For a large scale open pit mining and concentrating operation, on a low-grade disseminated ore body, it is possible to set an approximate lower bound on economically feasible operating scales and an approximate upper bound on economically desirable scales in a relatively straight forward manner. The optimum scale ofplanned operations, with respect to the objective ofmaximisation ofthe net value ofthe orebody, will have to be arrived at by iterative planning runs, but it may be expected to lie close to this upper bound. The effects of infrastructural costs and of the addition of a risk premium to the cost of capital, to form the discount rate for planning purposes, are considered theoretically and by worked example. It is concluded that a perceived special, unsystematic, risk should not be accounted for by the use of such a risk premium as this is inducive to placing a greater amount of investment capital at risk, for no greater return-rate to investment.

As this is the first occasion I have had, and probably will be the only opportunity I shall have, of addressing such a large gathering of members and of student members of the Institute, I desire to- express my very deep appreciation of the honour 'you have paid me in electing me to the office of President for the current year. I realise also that such selection is a tribute to the Company which controls operations here, the centre selected for the annual meeting, but nevertheless there is afforded to the recipient a great deal of pride and of pleasure to hold the highest office in what is, in my opinion, undoubtedly the most important engineering society in Australasia.The past year has witnessed an unprecedented and unparalleled event in the history of the British Empire, and I think that we must all feel a wonderful sense of proud patriotism; the whole world was forced to admire the public calm and the dignity which accompanied the change in our Sovereign Ruler, and great tribute is due to the statesmanship of the Prime Minister, Mr. Baldwin. At this time, we should, I think, place on record our prayer, in common with all his people, that His Majesty, King George the Sixth, may enjoy a long and prosperous reign.The meeting at Port Pirie recalls one who did so much for the advancement of mining and metallurgy, especially in Australia. I refer to the late Mr. Delprat, who, as General Manager of The Broken Hill Proprietary Company Limited, had under his control for many years the smeltery in this centre. As you are aware, he had been elected an honorary member of this Institute, as well as of our sister Institutes in England and in America...

Mineralisation processes in epithermal deposits in the North Island of New Zealand are best illustrated by considering the two most productive deposits: Waihi and the Thames Bonanza Zone (TBZ), which have different mineralogies and ore shoots geometries. These two deposits can be taken as typical of certain styles of epithermal deposits worldwide, and recognition of their differences can be used to develop mineralisation models of predictive value. Waihi, the major economic producer in the Coromandel Volcanic Zone (CVZ), has laterally near-continuous ore shoots over a vertical interval of 600 m which consist of quartz, chalcedony, pyrite, base metal sulphides and electrum. They are found in the foot wall of earlier quartz veins which contain quartz pseudomorphs after platy calcite and adularia. The Thames Bonanza Zone which was the second biggest producer in the CVZ has discrete near-vertical ore shoots over 300 m vertically, which consist of quartz, pyrite, base metal sulphides, electrum and in their upper parts barite, that are enclosed in veins of quartz.   The gold mineralisation in both deposits is considered to be a co-precipitate with pyrite, with that at Waihi produced by prolonged boiling in an upflow of a hydrothermal system. That at the TBZ was produced by mixing a deep water primed for gold deposition by prior limited boiling, with an oxidised condensate of the steam released by the boiling, in an outflow proximal to the system's upflow.

Perhaps one of the most important conferences or symposia which our Institute has conducted, was the joint Aus. LM.M./AJ.M.E. meeting held in Canberra in May 1978, with the theme International Resource Management (Woodcock, 1978).We were privileged to witness active participation in the meeting by outstanding personalities from the mining and metallurgical industries of Australia and New Zealand, the United States of America, Canada and the United Kingdom and to hear addresses on subjects of international significance to the mining and metallurgical industries.Our Institute is one concerned with professionalism.The principal objects of The Institute as described by our founders include, "promoting the arts and sciences connected with the economical production of the useful minerals and metals, and the welfare of those in the industries, by meetings for social intercourse, and the reading and discussion of professional papers, and to circulate by means of publications amongst its members and associates, the information thus obtained".Sir Maurice Mawby (1968) said in his Presidential Address to the Institite, "the most important aspect of these objects was the promotion of the arts and sciences of the mining industry".Why is it then, that a large proportion of the papers given at the meeting in Canberra dealt with world wide social aspects of the mining and metallurgical industries, rather than the technology, the arts and sciences of mining and metallurgy as principal factors in international resource management?The answer is quite simple of course, and that is that the social and political factors are the principal factors which create the demand for basic raw materials and in the long term determine the costs and prices of the commodities which our professional abilities are drawn upon to produce.

