"Fostering positive community relations is a principal tenet of sustainable development, but conflict can test even the strongest of relationships. While conflict surrounding resource development projects has the potential to be destructive, it may actually pose opportunities for partnership and collaboration when managed effectively. It is therefore not only important for mineral resource professionals to recognize the financial and social costs associated with legal disputes among project stakeholders, but also for them to prioritize resolving social conflict using alternative channels that allow for win-win outcomes. A variety of dispute prevention and resolution techniques do exist, but successful practice is not yet the norm. Here we review the sources and consequences of social conflict in the context of mining projects, and discuss typical and alternative approaches to conflict management in light of their respective benefits and drawbacks. We also suggest implementation of conflict resolution lessons into resource-related university curricula as a critical step in the continued shift of the mining industry towards sustainable development. INTRODUCTION Social conflict is a recurring phenomenon in the human experience and serves as a critical mechanism for change [1-5]. It occurs when two or more parties perceive that their needs and interests are in direct competition with each other and believe they cannot be reasonably accommodated. Conflict over mineral resource activities, particularly the distribution of benefit and risk, has become an omnipresent issue throughout the world [6-7]. Contrary to common perception, however, conflict can be a positive, transformative encounter in some instances [2, 8-11]. For this to be possible, society and its acting agents must reconsider how to address conflict. What if conflict were only a challenge to try something different? It is well-understood that the mineral industries must manage an increasingly significant volume of social conflict [12-13], which can be a costly externality impacting all of whom are involved. We commonly consider conflict in a two-party sense, but this deeply over-simplifies the true number of stakeholders. Besides mining companies and community members, government policymakers and regulators, public interest groups, and judicial systems, to name a few, bear the social expenses of poorly-managed conflict [4, 6, 12, 14-22]. It is desirable for interested parties to participate actively in a constructive way to pursue their needs rather than contributing to adversarial relationships, operational problems, and legal costs [1, 4, 12]. Some mining companies are of course already working to develop more productive relationships with their stakeholders, but there is undoubtedly still a gap between ideal and common practices. This gap can inhibit collaboration and threaten the potential for mutually-beneficial resolutions to complex social issues [12]."

The United States Environmental Protection Agency (EPA) is charged under the Federal Water Pollution Control Act Amendments of 1972 with establishing effluent limitations which must be achieved by point sources of discharge into the navigable water of the United States. Section 301 (b) of the Act requires the achievement by not later than July 1, 1977, of effluent limitations for point sources, other than publicly owned treatment works, which are based on the application of the best practicable control technology currently available as defined by the Administrator pursuant to Section 304(b) of the Act. Section 301(b) also requires the achievement by not later than July 1, 1983, of effluent limitations for point sources, other than publicly owned treatment works which are based on the application of the best available technology economically achievable which will result in reasonable further progress toward the national goal of eliminating the discharge of all pollutants, as determined in accordance with regulations issued by the Administrator pursuant to Section 304(b) to the Act. Section 306 of the Act requires the achievement by new sources of a Federal standard of performance providing for the control of the discharge of pollutants which reflects the greatest degree of effluent reduction which the Administrator determines to be achievable through the application of the best available demonstrated control technology, processes, operating methods, or other alternatives, including, where practicable, a standard permitting no discharge of pollutants.

In contrast to the rather generalized title of this paper, the subject of discussion will deal with two specific cases of sliding in glacial lake clays in northern Michigan. The slides in question occurred on lands owned by the Upper Peninsula Power Company a short distance south of Lake Superior. Slope failure problems have plagued the Company's operations for many years. It is hoped that this paper may provide some insight into the causes and possible mechanisms of clay slides in general as well as providing details of the two slides specifically cited. LOCATION The Upper Peninsula Power Company's Victoria facilities lie in section 29, T. 50 N., R. 39 W., in Ontonagon County, Michigan. The power site is situated on the West Branch of the Ontonagon River, approximately five miles southwest of the town of Rockland and only one mile to the southeast of the old mining location of Victoria. The area lies wholly within the Precambrian Shield and it is geologically similar to adjacent parts of Wisconsin, Minn¬esota, and Ontario. (Figure 1). THE VICTORIA HYDROELECTRIC SITE The Victoria hydroelectric power facilities were constructed in 1930 on a portion of the West Branch where meanders are conspicuously developed. The generating station is actually sited on an abandoned meander at a place where valley widening has occurred. Importance of Heading Operations in the West German Coal Mining Industry Every year about 770 km of headings are driven In the seams of the West German coal mines, most of them gate roads, the rest rise headings, to open new faces. In thick seams the heading operations are carried out entirely in the coal, in thin seams the country rock has to be ripped. The total length of 770 km corresponds to a rock volume of roughly 9.5 million m3; this figure underlines the importance of the heading operations in the coal mining industry of our country.

