The pervasiveness of poor sampling practices in and around mineral processing plants could seem intriguing in view of the various documented evidences both for causes and consequences. To this extent, this paper revisits the well-documented but lesser-known fact that failure to care sufficiently about how samples are selected and managed is the mother source of almost all sampling biases. The authors believe that the potentially huge leverage between causes and consequences as well as the diversity of people involved in sampling call for a globally integrated solution rather than for a point solution. Such a globally integrated solution has already been put forward by the AMIRA P754 Metal accounting – code of practice and guidelines (AMIRA, 2007) that inherently requires accuracy to be targeted, measured, reported and managed. Furthermore, always in order to avoid a point solution, several layers of protection against biases must be put in place with each one involving a different ownership whenever possible. This is exactly the role intended by the supervisory bias detection method described in this publication. It is based on the continuous monitoring of the expected value of reduced residuals obtained from statistical data reconciliation conducted in a metal accounting context. PT Nusa Halmahera Minerals (PT NHM) is an Indonesian joint venture company owned by a subsidiary of Newcrest Mining Limited (75 per cent) and PT Aneka Tambang (Persero) (25 per cent). PT NHM operates two underground gold mines, Kencana and Toguraci at the Gosowong mine site in North Halmahera District, North Maluku Province, Indonesia.The Toguraci underground mine development commenced in 2011 with ore production commencing in 2012. Water temperatures ranging from 50°C to 80°C were encountered in the Toguraci open pit associated with the structures containing the gold bearing veins and are believed to be fed from a relic volcanic system one to two kilometres below the mine. Underground development and production has continued to intersect these structures with the result that an integrated programme of geological, hydrogeological modelling and operational project work has been required to dewater the mine ahead of the descending stoping fronts.This paper will detail these programmes.CITATION:Lawolo, R, Isles, J, Evert, J, Valenza, A and King, S, 2017. The Iluka Resources Ltd Jacinth-Ambrosia heavy mineral sand mine (South Australia) is located in an undisturbed semi-arid landscape consisting of sparse trees, shrubs and grasses. The soil interspaces are covered with biocrusts, a living soil cover also found worldwide in arid regions. Biocrusts are composed of lichens, cyanobacteria, algae, mosses, liverworts, fungi and bacteria, and live on and within the first few millimetres of the soil surface. Biocrust organisms bind soil particles, sequester carbon and many fix atmospheric nitrogen making them important structural and functional components of ecosystems. Despite their important role in ecological processes, biocrusts are susceptible to disturbance; nevertheless they can recover provided sufficient inoculum is present. Cyanobacteria are the early colonisers and they capture atmospheric and landscape resources and establish conditions that subsequent successional seres can capitalise on. Research conducted in countries including China, Spain and South Africa has been focused on methods to either encourage rapid regeneration of cyanobacterial remnants or to introduce new material from cultured cyanobacteria. We have been investigating the extent and diversity of biocrusts across the 4500 ha mine lease and their potential to improve mining rehabilitation outcomes. Approximately 46 per cent of the soil surfaces are colonised with biocrusts and 33 taxa have been identified. Laboratory experiments were designed to mimic massive soil disturbance and treated with a range of water qualities. Within 22 days, treatments irrigated with fresh water were colonised by new cyanobacterial filaments with a mean surface coverage of 65 per cent. Secondary tests revealed that differences in the photosynthetic yield of the crust were dependent on the salinity levels of the irrigation water used. In 2011 this program is expanding from the laboratory into field scale trials designed to assess both the potential and practicalities of up scaling these techniques to provide crushed biocrusts and cyanobacterial bio-inoculum for use in mine rehabilitation.

