The U.S. Bureau of Mines has designed and tested a system called the Bag and Belt Cleaner Device (B&BCD) to reduce dust levels in and around the bag conveying and stacking process. The device physically cleans either 22.7 kg (50 lb) or 45.4 kg (100 lb) paper bags by using a combination of brushes and air jets. It is completely self-contained and is kept under negative pressure by a baghouse to ensure that dust and product removed from the bags during cleaning does not flow into the work environment and contaminate workers. The bags travel through the device on a chain conveyor, which permits any product or dust cleaned from the bags to fall into a hopper at the bottom of the device and be recycled back into the process via a screw conveyor. Once exiting the B&BCD, the outside of the bags and the conveyor are essentially product and dust free. The B&BCD was evaluated at two mineral processing plants to determine reductions with the device in use. The results of both field evaluations showed that the amount of product removed from the outside of the bags varied from 77 to 93 pet.

"Introduction.The Bureau of Mines has taken up the problem of determining a method or methods whereby underground compensation insurance rates for metal-mining companies can be equalized in proportion to the underground hazards involved. This study has been started by the writer with the assistance of Mr. I. M. Wolfin* as consultant.The present paper briefly reviews the origin of accident compensation, gives a digest of State compensation laws, and describes types of insurance carriers. This will be followed by study of the basis of premium rate, risk differentials, and cost of compensation insurance to mine operators. These data will be supplemented by an analysis of the accident hazards in different mining methods and practices, and the severity and frequency of accidents classified by time lost and period of exposure to hazard, for different States, mining methods, occupations and nationalities. Attention will be given to standardized preventives for underground accidents in metal mines, and, finally, the classification of underground metal-mining hazard for workmen's compensation insurance premium rating."

Model testing is a two part operation; first, to assure the valid¬ity of the mathematical statements and second, to evaluate the accuracy of the computer model for predictive purposes. Verification of both the conceptual and computational aspects can be achieved through the use of input data for which output results are available for comparison. In this dissertation, two test problems were selected for model testing from the Economic Evaluation Reports of the U.S. Bureau of Mines, Process Evaluation Group. Verification Data Set I Input data for this test was selected from an economic analysis of a hypothetical 1,056,000-ton-per-year mine in a 48-inch bituminous coal seam (Process Evaluation Group-Report No. 72-27, 1972). The mine was scheduled to operate five days per week, three shifts per day, 220 days per year with an estimated life of 20 years. Coal reserves covered an area of 6.4 square miles with an expected recovery rate of 70%. Production was achieved through 4 continuous miner sections with an average production rate of 400 tons per shift. The cost summary in the report included a breakdown of equipment and labor requirements. A depreciation schedule listed the expected capital expense per year of operation, assuming capital replacement with identical units and no change in the unit cost. Supply and oper¬ating costs were listed in both gross annual figures and cost per ton of production. In extracting helium from natural gas at Bureau of Mines helium plants, a continuous analysis of the helium content of inlet and outlet gas streams is required to determine extraction efficiency. An analyzer, using established principles of gas chromatography to effect the analysis, has been developed by the Bureau of Mines to meet this need. It will record the helium content of inlet or discharge gases from helium-extraction plants every five minutes, continuously, without the attendance of an operator. A 25-inch column of activated charcoal is used as a partitioning agent; nitrogen is the carrier gas; and a hot-wire, thermal-conductivity cell is the detector. A 1.0 mv, strip chart indicates the unbalance of the detector cell, Sample size is 0.37 cc, and carrier gas flow rate is 75 cc, per minute. Significant improvements in helium extraction have been demonstrated by using the chromatograph in three helium-extraction plants.

