In this paper, a number of novel hypotheses that provide a fresh perspective on the characterization of strata movements associated with longwall mining are developed by analyzing subsidence measurements with an influence- function-based computer program. With this influence-function technique, easily obtained surface displacements can be used to determine some of the complicated, expensive, and difficult to measure movements of the immediate roof strata in a longwall panel. The primary hypothesis developed by this analysis proposes the existence of an area of partial roof caving near the edge of a panel called the "edge effect." A second hypothesis, interrelated with the first, promotes the importance of the effect of gate-entry closure on the observed strata movements. Both the primary edge effect hypothesis and the secondary hypothesis concerning gate-entry closure are justified and quantified in an extensive analysis of surface subsidence that uses supporting information from related theories, design criteria and insitu measurements. Next, the edge effect and the gate closure hypotheses are extended further and used to provide an explanation of the complex subsidence interaction of adjacent longwall panels in what is termed a "redisturbed" effect. Finally, in the conclusions of this paper, the importance of accurately understanding these longwall strata movements for proper subsidence prediction or gate design is stressed.

Only South Africa can be considered in terms of resources of amphibole asbestos. There are two asbestos producing fields, one in the Northern Cape Province (producing only crocidolite), and one in the Eastern Transvaal (producing only amosite). This chapter discusses the banded ironstone sequence in which amphibole asbestos occurs, and the genesis of the fiber is briefly reviewed. Also, the properties and characteristics of amphibole asbestos are discussed and compared to those of chrysotile. Approximately 300 000 t of arnosite and crocidolite are produced annually. Crocidolite has a potential for a fivefold increase of production chat could be sustained beyond the year 2000. An estimate of the resources of the various producing fields in South Africa is made. The mining methods are also reviewed and evaluation techniques are discussed. The only two types of amphibole asbestos exploited at present in South Africa are amosite [the white colored amphibole asbestos) and crocidolite (the blue colored asbestos). As is well known, crocidolite has been mined in South Africa from the early part of this century, and amosite since the early 1930's. Since these dates, asbestos mining has developed into a significant mining industry. The annual production of crocidolite is approximately 170 000 to 200 000 t. and amosite production is in the region of 80 000 to 100 000 t. CLASSIFICATION OF AMPHIBOLE ASBESTOS Four types of amphibole asbestos are produced economically in the world today: (1) crocidolite, the fibrous equivalent of riebeckite, (2) arnosite, the fibrous equivalent of grunerite, (3) trernolite, and (4) anthophylite. The names trernolite and grunerite apply equally to the crystal and fibrous forms of these minerals. For comparison and clarification purposes, the six known varieties of asbestiform minerals known in the world are shown in Table 1. All the asbestos minerals were originally developed as cross fiber seams in veins or fractures, or were controlled by the lithology. Post- fiber effects caused slip, sheared, and folded fiber seams. Crocidolite and amosite occur in banded ironstone of early Proterozoic age of the Transvaal Supergroup. The fiber seams are developed in certain defined lithological units in the banded ironstone sequence. The lithological units have a remarkable lateral persistence with respect to their chemical nature and physical appearance. Vertically, the banded ironstone sequence displays a heterogeneous nature. Commercial Applications The features and properties that make amphibole asbestos commercially attractive are: 1) The long average length of the fibers is good for greater wet strength in composites. 2) The high tensile strength of crocidolite makes it superior to all other types of asbestos. 3) It is characterized by dispersion in most liquid media, particularly amosite in water. 4) Since the surface charge of amosite and crocidolite is negative, the fibers produce an open lattice work in water with a high bulk volume giving excellent filtration rates and rapid drainage in a wet asbestos cement mix. 5) The insulating properties of amphibole asbestos mats are still important, particularly in a corrosive environment, despite the introduction of many other synthetic insulating materials. 6) Corrosion resistance, particularly acid corrosion resistance. 7) Due to the high modulus of amphibole fibers, resins reinforced with these fibers exhibit

