All industrial water users are required to hold Water Rights, which are in effect licences to take, use, dam, divert or discharge water. Water Rights are obtained through a legally defined process and any potentially affected party has the per to object to their granting. A special tribunal hears the evidence for and against an application, and issues its decision, which is reviewable in a higher court on Appeal. Rights, if granted, are issued subject to conditions and, in the case of mining discharges, limits would be set on flaw rate, suspended solids concentrations, turbidity, pH and the concentrations of any potential toxicants. This paper presents a case study of an integrated, catchment wide water management plan for Lake Waahi, that was prepared by the author, and others while the author was in the employ of CoalCorp, and its predecessor, State Coal Mines. The implications on safety and productivity has been accepted as part of the process of `getting up and running'.This has changed. As companies see the lost productivity and accidents actually costing significant dollars, risk assessment is becoming an important part of the implementation of new equipment. Regulatory authorities are also seeing the preventable incidents and in some cases are now requiring a risk assessment to be undertaken on new equipment at a Mine.

To substantially reduce, if not eliminate, carbon dioxide (CO₂) emissions from ironmaking it is necessary to convert from blast furnace (BF) ironmaking using coking coal as the reductant to direct reduction (DR) ironmaking using hydrogen (H₂) and green electricity. Currently, almost all natural gas (NG) based direct reduced iron (DRI) production utilises iron oxide pellets in shaft furnaces, as opposed to fines in fluidised beds. Also, these pellets are ordinarily produced from high-grade magnetite concentrate, rather than hematite and goethite with typically higher gangue contents. The use of high-grade magnetite concentrate is driven by the preference to melt DRI in conventional electric arc furnaces (EAFs), thereby avoiding the basic oxygen furnace (BOF) for making crude steel (CS). However, in replacing BF with DR ironmaking it is not economically feasible to source enough high-grade magnetite to replace the lower grade hematite and goethite currently consumed. That is not to say that hematite and goethite, or even low-grade magnetite, cannot be used in DR ironmaking. However, their higher gangue content, resulting in higher slag production, requires that the EAF producing CS be replaced with a submerged arc furnace (SAF) that will produce pig iron (PI) for the BOF as does the BF. Here, critical issues to be addressed are, what are the technicalities in replacing high-grade magnetite concentrate with hematite and goethite and NG with H₂ in DRI pellet production and melting? This paper summarises certain relevant published information on DRI pellet research, test work and production together with relevant information on Pilbara ores. It attempts to illustrate the inter- relationship of composition and processing conditions on DRI pellet properties. It is intended to serve as a rudimentary guide to understanding the complexities of formulation, testing, evaluation, production and goethite and offer insight into this challenge.

