"Mine decommissioning is the final phase in a mining project. Planning for decommissioning must commence for a proposed mine even before the government approves it. Queensland mining approvals require proponents to commit to completion (or closure) criteria defining successful rehabilitation. Queensland mining project statutory environmental authorities must also specify how progressive rehabilitation is to occur throughout the mining project. Final landforms with graded banks together with creek and run-off diversions are often required and constructed early in the life of a mining project. At closure, mining projects must demonstrate that future medium-term risks are not significant, or failing this, a residual risk financial payment must be made to the state. CSIRO climate change projections indicate that Queensland is likely to become warmer this century with less rainfall in parts and with extreme rainfall events likely to occur more frequently. This project was undertaken to?determine: if current rehabilitation planning tools assist in determining the environmental risks from mining closure not adequately addressing climate change if these risks are addressed by current rehabilitation outcomes.The north-west Queensland mining region and the central Queensland coalfields were represented in this project by five study sites. Local data sets for temperature, rainfall and rainfall intensity were produced using conservative greenhouse gas emission scenarios representing likely future atmospheres, and using the SimCLIM climate model, Evaporation data sets were also derived from available climate parameters. These projected climate variables supported equations and models used in Queensland to determine mining project rehabilitation completion criteria. Storm intensities and return intervals were directly applied to assess the likelihood of failure of engineered structures such as stormwater diversions and banks. Plant cover change determined by an existing growth model together with rainfall intensity and changes in the R and C factors of the universal soil loss equation (USLE) erosion model enabled estimates of long-term erosion rates. Flood estimates were undertaken using regional rated catchments.The study found that stormwater diversions and banks on recontoured rehabilitated landforms, if constructed to currently accepted completion criteria, would likely fail within 30 years and with the likelihood of failure steadily increasing thereafter. The change in likelihood of failure was able to be estimated and could be applied to the determination of residual environmental risk for approval of a surrender application involving rehabilitation. The USLE model showed that long-term erosion rates increased as a consequence of climate change from north to south across the Queensland mining precincts. Because the growth model did not consider carbon dioxide fertilisation affects, results would likely be worse-case.Likely climate change outcomes have consequential residual environmental risks of mining project rehabilitation failure. This increased risk may result in increased payments to the state from mining projects where high consequences exist. EGAT Mae Moh Lignite Mine in Thailand produces about 16 Mt of lignite annually from open-cut mining. The coal is used to generate 2400 MW of electricity. In the near future, however, the coal must be extracted from underground at 400 - 500 m deep from the surface. The problem is the thickness of the coal seams. There are two coal seams that are about 25 m thick with 20 - 25 m of interburden between them.In order to investigate thick seam mining systems and propose a new mining system in ultra-thick coal seams in Thailand, a joint research group was established by Japanese and Thai researchers and mining engineers in early 2009. This paper describes conventional underground mining systems and underground coal gasification for thick coal seams and discusses the applicable coal mining systems to this mine. Then, this paper proposes an innovative underground coal mining system for thick coal seam, ‘eco-friendly underground coal mining system which consists of the utilisation of flyash and CO2 storage’.

Although AustraliaÆs coal mining industry is currently experiencing a pleasing period of price relief, long-term trends toward lower real prices will surely continue. Higher price levels attract expansion by existing operators and market entrance by new operators. History clearly demonstrates the relentless long-term march toward ever lower real prices. Therefore, the need for economic returns applies constant pressure to improve productivity. To be sustained, high productivity requires a systematic response based on a solid understanding of critical productivity determinants. The most powerful determinant of productivity is now widely understood to be workplace culture. Culture largely comprises a combination of behaviours, symbols and attitudes. This paper will examine and review scienceÆs latest discoveries in human behaviour. It will provide a proven, practical framework for understanding behaviour and applying this knowledge. Significantly, it will highlight why conventional approaches toward improving productivity often provide disappointing economic returns. The modern understanding of behaviour factors will cover coal face operations. More importantly, because executive and managerial levels in coal mining have significantly greater impact on industry and mine productivity the paper will concentrate on leadership. Particular emphasis will be placed on use of modern systems and in particular use of what are by far the most powerful drivers of behaviours û measurement, analysis and reporting systems. The paper and presentation will show how conventional systems rooted in antiquated American legislation from the early 1900s stifle productivity improvement and drive suboptimal and even counterproductive behaviours. These commonly used systems will be compared with accurate and effective modern methods for assessing performance to improve productivity. These principles are proven in all industries and effective application in mining will be highlighted. Actual results will be used to demonstrate practical approaches successfully applied in both metal and coal mining in Australia and overseas.

