Vatukoula, the Fijian equivalent of gold rock, is the name of the community embracing the gold mines owned and operated by Emperor Gold Mining Company Ltd., Loloma (Fiji) Gold Mines, N.L., and' Dolphin Mines Ltd. It is situated in the Tavua Goldfields approximately five miles from the northern coast of Viti Levu, the largest island of the Colony of Fiji.The climate is sub-tropical, there being a definite wet and dry season. The wet season is somewhat variable in length but usually extends from December to March, during which time most of the rainfall for the year is recorded.Although the average annual rainfall is 71 in., more than twice this amount has been recorded. Precipitation at the rate of 5 in. per hour is not uncommon and 15 in. of rain has been registered in 24 hours. The mining methods adopted, therefore, had to suit these wet conditions.The occurrence of gold in the Tavua area has been known since 1872, but it was not until 1932 that discoveries were made which led to the formation of the present operating companies. In 1934 the Emperor Gold Mining Company Ltd. commenced operations, followed in 1935 by the Loloma (Fiji) Gold Mines, N.L., and later by the Fiji Mines Development Ltd., now known as the Dolphin Mines Ltd. It is usually the case that the short-term plannerÆs role is occupied by the younger site mining engineer. ThatÆs because mine scheduling is generally seen as a mundane and thankless task. But, short-term planners play an extremely important role in maximising the value of the mining resource, generally the companyÆs biggest asset. A look at any mining operation today will expose the competing drivers behind the operational and strategic plans. Operations are too often faced with pushing short-term constraints. It is the responsibility of the short-term engineer to answer the question of æWhere to next?Æ. In answering this question the young mining engineer is in an environment overflowing with urgency and constraints. Hasty decisions made at this time may have significant adverse consequences to the long-term value of the resource. Long-term strategy must address a broad and expanding number of issues that are generally overlooked by the short-term planner. It takes a holistic, rather than the prescriptive approach of short-term planning to determine the best strategic direction for the operation. To better understand the consequences of decisions made at the operational level short-term planners need better vision of the whole business. The key to improving the mining business is a planning process that integrates the short-term planners role with the overall mining strategy. Future developments in the mine planning process will focus on bridging this ædisconnectÆ between the operational objectives and the long-term goals. Improvements will come from the tools which planning engineerÆs use, and the planning methodology surrounding them. There will be significant hardware improvements to improve the speed with which a short-term planner can evaluate plausible options. Software that maximises the use of the improved hardware will be developed. Complimenting these technological improvements, conceptual methodologies of mine planning will improve to allow strategic planning to be brought within the focus of the short-term planning engineer. In todayÆs mining industry the young mining engineer is embarking on a career where business processes are paramount. This paper discusses the ædisconnectÆ that occurs today between the operational planning and long-term strategy and how this is driving developments in mine planning today.

Climate change and global warming present a significant challenge as unsustainable levels of greenhouse gas emissions arising from human activities continue to be emitted. The cement industry is responsible for between five and ten per cent of annual world carbon dioxide emissions; most arising from the manufacture of Portland cement (PC). An effective way of reducing emissions is by incorporating supplementary cementitious materials (SCMs) as partial PC replacements. SCMs are silicate or aluminosilicate based pozzolanic materials which, in finely divided form, combine with water and calcium hydroxide (lime), liberated by cement hydration, to form compounds exhibiting cementitious properties. Pitchstone is such an aluminosilicate and has the potential to act as an effective pozzolan for partial replacement of PC. In North Queensland, Australia, a vast deposit of pitchstone is mined and processed for expandable perlite aggregate. During the classification stage of the excavated natural material, waste pitchstone fines (PF) less than 0.5 mm in size are generated. This study evaluates the waste PF as a viable, eco-friendly pozzolan for the partial replacement of PC. The reactivity of the PF is compared to fly ash (FA), using the pozzolanic compressive strength activity index (SAI) after seven, 28, and 91 days ageing at 20 per cent and 40 per cent PC substitutions. PF was found to be comparable to FA as a pozzolan at 20 per cent PC substitution at all ages tested. However, for the 40 per cent substitution blends significant strength was only achieved at 91 days ageing for the FA blend. The pozzolanic reactivity was also investigated using thermogravimetric analysis to determine the degree of free lime present after 91 days. In all cases where an SCM was added, the free lime was observed to be consumed with increasing age.

