There are bound to be changes with age, so I should not have been surprised or disappointed when what I had considered as high ad- ventures were much fewer and more widely scattered in the last 20 years of my long and active business life. But such adventures came until I was past 80 years of age and no one could expect more than this. Frequent visits to mines in this country and Canada and directorships in Bralorne and its subsidiaries, Homestake Mining Co., Bradley Mining Co., and the Bunker Hill Co.; and Copper Range Co. and its great new White Pine mine in Michigan, lasted far beyond the usual retirement age. The least happy part of my last two decades of active life was the death or sickness of many of my old friends. Hubert d'Autremont, whose friendship no one could replace, died suddenly in 1946. Henry Carlisle and Temple Bridgeman, for many years office associates, had heart attacks that cut down their activities far too soon. Many other less intimate friends died or became ill, but I knew that with advancing years such losses were inevitable. These memoirs would be endless if they covered all of the unusual work and associations I found in the last 20 years. So I must confine the rest of my recollections to expeditions that would have thrilled any engineer at any time. Some twenty to twenty-five years ago we saw the beginning of mechanization in our coal mines, It has now progressed to the point Chat as instruments of production the pick and shovel are things of the past, They had to give way to better and more efficient methods--so mechanization, followed by and combined with automation, has become common-place in our mines. Our coal could not keep its competitive position without this progress Without it our industry could not look to the future with any degress of confidence. Today we lock back and see cases of regained and salvaged markets. We see better coal products being produced at decreasing costs. We see better utilization of manpower and a stronger, more confident industry, Our hats arc off to those mining men, equipment manufacturers, labor leaders, and others who had the foresight to work toward these ends and the ability to bring them about.

This work integrated selective principal component analysis (SPCA) with a singularity fractal model to map hydrothermal alterations of argillic, phyllic, and propylitic in the north-west of Kerman city in Iran. SPCA results were provided for short wave infrared (SWIR) bands of the Advanced Spaceborne Thermal Emission and Reflection Radiometer (ASTER) sensor tomap phyllic and propylitic alterations. Also, the bands 5–7 were applied to map the argillic alteration zone. SPCA results could present useful information for alteration mapping but it does not show the purest pixels of alteration. Therefore, a fractal model of singularity was applied to highlight the different alteration pixels in the Kerman Cenozoic magmatic arc (KCMA). Thus, the singularity index of different hydrothermal alteration zones was produced. Comparing the obtained results with the field data showed that Kader, Serenu,Meiduk, and Abdar deposits were acceptably identified by alteration mapping. Also, it seems that the singularity index could not discriminate the hydrothermal alterations of argillic and phyllic. The same spectral signature of kaolinite and muscovite minerals is the main reason for misclassifications.

Joints may be taken into account when using numerical modeling as an aid to mine design by embedding joints in the model. When using the popular finite element method, say UT3PC, a pre-analysis step is necessary, Step 0. This step is for the computation of equivalent properties of a representative elementary volume of jointed rock (REV) in the model. This Step 0 is taken before Steps 1, 2 and 3 for specification of a rock properties file, generation of the mesh, and model analysis are taken. A brief explanation of equivalent properties and several examples aid in explaining the details of Step 0. Focus is on procedures, input files, and output to show ease of computation. Theoretical details are relegated to references (e.g. Pariseau 2022). Comparisons of safety factor distributions about example mine excavations with direct scaling from mine observations then offer some insights concerning equivalent properties, especially strengths.

The Bureau of Mines, Department of Interior, has been investigating the use of polyethylene oxide (PEO) as a flocculant for a variety of mineral wastes. As part of this investigation, the hydrodynamics of the flocculation process were studied. It was determined that to obtain optimum dewatering results, the factors of energy input into the stirrer, polymer concentration, and polymer dosage must be considered. Lt was found that at a given polymer concentration, there was an optimum stirrer speed and polymer dosage. With excess PEO, the amount of water removed in the trommel decreased, but no evidence for steric stabilization was observed.

