"During recent months much criticism as to the efficiency of mine labor has been heard from various, sections of the country. No doubt much of this criticism has been well founded. The present lack of efficiency and of stability is due primarily to a spirit of restlessness and partial irresponsibility engendered during the transition from war conditions to peace time conditions. This spirit or unrest not only among the laboring classes but in every branch of the human family following a period of intense nervous tension in a nation appears to be a natural sequence of war and beyond the control of man. This condition will gradually disappear, and the majority of our people will again assume their natural order of living, but labor will for a considerable period be sensitive to these influences, whether they be exerted for good or for evil. Employers of labor should take cognizance of this fact and bend every effort towards the development of measures that promote efficiency and permanence of the working force.Labor efficiency depends upon many and varied factors. Some of these factors as applied to mine labor are briefly enumerated in the following paragraph:Selection and Placement of Manpower:In the selection of men the two main considerations are physical ability and adaptability. The laws of mechanics should be applied in the selection of men as in the selection of machinery. If a machine is required for a certain class of work, the type of machine known to be mechanically fit for such work is selected. Likewise, men should be selected with regard to their physical and temperamental fitness for the kind of work expected of them."

During the 20th century, the increased emphasis on worker health and safety and the advent of new mining equipment and methods led to many changes in mine face ventilation practices. Efforts by government and private industry to improve and modify ventilation practices resulted in better health and safety conditions for workers. This article focuses on U.S. Bureau of Mines (USBM) and National Institute for Occupational Safety and Health (NIOSH) research to examine factors that had a significant influence on mine face ventilation design during the past century. Several "milestone" events are discussed along with the impact they had on worker health and safety. Significant ventilation research efforts by government and private industry are presented. This brief ventilation history highlights innovative face ventilation designs and a consistent commitment to mining health and safety. Ventilation has always been a concern in underground coal mining. For many yeas, there was no appreciation of how ventilation could be used to remove harmful contaminants from the air or how to control airflow quantities. The first known problems with ventilation date back to the 14th century, when it was recognized that lack of air was a major impediment to the expansion of mines. The common method of solving ventilation problems at that time was to abandon the existing mine and start a new one nearby. Ventilation in the early days of coal mining was accomplished by means of a natural draft, created principally by a difference in the weights of columns of air between the intake and return openings. Later, in the 18th and 19th centuries, a furnace was introduced underground to increase the updraft in the return shaft. This allowed for a larger quantity of air in circulation. When mines went deeper and became larger, mechanical ventilation became necessary and was first accomplished by steam-driven fans. These fans became more prevalent as furnaces were prohibited in underground mines, especially after the Avondale disaster in Pennsylvania in 1869 (Roy, 1876). IN CHARACTERIZING tars obtained by the low-temperature carbonization or North Dakota lignite, infrared spectra have been an invaluable aid in both qualitative and quantitative examination. Quite early it became evident in the tar-research program of the Bureau of Mines, U.S. Department of the Interior, that the small number of published spectra available for hydroxy aromatics would be inadequate for comparative purposes when dealing with the wide range of compounds present in coal tar; therefore, compiling a catalog of spectra was initiated as a continuing part of the tar program. As these spectra should be valuable to other investigators in this and related fields, they are being presented in this report. This group or spectra (figs. 1-98) represent 97 compounds, largely phenolic materials. The major problem of this project has been the availability of materials for examination. Samples have been obtained from commercial and private laboratories or synthesized at the Bureau of Mines Lignite Experiment Station, Grand Forks, N. Dak.

The Big mine has been a source of mica and high-grade felspar from separate zones in the same pegmatite dike since 1914. In 1943 it became the outstanding producer of strategic mica in New England. The urgent need for sheet mica led to core-drilling by the Bureau of Mines from February to May 1914. Nine diamond-drill hob's aggregating 1,474 feet in length were drilled by the Bureau of Mines with the objective of developing extensions of the known mica shoots. The use of large-diameter bits made it feasible to obtain reasonably reliable results in diamond-drilling this type of deposit.

On September 4, 2007, Mine Safety and Health Administration, in alliance with the International Union of Operating Engineers and the International Association of Bridge, Structural, Ornamental, and Reinforcing Iron Workers, presented the first annual Mine Construction Maintenance and Repair?s Safety Contractor of the Year Award to Artisan Contracting, Inc., of Cape Girardeau, MO. Eligible contractors located throughout the United States were nominated. Artisan Contracting was nominated by Illinois Cement Company located in LaSalle, IL. Illinois Cement Company is a Division of Eagle Materials Inc., located in Dallas, Texas. Mr. Larry Frankum President of Artisan Contracting Inc., stated, ?While it is gratifying to receive a wonderful award such as this, we must not forget how fragile a good safety record is. We must constantly remain diligent in pursuit of maintaining safe work sites.?