Although the hysteria. with regard to silicosis end other occupational diseases seems largely to haws passed, and more careful sober consideration is being given this subject, it would be very poor policy for any employer to take the stand that the storm has blown over and that he can safely relax and revert to the status of 5, 10, or more years ago in such matters. The real fact is that occupational-disease compensation is nor in its infancy and can be expected to grow by leaps and bounds. At present, while 46 States of the Union3/ and the District of Columbia have compensation acts, only the following have some fern of occupational-disease legislation: California, Delaware, Connecticut, District of Columbia, Illinois, India a, Kentucky, Massachusetts, Michigan, Minnesota, Missouri, Nebraska, New Jersey, New York, North Carolina, North Dakota, Ohio, Pennsylvania, Rode Island, Washington, West Virginia, and Wisconsin. Silicosis appears to be compensable under those acts in California, Connecticut, District of Columbia, Illinois, Kentucky, Massachusetts, Missouri, New York, North Carolina, North Dakota, Ohio, Pennsylvania, West Virginia, and Wisconsin; possibly it may be interpreted as compensable in others. Occupational-disease legislation (largely relating to silicosis) has seen under consideration in some form relatively recently in Arkansas, California, Delaware, Idaho, Maryland, Kansas, Massachusetts, Michigan, Minnesota, Montana, Nebraska, New Jersey, Ohio, Pennsylvania, Tennessee, Utah, and. Washington at least. It will be surprising if comparatively broad or inclusive occupational-disease legislation will not be on the statute books of nearly every State in the Union within the next 5 years. With this situation confronting him, the far-sighted industrialist who has the best interests of his organization at heart will immediately begin to "put his house in order," if he has not already done so, by studying possible occupational-disease hazards to his employees; moreover, he will promptly apply all known remedial measures or will attempt to devise such measures if none of those already devised seem to apply to his establishment.

Withdrawing timber in coal mines is done for the purpose of inducing the roof to cave in the mined-out areas and thereby relieve stresses in the immediate roof material over the working places adjacent to the breakline of the roof, thus preventing the crushing of the ends of pillars and adding to the safety of those engaged in pillar extraction. A secondary purpose is the recovery of timber for further use either as prop-, crossbars, lagging, sprags or cap pieces. At some mines timber is withdrawn as a precaution against fire which may he of spontaneous origin, because wood always aids a fire of any origin. With some of the power-driven types of machines now in use a greater proportion of mine timber may be recovered, and in mines where pillars are left too narrow for their removal some of the timber in rooms might be salvaged for further use.

In this period of generally increasing taxes of various kinds, one hears less complaint by mining companies about the high cost of workmen's accident compensation than was the case a few years ago, the reason perhaps being that other and more pressing phases of the tax problem now over shadow the heavy expenditures for compensation premiums which a few years ago were considered a severe burden on the mining industry. Nevertheless, the financial expenditures of the mining industry in higher compensation benefits and hospitalization or in higher premium rates, or both, instead of being less have actually increased in many States in the past year. In the spring of 1937, proposals for increased benefits to injured employees in compensation, hospitalization, or medical aid were actively before legislatures in California, Connecticut, Georgia, Idaho, Illinois, Indiana, Iowa, Kansas, Kentucky, Massachusetts, Michigan, Minnesota, New Mexico, Oregon, Pennsylvania, South Carolina, Texas, Utah, Washington, Wyoming, and possibly other States. In some cases, the proposed increases in benefits were so much greater than expenditures for similar items in the past that premium rates per $100 of payroll would almost certainly rise sharply. At this same time, occupational-disease-compensation coverage also was under consideration by legislatures in Arkansas, California, Delaware, Idaho, Indiana, Kansas, Massachusetts, Michigan, Minnesota, Montana, Nebraska, New Jersey, Ohio, Pennsylvania, Tennessee, Utah, and Washington. Sooner or later (and probably within the next few years) occupational-disease compensation will be accorded practically as wide recognition as accident compensation receives at present, and, unquestionably, mining in all of its branches will be affected more or less drastically. Hence, the present outlook is that the mining industry, in company with practically all other industrial activities, will be confronted by materially higher compensation costs than those of the past or the present, to which rather violent exception has been taken, at least in some States and at some times.

