"This property was explored as part of a general investigation of zinc-prodccing areas of southwestern Wisconsin at a time when an effort was being made to increase the production metals important to the Nation's war program. This paper is one of a series of digests of foreign mining legislation and court decisions prepared in advance of a general report relative to the rights of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the laws of Mexico has been pro oared from the best information available in Washington but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consular officers, to whom it has been referred through the courtesy of the Department of State. INTRODUCTION Present-day Mexican mining legislation involves, not only the latest minim enactment (August 1, 1026), but many other enactments and regulations, principal among which are the Constitution, the Civil Code, the Code of Commerce, the Foreign Law, the Mining Tax Law, and. the Civil Jurisprudence of Mexico--the last-mentioned being based in Dart on Supreme Court decisions. Ere Mexican Federal Government is supreme in mining legislation because, among other reasons, a large part of the revenue of the Government must come from the fiscal control of the mines. All circulars, decrees, and rulings that affect the mines not only have their origin in the Central Government but are administered thereby. "INTRODUCTION The Bureau of Mines, recognizing the importance of knowing the evapor¬ation losses of aviation gasoline as larger quantities of this material must be stored, has made studies at a large refinery in the Texas Panhandle area during the past 13 months to determine the magnitude of the losses, by evaporation, under different storage conditions. Proper storage of aviation gasoline is very important, not only because large supplies are being stored for military use but because the specifications to which his fuel must conform are very rigid. Aviation gasolines that conform present-day specifications are blended from base-gasoline stocks (in some instances relatively pure hydrocarbons), each of which has different physical and chemical characteristics. Consequently, partial loss of any one of the more volatile components from the blended fuel results not only in material loss of the blended fuel but also may affect the characteristics or performance of the gasoline. One characteristic that has considerable influence or the vaporization tendency of gasoline is vapor pressure; and although the vapor pressure of aviation gasoline usually is lower than that of average commercial motor fuel, the quantity of certain components having relatively higher vapor pressure is greater in aviation gasoline, so that under prolonged storage the evaporation loss of these components may be appreciable."

In recent years various modifications in the methods of blasting have been tried as a means of increasing the production of cod and of reducing mining costs. Following an investigation by the Bureau or Mines, authorization was granted to increase the charger limit for permissible explosives par shot hole from 1.5 to 3 pounds under contain conditions; this greatly facilitates the blasting of coal in some cool fields the practice has gradually evolved of simultaneously charging several shot holes in a face and then firing the charges singly without inspecting for gas after each blast. This practice is disapproved by the Bureau of Mines. In other coal mines the explosive chews in several adjacent shot holes are fired simultaneously. This form of shooting is claimed to increase the rate of production, generate smaller volumes of noxious gases, promote the health and safety of workers by eliminating the need of inspection of the face after each charge is fired, produce less float dust, and require less explosive than single shooting. However, simultaneous blasting may have a more harmful effect on the immediate roof strata; in some instances it leads to wedging of the broken coal, thereby making the coal more difficult to load out; it makes misfired shots more difficult to detect and possibly increases the chances of misfires. This lacy be duo to variations in the characteristics of detonators, because of more stringent requirements for adequate firing current, to the need for better electrical connections in the shot-firing circuit, and partly to the inadequacy of present permissible multiple blasting devices.

