Performance testing is often used by project owners and financiers to provide protection from, or assessment of, technical aspects of project design, procurement, construction and commissioning. The performance tests can range from comprehensive performance warranties relating to process performance and production in the case of lump sum turn key (LSTK) projects to less onerous demonstration tests for cost reimbursable contracts. This paper will discuss performance testing from both the contractor's and owner's perspectives and focuses on: ? when performance tests are required, ? what type of performance test/warranty is optimum for each type of project, and ? how project performance should be evaluated. The requirement for performance testing can be driven by the project financiers, particularly in the case of smaller resource development companies. In such cases, differentiation between owner's risk and contractor's risk can become contentious. At the other end of the spectrum, larger mining houses may choose to heavily influence the engineering and design process with the contractor supplying services on a reimbursable basis. In that case, the performance testing process is often limited to demonstration tests that validate performance for the owner's corporate governance requirements. This paper was prepared due to the lack of published benchmarking of performance testing and the resultant differences in expectations between a contractor and a project owner that often surface late in the contract negotiation process. The paper provides a checklist of requirements for both the owner and the contractor that may be used to provide `common purpose' early in the contract negotiation process.

Excessive build-up of methane and water pressures was identified as the leading cause of some Q/the roof falls in a coal mine in the eastern Transvaal. In order to characterize the migration of the methane and water into and around the mined coal seam, a laboratory investigation of the permeability of the roof strata was undertaken. The aim of the investigation was to correlate changes in the fades with changes in permeability to enable the prediction of possible zones of pressure buildup. The tests were carried out on samples from borehole core that had been obtained from the roof strata as part of the mine exploration programme. Permeability measurements were then conducted under atmospheric and triaxial-stress conditions. For the tests under atmospheric conditions, a modified Ohle cell was used and, for the tests under triaxial-stress conditions, a modified Hoek cell was used. The liquid equivalent permeability?s of the different samples were obtained by use of ASTM D4525- 85, and these were then used as a basis for comparison. Facies type, i.e. grain size, was found to have an influence on the permeability but, owing to the variable nature of the sediments, a range of permeability rather than a specific permeability value was associated with each type of Jades. The measured permeability was bound to decrease with an increase in gas pressure. The liquid equivalent permeability was bound to increase with an increase in grain size for the coarser-grained Jades, and to decrease with an increase in grain size for the finer-grained types. The application of an external stress regime to the sample was bound to reduce the permeability, but the amount of the reduction depended on the type of stress. The permeability was also found to depend on the recent stress history of the sample. The authors conclude that the methods described are useful for the correlation of facies type with permeability, but that the results are sensitive to changes in locality.

This paper deals with an experimental programme carried out with a gold analyser in the period June to September 1979 at Loraine Gold Mines. The results were found to be reproducible, with no overall or conditional bias when the measurements were compared with those obtained from chip samples. The standard error of estimation of a 3 m reef exposure, which was the sampling interval, can be reduced by a factor of 2,5 if the complete stretch is scanned, rather than the taking of one chip sample in its centre. Complete statistical and computational procedures were developed for the fitting of the normal-Iognormal model to observed analyser data and for the determination of the most likely gold grade for a particular analyser measurement. (This corection procedure is necessary since a significant number of negative analyser measurements can be observed.) Panel averages of uncorrected scans showed a small conditional bias relative to those of corrected scans. However, uncorrected panel averages can be used for on-the-spot decisions regarding whole panels. For standard calculations of ore reserves, use should be made of corrected scans. Under reasonable assumptions, the use of the detector in the selective mining of low-grade narrow reefs such as the Basal Reef at Loraine Gold Mines, when compared with the conventional chip-sampling method, can result in a saving of as high as R40 million in present-money terms over the life of a project. The difference could be even larger in a highly variable reef like the B Reef at Loraine Gold Mines.

Koffiefontein Mine commissioned a distributed antenna system as an underground communication backbone for the DISPATCH® production management system during September1999. STAS Ltd, the supplier of the Distributed Antenna System developed the System for an Integrated and Automated Mine (SIAM). This communication system, in conjunction with DISPATCH®, fulfils Koffiefontein Mine’s present and future requirements for accurate draw control, increasing productivity and improving working conditions. The DAS as SIAMnet communication network was selected by the mine, because of its superior data transmission rate of up to 1.5Mbps at 860MHz, video and Ethernet transmission facilities, and future enhancement abilities. The results of the commissioning tests confirmed the quality and integrity of the data and voice communication. The initial installation enabled 9000 metres of underground production tunnels with voice communication inclusive of 3700 metres having data communication. This article discusses the requirements and selection of the telecommunication system for an underground mine. A description of the installed distributed antenna system follows with a summary of the commissioning tests. A discussion of the reliability of the components is followed by conclusions with suitable recommendations. Keywords: distributed antenna system, underground mining, telecommunication system.