Mount Isa Mines (MIM) Copper Concentrator currently utilises Agitair 120 banks for its roughing flotation circuit. Apart from a rotor change, the only other significant work completed to the Agitair banks since their installation and commissioning over 40 years ago has been a like for like refurbishment in 2016. The Agitair banks at the MIM Copper Concentrator currently utilise the Pipsa rotor design which progressively replaced the original Chile X rotor design in the 1980’s and 90’s in the copper concentrator. Since the development of the Pipsa rotors, modern rotors such as the Dorr-Oliver (DO) high shear rotors have been released to the market with proven recovery and concentrate grade improvements over previous rotor designs. Management of historic tailings is a major challenge facing the mining industry and its regulators. However, through improved mineralogical and chemical characterisation of such materials the opportunity to develop better rehabilitation strategies arises. Microanalytical techniques including microscopy, mineral liberation analysis and laser ablation inductively coupled plasma mass spectrometry (ICPMS) allow for improved tailings characterisation – but the challenge posed by these techniques is how to use them effectively. Additionally, data sets collected by such techniques must be properly integrated, only then can they assist in the identification of the most appropriate rehabilitation strategies. A study conducted at the Old Tailings Dam (OTD) located at the Savage River Mine, Tasmania allowed for the integrated use of several microanalytical techniques to help evaluate the benefits of a shallow water cover as a potential rehabilitation strategy. Samples (n = 144) from 14 trenches and 11 boring cores (2 m maximum depth) were collected across the OTD. These were subjected to routine acid-base accounting, with a subset subjected to detailed mineralogy using a modified sulfide alteration index (SAI), X-ray diffractometry and mineral liberation analysis (MLA). In addition, representative samples (n = 6) from across the OTD were subjected to laser-ablation ICPMS to characterise the pyrite chemistry. Our results showed that tailings in the northern area submerged under a natural water cover were relatively unoxidised from approximately 1 m depth, with SAI values of 1 to 2. Tailings from the subaerial southern portion were extensively oxidised to approximately 35 cm depth (SAI = maximum 5.8), with fresher materials observed underneath (SAI = 5 to 5.8). Pyrite from across the OTD is enriched in Co, Cu and Ni. Through the integrated application of microanalytical tools, we determined that establishing a water cover of at least 1.5 m depth across the OTD is a suitable rehabilitation option for this historic site. The Kipoi Central (KPC) copper project is located in the Katanga Province in the Democratic Republic of the Congo and is presented here as an example of an operating mine where the Mineral Resource was initially estimated by uniform conditioning (UC) and subsequently updated to localised uniform conditioning (LUC). This paper discusses the implementation of an estimate run using LUC and compares the results based on resource definition drilling to those obtained by close spaced grade control drilling and actual mill production.UC is a nonlinear geostatistical technique designed for recoverable resource estimation, typically using wide spaced exploration and resource definition drilling. The primary output of UC is the grade, tonnage and metal above a series of user-defined cut-off grades for a particular selective mining unit (SMU) block size. The UC approach is considered to provide a more accurate representation of the recoverable grade and tonnage at SMU support for non-zero grade cut-offs than would typically be achieved by a traditional linear estimator such as Ordinary Kriging. LUC is a relatively new approach involving the post-processing of a UC estimate and is used to spatially present the grade distribution predicted by UC at the SMU scale.This study demonstrates that the calculation of a more accurate and realistic grade-tonnage relationship for small SMU sized blocks is possible at the exploration stage using LUC, provided that the necessary theoretical and practical conditions for implementation of this technique exist.CITATION:Millad, M G and Zammit, M, 2014. In 2005, Dyno Nobel Canada Inc, DynoConsult and CANMET-MMSL used their pool of expertise in blasting, ground control, open pit and underground mining, mineral processing, information technology and applied mineralogy to launch a research project aimed at evaluating the role of electronic detonators in the development of a sustainable energy-efficient rock reduction process. The overall objectives were to improve health and safety in a mining environment and reduce energy consumption and greenhouse gas (GHG) production in the Canadian mining industry. The study was conducted in a quarry located in Nova Scotia, Canada, with the objective of taking advantage of the higher accuracy and flexibility of electronic detonators towards improving blast efficiency and measuring its impact on productivity in a quarry environment and energy savings. Optimising the blast sequence was the first aspect to be considered before starting to look at designing bigger blasts and achieving productivity improvements, without creating additional environmental concerns, as the quarryÆs location was representing a challenge in itself in the surrounding community. The use of high-speed cameras (500 fps) was an improved means of analysing blast dynamics during the firing sequence. Seismic monitoring and linear superposition techniques were also applied to validate the sequences to be tested in all three specific geological areas. The combination of field measurements allowed to identify the optimal blasting sequences that would then be delivered accurately with the electronic initiation systems. The data from 12 blasts (six with electronic detonators and six with pyrotechnic detonators) carried out in three different geological formations (soft, medium and hard rock) showed that the electronic blasting technology could increase rock fragmentation by 15 to 20 per cent. A more uniform distribution of rock fragment size was also obtained. Blast improvements on downstream processes resulted in a five per cent productivity increase in rock excavation and transportation, a ten per cent energy reduction in primary crushing and a 15 per cent increase in the primary crusher throughput. A prototype soft-sensor based on primary crusher data (eg energy consumption, throughput, feed and product size distribution) and a simplified computer process model were developed for online measurement of a rock operating work index. Furthermore, rock samples were collected and specimens were prepared in order to determine the tensile and compressive strength of the rock materials, evaluate the aggregate crushing work index and examine the development of micro and macro-fractures under binocular and scanning electron microscopy (SEM). Blast-induced rock damage was evaluated at the end of the laboratory testing program. A reduction in rock hardness by about 30 per cent was observed after blasting. However, the impact of the blasting method (eg using electronic versus pyrotechnic detonators) on the induced rock damage was either absent or not perceptible within the measurement technique accuracy and the number of samples analysed.

