This paper reviews the Mineral and Petroleum Resources Royalty Bill of 2006, identifies potential areas that require further consideration by the National Treasury and, where appropriate, offers alternatives. At its basic level a royalty regime consists of two elements: the base and the rate that must be applied to the base. Deciding on an acceptable royalty rate is a complex matter and can be done only after extensive analysis of all variables affecting the competitiveness of the regime. The proposed royalty rates are in the range of zero to five per cent and are based on sales revenue. It is argued that future investment patterns are more likely to be influenced by market cycles and commodity prices than policy events. Inevitably the current boom in the minerals sector will come to an end and the success of the proposed regime will be known only when profit margins are under pressure. Policy makers must therefore have the long run in mind when developing policies that affect the ability of industry to do business, without the need to renegotiate each time there is a change in the market. A long-run policy must be sufficiently flexible to allow for consistently fair sharing ratios and splitting of revenues between government and industry. Although broadly in line with international practice, the current version cannot be regarded as internationally competitive and efficient. In order for the royalty bill to become internationally competitive, promote beneficiation of mineral production and adequately compensate the State for the loss of a national resource, the National Treasury should heed the following main recommendations in this review: 1. Abandon the notion that each mineral product must have its own royalty rate; 2. Introduce an NSR type royalty that allows for value-addition costs to be deducted from the base; and 3. Provide for automatic relief through the use of a sliding-scale mechanism based on ability to pay, e.g. the X-Factor used in the gold mining tax formula.

The feasibility of employing a multi-stage column for the recovery of gold from cyanided pulps using extruded carbon was investigated on a pilot-plant scale. It was anticipated that the column contactor would have certain advantages over conventional carbon-in-pulp plants. The feed pulp was screened to remove particles larger than 200 µm and was diluted to a solids concentration of about 23 per cent. The column was operated continuously for 24 days at a pulp flowrate of about 60 l/min and a carbon flowrate of 44 litres per day. The average gold concentrations in the barren pulp 12 hours and 24 hours after the carbon transfer were 0,012 and 0,031 mg/l respectively. The average gold concentration in the solution phase in the feed was about 2,0 mg/L. The average gold Loading on the carbon was 6290 g/t. Calcium carbonate was removed from the loaded carbon by treatment with 0,5 bed volumes of 2,8 per cent hydrochloric acid solution at ambient temperature. The calcium concentration was reduced from about 17 000 to about 500 g/t The carbon was eluted by the Zadra procedure at atmospheric pressure. The results of the elution were highly satisfactory, the gold concentration being reduced from about 6000 to about 20 g/t in 48 hours. The eluted carbon was regenerated in a Rintoul kiln at about 700°C. The activity of the regenerated carbon was found to be at least as high as that of fresh carbon.

The classic technique to remove impurities in a cobalt stream is selective precipitation. This is usually followed by re-leaching to produce an advanced electrolyte for cobalt electrowinning. Although this technique ensures an adequate cobalt concentration in the electrowinning circuit, some of the consequences include unwanted losses through the numerous selective precipitation steps resulting in lower recoveries. One plant that currently utilizes selective precipitation is the Luilu Metallurgical Plant (Luilu) in the Democratic Republic of the Congo. This paper evaluates the benefits of using solvent extraction technology as a purification step in the Luilu Process with the aim of further increasing the overall cobalt recovery and to ensure that a suitable cobalt concentration in the advanced electrolyte is achieved. The implementation of a solvent extraction-electrowinning process is found to be beneficial in terms of achieving improved recoveries and cobalt cathode quality, however there are many other factors that impact the success of converting from the classic precipitation process used at Luilu.

Geological, tectonic, geochemical and geophysical data were utilized for the mineral resource assessment of the Biga Peninsula in NW Turkey. During the deductive phase of the project multivariate statistical methods were applied to accentuate characteristic parameters which sufficiently describe the different types of Pb - Zn mineralization. The parameters most likely to be indicative of mineral occurrences were determined. In the following prognostic phase these parameters were further statistically treated to determine favourability indexes for the occurrence of a deposit within each cell of the training area. Preliminary results of probabilistic, univariate and multivariate methods are presented.

