Green policies have gained momentum since the 1972 Stockholm, Environment Conference. The environmental movement has influenced political initiatives both in New Zealand and abroad. Governments and international institutions have addressed local, regional and global environmental issues with varying degrees of success. New Zealand so far has not supported the United Nations' call for sustainable development in a consistent manner. New institutions and new rules for resource management mean there are opportunities to look after the land in different and more ecologically sensitive ways than has happened in the past. The increasing influence of regional councils in resource management planning will have important implications for mining and mineral exploration. These trends are discussed and possible future events outlined. Green policies have gained momentum since the 1972 Stockholm Environment Conference. Environmental issues are now global and the twentieth year Environment Conference planned for 1992 is likely to see new commitments made by world leaders and their national governments. Green politics may be the popular trend of the moment but green principles of managing the earth's resources are here to stay. There are many businessmen, many technologists, and many politicians who have hoped that the environmental movement was a passing fad and would fade into oblivion. The evidence is otherwise. Far from passing into oblivion, the environmental movement is growing rapidly. Each year brings further scientific data that indicates mankind is on a self destructive course unless we learn how to better manage the earth's natural resources. This information has contributed to a growing population of environmentally aware people. In the last 20 years there have been messages of concern about a population increase out of control and the energy crisis which focused on dwindling oil stocks. The issues are all interrelated including the present global issues of climate change and thinning ozone layers. The attention being given the messages by the United Nations and member states requires similar attention by industry. The problems have been identified; the challenge is to determine what should be done about them. Every challenge brings new opportunities and the future need not be doom and destruction. Mining is seen by some of the environmental action groups as unnecessarily destructive of the environment, but I do not see mining ceasing in the next few decades. Rather, the rules will be clearer with some areas excluded from mining, the methods of extraction will improve, the technology of processing will become more sophisticated and restoration of mining sites will be not only normal practice worldwide, but the end result may leave no hazards, may enhance the landscape and may result in acceptance of the industry by the general public. For that to happen, commitment and cooperation is required between the industry, the government, and society. As an Officer of Parliament my role is to review the system of agencies and processes established by Government for allocating, using and preserving natural resources and to report whether the system is maintaining and improving the quality of the environment. I also have a responsibility to see that the environmental planning and management carried out by public authorities is effective. That Ineans I have a keen interest in how the mining industry is administered by New Zealand public authorities, including Ministers of the Crown and district and regional councils. Today I intend to review the approach to resource management being taken by international agencies and by the New Zealand Government, and to comment on how environmental impact assessment for mineral exploration, as well as mining, may be administered in the future.

Rb-Sr measurements on total-rock samples of granitic rocks from the Mount Isa region have confirmed the existence of two periods of granite-forming activity. The Kalkadoon Granite, together with the Ewen Granite and possibly an older phase of the Sybella Granite, has been shown to belong to the earlier age-group at 1760 m.y.; the Wimberu Granite and a pegmatite associated with the Sybella Granite have been dated at 1540 m.y. The initial Sr ratio suggests that the Wimberu Granite may be new material of deep-seated origin.Further Rb-Sr measurements have confirmed previously-reported K-Ar results upon biotites from these rocks, whilst showing that, in this metamorphic terrain, biotites have lost varying amounts of radiogenic Sr and Ar, and therefore yield ages which are younger than the true age of the second event.

Mining ventures are essentially risky businesses. Explorers and project developers (plus their investors and financiers) attempt to minimise the risks involved or at least manage them. Core considerations are the obvious technical and commercial risks, but the socio-political system and regulatory environment in which the project will operate can be more important. Successful mineral investments in a country depend upon obtaining realistic and reliable technical results in a country that provides certainty, to gain and maintain investor confidence in a project. Brief commentary is provided on the usefulness of professional accreditation and ethics plus other specific reporting codes (eg JORC/VALMIN Codes) in reducing risks by reinforcing high technical competence and reputable individual professional behaviour (particularly in the context of currently perceived high corruption levels in so many countries). These various risk components are reviewed, especially in a global context, to showcase New ZealandÆs current position. Successful projects are those which provide investors with credible and reliable optimal results in less volatile environments because investors/lenders hate uncertainty and surprises even more.

The presence of gold or tin in a particular place in payable quantities may be suspected from geological and prospE;cting reports. It behoves the engineer by judiciously spaced boreholes or pits to establish whether the place is exploitable with profit, and it is the purpose of this paper to set out the ways in which this is done. The various types of deposit to be considered occur in Malaya, Thafland and Borneo, in which countries the writer spent four years in estimating alluvials.The methods described were used in actual practice both by the writer and previous engineers for the same company. The subsequent exploitation of the alluvials evaluated by the methods given below shows that the recovery was as good as, and sometimes higher than, expected. No claims are made to the originality of the methods, but it is 'felt that they may be new to some engineers and< interesting to others contemplating alluvial testing.