INTRODUCTION Nevada Goldfields began underground mining development at the Kingston Project in September, 1986, followed by mill start-up in March, 1987. The first gold pour in April followed three years of preparatory work in establishing a North American operational base for the production of precious metals by Golconda Minerals N.L., an Australian mining firm. GENERAL CORPORATE BACKGROUND The Golconda Group of companies was established in early 1983 in Australia. It began operations by successfully retreating tailings at several old gold mining sites throughout Australia. With the limited reserves available for tailings retreatment, Golconda began to look toward the future by conducting a gold exploration program in Australia. However, the continued high price of gold in Australia had limited the possibilities of acquiring good properties at a reasonable cost and consideration was given to looking outside Australia in addition to Golconda's domestic exploration activities. North America was favored because of the proven potential for substantial gold deposits, the established infrastructure which would allow for rapid and cost-effective development of new projects and the advantages of similar political and economic climates. In mid-1984, Golconda established an office in California and began an extensive study of over 100 prospects throughout the United States. Two prospects were identified as a result of this study whch showed merit; one was located at Empire, Colorado and the other at Aurora, Nevada. Negotiations were then successfully undertaken to acquire these two properties. Golconda's U.S. offices were moved to Reno, Nevada in early 1985 to facilitate management of its projects. To operate and manage these projects, a small Canadian company listed on the Vancouver Stock Exchange, Cannon Minerals, was acquired by Golconda and renamed Nevada Goldfields Corporation. The current structure of the company is shown below in Figure 1. A private placement of 2,575,000 shares of common stock at US54.00 per share was arranged by Jacksons Limited of Australia in association with W.I. Carr (U.K.) Limited of London. This placement resulted in US510.3 million being available in May, 1986 for the acquisition and initial development of the Aurora and Empire projects. While the financing was underway, project planning commenced on both the Aurora and Empire projects. The Aurora project was selected as the one to be initially developed because of its relatively advanced stage of development. The

In May of 1984, it was decided that Outokumpu Oy would design and build a new nickel flotation mill to process ore from the newly discovered Enonkoski mine in eastern Finland. Since there hart peen a number of successful process charges in the existing mills, the design effort included the study and incorporation of several new developments, including all-autogenous grinding, "flash flotation", lane cell roughing, large cell cleaning and a computer-based, profit optimizing, process control system. The paper discusses the background and results of those studies, and a description of the resulting mill which will begin production in 1986.