A study was made of the performance of a rod mil operating without liter bars and with different arrangements of liter bars in the lining. . The results show that striking improvements in performance, increased throughput, and reduced consumption of liner metal and electrical energy can be obtained by a change in the geometry of the liter-bar arrangements within a mil. Rod mils of equal size fitted with the same arrangement of liter bars but operating at different speeds presented apparent anomalies in the relative consumption efficiency of electrical energy for the production of material smaller than 75 µ m. Marked savings in the consumption of liner metal were achieved by the use of an arrangement of alternating lines of higher and lower liter bars. A study of the relative performances of two large tube mils showed that the use of liter bars in one of the mils resulted in a marked reduction in the consumption of liner metal and electrical energy per ton of material smaller than 75 µ m in the product.

There are factors distinct from the mode of mechanical extraction that may have considerable influence on its prospects for extensive adoption; the rockburst factor is one of these. REPLY BY H.H. HAASE AND R.G.B PICKERING We agree with Professor O'Connor that, in conventional gold-mining operations, a disproportionate number of seismic events occur in the period immediately following a blast; rockburst activity follows the same pattern, and it has been calculated that, if the rockburst peak were spread evenly across the day, the rockburst exposure of stope workers would nearly double.

The integration of various highly sophisticated IT applications has been implemented at Bafokeng Rasimone Platinum Mine, a new platinum mine in the Anglo Platinum Group. This system is required to assist with compiling the necessary geological and grade information together with safety, environmental, ventilation, rock engineering and logistical constraints, to allow the design of the appropriate mining layout, to schedule this design, provide the necessary output for technical review and costing as well as budgeting to allow medium- and long-term business planning. In addition the production management and short-term planning needs must be met. This includes the plotting of all underground and surface infrastructure and excavations, giving the necessary mining and best cut instructions, daily production management, ore reserve and grade management as well as assisting with budgetary management. In addition all safety, health, environment and risk assessment requirements and legal requirements have to be met. The system at Bafokeng Rasimone Platinum Mine has met these criteria. In May of 1980, a mine operated by Belmoral Mines Ltd experienced a failed crown pillar, resulting in the death of eight miners and putting sixteen others in harm?s way. The Ferderber mine was located in the Val d?Or region of the province of Quebec in Canada, and had been under development for 19 months and production for 9 months, since the opening of the portal. The crown pillar separating the 1?7 level from overlying overburden ultimately failed, permitting an estimated 1.5 million cubic feet of liquefied sediment to gain entry into the mine. This paper back-analyses the cave-in by applying decision error theory, in an examination of the organizational culture and the collective decisions contributing to the cave-in disaster. A case will be made for a greater understanding of mining methodology, geomechanics and risk assessment when operating in such challenging geologic conditions. Boundary condition and decision (BCD) analysis will be introduced as an innovative new method for the analysis of mine accidents and incidents. It will also be shown that BCD analysis can be applied to any event in an enterprise for which standards, norms or legislation exists. A cognitive profile will be presented that provides insight into the safety ethos existing within the Ferderber mine organization at the time of the tragedy.

In mine production scheduling problems are well-known, where most are categorised into deterministic and non-deterministic NP-hard problems because of their complexity. Many researchers have attempted to solve the problem by applying various optimisation techniques. While using traditional methods they observed extreme difficulty in solving highly complex problems. In the 1990s, many researchers addressed long-term production scheduling (LTPS) by using simulated annealing, the genetic algorithm, the tabu search algorithm, and the ant colony algorithm. These algorithms are known as the meta-heuristic algorithms, and have proved to be the most efficient algorithms for solving LTPS thus far. The firefly algorithm is one of the best methods for visualising problems related to LTPS, and provides the best possible optimisation. It is one of the simplest methods, and easy to apply to any NP-hard problem. The experimental, and comparison with other recently published algorithms shows that the proposed algorithm is feasible, and is an effective approach for long-term production scheduling problems. The results indicated that a better solution is obtained by the proposed method, compared to other methods in terms of cumulative net present value, and average ore grade. Additionally, the CPU time via the proposed model is roughly 2.52% higher than the other method.