When the first rush of miners took place on the Molyneux River, in the Dunstan Gorge, the gold was won by means of cradling the gravel, which was shovelled from the various beaches and crevices in the rock-bound sides of the river.The above method of winning the gold was only practicable when the beaches were not covered with water, hence the work was usually carried on during the winter months, the ordinary level of the river during spring and summer months being some ten or twelve feet above winter level. The melting of the spow in the Lakes water-shed being responsible for the high summer level of the river.As the available beaches were worked out, other methods of winning the gold were proposed and worked with more or less successful results the first advance being to work the bed of the river by means of a spoon dredge. The spoon was made with a round lip or ring of iron, having a steel cutting edge on one half of the circumference, at the opposite side a socket being forged to take a long spar or boom, which was securely fitted thereto. At intervals round the hoop, half-inch holes were bored to enable. a bullock-hide bag to be laced on to same. The spoon was worked from a pontoon which carried a crab winch, tackles and the necessary washing appliances to treat the washdirt lifted. In starting to dredge, a tackle was attached to near the upper end of the boom, and a line or chain was carried over a cat head from the crab winch...

Situated in the Greymouth Coalfield, the Mt Davy Block contains a significant resource of high quality bituminous coal suitable for use in metallurgical coking coal blends. The coal, which is all low sulphur, is seen as a complementary deposit to export coking coal at Stockton Mine.   Previous drilling by State Coal Mines (1948 - 1953) and Japanese interests (1970's) have been supplemented by Coal New Zealand drilling (1992 - 1993) and surface mapping. A mining feasibility study was completed in late 1993 and approval gained for the driveage of an exploratory tunnel to the target seam.   Following construction of surface facilities, tunnel driveage on a 1:5 decline commenced from Rewanui in May 1995 and to date about half the required length has been driven. When the seam is intersected a comprehensive geotechnical testing programme will be undertaken to assess the in-situ mining conditions. It is expected that the results will confirm the assumptions made in the feasibility study.   The Mt Davy Mine, at depths of 500 - 700 metres, will be the deepest underground coal mine ever inNew Zealand and in-situ stresses (orientation and magnitude) will be important considerations for mining engineering. The coal has a high gas content and suitable techniques for gas control and prevention/mitigation of coal outbursts will be necessary.   Mine development is scheduled to commence in mid 1998 and an annual production level of 500 000 tonnes is forecast. The coal seams will be developed by continuous miner and coal extraction will be by hydraulic monitor. Coal will be pumped to the surface and from Rewanui transported five kilometres to Dunollie either by truck or slurry pipeline. At Dunollie a coal dewatering plant, coal stockpile and rail loadout will be constructed.

Disposable-tip emf cells at present used in liquid steel can be used to measure the state of oxidation of high-iron slags produced in non-ferrous smelting. This provides a new tool for the control and evaluation of pyrometallurgical operations.An investigation of oxygen potential variations throughout a typical nickel smelter using the flash smelting technique gave a valuable insight into the process. Correlations of oxygen potential with ferric to ferrous oxide ratio and nickel content in slag were in reasonable accord with equilibrium data in the literature indicating that the probes may be used both as a plant investigation tool and possibly as a means of obtaining thermodynamic data for slags.

The legislative operating environment, or the mineral regime, that a country has to offer is one of the key determinants that a company wanting to invest in an area takes into account in formulating its investment decision.   The New Zealand Government recognises this and the importance of getting the regime right in order to provide for continuing investment in mineral exploration and mining in New Zealand . In recent years, the Government has given considerable attention to developing legislation which provides for investment to take place; for those making the investments to have a stable, fair and open investment environment with government intervention only when considered absolutely necessary because other approaches are not working; and for the people of New Zealand to know that investment must meet acceptable health and safety standards and have acceptable impact on the environment. Also of key importance is having a clearly defined mining regime which includes rules on how to obtain a permit and rules in respect of ongoing permit compliance, rights to develop a mineral resource and permit conditions (in particular, the royalty regime). In New Zealand , these matters will all be addressed in what are referred to as 'minerals programmes'.   The Crown Minerals Act 1991, which is the legislation governing the allocation and management of permits for Crown owned minerals, requires that the Minister of Energy prepare minerals programmes. Minerals programmes establish the policies, procedures and provisions that the Minister shall follow in exercising his or her functions and powers under the Crown Minerals Act. Minerals programmes set out the principal reasons for and against adopting these policies, procedures and provisions and also restrictions on prospecting, exploration and mining for Crown owned minerals. Essentially minerals programmes define the mining regime for the minerals to which they apply, other than the taxation regime, environmental and health, safety provisions, land access matters and general matters concerning the investment climate.