Principles of Operation and Mechanical Features General Mechanical Description Sieve-bend screens are high-capacity screening devices which utilize stationary, concave, wedge-bar screening surfaces. A complete sieve bend is comprised of a feed distribution chamber, a structure for holding the screen surface, and collection chambers or chutes for oversize and undersize materials. In devices used for metallurgical practice, provision is usually made for reversal of the direction of flow over the surface, either by rotating the surface or by changing the feed nozzle position. The size of the unit varies in height from 5 to 8 ft, and in width from 2 to 8 ft. The orientation of the wedge-bar surface is such that the slots between the wedge bars are perpendicular to the flow of feed material over the surface. The feed distribution means is arranged such that the flow of liquid suspension is distributed evenly and tangentially over the width of the screen surface. Based on the mechanical essence that large-scale plastic failure zone appears in all or part of surrounding rock in soft rock roadway, the numerical simulation method is used to study the rectangular roadway in layered rock strata. It is clarified necessary conditions must be met for soft rock: firstly, the strength condition is that the maximum confining pressure is greater than the uniaxial compressive strength of rock strata. Secondly, the stress environment condition is that the ratio of maximum confining pressure to minimum confining pressure is greater than 3. Thirdly, the angle condition is that The direction of principal stress action enables the plastic zone of weak rock layers to fully develop. At the same time, the quantitative description method of soft rock is given, and the soft rock roadway is redefined. Soft rock roadway refers to the roadway that meets the strength conditions, stress environment conditions, and rock structure angle conditions under certain surrounding rock conditions and in-situ stress environment conditions. After the excavation of the roadway, a large-scale plastic failure can be formed, that is, a butterfly-shaped plastic zone is formed, and the conventional support cannot be adapted. It is difficult to support in engineering. It provides a theoretical basis and engineering analysis method for the identification of soft rock roadway, and the research results have engineering value Soft rock tunnel engineering in coal mines constitutes a vital aspect of soft rock engineering. This field broadly encompasses rock engi- neering concerning large plastic deformations, e.g., soft rock slope engineering and soft rock tunnel engineering. The intricate geological conditions encountered in soft rock tunnel engineering present a significant challenge to support, which has harmed coal production in China. China leads global raw coal production with the annual output of 4.6 billion tons. Annual tunnel excavation supporting this production spans approximately 11,000 km, with over 10% of these tunnels classified as soft rock formations. Soft rock is commonly associated with soft rock tunnels due to their prevalence in engineering projects. However, reaching a consensus on the definition of soft rock has long been an enduring challenge for scholars and engineers. Numerous definitions have been proposed, includ- ing descriptive, index, and engineering definitions. For instance, the International Society for Rock Mechanics defines soft rock based on its uniaxial compressive strength σ ranging from 0.5 to 25 MPa. China's Engineering Rock Body Standards, established in 1994 (GB 50218-94), take a qualitative and quantitative approach to classifying rocks. Rocks are categorized as hard or soft based on criteria such as hammering sound, fragmentation, water immersion effects, and weath- ering degree. Additionally, the integrity of rock bodies is assessed across five categories intact, relatively intact, soft fractured, fractured, and extremely fractured. This classification considers factors like the number and spacing of structural planes, their combination, and the types of structures. Descriptive and index-based definitions fall under the category of geological soft rocks, providing a comprehensive geological perspective on the surface features or strength characteristics. However, these definitions have limitations in engineering practice, which leads to contradic- tions. For instance, rocks with uniaxial compressive strength less than 25 MPa may not exhibit soft rock characteristics if the tunnel is shal- low with low horizontal stress levels. Conversely, rocks with compressive strength exceeding 25 MPa at sufficient depth and high horizontal stress may exhibit soft rock characteristics. Definitions originating from engineering practice have emerged after realizing the inadequacy of discussing soft rocks without considering engineering. For instance, Dong's loose circle theory defines soft rocks as rocks with a loose circle thickness exceeding 1.5 m, which chal- lenges conventional supports. This intuitive definition, widely accepted by engineering professionals, emphasizes the difficulty in supporting tunnels due to extensive damage. However, various tunnel damage poses a challenge in relying solely on the loose circle thickness of tunnels for determining soft rocks. He introduced the concept of engineering soft rocks, which are defined as rock formations exhibiting significant plastic deformations under applied engineering force. Two fundamental mechanical properties of soft rocks are identified the critical softening load and critical soft- ening depth. Acid mine drainage, discharging from coal beds, has polluted our streams and rivers since early time. These pollutants affect water quality by lowering the pH, reducing natural alkalinity, increasing total hardness, and adding undesirable amounts of iron, manganese, aluminum and sulfates, The tangible damages are the costs involved in replacing equipment corroded by the acid water, additional treatment costs at municipal and industrial water treatment plants, and damages resulting from corrosion of steel culverts, bridge piers, locks, boat hulls, steel barges, pumps, and condensers. Intangible damages, which are real and important, include destruction of biological life of the stream, reduced property values, and streams rendered undesirable for recreational uses.1 The major problems of mine drainage occur in the anthracite and bituminous coal regions in Appalachia. However, many of the western mining states have significant mine drainage problems in specific areas, but the overall problem is not as great as in the eastern states.

The borate deposits of Death Valley, first exploited in 1882, were a major world source of boron-bearing products until shortly after very large deposits near Boron, California (Kramer) came on stream in 1926. Borate mining in Death Valley then became moribund, with most extant deposits held as reserves backing Kramer. Tenneco began borate operations following acquisition of claims in 1967 and is the only active borate producer inside Death Valley National Mon¬ument. Borate ores, confined to the lower Furnace Creek Formation (early to middle Pliocene), initially precipitated in a shallow lake fed by boron-rich volcanic hot springs associated with the Basin and Range province. Later diagenesis and remobilization plus regional folding, faulting, and erosion altered and complicated originally simple borate mineralogy and distribution. Dominant ore minerals are ulexite (NaCaB509.8H20), probertite (NaCaB509.5H20), and colemanite (Ca2B6011.5H20). Tenneco currently operates two open pits near Ryan, California. Mining is by bulldozer-pushed scrapers hauling waste and front-end loader/off-highway truck combinations for ore and waste haulage. Archeological, environmental, and aesthetic considerations influence both mine plans. Boraxo Pit, opened in 1970, has deep ore (stripping ratio 10 to 13:1) which occurs along a fault and as beds in shale on the hanging wall. Problems include pit wall instability (adverse bedding), non¬ripable calcareous shale (11,000 fps), and mixed ore separation. Sigma Pit, opened in 1975, has shallow (stripping ratio 1 to 1). low dipping, bedded ore in shale. Massive ulexite and "granular" un- cohesive colemanite present problems in mining and milling. Colemanite is crushed to -6 inches, washed, dried at 350°F, then calcined at 800°F with 100 tpd capacity. Crushed (-6 inch) ulexite or probertite is Raymond milled to customer specifications with a capacity of 1000 tpd.