Controlled Source Audio Magnetotelluric (CSAMT) surveys were carried out by Glass Earth (New Zealand) Limited (Glass Earth) in 2006 - 2007 to investigate epithermal gold targets in the central North Island of New Zealand. The surveys were conducted using a Zonge GDP 32 8-channels receiver and a Zonge XMT 32 transmitter powered by a 16 KW generator. The electric field dipole was maintained at 20 m length (five dipoles per 100 m spread) and the frequency ranged from 4 KHz to 4 Hz. Only scalar (TM mode) signals were recorded, using one magnetic coil per spread. The transmitter bipoles were 1 - 4 km in length and located about 5 to 10 km from each survey area.   Sixteen individual target areas were surveyed by June 2007. The CSAMT survey lines (100 - 400 m spacing) were determined mainly on results from previous ultra-detailed airborne magnetic and gravity surveys conducted by Glass Earth in 2005. The data from each CSAMT line was carefully examined to remove any spurious signals and processed using Zonge SCS2D software, which can produce smooth 2D resistivity inversions of the field data. The results were presented as resistivity sections and maps to help the identification of exploratory drilling targets, mainly from the existence of subsurface high resistivity zones (resistors) that can be interpreted as caused by silicification associated with epithermal mineralization.   An example of processing and interpretation of the CSAMT data is presented in this paper on results from Glass EarthÆs Tahunaatara target, where CSAMT surveys have identified zones of epithermal mineralization confirmed by exploratory drilling.

Australian mining and engineering companies have increasingly been investing in the mining industry in Brazil. It is a country of enormous mineral and agricultural wealth, with a well-established mining sector. Some Brazilian mining companies and personnel have been journeying in the opposite direction. There are significant differences in the approaches to engineering between the Australian and Brazilian industries that can cause confusion for companies operating in the other country. These range from differing expectations during the various stages of feasibility studies to style of plant and contracting strategies during the construction phase of projects. Some of the differences are driven by tax regimes, labour costs, or different settlement patterns. Others are the result of different histories and pressures on the industries in the two nations.This paper describes some of the differences in approach found in the two countries and some of the reasons for them.

Mechanical sampling from conveyors has historically been a staple in the iron ore industry when information related to chemistry, sizing and moisture is required. In order to comply with ISO 3082:2009, samples can be taken either on a mass or time basis provided no bias is introduced by periodical variation in quality or quantity. With the introduction of mechanical sample carousels, you also have the opportunity to collect samples on a mass or time basis. In order to optimise automatic sample stations in a changing production environment, BHP Billiton Iron Ore (BHPBIO) has developed a simulation model that enables the various combinations of mass–mass, mass–time, time–time and time–mass to be investigated.The sample station model can utilise actual (variable) feed rates to achieve high resolution and enables the simulation of sample size variation. Cutter speeds and other settings can then be adjusted to better optimise the performance of the sample station with regards to optimal sample size as well as ensuring the sample station is in compliance with ISO 3082. The model can also assist process engineers in adjusting settings to better optimise the sample station and reduce unwanted events such as blockages. The model can be easily modified to conform to various sample station designs. Although several models for the surface tension of molten oxide slag have been proposed, suitably accurate predictions of this property are not yet possible. The surface tension, or surface excess free energy, of molten oxides is largely determined by the ionic coordination induced by surface relaxation. However, the associated mechanism of surface structural relaxation for molten oxide mixtures such as slag is complex and not yet fully understood. To allow a better evaluation of surface relaxation characteristics, the present work analysed the ionic coordination associated with the surface-relaxed states of several oxide mixtures. This work especially focused on calcium aluminate slags because these materials exhibit complex relationships between composition and surface tension. The effects of incorporating low concentrations of SiO2 as a surface active component on the surface ionic coordination were also examined. X-ray absorption techniques were used to assess oxygen and cationic elements in glassy samples after surface relaxation treatments, and molecular dynamics simulations based on a polarisable ion model of molten slag with vacuum/melt interfaces were also performed. The X-ray absorption techniques provided data related to electron yields (which are primarily associated with surface features) and fluorescence yields (which evaluate the bulk material). Thus, the ionic coordination characteristics of both regions were investigated. The results of molecular dynamics calculations allowed statistical analysis of the distributions of Al- or Sicentred polymorphs as well as the bond angles between cations and oxygen anions in the vacuumexposed and bulk regions in the equilibrated melt. The results indicated that bridging oxygen ions were preferentially distributed in the relaxed surface region rather than non-bridging oxygens. These bridging oxygen ions represented vertex connections between AlO4 or SiO4 tetrahedra. In the case of the calcium aluminate slags, the addition of one Ca2+ ion as charge compensation for two Al3+ ions was found to be necessary to form two AlO4 tetrahedra. This specific feature of surface ionic coordination could be responsible for the complex trends observed in surface tension data. The incorporation of low concentrations of SiO2 reduced the proportion of tetrahedrally-coordinated Al ions such that higher coordination states become dominant in the bulk of the material, whereas AlO4 tetrahedra were preferentially distributed in the surface region. SiO4 tetrahedra were the preferred Si-centred polymorph and were likely connected to one another to form bridging oxygen ions at the surface. On the basis of these results, a model to predict slag surface tension was proposed, and the energy of the formation of the ionic clusters resulting from surface relaxation was taken into account.