In the proposed criterion for coal a distinction is made between brittle and "psuedo-ductile" failure. This criterion is the basis for the development of new equations for coal pillar strength, including a transition from brittle fracture to pseudo-ductile yielding. In addition the equations obtained allow the critical minimum pillar dimensions to be calculated to avoid "catastrophic" and "ultimate failure".The validity of these formulae can be tested by comparing their results with pillar case histories derived from the literature.

In preparing a paper such as this it was thought that the Newstan Colliery Company Ltd., being comparatively new, would need some introduction to mining people in general.The Newstan Company was formed by the Joint Coal Board in December, 1948 during a period of acute coal shortages. The Company took over the holdings of what were known as the Olstan and Northumberland Collieries, situated at Fassifern, alongside Lake Macquarie and adjacent to the Great Northern Railway, within easy rail access of Sydney and Newcastle, as shown on the locality plan (Fig. 1).The Company was developed in order to produce steaming coal for the power house trade and has continued its activities in the steaming coal trade since its inception. The Olstan and Northumberland collieries were together producing some 300 tons per day when the Company was formed, and it was from this foundation that the colliery was built. The planned development of the Company has been along the lines of producing coal by modern, highly mechanised methods, together with the preparation of theproduct for the consumer, to the highest degree possible consistent with up to date methods.In the comparatively short time of 5t years the mine has developed from a small hand-won coal unit to a high capacity modern mine, one of Australia's largest producers, with an output capacity as high as 3,000 tons per shift.

Considerable improvements in diamond drilling equipment have been made since the early 1950s. A recent drilling programme, however, at Williamtown, near Newcastle, carried out by the Joint Coal Board on behalf of the Electricity Commission of New South Wales, emphasized deficiencies in existing equipment when particularly diflkult coring conditions were encountered.Spurred by unacceptably low recoveries in coal seams in this area, the Joint Coal Board devised and developed, with the assistance of the Electricitv Commission, a new typc core lifter and a special 26 ft triple tube core barrel, designed to operate in conjunction with it in bad coring conditions.The core lifter, whieh is propped open clear of incoming core during drilling, is activated by fluid impulses generated inside the core barrel. It can be used with double tube barrels when drilling firm rocks whichdo not change diameter by compaction inside the barrel.Softer rocks. such as clayey types, require the use of a rriple tube barrel.Results from testing carried out to date in difficult areas in New South Wales coalfields have shown that greatly improved results can be obtained with the new equipment. Although developed essentially for coaldrilling, the new core lifter and barrel could be adapted to other fields of diamond drilling. Even in areas where no great coring difficulty is encountered the cost advantage deriving from the greatly inereased life of the core lifter and the adaptor in which it is housed could justify its use.

If the industry keeps doing what it has always done, it will continue to get what it has always got - rising operating costs. Why is this so? Generally grades being chased are becoming lower, stripping ratios becoming higher, ability to attract personnel to the industry becoming harder and/or more expensive, higher safety standards are being demanded and environmental governance is being enforced.   How then should the surface mining industry plan for the future whilst delivering on improved safety and the environment? In-pit crushing and conveying (IPCC) points the way, as a partial or complete substitute for trucks.   IPCC systems promise significant advantages over traditional truck and shovel operations, including improved safety, reduced operating costs, reduced dust and noise emissions, far greater efficiency in energy use (electric versus diesel motors predominantly and the ability to regenerate electricity back into the local grid for downhill situations), reduced carbon emissions (dependent on power generation source) and reduced water consumption. Despite these advantages, there is a general industry reluctance to migrate from truck and shovel operations. This reluctance stems from a familiarity with truck and shovel operations and a perceived concern that IPCC lacks flexibility which will negatively impact on the mining operation.   In studies conducted since 2007 (with the new modular builds) comparing IPCC with truck-optimised pit designs, IPCC has delivered up to USD$0.82 per tonne moved less than an equivalent truck operation. In addition, IPCC is easily automated from a central control room (local or remote) - something that trucks have yet to commercially achieve.   IPCC is a proven process that, with a fresh mindset, can make a significant improvement to mining operations - its safety, the impact on the environment and its costs. It maybe of interest to note that there is over 200 IPCC installations worldwide today.   This paper and presentation will assist in furthering the understanding of IPCC and its applicability.