An International Ferro-alloys Congress, arranged by the Ferro Alloy Producers' Association of South Africa, the South African Institute of Mining and Metallurgy, and the National Institute for Metallurgy, will be held in Johannesburg, South Africa, in April 1974. The technical programme, occupying five days, will cover the following topics in relation to all ferro-alloys: 1. Burden preparation, blending, pelletization, handling, reducing agents. 2. Electric smelting furnaces-design, operation, management,- smelting optimization, shop practice, refractories. 3. Mineralogy, reduction behaviour, smelting reactions, slags. 4. Automation, Pollution control. 5. Applications, trends in comsumption, trends in composition specifications. There will be no parallel sessions. Papers in the above topics are invited; review papers will also be welcome. Proposed titles and abstracts in not more than 200 words should be submitted before the 30th of November, 1972, to The Chairman, Programme Committee, INFACON 74, Private Bag 7, AUCKLAND PARK, South Africa. The abstracts will be considered during January 1973, and papers accepted for the Congress must be submitted in final form before the 31st of July, 1973. The proceedings of the Congress will be published as a special volume. There will be a series of post-Congress tours to ferroalloy plants and other places of both technical and scenic interest. Bracken Gold Mine ceased mining operations during February 1993. The clean-up of the gold plant, which had already commenced in September 1992, was completed in January 1994. The mine had been in production since early in 1962 but, because of a decreasing ore reserve, increasing working costs, and a relatively low gold price, closure had become inevitable. The closure had been under consideration since August 1983, when the first estimate was made regarding the amount of gold that could be recovered from the clean-up operations. Until that stage, it had been accepted that Bracken would conform to the commonly accepted idea that 0.25% of the total gold produced by the plant would be recovered during the clean-up operation. This idea was dispelled when the initial estimates indicated that the gold recovery would vary between 0.049 and 0.095%. The actual figure realized was 0.036%, showing that there is no generalforl1ula for the calculation of the amount of gold to be recovered from such clean-up operations. During the clean-up operation, Bracken became an unexpected contributor to the State's Reconstruction and Development Programme by having al the mine and plant buildings purchased and converted into a community development centre. This shortene4 the time available for the clean-up, and several of the buildings remained intact. However, the foundations and sub-soils had been sampled extensively, and it is considered that no recoverable gold was left behind.

In order to meet the stringent specifications associated with the production of LME Grade A cobalt cathode, producers need to ensure that a number of impurities, including Cd, are removed from the advance electrolyte to ppb levels (~0.1 mg/L). Conventional options include ion exchange using amino methyl phosphonic acid resin and solvent extraction using D2EHPA. More recently a Cd-selective resin, employing Molecular Recognition Technology (MRT), became available from IBC Technologies, Inc. These three potential unit operations were evaluated in parallel at Mintek. MRT was identified as the most technically feasible option. Results obtained on a cobalt advance electrolyte, containing 55 g/L Co, 6 mg/L Cd and 60 g/L Na2SO4, are presented in this paper.

A colloquium on solid-liquid separation was held by The South African Institute of Mining and Metallurgy on 23rd September, 1982, at the State Pavilion Auditorium, Milner Park, Johannesburg, to co-incide with the Electra Mining Exhibition. It was attended by about 150 delegates. Eight papers were presented covering: Geostatistics The School of Earth Sciences of Stanford University, the Centre de Geostatistique ofthe Paris School of Mines, and the Department de Genie Mineral of the Ecole Polytechnique of Montreal are cosponsoring the organization of a 2nd NATO ASI (North Atlantic Treaty Organization Advanced Study Institute), under the name of 'GEOSTAT TAHOE 1983', to be held at South Lake Tahoe, California, on 4th to 17th September, 1983.