Introduction One important class of manganiferrous ores is manganiferrous-silver ores. They occur in the oxidized portions of the silver deposits of the western United States. Silver is often associated with manganese oxides, which in some ore deposits are dispersed through calcite, causing the black color of the host rock, known as black calcite. Black calcites can occur in carbonate rocks (0.3 to 50 kg Ag/t) and in volcanic rocks (less than 30 g Ag/t). Silver mineralization associated with manganese oxides and black calcites can occur in veins (Hewett, 1968) or as disseminations (Graybeal, 1981). In the US, silver-bearing manganese veins are located in a broad arc that extends from southern Colorado to southwest New Mexico, southern Arizona, and southeast Califor¬nia (Hewett, 1964). Areas of disseminated silver-manganese mineralization include the Creede and Silver Cliff districts of Colorado and the Tombstone and Hardshell districts of Arizona (Graybeal, 1981). These deposits are also characterized by significant amounts of silver halides - cerargyrite (AgCl), bromargyrite (AgBr), and iodargyrite (AgI). Black calcites are also common in these deposits. Oxidized silver ores containing the higher oxides of manganese are generally refractory to hydrometallurgical methods of treatment. In the past when these ores could not be smelted, they were treated generally by cyanidation at very low efficiency. The US Bureau of Mines (USBM) studied the problem of treating silver-manganese ores in the early 1920s (Clevenger and Caron, 1925). It was found that the refractory silver in the original ore was insoluble in all the common solvents for metallic silver and its salts. The conclusion was that to obtain the highest recovery of silver, all the manganese had to be dissolved or the higher oxides of manganese reduced to manganous oxide. More recent results from treating refractory silver¬manganese ores were given by USBM (Scheiner et al., 1973). The silver ores from Candeleria District, NV, and Round Mountain District, CO, were investigated. Electrooxidation experiments recovered only 34% silver with minor amounts of manganese dissolved. Sulfurous acid pretreatment followed by cyanidation revealed that silver extracted was proportional to the amount of SO2 used. A similar approach, using sulfurous acid pretreatment followed by cyanidation, was also proposed by Rhoades et al. (1984). Hazen Research Inc. performed extensive testing on silver and manganese dissolutions from Ag-Mn ores obtained from the Candeleria and Round Mountain ore deposits. The methods examined were direct cyanidation, pretreatment with sulfurous acid followed by cyanidation, malonitrile leach, and leaching with ammonium hydroxide-sodium thiosulfate under slight oxygen pressure. The results were not satisfactory. The importance of the vast reserves of Ag-Mn ores and the lack of an efficient method to recover these metals warranted a search for new technologies. One novel method for extraction of these metals is treatment of Ag-Mn ores with acidified thiourea solutions. Preliminary results of the leaching of silver and manganese from Ag-Mn ores were very encouraging (Pesic, 1984a) ; thus, it was decided to examine the new lixiviant in more detail. Experimental Ore from the Round Mountain District was studied. It was crushed, ground, and dry sieved into monosized fractions in the range of 16 to +400 mesh. The ore composition was about 90 g Ag/t and 3% Mn, depending slightly on size. The leaching experiments were performed in apparatus described elsewhere (Pesic, 1982 and 1984b). "The undertakings described in the paper titled “Study on correlation of quantified coal rank with self-heating temperature” by Wang and Luo in the November 2015 issue of Mining Engineering (Wang and Luo, 2015) are mathematically sustainable and an acceptable extension of work performed by Smith and Lazzara (1987) for the U.S. Bureau of Mines. The paper is not an accurate explanation of the currently accepted leading practice for determining the propensity of a coal seam for spontaneous combustion. The paper could lead a practitioner to an oversimplified conclusion on how to determine the propensity of a coal seam to spontaneously combust.The spontaneous combustion of coal is a complex and not fully understood reaction. What is understood is that many more factors other than selfheating temperature (SHT) and coal rank are required to sufficiently evaluate the risk of spontaneous combustion in a particular coal seam. A superficial assessment can lead to an improper response to the risk. Some statements on the next steps through an appropriate literature search would have made the authors’ conclusions more credible.The SponCom 2.0 software, updated by the National Institute for Occupational Health and Safety (NIOSH) in 2011, provides a path for evaluating the susceptibility of a coal seam to spontaneous combustion. In addition to proximate and ultimate analyses to establish coal rank, and therefore an estimate of SHT, the program includes the history of heatings, friability, seam thickness, overburden thickness, rider seam presence, pyrite presence, face and butt cleat densities, geothermal source presence and other geological features in the assessment. Mining conditions including floor heave, rib sloughage and rate of advance are also assessed to conclude a propensity for spontaneous combustion."