Lord (Geological Survey of Western Australia): During the last few days in Kalgoorlie here we have heard on various occasions of the great job the mining engineers have done persisting against rising costs and increasing salaries without a rise in the price of gold. I think it has been somewhat overlooked that it has been difficult to find additional ore as well. I consider that geologists also should be commended on their action in persisting to search for more orebodies. This goes on in any mining community, but in Kalgoorlie in particular, I believe, over the last few years that it has been more difficult all the time to find additional orebodies and the Companies are calling for higher grades to offset the economic condition. I feel that this paper by Mr. Finucane shows that the geologists have persevered on an idea and discovered that they can find additional orebodies in the calc schist where previously it was thought that these did not occur. This has added many tons to the ore reserves, and although it is not very significant at the moment, the significance will probably improve as more work is done.The whole thing has shown us the importance of economic geology. Mr Finucane has had many years of experience here and he has given us a very able exposition of the economics of ore finding, and there are not many questions that one could pose to him, because most of the information he presented is obviously fact borne out by drilling, underground development and lining up the ore channels. During the latter part of 1937 consideration was given to the construction of a; local smelting plant for producing blister copper. Previously copper concentrates had been shipped to the United States of America. The proposition had the advantages of a saving in cost of realization, quicker financial return and reduced dependence on overseas shipping.The smelter was designed by the existing staff, who had difficulty in obtaining data on small plants, particularly on the reverberatory furnace. Construction was started in March, 1938, and the reverberatory was blown in on January 16th, 1939. One roaster had been operating for several weeks prior to this date.While results and operating technique on this new departure in small-scale smelting are barely beyond the experimental stage, it is felt that the experience gained to this time should be recorded to help fill the obvious gap in published information covering plants of this type.At present there are three copper smelters operating in Australia; the other two plants are equipped with blast furnaces.LOCATIONThe new smelter is situated in a position convenient to the concentrator and to the power plant. A new 2.5D airborne electromagnetic (AEM) algorithm has been developed by Intrepid Geophysics and Jovan Silic & Associates. The advantage of 2.5D (2D geology, 3D source) AEM inversion in 3D geological mapping applications and identification of conductive drilling targets, compared to the more commonly used conductivity-depth imaging (CDI) transforms or 1D inversions, are demonstrated using examples from banded iron formations (BIFs) and other geological settings. We show emerging AEM systems are capable of providing estimates of economic rock unit thicknesses, dips and fault definition at an accuracy that mitigates the need for pattern drilling.The 2.5D inversion application used in this work and described in Silic et al (2015) is a substantially changed version of ArjunAir (Wilson, Raiche and Sugeng, 2006), a product of CSIRO/AMIRA project P223F. The changes include a new forward model algorithm and a new inversion solver. The application enables the accurate simulation of 3D source excitation for full domain models inclusive of topography, non-conforming boundaries and very high resistivity contrasts. Solution is accurate for a geoelectrical cross-section, which is relatively constant along a strike length that exceeds the AEM system footprint.The major innovation includes a new inversion solver with adaptive regularisation, which allows the incorporation of a misfit to the reference model and the model smoothness function.Memory usage has been dramatically reduced and is estimated prior to execution. For speed the software has been parallelised using Intel message passing interface (MPI) and can be used on standard computing hardware or computing clusters. Data from survey lines with lengths exceeding 100 km can be inverted on high end laptop computers.We allow flexibility in the selection of components and in the estimation of noise.AEM inversion examples are shown for surveys from BIFs, base metals (volcanogenic massive sulfides) and geological mapping projects and the results are compared with known geology and drilling. Nuclear magnetic resonance (NMR) has been utilised in the oil and gas industry for over 60 years. The technology was recently identified as having potential value in iron ore, where latent bound moisture may affect ore handling even after dewatering and extraction. The first step in introducing this technology to iron ore involved laboratory tests on drill core samples. These results established the parameters for a downhole borehole magnetic resonance (BMR) tool for iron-rich environments, which was subsequently developed. A major challenge involved shrinking what is a very large tool in the oil industry to a slimhole, lightweight, 1-man deployable mining tool.Of primary concern was the ability to measure the very fast transverse relaxation times (T2s) seen in the lab results on iron ore samples. Iron creates local field gradients that significantly decrease the T2 times. As a result, the BMR tool had to be able to measure T2s in the range of hundreds of microseconds, a level not required in clastic sedimentary formations. The choice of T2 cut-offs in iron ore is critical to successfully separating the free and bound fluids. The industry has typically focused on T2 cut-offs in clastics and carbonates, but not in systems with high iron content. Using core analysis results (poro-perm and NMR) we were able to verify the BMR response. The T2 cut-offs were determined from NMR core analysis and then applied to the logs so as to provide a continuous, calibrated permeability log.Field results that highlight the challenge involved in logging in iron-rich environments are presented, as well as some minimum requirements for a successful BMR log. Using a cylindrical hydrocyclone with a long vortex finder as the separator, a batch sizer was developed for the fast comparative sizing of the coarse solids normally encountered in mineral pulps.Operating times as short as 2 or 3 min gave separations ranging from 16 mesh down to the subsieve sizes.Reproducibility was good and sensitivity was adequate for most applications.

