The Pardee Chemical Feed Shaft Project involves construction of two new chemical feed shafts to improve raw water treatment capabilities at the East Bay Municipal Utility District’s (EBMUD) Pardee Reservoir in Valley Springs, California. The project includes construction of two 250-foot deep, 16-inch diameter stainless steel chemical feed shafts that penetrate an existing 8-foot diameter concrete lined conveyance tunnel. The design approach required the shafts be installed using top-down drilling methods and within a strict verticality tolerance (0.1%). Innovative precision drilling techniques ensured that the shafts penetrated the tunnel in their planned locations and the installed chemical feed lines would function as designed. Challenges included extremely limited access to the tunnel because of a requirement to maintain the tunnel in service during construction. This paper discusses the overall project’s design and construction approach, including unanticipated conditions that the project team faced and how these conditions were managed and overcome through collaboration between the contractor, designer, and owner.

INTRODUCTION The prediction of the engineering behavior of a rock mass depends upon the systematic analyses of the results of an exploration program, and upon the recognition of the significant rock properties in the early stages of excavation. The variations in rock properties in different geologic terrains and the state of the geotechnical art preclude complete success in the former case, and we therefore must rely heavily on the experience gained in the latter phase. The geotechnical information obtained from these two phases is only of value to the design engineer when applied to the rock behavior during excavation and subsequent plant operation. Pertinent questions which must be answered include: how does the joint orientation and frequency effect tunnel support and overall cavern stability; how does the depth of surficial soil or weathering effect foundations or slope stability for portal cuts; are there permeable zones within the rock mass that could lead to leakage problems around penstocks and is the material in these zones soluble or likely to pipe in the long term; and does the proposed engineering structure fit the terrain, or will it inevitably lead to problems requiring extensive remedial treatment. The use of small quantities of polyacrylic acid (PAA) was found to significantly improve the flotation of fine-sized hematite particles at pH 4.1 and 0.001 M NaCl with sodium dodecykulfonate (SDS). Low polymer dosages before collector addition aid flotation by forming flocs of primary particles, but excess polymer results in low flotation yields due to surface saturation by the hydrophilic polymer. Contact angles, measured on a hematite disk, substantiate the hydrophilic nature of an adsorbed polymer film. Pre-adsorbed PAA reduces the amount of SDS adsorbed on the hematite particles, but the flotation of hematite flocs occurs, even at reduced amounts of adsorbed SDS, and is not depressed until PAA dosages in excess of the saturation value are used. Separation of a hematite-quartz mixture can be achieved by SDS flotation of PAA,-flocculated hematite. Maximum selectivity results with the addition of small quantities of PAA, while excess polymer is detrimental to the recovery of hematite. Consecutive flotation states on a single feed yield a higher grade hematite product at some expense to the overall recovery.

Clearly there is a tremendous need for assistance in Eastern Europe since most industries must undergo major restructuring. The new governments face many dilemmas, the first task being to establish an order of priorities to deal with the numerous problems at hand. Issues such as the standard of living take low priority compared with market economy and ecological problems. The concept of a Comecon market is now virtually non-existent and trade in roubles ceased from 1991. From this time onwards countries were obliged to trade using free market prices. Governments must also avoid the economic mistakes of countries such as Poland with its high devaluation and lack of economic control and, if possible, contain inflation and unemployment. The privatization of Eastern European enterprises raises considerable difficulties, particularly for large corporations, employing anywhere from 50-100,000 people, which played a major role in the national economy. Whichever method is selected, however, still has to overcome the problem of lack of capital and evaluating the national property. For example, earnings represent only a small percentage of the value of these national industries and thus cannot convert to private ownership without foreign capital investment, either direct or as joint venture capital.

