This short paper outlines the authorÆs views regarding the present ability of the resources industry to manage its mining assets. It represents a personal view û but one founded in fact-based observations of mining companies and of the mining industry in general. It contends that whilst a great deal has been learnt about the management of mines over the last 500 years since the seminal work of Agricola, observations suggest that best practice management is the exception rather than the rule across our industry. Although insights regarding the successful management of mines have become apparent, we still witness unnecessary errors in our industry that lead to the loss of shareholdersÆ funds. By highlighting some aspects of current best practice, particularly in the arena of operations improvement, it is hoped that this short paper contributes a small step along the next 500-year-long learning curve. At a time of key skill shortages in our industry as mineral producers attempt to ramp-up production to capture historically high commodity prices, achieving best practice operations management has seldom been more critical.

Australia has been a major exporter of LPG since production from the Bass Strait fields commenced in 1970. Export levels have been maintained through the seventies, the bulk of material being delivered to Japan. During this period the use of LPG in domestic markets grew only'slowly and demand was largely met by production from refineries with only shortfall supplies being drawn from naturally occurring sources. The domestic demand is forecast to grow significantly during the eighties as the traditional, automotive and petrochemical uses of LPG are expanded. An increasing amount of naturally occurring production will be directed into these markets. Despite this redirection the current level of exports (about 1.5 million tonnes per year) is likely to be maintained through much of the decade ahead as production from the Cooper Basin and the North West Shelf becomes available.

This study used structural equation modelling (SEM) to develop a series of models to explain the impact of work-life balance on employeesÆ perceptions of job performance, job satisfaction, turnover intentions and absenteeism. The sample comprised 257 participants (108 males and 149 females) from a range of occupations and levels of seniority. In sum, the results clearly demonstrated that successful work-life balance is associated with higher levels of job performance and worker satisfaction and with decreased levels of absenteeism and turnover intentions. The data also lent support to the impact of employeesÆ coping styles, schedule flexibility and supervisor support on employeesÆ abilities to balance work and life. It is concluded that tangible benefits to an employerÆs bottom-line can be anticipated from organisational initiatives to assist employees to better balance their work and personal lives.

Site restoration at the L&M Mining Limited alluvial gold mining project at Waikaka near Gore, Southland is described. In 2000 mining operations started to recover alluvial gold beneath historical dredge tailings over 244 hectares in the flood plain of the Waikaka Stream. The project had an eight to nine year mine life but was prematurely closed in 2002 because of economic considerations. Restoration of the site back to pastoral farming, with shelter-belt and amenity tree, shrub, and wetland plantings is described. Dealings with the landowners and regulating authorities are addressed in the paper.

Intensive exploration of the Archaean ultra mafic sequence bordering the Kambalda dome has resulted in the discovery of at least ten dis- tinct areas of nickel sulphide mineralisation subsequent to the initial drill intersection in January, 1966. Sulphide ore reserves to June 30, 1972 were 19.36 million tonnes at 3.3% nickel after mining of 3.0 million tonnes at 3:7%,nickel since production commenced in March, 1967. About 75% of contained nickel metal reserves occur in sulphide concentrations located at the base of the-ultramafic sequence, in contact with underlying meta-tholeiitic basalt. The remaining reserve occurs in concentrations of sulphides within the ultramafic sequence, usually within 100 metres of the underlying contact and typically in proximity to contact mineralisation. These hanging wall orebodies are smaller, contain significantly lower con- centrations of sulphide, and generally exhibit higher Ni:S ratios than underlying contact ore- bodies. The majority of contact sulphides concentr- ations form narrow, elongate, north north-west trending bodies, closely coincident with fault bounded depressions in the contact. Much has been published on resuspension of sediments in lakes and estuaries. In general, resuspension has implications on transport and release of contaminants from the sediments. It has been shown that wind-induced waves contribute to erosion of sediments, which are then distributed to various sections of the water body by currents. Empirical equations formulated on the basis of cohesionless sediment behaviour have been applied to the design of a few tailings ponds in different parts of the world, especially in the selection of the necessary depth of water to minimise negative environmental impacts. The paper highlights the shortcomings inherent in these equations using field-measured data from a tailings site in Canada. Laboratory measured tailings properties are used to identify critical shear stresses required to initiate tailings erosion. The influence of cohesion on resuspension of fine-textured tailings is discussed.