Iron ore sinter accounts for a large proportion of blast furnace ferrous burden in Chinese steel mills. Depleting high-grade iron ore resources and spreading complexity of iron ores in mineralogy and morphology have made it more difficult to utilise iron ores efficiently and economically. In this paper, the physical properties of iron ore particles were characterised using mechanical sieving, laser sizing and gas adsorption. From those measurements, two physical indices (fractal dimension of the particle size distribution and surface morphological factor) are defined as important variables for optimising the granulation performance of iron ores. The moisture capacity and the contact angle of iron ore particles with water were also measured to determine the strategy of water-feed in the granulation process. It can be concluded from the experimental results that an increase in the fractal dimension of the iron ore particles will lead to a better granulation performance, while an increase in moisture capacity with a range of 12.8 ~ 14.8 per cent would increase the optimum water content where the granule packed bed achieves its best permeability. This paper points to the timely importance of commencing a centrally recognised perpetual collection of mineral specimens in the Northern Territory which has as one of its objectives the collection and preservation of Northern Territory minerals of scientific, educational and heritage value. Currently in the Northern Territory there is no government department or institution that has a resourced coordinated state-wide objective to collect and document collectable mineral specimens. Specimens held in storage by the Department of Mines and Energy and the Museum and Art Galleries of the NT are not catalogued and owe their existence to fortuitous circumstances, not as a result of a planned systematic scientific approach to mineralogy. Northern Territory mineral species and unique specimens have and will continue to be driven to extinction while no central and active, recognised repository exists. This situation persists despite the fact mineral production is the Territory's largest income earner. The paper presents the arguments that hopefully will assist decision-makers to commence development of a state mineral collection lodged within an appropriate institution in the Northern Territory.

Indian blast furnaces operate with coke gener- ally containing 24 to 28% ash compared to 10-15% ash in coke in most other parts of the world. The operating problems are further aggravated by the high alumina content and the adverse alumina to silica ratio in the ore. The above factors not only increase the coke rate but, at the same time, increase the flush slag volume, make the bosh slag highly limey and thereby viscous, and produce a flush slag containing 24 to 26% alumina. Relative- ly low flame temperatures (RAFT) make conditions more difficult. The high basicity of the bosh slag limits the maximum flush slag basicity to around 1.0, beyond which the burden movement is adversely affected by the viscosity of the bosh slag: This effect is partly controlled by operating blast furnaces with high MgO in the flush slag (around.10%), which also improves the desulphurizing power of slag. Steps are underway in some plants to inject lime through theòtuyeres to control the bosh slag basicity and also to neutralise the large quantity of silica which is released at the tuyere level from the coke ash, so that the silicon content of the hot metal can also be controlled. High bosh slag basicity coupled with the characteristics of iron ore/aggolmerates, widens the softening-melting zone and alters the shape of the softening-melting zone. This leads to operat- ing difficulties and poor hot metal quality. This paper discusses the above aspects of Indian blast furnace operation and steps being taken to surmount some of the above difficulties.