The Kennecott Utah Copper Modernization Project, initiated in 1986, was directed to provide an expansion and modernization of mining and process facilities at the property's Bingham Canyon Mine and ore concentrators. Major components in the project included installation of an in-pit ore crusher, transfer conveying system, and construction of a new copper ore concentrator with a design capacity basis of 70,000 tonnes/day. The Copperton Concentrator was commissioned in February 1988. A principal feature of the plant is the grinding circuit, comprised of three identical lines, each consisting of a 10.37 m (diameter) by 4.57 m (length) Semi-Autogenous Grinding (SAG) mill and two 5.54 m (diameter) by 8.62 m (length) ball mills. The SAG mills are driven by two variable-speed 9,000 kW DC motors coupled through a clutch-pinion gear-ring gear assembly. The ball mills are driven by 4,125 kW synchronous motors coupled through a typical clutch-pinion gear-ring gear system. The expansion and particularly the Copperton Concentrator performance was so successful that by early 1989, management began examining options to further expand production capacity. With regards to the concentrator, numerous alternatives were considered, ranging from installation of a grinding line similar to one of the existing lines, to a "super" line consisting of a 12.8 meter (diameter) SAG mill and a 20,000 kW motor with a capacity of 50,000 tonnes per day. The technical and economic analysis of the various scenarios indicated that one "large" 11.0 meter (diameter) by 4.88 meter (length) SAG mill with a production capacity of 32,000 tonnes per day and a 12,000 kW drive would be optimum. The key question to be answered in the project was whether to continue with the pinion-ring gear combination, or install a gearless drive. The following paper outlines many of the items that were evaluated in the mill selection process followed by actual plant performance, and a discussion of ongoing plant continuous improvement projects.

Santa Fe Pacific Gold Corporation (SFPGC) conducted pressure oxidation pilot plant studies at Hazen Research, Inc. on the Twin Creeks refractory carbonaceous gold ores during 1993 and 1994. Previous laboratory investigations demonstrated very good gold recoveries of 90 to 95%, using CIL cyanidation after batch pressure oxidation. However, results from the pilot plant showed that several ore types responded very poorly, with gold extractions of only 45 to 75%. Since these poor recoveries were unexpected, pilot plant testing was suspended for approximately four months while extensive research activities were conducted to determine the cause(s) and identify potential solutions. This paper describes the batch and pilot plant test results, the research activities that eventually identified the cause of the gold recovery problem, and the final semicontinuous and continuous pilot plant operations that confirmed possible solutions.

Copper deposits in sandstones are excellent targets for open pit mines using SX-EW extraction and processing methods. The mineralogy consists of chalcocite as the primary sulfide and copper carbonates and sulfates in the zone of oxidation. Two general deposit types are recognized: early diagenetic copper deposits that are associated with the reddening of the surrounding sediments, and epigenetic deposits that are associated with the migration of copper-rich basinal fluids along faults into permeable reservoir beds with a source of reductant. Epigenetic copper deposits are more likely to contain enough tonnage to be economic.

The nature of industry structure is examined and the structure of the aluminum, copper, lead and zinc industries are described by the use of factor analysis. Capacity is defined and the relationship between industry structure and capacity utilization is examined. It is demonstrated that excess capacity is possible in industries with competitive or monopolistic characteristics, but the effects of the overcapacity are vastly different in the two cases. In a competitive industry, cycles of overcapacity with attendant fluctuating prices are expected. A change in industry structure from monopolistic to competitive characteristics over time causes profits and economic rents to be transferred from the producer to consumers of the mineral.

In situ stope leaching is an innovative mining system that reduces the surface impacts of conventional underground mining. As in any leaching operation, stope leaching requires hydrologic site characterization and control of leaching solutions. Several tracer tests, using sodium chloride (NaCl) in various concentrations, were conducted by the U. S. Bureau of Mines (USBM) in an underground experimental stope to simulate a leaching environment. The tests were conducted in fractured crystalline rock that was partially saturated. As tests progressed, the surrounding fractures became more saturated. A predominant flow direction away from the stope was found during testing. Testing procedures, preliminary results, and remediation ideas based on field observations are presented in this paper.