The adsorptive and granulate forming MetClean™ process has been used at many locations in Northern Sweden, Norway, Denmark, France, Spain, Mongolia, Japan and Australia. It has been pilot tested and used in full scale treatment plants to remove metals from:mine watersleachate from solid waste in incineration flue gasleachate from fly ash damsleachate from landfill and waste ponds.The following paper provides details of pilot and plants tests on the effectiveness of MetClean™ in removing arsenic, antimony, barium, cadmium, copper, molybdenum, nickel, radium, uranium, vanadium and zinc. Results show that MetClean™ may reduce the concentration of these metals in treated effluent water to the one part per billion (ppb) range.The paper also finds that, for specific metals, the optimal adsorption condition depends on the:pH levelmolar relation between the specific targeted metal and the addition of iron (II) or manganese (II)type of oxidation agentssalinity levelpresence of other metals.The most effective pH level varies according to the targeted metal but falls within the pH 5 to pH 11 range. A compromise pH level may be set when more than one metal is targeted for removal at the same time and through only one process step. The removal efficiency of one or both metals may be affected by operating at a compromise rather than optimum pH level.The MetClean process generates non-hazardous solid waste. The authors review the literature and discuss the application of methods to the design of thickeners for ilocculated metallurgical pulps. The use and evaluation of flocculents is described. Experimental data show that design based upon laboratory settlingdata is acceptable. The economic aspect of design is also discussed.INTRODUCTIONFor many years there has been little change in the methods for the design of thickener installations. While modifications have been made in the method of applying the data all methods have been based on the observee settling rate of the solids. The development of a theoretical approach based on physical data would involve so many variables which affect the settling rate that the more practical approach of direct observation seems unlikely to be replaced as the basis of design.The advent of synthetic fiocculents has introduced a modification in operation which affects design and should be considered. The authors review the subject and attempt to bring it up to date with present day procedure. Until recently the original work of Coe and Clevenger (1916) remained the basis of thickener design. They described their observation of the different zones encountered in settling, namely clarification, feed, transition, and compression or thickening- zones. The solids pass through the transition zone in settling from feed density to some higher density where settling ceases and ·some compression or compaction effect controls. the density obtained. The point at which the settling zone ceases to exist is known as the critical point.

A GREAT deal of attention has lately been given to the discussion as to the education required for engineers, and especially for mining engineers. The Institute of Civil Engineers has had a committee's report on it which has come to some interesting and valuable conclusions.The Institute of Mining and Metallurgy had a few years back a very long discussion on the subject, and the subject appears to be one of perennial interest to similar societies. Two recent addresses by Prof. Kernot, as president of the Victorian Instituteof Civil Engineers, are among the most interesting and practical of the contributions to the discussion. Engineers seem to feel either that the coming generation has not the same capacity to benefit by the training that has made themselves what they are, or that such training has turned out in themselves inefficient men, and that they must consequently struggle to obtain a better one for their successors. For not only is there a desire to extend existing instruction to cover the advances of science, but there seems to be a general desire also to make a completely radical change in the methods.It is not necessary to observe that education does not mean the imparting and acquiring of information, but rather the cultivation of the faculties so that the best use can be made of them and of any information acquired. For instance, a man is not educated who has by heart his lectures and the contents of his text-books, but that man is who remembers little of the actual wording of his text-books, but is able to find anything required in them...