Significant pyrite often does not dissolve in the Sobek (1978) nitric acid extraction; therefore, the standard conservative approach is to estimate pyrite using sulfur present in the sum of the nitric acid and residual sulfur fractions. Alunite, when present, appears as residual sulfur. Because alunite does not generate acidic effluents, overestimation of AGP can occur if all residual sulfur is assumed to be undigested pyrite. Evaluation of 16 samples from the Florida Canyon Mine revealed that petrographic examination coupled with a modification of the Sobek method to include a 6 hour hot (250°F) 'nitric acid extraction resulted in a more accurate estimation of AGP.

Back in 1970 Congress passed the National Mining and Minerals policy Act, which had as one of its basic tenets to rely on a strong and stable private minerals industry for the development and production of our mineral resources. Since then, a substantial amount of legislation has been introduced that impacts on the minerals industry. Although most of the bills proposed are not passed into law, each bill affecting minerals and mining is given careful review by the Bureau of Mines. Comment is forwarded with the object of being helpful to legislators by providing our assessment of the probable impact of each bill proposed along with suggestions to improve them. Actually few bills introduced become law. For example, in the 93rd Congress 4,260 bills were introduced in the Senate and 17,690 in the House. In the final accounting there were passed 123 private laws and 649 public, 3 percent of the bills introduced. There would be little merit here in attempting to analyze each mineral-related bill that was proposed. Many are similar and aim at making a certain aspect of our minerals activity fit needs. So, to simplify the task the many bills have been grouped by subjects. Slide 1 shows the principal topics and the number of related bills introduced. Putting it altogether, there are 26 principal subjects and almost 200 bills. And these numbers are probably off somewhat, as this accounting was made early in December.

"A unique pumped hydro storage facility using the ocean as a lower reservoir, combined with solar PV to create consistent, clean power will be presented: the Espejo de Tarapacá Project is comprised of a 300 MW seawater pumped storage hydroelectric plant using the Pacific Ocean as its lower reservoir and an existing natural concavity at the desert as its upper reservoir. The plant site is located in Chile’s northern coast 90 km south of Iquique. The site is characterized by a rocky shoreline and about 600 m of flat terrain moving inland, with an abundance of rock outcrops, after which there is a steep 700 m cliff. The power house and all waterways will be underground. The main focus is to present the rocks being expected in the underground works. As one of the actual most tectonically active regions of the world the seismic activity is particularly relevant and will be outlined in the presentation. INTRODUCTION Valhalla Energy is an independent Chilean-owned power development company. It focuses on the development, ownership and operation of renewable power projects. Valhalla was founded in 2011 with the goal of developing Chile’s natural renewable energy resources and strategically diversifies the country’s energy matrix away from an overdependence on imported fossil fuels. Valhalla began developing pumped storage hydro projects to provide scalable, clean, competitive, and reliable electricity by combining Chile’s superior solar resources with the country’s unique and extensive coastline suitable for storage.The capacity for renewable energy supply is driven by two distinct and unique natural characteristics found in northern Chile: (1) the abundant and reliable solar irradiation in the Atacama Desert and (2) a coastal site that benefits from a steep cliff and a natural concavity both within a relatively small land mass (see Figure 1). There are several potential sites in the northern part of the country that can be developed. The “Espejo de Tarapacá Project” is the first one to be built and subject of the present paper."

