"SynopsisThis paper is intended to document recent personal thoughts, opinions, and debate around the South African Code for the Reporting of Exploration Results, Mineral Resources and Mineral Reserves (the SAMREC Code) (2009) and its current usage by Competent Persons. Admittedly, some debates are as old as the SAMREC Code itself and have been ‘parked’ as no consensus could be reached by members of the SAMREC Working Group.Some of the more critical issues currently under examination are the definition of Competent Person and the potential registration of Competent Persons, the current re-write of the Code, and the introduction of reporting of Exploration Results, Mineral Resources, and Mineral Reserves on an ‘If not – why not’ basis, noncompliance with the Code and discipline, the role of the Johannesburg Stock Exchange Readers Panel, and the valuation of mineral assets based on scoping studies.IntroductionThis paper is intended as a personal memoir of recent thoughts and debate around the South African Code for the Reporting of Exploration Results, Mineral Resources and Mineral Reserves (the SAMREC Code) (2009) (‘the Code’). Current practices in the compilation and reporting of Exploration Results, Mineral Resources, and Mineral Reserves are often deficient in adhering to the Code and a conscious effort must be made by the mining sector to improve the standard of public reporting, in particular Competent Person Reports (CPRs) and Public Reports issued by listed mineral exploration and mining companies."

This paper summarizes important features of a compilation of thermal properties of stratified rocks from Witwatersrand gold mining areas. The database consists of more than 1000 thermal conductivity measurements, more than 700 density measurements, and nearly 100 heat capacity measurements. Most important rock types and stratigraphic units are well represented. Heat capacity does not differ significantly from one rock type to another, and density is relatively uniform although particular rock types are characterized by distinct average values. Different rock types also have distinct thermal conductivities, but this parameter varies by a factor of four to five. Primary factors controlling the thermal properties are mineral composition, degree of metamorphism, and porosity. In addition, the temperature dependence of thermal conductivity and heat capacity of quartzite may significantly decrease the thermal diffusivity of this rock at deep mining levels.

Abstract The process of stress-induced fracturing around underground excavations in brittle rock is associated with dilation or volume increase of the failed, fractured rock. Different attempts to account analytically for this dilation have been made within the framework of plasticity theory. This theory has been developed mostly for metals, strain-hardening materials or soils, but brittle failure of rock-like materials is characterized by strain-softening behaviour and the volume change is dominated by geometric factors, which may violate stability principles of plasticity. In this work a semi-empirical Rock Mass Bulking Model (RMBM) was developed, using as starting concepts: dilation angle, plastic strain rates, effective deformation modulus, effective Poisson's ratio, Griffith locus, and the definition of a bulking factor BF introduced by Kaiser et al. (1996). The model was calibrated in order to obtain bulking factors that are consistent with experimental data and case studies of measured bulking around underground excavations. Résumé La fracturation provoquée par le stress autour des excavations souterraines dans le minéral friable est associée à la dilatation ou à l’augmentation du volume de la roche en rupture. Dans le cadre de la théorie de la plasticité, différents essais ont été faits dans le but de trouver une justification analytique pour cette dilatation. Cette théorie a d’abord été élaborée pour les métaux, les matériaux ou les sols d’écrouissage, mais la rupture fragile de matériaux d’aspect rocheux est caractérisée par un comportement d’amollissement et le changement de volume est dominé par des facteurs géométriques, ce qui pourrait ne pas être conforme aux principes de stabilité de la plasticité. Dans le présent ouvrage, un Modèle semi-empirique de masse rocheuse a été élaboré, dont les concepts initiaux sont les suivants : angle de dilatation, vitesse de fluage plastique, module effectif de déformation, coefficient effectif de Poisson, locus de Griffith, et la définition d’un facteur de foisonnement FF apportée par Kaiser et al. (1996). Le modèle a été calibré afin d’obtenir des facteurs de foisonnement qui soient conformes aux données expérimentales et aux études de cas sur le foisonnement mesuré autour des excavations souterraines. Kurzfassung Der Prozess von Brüchen in unterirdischen Abgrabungen in sprödem Gestein ist mit der Ausweitung oder der Volumenzunahme des gebrochenen Gesteins verbunden. Verschiedene Versuche im Rahmen der Verformbarkeitstheorie haben versucht, diese Ausweitung analytisch festzustellen. Die Verformbarkeitstheorie wurde hauptsächlich für Metalle, kalthärtende Werkstoffe oder Böden entwickelt, da sprödes Versagen von Gestein ähnlichen Werkstoffen von kaltenhärtendem Materialverhalten gekennzeichtnet ist, und die Volumenveränderung von geometrischen Faktoren beherrscht wird, die die Stabilitätsprinzipien der Plastizität übertreten. In dieser Arbeit wurde ein halbempirisches Rock Mass Bulking Model (RMBM) (Modell für das Aufgehen der Gesteinsmasse), entwickelt, für das die folgenden Anfangsprinzipien benutzt wurden: Ausweitungswinkel, plastische Fliessensätze, wirksames Verformungsmodul, leistungsfähiges Poissons Verhältnis, die Griffith Ortskurve und die Bestimmung eines Aufgehensfaktor BF1 der von Kaiser et al. (1996) eingefürt wurde. Das Modell wurde so kalibriert, dass es die Aufgehenfaktoren erzielte, die mit den Vesuchsangaben und den Fallstudien von Aufgehensmessungen in unterirdischen Abgrabungen übereinstimmen.