"INTRODUCTION During the course of research on the beneficiation of the Big Seam iron ores of Birmingham, Ala., an urgent need was felt for quick iron assays of grab samples for mill control. Since the gangue minerals in these ores - quartz, limestone, and clay - all have about the same specific gravity, the use of a specific-gravity method was anticipated as a means of measuring the iron content. The idea of estimating the composition of a mineral mixture by measuring its specific gravity is by no means new. However, the usual method of carry in out this idea proved unreliable when applied to the Big Seam ores. The usual rapid method of determining specific gravity consists of measuring the volume of a known weight of sample that has been dried at high temperature. The inadequacy of this method led to the development of the rapid, modified, specific-gravity determination described in this paper.This work- was an incidental development resulting from research on beneficiation of iron ores by the Bureau of Mines, United States Department of the Interior, in cooperation with the University of Alabama and ore producing companies of the Birmingham district."

The design productive capacity of natural-gasoline and cycling plants in the United States on January 1, 1960, was 54.6 million gallons per day, according to the Bureau of Mines biennial survey. This represents an increase of 5.8 million gallons per day during the 2-year period since the last survey. The major increases occurred in Louisiana, Oklahoma, New Mexico and Texas. In Utah, natural gasoline capacity was reported for the first tine at 320 thousand gallons per day as of January 1, 1960. The total number of plants increased from 584 on January 1, 1958, to 596 on January 1, 1960. However, the operating plants decreased from 558 to 555 in the same period.

The Bureau of Mines demonstrated a technique for electrowinning titanium from titanium nitride and titanium dioxide. Titanium-nickel-copper metal solutions containing 26 to 61 weight-percent titanium were prepared by electrolyzing titanium nitride in molten mixtures of potassium fluotitanate) and sodium chloride or barium chloride and depositing titanium on nickel-copper cathodes. A titanium-nickel alloy was prepared by electrolyzing titanium dioxide in an electrolyte of potassium fluotitanate) sodium fluoride) and calcium fluoride and depositing titanium on solid nickel cathodes. This alloy contained 21 weight-percent titanium and had a combined oxygen-carbon content of less than 0.1 weight-percent. A compartmented cell confined the oxide feed near the anode and inhibited oxygen contamination of the metal.

Conventional flame channelling operates continuously at over 120 db --flame-drill channelling at a maximum of 95 db. The latter process was developed under this program. Individual drill holes are spaced to leave narrow rock webs. Sound and dust passing from the hole are effectively treated by a muffler and water injection.

"Compliance standards for respirable dust, which are reduced because of high quart: concentrations, have become an industry-wide problem. Research on the physical and chemical character of quart-classified particles in respirable coal mine dusts indicates that they may exist in intermixed layers or may be coated by clay or coal material. The relative amount of intermixing varies with the coal seam being mined. If most of the quart: particles of a mine dust are ""pure,"" then the dust may have a high fibrogenic risk potential because of truly free silica and the compliance standard should be lowered. lf, however, quart: is locked inside another material matrix, or coated, a reduced compliance standard may not be appropriate.Although much research has been done on coal workers' pneumoconiosis (CWP) over the past decades, the etiologic agents of the disease still have not been pinpointed. The predominant methods of characterizing respirable coal mine dusts were bulk analysis techniques for determination of elemental and mineralogical concentrations, the results of which were used in statistical analyses to determine relationships between dust composition and the occurrence of CWP. These methods are incapable of finding the etiologic agents in the dust primarily because of complicated and confounding physiochemical factors, which may be discovered if the focus of characterization was done on a dust particle level.The SEM/EDXA-based research discussed here shows a significant difference in the number of ""pure"" quartz particles in respirable dusts collected from different mines. Some of the results have been reported previously (Grayson, Andre, and Simonyi, 1988). Concurrent research by other investigators (Wallace et al., 1989) demonstrates an SEM/EDXA-based methodology to pinpoint the location of the ""contaminating"" substance(s ) in a quartz-classified particle. The research of the European Economic Community has also begun analyses on the respirable-dust-particle level (Robock and Bauer, 1988).Since the compensatory and intangible costs of CWP are substantial in the United States, it is important that the etiologic agents be determined and then either controlled or neutralized in a cost-effective way. This line of research is especially important consid-ering the forecasted. near-term growth of coal production and the evolution of high productivity longwall panels (an immediate problem in compliance) and continuous mining sections ( a probable future problem).This need has been accentuated now that nearly all respirable dust samples submitted to MSHA are analyzed for free silica (Tomb, Parobeck, and Gem, 1986). Today a real problem exists in the coal industry, both underground and surface, because of high quartz levels in respirable dusts causing substantially reduced compliance standards (Murphy, 1989).The combined results of the respirable dust particle investigators indicate that conventional bulk sample analyses may not faithfully represent the amount of biologically available or active quartz in all mines with a high level (greater than 5% ) of quartz in the dust For example, some mine dusts might contain predominantly occluded (or coated) quartz particles where bulk analysis would result in anomalously high ""free silica"" measurements. The same result would occur when quartz particles are intermixed substantially with other minerals that can alter the surface of the composite particle away from a quartz-behaving character."