Sustainable development is a principle for the way we should act in the present. It ensures also options for the future to achieve a balance between social, economic and ecology development. The efficiency of raw material utilisation is being enhanced through technological developments, starting from extraction through all the following stages of the value creation chain. The use of domestically produced resources helps to assure the technological know-how. Additional indicators being collected and published by individual companies are questionable in countries with a tightly regulated legal framework such as in Germany, but make sense in developing and threshold countries. Sustainability in terms of efficient use of raw materials will manifest itself at the next stages of the value creation chain. Examples for efficiency improvement can be found in the steel, the power generation and agriculture industries. The approval procedures for German mining operations entail an internationally extremely strict assessment of the potential impact on the environment. All the mining activities include remediation and recultivation where the practise in Germany has become model character by international levels.

ASARCO Incorporated embarked on a modernization and expansion program to improve overall operating efficiencies and to more effectively develop the large mineral reserve at the Ray Complex Open-Pit Mining operation located near Kearny, Arizona. Major elements of this Ray Modernization and Concentrator Expansion Project included engineering and construction of a 54,400 MTPD (60,000 STPD) In-Pit Crusher and Overland Conveying System. and a 24,200 MTPD (30,000 STPD) Copper SAG Concentrator and Tailings Disposal System. Detailed engineering, procurement, and construction management were initiated in November 1989 under contract with Bechtel Corporation. Field construction commenced in May 1990 leading to mechanical completion and start-up during February 1992.

Since the MINER Act of 2006, the minimum static load of in-situ underground mine seals has been increased from 20-psi to either 50-psi if monitoring is conducted or 120-psi if left unmonitored. These minimum strength requirements in seals must be designed, built, and maintained throughout the lifetime of the seal. Due to this, it has become necessary to assess the effectiveness of non-destructive testing (NDT) technologies to determine seal integrity, which in this case, are explored using sonic waves and tracer gases. Through both small and large scale testing, two NDT methods will be evaluated for their abilities to determine integrity of the seal. A sonic wave technique to observe a change in wave velocity to identify faults within the seal material. As a NDT method, tracer gases may be used as a potential indicator of a connection between both sides of the seal material through a series of faults and cracks within the material itself. This paper reviews the history of underground mine seals and discusses the overall assessment of sonic waves and tracer gases to serve as NDT methods for estimating the integrity of these seals.

Sublevel stoping generally is a large-scale open stoping method. It sometimes is referred to as long-hole or blasthole stoping. This method usually is applied to strong ore bodies that require minimal support and are surrounded by strong country rock. The ore body should be fairly regular in shape and well-defined. The dip of the footwall normally should be sufficient to allow broken ore to gravitate freely, although the method has been adapted successfully to mine some of the flatter ore bodies. Sublevel stoping is not dependent on the width of the ore body. Widths of less than 6 m (20 ft), however, make the utilization of long-hole drilling techniques more difficult. The main criteria for sublevel open stoping are competent ore and stable host rock, regular ore boundaries, and a footwall dip that exceeds the angle of repose of broken ore. Basically, the method entails providing access to the ore body at various subintervals between the main haul- age levels in order to drill and blast the intervening ore. Stope drilling is carried out from drilling drifts on the sublevels, and the ore is blasted in slices towards an open face, which generally is vertical on the downholes and may be inclined towards the open face for the up holes. The blasted ore gravitates to the bottom of the stope and is collqcted through drawpoints. Fig. 1 illustrates a typical sublevel stoping mine. The method requires extensive ore body development with relatively high capital expenditures. How- ever, much of the development is in ore, and production costs are comparatively low. Productivity rates are in the 13.6 to 27.2 t (15 to 30 st)/manshift range. The drilling, blasting, and loading operations are performed independently, and equipment utilization is high. Large outputs can be obtained with few units and limited personnel. Dilution with waste rock may occur if ore boundaries are irregular or if caving occurs, but 100% of the ore within the stope usually is recovered. Pillar recovery sometimes is a problem. It is at this point that most of the waste dilution occurs. At the time data was gathered for this report (1973), the sublevel open stoping method was used by more than 21% of the metallic ore mines in the US (9 out of 42 mines producing 1088 + t/day (1200 + stpd) and provided more than 12% of the total metallic ore production from these mines. DEVELOPMENT Access to a sublevel open stope mine is gained by a slope or shaft that is normally sunk in the footwall of the ore zone, away from any possible effects from blasting or other production operations in the stoping process. Main level interval is selected and usually varies from 45.7 to 121.9 m (150 to 400 ft), depending on the vertical extent of the ore body, the number of drawpoints required to maintain output, and the eventual stope height. The main haulage drifts are located at the bottom of the stope horizon, either directly in ore or in the footwall, with access crosscuts at intervals. Raises are driven up through the ore to connect to the level above and provide access and ventilation to the sublevel drilling drifts, which are driven horizontally in the ore for the length of the stope. Depending on the drawpoint system to be used, the stope is either undercut by a raise-and-cone system, from a scram or slusher drift, or simply provided with a drilling drift from which access is made at intervals to the main haulage level. A raise driven either at the end or in the middle of the stope (if stope access is from both ends) provides a start for opening up a vertical slot across the stope to establish a free or open face for long-hole drilling and blasting. Sublevel stoping has proved to be a relatively safe and economical system.