The aqueous chemistry of niobium and tantalum compounds with hydrofluoric acid is a mature field of investigation. In contrast, very little attention has been paid to reactions of these compounds in non-aqueous environments. Similarly, reactions of elemental fluorine with niobium and tantalum compounds have received little more than cursory attention in literature. This work discusses the isothermal reaction kinetics derived from thermogravimetry, using a less redundant approach than is currently the standard. We also discuss the most likely kinetic models for this reaction.

This paper focusses on the identification of operational opportunities in a 1100 tph pellet plant to reduce the specific energy consumption in its comminution circuit, which is designed to process magnetite ore and produce pellets to be used as raw material in the iron and steel industry. The assessment is carried out through a frequency analysis for three of the four processing lines of the plant, consisting of one ball mill each with an installed power of 4.5 MW and 280 tph of mill throughput design capacity. The methodology, as described in this paper, facilitates the visualisation and quantification of plant performance and provides a good first approach to prioritise alternatives for optimisation. In a pellet plant, grinding is a critical stage due to its high energy consumption and its major impact on the physical properties of the iron pellets, which quality depends to a large extent on grind size and Blaine index. From the evaluation that was performed it can be concluded that production line 2 has the lowest specific energy consumption of 15.1 kWh/t, while line 1 has the highest with an average of 16.6 kWh/t for the same type of ore. On the basis of the results and current operational practices, it is recommended to increase the average mill throughput from 240 tph to 265 tph, translating into specific energy reduction of 10%, without affecting the chemical and physical properties of the final product. The implementation of an HPGR for regrinding the magnetic concentrate is proposed to assure adequate specific surface area in case grinding coarser becomes an alternative, which would also be beneficial for the subsequent water recovery stages. Geometallurgy - the science of predicting the behaviour of ores along the value chain based on their geological and mineralogical characteristics - has barely moved beyond process minerology studies. These studies typically link process behaviour to the mineralogical and microstructural characteristics of pristine or processed ores in a qualitative or semi-quantitative manner. Eventually, a trial-and-error optimisation of the operation is achieved. However, to deliver on its promise, geometallurgy should progress beyond this current approach to a fully quantitative understanding of process behaviour, including the various uncertainties involved, namely predictive geometallurgy. One of the barriers currently hindering this development is the neglect of most ore characterisation data obtained in geometallurgical studies. This is mostly due to the large extent of this information exceeding the capacity of conventional software. To address this challenge, we developed a data mining platform consisting of an SQL database, an R front-end in-house package, and back-ends to interpret data from several analytical instruments. This platform enables the use of the statistical and data mining power of the R open-source environment for any geometallurgical study. Potential applications range from ore characterisation to process understanding and forecasting, and from geostatistical prediction to operational control and optimisation. The scripting abilities of R allow for the: 1) processing of many streams in loops, thus freeing the user from repeating tedious click-and-drop tasks; 2) computation of virtually any derivate or aggregate quantity from the data; 3) distribution of the work among several processor clusters; and 4) keeping of a log file for the calculations done. This contribution presents the building blocks of this platform, and illustrates with several examples its potential to enable predictive geometallurgy. Key variables in heap leaching include permeability, mechanical stability and mass transport. All of these properties can be manipulated by agglomerating and curing the ore before stacking it into heaps. The chemical and structural evolution of the agglomerates during curing is key to improving agglomerate properties and, ultimately, heap performance. It is possible to image the internal structure of agglomerates using SEM/EDX (e.g. QEMSCAN or MLA), although these methods are destructive and do not represent the 3D structure of the agglomerates. A non-destructive alternative is to image the agglomerates using X-ray Microtomography (XMT). Not only does this provide 3D information, it also allows the same samples to be repeatedly scanned, allowing the time evolution of the agglomerate structure and chemical composition to be tracked. In this paper we compared the behaviour of ores agglomerated using a combination of sulphuric acid and ferric sulphate with ones in which chloride ions are added to the recipe, since chloride leaching is gaining in popularity as a chemical alternative to bioleaching for sulphide ores. We tracked the curing process beyond the typical time scales to see the impact that this has on both the agglomerate structure and the subsequent leaching behaviour.