Phyllite waste rock at the Simandou Pic de Fon and Oueleba Iron Ore deposits (Guinea, West Africa) variably weather to form clay-rich rocks. This weathering modifies the mineralogical, geochemical and mechanical properties of the phyllites. Final pit walls will largely be formed in phyllite, so it is critical that the slope design takes account of the distribution and variability of weathering within this material. Phyllite intact material strength has been correlated with geochemistry (ie mineralogy) facilitating the establishment of domains of intact rock strength (IRS). In order to calibrate this geochemically-based strength model, core from diamond drilling (DD), comprising a variety of phyllite material types (from soft clay to moderate strength rock), was geotechnically logged to assess intact strength; further validation was achieved by uniaxial compression (UCS) testing and point load tests (PLT). The correlation between geochemistry and strength offers a potentially powerful tool for differentiating basic mechanical properties of the rock mass, especially at Simandou where a significant proportion of the resource drilling is done by reverse circulation (RC). Unlike DD, reliable measurements of material strength from RC samples can prove difficult, especially in clay-rich material. Therefore, gaining information from routine geochemical assay results, independent of the sampleÆs physical integrity, is a valuable and cost-effective source of reliable empirical data. Data acquired using this approach provides an opportunity to develop strength domains, which are integrated into mine planning block models. In combination with other geotechnical characteristics, this can be a valuable input to the development of geotechnical models. The underlying theory behind the construction of an on-line size analysis system is described together with an introduction to the Artificial Intelligent techniques that it is founded on. Previous systems based on more traditional technology such as edge detection and dilation algorithms have been restricted by the significant processing power they require, this has resulted in the production of systems with either reduced functionality or severe hardware requirements. A neural network approach offered a new perspective to the problem of size analysis; the ability of a network to learn and recognise subtle patterns in training data before on-line processing is initiated opened up the possibility for the production of a fully functioning practical system. The format of the training data had to be carefully analysed prior to its implementation in a neural network as the capability of a neural network solution depends as much upon a suitable data preparation as it does on the system architecture. To facilitate experimentation with various profile quantification techniques such as fourier and fractal analysis an Image Profile Analysis System was constructed (IPAS) in software on a personal computer. The IPAS system was produced with the aim of pre-processing image data to create data sets for experimenting with external neural network packages. The system allows the analysis of both real images obtained by image capture and simulated images created by an in-built in simulator. A measurement comparison scheme is also included together with a case study concerned with the frequency analysis of simulated images. The power of neural networks combined with the data compression provided by profiling removes the need for direct measurement of individual particles. This has obvious implications on the level of hardware necessary, and ultimately the expense of a stand alone system. The extrusive nature of data collection via an image analysis system will also permit simple installation of a shipped system; eliminating any requirement for interference with existing machinery.

KCGMÆs Fimiston Open Pit, located in the centre of the historic Golden Mile, is situated above some 3000 kilometres of old underground workings. These workings, both level and vertical, present significant safety and operational problems in the pit. One of these challenges is in safely drilling void areas so that they can be charged and blasted effectively. Current drilling practices in these areas require machines that can only drill 115 mm holes on a smaller pattern than the standard blast pattern. This results in more time and cost to both drill and charge these areas. Any other method currently available to drill out these areas involves putting operators in a potentially hazardous situation by being too close to the void area being drilled. Not effectively drilling and blasting these areas leads to hazardous situations further in the mining cycle including oversize, large toe and uncollapsed voids. Ineffective blasting also causes reductions in mining productivity and mine to mill performance. In response to these issues, KCGM has commissioned the implementation of a fully remote controlled DM45 blast hole drill rig to drill out selected void areas. The remote system, installed in conjunction with Ausdrill Ltd and GM Mining Electrics, is designed to operate similarly to a tele-remote bogging system with the operator controlling the drill rig from a separate control cabin via radio signals and video feed. This allows KCGM to drill in areas of higher risk without exposing the operators to voids. The drill rig will also be able to drill standard patterns through some specially selected void areas, reducing costs and extra time associated with drilling and charging void affected areas. The remote rig is expected to provide a number of benefits, both in the drilling process and in further downstream operations. Costs of drilling in void areas are expected to decrease with standard patterns instead of smaller patterns being drilled. Safety and operator comfort are also expected to increase through removing the operator from the pit floor. Blasting is also expected to see significant improvements through increased ease of charging void areas (because of larger holes and standard patterns), more consistent patterns resulting in less secondary blasting and toe and an overall improvement in the speed and cost of charge-up practices. This more consistent blasting will also improve shovel productivity, crusher performance and overall mine-to-mill efficiency. This paper presents an overview of the development of the remote controlled system, including modifications that have occurred since commissioning. It explains some of the problems encountered and how these have been solved. Key issues for operational success will be identified and explained with a view to making future implementations easier. Factors used to assess the performance of the remote controlled rig will also be explained in further detail and used in a preliminary assessment of the rigÆs feasibility.