The Hutti greenstone belt comprising predominantly of low-potassium tholeitic basalt has undergone regional metamorphism of a transition zone between greenchist to amphibolite facies. The important mineral constituents of the volcanic suite are amphibole and plagioclase which appear to be the product of regional metamorphism. These minerals have been recognized as the main indicators of metamorphic temperature and pressure. With a view to understand the P-T conditions of metamorphism of the belt, electron microprobe studies were carried out on amphibole and plagioclase and the chemical data was used to decipher the metamorphic conditions. The results obtained indicated a metamorphic temperature of about 6000 c and pressure of 5 kbs. for the Hutti greenstone belt.

Ladies and Gentlemen: It is a distinct pleasure and honor to appear before you representing the railway industry as I do, but there is a much closer personal relationship. I am a graduate Mining Engineer and worked in the coal industry for 15 years prior to becoming a railroader only 4 ½ years ago. I have been a member of AIME most of my adult working life and am currently active in the Washington, D. C. Section. While having been in the railway industry only a short time, I have become involved during the recent period of innovation and development of the new railroad technique known as unit train service. I have had the privilege of helping to work out a number of unit train movements to both electric utility companies and to a major steel concern, handling coal from mines on the Southern Railway to the consuming plants. On Southern, our unit trains are all of what I shall describe as shuttle train operations whereas within the railroad industry today several types of service are characterized as unit train service and many don't offer comparable efficiencies.

The U.S. Bureau of Mines has investigated new methods for increasing the selectivity in flotation by creating and regulating reagent concentration gradients within flotation columns at steady-state operation. Gradients were generated and traced in a water-only system with the use of fluorescent dyes, and the effects of various operating parameters on these gradients were investigated. From this investigation, it was found that both gradual and steep gradients could be generated in the froth cleaning zone, and that these gradients could be changed through the manipulation of both physical and chemical operating parameters. The application of reagent-gradient control to mineral systems could improve both flotation grade and recovery in commercial flotation operations without the use of additional flotation circuitry.

Depression of copper sulfides followed by MoS2 flotation is the most commonly practiced technique for Cu-MO separation. Although numerous organic depressants have been developed in the past, a majority of the currently used copper depressants are inorganic compounds (ex. NaHS, Nokes reagent, etc.). A unique advantage of organic depressants over the inorganic compounds is the potential versatility for design of the organic molecule to suit many requirements. The present study was initiated to systematically investigate the structure- activity relationships for a large number of organic complexing agents in comparison with the commonly used inorganic depressants that are often inefficient and hazardous. The results obtained in this study are discussed in light of the useful correlation obtained between practical solution redox potential and depressant activity. Several requirements, such as the presence of an active -SH and hydrophilic -OH or -COOH in the organic molecule, are identified for a reagent to be a satisfactory depressant. Some preliminary results on the desorbability (or destruction) of collector coating on the sulfide surfaces in the non-xanthate collector systems are also discussed.

