Worker safety is an issue that transcends industries, whether it be mining, construction, manufacturing or even general office work. In the mining industry, safety and training are particularly important because mining is a dangerous occupation. Throughout the years, federal and state safety regulations have been written and revised to keep up with the changing technologies. And mine operators have installed their own safety and training programs. They have come to realize that a safe and healthy workforce has positive effects on productivity and profitability —not to mention avoiding the high costs of injury-related absenteeism.

Issues between resource utilization and resource preservation often develop in connection with coal mining. One such conflict exists in eastern Utah where PacifiCorp and Energy West Mining Company are working with State and Federal agencies to address the resource recovery/resource preservation dispute. The effects of underground longwall coal mining on golden eagle (Aquila chrysaetos) cliff nesting sites have been studied at the Cottonwood Mine since 1986. Subsidence, escarpment spalling, and the nesting activities of the local eagle population were monitored.

Steady increases in longwall production have required operators to apply greater quantities of ventilating air in an effort to control and dilute respirable dust. Significant increases in shearer speeds necessitate that longwall supports also be advanced at a faster rate. Both of these factors may contribute to overall respirable dust levels on the longwall face because as supports are lowered and advanced, broken material falling from the top of the canopy is entrained directly into the air stream. To address this issue, the Pittsburgh Research Laboratory collected respirable dust samples from four longwall faces to characterize shield-generated dust. This paper investigates the influence of air velocity and shield advance rates on respirable dust levels. Also discussed are engineering controls currently used to reduce shield dust and alternative controls being investigated by the National Institute for Occupational Safety and Health (NIOSH).

The North Shore Connector Project for the Port Authority of Allegheny County constructs twin Tunnel Boring Machine (TBM) tunnels through cohesive soils and rock beneath the Allegheny River and a narrow city street in Pittsburgh, PA. The tunnel alignment includes an historic building on shallow foundations, modern buildings on deep foundations, and an office building constructed directly over the alignment during the design of the tunnel sections. This paper provides an overview and update of the general site conditions, TBM tunnel design, and support of excavation for the TBM launching pit. Deformation limits, ground improvement, monitoring and mitigation plans are also discussed.

The effectiveness of anaerobic in-situ biological treatment for the immobilization of selenium, molybdenum, and uranium in an alluvial aquifer was examined using long-term column tests. A series of organic substrate and nutrient combinations were tested to determine removal effectiveness, optimum supplement concentrations and ratios. Final column testing was conducted to determine the chemical stability of the treatment by-products/treatment compounds by dosing the columns continuously with elevated redox untreated alluvial groundwater.

The trend for using larger equipment in open pit mining to achieve cost effectiveness raises the question about the optimum economic point of scale in the current world of globalization. The present paper treats this question through the prism of a new methodology of assessing the impact of the size of production equipment on the economic outcomes of coal mining ventures. The methodology incorporates a production scheduling optimization model that implements both principles of mine planning, coal quality optimization and waste deferment. The implementation of the waste deferment principle dealing with the spatial and time aspects of the mine sequence arrangement allows the adequate modeling of the optimality of production equipment scale through the use of mine investment parameters, such as, purchase and ownership costs and discounted cash flows analysis. A case study is provided to illustrate the applicability of the new methodology.

"Human rights can contribute to sustainability in the mining sector, both in theory and in practice. Both human rights and sustainability share a common concern to improve economic prosperity, environmental health and social equity by avoiding negative impacts and conflict, as well as by engaging with and empowering affected communities. Globally, there is an emerging consensus that companies have a responsibility to respect international human rights standards. Respecting human rights means that mining companies are responsible to ""do no harm"" to the people and communities affected by their operations. After a discussion of the Protect, Respect and Remedy framework for business and human rights, this paper illustrates some examples of how international standards for human rights and sustainability interacted in a recent assessment of Goldcorp's Marlin Mine in the Western Highlands of Guatemala. The final section explores how human rights should be integrated into broader policies and procedures for corporate sustainability. This includes integrating human rights into ESIA processes, legal compliance, corporate governance and grievance mechanisms. Pressures on mining companies to respect human rights will not disappear; therefore, a proactive and integrated approach to human rights is a fundamental component of a broader strategy for sustainability"