Alcoa World Alumina AustraliaÆs Huntly and Willowdale bauxite mines are located in the Darling Range of South Western Australia, which places their operations within PerthÆs surface water supply catchments. These catchments supply Perth with its highest quality drinking water. With the decreasing rainfall trend of recent years catchment yields to water supply reservoirs have reduced to such an extent that water use restrictions were necessary in Perth for 2001, 2002 and 2003. Protection of catchment water quality and water use conservation are crucial issues for AlcoaÆs operations within the Darling Range. Alcoa has been conducting bauxite mining activities in water supply catchments since the mid-1960s. During that time Alcoa has worked closely with the relevant State Government water and environmental agencies to ensure that its operations do not adversely impact catchment water yield and water quality. Monitoring and research have shown that Alcoa has the necessary environmental management systems in place to ensure it can continue to operate in a sustainable manner within water supply catchments. AlcoaÆs mines reduced the volume of water taken from public water supply catchments by 24 per cent in 2002, compared with 2000. This success has had an added benefit; Alcoa does not need to develop a new water source for its Huntly Mine. The conservation measures implemented to reduce water use include: increasing water recycling, using chemical additives for haul road dust suppression, conducting water audits, reducing water demand, monitoring water use, promoting water use targets and training staff in water conservation.

The empirical McCracken and Stacey stability and risk assessment method has been in use for more than 20 years to assess geotechnical stability issues for raise bored shafts. The methodology has been applied with various levels of success. Increasingly, trends in mining and civil tunnelling have been towards larger diameter, single pass, raise bored shafts to rapidly provide means of ventilation, material movement (ore passes), or emergency egress. Identifying and assessing potentially problematic zones before raise boring commences can allow for appropriate risk-based decisions on construction, or to investigate alternative solutions. The implementation of a proactive solution to raising through an identified weak zone is preferred to the application of an engineered solution to an area subjected to substantial instability or failure. Methods for investigating potentially problematic areas are discussed in this paper based on AMC’s benchmarking data. Proactive investigation programmes resulting from these investigations are also discussed. Previous publications discussing the benchmarking data have concentrated on Australian case studies. Increased efforts and recent updates have been made to expand the database to include international case studies. This has provided further refinement of lower bound ‘raise bore rock quality index’ (QR) values, and various rock mass parameters for stability assessments. "Large-scale mine reclamation has taken place recently in response to the implementation of mining regulations in China. Effective monitoring of the progress of reclaimed land is a critical procedure to assess the quality of reclamation program and to ensure that mining enterprises fulfill their reclamation responsibilities. The present paper reports a preliminary study that examines the situation of mine land reclamation monitoring. Based on the monitoring, some general requirements for mined land reclamation have been proposed, including: the monitoring should be systematic and comprehensive the monitoring should be adapted to specific local conditions the monitoring should be reasonably optimised via scientific methods and technology the monitoring should stick to a variety of national technical criteria.The aim of land reclamation monitoring is to evaluate changes of critical indicators closely reflecting the development trend of the reclaimed mined land, to develop or improve the criteria and technical parameters specific to the site, and to prevent secondary environmental degradation. Based on these requirements and aim, the monitoring should cover the progress of reclamation, establishment of vegetation and plant community development; and recovery of land and water quality in the reclamation area. With the introduction in recent years of third-generation interferometric synthetic aperture radar (InSAR) techniques, monitoring of mine slopes, benches and surrounding areas has benefitted from increased accuracy and coverage. Fundamental research into point and distributed scattering techniques has pushed the use of InSAR to provide higher spatial and height resolution. In this paper we discuss the operationalisation of third-generation InSAR techniques and show its application to active mining operations.This paper will discuss the use of multiple independent measurements of ground movement obtained from operationally-derived InSAR products over a wide variety of deformation areas within an active open pit mining operation (ie pit slopes, dewatering depressions, tailings containment and waste dumps). A technique that shortens the time between observations (increased observation frequency) and provides ongoing estimates of measurement accuracy will be described. The methodology exploits available satellite data by using multiple satellites and multiple beams. The paper will also examine factors in the design of a mine survey with third-generation InSAR and illustrate some of the necessary engineering trade-offs to efficiently monitor a mine from space.Overall, this paper aims to demonstrate the capabilities and advantages of operational third-generation InSAR techniques for ground movement monitoring of mining operations and provide a framework for proper design of a mine InSAR survey.CITATION:Henschel, M D, Sato, S, Ahola, R and McParland, M A, 2014. The automated geology interpretation (AGI) tool has been developed in BHP Billiton to automate stratigraphy logging of drill holes, using any available quantitative data sets. At present, AGI is set-up to utilise geochemistry and mineralogy from infrared spectroscopic data to predict stratigraphy. Once the AGI tool is calibrated, results show that the tool is capable of automatically defining stratigraphy across all of the deposit types, encountered by BHP Billiton Iron Ore in the north-west of Western Australia. Accuracy of AGI at predicting stratigraphy is on average better than 75 per cent, with average accuracies exceeding 85 per cent for some deposit types. The AGI tool can deliver fast, accurate, consistent and objective geological interpretations.AGI is currently being implemented in BHP Billiton Iron Ore Exploration to streamline the drill hole logging process and allow geologists to spend less time defining stratigraphy at the drill hole level and more time investigating stratigraphy in 3D. The Mt Keith Mining Alliance operates a fleet of large capacity hydraulic face shovels and more than 40 X 240 t capacity haul trucks to deliver annual production in excess of 40 Mbcm per annum. The Mt Keith Nickel mine is currently operating at a depth to 300 m below surface with a planned final depth of the order of 500 m. As is the case with any large open pit managing the health of the workforce on continuous shift operations is of critical importance to achieving outstanding safety and production outcomes. Fatigue management at Mt Keith is effectively managed by the personnel operating the mining equipment, with assistance and understanding of the management team and supervisors. The program has been driven through the introduction of Fatigue Champions and a comprehensive management plan that includes education, individual health plans and the use of new technologies. Mt Keith has been instrumental in trialling new technology which assists in monitoring fatigue in operations personnel. Insight into these developments is provided in the context of the overall fatigue management plan. The field trials of the OptAlert(TM) system and how it assists in measuring fatigue is explained. The implications for individual operators and the context for a fleet wide approach to fatigue management is also discussed. Mt Keith has recently completed the second phase of trials with the result that this new and exciting technology is being considered for adoption globally across BHP BillitonÆs open pit mining operations.

