This volume summarizes mining and petroleum legislation in 25 jurisdictions of East Asia and the Pacific. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; and third, analysis of laws applicable to natural gas, petroleum, and related materials. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of States or Provinces, those areas are considered separately from the central government.

[The shrinkage of coke after formation is one of the variables that affects the net expansion of the change in both industrial and test ovens. Various test results have been interpreted as indicating that cokes from certain coals shrink to a marked extent and that other cokes show very little shrinkage; out no comprehensive experimental study of the shrinkage of coke after its formation and of the factors influencing this shrinkage has come to the attention of the authors. While investigating the reactivity of cokes made by the BM-AGA method,6/ Reynolds7/ found that granular low-temperature cokes shrink considerably then reheated to higher temperatures. This shrinkage was large enough to influence the behavior of the charge (net expansion or contraction) in a coke oven to a marked extent. Since that time the Bureau of nines has investigated the shrinkage of coke different methods, all of thick had one common objective - the elimination of the effect of other factors, such as swelling in the plastic range, which could either partly or completely mask the shrinkage of the coke. "The town of Monson in Piscutaquis County, Maine is the, center of an important site industry. Monson slate has a nation-wide reputation, particularly for electrical switch boards, and the deposits have been worked for the manufacture of such products for many years. Open-pit quarrying is the method most commonly employed in obtaining slate. Underground methods have been used in the Peaon Bottom district near Delta, Pennsylvania, but the quarries that were thus operated are now abandoned. Underground methods have been used more extensively in foreign countries, the most famous example being the slate mines at Angers in France, where an over-head stoping method has been employed successfully for many it is only under special conditions that underground methods can be successfully used. If the deposit is wide and relatively thin, or if the material is too unsound to constitute a safe roof, open-pit methods must be used, for slate is too low-priced a commodity to justify the heavy expense of any timbering methods. It is only where the deposit is relatively narrow, of great depth, and sufficiently sound to afford a strong roof that ordinary mining may be employed.The best slate beds in two of the three quarries operated at Monson are no worked by underground methods. The chief bed worked by the Portland Monson Slate Co. is 10 feet thick, stands vertical and strikes N. 63º F. The slaty cleavage is vertical and crosses the strike of the beds at an angle of 5 to 10°. The grain or second direction of splitting is vertical and perpendicular to the cleavage. In addition to the 10-foot bed, to 2-foot beds and one 5-foot bed are available but are not now utilized. In the Monson Maine Slate Co. quarry (the old Pond quarry),a greater number of beds available, but at present quarrying is confined to a single bed about 9 feet thick which dips 30º S.E. and strikes N. 47ºF. The slaty cleavage is vertical and strides N. 45º F., while the grain strikes N. 45-50º W. and is also vertical."

"INTRODUCTION This paper is one of many reporting on various aspects of the Bureau of Mines program during World War II directed toward alleviation of shortages in certain critical minerals some of these papers are published as technical papers information circulars, and reports of investigations, of the Bureau of Mines or in technical journals.The investigation described in this report was begun as part of the Bureau, of Mines program to develop acid processes for the extraction of alumina from low-grade bauxites and clays. A domestic shortage of high-grade bauxite suitable for treatment by the Bayer process became acute as a result of World War II; and intensive search for a practical acid process using lower-grade alumina-bearing raw materials was therefore warranted.A survey of the various methods for extraction of alumina from clay has been presented in an early Bureau of Mines publication. 4/ The principal barrier to the successful operation of an acid process has been the difficulty experienced in developing a suitable commercial method for purifying the crude aluminum salts after the clay extraction is complete. Iron salts are the foremost contamination influence. A review of the more prominent procedures that have been proposed for separating iron and aluminum salts can be found in the well-known text on aluminum by Edwards, Frary, and Jeffries. 5/The majority of acid processes to extract alumina from clay employ sulfuric acid as the leaching agent, and the purification is thus reduced to the separation of iron and aluminum, sulfates."