The kinetic and practical aspects of the extraction of copper from copper-rich solutions by cementation on iron was investigated. Tests were made on the effect of stirring speed, cupric sulphate concentration, acid concentration, temperature, and ferric sulphate concentration on the reaction rate and excess iron consumption.Most kinetic investigations were conducted under a nitrogen atmosphere to prevent any oxidation of the iron or copper metals. The stirring mechanism for all tests incorporated the use of a rotating impeller above a static disc in the solution. The activation energy for cementation on the steel disc at high stirring speed was 8·6 kcal/mole, indicating a predominant chemical control.Increasing the pH first decreased, then above pH 3, increased the reaction rate. Additions of sodium sulphate also significantly increased the reaction rate.The use of high temperature and high pH under an inert atmosphere has been suggested for increasing the reaction rate and producing a high purity sponge copper product.

THE Wonthaggi coal-field lies south easterly from Melbourne at a distance by rail of 86 miles, on the flats of the Powlett River, immediately to the south of the deep-cut valleys and steep intervening ridges in the Jurassic rocks of the Bass Range and itsfoot-hills. The coal-bearing area is covered with a thin layer of late Tertiary and Recent deposits, which serve to mask the true character of the underlying coal-bearing rocks and effectually prevent the appearance of any coal outcrop. Two or three bores sunk prior to 1890 had shown the locality to be really a potential coal-bearing one. Only one additional bore was sunk in the State Coal Mine area until 1908, when energetic boring was resumed, with the result that in November, 1909, when an acute shortage of black coal in Victoria resulted from the prolonged strike on the New South Wales coal-fields, coal-seams had been located at Wonthaggi offering sufficient inducement to start an...

In, one stage of the purification sequence of the zinc sulphate electrolyte used at Risdon, cobalt is, precipitated as cobalt nitroso-,B-naphtholate, which is separated from the solution by filtration. Owing to the method of conducting the purification the filter cake contains much gypsum, unconsumed calcium hydroxide, basic zinc sulphate, and entrained zinc sulphate solution, Small amounts of iron and copper that have escaped previous purification steps are also precipitated with the cobalt as nitroso-,B-naphtholate. Thisprecipitate, normally carrying about 18% cobalt, is the raw material for the production of cobalt oxide, cobalt sulphate and cobalt metal.COBALT OXIDEThe main problem in the preparation of a reasonable grade of cobalt oxide from the filter cake is the economic separation ,of the cobalt nitroso-,B-naphtholate from the gypsum. This was solved by the application of flotation. It was discovered that the cobalt nitroso-,B-naphtholate, under correct conditions, would float without any addition agent, giving a relatively high grade concentrate. A plant, was built and has been in operation since 1936. The filter cake is pulped with water and pumped to one of two mechanically agitated tanks, eath capable of holding one day's output. Sulphuric acid is added until the free acid concentration reaches about 3 gm. per litre. Basic zinc sulphate is dissolved and calcium hydroxide converted to gypsum. The pulp, carrying about 2t lb. of solids per gallon, is pumped at a suitable rate to the first of a series of 10 flotation, boxes.. On-stream determination of xanthate concentrations can be made by photometric measurements at 313 nm.A simple double-beam instrument was developed for this purpose. A mercury lamp is used as the light source and a composite filter of UGll glass and chromate solution is used to isolate the required spectral region. The light beam is split into two components of approximately equal intensity. One component is passed through a reference cell containing water to a photo detector; the other component is passed through the xanthate solution to a second photo detector. The reference signal controls amplifier gain to eliminate effects of lamp intensity changes and the amplified sample signal can then be used to measure xanthate concentration.Plant trials showed that provided a clear solution free of air bubbles was obtained from an on-stream filter, the instrument indicated the xanthate concentration and operated satisfactorily for long periods.

Wet mining of auriferous gravels at L & MÆs Waikaka operation in Southland creates spoil dumps derived from stripping of a clay rich overburden, tailings from past dredging and the processing of auriferous sands and gravels. Over recent times, spoil dumps have slumped on six occasions, threatening the viability of the wet mining operation. Close examination of slump morphology, coupled with the sequence of material placement and rate of dumping suggested a mechanism associated with undrained failure of a 2 m layer of silt and sand tails forming the base of dumps.Commencing with some information on the geotechnical properties of source overburden, back analysis of failure morphology and sequence and development of undrained loading conditions from first principals, the most likely failure mechanism and factors controlling failure were defined. Based on analysis results, a scheme to stabilise the lowwall dumps was developed and implemented, augmented by continuous monitoring of pore pressures in the basal wet tails, and laboratory testing for confirmation of computed material properties.Lowwall spoil stability has improved since implementation involving changes to the method of spoil loading, and modification of wet tails composition to improve permeability and drainage of the basal wet tails under load. The method and approach to prediction and verification of failure mechanism provide a sound basis for continued mining of deeper auriferous gravels.