This paper addresses the problem of seeing into rock. We will consider two methods, first to use radar, or electromagnetic wave pulses, to probe into rock ahead of mining and second to use sonar, or sound wave pulses, to probe into rock. Both are non destructive and capable of giving information on hazards ahead of mining. Such hazards might be a borehole full of water possibly leading to a high pressure aquifer somewhere above the mine level, changes in rock type, or the edge or top of a salt dome. Most of the work described in this paper deals with probing through rock salt which we have done successfully to over 2000 meters maximum range. We discuss first the radar probing and then the sonar probing. "Metro Line 5 in Sao Paulo is being constructed. This lot extends for 4,940 m with twin EPB shield tunnels under a dense and busy urban area, with an excavation diameter of 6.9 m. The tunnels run predominantly in the tertiary soils of Sao Paulo where extensive experience exists from previous EPB shield tunnel projects. However, new experience is being gained in Sao Paulo in shield tunnelling through Saprolite, the weathered product of the underlying Gneiss crystalline basement, through the resulting residual soils and in rock-soil mixed face conditions. Furthermore, experiences in difficult mixed face soil conditions with overconsolidated clay at the face in combination with loose sands at the crown under the groundwater table will be presented. Additionally, the design, operational and controlling approach followed for the shield drive at particular critical cross-sections where the shields were driven close or under buildings. INTRODUCTION Within the framework of Sao Paulo´s metro network expansion, the excavation of the shield tunnels for Metro Sao Paulo Line 5 is currently taking place. The present paper deals with the description of the most relevant features from the construction of the Line 5 – Lot 3 tunnels. The paper presents how particular challenges were dealt maximising potential of EPB shield tunnelling technology. Challenges were posed not only by the difficult boundary conditions of urban shield tunnelling, such as shield drive under buildings, but also by complex geotechnical situations. PROJECT DESCRIPTION The great urban area of São Paulo is one of the biggest cities in the world, with around 20 Million people living in the city and in the suburb area. The city faces great mobility problems and in the last years the government has been investing great amounts on the megacity´s metro expansion. The Line 5 Extension plays an important role to connect the south area to the central area of the city, with a whole extension of 11 kilometres, including 11 new stations. It is estimated that this line will transport almost 900.000 passengers/day. The first stretch of the expansion, Lot 3, consists of two single tunnels, almost 5 kilometres long each, crossing 4 stations. Figure 1 shows details of the Line 5 Expansion."

A naturally aged and synthesized manganese oxide-coated granular media was found in our laboratory to have the capability of the removal of soluble Mn(H) from mine drainage by adsorption and oxidation. Mine drainage commonly also includes other heavy metal ions. Extending this principle, this paper presents the removal of heavy metals including lead, copper, cobalt, zinc and nickel in the aqueous solution by using the synthesized manganese oxide-coated granular media. It was found that the adsorption of lead, copper, cobalt, zinc and nickel on the manganese oxide-coated media follows both Langmuir and Dubinin-Radushkevich adsorption isotherms except in the concentration range less than 0.1 mmole/L. The adsorption mechanism involves the ion exchange between the heavy metal ions and synthesized manganese oxide coated on the media. The synthetic manganese oxide surface has a strong metal binding ability to the heavy metals in the order of Pb2+ > Cu2+ > Ni2+ > Zn2+ > C02+ based on the adsorption results using batch and continuous column operations. The breakthrough curves of these heavy metals showed that the synthesized media could be used effectively in the removal of these heavy metal ions in a cell or packed column. The process can simultaneously facilitate the immobilization of the heavy metals on the synthesized manganese oxide coated media. A subsequent pH adjustment dislodges the heavy metals and regenerates the synthetic media. Thus, the process accomplishes the adsorption, immobilization and concentration of the heavy metal from waste stream in one monolithic procedure.

The San Gabriel Valley contains some of the richest and most extensive sand and gravel deposits in California. Operating quarries within the San Gabriel area mine more than 15 million tons of high quality aggregate per year. This represents about 45 percent of the total mined in the greater Los Angeles area, one of the nation's largest aggregate markets and producing regions. Popular opposition to continued aggregate production in the San Gabriel Valley is high, especially in the city of Irwindale where 40 per-cent of the city's property is made up of "excavated holes," some 150-200 feet deep. Reclamation of 70 years of mining is now an almost impossible task. Zoning regulations have the effect of depleting these vast reserves rapidly by changing the definition of total reserves to include only "legally minable reserves." All but two or three of the aggregate mines now operating will be depleted or zoned out of business by the year 2000. Some studies indicate that there will be no aggregate mining operations by 1995. Recent studies show a drastic change in land use patterns within this valuable mineral resource area over the past 20 years. The San Gabriel Valley is a classic example of the lack of adequate regional planning with regard to urban development in MRA's and represents a "too little, too late" effort by local government and industry.