This report presents a structural analysis of the economies of Spokane County, Washington and 21 surrounding counties. An economic trading region made up of 22 eastern Washington, northern Idaho, and western Montana counties, with Spokane, Washington as the central place, was defined for this study. The Micro IMPLAN modeling system with the 1990 county database was used to create an Input/Output based model of the regional economy. The leading industries, with respect to employee compensation, employment, value of exports, and total industry output are shown for each county and the region. The value of total industry output from natural resource based industries is also shown (or each county and the region. The total industry output from the Spokane Economic Trade Area (S ETA) region is valued at $22.3 billion. The SETA region provides $7.1 billion in employee compensation to a work force of 374,000. Spokane County, Washington accounts for about 50 percent of the regional total output, employee compensation, and employment. Both Spokane County and the region as a whole produce about 80 percent of total industry output for final demand with the remaining 20 percent going to intermediate inputs for further production. About $7.4 billion of the $22.3 billion SETA output is exported from the region. Spokane County exports about $4.7 billion, or 41 percent of the $11.5 billion Spokane County output. Exports account for more than 50 percent of the total output in 12 of the 22 counties within the region. Based on the output of the top 25 industries in each county and the SETA region about 9 percent of the industry output from Spokane County and 18 percent of the regional industry output come from natural resource based industries. For counties other than Spokane County, total industry' output from natural resource based industries represents from 12 percent to 81 percent of county output from the top 25 industries. Natural resource industries account for more than 50 percent of total county output in 8 counties within the region

This U.S. Bureau of Mines report presents an overview of ground control considerations associated with floor heave. Factors affecting heave, such as in situ stress, floor characteristics, and mine geometry, are described. Floor-displacement monitoring and data analysis methods are outlined. Finally, floor heave remediation is discussed. The remedial techniques are divided into four categories: mine maintenance, supplemental support, mine structure, and techniques for multiple-seam operations. Other subjects covered in the report include laboratory and in-place testing of floor rocks, U.S. and international case studies, effects of mine layout, determination of excess horizontal pressure, and types of heave failure. The emphasis of this report is on practical considerations; theoretical discussions are kept to a minimum.

The Bureau of Mines conducted an in-mine case study on two consecutive three-entry gate road systems designed in accordance with the stiff-yield pillar design concept. This Bureau study was conducted in order to further develop technology that will improve the health and safety aspects of longwall mining. Support loading and strata activity were monitored to determine the effects of retreat longwall mining on the gate road ground control system. Analyses of pillar stress and roof bolt loading histories revealed that headgate roof support elements ex-perienced cumulative loading throughout the life of the longwall panel. Tailgate pillar loadings had significantly different histories from the loading histories of the headgate pillars. Stress relief occurred in the tailgate pillars following the passage of the longwall face. More-over, the stiff-yield pillar design, with the abutment pillar placed adjacent to the working panel when part of the headgate system, provided effective ground control in that no major roof falls or roof problems were experienced in the headgate or tailgate systems during longwall mining.

Primary, low-temperature tars are generally known to alter with time. The effect is believed to occur, in some instances, without the external influence of air, light, or heat. Since one of the processes occurring during extended storage is oxidation, the action of mild oxidation induced by air and heat, in addition to the effect of storage, was studied. The principal effect in aging and oxidation is formation of pitch at the expense of the distillate fraction. The fraction boiling above 270° C. is mainly involved in pitch formation due to storage, whereas all fractions are affected to some degree when tar is heated at 125° C. in the presence of air. If the effects of air are considered, the aromatic and tar-acid fractions seem to be important in pitch formation.

Ergonomics processes described in the literature have been associated mostly with manufacturing, financial, electronics, and office settings where working conditions tend to be rather constant and repetitive. The information presented in this document demonstrates, however, that an ergonomics process can also be implemented in a setting such as mining where working conditions frequently change and workers are periodically exposed to extreme weather conditions. This document describes how Bridger Coal Company implemented an ergonomics process at its Jim Bridger Mine from 2001 through 2004. The process developed by the Ergonomics Committee, the promotion of the process to management and employees, and the impacts of the process on working conditions at the mine are reviewed. Barriers overcome and lessons learned are also described. Quotes from Bridger Coal Company employees are included in the document to add a personal perspective. Other industries with working conditions similar to mining, such as construction and agriculture, may find this information useful.

