ABSTRACT The recently introduced concept of negative taxation complicates estimation of the distributable profit of certain South African gold mines, and an assisted mine could operate at a working loss and yet produce an overall profit for distribution amongst its shareholders. A simple diagram is presented from which the approximate working profit or loss, taxation payable or tax credit received, and the distributable profit of an assisted mine can be estimated directly for any combination of the four main variable operational factors: tonnage milled, recovery grade, unit cost and capital expenditure. INTRODUCTION The effects on the working profits of South African Gold mines caused by changes in unit working costs, recovery grade, tonnage milled and capital expenditure are readily estimated. For normal tax- and lease-paying mines the distributable profit is related to the working profit and the latter is a commonly accepted comparative measure of the profitability of an operation. However, the recently introduced concept of State assistance in the form of negative taxation1, i.e. a tax credit, for mines with a life of less than eight years complicates such estimates. A requirement of State assistance is that an assisted mine must lower its normal pay limit by 16 to 20 per cent, and it will be possible for a mine to operate at a working loss and yet produce an overall profit for distribution amongst its shareholders. In the case of an assisted mine it is therefore necessary for management to judge the effects of changes in unit costs, grade, etc., in terms of distributable profit instead of working profit. This will require repeated calculation of tax to be paid or tax credits that will be received under the numerous possible combinations of the four main variable factors. However, with the aid of the diagram illustrated in Fig. 1, it is possible to assess at a glance the practical effect of these variables on the distributable profit of an operation not subject to tax on the normal formula, or small mine formula, with sufficient accuracy to decide whether a detailed analysis is required. USE OF THE DIAGRAM From the central point 'X' in Fig. 1, a range of tonnages milled per annum has been plotted along the north-bearing axis, a series of costs per ton milled in the northwestern quadrant, recovery grades in the northeastern quadrant, and capital expenditures in the southwestern quadrant. Starting from the tonnage milled per annum, a line is drawn east and west across the two northern quadrants up to the points where it reaches the desired cost- and grade-lines. From these points two north-south lines are drawn into the southern quadrants. A further line is drawn to the east from the point where the western north-south line crosses the desired capital expenditure. The problems connected with deep mine hoisting and the increasing complexity of this process can be analysed through the application of such mathematical tools as stochastic modelling to study the effectiveness, reliability or safety of hoist methods. To relate these theoretical investigations to real practice, knowledge about components, their stochastic nature and stochastic order of appearance is necessary. This paper presents results obtained during the ten-year (1976-85) period of research undertaken in the Polish mining industry by the Mining Mechanisation Institute of the Silesian Technical University, Gliwice, Poland.

On the one-hundredth anniversary of the founding of the South African School of Mines, this paper presents a historical review of the tertiary mining education carried out by the School of Mines in Kimberley and the subsequent institutions in Johannesburg. In addition to recording and evaluating a century of mining education, it describes the current activities of the Department of Mining Engineering at the University of the Witwatersrand, which is believed to be the natural successor to the School of Mines. The comparison of earlier and contemporary academic mining activities reflects a gradual transition from the educational philosophy and objectives of a school of mines to those of a modem university department. In the conclusions, some aspects of the educational effort expended during the past hundred years are briefly highlighted.

This paper describes tests on the performance of a continuous miner in cutting South African coal. Although coal cutting has been investigated extensively overseas, the results have not led to significant changes in machine design because these machines find little difficulty in cutting the softer overseas coals at a fast rate. In general, the results of the tests show that cutting efficiency improves markedly as the depth of cut per revolution of the drum increases, and that the best spacing of picks on the drum is twice the depth of cut. Pick shape is of secon¬dary importance in terms of cutting efficiency, only small differences having been found between the performances of conical- and chisel-shaped tools.

The aim of this work was to compare the corrosion behaviour of thermal spray WC ? based coatings before and after annealing. X-ray diffraction (XRD) was used to determine the phases present in the coatings at various stages. The corrosion resistance of the coatings was measured using electrochemical and immersion corrosion tests. The results obtained from electrochemical corrosion (quantified by corrosion current density) and immersion corrosion tests showed that annealing appears to decrease the corrosion resistance of the coatings. From the XRD results it was determined that the phases that corroded preferentially were cobalt (Co), eta (Co6W6C) and W2C. Keywords: Corrosion, thermal spray, coatings, hardmetals.

It is shown that the safety factor as calculated traditionally by use of the tributary-area theory is not valid for high-extraction methods of coal mining. An alternative approach is suggested in which the pillar loads are calculated more realistically for the period during which pillar extraction is in progress. This safety factor, which is known as the Extraction Safety Factor (ESF), can be used in determining the effects of strong layers in the overburden on pillar sizes.

SYNOPSIS This paper demonstrates that the horizontal stresses induced by the creation of a tabular scope in a single mining step are always tensile at the centre of the stope span, but that compressive stresses are actively generated in hangingwalls and footwalls during sequential mining. A stress-distribution mechanism is introduced, and is used to explain the results for elastic behaviour, and for inelastic behaviour both during a single mining step and during multiple mining steps.