The assessment of overall modulus (or stiffness) of a fractured weak to moderately strong rock mass is a key parameter in the design of civil engineering works in these materials. It also provides the highest level of uncertainty due to scale effects, anisotropy and the influence of joint frequency and joint stiffness. Using the example of the Melbourne Mudstone, this paper compares approaches using empirical rules based on intact rock strength, laboratory testing, in situ field testing, semi-quantitative assessment techniques based on rock mass classification and back analyses. L'évaluation du module (ou rigidité) global d’une masse rocheuse faible et fissurée a modérément forte est un paramètre principal dans la conception des travaux du génie civil dans ces types de matériaux. Elle fournit également le niveau le plus élevé d'incertitude due aux effets d’échelle, à l'anisotropie et à l'influence de la fréquence et de la rigidité des joints rocheux. En utilisant l'exemple du schiste de Melbourne, cet article compare des approches empiriques basées sur la force intacte de La roche, les essais expérimentaux au laboratoire, les essais sur site, les techniques semi-quantitatives d'évaluation basées sur la classification de la masse rocheuse et les analyses en retour. Die Schaetzung des allgemeinen Steifigkeit-Moduls des gebrochenen schwachen bis zu maessig starken Felsmassen ist eine Haupt- Annahme in dem Entwurf von Tiefbau-Projekten in diesen Materialien. Es verursacht den hoechsten Grad der Ungewissheit in Folge der Groessenordnung, Spaltorientierung und dem Einfluss der Haeufigkeit der Risse und Bruch-Steife. Unter Verwendung des Beispiels des Melbourner Tonsteine, vergleicht diese Darlegung die Anwendung der empirischen Regeln, die sich auf die Staerke des ungestoerten Fels Basieren mit Versuchen in der Material Pruefungsanstalt, Untersuchungen auf der Baustelle und halb-quantitative Schaetzungsverfahren, die sich auf die Felsmassen Klassifikation und fruehere Analysen stuetzen.