I spent 41 years as a geologist with the US Geological Survey (USGS) conducting geologic studies and preparing peer reviewed maps and reports describing the results of those studies. Since retiring from the USGS in 2011, I have been a consultant specializing in aggregates and other industrial minerals. Consequently, I have had the opportunity and pleasure to apply the information contained in those kinds of geologic maps and reports to real-life situations. About half of my consulting is performing due diligence for mineral resource evaluations of one type or another where resource information has been provided by the property owner. Many of those jobs necessitate that I conduct desktop studies followed by field work. I then use my information to review and comment on the written reports of others; reports variably referred to as geologic reports, resource studies, reserve analyses, and so forth. While there are many well written reports addressing geologic resource issues, I was surprised to see that there are also a significant number of so-called geologic reports that only pay cursory attention to geology. Unfortunately, that lack of rigorous geologic investigation commonly leads to erroneous conclusions. This paper addresses three such reports covering concrete sand, metallurgical gravel, and proppants (frac sand). Although all three examples are located in the Gulf Coastal Plain Province, I do not reveal the exact location of any of the properties for purposes of confidentiality. Furthermore, I have generalized the site descriptions and illustrations. However, all the descriptions faithfully define the geologic situation.

In November 1980 a combined airborne electro-magnetic (INPUT.) and magnetometer survey was conducted by Questor Surveys Limited in the State Line Area, Colorado-Wyoming. The survey was the result of discussions over a prolonged period between the authors and various investigators of the State kimberlite occurrences. As a result of these discussions and literature studies, it was decided that airborne geophysical methods would be potentially useful in the exploration for new kimberlite occurrences. The survey was designed by Paterson, Grant and Watson Limited and conducted by Questor Surveys Limited over an area in which more than 15 kimberlite bodies were known and on some of which ground geophysical surveys had been conducted. The survey was designed primarily to determine the airborne electromagnetic and magnetic responses of the known occurrences and to deter- mine whether these responses would be detectable under similar conditions in other parts of the State Line District and elsewhere.