"INTRODUCTION The Congress theme ""Improvement of Mine Productivity and Overall Economics by Modern Technology"" is probably beat: addressed by the subtheme allocated to this Plenary Session. It is appropriate that .Theme 1 emphasizes the simple point that effective use of geotechnical information is the key to improving mine productivity. In essence, this means that: (1) geological and geomechanics, (rock mechanics) data must be collected in sufficient quantity and of high quality; (ii) data interpretation must be performed specifically for purposes of engineering design; (iii) innovative design approaches should be used to bring about Improvements in productivity and safety.While, each of these three aspects .may: seem obvious to any mining engineer it is a fact that the above sequence is seldom followed and as a result, mining engineering not infrequently lags, behind other branches of engineering when it comes to design creativity, efficiency and safety.. . After all, mining is still-one of the most hazardous occupations and we are gathered here to discuss, at the highest world professional forum, how to use more effectively the modern technology. This however, does not mean that mining engineers are less capable than other engineers or that their achievements are any lesser; far from it! Mining engineers are the cream of the engineering society on whose efforts depends the welfare of mankind. Moreover, they have produced minerals and coal evergrowing quantities against evergrowing difficulties. Yet, we must and can become even better because we are not making full use of the modern technology and rock mechanics knowledge already at our disposal, and. we are not being innovative enough to the full extent of .our capabilities."

This report on the properties of motor fuels sold through service stations in the United States was made in accordance with a cooperative agreement between the American Petroleum Institute and the Bureau of Mines of the United States Department of the Interior. By agreement with the American Petroleum Institute, identification of the Items is confidential. It present's analytical data for 4,608 samples, representing the products of 101 companies. The samples were collected during December 1956, January and February 1957. As in previous surveys, the gasolines covered by this survey include those from both large and small suppliers. The data were obtained by laboratories of various refiners, motor manufacturers, and chemical companies and submitted to the Bureau of Mines for compilation. A list of the Notional Motor Gasoline Survey reports published during the post 10 years is given on page 5.

A general description of the activities and results of bauxite investigation by the Bureau of Mines at its bauxite project in Saline and Pulaski Counties, Ark., has been given in Report of Investigations 4251. The factual data obtained during the project are reported in a series of Reports of Investigations, of which this is the seventh. The data are accompanied by maps showing the location of holes drilled and the deposits developed. Each area upon which work was done is reported by half townships. Each bauxite deposit investigated was assigned a name and a number for ready reference and identification, and its location and name are shown on the appropriate half-township map. The description of each half township is followed by a description of each deposit developed in that half township. The 14 half-township maps and 77 detail maps of the bauxite deposits in , this series of reports give the locations and numbers of all the holes drilled on the project, except the deep holes drilled to test the geophysical anomalies. The locations of those holes are shown on figure 13 in volume 1. The descriptions of the deposits developed are followed by complete detailed logs of the drill holes. Many of the widely spaced exploratory holes did not discover bauxite of .1 minable thickness and grade. The pertinent information obtained from the widely spaced exploratory drill holes has been summarized and tabulated, and a table for each half township is given with the discussion covering that area.

The safety record of the metal mining and milling industries in 1965 is reviewed by the Bureau of Mines. The overall injury-frequency rate of 23.77 per million man-hours was 5 percent lower than in 1964 and was the lowest annual rate in a statistical history beginning with 1931. The injury-severity rate of 3,521 days lost per million man-hours in 1965 represented a 5-percent improvement over 1964. However, the total of 3,825 disabling work injuries comprised 61 fatal and 3,764 nonfatal injuries, one and 92 more, respectively, than in 1964. At primary nonferrous smelters, refineries, and reduction plants, the injury-frequency rate of 8.97 per million man-hours in 1965 was 13 percent lower, but the severity rate percent higher than in 1964. these plants in 1965, 4 more of 1,173 days lost per million man-hours was 17 There were 12 fatal and 971 nonfatal injuries at and 28 fewer, respectively, than in 1964.