Specific energy is defined as the amount of work required to break a unit volume of rock and is used to predict the performance of mechanical miners. It is obtained from full-scale rock cutting experiments, which require large block samples, experienced personnel and expensive equipment found in only a few research centres in the world. Estimation of the optimum specific energy, at which a given geological formation is excavated at optimum cutting geometry in the most energy efficient manner, from mechanical rock properties to predict the performance/efficiency of roadheaders is the basic aim of this study. The mechanical rock property tests require only core samples, which are easier to obtain and to test. In this context, full-scale rock cutting tests are performed on 23 different rock, mineral and ore samples including sandstone, claystone, tuffite, chromite, trona and copper collected from some operating mines in Turkey. The optimum specific energy values are obtained for each sample. Physical and mechanical property tests are performed on the core samples obtained from the same samples to determine uniaxial compressive strength, indirect (Brazilian) tensile strength, static and dynamic elasticity moduli, Schmidt hammer rebound values, density, and Cerchar abrasivity index. The relationships between the optimum specific energy and the mechanical rock properties are analysed using statistical methods. The results indicate strong relationships between the optimum specific energy and the mechanical rock properties. The strongest relationships are found by using uniaxial compressive strength and tensile strength. The performance models developed in this study are in good agreement with the empirical models previously developed for roadheaders and can be used reliably for prediction purposes. Outsourcing? and ?sub-contracting? have become buzzwords in recent years, as SA industry becomes increasingly exposed to the global economy, and global competitiveness. In its effort to ?catch up? after years of relative isolation, there is a concerted effort to learn from global ?best practice?, in order for South African companies, and the SA economy, to become ?winners?. There seems nothing wrong with this approach at face value. Companies need to compete and be profitable if they are to remain in business. Failure will in the end mean bankruptcy, and the loss of jobs. However, if one interrogates the precise practices, and their implications for all concerned?not just shareholders and employers, but workers, communities, the environment, future generations, the national economy?then the picture can change dramatically. ?Best practice? for whom?

The demand for rare earth elements (REE) is increasing rapidly owing to the emergence of new cleanenergy and defense-related technologies. China’s dominates the world production of REE. In this paper, we review the ore characteristics of four typical REE deposits in China and discuss the conventional beneficiation techniques, including gravity and magnetic separation, flotation, and hydrometallurgical processing of these ores. Some of the latest laboratory findings and industrial applications, as well as the development of novel reagents for REE processing in China are presented. The REE beneficiation technologies developed and employed in China could constitute a good case study for many other emerging projects being explored around the world.

Consideration of the economic, environmental, and social impacts associated with the life-cycle of a technology is of increasing importance for decision-making in industry. It has been suggested that economic assessment of technology deployment projects requires the translation of associated environmental effects into monetary values. This paper introduces an approach for identifying and evaluating environmental damage in monetary terms. The approach groups the environmental impacts associated with a technology life-cycle system into four main criteria: air, water, land, and mined abiotic resources. The valuation of the impacts on the resources consists of an economic cost benefit analysis (CBA) procedure that comprises four steps: the compiling of an impact inventory, a monetary valuation of the inventory, discounting, and a risk/uncertainty analysis. The monetary valuation step for impacts on air resources is primarily based on published externality costs for Europe and the United States, which are adopted and converted to reflect the South African context. Local opportunity costs are utilized for the other resource criteria. The damage costs are transformed into South African Rand at 2005 prices. The paper demonstrates how the approach may be applied in the assessment of projects in the metallurgical industry. Shortcomings in the approach are identified. For example, not all of the aspects that are considered necessary to assess environmental performances comprehensively can be valued in monetary terms. Also, certain values, specifically those pertaining to opportunity costs, need to be determined on a case-by-case basis. Furthermore, the uncertainties associated with the indicators obtained may strongly influence the usability of the results of an environmental performance assessment, e.g. future damage costs will change with fluctuations in the markets. It is concluded that although such an approach has merit in increasing the understanding of the potential financial implications of a technology?s environmental performance, further research is required to improve the approach described if it is to be used further in the South African metallurgical industry. Damage cost estimates that are specific to South Africa need to be developed to reduce uncertainty, and the combination of both quantitative and qualitative approaches is recommended for comprehensive sustain-ability decision-making.