GENERAL DESCRIPTION At the Star mine, Hecla Mining Co., located in Burke, Shoshone County, ID, the mining method is horizontal slicing (timbered or untimbered) cut-and-fill using hydraulic sand backfill. Back stoping as well as breast stoping is used; see Fig. 1. The annual produc¬tion from all cut-and-fill mining is 259 816 t (286,400 st). The average depth ranges from 366 to 2408 m (1200 to 7900 ft). A majority of the tonnage comes from an average depth of 2240 m (7350 ft). Average travel time to the stope is 1 hr. GENERAL ORE BODY REQUIREMENTS AND LIMITATIONS Size and Ground Conditions The ore body is 610 to 1219 m (2000 to 4000 ft) along the strike and 2408 m (7900 ft) on the dip, with an average vein width of 2.6 m (8.5 ft). The dip is essentially vertical. The ore body is heavily sheared and broken on the main fault structures; it is more competent on the wall veins but everywhere subject to rock bursting at depth. The hanging and footwalls are strongly fractured on the main fault structures, again more competent but still fractured on the wall veins. All host rock is Revett quartzite. Value and Production Requirements The ore value is $56 per ton. Production require¬ments are 1089 t/ d (1200 stpd), five days per week. Why Cut-and-Fill? The slusher extraction method is the most satisfac¬tory and practical for narrow vertical veins with sheared walls. The method must be quite selective to be com¬mercial. The veins are too narrow for rubber-tired ex¬traction and the grade is not high enough to make resuing practical. DETAILED DESCRIPTION Development Access to the main shaft is by the 3.2-km (2-mile) main haulage tunnel. The level intervals in the vertical timbered shafts are 61 m (200 ft). Vein development is by crosscut and laterals located 30.5 m (100 ft) into the vein wall. Vein crosscuts are on ±61 m (200 ft) centers. Access to the vein is by raises carried up with the stope. The raises are equipped with four wood¬cribbed chutes (two orepasses reinforced with angle irons, one manway, and one timber slide, Figs. 2-6). The initial cut is located 6.7 m (22 ft) above the main level (Fig. 1). Stoping Cycle Detail Sampling: Grab samples are taken from the mine cars. Channel sampling of the faces and backs is done when necessary. Drilling: For stope drilling, Ingersoll-Rand 300M percussion drills are used, with Ingersoll-Rand 300M and Gardner-Denver RB83M stopers, used for back stoping. Breasting down is done with Gardner-Denver S83FM jacklegs. The back stoping rounds are 0.9 to 1.8 m (3 to 6 ft) and the breast stoping rounds 1.5 to 3m (5 to 10 ft). Blasting: For stope blasting DuPont Tovex 100 watergel with fuses and igniter cord is used primarily. Approximately 60% of the blasting is done with am¬monium nitrate-fuel oil (ANFO). For development headings and shaft sinking, DuPont Drivex watergel with Ensign Bickford Nonel Primadet primers is is used. Mucking: Broken ore is removed entirely by slusher in the stopes. These are mostly 3.7-7.5-kW (5-10-hp) Ingersoll-Rand air-powered or 7.5-37.3-kW (10-50-hp) Ingersoll-Rand electric-powered. In the horizontal de¬velopment headings Eimco 12B and 21 and Atlas Copco LM-56 overshot mucking machines and a 0.76 (1 cu yd) hydroelectric Wagner HST-1 LHD (load-haul-dump) unit are used. Rockway for Extraction: The cribbed chutes (Fig. 7) are nearly vertical and hexagonal in shape and are made of spaced 152 x 203-mm (6 x 8-in.) timber, reinforced with varying weights and sizes of angle iron, depending on wear requirements. Rectangular cribbed chutes are used where ground pressure is not a problem. Cribbing is added in 2.4 or 3-m (8 or 10-ft) extensions accord¬ing to the floor height (whether timbered or untimbered). See Figs. 8 and 9. Backfilling: Backfilling is done with hydraulic sand consisting of classified mill tailings at 65% solids. The fill contains approximately 20% 325-mesh fines. The tailings are pumped 3353 m (11,000 ft) at 50-55% solids 22.7 dry t/h (25 dry stph) with a duplex piston pump. Cycloning increases the tailings density to 65% solids. "The mining industry has always faced the problems of replacing retired mining professionals, retaining their knowledge, continuously developing the skills of local talent and employing under-represented groups. In expansionary scenarios the industry faces the additional challenge of increasing available talent. New talent has traditionally come from current mining programs; however, these programs have been declining in numbers, and those that remain face challenges such as fluctuating enrollments, and reduced budgets. Queen’s University and Northern College have partnered to develop an innovative new program that offers online mining education to engineering technologists seeking to upgrade their skills and obtain a Bachelor’s degree. The high quality, flexible curriculum, offered online, includes a wide range of learning activities that promote interaction (student-to-student, student-to-instructor, and student-to-content), and is enabled by modern learning technologies (an integrated learning platform, as well as a variety of types of purpose-built video, web conferencing, and simulation software). The program issues block transfer credit to college graduates, and consequently reduces the time to completion when compared to other Bachelor’s degrees in Mining. The curriculum has been carefully designed to enhance a balance of technical, managerial, and societal skills for students. The program also includes short summer field school sessions, where students gain practical application skills under the direct supervision of engineering experts. THE NEEDS OF INDUSTRY Canada is the world’s largest exporter of minerals, and the contribution of this sector to Canada’s gross national product is more than three times that of the automotive industry, representing approximately 4% of Canadian GDP (MiHR, 2015)1. According to a recent report by the Canadian Mining Industry Resources Council (MiHR, 2016)2, despite the recent downturn in commodity prices, the industry will continuously need to attract new engineers to replace talent retirements and prepare for the possibility of expansion when the industry recovers. As past experience indicates, the challenges during expansion times are severe and the effects on education counter-productive. For example, during the prolonged expansion cycle of 2006-2012, several new programs were started worldwide, and mining became the profession of choice for many young students. During the subsequent downturn in the industry, many of these programs face dwindling enrollments, placing their sustainability in question. However, there is a continual need by industry to retain employees, as well as attract and train local talent, while providing educational opportunities to its employees. High potential college graduates can find themselves reaching a ceiling in their advancement due to their lack of a University degree. Furthermore, there exists an under representation of women, immigrants, and Aboriginal peoples in the labour force, and engineering fields in general1,2. Traditional mining engineering programs have tried to respond to the needs of industry, as well as meet the needs of students seeking diverse and successful employment careers. These programs tend to cater to the educational needs and aspirations of a general population, and their ability to grow and respond to changing industry needs is constrained by the number of students they can attract, as well as the resources available to them in a steady-state scenario."