BACKGROUND Gold Fields Mining Corporation started their Chimney Creek operation in late 1987. The dump leaching operations commenced in October and the mill startup took place during the last half of November. The milling process at Chimney Creek is almost a conventional CIP plant with the major exception being the installation of a second thickener as a washing stage prior to CIP12 ' A simplified flow sheet is shown in FIGURE 1. Most of the gold in the mill is liberated by grinding in cyanide. After grinding in a conventional SAGball sill circuit, the cyclone overflow reports to the thickeners. The thickener overflow from the first thickener is pumped through 5 stages of carbon columns for gold adsorption. Slurry from the thickener underflow is leached, washed, re-thickened and pumped to CIP. After approximately 6 hours of retention time in CIP, the slurry is pumped to tailings for final deposition. The carbon from CIP is transferred to the third stage of carbon adsorption and then advanced as normal through the columns and strip circuit. Loaded carbon is stripped at approximately 1500C (3000 F) and 55 kPa (80 psi). After 4-5 hours of stripping, the grade of four tons of carbon is reduced from 5,140-6,860 g/t (150¬200 oz/ton) to typically 17 g/t (0.5 oz/ton). Zinc precipitation is used to recover the gold from the pregnant solution. After a water wash, the stripped carbon is transferred to acid wash or to the kiln feed tank for reactivation. All strip lots are acid washed in 3.0% HC1 and all stripped carbon passes through the kiln for thermal reactivation. Then the carbon is quenched, sized and stored in tanks or bins for transferral to CIP or to the carbon columns. Loaded carbon from the dump leach circuit is treated in a circuit consisting of five carbon columns which are parallel to the mill circuit. No distinction is made between the mill or dump leach carbon once the gold has been stripped from them. CARBON FINES HANDLING Once the carbon has been transferred from the carbon columns, every effort is made to minimize carbon attrition and to recover the carbon fines that have been generated in the process. The wide scale acceptance of the heavy media separation is due to its simplicity and efficiency. The two most important variables of the process are specific gravity and consistency of the medium. The latter is a function of the settling rate of the media solids. The almost always present clay in the feed and conse¬quently in the medium acts as a stabilizing agent, and its optimum concentration varied between 3-4%.(1,2) Since polymers essentially perform the same function in oil well drilling muds - i.e. to suspend cuttings during drilling - as the fine clay in heavy media separation, this led to the investigation of whether polymers could be used in heavy media separation as supporting agents. During the first phase of the work, it was found that by the controlled addition of polymers, the stability of the heavy media increased without unduly increasing viscosity of the suspensions, thus yielding conditions for more effective and efficient separation. The results of the experiments were reported in a paper at the AIME Centennial Annual Meeting, March 1971.(3) This paper presents the results of the experiment carried out during the second phase of the work.