The 20 Mt reverberatory furnace slag dump at Nkana in Zambia contains a substantial quantity of cobalt. A 40 MW DC arc furnace has been built at Chambishi for the purpose of recovering cobalt from the slag. The technology was jointly developed by Mintek and Anglovaal Mining Ltd (Avmin), and the furnace was designed by Bateman Titaco. Testwork at the 150?250 kW scale was conducted at AVRL, and larger scale piloting was conducted at Mintek (in partnership with Avmin) in a 3 MW DC arc furnace. Approximately 840 tons of Nkana dump slag (ranging from 0.66% Co) was processed at power levels around 1-2 MW. Good overall cobalt extraction was achieved, and approximately 100 tons of cobalt-bearing alloy was produced (containing 5 to 14% Co). This testwork demonstrated that the Nkana dump slag could be processed in a DC arc furnace of suitable design, to produce a cobalt-bearing alloy suitable for further hydrometallurgical processing. Bateman Titaco were contracted to design and build the furnace, and the design team contained representatives from Avmin and Mintek. The project was conceived as a fast-track exercise, and many activities had to be run in parallel. Notable features of the furnace include an ABB power supply, a Concast conductive hearth, the refractory design, and copper cooling in the sidewalls. Power to the furnace was switched on during January 2001.

The rock brittleness is one of the most important rock properties that affect the drill-ability of rocks. It is supposed that the increase in rock brittleness causes the increase in penetration rate. The drill-ability of rocks depends on many factors. These factors can be separated as two parts depending on a machine, bit type, rotational speed, thrust, blow frequency, flushing, and rock properties, brittleness, compressive strength, structure, hardness, etc. In this paper, the relationship between brittleness and drill-ability index, which is used in the prediction analysis of the penetration rate of rotary blast hole drills, were examined using regression analysis. It is also seen that significant correlations exist between brittleness and the drill-ability index.

Dr R. E. Robinson, Pr. Eng., obtained a B.sc. (Chem. Eng.) cum laude from the University of the Witwatersrand in 1950 and a Ph.D. (Eng.) from the same University in 1953, where he was awarded the Haikes Memorial Medal for Industrial Chemistry. Professor G. G. Garrett was appointed Professor of Physical and :Fabrication Metallurgy in the Department of Metallurgy at the University of the Witwatersrand in June 1980, and in January 1984 he became Head of the Department. Mr P. A. van Wielligh, Pr. Eng., climbed the mining ladder in the hard way, starting as a Mine Surveyor in 1936 and working his way up as Chief Surveyor, Underground Manager, Mine Manager, and Consulting Engineer, to Executive Director, including the intermediate steps. Mr H. E. James, Pr. Eng., is a graduate in Chemical Engineering from the University of the Witwatersrand. Both his B.sc. degree (1961) and his M.sc. degree (1964) were obtained on bursaries, the former from Gold Fields of South Africa and the latter from the Atomic Energy Board. Mr G. Pienaar, Pr. Eng., obtained a B.Eng. (Met) in 1967 and an M.Eng. in 1973, both from the University of Pretoria. Dr A. K. Haines, Pr. Eng., obtained all his degrees from the University of Natal, finishing with a. Ph.D. in 1971. Mr B. C. Alberts, Pr. Eng., obtained his academic training at the University of Pretoria, where he was awarded B.sc. degrees in both agricultural engineering (1963) and mining engineering (1965). Mr H. C. van Zyl, Pr. Eng., holds B.sc. degrees in mining engineering (1968) and civil engineering (1972), both from the University of Pretoria.

The mining industry in South Africa has developed its own environmental guidelines in the form of an Aide-Mémoire1,which is an extension of the previous rehabilitation provisions to include all aspects of the environment and all phases of a mining operation. This development, at the time, recognized an international trend towards the formalization of environmental management in mining practice, which resulted from the realization of the large environmental liabilities that mines could face, particularly on closure. Over the past decade the international environmental focus in the mining industry has moved from operational management, to the reduction of liability on mine closure. Mine closure guidelines are being developed internationally by nations (for example, SRK, 19982) and by large mining groups (for example, Rio Tinto, 19983). In South Africa the Department of Minerals and Energy (DME) is presently reviewing the Aide-Mémoire to bring it in line with international and local developments and a separate mine closure plan is being considered.

