The new mineral royalty regime for South Africa was signed into law in November 2008, with its main objective being to compensate the State for the depletion of public minerals through a royalty charge payable from 1 March 2010. The aims of this paper are to establish the potential impact of mining royalties on State revenues, industry affordability, and explore whether the dual formula system is likely to encourage miners to become refiners. It also measures the royalty dispensation against economists? tax standards in an attempt to make a judgement on the ?equity? of the new system. This paper argues that most stakeholders should be comfortable with most of the requirements of the Act for most of the time. However, the new regime is unlikely to motivate miners to become refiners, as the benefit of the reduced rate on refined minerals appears to be insufficient to justify the additional costs to refine the mineral resource to the prescribed states of beneficiation.

"The aim was to investigate stable pillar design procedures currently in use on chrome and platinum mines, subject them to a critical appraisal, and review some of the alternatives proposed in the literature. It is concluded that these pillar design methodologies suffer from drawbacks that can be detrimental to the mining industry and that an improvement is essential.It was decided that the increased availability of analytical models and failure criteria could be exploited to update the empirical to an analytical/empirical method. The proposed methodology adopted FLAC2D simulations using the Hoek-Brown failure criterion to calculate full stress-deformation curves for typical pillars. The mine stiffness concept was introduced to determine the pillar load, integrating the influence of the pillar and strata stiffness and mining geometry.The proposed methodology was calibrated by comparing experimental and predicted deformations and failure depth of pillars in one hard-rock mine. The conclusion was that the methodology is an improvement over the one currently in use. An improved factor of safety is given by the intersection point of curves for the stiffness of the system and the pillar strength. IntroductionThe paper describes part of the findings of a PhD thesis (Kersten, 2016) on an alternative stable pillar design methodology. This publication contains sufficient information to implement the method for further interpretation and testing. A detailed comparison of measured and predicted data is dealt with in the thesis, and the results show that there is promise in the methodology.The design of stable pillars in mining is of fundamental importance, not only in the Bushveld Complex mines but throughout the mining industry. Wherever mining occurs, pillars are formed at some stage and it is essential to predict their behaviour, i.e. whether they will burst, yield, or remain stable. Although of crucial importance, pillar design still suffers from major shortcomings and weaknesses."

"Mogale Alloys operates two alternating current (AC) submerged arc furnaces (SAFs), and two direct current (DC) open bath furnaces. These furnaces are capable of producing two products, silicomanganese (SiMn) and ferrochrome (FeCr), with a total production capacity of 110 000 t/a. This paper focuses on the silicomanganese process specific to Mogale Alloys, with a two-furnace operation facility that produces 55 000 t of SiMn per annum.IntroductionMogale Alloys is situated in Krugersdorp in the West Rand District Municipality in South Africa’s Gauteng Province. The Krugersdorp facilities were initiated by Palmiet Chrome Corporation in February 1963 to produce charge chrome (Basson, Curr, and Gericke, 2007). Mogale Alloys bought the Palmiet Chrome facilities in 2005 from Samancor Chrome. The Afarak Group currently owns 90% of Mogale Alloys.SiMn is produced in two 20 MVA submerged arc furnaces (SAFs), which were originally built for chromite processing, and ferrochromium (FeCr) in two DC open bath furnaces rated at 40 MVA and 10 MVA. When this paper was compiled, the 10 MVA furnace was not operational due to the high cost of production, and one of the 20 MVA SAFs was recently converted to produce FeCr due to market constraints. Mogale Alloys has 290 permanent employees with four contracting companies on site. The paper presented here focuses on the production of SiMn at Mogale Alloys.The high-level process flow at Mogale Alloys is summarized in Figure 1, which details the raw material input and the products produced by the two 20 MVA furnaces. SiMn is produced by carbothermic reduction of manganese-bearing raw materials from four different sources, namely Wessels, Mamatwan, and UMK ores, and BHP sinter feed. The carbon sources are bituminous coal from Forzando and Msobo, local suppliers in Mpumalanga."