The coal-preparation techniques used in South Africa over the past ten years are reviewed, the term preparation being taken to refer to processes involving beneficiation techniques. The success of the preparation methods adopted can be gauged from the fact that, although South African coals are generally of a fairly low quality, the country is producing coals both that are used locally for the raising of steam and for metallurgical purposes, and that compete successfully on world export markets.

The effects of shaft pillars left in deep-level hard-rock mines during the extraction of tabular deposits were studied some time ago, resulting in the formulation of design principles and procedures, which have been used with success in the design of shaft pillars in the deep-level gold mines of South Africa. The method has not yet been utilized in the design of shaft pillars in shallow and moderately deep hard-rock mines. The purpose of the present study was to remedy the situation since a great number of deposits are worked at those depths. The object of this paper is to present governing equations for the components of stress and differential movement as derived by use of an elastic model. The pillar is taken to be circular in the plane of a horizontal deposit. On the basis of the numerical results obtained, a study was made of the distribution of the vertical strain and tilt along the axis of the shaft, and of the vertical stress along the shaft and across the pillar. In every case investigated, the most adverse geometry was taken into consideration. By use of an empirical criterion and the results of some in situ observations, the determination of pillar dimensions and differential displacement components for South African gold-mining conditions is demonstrated. Pillar dimensions for shallow and moderate depths are compared with those accepted for deep-level conditions.

The paper identifies two zones in a Leeds flotation cell. The ratio (13)of the dissipative forces and the interfacial tension force acting on a bubble and a solid particle are shown mathematically to be proportional to the square of the particle diameter for the quiescent zone and inversely proportional to the particle diameter for the turbulent zone. To locate the range of operation, correlations were established for the bubble diameter through photography and bubble counts. 13was found to be fairly constant in the particle size range 38 to 150 ",m, and the level of turbulence unlikely to affect the bubble-particle attachment and hence the beneficiation efficiency. This was verified in a series of flotation runs with a standard Leeds cell and a modified cell of twice the height to increase the capacity of the quiescent zone. A series of tests on the size range 300 to 600 ",m showed that the turbulence level had a marked effect on the cell performance through a relative improvement in the beneficiation efficiency due to the increased height of the cell. To identify the significant variables in the size range 38 to 150 ",m, a factorial design was carried out. Promoter dosage and particle size were found to be significant, aeration rate and impeler speed being insignificant at the 95 per cent confidence level. Multiple regression correlations were established for the recovery of organic material, mineral rejection, and beneficiation efficiency.

The main sulphide zone (MSZ) of the Great Dyke is cryptic and without obvious stratigraphic markers. Although there are trends in the dimensions of the PGE and base metal profiles across the Hartley Complex, the profiles are invariant within a particular mining area. Ratios derived from these profiles are used to interpret diamond drill cores drilled ahead of underground development. Detailed logging of oriented core shows the exact position and attitude of intersected faults. Metal ratios are used to estimate fault throw to within 25 cm. It is possible to draw detailed sections showing the extent of ground disturbance well ahead of mining. Geological and geotechnical data are essential for the design of tunnels. To determine the rock mass behavior and the support of a planned tunnel excavation a consistent method for rock mass characterization and excavation and support determination has been developed. Probabilistic data processing with analytical methods is used for the quantification of the procedure and allows an evaluation of the applicability and the technical risk of different excavation and support methods. The sensitivity of the procedure on selected input parameters is highlighted in a parametric study. Finally an application of the procedure illustrates the use of the described method of probabilistic excavation and support determination for tunnels. Des données géologiques et géotechniques sont décisives pour la planification d’un tunnel. Pour la détermination du comportement des strates, le choix du soutènement et de la méthode de progression une description compréhensible de la montagne a été développée. À l'aide d'un traitement de données probabiliste, la procédure proposée est transposée quantitative sur une base de méthodes analytiques. De cette manière l'évaluation des méthodes de construction et la détermination du risque technique deviennent possibles. La sensitivité de la procédure de différents paramètres d'entrée est représentée dans une étude de paramètre. Pour finir, l'application de la procédure décrite est montrée à l’aide d'un cas pratique. Geologische und geotechnische Daten sind entscheidend für die Planung von Tunnels. Für die Ermittlung des Gebirgsverhaltens und der Festlegung von Ausbruch und Stützung wurde ein nachvollziehbarer Ablauf der Gebirgsbeschreibung entwickelt. Mit Hilfe von probabilistischer Datenverarbeitung auf Grundlage analytischer Methoden wird die vorgeschlagene Prozedur quantiativ umgesetzt. Dadurch werden die Bewertung von Baumethoden und die Ermittlung des technischen Risikos ermöglicht. Die Sensitivität des Verfahrens von einzelnen Eingangsparametern wird in einer Parameterstudie dargestellt. Abschließend wird anhand eines Beispiels die Anwendung des beschriebenen Verfahrens gezeigt.