The aim of any rock breaking activity is to achieve success by developing designs that are blasting objective-specific and geology-specific, and then implementing such designs. This paper targets mining geologists with the aim of extending their knowledge of the rock fragmentation processes and providing insights to the significant relationships between geology and blasting. There are two main relationships, and if mining geologists appreciate both these relationships, then they can play a key role in optimising production. The business risk continuum is introduced to support this understanding. The first relationship is between geology and potential blasting hazards, and the operational complexity required to manage those risks. The risks associated with eight different ground types are discussed in terms of ground conditions, hazards and controls. These types are: reactive ground, hot ground, geothermal ground, fibrous ground, cavernous ground, combustible ground, pyritic ground and conductive ground.The second relationship is between the bench geology and blasting results. The blasting results discussed include: muckpile characteristics, remaining rock faces and blasting emissions. In this regard, some detailed insights and graphical examples are given for the influence of geology on blasting emissions, in particular, vibration, airblast and flyrock.A detailed description of the geological materials themselves can convey much useful information for blasting operators provided they are able to utilise this knowledge. Geologists are ideally suited to provide this description more effectively if they are familiar with the blasting process and the rock mass properties that influence blasting hazards and blasting results. It is also important to have clear statements of blasting objectives and associated operational targets, and this will maximise the likelihood of achieving the desired outcomes. The main aim of the paper is to highlight that geology is currently not fully utilised in the blasting process. In this regard, geologists are often not entirely aware of the blasting process and how they can contribute. The two significant relationships discussed above are integral parts of this process, and thus they are discussed as separate issues in the main body of this investigation.

Steinert provides a wide portfolio of Sensor Based Sorting (SBS) technologies, including the possibility to combine different sensor data in the development of the separation applications. This multi sensor approach provides a larger applicability and extensive flexibility for the technology. This effect is emphasized for mining applications, once every ore body presents its own features that can also comprise a large material variability. In this sense, every sorting application is customized and comprises a personalized solution. This means each project development includes a test work stage that approaches from the project discussion, test definition, up to test outcomes and processing development. In relation to very complex and large projects, a sorting pilot scale plant has become a crescent tendency. By having a pilot plant stage can represent a chance to test larger amounts of material from different mining areas, different mining projects, such as to consider different processing targets and application approaches. Based on that, a better understanding about the technology application can guide a more assertive development of large and complex ore sorting projects. The aim of this paper is to provide information about the applicability of the Steinert multi sensor technology at different pilot plants in South America. It consists in a compilation of laboratory test results, plant design and operational results. For that, a chromite, an IOCG deposit and a sulphide gold ore projects are presented. Additionally, the paper discusses the application of different sensor technologies combinations such as various processing targets, thus providing a wider understanding about sorting applications and flexibility.