INTRODUCTION At some point in the design and development stage of a mineral venture, the assay laboratory building, its interior layout, and major pieces of analytical equipment must be specified for construction or purchase. Even the most experienced chemist would have difficulty in proposing useful specifications without a good deal of investigation into the kinds of analytical tasks that the laboratory will be expected to address, the probable workload, and the operating time constraints. This chapter will provide a logical approach to laboratory design that starts with such an investigation. Specific examples throughout the chapter are drawn from the author's tenure as Chief Chemist at Barrick Mercur Gold Mines, Mercur, Utah, from 1982 to 1985. It is necessary to understand the nature of a modern production laboratory, and to recognize that its operations bear more resemblance to its parent processing plant than to a research, teaching, or custom analytical laboratory. The assay lab is a processing facility unto itself, where samples and reagents are the raw materials, and assay results are the final product. Its most efficient operating mode is as an assembly line, treating samples in a nearly continuous flow. Nevertheless , there are important differences between the lab and the process plant. The products - assays - are individually unknown quantities until they are "produced.' This can vastly complicate quality control compared to the process plant. Capital costs are general 1 y small compared to the plant, but the ratio of operating costs to capital costs for a laboratory is often very much higher than for the plant. This is due to the labor intensive nature of analytical work. For instance, during Fiscal Year 1984 at Barrick Mercur Gold Mines, labor costs for the laboratory staff represented about five percent of the total labor budget, while the laboratory building and equipment represented only about six-tenths of one percent of the original start-up capital. Failure to recognize both the similarities and differences between laboratory and plant operations is the foremost cause of difficulty encountered in designing a laboratory. The

The principal object of an underground coal mine transportation sys- tem is to move coal from the face where it is produced to the outside of the mine where it is prepared for market. In addition to the movement of coal, a transportation system must also move supply materials to the inside; it must move men in and out of the mine; and it must move rock and other debris out of the mine for disposal. Usually, mine haulage is divided into three categories named for the various areas of the mine served : 1) Pace Haulage. This is used at face from the mining machine to the intermediate transport system. 2) Intermediate or Secondary Haulage. Generally this is used between face haulage and main haulage. Sometimes this is merely an extension of the main haulage. 3) Main Haulage. This extends from the secondary haulage to the outside and is usually either a track or conveyor system, sometimes a combination of both. Transportation modes of coal in the various areas pose different problems, but the whole system must be synchronized. For instance, at the face the coal should be removed quickly from the various places to facilitate the movement of machines, whereas the intermediate system just passes the same coal on to the main transportation system. Selection of the transportation system must be based on the seam height, mining methods used to extract the coal, capacity required, ease of coal handling, and haulage efficiency. When driving rooms, mine cars can be used. They often simplify supply haulage and rock handling because they can also handle these items. Conveyors could be used and would have a greater haulage capacity but they cannot handle supplies easily or segregate the rock. When using a different mining method, such as longwall, mine cars cannot be used because there is not sufficient space to move the cars at the face nor can the cars haul the coal without delays which would cause excessive losses in production. As for ease of handling at a longwall face, conveyors are convenient because of their low height, ruggedness, and ability to operate while being advanced. Similarly, in low seam heights, conveyor systems are easier and more economic to operate than the regular track haulage because roof has to be taken down for handling mine cars of adequate size.

Weir Minerals ? Linatex has developed a new approach to the dewatering of fine solids, particularly mine and process plant tailings and wastes. The Weir process, patented in 2009, uses standard process equipment in a standard flow sheet, but applies this approach to materials previously thought to be too fine to be dewatered with this type of equipment. The process can be applied to a wide range of materials, making lower moisture products that can be re-used elsewhere or sent to disposal. It has already been tested successfully on a small scale in Australia on coal fines, zinc mine tailings, red mud, iron ore tails, and copper/gold tailings. The principal factors affecting the solids recovery have been established as: 1. The % solids in the slurry feed to the process ? a higher % solids provides a higher recovery. 2. The particle size of the feed solids ? coarser feeds provide higher recoveries. The key factors affecting the % solids in the dewatered product have been determined to be: 1. The particle size of the dewatered product - coarser materials produce a higher % solids in the dewatered product. 2. The height of the discharge weir on the dewatering screen - a higher discharge weir on the dewatering screen also yields a higher % solids. 3. The angle of the dewatering screen. Setting the screen horizontal increases the travel rate, reduces the bed depth and reduces the % solids in the dewatered product. Back-sloping the screen up to 5° reduces the travel rate and increases the % solids in product. Eight plants ranging in size from 3 t/h to 40 t/h have been sold to a range of customers in China, for coal and iron ore tailings treatment. Australia has one plant, a small unit rated at 30 t/h of sand fines, and has recently completed test work on iron ore tailings for a dewatering plant rated at 135 t/h. Additional tests are under way with clients around Australia, to demonstrate the capabilities of this process on specific applications and to provide confirmation that materials can be processed successfully, before moving on to larger scale tests or full size plants. The advantages of the Weir process include - lower moisture in products, uses proven equipment, lower capital and operating costs, lower maintenance costs, reduced power consumption, compact footprint, can be used in parallel or in series with existing equipment, modular design to facilitate redundancy or expansion, efficient water recovery and simpler water management, reduced cement in backfill mixes, smaller tailings disposal footprint, reduced earthworks requirements, much lower seepage losses, more stable tailings mass, progressive site rehabilitation, reduced impact on local wildlife, reduced risk of dam wall failure, and reduced environmental monitoring and compliance costs.