This study estimated (1) radon and radon daughter emissions from underground uranium mines; (2) the reduction in radon that would be released to the surface by using control techniques such as bulkheads, sealants, backfilling, and positive pressure ventilation; (3) the cost for radon and radon daughter removal from total exhaust air; and (4) total radon and radon daughter discharge for lower occupational exposure limits. For 13 large underground uranium mines, estimated yearly radon emissions from each mine ranged from 900 to 3,400 Ci. The estimated age of air emitted from the mines ranged from 11 to 37 min. Potential radon removal methods for the total mine exhaust were evaluated. The cost of these methods was prohibitive. Diurnal and seasonal changes may affect radon emission over short periods of time, but do not affect the total emissions over the long run. Radon and radon daughter emissions would be little changed by increased ventilation requirements needed to achieve lower occupational exposure limits. The concentrations in the exhaust would be lower, but the total release would be the same

This paper is published as a progress report for the first half of 1929 on the study of wining methods and costs in the Eastern and Central States. Data obtained from 25 mines using open-stope methods are correlated and summarized. Some of these mines have been described in considerable detail in reports already published as Information Circulars. In addition to the published reports on individual mines, considerable data have been obtained from other mines which were visited and studied during the course of the investigation. Many of these mines will later be described in detail in separate papers, and when the field has been covered in this manner it is planned to issue a bulletin on open-stops methods of mining which will amplify the subject matter of the present paper. Definition of ?Open-Stops?. - The term "open-stopes" as employed by the Bureau of Mines is applied to all naturally supported stopes; that is, stopes in which the excavated ore is not replaced by support of an artificial nature other than preps or stulls and in which the ore or (and) capping are not caved during the active life of the stopes.

The opinion is general among smelter operators that magnetite formed in the converter and reverberatory furnace has much to do with the loss of copper in the slag. Its action appears to be due in part to its relatively high infusibility, chemical stability, and specific gravity, as a result of Which it tends to form a layer of highly viscous "magnetite mush" between slag and matte. Particles of matte which might otherwise settle out of the slag are unable to pass through this layer. Maier and Van Arsdele have shown that the inclusion of grills of matte in the slag is also at tires very probably due to chemical reaction between magnetite and the constituents of the matte. In smelter control and in any laboratory study of slats the determination of magnetite is therefore a matter of some importance. The difficulties in the ray of making such a determination with any accuracy are rather obvious. Iron may occur in slag as ferric oxide, magnetite, various intermediate oxides, sulphides, silicates, as free metal, and in solid solution of several of these substances. Even if only the total iron content is to be determined, accuracy can be obtained only by painstaking and time-consuming separations from interfering elements. The determination of ferrous, ferric, and free iron in the presence of each other is a difficult matter under the most favorable conditions, and when present in a slag the difficulties are increased by the refractory nature of the sample, by the presence of sulphides, and by such elements as vanadium and molybdenum.

"INTRODUCTION As virtually no published data are available on the sintering of fine, minus-100-mesh, ferrograde manganese ores, it is most opportune to present data on the amenability of various fine ores and mill products to the sintering process. These data cover the sintering or nodulizing of finely crushed, high-grade pyrolusite and rhodochrosite ores, sintering of manganese carbonate flotation concentrate, sintering or nodulizing the calcine from the deleading of a manganese oxide flotation concentrate, and sintering the calcines made in a Herreshoff furnace from the treatment of manganese sulfate products.If finely sized products are to be smelted in the present electric or blast ferromanganese furnaces, they must be sintered or nodulized. The only specification as to the size of the sintered or nodulized product is that it must pass a 6-inch screen and not contain over 1t-1/2 percent minus 20-mesh material. The minimum-maximum size has not been established. Undoubtedly this opti mum size will be set by the ferromanganese industry when ample quantities of manganese oxide sinters have been smelted."