Geoscan is used for multi-elemental analysis of conveyed bulk materials in real time. It has been used for coal analysis since the 1990s, in the cement industry, and since 2003 for measuring mineral ore quality. Geoscan-M has proven performance and demonstrated paybacks of weeks or months, in iron ore, manganese, copper, zinc-lead and phosphate industries. Geoscan-M measures continuously through the full bed depth and is unaffected by belt speed, particle size, layering and dust levels. Increments of two minutes (typically one to five minutes) are accurately measured and provide the plant operators with tonnage weighted results of each element within seconds.A Geoscan installed after crushing is able to measure quality shortly after mining. The analysis results can be used to divert the increments based on composition, such as diverting waste for disposal and diverting marginal material to a stockpile for processing at a later date. The bulk sorting process allows different qualities to be placed into relevant stockpiles for subsequent blending. Material meeting product DSO (Direct Shipping Ore) quality can bypass a beneficiation circuit to prevent unnecessary treatment costs. An analyser in a blending application enables proportioning of different quality feed materials from multiple stockpiles to achieve a desired compositional consistency for process feed. The parameter used for decisions may be; a) primary metal content, e.g. Cu, Fe, P, etc. b) deleterious component content, e.g. Mg as an indicator of talc content, c) process parameter content, or a combination of these. Process parameter content may be the elemental ratio between critical components, e.g. Cu:S ratio, Fe:Si ratio, basicity, Lime Saturation Factor, etc. or the content of an “indicator” element, e.g. Si as an indicator of material hardness or grindability.Measurement of the composition in real time enables prompt feedback to the mining operators and also feed forward to the process operators. Compositional variability can be critical in the process and advance warning enables appropriate reactions prior to processing. This may include modifying the feed rate, changing the feed blend (through additives), or modifying reagent dosing in anticipation of a change in feed quality. Benefits include, but are not limited to; reducing waste processing, improved feed grade stability, reducing energy, water and grinding media consumption, producing less tailings, increasing process efficiency, higher metal recovery, better plant utilisation, reducing plant downtime, better utilising mined material, all achieved using the same process plant throughput capacity.CITATION:Kurth, H, 2015. Wattle Gully Gold Mines N.L. of Chewton, Victoria, has decided to replace its present battery plant by a new mill to treat a free milling gold ore, after fine grinding, by concentrating coarse gold in a jig concentrate for amalgamation, and fine free gold and auriferous sulphides in a flotation concentrate for cyanidation. This paper outlines the economic justification and advantages of this step. In a review of the present position at the mine, a history of the company is followed by a description of the ore and its occurrence.Present treatment practice in two separate battery plants is described. Treatment tailings assay 1 dwt/ton gold and a substantial part of this gold is finer than 200 mesh.Experimental work showing how recovery may be improved is discussed and alternative methods of concentrating coarse gold mentioned. It is decided that the most suitable method for recovering gold from the ore is by jig concentration plus flotation.The merits of various flowsheets incorporating these techniques in the existing plant and in a new plant are assessed. It is concluded that there is no advantage in extending or converting the existing two battery plants, and it would be more economical and satisfactory to build a new plant.An economic study shows that for a capital expenditure of £120,000 a new plant could be erected to treat 70,000 tons p.a., working a 5-day week, and return an additional 14.2/- per ton, or £50,000 p.a., in revenue over the existing plant. It is estimated the plant cost can therefore be recouped out of savings inside three years. The Broken Hill orebody ,occurs in the Willyama Complex, a block of Precambrian rocks which have been strongly folded and metamorphosed at moderate to high grade. Although -the origin of the silver-lead-zinc mineralization remains obscure, recent investigations have substantiated the view that the orebody has undergone concomitant high grade metamorphism with the enclosing wallrocks. The mesoscopic structures produced by this metamorphism are described, and the possible processes Telating to their formation are disoussed.In the high grade ore, metamorphic structures which can be recognized are foliation and lineation, wallrock fragments, layering, flow folds, ore breccias, and sulphide bearing veins. These structures can be related to processes involving plastic flow and fluid phase transport of the mineral assemblage. 'In areas of low grade mineralization adjacent to high grade ore, the structures more closely resemble those produced in -the wallrocks-foliatlon, lineation, layering, folds, and sulphide injections. Within areas of high grade ore, lenses and pods of manganese silicates Probably represent original inhomogeneities in the ore, i.e., portions of manganese-rich and sulphide deficient rock which have been metamorphosed to manganese silicates.From the structures displayed, a sequence of events has been established for the plastic flow of ore during deformation.