New Zealand Steel Mining Limited operates two independent sand mining operations on the West Coast of the North Island of New Zealand. (Fig. 1)Waikato North Head 30km south of Auckland supplies ironsand concentrate as the raw feed for New Zealand Steel's works at Glenbrook, and Taharoa 70km further south, exports ironsand concentrate to Japan. Taharoa uses two sets of six low pressure Warman centrifugal pumps in series to load bulk ore carriers 3km off shore through two underwater pipelines.Waikato North Head delivers the ironsand to Glenbrook l8kms through a 200mm ID buried pipeline using two stages of high pressure positive displacement (HPPD) pumping.A high level of operating and maintenance expertise has been developed since commissioning the two systems which are proving to be reliable, efficient and of minimal impact environmentally.

The approach to risk management during the procurement of major projects often has a significant outcome on the ultimate delivery of a project. The NZ$1.4 B Waterview Connection project is the largest and most complex project yet undertaken by the New Zealand Transport Agency (NZTA) and the procurement process for an alliance contract was refined to provide compliance with the International Tunnel Insurance Group (ITIG) Code of Practice for Risk Management of Tunnel Works (TCoP). The principle of shared risk within an alliance incentivises a common understanding of project risks prior to finalising the alliance agreement and therefore enables superior risk management through design, construction and beyond. Risk management practices need to be instigated well in advance of commercial phases, so that commercial competition does not lead to a significant elevation of project risk. In particular the practice of gaining commercial advantage by taking on a potentially unmanageable level of risk is one of the outcomes to be avoided by the TCoP.During the procurement phase the NZTA placed high value on design and construction mitigation measures proposed in order to address ground risks, as is appropriate for a major tunnel project. In order to achieve alignment on the level of geotechnical risks an Alliance Geotechnical Baseline Report (AGBR) process was developed.This paper describes the measures taken during the procurement process to achieve certainty with respect to outcomes and minimise project risks whilst also achieving value for money. Hancock Prospecting Pty Ltd (HPPL) drilled two deep diamond stratigraphic holes (ECD0001 and RHD0296) within the eastern Fortescue Valley in the Pilbara of Western Australia. Located south of the Roy Hill Iron Ore project, the holes aimed to define the stratigraphy of the Marra Mamba Iron Formation (MMIF) of the Chichester Range and its south-dipping extensions below recent cover. Previous attempts to define the MMIF of the Chichester Range have resulted in differing interpretations due to the data available at the time.The unweathered MMIF beneath the Fortescue Valley in the HPPL drill holes is characterised by dolomitic carbonate interbedded with stilpnomelane-rich shales, chert and banded iron formation (BIF) with hematite staining. This intersection equates to ~75 m of carbonate-facies iron formation, as opposed to the ~230 m thick oxide-facies BIF and shale sequence encountered south of the Fortescue Valley.Various detailed geological core analyses and interpretations from ECD0001 and RHD0296 were integrated with regional diamond and reverse circulation (RC) holes from across the Fortescue Valley. Interpretation of the data indicates that the eastern Fortescue Valley MMIF represents a thinned thickness sequence of the whole formation. The MMIF of the Chichester Range and Fortescue Valley has gamma logs that correlate strongly in parts to the type section used for MMIF south of the Fortescue Valley. Therefore, the outcropping MMIF in the Chichester Range represents an eroded equivalent of the æreducedÆ thickness MMIF observed in ECD0001 and RHD0296.Data from deep diamond drill holes across the valley, from the Hamersley Basin to the Carawine Basin, were correlated. The correlation shows that the depositional site of the MMIF in the HPPL diamond drill holes is consistent with a proximal ramp setting, in which iron-rich shales wedge up-palaeoslope and shelf-derived carbonate turbidites wedge down-palaeoslope. Not only is it the occurrence of these shales that define the MMIF, but they also determine the northward potential to develop orebodies, as they are the source of iron from which iron-rich oxides and carbonates of metamorphic or diagenetic origin form.CITATION:Hurst, J, KrapeP, B and Hawke, P, 2013. It is challenging to determine the optimal mining strategy to maximise value when a mine plan includes mineralised material which does not meet the full cost of mining but has value exceeding the variable cost of mining (‘marginal material’). Mining too much marginal material dilutes the operation’s head grade and undermines profitability. Conversely, leaving too much metal behind fails to achieve the full value of the endowment. Finding the balance between the two will maximise value delivered from the asset. This dilemma has traditionally been approached by calculating a suite of cut-off grades to define the grade of material that meets economic targets for an orebody (or zone within) and should therefore be included in the mine plan. A problem with this approach is that individual mining blocks within the zone have different costs, value and confidence levels, with each having economic co-dependencies between them. Blocks of identical grade but different mining contexts will have distinctly different economic outcomes. For example: • a block may be a low-grade increment or shell around a higher-grade stope; • a block may be available to be mined when there is spare mining capacity; or • a block may defer access to significantly higher cash flow material. Each of these circumstances would result in different value from the blocks if included as part of the mine plan. Cut-off grades calculated as averages over zones of material, or in isolation from schedule-based information, are missing the entire mining context that determines the ultimate economic outcome of making a mining decision. There are tools and techniques available to address this for open pit mining, however underground mining has different nuances. There are more intricate economic and physical dependencies between potential ore blocks, and importantly, the decision to leave material in situ can be made at any time. The case study in this paper explores a new methodology for underground mining, targeted towards strategic planning applications. It examines whether the economic logic usually applied via cut-off calculations can be implemented in the schedule so that optimal economic decisions can be made on a block-by-block basis, taking into account the mining context of the block, with the objective to maximise asset value. The results of the case study scenarios in Table 1 demonstrate the magnitude of the potential improvement in NPV that can be attained by a block by block valuation approach