Mine site restoration, involving the re-establishment of original ecosystems, is a far greater challenge than revegetation, which simply aims to stabilise the site and to give it a green appearance. One of the challenges is to establish a simple yet effective measure of restoration success. A potentially useful approach is to focus on particular groups of plants or animals which are likely to provide a general indication of the state of the ecosystem in which they occur. Ants have been used extensively by the mining industry in this context, particularly in northern Australia. Ants are likely to be useful bioindicators because of their general importance in the Australian environment, and because of the many linkages they have with other parts of the ecosystem. Moreover, ant community structure responds to stress and disturbance in predictable ways, and therefore provides an interpretable measure of ecosystem change. This is illustrated by a study of ant recolonisation at Ranger uranium mine. However, the extent to which ants reflect the responses of other ecosystem components is poorly documented. This is currently the subject of a collaborative project between OSS and CSIRO.

Workplace Centred Learning, (WCL), is a learning strategy which helps organisations cope with the constant change in skill requirements that is part of business today. WCL focusses on the specific needs of the workplace and provides the structure and sets the standard whereby the required competencies can be transferred between individuals. Learning is considered part of the job and ownership is achieved by involving individuals in all aspects of the learning system. Each individual in a WCL system is considered both a learner and a teacher. A significant advantage of WCL over conventional training systems is that it responds quickly to changing requirements, and once in place, becomes self-sustaining. That is, once implemented, the system provides mechanisms to detect and respond to changes in skill requirements as they arise. WCL is a competency-based system with multiple levels of validation. It provides a flexible approach to skills development that recognises both the needs of the workplace and the needs of the individual. WCL was developed in collaboration with ALCAN Aust Ltd and is currently being implemented by companies within Australia and overseas.

All sections of our community are becoming increasingly aware of the dangers of uncontroll- ed erosion associated with modern earthworksy whether they be concerned with the protection of capital structures, reforestation of mine tailings or generally the aesthetic and ecol- ogical impact. Because of the many ecological variances and climatic conditions no single technique may be offered as the complete answer. Rather that a combination of a series of techniques is nec- essary to achieve an individual end result. These techniques may appear to be expensive initially, but when considered in relation to the overall cost, and we realise that this work represents our only insurance of the stability of our project, the cost of stabilisation is insignificant. Once erosion has commenced the cost of stabilisation escalates dramatically which highlights the definite need to include the requirement of stabilisation in early design of your projects. Stabilisation should commence during construction to ensure that control of mobile soils is gained at the earliest possible time.

This paper deals with the Australian taxation laws, and in particular the income tax laws, as they apply to mineral exploration and development both in Australia and off-shore. The Australian tax laws are imposed principally at a Commonwealth level. The most important Commonwealth taxes are Income Tax, including Capital Gains Tax, Fringe Benefits Tax, Sales Tax, Customs Duty, Excise Duty and Bank Accounts Debits Tax. The States of Australia impose Stamp Duties and Financial Duties, Payroll Tax and Land Tax. The Australian Income Tax Law including Capital Gains Tax, is the most significant tax in the country. The principal features of the income tax law are as follows: tax is imposed on a taxable income being the assessable income less allowable deductions; a full imputation system of company tax applies; a foreign tax credit system applies to both companies and individuals; capital gains are taxed as income and subject to income tax rates but the gain is inflation adjusted. Australia has negotiated tax treaties with most of its trading partners based on the OECD model; and special tax concessions apply to the mining industry.