This paper summarizes the geomechanics programs conducted in two hard rock underground mining operations in the Western United States, between 1966 and 1981. The two projects were directed towards understanding the behavior of the rock masses, at the scale of the caverns. To this end, the emphasis was put on large scale field measurements, complemented by limited laboratory testing. The results of these observations were used to build realistic finite element models of the underground chambers. In the marble mine, at Crestmore, California, the models were applied to the structural optimization of the room-and-pillar pattern. In the granite mining, at Climax, Nevada Test Site, the models explained some unusual stress changes observed during excavation. Based on the large number of geomechanical techniques employed, specific conclusions and recommendations are offered regarding the quality, applicability, and usefulness of the various methods. The two case histories clearly indicate chat numerical models are extremely useful for a detailed understanding of the structural behavior of mine openings. To be realistic, these models must be based first and foremost on large scale field observations. The lessons Learned on these two projects also are directly applicable to the design and analysis of nuclear waste repositories in hard rocks such as basalt, granite, and welded tuff.

The demand for low acid pellets suitable for direct reduction has resulted in an increase in the number of plants utilizing reverse froth flotation for silica reduction. Column flotation is being favoured for this service due to the low capital and operating cost of the equipment, as well as improved metallurgical performance when compared to conventional flotation cells. This paper describes the benefits of column flotation and discusses some important aspects of circuit design.

ENERGY POI.ICY-PRINCIPLES AND THEIR PRACTICE Persistently, at least since the end of World War 11, governments have intervened broadly, deeply, and incoherently in major energy markets. If we take a broad definition of energy that encompasses gas distribution and electric power, we can observe regulations of even older vintage. This trend, of course, is not unique to energy. Expansion of government controls has occurred in many areas. The relevant basic question about energy regulation, therefore, is not why is energy special, but whether any general principles exist to explain the wisdom of existing regulations. This review takes place at a time, the middle 1980s, in which a massive onslaught is being undertaken against government regulation. However, the present chapter is influenced primarily by my observations of the failures of energy regulations and not by any inspiration from those ideologically opposed to government intervention. Several subquestions arise in policy appraisal. A primary need is to establish clear objectives and determine the consistency between these goals and the policies imposed. Thus, the first step is to set objectives. The next is to outline ways to attain these goals. However, it should be recognized that many apparently distinct options are economically equivalent. When the goal is to charge producers or consumers for something, it is possible to attain the same result through either government ownership or taxing private transactions. The tax can raise the price to the level the government would have charged if it were the owner. Creation of a Department of Energy is not necessarily any different from having separate energy agencies well coordinated by some small supervisory body. Thus, a distinction should be made between substance and form in policymaking. The critical substance concerns such matters as whether the government imposes financial penalties, incentives, or rules to attain a goal. Then, there can be many equivalent ways to implement the basic policy form. The second prior illustration suggests that one favorite question is how to attain proper integration of policy. At various times, voices on either (or even both) sides of the Atlantic have called for a coordinated energy policy. The U.S. Paley Commission made this a primary goal for future policy. The western European governments that were the founding members of the Coal and Steel, Economic, and Atomic Energy Communities spent much time in the middle fifties and much of the sixties trying futilely to agree on an energy policy. (See Gordon, 1970 for an annotated review). The energy price rises of the 1970s rekindled United States interest in coordination. However, astute observers of the problem such as O. C. Herfindahl of the United States and Maurice Allais (1 962) in France warned the discussions confused form with substance. The crucial issues were what were the goals and what were the best types of policies to attain such goals. Policy suffered, not from poor organization, but from discord about the goals and how to attain them. All this suggests that we need principles to guide policy appraisal.