The FUTURE project aims to enhance seismic surveying in South African mining by integrating advanced acquisition technologies. In this paper, we detail surface and underground seismic surveys at the South Deep gold mine as part of the project. Surface seismic acquisition used co-located broadband micro-electromechanical sensors, one and three component recorders connected to geophones, distributed acoustic sensing using a straight fibre optic cable, along with a 6 ton broadband seismic vibrator operating with 4–180 Hz linear sweeps. In addition, underground surveys employed a combination of straight, and helically wound fibre optic cables, cabled-based and nodal sensors, along with a 500 kg drophammer mounted on a skid steer bobcat. The surface and underground seismic arrays were time synchronised using a GPS-time transmitter to allow for accurate seismic data recording in a GPS-denied environment. Results show the efficacy of these techniques in acquiring high-resolution seismic data, revealing detailed subsurface geological structures and mineralisation down to 3500 m below ground surface. Surface data revealed clear seismic reflections corresponding to the Black Reef and Ventersdorp Contact Reef. An underground P-wave velocity model exhibits low velocity anomalies that are associated with fracturing, while a P-wave reflection stack section shows significant reflections and a degree of faulting below the tunnel floor that was not observed on the surface reflection seismic data. We highlight the potential of these technologies to enhance safety, efficiency, and sustainability in mining. This study sets a benchmark for future reflection seismic surveys, paving the way for safer, more efficient, deep mineral exploration and extraction practices.

Mining companies employ a multitude of risk management tools. The effectiveness of these tools for decision-making and communicating risk has not been addressed. This paper investigates the use of verbal probabilistic expressions in communicating geomechanical risk. Analysing survey data obtained from a group of mining geomechanics professionals, it identifies limitations of common probabilistic expressions. The paper concludes by making specific recommendations to avoid the use of certain expressions that may result in increased uncertainty, thus compromising the use of risk management tools.

First of al, it should be emphasized that the object of the paper is not to address the validity of ERR as a tool for the assessment of seismic events or rockbursts, but to determine an in situ modulus for the rockmass with the aid of backfil measurements. The Decar Nickel District is a greenfield discovery by FPX Nickel Corp., of nickel mineralisation located in central British Columbia (BC), Canada. The Baptiste deposit is part of the Decar Nickel District and is a unique deposit containing a nickel-iron alloy mineral called awaruite, with over 2-billion tonnes of inferred resource grading 0.12% Davis Tube Recoverable (DTR) nickel. This deposit represents a significant nickel resource. Awaruite is a high density and ferromagnetic mineral, which could be recovered, along with magnetite that is also present in the samples, using magnetic separation. However, there is still a lack of understanding of the properties of the awaruite and its metallurgical response. This information is imperative for the set-up of the variables involved in its concentration. The aim of this paper is to show and discuss the effect of magnetic field strength for the recovery of nickel from Baptiste deposit samples. Magnetic separation at bench and pilot scale with different magnetic field strengths is evaluated as a concentration method for awaruite. Mineralogical information is provided to support the results and also to briefly assess the variability of DTR nickel within the deposit. The Baptiste deposit is unique and will benefit from a sound scientific understanding of the process solution as well as other ongoing work. If successful, the outcome will lead to the development of a mine. With greater than 2-billion tonnes of inferred resource, the mine would represent a significant new source of nickel globally. The elution of gold from activated carbon using deionized water by R. J. DAVIDSON, M.Sc., Ph.D. (Rhodes) (Visitor) and D. DUNCANSON, H.N.C., B.Sc. Hons. (Strathclyde) (Visitor) The pretreatment of gold-loaded activated carbon with a relatively strong sodium cyanide solution prior to elution with deionized water at 90 to 125°Chas been shown to have a most beneficial effect on the elution of gold. The findings emphasize the important role played by the calcium cation and the hydroxyl anion in effecting efficient elution of gold. The elution of the relatively unstable complexes of silver and base metals with cyanide was also significantly affected by the ratio of the sodium cyanide to sodium hydroxide in the reagents used in the pretreatment stage. It was demonstrated that the use of 0,5 bed volume of a pretreatment reagent comprising 10 per cent sodium cyanide stabilized with I per cent sodium hydroxide for safety reasons resulted in a virtually 100 per cent recovery of adsorbed gold, silver, and base metals on subsequent elution with deionized water. The elution procedure takes a relatively short time, about 14 hours at 90°C (7 bed volumes) or 3 hours if pressure elution at 125°C (4 to 5 bed volumes) is used. Because the mechanism of elution after pretreatment entails the shifting of a physical rather than a chemical equilibrium, the higher the gold loading on the activated carbon, the more efficient is the elution procedure. When compared with other elution procedures, the proposed method appears to have several economic advantages.