Theoretical development of comminution models has come about in the last 10 years. These models assume that the material being broken is homogeneous and that the compression or energy wave is uniform throughout the specimen. Obviously, this is not the case because most comminuted materials are rocks with either many phases and/or definite grain size. The mathematical models deriving the size distribution of daughter fragments resulting from the comminution of brittle, single particles are of two schools. The first model, proposed by Gilvarry in 1961, was based on the concept of volume, surface, and edge flaw activation. The second, proposed by Meloy in 1960, was based on the concept that the crack density is a function of the energy in the comminution wave. The flaw theory has run into increasing theoretical problems and is now being abandoned. On the other hand, the crack density theory has been expanded and has successfully considered the case where there are inhomogeneities in the comminutive wave. However, the main constraint of a homogeneity in the solid being comminuted has hitherto never been overcome. In this paper, a very general derivation of the crack density model is made for inhomogeneous solids by replacing the assumption of homogeneity with an arbitrary function, P(y), which describes the susceptibility of the material to comminution as a function of position. The restraints on this function, P(y), are very broad and, hence, the derivation is extremely general. General use of the equation derived necessitates a detailed a priori knowledge of both the fracture process and of the physical properties of the material being fractured; this knowledge is expressed in open form as, P(y), the linear probability density that a plane of fracture intersects at point y on an arbitrarily oriented line segment of total length xo through the original particle. From these assumptions, a general expression for the cumulative mass distribution of particles resulting from fracture is then postulated. It is: [ ] where, B(x), is a cumulative mass of material finer than size x, r is the average number of crack,, (y), is defined above and xo is the initial particle size. It is shown that suitable assumptions reduce the expression to the theoretical results of Gaudin and Meloy and to special forms of the empirical equations of Rosin-Rammler, Gaudin and Schuhmann. Semi quantitative agreement is demonstrated by Grimshaw with experimental results of a very complex fracture of heterogeneous sandstone blocks. A need is expressed for more theoretical development of P(y), and a more extensive experimental study of both homogeneous and heterogeneous fracture. The full mathematical derivation is presented for the first time in this paper. The general implications of the equation and its application are also discussed.

Flooded-bed scrubbers on continuous miners have been shown to be an effective respirable dust control technology, traditionally used during the extraction of extended cuts of up to 12.2 m (40 ft). To effectively use scrubbers in faces that employ exhaust ventilation, the return ventilation curtain or tubing should be located outby the scrubber discharge on the continuous miner, which results in a setback distance from the face of approximately 12.2 m (40 ft). The goal of this research was to compare respirable dust levels generated in 6.1 m (20 ft) cuts when using extended curtain setbacks with a scrubber operating to dust levels in 6.1 m (20 ft) cuts when using traditional exhaust face ventilation without a scrubber operating. Dust surveys were completed at three mines with area and personal sampling conducted to quantify respirable dust concentrations on a cut-by-cut basis. Sampling results did not show a statistically significant difference in respirable dust at the continuous miner or shuttle car locations with and without the scrubber operating. However, with the scrubber operating, respirable dust concentrations in the return airstream downwind of the miner showed reductions of 91%, 86%, and 40% at Mines A, B, and C, respectively. The reductions at Mines A and B were statistically significant. Likewise, reductions in respirable quartz dust levels in the miner return were observed at all three mines, with statistically significant reductions of over 80% observed at Mines A and B. Consequently, operation of the flooded-bed scrubber did not impact respirable dust levels in the face area but did significantly reduce respirable and quartz dust levels downwind of the continuous miner. These results were obtained with the mines operating at or above the minimum operating levels specified in their ventilation plans.