A field experiment was performed in a production unit of an operating copper room and pillar mine to compare the support capabilities provided by resin and mechanical roof bolts. Resin and mechanical roof bolts were alternately installed in eight intersections in a single entry. Rock mechanics instrumentation was installed to measure roof sag, bed separation, convergence, bolt pullout, torque, and strain. Bolt cost and installation time are included. Two analyses of the test were made. The analysis of the rock mechanics data showed there was no definite difference between the two bolting systems. From a broader analysis on a mine-wide basis it was concluded that resin bolts gave better support. A critical view of the experiment is given in the appendix.

"INTRODUCTION The Copper Butte mine was examined, surveyed and mapped (fig. 1) by a Bureau of Mines engineer in January 1944. As a result, it was decided to diamond-drill the deposit, using Bureau of Mines equipment, and drilling was started October 14, 1944, under the supervision of two Bureau engineers, and stopped April 5, 1945. Nine holes were drilled for a total of 1,274 feet, not including 48 feet on a lost hole. Figures 2 and 3 are sections at AA' and BB' of figures 1, and show the adjusted average assays of drill-hole samples. Figures 4 and 5 are separate maps of holes 4 and 6, respectively.ACKNOWLEDGEMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources, to the end that they make the greatest possible contribution to the national security and economy. "INTRODUCTION As a part of the program of investigation of domestic sources of manganese ore, mining engineers of the Bureau of Mines obtained and examined samples of ore from six properties in the vicinity of Pioche, Lincoln County, Nev., and from one property near Caliente, Lincoln County, Nev. As the ores were too low-grade to be acceptable for the direct production of ferromanganese, their amenability to concentration by ore-dressing methods was investigated.In general, the Pioche ores had a low manganese content and, owing to extremely intimate association of manganese minerals with iron oxide and nonmetallic gangue, were refractory to concentration by ore-dressing methods. Only two samples (Zero Gap and Wheeler ores) were amenable to the production of concentrates that would sinter to a marketable plus 35-percent manganese grade. The Prince Consolidated and Ely Valley No. 1.ores were roasted and sintered to produce lead-silver-zinc fumes. The residues were of possible value as manganiferous iron ore. No marketable manganese products were made from Calton semi-oxidized ore, but over 80 percent recoveries of lead, silver, and zinc were made by bulk sulfide flotation followed by Diming of the sulfide concentrate. No satisfactory results were obtained by treatment of Golden Eagle and Ely Valley No. 2 ores.The Cudverwell ore was amenable to the production of high-grade manganese concentrates by ore-drssing methods. However, fine grinding was required to effect mineral liberation, and loss of manganese as slime limited the mangenese recoveries obtainable.In the coarse of the investigations, many data were obtained and compiled, but for the sake of brevity, several data, of secondary importance have been omitted or condensed, and only the tests giving the more promising results are discussed in detail. For convenience, the report has been divided into two parts, one opertaining to the Pioche ores and the other summarzing results obtained by testing Culverwell ore."

Laboratory tests on three commercial methane detectors, two combustion-type detectors and one interferometer-type detector, were made by the Bureau of Mines to determine their response to certain single and multiple flammable gases mixed with normal and abnormal air atmospheres. Although both types of detectors responded accurately to methane-normal air mixtures, they did not show correct concentrations for other single flammable gases in air. Uniquely, the response of the interferometer-type detector to hydrogen was in a negative direction. The effects of individual gases in multiple flammable gas mixtures were approximately additive. In oxygen-deficient atmospheres the methane response of the interferometer-type detector erred on the high side, but only in very low oxygen concentrations were the combustion-type detectors affected-showing low, erratic methane readings.