INCOME TAX: POST-GRADUATE STUDY COURSE CONCESSION As a result of representations made by the Associated Scientific and Technical Societies of S.A. and the Suid-Afrikaanse Akademie vir Wetenskap en Kuns, engineers and scientists will now be allowed to deduct expenses incurred on post-graduate study courses from their taxable income. The conditions of this concession are set out in section 16 of the Income Tax Act, 1969, which reads as follows: 16. The limit equilibrium model, used in displacement discontinuity codes, is a popular method to simulate pillar failure. This paper investigates the use of physical modelling to calibrate this model. For the experiments, an artificial pillar material was prepared and cubes were poured using the standard 100 mm × 100 mm civil engineering concrete moulds. The friction angle between the cubes and the platens of the testing machine was varied by using soap and sandpaper. Different modes of failure were observed depending on the friction angle. Of interest is that significant loadshedding was recorded for some specimens which visually remained mostly intact. This highlights the difficulty of classifying pillars as failed or intact in underground stopes where spalling is observed. The laboratory models enabled a more precise calibration of the limit equilibrium model compared to previous attempts. Guidelines to assist with calibration of the model are given in the paper. The limit equilibrium model appears to be a useful approximation of the pillar failure as it could simulate the stress-strain behaviour of the laboratory models.

"Flotation columns are normally operated at optimal superficial gas velocities to maintain bubbly flow conditions. However, with increasing superficial gas velocity, loss of bubbly flow may occur with adverse effects on column performance. It is therefore important to identify the maximum superficial gas velocity above which loss of bubbly flow occurs. The maximum superficial gas velocity is usually obtained from a gas holdup versus superficial gas velocity plot in which the linear portion of the graph represents bubbly flow while deviation from the linear relationship indicates a change from the bubbly flow to the churn-turbulent regime. However, this method is difficult to use when the transition from bubbly flow to churn-turbulent flow is gradual, as happens in the presence of frothers. We present two alternative methods in which the flow regime in the column is distinguished by means of radial gas holdup profiles and gas holdup versus time graphs obtained from CFD simulations. Bubbly flow was characterized by saddle-shaped profiles with three distinct peaks, or saddle-shaped profiles with two near-wall peaks and a central minimum, or flat profiles with intermediate features between saddle and parabolic gas holdup profiles. The transition regime was gradual and characterized by flat to parabolic gas holdup profiles that become steeper with increasing superficial gas velocity. The churn-turbulent flow was distinguished by steep parabolic radial gas holdup profiles. Gas holdup versus time graphs were also used to define flow regimes with a constant gas holdup indicating bubbly flow, while wide gas holdup variations indicate churn-turbulent flow. IntroductionTwo types of flow can be distinguished in gasliquid flows in bubble columns: bubbly flow and churn-turbulent flow. The bubbly flow regime is characterized by uniform flow of bubbles of uniform size. Churn-turbulent flow, on the other hand, is characterized by a wide variation in bubble sizes with large bubbles rising rapidly and causing liquid circulation.Flotation columns are normally operated in the bubbly flow regime, which is the optimal condition for column flotation (Finch and Dobby, 1990; Yianatos and Finch, 1990; Ityokumbul, 1992). However, it has been generally observed that flotation column performance deteriorates when the superficial gas velocity is increased beyond a certain limit where the flow regime changes from bubbly flow to churn-turbulent flow (Xu, Finch, and Uribe-Salas, 1991). The identification of this critical or maximum superficial gas velocity is therefore important for optimal operation of flotation columns."