"IntroductionThe efficiency of ore reduction in the blast furnace and fuel requirements depend upon the degree of uniformity with which reducing gases can be distributed through the stock column and upon the permeability of individual pieces of ore and sinter. If the ore is fine, the major problem in reduction is to get the ascending gas stream to the surface of the ore-Hard, dense ores of low permeability, mined in coarse sizes, tend to improve the permeability of the bed, but unless they are crushed to the proper size they reach the hearth unreduced.Surveys by the Bureau of Mines have shown conclusively that the gas distribution in the upper three fourths of the furnace is far from ideal. Furnace lines, top design, and methods of charging are important, but more thorough size preparation of the ore is necessary to eliminate size segregation at the stock line, which inevitably leads to non-uniformities in gas distribution.Because of the quantity of sinter now produced close study of the characteristics which determine its behavior in smelting is warranted. As the use of concentrates increases agglomeration will become more of a necessity. Improvements in the physical character of the ore burden are particularly important to plants using coke of poor physical quality. In addition to aiding reduction, improved physical properties of the ore burden will permit the use of higher blast heats, which is equally important.Reduction Tests on Fine Sizes of SinterPrevious reduction tests on minus 0.742— plus 0.525--inch pieces of commercial sinters revealed large differences in porosity and reducibility. The results have been published in a former report. 3 Although the physical properties of the sinter, particularly porosity, were found to be of major importance in determining the rate of deoxidization, it appeared that certain chemical properties of the sinter appreciably retarded the reduction of sinters high in silica. This was attributed to the presence of fayalite, which has been identified by Schwartz and by Luyken and Kraeber4 as an important constituent of sinter. Although furnace operators and metallurgists have assumed that iron silicate is more difficult to reduce than hematite or magnetite, definite data on the reduction characteristics of this material were not available. Tests were undertaken, therefore, to develop a method for de-termining the amount of iron silicate present in sinters so that its effect upon reduction could be observed."

There is presented below the results of experiments made on six samples of Utah coals furnished through the U. S. Bureau of Mines , under an agreement dated June 16th , 1920. The details of all values for all runs are tabulated and presented herewith . Clear The samples, consisting of approximately 150 pounds each, were received at the University of Illinois , on June 15 , 1920 , and are listed as follows : Creek , Wattis , Castle Gate , King , Standard , and Aberdeen . The proximate and ultimate, analyses of the various ccals from that region , representing all the types included in these samples , have already been made by the Bureau of Mines , and are available . * Similar determinations were also made on the particular samples forwarded for purposes of these experiments . The results obtained on the coal as received did . not very in any material feature from the values reported by the Bureau, they are shown in Table 1. It is of importance to note only that the oxygen content is uniformly high , namely approximately 9.5 to 11.5 per cent of the as- received coal , while the oxygen - hydrogen ratio is also high, being on the average approximately 2 ( oxygen) to 1 ( hydrogen) .