"INTRODUCTION In the spring of 1942 a series of magnetometer surveys on deposits of black sand underlying Pleistocene raised marine terraces along the coast of southwestern Oregon was nada by the Division of Geophysical Exploration of the Federal Bureau of Mines in cooperation with the Oregon Department of Geology and Mineral Industries. A few preliminary tests had been made in the same area in May 1940 and December 1941.The sands contain fine gold and metals of the platinum group, and, beginning in 1852, extensive, but spasmodic mining and exploration have been done for these precious metals. There are many old placer, mines and prospects, although for the most part the yield of the metals has been small. The sands also contain other minerals of potential value, including ilmenite, magnetite, garnet, zircon, and particularly chromite, and the wartime demand for domestic chromite resulted in extensive testing and development of the known deposits. The purpose of the magnetometer surveys was to determine the efficacy of, magnetic methods in tracing and outlining these known deposits and in prospecting for new ones. The field work was done between March 17 and May 29, 1942, by the author assisted by W.W. Paulsen of the Oregon Department of Geology and Mineral Industries."

DOMESTIC production of carbon black increased 4 percent in 1962 to 2,056 million pounds. Furnace black output was 8 percent, or 132 million pounds, above that in 1961 and accounted for 90 percent of total carbon black production. Channel black output continued to decline and was 55 million pounds less than in 1961. Carbon black shipments during the year totaled 2,082 million pounds and were 5 percent above those of 1961. About one-fifth of these shipments were exported; the balance were sold domestically. An increase of 180 million pounds in domestic sales was partially offset by a decline of 80 million pounds in exports. Total value of carbon black production in 1962 was $145 million. The average value per pound of 7.06 cents was 0.24 cent per pound less than in 1961. Producers' stocks declined 26 million pounds during the year.

"ERRATUMFor paragraph 1, page 1, read the following:The Cle Elum nickeliferous iron deposits occur on an unconformable contact between the serpentine and overlying Swauk sandstone formation and extend about 2 miles along the Cle Elum River in Kittitas County, Wash.The linear extent of the deposits and their proximity to a large source of,electric power and coal supply indicated that a development program was in order to determine the probable grade, extent of the ore bodies, and a suitable metallurgical process for recovering the iron, nickel, and chromium from the ore.The northern portion of the serpentine formation was investigated by the Bureau of Mines from August to December 1943 and from August to October 1944. The investigation consisted of road building, diamond drilling, sampling, and metallurgical tests.The Geological Survey assisted with logging of cores and made geologic and topographic maps."

During the period from June to September 1943, the Bureau of Mines undertook an investigation of the Vial mine, near the village of Linden I in Iowa County, Wis., as part of a general investigation of the zinc-producing area of southwestern Wisconsin. The work was done when every effort was being made to increase the production of metals important to the Nation's war program. The Bureau completed 29 churn-drill holes aggregating 3,348 feet of bore in areas immediately north and west of the old Vial mine, which had been worked intermittently between 1908 and 1939. The drilling supplemented a previous drilling program by the lessees and disclosed the presence of two significant zones of mineralization.

This paper is the fourth of a series of preliminary papers on smelting in the lead blast furnace.4 The objects of this investigation are to determine the conditions obtaining within the blast furnace by direct experimentation and to correlate these conditions with operating factors, furnace behavior, and metallurgical losses. "INTRODUCTION This report describes the results obtained from a diamond-drill exploration project performed by the Bureau of Mines on the nickel deposits of the Yakobi Island, Alaska. The Federal Geological Survey 6/ completed a detailed geologic study and mapped the area during the summer of 1940, and a Bureau of Mines examining engineer 7/ made a preliminary examination of the deposits in June 1941, at which time core drilling was suggested as the logical means of determining the extent and grade of the deposits. Equipment and supplies were unloaded on the beach at Yakobi Island on October 21, 1941. The drills were moved to Bohemia Basin, where actual drilling operations wore begun under the direction of a Bureau of Mines engineer 8/ on November 7, 1941. Two core-drill holes were completed on December 7, 1941. Upon the request of the drilling contractor, operations were recessed owing to severe winter conditions. Work on the project was resumed April 27, 1942, under the direction of another Bureau of Mines engineer 9/ and was completed August 15, 1942. During the 1942 season, 13 core-drill holes were completed, and 10 surface pits and a tunnel were sampled. A total of 5, 191 feet of core-drill hole was drilled in 15 holes during the entire project. The results of drilling and sampling form the basis of this report."