Constructed between 1885 and 1891, the New Croton Aqueduct (NCA) in New York State is a 50 km long (31 mi) brick-lined tunnel conveying water from the Croton watershed north of New York City to distribution systems in the Bronx and Manhattan. Except at two siphons, the aqueduct operates as an open channel conduit from the New Croton Reservoir downstream 39 km (25 mi) to the Jerome Park Reservoir in the Bronx. The remaining 11 km (6 mi) is operated as a pressurised conduit and includes a major siphon, of circular cross-section, under the Harlem River. The aqueduct has a flow capacity of approximately 1100 million litres of water per day (13 m3/s or 290 million gallons per day) and supplies on average ten per cent of New York CityÆs drinking water. The CityÆs water supply system is operated and maintained by the New York City Department of Environmental Protection (NYCDEP). This paper covers the work done during the three main stages of the program to rehabilitate the entire NCA: inspections, design and rehabilitation. It also includes some of the more interesting structural findings of the original construction as well as documents and drawings from the NYCDEP archives. The rehabilitation program has been underway in phases since 1993, with inspections scheduled to minimise outages, allowing this strategic aqueduct to remain in service during critical seasonal periods. The open channel flow section of the aqueduct in the north is horseshoe shaped, with inside dimensions of 4.1 m (13.6 ft) in width and 4 m (13.5 ft) in height. The pressurised section is 3.7 m (12.3 ft) in diameter, and includes a 90 m (330 ft) deep siphon under the Harlem River. A total of 163 million bricks were used in the construction, enough to build a 48 km (30 mi) wall around Manhattan Island, 3 m (10 ft) thick and 15 m (50 ft) high.Between 1993 and 1997 a series of in-tunnel investigations were performed in the open channel portion of the NCA, consisting of field inspection, non-destructive geophysical testing, and coring of the brick liner. Between November 2004 and September 2005, a major inspection program was conducted to assess the condition of the 11 km (6 mi) long pressurised section and all shafts, headhouses and blow-off structures along the entire 50 km (31 mi) alignment. Inspection methods included using an underwater remote operated vehicle (ROV) equipped with sonar and cameras to inspect the deep siphon, fibre optics examinations of probe holes drilled through and beyond the brick lining, and core holes and geophysical inspections to assess properties of the liner and behind-the-liner materials. A water pressure and test grouting program was conducted to assess methods and expected grout takes for the rehabilitation work in the pressurised sections. The rehabilitation program is anticipated to be completed in 2010.

Raise caving is a novel cave mining method, which has been proposed for mass mining at increasing mining depths in LKAB operations. The method makes use of the raise mining technology and an active stress management approach. For the implementation the method is split into two phases, namely a de-stressing phase and a production phase. In the de-stressing phase, a slot-pillar system is established. The purpose of slots is to provide stress shadows and the purpose of the large pillars is to control stress and seismicity. The production phase follows after the de-stressing phase. Required infrastructure in the production phase is developed delayed in stress shadows and bulk extraction takes place in de-stressed zones. Eventually the pillars crush and they are extracted in the production phase. A comprehensive research and development program has been launched to develop the raise caving method towards implementation. As part of this program a full-scale test site of raise caving will be conducted as well as raise caving operations are planned for depth extensions in LKAB mines. This paper discusses the design of raise caving operations in practice at the LKAB mines. In particular, the purpose of the paper is to focus on requirements for the development and design of a raise caving operation. The development of raise caving is discussed from a systems engineering perspective as well as from a management perspective. The functional requirements in the destressing and production phase are outlined and discussed in the paper. The discussion is on basis of the main elements of the raise caving system, such as slots, stopes, pillars and infrastructure. Critical rock engineering design requirements in the de-stressing and production phase are highlighted and dependencies between individual main elements are identified. The analyses show that pillars are especially important for the success of the mining method. Overall, the analyses show that raise caving is a complex system and that its development demands a multidisciplinary approach.