Surface fracture trace density, changes in roof rock type, and topographic unloading due to drainage were mapped for the mining areas located in the Blacksville-Osage, W. Va., quadrangles to investigate their influence on mine roof falls. Using these factors, a technique was developed to predict probable roof fall areas ahead of projected mining operations. As a feasibility test of this proposed technique, areas were delineated where one, two, and all three of these factors were operating to formulate a "potential hazard map" for comparison with roof fall observations that were made. The limited evidence suggests that in combination these factors are reliable predictors of where roof falls are likely to occur. This technique promises to be a useful tool in planning mining operations.

This report describes a U.S. Bureau of Mines investigation into the removal of gate road chain pillars in conjunction with longwall retreat mining. The research objective was to determine, through evaluations of the loads imposed on the gate road pillars and supplemental support elements in the entries, how the pillars, supplemental support, and entries were affected by the longwall abutment pressure. To achieve this goal, vibrating wire stressmeters and hydraulic flat jack pressure cells were installed in the support elements to monitor stress change caused by abutment pressure as a function of longwall face advance. The findings documented in this report are the result of information collected from instrumentation and observation at the mine. Pillar and support loading measurements and stability observations revealed that the roof and the support elements remained stable during panel retreat, while the face progressed at a normal rate of advance. The ability to safely and efficiently mine chain pillars during panel retreat increases resource recovery and can provide several other benefits described in this report.

A recent report evaluating silica exposure levels in the metal/nonmetal mining industry noted that bag packaging and loading are some of the occupations at the greatest risk. In addition to dust problems, the bag-stacking process is labor intensive, making lost-time injuries common due to back fatigue and strains. During the bag-stacking process, a significant amount of dust can be generated, mainly from product on the outside of the bags and from dust escaping the bag valve upon impact of the bag on the pallet. In an effort to address dust-exposure and back-fatigue issues, Malvern Minerals Co., Hot Springs, Ark., made two major improvements to its ground silica stacking facility. First, the company purchased a semi-automated bag palletizing system (Figure 1). With this system, the bag stacker does not lift the bags, but slides them across a metal table. Small jets of air exit through perforations in the table top (similar to an air hockey game), allowing workers to more easily slide each bag into the proper position. After each layer of bags is completed, the table slides open, and the entire layer of bags is loaded onto an underlying pallet. The table then closes, readying it for another layer of bags. After the entire pallet is loaded, the unit delivers the pallet to a shrink wrap and forklift pick-up area. In addition to this semi-automated palletizing unit, Malvern Minerals purchased an Overhead Air Supply Island System (OASIS) to lower the bag stacker's dust exposure. The OASIS takes outside air, directs it through MEASURING RESPIRABLE DUST The bag stacker's respirable dust exposure was monitored using a RAM-1 instantaneous dust monitor to evaluate the impact of the various changes on the palletizing process and dust-control equipment. The bag stacker wore a vest that held the 10-mm Dorr-Oliver cyclone, which classifies the respirable portion of dust. Flexible tygon tubing was used to connect the cyclone to the RAM-1 dust unit, allowing the bag stacker to perform the palletizing process with minimal interference. The RAM-1 measures respirable dust concentrations by light scattering with a sensing chamber. This device closely simulates gravimetric measurements when calibrated for a specific dust. This instrument is ideal for comparative evaluations, as was the case in this study. Since the RAM-1 is not an MSHA-approved instru¬ment for dust compliance sampling, the dust concen¬trations listed in this article should be used as a com¬parative value of respirable dust concentration and not to determine actual dust concentrations from a com¬pliance standpoint.