An investigation of the slope stability of a pit and failures of spoil dumps, carried out at Silicon Smelters quartz mine, Pietersburg, South Africa, is described. The major geological feature of the mine is the intensely foliated schist in the footwall, with exceptionally Iow strengths upon extensive discontinuities, and the similarly unusual strength properties of the dumped schist spoil. The selection of slope angles for the pit is described, and a proposal for the stabilization of the failing spoil dump by segregated dumping is explained.

A simple method for the application of excess shear stress (ESS) analysis to the mining of planar reefs is examined. The potential for seismicity associated with mining is expressed as the calculated increase in ESS on a regular grid of points 50 m above the reef, and is compared with observed seismicity around a deep-level, relatively geologicaly-undisturbed gold mine. Thirty regions were studied, involving over 2000 seismic events with magnitudes greater than 1,5 on the Richter scale and associated with almost 2 million square metres of stoping. The total seismicity, measured either as the number of seismic events or as the total radiated energy, corelated more closely with changes in ESS than with ERR. The incidence of rockbursts also favoured the ESS model. Corelation coeficients of around 0,8 for seismicity and ESS indicated that the assumptions inherent in the method used are collectively reasonable. The total seismicity in each region was found not to be strongly controlled by the presence of dykes and faults, although numerous individual seismic events were located close to such features.

"Government’s equity role in the minerals sector is one of the nationalist measures implemented in order to ensure greater control and management of a country’s mineral resources. This paper evaluates the Tanzanian government’s equity participation in the minerals sector from 1996 to 2015. The research methodology included determination of the number of mineral rights, minimum allowable exploration expenditures in prospecting licences (PLs), and forms of equity role of the government. Data was collected and analysed for PLs, mining licences (MLs), and special mining licences (SMLs).The study revealed a number of challenges faced by the Tanzanian government as regards its equity strategy in the mineral sector. One of the major challenges was the secrecy surrounding agreements and contracts entered into between the government and private sector investors, which were concluded via various business ownership and mineral development projects. This secrecy resulted in non-transparency and lack ofaccountability in the mining industry.The financial benefits accruing to the government were inadequately realized, evident through inconsistent payments of corporate income tax and mining royalties by the mining companies. Furthermore, the government does not have solid mechanisms and frameworks for assessing non-financial benefits, thus it is difficult to measure the impact of these factors.It is recommended that the Tanzanian government review the Mining Act and Regulations of 2010 to include the provision of solid mechanisms and frameworks for all forms of government equity role.This paper is based on an MSc research study undertaken at the University of the Witwatersrand.IntroductionGovernments can grant private companies mining rights to extract mineral resources, or take a stake in the companies as well as establish state companies to oversee their interests in the minerals sector. The establishment of a state company to oversee government interests in the mining sector implies the direct participation of government by way of equity participation. Equity participation or role is defined as the holding of shares in an enterprise, company, or asset by individuals or a body corporate (Otto, n.d.; Brown, 2013; Natural Resource Governance Institute, 2015)."

The paper describes how a multivariable control scheme was developed and implemented for the run-of-mine milling circuit at a gold mine belonging to Vaal Reefs Exploration & Mining Company Limited. The key variables that are controlled are slurry level in the sump, mass of material in the mil, and product size. The control scheme has resulted in reliable control of the dynamics of the plant, and has provided a good basis for the optimization of plant operation by the selection of suitable set Points.

Ausmelt is supplying commercial quantities of an alkyl hydroxamate flotation collector AM28 for flotation of oxide and supergene base metal ores and tailings. AM28 is a non-hazardous product used as a ten per cent to 50 per cent solution in dilute potassium hydroxide. It is a selective flotation collector for oxide or oxidised base metal minerals and replaces conventional sulfidisation for oxide mineral flotation. At Radio Hill, the AM28 is used in conjunction with traditional sulfide collectors, which allows simultaneous flotation of oxide and sulfide copper minerals. The Fox Resources Radio Hill copper concentrator near Karratha, Western Australia, is currently configured to treat supergene copper ore sourced from the West Whundo open pit. This Archean VMS type copper deposit has been deformed and remobilised with uplift, erosion and weathering to form a significant supergene zone. The sulfide copper minerals present in the upper zone are digenite and chalcocite with lesser chalcopyrite and covellite. Oxide copper minerals present include cuprite, with lesser malachite and azurite. Gangue minerals include quartz, talc and chlorite. Plant trials at Radio Hill are reported for supergene West Whundo ore, where the AM28 was stage added into the circuit at nominally 80 g/t. Plant data over three months shows the copper recovery increased consistently from around 50 - 60 per cent to above 70 per cent when AM28 was added. This has been proven statistically. The grade of the concentrate was consistent with and without AM28, at nominally 22 - 24 per cent copper.