Introduction Technological advances in mining and processing have started the domestic mining and mineral industry back on the road to competitiveness. A massive trade deficit, however, coupled with foreign competition and more government regulations threaten to slow this recovery. So say mining executives in Colorado and Minnesota. These industry decision-makers agree that their challenge is to continue the technical innovations of their industry. The journey back to profitability and competitiveness means improved products, they say, but at lower production costs. At separate gatherings in January, officials in both states said that they believe their industry is up to the challenge. Worker attitudes will have to change, they understand, and management styles will need adjusting. And, while they are willing to make the necessary adjustments, they are going to need some help. Or, at the very least, less interference from the federal government. Foreign markets, all but closed to American products, must be opened up on a reciprocal basis. The nation's $170 billion trade deficit is a priority item that can no longer be ignored. And, closer to home, federal and state environmental regulations concerning mineral production must themselves be monitored. 1987 in Colorado While Colorado's service and trade industries should have a fairly good 1987, the state's mining industry can expect another disappointing year filled with layoffs and declining profits, according to the Colorado Mining Association. Once again, foreign competition and government regulations are seen as the main reasons for the mineral industry's woes. And state mining officials see little relief until at least the 1990s. Speaking to a group of reporters at its annual press briefing in Denver, CMA officials said Colorado's overall nonfuel mineral production is expected to fluctuate between a flat and declining growth trend. Mining employment in the state is expected to fall by 400 people this year, to about 7500. In 1981, Colorado mines employed as many as 17,800 people. During the 1970s and early 1980s, the employment rate in mining in the state grew by 12% annually, according to a summary report compiled by the CMA. Last year, worldwide molybdenum production continued to exceed demand US moly producers, therefore, were forced to continue their familiar path of production cutbacks, as well as workforce reductions. And some molybdenum mines in the US closed altogether, the CMA report stated. In Colorado, Amax's Climax and Henderson molybdenum mines operated at about 50% of combined capacity. Climax employed about 200 people at the beginning of 1987, producing about 5.4 kt/d (6000 stpd) or ore. Henderson employed about 700 people, producing about 24.5 kt/d (27,000 stpd) of ore. In coal, the number of licensed coal mines in Colorado has declined from 124 in 1960 to 43 in 1986, of which only 23 were producing. Once a stable source of employment and production, the metallurgical coal industry in the state has only one surviving metallurgical coal mine, Mid-Continent's Orchard Valley mine. High production and transportation costs, weakness in the US steel industry, and a weak market position have contributed to the decline, the summary reported. Column flotation has been successfully implemented on a production scale in the Athabasca oil sands. In this application, bitumen is recovered and mineral matter is simultaneously rejected from a middling stream originating from a primary separation vessel. Exploiting the natural hydrophobicity of bitumen, the middlings streams have traditionally been processed utilizing conventional, mechanical flotation cells. Although these cells offer adequate bitumen recovery and mineral rejection rates, operating costs are high due to the required maintenance of the wetted mechanical components. In comparison, column flotation provides superior metallurgical performance while offering a lower maintenance demand. Both metallurgical and mechanical characteristics of column flotation are discussed to demonstrate the benefits of this technology for the recovery of bitumen from oil sands.

In the environmentally conscious social atmosphere today, reclamation in surface mines has become a main issue to the public and the regulatory committees. In response to this increased attention, many regulatory committees have begun to enact more stringent regulations on surface mining operations. Operations across all spectrums of the industry have seen changes. Recently and most visibly the mountain top removal mines have seen several new regulations focusing on environmental protection. Specifically regulatory committees have emphasized a focus on the methods of reclamation and recovery of layers suitable for vegetation. These layers are the most visible once the operation has concluded. Also, these layers have the most human interaction (farming, hunting, and house development). Often times the new regulations enacted are shifting from a performance base to a standards base. The key differentiator being a performance base dictates the final result while a standards base dictates the method to achieve the result. The very nature of many regulations (especially those that are standards based) not only challenges the physical limitations of the equipment used today, they come with a financial impact. For the purpose of this paper, the model will be a surface coal operation, utilizing draglines as primary overburden movers. The coal seam is ten feet thick, the overburden ninety five feet thick, the pits are 150 feet wide, and the dragline is a Bucyrus Erie 1570.

This paper discusses the role of mineral-adapted acidiphilic microorganism Acidithiobacillus ferrooxidans on the beneficiation of arsenopyrite containing multisulfides (pyrite and chalcopyrite). Adaptation to minerals altered the surface properties of the microorganism. Bacterial adaptation to arsenopyrite and controlled bacterial adhesion to mineral surfaces lead to selectivity in arsenopyrite separation. Bioremoval of arsenic ions (both arsenite and arsenate ions) by Acidithiobacillus ferrooxidans is also discussed.