"Diesel exhaust is a major cause of large number of occupational diseases. Acute and continuous exposure to Diesel Particulate Matter (DPM) can cause numerous health issues including respiratory disease, reduced lung capacity, heart disease etc. The National Institute of Occupational Safety and Health (NIOSH) and the International Agency for Research on Cancer (IARC) consider diesel engine exhaust as carcinogenic. In large underground metal and nonmetal mining operations, regulatory compliance regarding miner’s exposure to airborne particles especially DPM is a big challenge. Complex mine networks add more difficulties in controlling DPM. MSHA relies on the NIOSH 5040 method for DPM compliance. The NIOSH 5040 method is a shift average based method which inherits some limitations. Due to these inherent limitations of the NIOSH 5040 method the concept of real-time DPM monitoring is promoted in the mining industry. Several real-time DPM monitors have been used by the researchers and efforts still continues to improve their measuring techniques and understanding. Real-time monitoring of DPM is vital to gain understanding of rapid changes in the mine atmosphere. The current study highlights the advancement in real-time DPM monitoring and mainly covers a review of several studies in which DPM concentrations were measured by utilizing real-time DPM monitors. INTRODUCTION Ventilation of underground mines is an important aspect of mining operations. Mining is a continuous activity and the ventilation networks in modern mines change with extended developments. Proper understanding of the ventilation network is a key design factor of an optimum mine ventilation plan. An important task of underground mine ventilation engineers is to provide clean air with sufficient quantity to the underground miners (Khan M. U. and Gillies A.D.S. 2015). The amount of fresh air supplied to the mine should be adequate to dilute the concentrations of contaminants present in the mine atmosphere. In the United States it is estimated that diesel powered equipment is used in thousands of mining operations (Stephenson D. J. et al. 2006). Use of diesel powered equipment is an attractive option in underground mines due to its several advantages over other available alternates. Diesel engines are rugged, dependable and fuel efficient (McKinnon 1999). It is common for diesel engines in heavy duty trucks to have a life of 1.6 million kilometers (McKinnon 1999). Looking at the developments in other energy alternatives, it can be assumed that the underground mining industry will maintain its reliance on diesel powered equipment (Anon 2001). DPM is an important source of mine air contamination in many non-gassy underground mines (Khan M. U. and Gillies A.D.S. 2015). Diesel exhaust is harmful for humans. Acute and continuous exposure to diesel exhaust concentrations can cause several health issues. Some of the health diseases caused by DPM exposure are respiratory diseases, reduced lung capacity, heart disease, and lung cancer (National Research Council. 1981, Mine Safety. 2005). In addition, NIOSH regards diesel exhaust as “potential carcinogen” (Centers for Disease Control 1988) and IARC has declared that “diesel engine exhaust is carcinogenic to humans” (IARC 2012). NIOSH has also declared that the reductions in DPM exposure would reduce cancer risks (Centers for Disease Control 1988)."

The plate tectonic setting, regional geology, and certain aspects of the economic geology of the iron-rare-earth-nio-bium ore bodies at Bayan Obo, Inner Mongolia, China, were studied by a team of geologists from the Tianjin Geologic Research Academy and the U.s. Geological Survey between 1987 and 1989. These ore bodies were formed by hydrothermal replacement of Middle Proterozoic dolomite in an intracontinental rift setting. A variety of veins and/or dikes that have a carbonatite-like mineralogy cut the footwall clastic rocks and migmatites. A stockwork of veins occurs at several locations in the footwall. The hanging wall is a shale that has been converted to a K-metasomatite and has microcrystalline potassium feldspar as its principal constituent. This shale served as a sealing caprock that contained the chemical solutions that reacted with the dolomite and that created the enormous concentration of mineralized rock in an 18-kilometer-long syncline. The rocks that host these ore bodies and the associated mineralized areas occur today as roof pendants in granitoid rocks of Pennian age that were emplaced during a continent-to-continent collision during that period.