An important goal in the development of coal mining explosives has been to improve their safety characteristics through suitable formulation. In the United States no systematic effort to establish factors influencing the incendivity to firedamp and to coal dust of explosives through research was made until the last decade. In consequence, American permissible explosives underwent only very slight modifications and many remained substantially the same as in the early years. As part of a long range program for increasing the safety of permissible explosives, the Bureau of Mines undertook to determine how the amounts and particle sizes of the principal constituents of these explosives affect their incendivity. It was found that an increase in the relative amount of sodium chloride and a decrease in its particle size significantly decreased the incendivity of our permissible explosives to firedamp (7-9).6 This is in agreement with findings reported by Dolan (4) for compositions of nitroglycerin and salt. One important result of the work at the Bruceton station has been the recent introduction of salt-formulated permissibles by several explosives manufacturers. This paper describes a statistically designed experiment for studying the effects of the particle size of ammonium nitrate and the type of carbonaceous materials used on the incendivity of permissible explosives. Interest in these particular effects goes back as far as the first formulations of coal mine explosives, around 1910 in the United States and even earlier in Great Britain and other countries. This paper is one of a series of digests of foreign mining legislation and court decisions that is being prepared in advance of a general report relative to the right of American citizens to explore for minerals and to own and operate-mines in various foreign countries. This interpretation of the mining laws of Greece was prepared from information furnished by Ralph B. Curren, American assistant commercial attache, Athens, in reply to a questionnaire of the United States Bureau of Mines, transmitted through the courtesy of the commercial laws division of the Bureau of Foreign and Domestic Commerce. INTRODUCTION In his report,3 Mr. Curren states that the source of his information was the Director of Mines of the Greek Ministry of National Economy and the Mining Code of Greece, which was, compiled from existing laws in 1929,4 and which has since been modified by several acts of Parliament.

The search for new alloys for application in the atomic energy field had prompted investigation of zirconium-rare earth metal alloys by the Federal Bureau of Mines. In this instance the zirconium-dysprosium system was investigated by melting point, thermal analysis, resistivity, X-ray and metallographic methods. Results indicate a single eutectic system with a peritectoid reaction occurring at 890° C. The eutectic isotherm extends from 30 to 95-percent dysprosium at 1,280° C. Eutectic composition is located at approximately 70 percent dysprosium. Solid solubility of dysprosium in both alpha and beta zirconium is extensive. The extent of solid solubility of zirconium in dysprosium has not been determined. Although zirconium rich alloys exhibit a significant increase in hardness, they can be cold worked extensively. These alloys also appear adaptable to solution heat treatment. Additional investigations concerning corrosion resistance and other mechanical properties are necessary for satisfactory evaluation of these alloys. The superior corrosion resistance of zirconium and the nuclear cross-section characteristics of the rare earth metals have stimulated alloy investigations using zirconium as a base metal. Alloys combining these characteristics present a possible substitute for hafnium as a control rod material. In this particular study dysprosium was chosen as the alloying element, and several series of alloys were used to establish the equilibrium diagram.

The purpose of this investigation was to prepare a market survey of the refractories industry in California and Nevada (referred to in subsequent paragraphs as the region), and to determine the degree of self-sufficiency and the potential capacity for anticipated growth. The report includes estimates of the total annual refractories consumption, the quantity of refractories imported into the region, the tonnage of raw materials required for their manufacture, and the resources of fire clay and high-alumina minerals in the region.

This volume summarizes the contract work performed over a nine-month period by Westinghouse Electric Corporation on a Cost Plus Fixed Fee Contract for the Department of Interior's Bureau of Mines. The contract has been extended primarily to carry out improvements recommended for equipment produced under the contract for communicating with and locating trapped miners. These improvements will enhance the performance and utility of this equipment for operational use in actual mine emergencies. An additional complete set of the equipment will also he furnished to the Bureau under this extension. The work of the basic contract was to design, produce and test hardware in accordance with the Westinghouse response to a Bureau of Mines Request for Proposal which was based technically on recommendations of a study performed for the Bureau by the National Academy of Engineering (NAE). For this reason the program of research in coal washing conducted jointly by the U. S. Bureau of Mines and the College of Mines, University of Washington, has given special attention to the mechanism or the separation of coal from its impurities as effected by the coal-washing table with the object of increasing its efficiency. Previous work has evaluated the role of stratification the influence of size, specific gravity and respective shapes of particles in the feed, and the affect of hindered-settling classification of the feed prior to tabling.
