"INTRODUCTION The act of Congress establishing the Bureau of Mines in 1910 delegated to the Bureau, as one of its principal duties and functions, the study of health and safety in the mineral industries with a view to devising and putting into operation means of conserving the health and safety of persons employed in the industries. One of the first health and safety activities of the Bureau of Mines was therefore organization of a trained force to promote instruction in first aid in the mineral industries. First-aid training has been an important activity of the Bureau of Mines since its establishment. The standard first-aid course requires a minimum of 15 hours of instruction and practice work. A person completing the initial training course is issued an engraved certificate and pocket card certificate; thereafter, only a pocket card certificate is issued for additional training.From 1910 to 1926 first aid was taught by trained Bureau of Mines employees; consequently, only a comparatively few persons were trained. In 1926, however, cooperative first-aid training was initiated, which provided the means to train the entire personnel of mines or plants within a short time in a single campaign. Many mines and plants have taken advantage of the cooperative plan, whereby keymen in a mine or plant, in addition to the initial training received, are given intensive training in first aid by a Bureau of Mines instructor. Those men who show an aptitude for teaching are selected as tentative provisional first-aid instructors. In order to qualify as a provisional instructor, a tentative instructor must, under the supervision of a Bureau of Mines instructor, train a class of at least six persons employed in the minerals industries in the standard Bureau of Mines course in first aid. After it has been determined that the class has been trained properly, a provisional first-aid instructor's pocket card certificate is issued to the class instructor. The first-aid instructor can renew his pocket card certificate each year by training or retraining at least six persons connected with the mineral industries to satisfactorily pass an examination given by a Bureau of Mines representative. After five yearly renewals of a provisional instructor's pocket card certificate, an engraved, permanent instructor's certificate and a permanent instructor's pocket card certificate are issued to the instructor."

As part of its goal to minimize the requirements for mineral commodities through conservation and substitution, the Bureau of Mines is conducting research to determine the resistance of alumina refractories to corrosion by alkali-containing slags that could result from burning of the abundant Western lignites in metallurgical operations. Static corrosion tests were performed at 1,000° to 1,350° C and dynamic tests were performed at 1,400° to 1,600° C to investigate the stability of refractory specimens in slag environments. In general, the degree of refractory attack increased with decreasing alumina content in the refractory and with increasing alkali content of the lignite ash. The parabolic kinetics observed in static tests suggested that a reaction product layer is formed through which ionic diffusion must occur to sustain the reaction with the refractory material. The linear kinetics observed in dynamic tests in high-viscosity slags indicated a shearing of the reaction product layer by viscous slags. The observed lesser attack of refractories by low-viscosity slags can be explained on this basis. Two 99-percent-alumina refractories and two 90-percent-alumina refractories formed an expanded protective layer with the more viscous slags but not with the less viscous slags. Corrosion of 90-percent-alumina refractories increased exponentially with temperature. In refractories with the same nominal alumina content, those that contain a combination of a-Al203 and mullite (3A1203?2Si02) have better corrosion resistance than those containing a combination of a-Al203, cristobalite (Si02 mineral), and mullite. In alkali environments (1,300 to 1,400° C), 90-to 99-percent-alumina refractories are recommended for use as furnace linings.

The Bureau of Mines presents a theoretical solution for the stresses and displacements in an infinite elastic plate containing a circular hole whose boundary is subjected to applied shear loads over four separated arcs. The results for the applied shear loads can be superimposed on the results for applied radial loads, given in a previous publication, to obtain a complete two-dimensional approximation of the stresses and displacements induced in the rock by tunnel boring machines anchored in a circular tunnel by means of four props. Analysis of the various solutions shows that the tangential tensile stresses induced on the boundary of the circular tunnel by applied radial loads can be minimized in the roof and floor of the tunnel by the application of appropriate shear loads to each of the four props. Thus when planning tunnel boring operations, consideration should be given to the in situ stress field in the rock and the induced stresses in the rock resulting from the applied radial and shear loads produced by the props of the boring machine.