Namakwa Sands aims to conserve environmental resources and prevent or minimize environmental impacts from its operations. The challenge faced by Namakwa Sands is the rehabilitation of the arid winter rainfall Strandveld and lowland Succulent Karoo vegetation zones affected by its mining activities. Extensive experimentation with different rehabilitation methods resulted in the development of an effective rehabilitation programme. The use of topsoil as a seed bank and shade-cloth as windbreaks have significantly aided the rehabilitation process. The aim of the programme is to stabilize the soil environment so as to allow the germination and development of the local plant species. The ability to control wind erosion is critical to the success of the rehabilitation effort. A programme of biodiversity audits has been started to measure the recovery of plant species in the rehabilitated area. The principle of continuous improvement, coupled to site-specific rehabilitation studies, is applied to enhance the rehabilitation programme.

Improvement in work place environment by conventional methods viz., installation of higher capacity fan, fans in parallel operation or booster fan is a risky proposition in many coal mines in India because of difficult geo-mining condition such as shallow depth, multi seam workings having thin parting and inter connected goaves one above the other. The situation is further worsened if the mines have fire affected sealed off area connected to different ventilation circuits. On many occasions circulation of more air quantity by increasing fan pressure have resulted in initiation of spontaneous heating. To address these problems, authors have made some improvement in conventional Dynamic Balancing of Pressure Technique and worked out few ventilation schemes which are aimed for neutralization of pressure differential across sealed off area at the same time having improvement in ventilation in the mine. The excess pressure differential across sealed off area is mainly caused by introduction of higher capacity fan. Similar situation prevailed in one of the mines of Jharia Coalfield, India. The problem was solved by application of the above technique. In this paper, brief description of the technique, the problem in the mine, results of investigation, computer simulation studies of various schemes and methodology adopted for implementation of the technique in the mine have been discussed in some detail. Shear-flow coupling tests are conducted using an original apparatus, and a shear-flow coupling model using Geographic Information System (GIS) is developed in order to evaluate shear-flow coupling properties of a rock joint. Shear-flow coupling tests indicate that the hydraulic conductivity of joint once decreases, and then rapidly increases at the shear displacement near the peak shear stress. The proposed model simulates the test results relatively well. However it indicates that it is difficult to apply the local ‘cubic law’ model in the initial shear stage, in which the change of selective flow path is remarkable. Scher-Fliess-Kopplungsversuche werden mit einem neuartigen Versuchsgerät durchgeführt und mithilfe von Geo-Informationssystemen (GIS) gedeutet, um so ein Modell für die Scher-Fliess-Kopplung in Gebirgstrennflächen zu entwickeln. Die Versuche zeigen, dass die hydraulische Leitfähigkeit zuerst abnimmt, dann aber schnell wieder zunimmt sobald die maximale Scherfestigkeit erreicht ist. Das vorgestellte Modell bildet die Testergebnisse relativ gut nach. Es zeigt auch, dass es schwierig ist, das lokale Cubic Law im Initialstadium der Scherbeanspruchung anzuwenden, in dem die Variationen selektiver Fliesswege gross ist. Les essaies hydro-mécaniques couplés en cisaillement sont réalisés grâce à un appareil éxperimental prototype et un modèle de couplage hydro-mécanique utilisant le S.I.G (systeme d'information géographique) développé dans le but d'évaluer les propriétés hydro-mécaniques des joint rocheux. Les résultats indiquent que la conductivité hydraulique des joints décroit puis augmente rapidement en se rapprochant du pic de cisaillement. Le modèle proposé simule relativement bien les résultats expérimentaux ; mais indique également qu’il est difficile d’appliquer localement la loi cubique au début du cisaillement où, les changements d’orientation dans le réseau d'écoulement sont considerables.

