reagent-gradient control to mineral systems could improve both flotation grade and recovery in commercial flotation operations without the use of additional flotation circuitry.

"Metro Line 5 in Sao Paulo is being constructed. This lot extends for 4,940 m with twin EPB shield tunnels under a dense and busy urban area, with an excavation diameter of 6.9 m. The tunnels run predominantly in the tertiary soils of Sao Paulo where extensive experience exists from previous EPB shield tunnel projects. However, new experience is being gained in Sao Paulo in shield tunnelling through Saprolite, the weathered product of the underlying Gneiss crystalline basement, through the resulting residual soils and in rock-soil mixed face conditions. Furthermore, experiences in difficult mixed face soil conditions with overconsolidated clay at the face in combination with loose sands at the crown under the groundwater table will be presented. Additionally, the design, operational and controlling approach followed for the shield drive at particular critical cross-sections where the shields were driven close or under buildings. INTRODUCTION Within the framework of Sao Paulo´s metro network expansion, the excavation of the shield tunnels for Metro Sao Paulo Line 5 is currently taking place. The present paper deals with the description of the most relevant features from the construction of the Line 5 – Lot 3 tunnels. The paper presents how particular challenges were dealt maximising potential of EPB shield tunnelling technology. Challenges were posed not only by the difficult boundary conditions of urban shield tunnelling, such as shield drive under buildings, but also by complex geotechnical situations. PROJECT DESCRIPTION The great urban area of São Paulo is one of the biggest cities in the world, with around 20 Million people living in the city and in the suburb area. The city faces great mobility problems and in the last years the government has been investing great amounts on the megacity´s metro expansion. The Line 5 Extension plays an important role to connect the south area to the central area of the city, with a whole extension of 11 kilometres, including 11 new stations. It is estimated that this line will transport almost 900.000 passengers/day. The first stretch of the expansion, Lot 3, consists of two single tunnels, almost 5 kilometres long each, crossing 4 stations. Figure 1 shows details of the Line 5 Expansion."