"IntroductionInhalation of crystalline silica is often associated with the development of pulmonary disease (Ziskind et al., 1976). Recently, it has been proposed that freshly sheared silica .may have surface properties that make it more reactive with lung tissue than aged silica, and that this unique reactivity ·of freshly crushed silica enhances its pathogenicity. A recent study in our laboratory strongly supports this theory (Vallyathan, et al., 1988a; 1988b). We found that grinding of silica cleaves bonds in a silica tetrahedral lattice generating reactive free radicals sites on the surface of the silica particles. The presence of surface radicals on freshly ground silica was monitored by electron spin resonance (ESR) spectroscopy. The ESR signal generated from fresh silica in air is characteristic of Si-0 and Si radicals. Evidence, i.e., the ESR signal after the addition of a spin trap (DMPO) and its sensitivity to ethanol, indicates that these silicon-based surface radicals can react with water to form hydroxyl radicals (OH). Results also indicate that these surface radicals make fresh silica more cytotoxic than aged silica; i.e., fresh silica causes more membrane damage as evidenced by hemolysis and lipid peroxidation. Therefore, the presence of reactive sites on the surface of freshly cleaved silica may play a significant role in its pathogenicity.If surface· free radicals are related to cytotoxicity, then screening dusts for the existence of such radicals may predict their relative pathogenicity. Since an ESR spectrometer is not available to many laboratories, the objective of this study was to develop a quick and simple technique to monitor the existence of reactive surface sites on dust. The technique chosen was the measurement of chemiluminescence using a liquid scintillation counter; i.e., an instrument which·would be accessible to most investigators."

"The biologic events leading to coal workers' pneumoconiosis (C'WP) are not yet fully understood. There is no good correlation between toxicity studies or animal models with human epidemiologic and pathologic data. Several studies have shown that the severity and prevalence of the CWP in miners correlate strongly with the rank and type of the coal mined. However this has not been found to be the case with laboratory animal models or in vitro studies. In 1980 Russian scientists Artemov and Resnik suggested that the discrepancy may be related to the excessive amount of short-lived free radicals present in freshly generated coal mine dust. Because of their short life, such free radicals would be absent in the ""stale"" coal dust used in most animal experiments. To test this hypothesis we have undertaken a systematic study of the generation, reactivity with oxygen and biological significance of free radicals in coal dust.Electron spin resonance (ESR) was used as a technique for the direct detection of radical production and kinetics of decay. ESR signals from the newly generated radicals decreased with time on exposure to oxygen or when stored in biological buffers at a rapid rate. In vitro biological tests were carried out which suggest that the reaction between the newly generated radicals and oxygen plays a significant role in the sample's cytotoxicity.Materials and MethodsESR measurements were made at X-band (~9.7 GHz) using a computer-controlled Bruker ER200D ESR spectrometer. 11te two coals studied in detail were obtained from the Pennsylvania State University Coal Depository. These were, a bituminous sample, PSOC-1172 (72% carbon) and an anthracite sample, PSOC 867 (95% carbon). Coal particles of several millimeter (mm) dimensions were evacuated to a pressure of ~10-3 mm Hg typically overnight. Without exposure to air, these particles were ground in an agate mortar with an agate pestle for about 30 minutes and then sieved through a 20 \1111 mesh filter before ESR measurements or cytotoxicity studies. As an index of cytotoxicity, hemolysis was measured according to the method of Harrington, with minor modifications. Sheep erythrocytes (2%) were incubated with test samples at 37°C for one hour, and the hemoglobin released was quantitatively estimated photometrically. Additionally, release of alveolar macrophage enzyme lactate dehydrogenase (LOH) was estimated after incubation of the macrophages with the coal particles at different time intervals after the grinding. Enzyme activity was assayed according to the method of Wrobleski and LaDue and expressed as percent of enzyme released in 2 hours per million cells with 1 mg of coal."

SUMMARY AND CONCLUSIONS This report describes a study to develop a detailed set of guide¬lines and equipment recommendations to be used as a guide for mine operators, mine inspectors, and equipment manufacturers in implementing the emergency escapeway standards for metal and nonmetal underground mines. It was sponsored by the United States Bureau of Mines. The first part of this report reviews the historical background of metal and nonmetal mine fires and the development of present and proposed mandatory standards. This is followed by a discussion of the survey of representative mines and how the proposed standard effects these mines. The remainder of the report covers technical discussions of each escapeway component including a comprehensive computer sim¬ulation of mine evacuation. Following the technical discussion of each group of escapeway components is a list of the pertinent guidelines. A study of past mine fires indicates that a serious commitment by operators to the proposed escape standards would be instrumental in saving lives in the future. The most significant event in a recent mine fire, in which no deaths resulted, was the very early discovery of the fire. The evacuation was orderly thanks to careful preparation by the mine personnel. However, the mine was possibly only spared a real disaster because of the discovery of the fire almost at its inception. Installation of automatic fire and smoke warning devices may be the single most important step in preventing future disasters. The self-rescuer has saved many lives in mine fires. Men have also died while attempting to use them. The reason men died was either because the unit was not working or the miner did not understand how or when to use it. There is no good excuse for either of these conditions occurring. Regular maintenance and inspection should prevent unit failures. In connection with its continuing studies of the characteristics of alloys and alloying elements, the Bureau of Mines investigated the crystal structure of fused boron. This report describes how the structure of fused boron was found to be rhombohedral by the powder method for crystal-structure determinations by X-ray diffraction. The determinations of the crystal structure of boron reported in the literature were made on crystals prepared by various methods such as electrolysis, thermal decomposition of a boride, or by hydrogen reduction of boron tribromide. Table 1 summarizes the data found in the literature on the crystal structure of boron. The information shows the following: (1) Three structures have been reported for boron, (2) boron prepared by different processes--or even by varied conditions of a process--produces crystals of different structure, and (3) no information is given on the crystal structure of fused boron.