A comprehensive study of the environmental conditions of the area affected by the Colfax and Cheswick Power Stations is of extreme importance to Duquesne Light Company. The residents in the valley where the two plants are located have complained for many years about the emissions from the Colfax Plant which is of the 1920 to 1930 vintage and which has a capability of generating approxi¬mately 200 Mw. They were extremely happy to hear that the Company had plans for shutting it down, however, they were extremely unhappy to hear that we were planning to build another even larger one to take its place in the same vicinity, namely the Cheswick Plant with a capability of 570 Mw. They had visions of a plant twice the size of the Colfax Plant and belching out twice as much smoke. A few of the citizens from that area were most vehement at the public hearings that were held by the Allegheny County Air Pollution Bureau for obtaining an installation permit. With two power plants already existing in that area (Duquesne Light Company's Colfax Plant and West Penn Power's Springdale Plant), the primary concern of the Allegheny County Air Pollution Control Bureau was that the Cheswick Station might increase air pollution levels beyond what they considered to be dangerous limits. It became very evident that the Allegheny County Air Pollution Control Bureau would be extremely reluctant to grant installation and operating permits unless they were satisfied that the new plant would not increase local pollution levels and that we were taking sufficient steps to monitor the emissions from our plants and also the ambient air in the general area. We concluded that an extensive air pollution monitoring program must be conducted in the area to determine the effects of the operation of our plants. The program was conceived with our consultants, NUS Corporation of Rockville, Maryland, and was begun in June, 1968. It was designed to accomplish several things: 1. J.R. Sturgul Thompson and Adler (1988) present a new simulator for use in designing conveyor belt systems for underground mines. Their model uses a large Fortran program to do a Monte Carlo simulation. Their approach is similar to that done by other researchers, such as Stanford (1965) and Newhart (1977). All Fortran based simulation models use an imaginary clock that is advanced a time increment. At each advance of time increment the program has to determine what is to take place in the system. Since many things can take place at different places in the system, this approach requires that a large amount of logic is needed at each step of the program. This, then, necessitates a great amount of jumping between different portions of the program. In fact, the Fortran program, CMBCS, takes up to 15 to 20 minutes to run on the mainframe and several hours for the PC. Such execution times are typical of Fortran based simulation studies. There have been other examples of Fortran based simulation studies in mining. Cross and Williamson (1969) presented a model of a working open-pit copper mine. Fosinato (1982) presented a model of the bucketwheel excavators for the large open-pit mines in Southern Victoria in Australia. These excavators discharge into a complex conveyor system, which can be thought of as being similar, but more complicated than the one modeled by CMBCS. All previous simulation studies using Fortran as the source code have several things in common: they all are very lengthy, often being of the order of 10,000 lines of code and take a great deal of CPU time to execute. The program of Fosinato takes more than 4.5 hours to run on a large mainframe. Also not mentioned by Thompson and Adler is the actual time it took to write the Fortran code. This, too, can be considerable, as Fosinato's program took several man years to write and de-bug. In order to change it, as the parameters change or as the mine increases, further large amount of time is needed. An alternate to such Fortran based programs is provided by using a special computer language known as General Purpose Simulation System (GPSS). This language is designed to solve a wide variety of discrete event simulation problems and appears to be particularly suited for mining situations as shown by Sturgul and Yi (1987). Although GPSS was introduced as far back as 1961, it has not been used in mining to any great extent. However, the original form was quite crude and inefficient compared to modern versions. Perhaps with the increasing popularity and availability of these recent versions, this will change. Two such versions are GPSS/H for the mainframe and GPSS/PC for the personal computer. GPSS/H allows for interactive usage, such as allowing input data to be entered via a menu. GPSS/PC has excellent graphical capabilities and one can actually view the simulation in progress. In addition, one can halt the simulation and change values of various parameters. If a particular portion of the simulation is in progress via a concept known as "microwindows." These new versions have greatly increased the potential for using the language for mining situations. Mining applications of GPSS have been given by Sturgul and Yi (1987), Sturgul and Harrison (1987), Sturgul (1987), and Sturgul and Singhal (1988). The history of ironmaking dates back to 4000 BC when an open forge was used to produce a sponge iron from a heap of ore and charcoal. Even at this early date, man recognized the need for a fuel and a reducing agent. As time passed, man developed new methods of producing iron; however, these developments were centered on the mechanical aspects, and as a result, a furnace evolved which is now known as a blast furnace. During this period of evolution,' man struggled with the only fuel he knew - charcoal. Some 5600 years passed before any attempt was made to use coal as a fuel for the blast furnace. The use of coal had its beginning in 1619 when Dud Dudley of England first attempted its use in the blast furnace; as a-fuel and as a reducing agent. Coal charged to the top of the blast furnace was not satisfactory. The volatile matter of the coal choked the flues, and also the poor, strength qualities would not support the weight of the ore. Breaking up of the coal compacted the stock column to an impervious mass. One hundred and sixteen. years later in 1735, Abraham Darby of England introduced coke as the fuel and reducing agent in the blast furnace. The acceptance of coke as a fuel for the blast furnace was not spontaneous. As late as 1870, one-half of the pig iron product of the United States was made with anthracite coal, 30 per cent with raw bituminous coal and coke, and 20 per cent with charcoal. However, by 1910, 96.2 per cent of the blast furnace product was made with coke, 2.4 per cent with anthracite and coke admixture, and 1.4 per cent with charcoal. Coke became the standard fuel in the blast furnace. As the art of ironmaking progressed, more pig iron was produced and more coke was consumed. Coke oven capacity was progressively increased. In 1910, there existed approximately 4,000 coke ovens; in 1960 there was approximately 15,000 ovens. This increase in coke oven capacity was necessary to feed the mammoth appetite of modern blast furnaces.