"Computational fluid dynamics (CFD) was applied to predict the average gas holdup and the axial gas holdup variation in a 13.5 m high cylindrical column 0.91 m diameter. The column was operating in batch mode. A Eulerian-Eulerian multiphase approach with appropriate interphase momentum exchange terms was applied to simulate the gas-liquid flow inside the column. Turbulence in the continuous phase was modelled using the k-_ realizable turbulence model. The predicted average gas holdup values were in good agreement with experimental data. The axial gas holdup prediction was generally good for the middle and top parts of the column, but was over-predicted for the bottom part of the column. Bubble velocity profiles were observed in which the axial velocity of the air bubbles decreased with height in the column. This may be related to the upward increase in gas holdup in the column. Simulations were also conducted to compare the gas holdup predicted with the universal, the Schiller-Naumann, and the Morsi-Alexander drag models. The gas holdup predictions for the three drag models were not significantly different. IntroductionColumn flotation is an important concentration technology that is used in the mineral processing and coal beneficiation industries. The growing interest in the use of column flotation in mineral processing has been attributed to the simpler flotation circuits and improved metallurgical performance compared to conventional flotation cells (Finch and Dobby, 1990). Flotation columns have also found other applications outside mineral processing, such as de-inking of recycled paper (Finch and Hardie, 1999).In column flotation, a rising swarm of air bubbles generated by means of air spargers is employed to collect the valuable mineral particles and separate them from the gangue minerals in a countercurrent process. Wash water, which is continuously fed at the top of the column, is used to eliminate entrained particles and stabilize the froth. The column volume can be divided into two sections – the collection zone in which the bubbles collect the floatable mineral particles, and the cleaning zone (or froth zone) where product upgrading is enhanced through the removal of unwanted particles entrained in the water mixed with bubbles from the collection zone."

A variety of backfills is presently being placed in different gold mines. The backfills are pumped as slurries to stopes where they are discharged into some form of retaining paddock. The effectiveness of fill as a support medium will depend on a number of factors. These can largely include (i) inherent properties of the material, e.g. particle size, shape, distribution and com- position, and (ii) conditions of placement. The terminology required for describing backfills is introduced, and the various laboratory-measured properties are presented for a variety of fills. Finally, the properties of the fills as they are placed underground are discussed.