A research study was conducted to devise a method for producing phosphoric acid directly from unbeneficiated Florida phosphate matrix. This research was performed as part of the Bureau of Mines, U.S. Department of the Interior, goals of improving minerals and metals recovery from domestic resources and of minimizing the environmental impact associated with mineral recovery operations. This report describes research in which unbeneficiated, dry, south-central Florida phosphate matrix was digested with sulfuric acid in a continuous-circuit, five-tank reactor to yield phosphoric acid and gypsum residue. Feed capacity of the reactor was 100 pounds (45 kg) of dry matrix per 24-hour day. When digestion was carried out at 185° F (85° C), acid filtration rates of up to 420 pounds of P20S per square foot per day were attained. Combined iron and aluminum impurities in the product filter acid were about 60 percent greater than values reported in commercially produced acid derived from concentrate. phosphate recovery was 87 to 90 percent of the phosphate contained in the as-mined matrix.

The use of virtual reality (VR) technologies to train miners is an evolving area in research and development. In July 2006, representatives of 14 international organizations met to discuss current VR-related efforts and explore ways to employ VR in the future. This paper gives an overview of the various approaches presented at the meeting and discusses directions for future implementation. An example of a training package that teaches mine map-reading skills is presented. The meeting was the first step to building collaborations for furthering VR applications for mining. Planning has begun for a 2008 meeting open to broader participation. Regular monitoring for methane gas is required near working faces in gassy underground mines where the potential for methane ignitions is greatest. However, high concentrations of methane can also accumulate outby the face where methane levels are monitored less frequently. Wearing a personal methane monitor equipped with an alarm could protect persons working in these outby areas from injury or death due to methane ignitions. The National Institute for Occupational Safety and Health (NIOSH) has conducted studies to evaluate methanometers that could be used as person-wearable monitors. For the present study, seven different person-wearable monitors that are not currently approved for underground use were evaluated. This paper describes test procedures used to evaluate performance of methane monitors that could be used underground for continuous personal monitoring of methane. The information in this report provides data that allows the reader to make side-by side comparisons of these instruments.

The effect of engine parameters on exhaust emissions from two diesel engines was studied experimentally. Fuel-injection characteristics and intake air conditions were considered as parameters influencing the emissions. Emphasis was placed on the effect of parameter variations on nitrogen oxide (NOx) emissions, because diesels generally emit very low levels of carbon monoxide (CO) and unburned hydrocarbons. Emissions other than NOx were at lowest levels when the engines were adjusted for best performance. NOx emissions can be diminished somewhat through variation in fuel-injection characteristics, but there generally are penalties in emissions of CO, smoke, and unburned hydrocarbons or in engine performance. Temperature and composition of intake air have a significant effect on NOx emissions. Levels of NOx are reduced by recirculating the exhaust gas or by adding water to the intake air stream. However, the rate of water added or exhaust gas recirculated must be limited to prevent the degradation of engine performance and increased emissions of CO and smoke. At high exhaust recirculation rates, levels of CO and smoke were increased such that it was necessary to derate the engine and also to use a catalytic system for oxidation of CO.

"INTRODUCTION The practicability of providing safer methods of underground transportation for mine workmen and officials has been given much thought in recent years by advocates of safety, health, and efficiency. Numerous fatalities and disabling injuries have resulted from falls of roof, personal contact with both electrical conductors and timbers, and improper position or conduct of passengers while they were in man-trips. Unfavorable atmospheric exposure due to high-velocity air currents and sudden changes in temperature may adversely affect the health of mine workmen if they are transported in unprotected Cars.Recent installations of protected, man-trip cars, wherein such cars have been utilized to haul men to and from their stations in the mine, have resulted in a large reduction in exposure to haulage hazards. Where special-built cars have been used the probability of injuries to men during transportation in man-trips has been decreased, and the morale of the employees has been improved. A number of man-trip cars are in service in the coal-mining regions; those described in this circular are typical examples of a few installations."