The Bureau of Mines sought to correlate the variation of structure-sensitive superconducting properties with microstructure in selected Cb-Hf alloys and to compare the experimental results with those predicted by the GLAG theory. Alloys in wire and rod form were evaluated by critical temperature, critical current, magnetization, resistivity measurements, and optical and electron microscopy. In the absence of an external magnetic field, the current carrying capacity of columbium was greatly reduced with addition of up to 85 wt pct Hf, but a large increase in Ic occurred for Cb-90 wt pct Hf. Favorable Ic-H behavior was observed in cold-drawn alloys containing 25 and 57 wt pct Hf. Correspondingly, a maximum in Tc occurred at 10-25 and 90 wt pct Hf. Four- or five-hour heat treatment at 600° C resulted in maximum Ic values and maximum hysteresis in magnetization. Dislocation pileup, polygonization, and fine precipitates, responsible for flux pinning, are listed in order of their effectiveness as pinning sites. Sites having an average separation of 1,500 to 3,000 A and a diameter of 1,000 A or less were most effective in influencing Ic-H and M-H behavior. The resistive critical fields increased smoothly to a maximum of 80 k0e between 60 and 65 wt pct Hf. Highfield, mixed state, reversible paramagnetism was observed in some alloys; however, the GLAG theory was in good agreement with experimental results for the majority of the composition range studied.

Two-stage electric smelting tests, using small submerged arc furnaces, were made on high-iron manganiferous materials from the Pioche District, Nev., and the Cuyuna Range, Minn. The object was to reduce sufficient iron in the first stage to give a slag with a favorable Mn to Fe ratio for smelting to ferromanganese in the second stage. The nodulized flotation concentrate from the Pioche District contained 29.2 percent Mn and had a Mn to Fe ratio of 2.3:l. When smelted with coke and silica or alumina as flux, more than 90 percent of the manganese was recovered in slags with Mn to Fe ratios of 10: :24:1. The Pioche slag was smelted to ferromanganese using coke and lime- stone or dolomite as flux. The ferromanganese was high in silicon but other- wise met specifications. Recovery of manganese to ferromanganese in this step was 73 to 78 percent. Overall recovery of manganese was about 70 percent. The sintered flotation concentrate from the Cuyuna Range material contained 12.9 percent Mn and had a Mn to Fe ratio of 0.3:1. When smelted with limestone as flux, about 83 percent of the manganese was recovered in a slag with a Mn to Fe ratio of about 6:1. The Cuyuna slag was smelted to ferromanganese with coke and limestone for flux. Recovery in this step was 61 percent of the manganese in a high silicon ferromanganese. Overall recovery of manganese was about 50 percent.

The Bureau of Mines, under its cooperative agreement with the Kansas State Board of Health, has been conducting a study of the various methods of oil-field brine disposal in the oil fields of Kansas. A previous report5/dealt with this problem in the Ritz-Canton field, McPherson County, Kans. A preliminary survey of the Arkansas River drainage area in western Kansas was made during November and December 1934 and January 1935, and a second survey was made approximately one year later during the months of December 1935 and January and March 1936. In addition to the data on the production of oil and 'brine in the various fields and the methods used for handling the brine, the surface drainage and character of the surface soil in the various oil-producing areas were studied.