The hydraulic transportation of relatively dense slurries for backfill purposes is typically carried through vertical and horizontal pipelines under gravity. Wear in backfill pipelines has become such a major problem that it is now one of the main reasons for the relatively slow build-up of placed backfill in spite of encouraging performance results in the gold-mining industry. This paper describes tests on pipeline wear that were carried out on classified tailings from the backfill plant at Vaal Reefs East. The testwork was carried out under various conditions of slurry relative density, slurry velocity, and pipeline diameter. Empirical relationships are presented for each transportation and pipeline parameter evaluated and, finally, overall relationships between pipeline conditions and transportation parameters are proposed.

The transportation, by water that flows through a pipeline, of coals in the form of water-impermeable cylinders is discussed, and shown to have distinct advantages over other forms of coal transportation, including significantly reduced costs for larger throughputs. The description of the concept comprises various aspects of the system, such as methods for the manufacture of coal logs, their injection into the pipeline, the manner in which they are conveyed in the water in the pipe, and the methods used for their preparation as feed material to electric power stations at the end of the pipeline. It is pointed out that the technology involved in the transportation of coal in the form of logs via pipelines is applicable also to other minerals and commodities.

The dual-electrode DC arc furnace, an alternative design using an anode and cathode electrode instead of a hearth anode, was studied at small scale using computational modelling methods. Particular attention was paid to the effect of two key design variables, the arc length and the electrode separation, on the furnace behaviour. It was found that reducing the arc length to brush arc conditions was a valid means of overcoming several of the limitations of the dual-electrode design, namely high voltages and arc deflection.

This paper details the preliminary design work carried out before and during the implementation of an extensive backfilling programme on Cooke 3 Shaft, Randfontein Estates Gold Mining Company (Witwatersrand) Limited. The design work is of relevance to any system utilizing a cementitious binder, and the quality control aspects are of particular significance. Problems associated with correlating laboratory results to actual field results are also briefly discussed.

The large proportion of gangue minerals present in platinum bearing ores in South Africa provides challenges to the flotation and down stream processes. In order to take effective measures to reduce their recovery in flotation an understanding of the mechanisms and factors influencing their behaviour is needed. Typical gangue minerals are pyroxene, feldspar, quartz, chromite and talc. Of these, talc is a naturally hydrophobic mineral and although it is present in relatively small quantities, it has a disproportionate effect as it has a strong froth stabilizing effect, increasing the recovery of other gangue minerals by entrainment. Talc recovery is effectively reduced with the addition of polymeric depressants. Although the other gangue minerals are assumed to be hydrophilic and their recovery by entrainment is expected to follow the water recovery, there is some evidence that they may be activated by the typical reagent suites used. Reagents such as copper sulphate, added as an activator, and collectors are used to selectively induce hydrophobicity on the sulphides. It has been shown that some of these gangue minerals can be activated. This research work investigates whether inadvertent copper activation is mineral specific and evaluates the mechanisms and factors affecting the reversal of activation with the addition of the depressants using electrokinetic measurements, adsorption and microflotation tests. Results are presented that show that the selected minerals do respond differently and that the reversal of activation is dependent on mineral type, depressant type, dosage and ionic strength of the electrolyte.