Every mine will close! Charting a profitable course through mine operations to acceptable mine completion requires that risk and opportunity management planning of the mine life begin as early as possible in the life cycle. Management targets and metrics are required to identify and navigate the course to successful mine completion based on economic, social and environmental criteria. This paper outlines the application of The Metrics NavigatorÖ principles to the life cycle of a mine site. In general, metrics are required to make key strategic ideas apparent, transforming those ideas into a manageable set of quantitative measures that guide communication and decision making. For example, the chemical industry has established metrics that focus on the life cycle impacts of its products and eco-efficiency of their processes. Other industry sectors have focused attention on workplace and community well-being outcomes. These management metrics are necessarily organisation-specific, aligned to stakeholdersÆ expectations and the strategic outcomes sought, as well as the cause-and-effect relationships underlying key issues. Recently, the Global Environmental Management Initiative (GEMI), a consortium of multi-national companies, developed The Metrics NavigatorÖ. The guidance document provides a structured process for assessing and developing metrics for key environmental, social, and economic issues based on business and stakeholder perspectives. It incorporates best practices learned from the chemical and other industry sectors and has since been applied to develop metrics that guide life cycle strategies. The paper examines how the life cycle of a mine site could benefit from experiences in other industry sectors where sustainability metrics have guided strategy. It considers the potential application of The Metrics NavigatorÖ process to the life cycle of a hypothetical Australian mine site using the processes that have been successful in other industry sectors.

The depletion of high-grade hard and lumpy chrome ores has forced Zimbabwean ferrochrome producers to resort to low-grade friable ores that have an average of 28 per cent fines against a set limit of 12 per cent. Submerged open arc furnaces currently in use are associated with eruptions within the furnace because of the high amounts of fines, high energy consumption, as well as high SO2 and CO2 emissions. Traditionally employed agglomeration methods such as pelletising and the use of coke in the furnace have been discarded because of the pressure to lower operational costs and to achieve higher profit margins. This research aims to develop a method to incorporate lowgrade friable ore fines and unprocessed coal into production while lowering CO2 and SO2 emissions through a closed direct current (DC) arc furnace. The closed DC arc furnace could incorporate the friable ores and coal while maintaining above 90 per cent reduction rates. Preliminary findings also show that energy consumption could be reduced by up to 35 per cent by incorporating a pre-heating and pre-reduction system using the flue gases from the furnace. In the proposed circuit, the cost of production per ton of ferrochrome might be potentially lowered by an average of 30 per cent.

The Australian Constitution specifies certain powers of the Commonwealth Government to be used in its capacity as the national government. Certain of these broad powers result in the Com- monwealth having a facility to play an important part in the development of the mining industry. The State Governments, however, by virtue of their wide powers to regulate matters within the boundaries of a particular State, are more directly involved in the day to day administration and standards of activities of mining operations. In this respect the Common- wealth has something of a dual role because of its "State-like" responsibilities for the mainland Terri- tories. The components of the role that the Common- wealth Government discharges in relation to the mining industry are qualified to varying extents at particular times by the political persuasion of the Government. In absolute terms the components are as follows. 1. Economic management. The Commonwealth's fiscal and monetary policies have an important effect on industry as well as on State finances. In particular, the taxation regime employed by the Commonwealth Government is of direct importance to economic decision-makers in the mining industry. 2. International matters. International trade and commodity matters are, more and more, becoming an everyday part of the conduct of a nation's foreign affairs. 3. Exports. The Commonwealth Government, via the constitutional powers over overseas trade, have exercised varying degrees of control over mineral exports to achieve particular objectives. 4. Foreign capital and investment. Australia in general, and the mining industry in particular, is and will continue to be a net importer of capital. There appears to be bipartisan political agreement in Australia that foreign investment policy must be enunciated to ensure that investors. are in no doubt that Australia welcomes beneficial investment and technology from overseas. 5. Environment and Aborigines. Governments, both Commonwealth and State, have in recent years become more involved in these areas in response to their interpretations of community aspirations. 6. Energy. Access to assured supplies of energy is now viewed, by Governments worldwide, as a desirable asset to ensure the well-being of a nation's people and industries.