Conservation in the utilization of any product is always subject to improvement if the composition and properties of the product are known. Petroleum is no exception, and knowledge of the characteristics of crude oils, even when given on the broad basis of routine type analyses has proved useful to chemists, engineers, and geologists in improving pro- duction and utilization of petroleum. For a quarter of a century the Bureau of Mines has sought to provide such information regarding crude oils and has analyzed many samples of petroleum by its standardized rou- tine method. Most of these analyses have been published, sometimes in special compilations, other times in connection with reports of research on petroleum. This report is a finding index for all analyses published up to January 1, 1948. The routine method used for all these analyses is basically the same as that described by Dean, et al.. Briefly, the procedure consists of testing by standard methods, small samples of a crude oil for gravity, sulfur, color, and viscosity, and of distilling a sample of the crude oil by a standardized procedure and determining certain properties in the sep- arated fractions and residuum. Careful records are made during the proce- dure, and the distillation data obtained are used to calculate the approx- imate amounts of products present in the sample such as percents of gas- oline, kerosine, gas oil, and lubricants. The data obtained are recorded on a standard analytical report form. An analysis of a sample of typical midcontinent crude oil is shown in table 1. Compilation of these analyses, sometimes in tabular form and usually for specific geographic areas, are published from time to time. Analyses are often shown in connection with other studies, such as engineering field reports. The new international fact of life that has emerged in the 70's is that foreign energy sources can no longer be considered either reliable or low in price. As a result, the United States is turning its full attention to its domestic energy resources. The figures about proved domestic reserves are often used to reassure us about the Nation's energy future: assuming a 50 percent recovery factor, there are at least 219 billion tons of recoverable bituminous coal and lignite, of which 31 percent is available by surface methods; proved reserves of crude petroleum and natural gas liquids total 34.3 billion barrels and 6.4 billion barrels, respectively. There is also about 4 billion tons of recoverable anthracite coal, a premium low-sulfur fuel of high heating value, which is all but priced out of the market because of the high costs of producing it. Total fossil fuel resources are even larger, although there are no guarantees concerning how much might become usable, and when, and at what cost. The figures, however, are impressive. They include the equivalent of about 200 billion barrels of oil potentially recoverable from high grade oil shale; 100 billion barrels in "heavy oil" deposits; and the equivalent of 25 to 35 billion barrels of oil in domestic deposits of "tar sands," and substantial quantities of conventional oil and gas resources. "Corundum and andalusite were discovered in August 1944 on what is now known as the Blue Metal group of claims. The property, comprising five unpatented lode claims, is situated 20 Miles northwest of Yerington in the Buckskin Mining District, Douglas County, Nevada, An engineer of the. Bureau of nines examined the property on November 1, 1944, and recommended a small: amount of drifting and crosscutting to determine more definitely the extent and character of the ore deposit. The work that had been done by the owners was for sampling purposes only and was confined to a few small pits on the outcrop, and no effort had been made. to delimit the ore zone. Samples taken from the best surface showings were sent to the experimental station in Salt Lake City for beneficiation tests. The results of the preliminary test work appeared favorable, and upon the strength of them and the recommendations made by the Bureau, 2.5 miles of access road was approved and completed early in 1945. "In addition to the usual interpretation that is placed on the words ""thief"" and ""thieves"", the petroleum industry also uses these words when referring to an instrument that is used for taking samples of oil from a tank or reservoir. It is an abbreviation of the term ""thief-tube"". It is desirable in sampling volumes of oil in tanks or reservoirs to obtain samples at different intervals below the surface of the fluid, because of the variation in the character of the oil at different depths. It is for this purpose that the ""thief"" is used.The subject of oil thieves is probably as old as the oil industry itself. Opinions as to which is the most practical instrument for thieving oil in tanks, to obtain a true average sample, differ wherever oil is produced and is analyzed. Every district, and even many of the companies within the district, will have different appliances for ""grabbing"" oil samples. It is interesting to note in passing that though the thief has an apparently insignificant part in the handling of oil, yet the results depending on it are of paramount importance practically every branch of the transportation, refining, and marketing of petroleum. Determinations, particularly dependent on a representative sample, are made by the centrifuge, laboratory distillation tests, and the hydrometer.The purpose of this article is to discuss conditions found in the California fields. Only a general description of types of thieves and the methods of using them will be given. However, it is believed sufficient data are given to enable the reader to form his own opinion as to which of the devices is most practicable under the prevailing conditions. Thieves of all types have their good points, speaking broadly, and it is possible to get good results with any of them, provided they are operated according to instructions and with due care. In work of this kind the advantages or disadvantages reside in the person operating the instrument rather than in the instrument used."

The extraction and recovery of nitrate from waste solutions generated in the production of titanium were investigated using solvent extraction techniques. Laboratory studies and continuous tests in a small solvent-extraction system showed that up to 98 percent of the nitrate can be selectively extracted by a solution of tributyl phosphate in kerosine. The extracted nitrate can be recovered as nitric acid, at concentrations suitable for reuse, by stripping the loaded organic with water.