G. H. HENDERSON INTRODUCTION It is a pleasure to have read Mr Schuman's wide ranging and highly informative paper and also to congratulate him. Before proceeding to give views on the use and preservation of coal in South Africa, it is perhaps apposite to look at the South African scene on the world canvas. Mr Schuman's figures in his Table I are highly revealing. The Table shows expected consumption, export and import demand in the year 1980 by the continents of the world. The Republic of South Africa is shown as one of only four exporting countries at that date, although in the interim, Australia has become an exporter and will continue to grow as an exporter of coal. Huge fields have been proved in recent years. There is reason to think that for some years, coal and its economical uses have been under-estimated. The importation of oil carries a constant question mark and the exciting possibilities expressed in the uses of Dranium a decade ago for power generation, appear to have met with some setback. Present indications are that breederreactors will be delayed until about 1990. The capital cost of such reactors, too, is enormous. By 1980 it has been estimated that 20 per cent of the energy required by the leading ten nations of the world will come from nuclear power, but 80 per cent would then remain for fossil fuels and hydro generation. COAL DEMAND AND USAGE It is of interest to record that coal production in all the countries of Europe has declined markedly in the last 25 years. This is due to competition from oil, gas and nuclear power and also for sociological reasons; but there are signs that efforts will be made to resuscitate, at least in some measure, the mining of coking coals for which there is a strong and growing demand. Possibly all hard coal now mined in Germany has coking properties and that country is self-sufficient in this commodity. Germany might perhaps consider selling coking coal to her neighbours and importing additional coal for power-raising purposes. It has been frequently stated in American publications that the coal reserves of the D.S.A. are sufficient for 1 000 years. What that means, I do not know, but it is at least an indication that America has huge reserves of coal. Domestic and export demand in the U.S.A. in 1968 exceeded production for the first time. In 1969, the United States' output amounted to some 556 million tons, an increase of less than 2 per cent on the previous year. The output achieved fell short of demand, domestic and export, by more than 7 000 000 tons. This has caused and is continuing to cause anxiety in the U.S.A. In many countries young men for a number of reasons, largely environmental and social, are not coming forward in sufficient numbers for mining requirements and the same pattern has revealed itself in the Republic. This is, indeed, alarming because mining men in large numbers will be required to meet the estimated tonnage requirements set out in the following Table: It is difficult to visualise the replacement of these coal requirements either by oil or by nuclear fuels. The coal must be mined and men are required for the purpose. Unless a greater section of the population is allowed to participate in the more responsible aspects of mining, there is a serious likelihood that demand will not be matched by output. In addition to local demand, a lively export trade is possible. Exports are dependent on the future capacity of the South African Railways and Harbours and on Government policy. An export figure of 10000000 tons per year during the decade can be visualised and this figure would raise total estimated sales production to a figure of over 100 000 000 tons in 1980. The objective of the study was to estimate the largest shear displacement that could be expected on a pre-existing fracture located in the repository area, due to the heat release from deposited waste. Two-dimensional numerical analyses using UDEC have been performed. The maximum shear displacement, at the fracture centre, amounts to 0.2 – 13.8 cm depending on fracture parameters. The fracture extension, friction angle and shear stiffness are found to be the most important. Le but de cette étude est de déterminer le déplacement maximal en cisaillement qui puisse se développer le long d'une fracture préexistante en réaction à la chaleur dégagée par les déchets radioactifs enfouis dans la roche. Les analyses numériques ont été réalisées à l'aide du code 2D UDEC. Le déplacement maximal en cisaillement enregistré au centre de la fracture varie entre 0.2 et 13.8 cm en fonction des propriétés de la fracture. L'ouverture, l'angle de friction et la rigidité au cisaillement semblent avoir une influence dominante sur les résultats. Zielsetzung der Studie war die Abschätzung der maximalen Scherverschiebung, die auf einer innerhalb des Endlagergebietes existierenden Rissfläche infolge der Wärmeabstrahlung des eingelagerten Materials zu erwarten war. Es wurden zwei-dimensionale numerische Berechnungen mit UDEC durchgeführt. Die maximale Scherverschiebung im Zentrum der Rissfläche beträgt 0.2-13.8 cm, abhängig von den Risseigenschaften. Dabei hat sich herausgestellt, dass Rissgrösse,Reibungswinkel und Schersteifigkeit den grössten Einfluss haben.

An empirical dimensionless correlation is presented that relates system variables to the superficial slip velocity between solid mineral products and an interstitial fluid. The correlation is valid within engineering accuracy for all solids and fluids at all concentrations. The particular usefulness of the correlation is that it provides explicit equations for both slip velocity and voidage.

The 'doorstopper' technique for determining the state of stress in rock requires that the stress concentration factors at the flat end of a borehole be known. Published values of these factors are widely variant. An axisymmetric finite element analysis of this problem has been made, yielding elastic stress concentration factors for different values of Poisson's ratio.

The mining industry is making increasing use of pumped tailings fills. The properties that affect the performance of tailings fills are described by means of typical examples. They are the particle-size grading for maximum density, the water content for pumpability, settlement after placing, compression and drainage under stress, shear strength, and resistance to shock loading.

Many open pit mines are now being mined at very significant depths, often at depths far greater than was originally planned. Even deeper open pits are also being planned, to depths that would be considered deep by underground standards. The heights of the resulting rock slopes are usually beyond the current experience and knowledge base. The exceptions are, perhaps, some very high and steep natural rock slopes. These natural rock slopes are also assuming greater significance owing to pressures of infrastructure development and consequent exposure of such infrastructure to the hazards of slope failure and landslides. Developments in road and rail infrastructure are also resulting in higher rock cuttings. Present understanding of the mechanisms of slope behaviour and failure for high slopes, and for slopes subjected to high in situ stress conditions, appears to be lacking. If the mechanisms of slope behaviour are not well understood, the validity of commonly applied methods of analysis of the stability of such slopes may be questionable. The papers in this specialist International Symposium, including papers on mechanisms and monitoring techniques, and case studies will contribute to the understanding of these issues. The Symposium has attracted good international participation, from both the attendance and authorship points of view. We are very grateful to all presenters and delegates for taking timeout of their very busy schedules to come and share their knowledge and we hope that all will benefit from this event. This paper deals with the development of backfilling methods and systems at the Broken Hill orebody of Black Mountain Mineral Development Company (Pty) Limited, at Aggeneys in the north-western Cape Province. Production started in 1979, being confined to large diameter blasthole stoping methods in the upper, steeply dipping areas of the orebody. This blasthole reserve is now depleted and the production tonnage, 100000 tons per month, is produced from eight cut and fill stopes in the flatter dipping areas of the orebody. The fill methods of the blasthole stoping area evolved prior to the pillar extraction are briefly discussed together with the resulting experiences gained that enabled virtually 100% extraction to be achieved. The original cut and fill mining used costly hydraulic cemented fill; this was replaced partly by unconsolidated river sand and later by dune sand which occurs in abundance. The paper describes the planning, research work and commissioning of a cycloning plant that now enables dune sand to be used successfully as an unconsolidated hydraulic fill. The development of drainage, placement and control methods are also reviewed.