This Bureau of Mines report describes how the reinforcement mechanisms of untensioned, full-column resin bolts were determined during one underground study. Both axial and transverse shear loadings were identified for two instrumented resin bolts that replaced standard resin bolts in an opera-ting room-and-pillar mining section. The strain responses of resin bolt steel cores to local axial and transverse shear loadings are described. This information was obtained from laboratory testing of resin bolts installations; it was also used to analyze the data from the underground test.

Provide a coalbed methane data source for industry use in mine planning. Approach Coalbed methane data have keen collected and formatted into a computer implemented data base with software developed for storage, retrieval, and generating files of selected data in response to information requests and for statistical analysis of relationships among various coal parameters. How It Works Coalbed methane data is obtained by the Bureau's direct method test on exploration coal cores. The test involves sealing fresh coal cores in desorption canisters and periodically bleeding the gas into a water-filled, graduated cylinder to measure the volume of gas released. Coalbed methane data collected over the past 9 years have been entered into a computer-implemented data base for efficient retrieval and statistical analysis. Data base processing is accomplished with a commercially available storage, sorting, retrieval, and report writing software package (Datatrieve 11). Information requests from the coal industry are processed with the system, and the data in the desired output format am printed and forwarded to the requestor. This Bureau of Mines publication describes several fault locators and methods, including time domain reflectometers, a frequency domain reflectometer, tone generators, an infrared method, the Murray loop method, and high-voltage "click" methods. The Bureau of Mines has been conducting research into these methods for several years, to improve mine safety and facilitate production through rapid, safe location of trailing-cable faults. The problems encountered in practical applications are discussed, and schematic diagrams of several instruments fabricated by the Bureau are presented. Since no present single method of locating trailing-cable faults is universally applicable, a kit composed of several of the more promising fault locators is advisable.

THE BITUMINOUS coal and lignite industry increased substantially in 1962, compared with the 1961 figures. The major items of production, consumption, exports, and productivity increased. However, certain key items declined. The steady upward trend in mechanization failed to materialize for the third year; the percentage of total tonnage mechanically loaded remained the same as in the 2 previous years; and the tonnage mechanically cleaned was smaller than in the previous year. The percentage of total production mined by stripping and by augers increased slightly. Most significant was the continued decline in average value and employment. Production.-The output of bituminous coal and lignite in the United States in 1962-422 million tons-was 5 percent greater than the 403 million tons produced in 1961. Production was greater in 1962, owing largely to expanded consumption by the electric utilities and to more exports.

Improve the safety, reliability and overall effectiveness of mine stench warning systems and to provide a means of remote control stench injector operation. Approach Industrial gas odorants were analyzed for their suitability for use in mine stench warning systems. A prototype stench injector capable of precise flowrate control was designed, fabricated, and tested using the odorant chosen as having the most favorable properties. Based on the results of the field tests, a second generation injector was developed. The second generation unit features optional remote control operation, and in addition, is simpler to refill and is less expensive than the original injector. A complete second generation system, consisting of two manually operated injectors and one remote controlled injector was in-mine tested through actual mine fire drills. A central requirement for using simulation models is the need for retrospect testing to validate experimental conclusions. Acceptance of a model by managers and safety practitioners is more likely to depend on its tested performance in-the field rather than on the underlying logic or the validity aspects of the model itself. It is here that simulation bridges the gap between theory and useful design procedures. The original version of the rail haulage sub-assembly was success¬fully tested in the field (Sanford, 1969). However, the case studies that were described here involved single-stage haulage and restricted jobtypes from UGMHS. Since this report together with Volume VI (Production Subsystem) describes extensive changes and modifications to the rail haulage sub-assembly and UGMHS, field tests were necessary to verify both the rail model and the linking concepts to the Produc¬tion Sub-system. Mine Description The candidate mine selected for model verification works the 6 1/2 foot Pittsburgh seam. Shaft openings are used for manways and ventilation and a dual compartment slope for materials handling. In the bottom half of the slope, a hoist with track handles supplies and equipment. In the upper half, a 42 inch belt conveyor travelling at 450 fpm moves coal from a rotary dump to the surface. The immediate roof is shale with the first 12 inches taken during development mining. Time constraints have prohibited preparation of other price information that has appeared in this study in previous years. Users are urged to consult the 1993 USBM publication Metal Prices in the United States through 1991, which gives an analysis of historical price series and trends, or the 1993 edition of Mineral Commodity Summaries for current U.S. prices on non fuel commodities, and to utilize U.S. Department of Energy sources for information on fuel material costs.