Congratulations on your considerable enterprise in securing the opportunity to have this international conference here in Brisbane - and congratulations on your success in attracting such a distinguished audience from so many nations, with such a broad selection of papers. It is a notable achievement that in the year in which Australia is celebrating two hundred years since settlers first came fran Britain, The Australasian Institute of Mining and Metallurgy is responsible for some ten major conferences, of which at least four are specifically international, or have a very strong international involvement.

The mining industry worldwide relies upon the identification of resources that can be economically developed and operated. Access to land is paramount through all stages of the exploration, development, operation and rehabilitation stages. Clear rights to use of land for the purposes of mining must be available and protected throughout the life of the project. Stable and enduring criteria for mining of the resource, once identified, are required to attract exploration and development expenditure. The purpose of this paper is to investigate the varying approaches to granting access to land for use for exploration and mining development, including the processes by which a project is approved by community and government and the time scale for such approval. The paper concentrates on the legal issues arising throughout this process. The law is stated as at September 1997.

With the recent collapse in commodity prices the size and number of resources project has diminished markedly in recent years. Coupled with the disappearance of the "open cheque book approach", this has led to a revival of the lump sum or turn key project. The key features of this mode of development are compared with the "owner managed" and "reimbursable cost plus fee" alternatives - with respect to schedule, cost and quality control. Key facts for the successful implem- entation of this mode of development are identified. However, the approach is not advocated for all projects and the potential shortfalls are also identified.

L44 Shaft is a major upcast ventilation shalt in the hanging wall of the 1100 Orebody. Various techniques for stripping a raisebored pilot hole were combined to produce L44 shaft. From the surface to 198 m depth, the shaft was concrete lined 7.3 m internal diameter. Below this the shaft was developed to 7.6 m diameter unlined. 11 level, 540 m below the surface, was the first readily accessible level connection. The section to 198 m depth was benched and concrete lined through weak oxidised ground. When more competent ground was encountered the operation was converted to horadiam stripping. This application of the raiseborer has led to a safer, more efficient method of shaft development.

The foam behaviour of low molecular weight polypropylene glycols (PPG) was investigated as a function of concentration and molecular weight (190 - 2000 g mol-1). For each polypropylene glycol, foam stability increases with concentration and passes through a maximum, beyond which foamability is suppressed as the solubility limit of the glycol is exceeded and droplets of glycol form. Light scattering data as well as static and dynamic surface tension results provide the key information leading to these interpretations. A maximum in foamability was observed for the PPG molecules with increasing molecular weight (caused by a change in molecular conformation at the interface). This suppresses the Marangoni effect and leads to a decrease in foam stability.

Thermo Fisher Scientific is a supplier of samplers, instruments, analysers and consumables to the mining industry under the Thermo Scientific brand. The critical need to provide a representative sample to the analyser has played a pivotal role in product development. Products discussed are the Analysis and Sampling Station (AnStat) for mineral slurries, the Coal Quality Manager (CQM) and the prototype Bore Hole Analyser (BHX) with optional drill chip recovery system. Analytical techniques used in the above products are XRF, PGNAA and LIBS respectively. The company also designs and supplies conventional mechanical sampling equipment and complete sampling systems for bulk material applications (historical Ramsey brand). These products and application of them are presented.

Marketing of mineral products has not yet succumbed to the degree of pre- dictability and exactitude that is fam- iliar to the engineer or metallurgist in pursuing their profession. Whilst the Great Market of the world economy dic- tates circumstances for the sale of min- eral products, there are more than just buyers and sellers in the determination of the revenue received by the producer. For the engineer or metallurgist he will be required to gain an understanding of these participants and of the peculiar languages of the market place. This will be only one of his tasks in learn- ing to communicate with society, as his responsibilities increase as he climbs the ladder of success. There is un- doubtedly a need for better statistical information so that producers and sell- ers can make an appropriate and earlier response to market conditions. There is in addition, a need for more aggressive concern by raw material producers for the development and promotion of better end use of their products. Undoubtedly the marketing of mineral products will be more influenced by the direct involv- ment of government agencies than has been the case in the past. Whilst that 1. Mining and metals projects have tended to increase in both scope and cost to a point where many projects are Droperly designated as superprojects. Specialist engineer- constructors have developed organisations and systems to provide project management services during the design and construct phase of large projects. However, the engineer-constructor is also required to provide a wide spectrum of services during the evolution of large projects prior to the construction phase. Some common phases of pre-construction evolution are identified together with the associated types of specialised services which may be required. A project management team approach is described which has been developed for the design and construct phase. It is suggested that a modified matrix organisation could be adapted to the provision of special- ised services as well as to project management for ore-construction phases of the project.