In the Renison Bell area of western Tas mania, a series of Lower Cambrian quartzites, shales, carbonate beds ("dolomites"), cong- lomerates, tuffs and argillites have been folded into a broad monocline whose general strike is NW-SE, plunging slightly north and dipping NE. The downwarped eastern side of the monocline is disrupted by a steep (50-800) east dipping normal fault, known as the Bassett Structure, whose throw is in excess of 500 m. A series of flat north dipping normal faults, each with a throw of approximately 50 m, further disrupts the sequence. All major faulting was pre-mineralization. A cassiterite- bearing Devonian quartz porphyry body intrudes this Cambrian sequence 2 km south of the currently operating mine. Of economic importance is the presence of three carbonate beds in the sequence. These carbonates consist of a mixture of calcite, dolomite and siderite. The No. 1 (youngest) and No. 2 carbonate beds are each approximately 15 m thick and are separated by 20 m of hematitic conglomerates and tuffs. The No. 3 (oldest) carbonate bed is approximately 5 m thick and is separated from the No. 2 horizon by 50 m of dark grey, finely laminated shales and quart- zites. The Hellyer orebody is a fine grained, massive sulphide Pb-Zn-Ag- Cu-Au deposit located in western Tasmania. Initial testwork showed that the orebody would be difficult but not impossible to treat by conven- tional flotation. A staged programme-of work was commenced to demon- strate that marketable concentrates could be produced with satisfactory recoveries. Following laboratory testing of drill core to define two flowsheets, bulk samples of Hellyer totalling 20,000 tonnes were trialled at 6 tph in the Cleveland concentrator over six months. The high through- put and extended duration of the trials ensured maximum confidence in the results and that scale-up to subsequent plants would be with a mini- mum of risk. The milling trials were successful and the Cleveland concentrator was expanded in early 1987 to treat 250,000 tpa of Hellyer ore to produce 85,000 tpa of bulk concentrates. Late in 1987 construction commenced on a 1 mtpa concentrator at Hellyer to produce separate copper/silver, lead, zinc and bulk concentrates.

Product stewardship in its most basic form is simply risk management applied to the products we produce. Conceptually it may be considered as a more expansive approach to many existing safety, heath and environmental programs. Key differences include the extension of responsibility beyond the direct control of management, and consideration of the implications your products and processes have on the broader community, as opposed to the confines of an individual mine site or operation. This paper reviews the processes used by Orica Ltd to manage its product stewardship program. OricaÆs product stewardship program is expansive and supports activities and business that range from manufacture and delivery of commercial explosives and sodium cyanide to mines throughout the world, supply and operation of municipal water facilities, and manufacture and distribution of consumer products such as household paints and adhesives. We highlight the development of the program through experience both good and bad, and by use of case studies to illustrate how an active product stewardship program is an effective business risk mitigation strategy.

In the Ora Banda area of the Eastern Gold- fields, the ultramafic rocks tend to be more deeply lateritized than most of the surrounding rock types, and lateritic nickel concentrations have been formed. Extensive drilling_has shown that, of the two intermixed suites be- neath the laterite - an extrusive peridotite- pyroxenite suite and an intrusive, highly magnetic dunite - the latter weathers to a more nickel enriched laterite. The top horizon I of the laterite consists of ferricrete. Horizon II consists mainly of bands of secondary silica in a clay matrix, formed in the reworking zone around the water table and stranded as the weathering profile migrated downwards. Horizon III ('ºaprolite") is composed of serpentinite, magnesite, iron oxides and silica, and grades dowil to the fresh bock composed variously of olivine, ser- pentine, talc, amphibole-chlorite and iron oxides. The main locus of nickel deposition is the zone containing the bottom of horizon II and the top of horizon III. The water table is also at this general level. .