The behaviors and stress distributions of the inclined jointed rock masses with different dip angles obtained from DDA are compared to the results of laboratory tests. By calculating the block stress distributions, it is confirmed that DDA can reproduce the arching around the trap door when lowering the trap door. The shapes of arching change with the angles of inclined layers. In addition, the earth pressures acting on the trap door shows non-symmetrical distributions when the layers are not horizontal. The stress concentration occurs in one side of the rock masses close to the trap door. Furthermore, the surface settlements are also related to the inclined angle, and the loosening zone in rock masses can be different from Terzghi’s theory [1]. Since, simulations have good agreements with the laboratory test , it demonstrates the applicability of DDA to explain the mechanical behaviors of tunnel, such as arching phenomenon, non-symmetrical earth pressure distributions acting on the trap door, and the surface settlement profile in the jointed rock masses. Dans cet article est décrite l’étude numérique du perçage d’un tunnel dans un massif de couches rocheuses jointes inclinées. La simulation à l’aide de l’Analyse de Déformation Discontinue (DDA), en faisant varier l’angle d’inclinaison des couches de roche, nous apporte des résultats en termes de distributions de contraintes et de comportement des couches, résultats qui sont ensuite comparés avec des résultats de tests en laboratoire. Les résultats confirment le fait que la DDA est capable de reproduire le phénomène d’arcage autour de la trappe lorsque la trappe s’abaisse. Les formes d’arcage varient selon l’angle d’inclinaison des couches de roche. Par ailleurs, lorsque les couches ne sont pas horizontales, la distribution de pression agissant sur la trappe est assymmétrique. La concentration de contraintes se produit du coté proche de la trappe. De plus, les tassements de surface dépendent eux aussi de l’angle d’inclinaison. En conséquence, les résultats de simulation sont en accord avec les tests en laboratoire, ce qui prouve que la DDA permet d’expliquer des comportements mécaniques du tunnel tels que l’arcage, les distributions assymmétiques de pression du sol sur la trappe, ainsi que le profil du tassement de surface dans la masse de roches jointes. Dieser Beitrag beschreibt eine numerische Studie über Tunnel im geklüftetem Fels. Das Verhalten und die Druckverteilungen in den unterschiedlich geneigten und geklüfteten Felsenmassen wird mit Hilfe des Discontinuous Deformation Analysis Programms (DDA) simuliert, und mit Laborversuchen verglichen. Die Resultate bestätigen, dass DDA der Gewölbewirkung im „Trapdoor“ Experiment gut reproduzieren kann. Die Form des Gewölbes, ändert sich mit unterschiedlichen Neigungswinkeln der Schichten. Bei geneigten Schichten entstehen unsymmetrische Druckverteilungen. Auch die Oberflächenabsenkung ist von dem Neigungswinkel abhängig. Continuous Mining presents an opportunity to extract reef in the stope ?continuously? by integrating the drill and blast activity using propellants or low energy charges. To date, the majority of effort spent on Continuous Mining systems has focused on developing an effective rock breaking process (micro breaking process), and to some extent, eliminating fumes and dust. The perceived benefits of applying low energy charges have been identified as: ?Concentrated mining yielding face advances of 40 to 60 m per month ?Lower stoping widths through better-controlled breaking ?Increase in the advance per blast ?Increase in labour productivity ?The potential to mine reefs where specific conditions make conventional mining uneconomic e.g. reefs with shales in the immediate hangingwall. However, the ability to successfully use low energy charges to create a ?Continuous or Semi-Continuous? mining method is dependent on overcoming the following challenges. ?Improving reliability of rock breaking. This is dependent upon achieving:? Improved drilling accuracy, and? Successful stemming or gas confinement, particularly in fractured rock ?Reducing gas and dust levels ?Reducing high costs. Through the research carried out in Future Mine, many different low energy rock breaking methods and systems were investigated. Whilst detailed results cannot be published here, the guidelines for overcoming low energy rock breaking challenges are discussed.

There are few data on the composition of discard coal in South Africa, and no overall view of the discards for the entire industry. As a result of work on coal qualities in South Africa, a database was established which enabled a good estimate to be made of the composition of the discard from every mine. The data are presented in the form of histograms of ash, volatile matter and fixed carbon content of the 43 million tons of material which were discarded in 1990. The results are discussed in terms of the closeness of the composition of much of the discard material to presently used power station coal. It is concluded that it is mainly developments in equipment, particularly fluidized bed boilers, which inhibit the wider use of discard coal. However, other factors must be noted, including the relatively high sulphur content of the discards, and the fact that even with the most careful storage the material ages and may become unusable after about 15 years.