SUMMARY Tyres account for 25-30% of the operating costs of large capacity haul units as used in open-cut mines. Tyre operating costs can be substanti- ally reduced and often contained in real terms by applying knowledge that is now available. This paper describes certain specific advances in tyre management, namely batching, bias adjustment, cumulative plotting and the so-called "pressure-temperature" system of tyre pressure control, originated on the Mt. Engineered soil covers are used for final closure options for both waste rock and tailings disposal facilities. Currently, cover construction requires excavation of appropriate cover material from a nearby site. If no suitable materials are available, the mine operation may have to ship appropriate materials long distances to the site before the construction of the cover can even begin. This has led to the proposal to engineer cover materials using existing waste materials from the mining operation. The paper presented here describes the results of a laboratory scale testing program to evaluate the potential for blending waste rock, smelter slag and tailings for the creation of a suitable cover material at a site in Canada. Tailings from the local mill, waste rock and slag were collected in the field and blended to create a material with an air entry value similar to the tailings and with physical strength similar to the waste rock. Testing indicated this mixed material could be blended at a consistency of a paste and was suitable for pumping. It can also be compacted to a high-density material. The preliminary results show that it may be possible to blend waste rock, slag and tailings into a material that can be utilised in the construction of a water retaining cover.

The efficiency with which it is expected that a particular coal may be burnt in a power station boiler significantly affects the value of the coal. Consequently many laboratory tests have been developed to provide data on the combustibility of coal. Computer modelling of coal combustion has also provided insight into limits on coal burn- out. Such modelling suggests that burnout of bituminous coal in a power station boiler will be strongly influenced by physical limits on the diffusion of oxygen to the individual coal particles. Coal chemical reactivity appears to be relatively less important. As a consequence of the diffusional limits, significant improvement in burnout is achieved either by producing less large p.f. particles or by providing sufficient furnace residence time to burn the large particles. Field data from a variety of power stations supports these cn.clusions. Burnout was also found to correlate well with volatile content for a number of coals from widely different sources. This is expected as the high vola- tile coals produce less residual char to be burned by the relatively slow heterogeneous Combustion.

By explosion rock mass behaviour is conditioned by preset complex of rocks natural characteristics. Very important role of blockness, which is percent (share) content at examining massif of natural separatenesses of different dimensions and configurations, separated each from other by the cracks of geological and technogene origin. Besides natural properties of massif the power, detonational characteristics of applied explosives, parameters of explosives charges disposition at massif and technology of explosion influence vastly at lumpiness (granulometric structure) of exploded rocks. The mathematical model of rock mass destruction by explosion had been elaborated and substantiated. It ties mutually the initial data (rocks properties, parameters of the charges disposition) and final results of explosion (granulometric structure of exploded rocks). The program of this complicated problem solving had been compiled. Analysing the received results of the problem solving, one can reveal contribution of each group of influence factors for lumpiness of exploded rocks. This fact creates preconditions for elimination or diminution of negative role of some controlled initial data.

A major problem with many items of underground equipment is that they have either been converted or adapted from surface equipment, or that they have been designed and assembled in comfortable offices and factories with adequate lighting, specialised tools, and ample space. As soon as they are in use underground in cramped spaces maintenance frequently becomes difficult, parts are awkward to change, and a whole range of accidents can happen.Similarly, ingenious operators discover a whole range of uses for which the equipment was not designed, such as using a loader bucket for a work platform, or scaling backs with it.Design modifications of equipment and removal of hazardous components that can trap limbs is expensive when the dangers are discovered in operation, sometimes posthumously, and it is not surprising that workers compensation insurance premiums are high. The cheapest place to ensure that equipment is safe is in the design office, where the operator should be considered first, rather than being added to a purpose built machine as an afterthought.

The mining industry in Western Australia is a large sector of the WA economy providing $12 billion (1993) of the export income for the State. Historically, mining in WA developed from traditional prospecting in the late-1880s leading to major underground operations by the turn of the century. Large open pits were developed in WA following World War II and became increasingly common since the gold boom of the 1980s. With the development of the open pits has been concomitant evolution of mining legislation, principally the Mining Acts of 1904 and 1978, which has been also accompanied by a practical evolution of the administrative system within the Department of Minerals and Energy. The mining industry has recognised the need for sound environmental management at mine sites, taking up the challenge and becoming a world leader in rehabilitation techniques. Any environmental management program in the industry has three stages: approval by government; management by the industry; and return to the State in an environmentally acceptable condition. The WA environmental requirements, procedures and industry performance in these three stages are discussed.