This subject of paramount importance in many modern plants employed in the extraction of gold from ores by cyanidation, involves several considerations.With the old-type "slimes decantation" process, using several tanks of large dimension, installed at high capital cost, it was frequently possible to obtain good settlement over a protracted period, but the disability of indifferent response to subsequent filtration and washing of the residual pulp, after decantation of the supernatant pregnant solution, was often present.In modern cyanidation practice, the tendency is to reduce capital expenditure by continuous processing of the ore pulp in a plant of less volume, but capable of handling more tonnage through-put and yielding, coincidently, less residual dissolved gold in the final pulp residues.INHIBITORY FACTORS.These involve a study of the effect of the circuit water or solution employed in milling and treatment, the amount of "primary" slime occurring in the ore broken underground, the constitution of the "walls" underground, the inherent occurrence of colloidal slime in partially decomposed ore, and the presence of kaolinised and ferruginous clayey structures carrying payable infiltrations of gold values, to mention some of the troubles encountered in practice. Cadia Hill Pit is a gold copper porphyry deposit hosted in monzonite. The pit slope design is primarily based on structural controls related to faults and shears with largely massive rock masses between the structures. The slope design attempts to achieve an optimum configuration at a bench to overall scale, considering economics and safety implications against the geotechnical and structural conditions. To date the slopes have been mined at interramp angles of up to 60¦ over heights of 120 m. Limited slope and batter failures that have occurred are structurally controlled and occur rapidly. The pit-mining schedule requires concurrent mining of part of the final pit walls and the progressive interim cutbacks. Engineering and operational solutions to hazard reduction and risk management issues have been implemented wherever viable to æengineerÆ out the hazard and mitigate the risks. However, comprehensive management plans and operating procedures have also played a vital role. This paper details the management plan and the operating procedures that have been developed and implemented to mitigate the risks associated with rock falls.

In the course of reviewing grade control practices at the Marvel Loch gold mine in Western Australia in 1992, FSSI Consultants developed and implemented a novel approach to ore selection using a method to maximise financial return (the MP method*). The approach was based on improved grade control sampling and an ore selection method which directly incorporates both a measure of the uncertainty in knowing the true grade of selection units in the definition of ore, as well as the operating cost and revenue parameters of the mining operation. During the past four years, FSSI Consultants have evaluated and refined the use of this approach and have implemented customised variations of the MP method at seven gold mines and a gold-copper mine in Australia. The previous methods of ore selection at most of these operations were based mainly on polygonal - sectional methods of grade estimation. At all of the sites where grade control optimisation has been given a fair trial over several months of production, the use of the MP method has been consistently rewarding to the mining operations. The benefits include increased run of mine ore stockpiles and low-grade stockpiles and decreased fluctuation in the production grade. Most operations have also benefited from a consistent ability to improve production grade through high-grading of the increased ore production. The increase in ore production has the logical benefit of reducing stripping ratios, increasing mine profitability and mine life.

The design and installation of a major on-line stores and purchasing system, with built-in maintenance reporting and plant register capabilities, needs more than just close attention to computer design details. When the system must be available almost 24 hours a day to a number of mine stores sites, and is used by a variety of mining staff including engineers and stores clerks, as well as by remote purchasing and office staff, then simplicity of use, availability, fast response times, and other human factors become vital. Critical aspects include easy to use screen design, involving a change from the traditional hierarchical menu system, and fallback and recovery to the last transaction. Business, people and systems objectives need to be established at the preliminary design stage, so that results can be measured and corrective action taken. The amount and type of user involvement and training, at all stages from initial design to systems tuning, has a major effect on people wanting to use the system. Active user participation in systems design, data definition and collection, and use of relevant training material is needed. Project management and design problems can arise in working with database oriented computer staff, and certain design features are found useful in ensuring a responsive, robust overall system.

Monitoring of water infiltration into WhiteÆs waste rock dump at the Rum Jungle mine site in the Northern Territory, Australia, started in 1983, and has since produced a unique and long-running data set. Following closure of the uranium mining operations at the site, a soil cover was constructed on the dump in 1984 primarily to reduce water infiltration into, and the quantity of low quality effluent out of, the waste material. The performance of the cover in reducing water infiltration has been monitored using ten lysimeters installed across the dump prior to construction of the cover. Over the past eight years or so, the average infiltration rate as measured by the ten lysimeters appears to have risen compared to the early years of monitoring. The significance of this apparent increase is discussed given the variability observed in the data from individual lysimeters, and the variability in the rainfall. Estimates of the infiltration rate as measured by each of the lysimeters are examined using statistical tools. It is concluded that the infiltration rate has increased with time and with increasing rainfall. The increase with time is a stronger factor than the increase with rainfall. It is further surmised that the cover system at the locations of the lysimeters is less effective now at reducing infiltration into the dump than it was when newly installed.