Automated mineralogical analysis of platinum group minerals (PGM), using the mineral liberation analyser, provides information used to understand flotation efficiency, primarily from a PGM liberation and association standpoint. To date, however, there is no consistent understanding regarding PGM speciation and its impact on floatability. Previous studies of PGM from UG2 ores concluded that a larger dataset is needed from which the various parameters can be modelled. Parameters on telluride, arsenide, sulfurarsenide and alloy species need to be integrated to fully understand the impact of PGM speciation on flotation, and for this, ores other than PGE-sulfide-rich UG2 must be assessed. Flotation rougher rate tests were performed on feed samples from two Platreef ores to determine the flotation response of individual liberated PGM species. This was achieved through automated mineralogical analysis of feed, rougher concentrates and tails. Based on 1529 liberated PGM grains assessed over the circuit for two Platreef ores, preliminary results show that PGM speciation, species grain size and competition from gangue appear to influence floatability in an ‘optimised’ laboratory environment. India is devoid of coking coal resources, which is a vital raw material for coke making. As a result it has to import about 80% coking coal for steel making. Indian National Steel Policy, 2017 has envisaged crude steel production around 300 million tonnes Mt) by the year 2030-31 and forecasts coking coal demand of 161 Mtpa (million tonnes per annum). One way of improving the indigenous resources is to study the performance of existing washeries and to improve the clean coal recovery by adopting suitable technology. A study was carried out, mainly to focus on the fine coal circuit of an existing coking coal washery, to generate the desired quality of clean coal. The operating coking coal washery being studied is presently feeding coal from nine different sources with varying feed ash contents. The coal fines varied in ash content ranging from 19.5% - 43.6%. For treating the coal fines, the washery has operated a spiral for the past few years. Performance studies were carried out, and it was found that the spiral is not efficient in recovering the cleans. Detailed investigations were carried out on the coal fines using flotation techniques, and it was found that to achieve a low ash clean coal, the froth flotation is a much better beneficiation option than a spiral, The studies showed that the recovery of clean coal through a spiral is 67.7% at ash content of 27.0%, while flotation tests showed a recovery of 68.1% at 16.5% ash content. RyderTaken as a whole, the difference between the four papers in this session were perhaps more illuminating than their similarities. The titles of the first and second papers contained the word 'simulation', and in both papers random number generation was relied upon in the selection of inputs from empirical distributions, but the nature of the models to which these values were inputs were quite different. The third paper displayed another method of uniting the empirical and the theoretical in a linear programming formulation whose matrix coefficients were measured empirically, and here some apt remarks on computer implementation were included. This paved the way for the last paper which abandoned all theoretical pretensions in favour of a detailed description of computer implementation and perhaps as a result gave rise to the most feeling audience participation.The systems mentioned were developed for the iron, petrol, copper and gold producing industries in the US, Canada, Zambia and South Africa..As with all the parallel sessions, contributions from the floor may have been limited by the shorter time available to delegates to acquaint themselves with the papers before the session. In spite of this, and due largely to the active chairman¬ship of Dr Cook, the discussion during the session which is summarized here contributed much to the information contained in the papers themselves.In his presentation, Dr Calder summarized his paper. He expected that simulation would be used in future on an almost universal basis in open pit mining. It could contribute new knowledge more cheaply than experimentation in the flea For example, this study had shown what was previously thought to be a matter of more shovels and trucks was really a blasting problem, and improving blasting had increased production to the desired level. The simulation had shown that uniformity of truck performance was a desirable factor. It had also been used to study the advisability of a dispatching system.Dr Ramani contended that where equipment characteristics were available, deterministic standard simulation could adequately simulate systems in which interference occurred. Operator performance could be measured against perfor¬mance curves predicted by standard simulation and poor operators spotted and retrained. The present system did not take into account variability in truck loading, for instance. Dr Calder replied that if the number of variables was large, the standard approach became too complicated for operating personnel to follow. He admitted he had not tried it. The variability of truck loading could be coped with easily using the Monte Carlo approach. Operator variability was already incorporated because the time studies are actual."

This paper discusses pilot and laboratory-scale metallurgical test work conducted on bulk samples from a low grade heavy mineral deposit and provides an overview of basic practical metallurgical techniques applied to ascertain the suitability of existing production plants to process material from this orebody. Previous investigations have shown this specific orebody to be more challenging in terms of mineral beneficiation as it has a high gangue mineral content. Test work was conducted on targeted stratigraphic units based on lithology and assay results to enable identification of the stratigraphic units portraying quality issues. Unit specific metallurgical pilot work has never been conducted on any of the RBM orebodies and is a new field currently being explored. During this investigation focus was placed on potential quality and yield issues for ilmenite product, with particular reference to CaO quality. A basic evaluation of zircon and rutile separability was also conducted. The test work was conducted using a comparative baseline methodology with metallurgical test work methods specifically aiming at mimicking the existing production plant as closely as possible. This enabled not only the likely metallurgical performance to be assessed but also indicated whether current plant design would be suitable to process the low grade ore types into products of acceptable quality at acceptable yields. The methods and findings discussed in this paper indicate that although there is considerable variation between different units, a blended feed can be successfully processed. With unit specific metallurgical data applied to the existing geological block model, expected yields and recoveries using current plant designs could be predicted.