Mine haul roads degrade rapidly due to extreme loads on suboptimal construction materials. Unmanned aerial vehicles (UAV) are suited to quantify large-area road-network conditions, such as surface roughness, defects and grade to optimize remediation of poor conditions and reduce overall costs. Mine haul roads present unique challenges, such as material type and edge characteristics, to automatic road detection that often fails, requiring manual road input. This research work proposes a new method using the road center determined by the principal curve of a haul truck’s path. Analysis grids were created from this center line. A dense point cloud from UAV photogrammetry was generated and multiple linear regression analysis was conducted on each individual grid. The root-mean-square error in each grid indicates the surface roughness, and the change of slope between grids indicates the road grade inconsistencies. This method was applied to 26 road sections, and the results were validated by images taken from the truck operator’s vantage point. Critical defects were identified including excessive pothole formation, corrugation, depressions retaining water, and narrowing of travel lane. The results demonstrate this is a valid method of road identification and quantification of road defects at a mine site.

The combination of high moisture and low heating value has restricted most low-rank coal (LRC) usage worldwide to mine-mouth power generation. Coals from Usibelli Coal Mine and the Beluga coal field have a heating value of approximately 8,000 Btu/lb and 28% moisture. Hydrothermal treatment (at 275 to 352'C) of lump coal from Usibelli Coal Mine and Beluga coal field enhanced the heating value of the coal, on an equilibrium moisture basis, from 8,000 Btu/lb to nearly 12,000 Btu/lb. The product coal with high heating value and 0.2 % S is an environmentally acceptable premium fuel. The Hardgrove grindability index of the coal is greatly improved, further enhancing its value. Increase in hydrothermal drying temperature promotes vesiculation of resinite. Vitrinite reflectance increased to 0.72 and vitrinite was subjected to widespread visiculation resulting in a coke like structure indicative that the material went through the fluid stage.

Booster fans in underground coal mines are often located using the concept of a neutral point. Normally, intake airways are maintained at higher absolute pressure than return airways; therefore, air leaks from intake to return. By adding a significant pressure force to a region of a ventilation system, booster fans installed in a return airway can increase the pressure in the return so that air leaks from return to intake. This is commonly referred to as recirculation. The neutral point occurs at the location in the system where the pressure difference between [ ] the intake and the return airway is zero. At this point, there is no leakage or recirculation. Ideally, placing a booster fan near the neutral point minimizes leakage and recirculation. However, in practice, the position of the neutral point is not static and it changes as the ventilation system parameters change. Booster fans have the potential to increase the capacity and efficiency of coal mine ventilation systems. However, these fans add a significant pressure source to ventilation systems and can create areas where the pressure in the intake is less than the pressure in the return causing recirculation. In systems with multiple booster fans, there may be multiple recirculation paths and, as the capacity of these fans increases, recirculation is more likely to occur.

Many developing countries with little or no previous environmental regulation are now promulgating air quality regulations which require facilities to demonstrate compliance with both process parameter based emission limits and ambient air quality standards. For many companies with operations in developing countries, an air quality compliance program at the facility level is lacking and these companies have very little background information to work with in developing a program for assessing and maintaining compliance. This paper will present a methodology for development of a comprehensive air quality compliance program for operations located in developing countries with new environmental regulations. The experiences of the authors in developing an air quality compliance program for a mining operation located in South America will be used as a basis. A program for meeting new air quality requirements can be developed in seven steps. The seven steps are: (1) regulatory review and project scope; (2) design and implementation of a baseline air quality monitoring program; (3) site visit, (4) development of a complete air emission inventory; (5) dispersion modeling; (6) compliance analysis and compliance plan; and (7) project completion.