It has been fairly firmly established (Fisher, N. H., 1945) that the fineness of the gold in any ore deposit varies with the depth from the surface at which the deposit was formed, and, as a corollary to this, that it is dependent upon the temperature and pressure at the time of deposition. This relationship is such that, under certain conditions, the gold fineness, taken into consideration with other recognised criteria, furnishes a very sensitive and reliable guide to the relative temperature of ore formation, at least within the epithermal and the upper part of the mesothermal range.Definition of Fineness.The fineness of gold is calculated in parts per thousand and refers to the proportion of gold present in the naturally occurring metal in the lode, which is actually a gold-silver alloy, containing usually about 10 parts per thousand of base metal and up to 500 parts perthousand of silver. A clear distinction should be made between fineness and gold-silver ratio. The latter refers to the total gold and silver in the lode as determined by assay and is usually expressed as the ratio Au:Ag. Only in deposits where other silver-bearingminerals are entirely absent, which occurs comparatively rarely, can the gold-silver ratio be used as a measure of gold fineness and, in many cases, the two have no relationship. For instance, in the Edie Creek area in New Guinea, the lodes formed under shallow epithermal conditions all carry gold 500 to 550 fine, although the gold-silver ratio ranges from 1:100 to 1:1, in places in adjacent lodes.Determination of Gold Fineness.The fineness of lode gold can be determined only after it has been separated from all other minerals. Amalgamation recovers gold fairly cleanly - unless native silver is present - and the fineness of amalgam bullion is generally a reliable indication of the correct fineness of the gold. If the use of plates is involved, the bullion may be adulterated, but the effect of any copper, or other metal, that may have been introduced can be cancelled by assuming that the gold and silver shouJrl add up to about 990 fine, or by ignoring the base metal content altogether, which varies little in naturally-occurring gold, and in calculating for comparison purposes all fineness figures to the basis Au + Ag = 1,000.The composition of bullion obtained from cyanidation is generally intermediate between the true gold fineness and the total gold-silver proportion as determined by assay of mine or mill-head samples of Cyanide solution dissolves other silver-bearing minerals and the fineness of the resulting bullion is thereby lowered. Consequently, the fineness of cyanide bullion rarely corresponds to the true gold fineness and is useless for diagnostic purposes, although it is a common fallacy to refer to the fineness of cyanide bullion as the fineness of the gold.

Water use and wastewater management is becoming a focus for many industries around Australia and the rest of the world. Good quality water is increasingly being recognised as a precious resource, and regulations on the bulk storage and discharge of waste streams is becoming more stringent in order to protect the environment, existing water reserves and the communities that use these resources. Components such as heavy metals, arsenic, cyanide, and sulfate from acid mine drainage are some that occur at mining and metallurgical processing sites. Removal of such components can allow safe re-use of these streams, reducing the new water requirements of the process, or else allowing acceptable discharge to the environment. Re-use or discharge of treated water eliminates or reduces the risk associated with storage of large volumes of contaminated water on site.Technologies where a contaminant is selectively precipitated and removed as a sludge are used for many of these treatments. Selection of the best treatment option for wastewater must depend on what is suitable to each site, and consider not only the nature of the contaminant, but also other aspects, including the location and situation of the site, local regulations, cost of reagents, the sensitivity of the local environment and waste sludge disposal options. To outline how an effective and economical solution can be designed and delivered, this paper will present a case study for the removal of arsenic from a site wastewater, from assessment of the problem, selection of suitable technology, design and implementation, to the benefits delivered to the site.CITATION:Salokannel, A, Nevatalo, L M, Martikainen, M, van der Meer, T and McCulloch, J, 2013.