In 1985, participants of the multi-year Illinois Mine Subsidence Research Program conducted surveys of subsidence effects on crop production from current high-extraction mining methods, selected a site to characterize the profile, strain, fracture development in overburden materials and changes in aquifers produced by subsidence from high-extraction mining, characterized floor materia1 s in three mines, and established bibliographic reference and data base files. The Illinois State Geological Survey, University of Illinois at Urbana-Champaign, Southern Illinois University at Carbondale, Illinois Department of Mines and Minerals and Twin Cities Research Center of the U. S. Bureau of Mines are coordinating State and Federally funded research.

A dump edge and vehicle proximity warning system is being developed at the Colorado School of Mines using GPS and wireless local area networks to improve the safety of off-highway trucks in open pit mines. After two years of research, software development, and testing in the laboratory, field tests are currently being carried out at operating limestone quarries and open pit mining operations to evaluate the effectiveness of the system under rugged operating conditions. This paper describes the progress made on this NIOSH-funded project and discuss, tests carried out recently, at the Morenci open pit copper mine in Arizona.

Resource Engineering and Development, Inc. is desigining and building a portable 150 to 225 tpd, flotation-cyanide leach plant with unitized, skid-mounted components. This plant design, with its portability, low capital investment, and high recovery of silver and gold from many partially oxidized ores, is well suited to treat many small, highgrade deposits, old waste dumps, and old mill tailing piles. A description is given of flotation and/or cyanide leach tests run on 18 partially oxidized, newly mined ores; waste dump materials; placer slimes; and old mill tailings.

The subsurface investigation for the Reach 4 Tunnel was expected to be completed in a single phase. This assumed that data from two nearby previous tunnels, combined with limited new subsurface information and surface mapping would be sufficient to characterize the rock behavior. Unforeseen rock conditions and complex faulting led to the recommendation for a second phase. This decision was not reached easily, as much of the follow-on work required helicopter support, and associated costs. The second phase of drilling found significantly more variability than the first phase and led to a very different and better understanding of the geologic and geotechnical conditions, and rock characterization.

Detailed porewater profiles of arsenic and other interstitial metabolites were used to assess the relationship between trophic status, sediment redox chemistry and arsenic mobility in a historic tailings repository. The results demonstrate that in eutrophied systems which exhibit greater sediment oxygen demand, the depth of the Fe(III) redoxcline, and hence depth of arsenic release, may lie in close proximity to the sediment-water interface. As a result, arsenic scavenging mechanisms are significantly reduced, resulting in a greater flux of arsenic to the water column. Such considerations have important implications for the management of pit lakes, tailings ponds and contaminated lakes which may consider: 1) the discharge of sewage to the water body during operations; and/or 2) post-closure fertilization as a remediation strategy.

As development in underground coal mines progresses away from the critical components of the ventilation system, including the main fans and ventilation shafts, resistance is markedly increased. This results in higher pressure and flow requirements from the main fan(s) to maintain adequate face ventilation, which often requires that the primary ventilation system is upgraded with additional shafts and surface fans. The use of booster fans underground is a potentially practical alternative. This study presents simulations of the use of booster fans in two underground ventilation scenarios, one longwall and one room and pillar. The booster fan effects on the power requirements of the ventilation systems are evaluated.

In Japanese tunneling history, it has commonly been accepted that the long-round driving is difficult due to the complicated geological condition. Therefore, the maximum past record has been less than 3 m per round. A new record of advance was established in the 99 m2 headrace tunnel of Imaichi Water Power Station Project with an advance of 239.5 m in a month by drilling 3.9 m deep blast holes. The geology of the headrace tunnel composed of pyroxine andesite (ie. 960-1770 kg/cm2, VP3.1-4.3 km/s) which had several clay seams and open cracks and was moderately weathered. Automatic shotcrete machine was used for shotcreting. Rock support was specified according to the N.A.T.M. with each different rock type. The contractor achieved a remarkable tunneling advance not earlier experienced in Japan.

Dolomite impurities are increasing in the currently mined phosphate deposits in Florida. Several research efforts have been conducted in various laboratories around the globe to find methods to economically removing the dolomite. However, a universal and cost-effective process is not now in commercial use. In this paper, a new process for dolomite/apatite separation is presented. The differential solubility of dolomite in slightly acidic solution is utilized to generate micro CO2 bubbles at the dolomite/water interface. Particle (dolomite)/bubble aggregates float to the surface leaving phosphate concentrate with low MgO content. Interestingly, up to 6.0 mm particles can be floated by such micro-bubble/particle aggregates. Different surface-active agents were tested to stabilize the bubbles. Results of these tests are presented, and the mechanisms involved are discussed.