A new tunnel lining was designed for rehabilitation of the existing unlined Weehawken Tunnel in New Jersey. Structural assessment using beam spring models was performed for the lining design as a drained structure at the invert with a waterproofing umbrella. Empirical Federal Highway Administration (FHWA) guideline was typically adopted for estimating hydrostatic pressure, which recommends full hydrostatic pressure at the crown and ten or twenty-five percent gradual reduction from the initial pressure toward the invert. Finite element seepage analyses were conducted for the actual conditions based on anticipated drainage behind the lining and impact on the structural design. Considerations will be provided on the existing guideline for estimating hydrostatic pressures.

Nearly all of the sulphur produced in the world today is converted to sulphuric acid and 49 % is used in the manufacture of fertilizers. In the last few years we have seen the beginning of another chapter in the volatile history of sulphur as the severe shortage of 1963:-67 has been transformed into present-day surplus. Prospects for further aggravation of this situation in the years ahead seem assured. In 1970, western world production showed a rate of increase of 4 -5%, which 1S somewhat less than that of 8% for the period 1963-1967. The rate of growth of consumption dropped considerably in 1968 when the demands of the fertilizer industry fell. During the same period of time, wide-spread demands have been set in motion for a clean environment which indicates that a fundamental change in sulphur supply, demand, and even sources, is likely to result from this upheaval. The sale of sulphur by Poland to the western world has increased and for 1970 was estimated at over one million metric tons. In the next few years, increase in Canadian sulphur supply will stern from two sources;

Over the past several years, Somerset International has successfully installed over 20 patented Sub325® Fine Coal Recovery Systems in the United States, Australia, Canada and Russia. These installations recover between 5 TPH and 40 TPH for the host sites. In addition to the increased revenue from the direct recovery of a recirculating load (Screen Bowl “Insurance”, Direct Recovery vs. Indirect Recovery via Recycle, CPSA 2020), host sites have seen benefits ranging from improved operation of refuse equipment to a reduction in the solids content of the refuse streams. As Somerset has improved ultra-fine coal recovery through the introduction of Sub325® Effluent Flotation and, most recently, the Sub325® Effluent Settler™, the amount of coal that has been recovered from these systems has increased by up to as much as 25%. Many host sites have taken a sense of ownership in the Somerset system and consider it to be a critical circuit in the overall optimal performance of the plant. In the past year, Somerset has taken the initiative to expand upon the capabilities of the Sub325® Fine Coal Recovery System, primarily the Sub325® Solid Bowl Centrifuge, to include Refuse Tailings Dewatering to allow for co-mingled refuse disposal. As slurry ponds and boreholes are becoming difficult to impossible to permit and operate, there is a need for a reliable, low-maintenance, continuous operation that can produce a handleable refuse cake. Refuse tailings disposal applications are by no means limited to coal plants and impoundments. Somerset has successfully tested at iron ore and phosphate locations throughout the world and have begun commercial installations. The ability to dewater -325 mesh material, whether it be coal, coal refuse, iron ore tailings, or something else, is a vital piece of processing capability for the continued production of mining operations across the globe. This paper highlights the success that Somerset has had in the coal industry worldwide as well as the initial successes with phosphate, iron ore, and copper tailings (patent pending).

Due to inefficiencies of the flotation process, significant effort has been recently provided to develop gravity separators for treating ultrafine particles. As a result, several enhanced gravity concentrators have been developed and commercialized. The Altair Centrifugal Jig is an enhanced gravity separator that provides relatively efficient separations on +25 µm size fractions. An experimental program conducted on -600 µm coal found that the Altair Jig reduced the ash content of the 600 x 44 µm from about 30% to 10% with an 86% combustible recovery value. The pulse water pressure, feed volumetric rate and ragging volume were found to be the key operating parameters affecting the separation performances obtained from the process. An extremely low density cut point of 1.54 and an Ep value of 0.08 were indicative of the high process efficiency values achievable by the Altair jig.