Leaching column techniques and microbiological methods have been described in detail in Madgwick and Ralph (1980) and Madgwick, Ralph and Sadler (1981).Sixty-nine kilograms of copper porphyry ore (0.4 per cent Cu, 2.7 per cent Fe) (particle size 2.4-11.2 mm; 60 The effect of sodium chloride (O.6M) irrigation on bacterial leaching of Bougainville copper porphyry ore was studied.Viability of suspended Thiobacillus ferrooxidants was reduced to less than 10 cells/ml in NaCI (O.6M) compared with 10' eells/ml in dilute II,SO, (0.01 M, pll 2). Salt irrigation had no significant effect on heterotrophic and sulphur oxidizing bacteria. Increascd short term recovery of copper (145 g/tonne/ 15 days) was followed by a marked decrease in tenors to less than 20 mg/litre/day compared with an acid leach, steady release, of 110 mg/litre/day. Resumption of acid leaching restored average solution copper to 46 mg/litre/day and the viability of suspended T Ierrooxidates to 10 cells/ml.Quantitative removal of sodium ehloride from ore particles was difficult and t races of NaCI remained for more than 200 days.

In the past decade several significant intrusion-related gold deposits have been discovered in terranes historically exploited for tin-tungsten mineralization (eg Tintina Gold Province, Yukon and Alaska, Tasman Fold Belt, Australia and the Altaid orogenic collage in central Eurasia). This paper presents new data on the geological and geochemical characteristics of these deposits that links them to magmatic-hydrothermal processes and highlights their implications for exploration. New data from several intrusion-related gold provinces suggest that these deposits are found in areas that contain granodiorite to granite, but with a locally significant mafic component, have Rb/Sr ratios ranging between 0.1 and 1.0, and are moderately reduced (Fe2O3/FeO ~ 0.1 to 0.6) ilmenite series, metaluminous, I-types. The intrusions are distinct from porphyry copper intrusions and tin granites, but are more akin to tungsten granites. Hydrothermal fluid types vary with depth of emplacement in intrusion-related gold deposits and new proton induced X-ray emission (PIXE) data from syn-ore fluid inclusions in shallow and deep deposits provide fascinating insight into the variation in metal content between the different settings consistent with observed deposit metal associations. Exploration for intrusion-related gold deposits in tintungsten terranes should focus on regions that contain both mafic and felsic intrusion that are moderately reduced, metaluminous, I-type granites rather than terranes with dominantly highly fractionated, strongly reduced, peraluminous S-types. Intrusion-related gold systems occur in variety of deposit styles (in part controlled by host rock, proximity to granite, and depth of emplacement) and exploration geologists need to be aware of the variety of target types in and around the intrusive environment, and be able to recognise whether they are exploring a shallow or deep intrusion-related gold setting.

Ground support performance is critical to the safe and economical extraction of ore. This is particularly important for mass mining extractions at great depth, which are currently being considered by a large number of mining companies worldwide. As the in situ stresses concentrate around critical excavations, failure occurs at the excavation boundaries and ground support is required for the excavations to remain safe and accessible for their intended lifespan. Ground support consists of reinforcing elements that are installed within the rock mass to modify its internal behaviour (generally to within one excavation radius) and surface support elements that are installed at the exposed boundaries to retain the failed pieces of rock. For surface support to be effective, the loadings need to be transferred to the reinforcing elements; however, the combined performance of rock bolts and mesh is poorly understood in terms of the energy dissipation capacity available for a typical ground support scheme implemented at most mass mining operations.Over the last 15 years or so, a large number of large-scale laboratory experiments have been completed at the Western Australian School of Mines (WASM) Dynamic Test Facility for reinforcement systems and surface support systems loaded separately. The objective of more recent testing has been to establish the combined energy dissipation capacity of typical and enhanced reinforcement systems combined with mesh surface support. Total energy dissipation has been separated into energy dissipation attributable to the reinforcement and to the mesh.