Ok Tedi Mine is located eighteen kilometers from the Irian Jaya border in the Star Mountains, Western Province, Papua New Guinea. Sequential flotation concentrators produce a copper / gold concentrate for market, and a pyrite concentrate for environmental containment, with low sulphur tailings from the pyrite flotation sequence being discharged to river. Strict sulphur assay targets are set for the riverine discharge. Current porphyry and skarn ore blends from open pit operations at Mt. Fubilan will cease by 2017. However, drill cores indicate an economic ore body in the skarn ores surrounding and below the current pit limits. With proposed mining from a western pit wall ‘cut back’ and an eastern pit wall underground operation, potential for ore ageing in sub level cave underground stockpiles is apparent. With little information in the literature, Ore Ageing test work at prefeasibility level consisted of multiple one tonne stockpiles of -50 mm crushed rock. For the bankable feasibility study, a successful test work program was implemented utilizing 40 tonne ROM ore stockpiles composed of exposed pit extensions of future ores. Realistic ageing profiles of Skarn ores were obtained from one tonne monthly samples subjected to laboratory testing. Test work outcomes included:• Similar ore ageing profiles from both the pre feasibility study (PFS) and feasibility study (FS) programs, suggesting ore susceptibility to oxidation has greater effect in ore ageing than rock size for Ok Tedi skarns. • Laboratory rougher flotation of pyrite showed significant variation in sulphur recovery rate, suggesting three classes of pyrite floatability.• Laboratory rougher flotation of both copper and pyrite for up to 19 months ore ageing from 11 stockpiles, suggested three stages in the ore ageing process.

The Roy Hill Project is an independent integrated port, rail and mine development in the Pilbara region of Western Australia. The bankable feasibility study for the project was completed in January 2011 by Roy Hill Holdings Pty Ltd, a wholly owned subsidiary of Hancock Prospecting Pty Ltd. The Project will deliver 55 Mt/a of premium quality iron ore to a rapidly growing market with a mine life of over 27 years. This study is based on exploiting a 1.2 Bt bedded resource of microplaty haematite-rich Marra Mamba, from which 562 Mt of reserves has been delineated to date. A further 1.1 Bt resource of detritals and low grade bedded is proposed to be mined once the bedded high grade resource is depleted. Roy Hill lump and fi ne ore products will compete strongly with other Pilbara products. As a low cost producer, Roy Hill is on track to capture four per cent of the global seaborne traded iron ore market. The project decision to proceed is targeted for Q2 2011 to enable first ore on ship by Q2 2014.