The uncertainty associated with a reserve estimate has generally been expressed as a subjective ranking rather than a quantitative expression of either reliability or uncertainty. These rankings of estimate reliability have taken a very nonquantitative bent as well. For example, the U.S. Securities and Exchange Commission definition of proven reserves is given as: Reserves for which (a) quantity is computed from dimensions revealed in outcrops, trenches, workings, or drill holes, grade and/or quality are computed from the results of detailed sampling and (b) the sites for inspection, sampling and measurement are spaced so closely and the geologic character is so well-defined that size, shape, depth and mineral content of reserves are well-established. Respect for the people is one of the main values of S&B. Such respect needs to be manifested by actions ensuring the bodily and spiritual integrity of personnel in pursuing their work. The ultimate target is to achieve zero accidents by developing the culture and infrastructure required to support it. Within this framework, the following proactive safety practices were introduced in 2004 and are implemented at S&B Greek sites: (a.) Management Safety Visits (MSVs) of shop floor operations to address safety attributes of work guidelines, (b.) Monitoring compliance with critical work guidelines, using a ?safety barometer? tool. The proactive nature of both above systems, facilitates communication with employees on safety behaviors and their adoption in our facilities at Milos and Fokis, has been successful. Above all, these practices corroborate the management?s concern for the people and its commitment to continuously improve the working environment.

Large-scale use of CCBs in mine environments involves filling surface and underground coal mines with ash to address hydraulic problems, AMD, backfilling and subsidence. The environmental risk of land filling CCBs is generally evaluated by the Toxic Characteristics Leaching Procedure (TCLP) or the Synthetic Precipitation Leaching Procedure (SPLP). However, there is doubt regarding the applicability of these tests to long-term CCBs leaching behavior in groundwater associated with coal mines. The Mine Water Leaching Procedure (MWLP) was developed to provide a site specific risk assessment tool. The MWL Pprocedure is presented in this paper and compared with TCLP as a study.

Low levels of thallium were detected in the mine water drainages, and process water discharges of western mining and smelting operations. This required remediation under state regulatory standards, which allow discharges of no more than .0017 ppm thallium in mine water discharges. Influent streams containing thallium can be mitigated to state discharge standards after a single pass through the series of fluidized upflow columns. Test work to determine the optimal flow rates used pilot scale systems at two separate locations treating 5 - 25 gpm of effluent. The test system at the gold mine mimics the full-scale system, which will be based on the existing upflow carbon tanks that have been converted to zeolite columns. The system installed at ASARCO's East Helena smelter has a far more complex influent stream with a high loading of competing cations. Nevertheless the columns filled with CABSORB® are successfully mitigating the thallium contamination. CABSORB® ZS500RW is a product based on the sodium analog of the zeolite mineral chabazite named herschelite.

The kinetics of loading of gold from bromide solution onto an anion exchange resin, PAZ-4, were investigated in a batch stirred reactor. The initial loading rate was described mathematically by a first-order reaction rate equation. The effect of agitation speed, temperature, resin particle size, resin concentration, initial concentration of gold and bromine in solution on the rate was investigated. The model described fairly accurately the loading process in terms of the variables investigated. The rate constant for the initial loading ranged from 0.5 to 1.3 x10-3 sec-1 and the half-time was 9.3 to 56 minutes. The initial rate constant increased with increasing temperature with an activation energy of 15.7 kJ/mole (3.8 kcal/mole). The rate constant was directly proportional to the concentration of the resin in solution. The subsequent reduction reaction was also modeled by the first-order rate equation and the apparent rate constant was estimated to be 3.0 x 10-6 sec-1 with a half-time of about 44 hours.

The semiautogemus grinding circuit at the Utah Mines Ltd., Island Copper operation, located on Vancouver Island, British Columbia, is described. Since startup of the operation in 1971, grinding circuit throughput has been progressively increased from the initial design rate of 90 000 (99,000) to the current average 45 000 t/d (49,600 stpd) of porphyry copper ore. Key developments ad modifications in operating and maintenance practice that have contributed to this increase are reviewed.