The only economically important mineral currently produced in Bangladesh was natural gas. Bangladesh was not a world? ranked producer of any mineral commodity, but the possibility of producing and exporting commercial amounts of liquefied natural gas (LNG) was being examined. Proved reserves of natural gas were sufficient to supply most of the country's industrial and domestic heating and electric needs and still support an export-oriented LNG plant. Other mineral production was of virtually no significance to the economy, although there were a few prospects for nonmetallic mineral development. Bangladesh continued to make economic progress during 1978 and into early 1979. Gross domestic product (GDP) at current prices rose from $6.6 billion in 1976-772 to $8.2 billion in 1977?78 and $9.3 billion in 1978.79.2 In fiscal 1979, the economic conditions were favorable until a severe drought hit most of the country. It W88 reported that conditions were the worst in 40 years, and 88 of July 1979, substantial crop losses were predicted. The agricultural sector accounts for over 53% of the GDP and about 75% of all employment. The poor weather will cause economic problems in the form of slower growth, larger trade deficits, and a higher rate of inflation. The 1978.79 statistics showed that real GDP increased just 4%.

"Distinction between Tripoli and Diatomaceous EarthMuch confusion exists both in the literature and in the trade as to the proper use of the terms tripoli, tripolite diatomeceons or infusoriai earth, and kieseigunr. All of these terms are often used synonymously by the trade and even in mineralogists and other reference books. Actually, tripoli is a ma- is a material of definite and distinct physical and chemical properties and all of the other terms belong to a different material with just as definite and distinct properties.Originally the term tripolite (loosely called tripole) was given to a diatomaceous cart from Tripoli in Northern Africa. Dena (J.D. Dana, A System of Mineralogy 6th Ed.) calls this material tripolite and gives no authority for the use of the terms tripoli. Between 1880 and 1890 the deposits near Missouri, were opened and the material placed on the market as ""Tripoli"" no doubt due to its resemblance in some respect to the original tripolite or diatomaceous worth from Tripoli. Since that time the term tripoli has with increasing definitenesss been reserved for the Seneca material and other siliceous of similar origin and physical properties, while all siliceous material of organic origin, containing dilators, has been called diatomaceous earth (or its synonyms infusorial earth, kiselguhr, etc.). Rottenstone is sometimes classed with tripoli."

The safety record of the coal-mining industry, both anthracite and bituminous, in 1966 was improved over that of 1965 in all general measures of injury experience. The improvement was more pronounced in the anthracite industry. The total of 10,679 disabling work injuries comprised 233 fatal and 10,466 nonfatal injuries, 26 and 692 fewer, respectively, than in 1965. The number of fatalities in 1966 was the lowest annual total since complete records were started in 1910. Similarly, the number of nonfatal injuries in 1966 was lower than in any year since 1930 when such data were first collected.

"PURPOSE OF REPORTThe safety and efficacy of permissible storage—battery gathering locomotives are becoming recognized more and more in coal mines. The great mobility of this type of haulage equipment is due to the fact that no trolley wire and bonding of rails are needed; hence wherever there is track and adequate ventilation to dilute properly any dangerous gases, the storage—battery gathering locomotive may go. As coal near the outcrop or the surface is mined out, coal farther from the outcrop or deeper in the ground must be mined, and gassiness of the coal bed often increases under these conditions. The use of electrical equip¬ment capable of giving off arcs or sparks while operating near or at the coal faces constitutes a serious explosion hazard. Often, it is uneconomical or impracticable to use animal haulage, and locomotives must be employed. The operator should consider the safest and most economical unit; permissible equipment is the answer to this problem, and storage—battery locomotives are the only permissible electric haulage units.A comparison of permissible storage—battery locomotives with cable—reel locomotives of the latest enclosed ""explosion—tested"" type has been made at the Keystone No. 1 mine of the Houston Collieries Co., at Keys one, W. Va. The information and data contained in this publication were obtained by the writer during an inspection of haulage at this mine.ACKNOWLEDGMENTSThe writer is indebted to P. C. The Bureau of Mines has conducted considerable research to improve life support technology for underground mining applications. This proceedings volume presents several new developments that may help increase the chances of mine workers in surviving underground disasters. Several papers address the performance of present self-contained self-rescuers (SCSR's) and provide proposed guidelines for the design and testing of a second-generation SCSR. Improvements In the safety and effectiveness of mine rescue and recovery operations are described, including the design of a low-profile rescue breathing apparatus and a rescue team helmet.