China is the largest coal-producing country in the world, while the geological conditions of deep coal mining are extremely complicated with high ground stress, high gas pressure and low permeability, which results in the difficulty of gas drainage and aggravation of gas explosion and coal and gas outburst disasters. Co-extraction of coal and gas is an effective method to eliminate coalmine gas disasters and realise the safe exploitation of coal and efficient gas drainage at the same time. This concept is widely accepted by the main coal-producing countries around the world, while the concrete definition of co-extraction is vague and not unified, and there is little accurate theoretical support for co-extraction of coal and gas, which makes it hard to determine efficient gas drainage methods correspondingly according to the features of coal seams in a comprehensive and systematic way. Based on theoretical analysis, laboratory test and field observations, basic thoughts and specific definition of co-extraction of coal and gas were put forward after analysing the occurrence characteristics of coal seams in China. We obtained the mechanism of mining-enhanced permeability and established the corresponding theoretical model, which is the process of fracture network formation through opening recovery of the original fractures and new fractures produced by unloading damage. Based on the core idea of ‘mining-enhanced permeability’, engineering approaches of ‘unloading by boreholes drilling’ for the single coal seam and ‘unloading by protective seam mining’ for the coal seam group were proposed to realise safe and efficient co-extraction of coal and gas. Meanwhile, combined with engineering practice, we put forward the construction principle of coal exploitation and gas drainage system in different coal seam occurrence conditions. Gold Fields Australia (Gold Fields) has identified that improving productivity through more detailed shift planning and operational control of mining activities is a key driver to the success of their business. The Hamlet mine was chosen as a pilot site to trial a system that would allow production engineers and shift bosses to align the execution of short-term activities with the longer-term goals of the organisation.Gold Fields partnered with Deswik to introduce an on-site, collaborative, web-based system to allow mine planners to quickly build-up a detailed, activity-based, shift schedule for the coming week from the 13-week plan. Multiple stakeholders could then review and alter the plan, and then track and manage the execution of the activities.The system is designed to be integrated with production data capture systems to allow tracking of progress towards completion for each activity, as well as to plan and monitor the equipment operating in the mine. Integration of systems allowed engineers to use the large quantities of production data being captured to make informed decisions in the operations environment.The system replaced a complex set of spreadsheets that required expert users in Gold Fields to maintain. By capturing the data in a central database, the planning process is transparent and historic data from the execution of activities is available for analysis to improve productivity in the future.The system has ensured that the highest priority and critical path activities for the business are completed at the right time, improving the efficiency of operations.CITATION:Deucker, E and White, A, 2017. PART 1The quantity of dust present and the methods used for suppression of dust in metalliferous mines has, in recent years, received considerable attention from mining engmeers in various parts of the world. Shortly after the publication of the General Report of the Miners' Phthisis Prevention Committee, South Africa, in 1916, the officers of the Broken Hill South Limited started investigations into the conditions of the dustiness of the air in the underground workings. As the methods used are not generally known in Australia, the writers are of the opinion that the present is an opportune time to place them before members of the Institute. A large amount of the subject matter of this paper has been drawn from the 1916 and 1919 reports of the Miners' Phthisis Prevention Committee, South Africa, the paper of Mr. Innes published in "The Chemical, Metallurgical and Mining Society of South Mrica"; also various articles appearing in the Journal of Industrial Hygiene, and the American Journal of Public Health. A great deal of research work into the cause, prevention and estimation of mine dust has been made by the Miners' Phthisis Prevention Committee of South Africa, and officials of the United States Bureau of Mines. The writers considered it advisable to begin the investigation at the South Mine with apparatus and methods developed by the South African Committee.Through the Australian agent of the Cape Explosives Company, inquiries were made preliminary to procuring the necessary apparatus for the determination of dust, from South Africa. The writers then learned that the older gravimetric method used by the Phthisis Prevention Committee was likely to be superseded by the konimeter...

Circuits with unconventional and potentially more complex designs are predicted to become more common in the future as plant designers and operators look to process ores more efficiently. Ideas have been presented on how circuit design may be changed to utilise todayÆs technology to address tomorrowÆs challenges (Powell and Bye, 2009; Powell, Benzer and Mainza, 2011a). High pressure grinding roll (HPGR) installations in various configurations; application of preconcentration plants eg sorting, magnetic or gravity separation; and preweakening devices eg microwave processing; are all examples of technologies having the potential to deliver a significant reduction in comminution energy for ores amenable to these processes. Not only will future novel circuits contain equipment for which models are not as well developed (if at all), many will likely require the ability to respond to variations in feed, and interact with geometallurgical models requiring process adjustments when the ore characteristics change.In order to confidently simulate more complex circuits and accommodate variations in feed type, a significant advancement in modelling and simulation capability is required. This includes dealing with multiple components in the feed, accommodating different competencies of ore, utilising physical separation opportunities and tracking the grade reporting along the different potential processing routes. Developing the means to simulate complex circuits has been a key priority of a collaborative group of comminution researchers working to solve these challenges.Simulations are presented utilising a new configurable simulation interface called the model developers kit (MDK). The MDK is designed to accommodate multi-components and incorporate new models under development. In 1993 a detailed review of drill sample yuuluy was rouxluard through twin and triplet drill holes using open hole, crossover suhreverse circulation (RC) and diamond drill methods. Advances in face-sampling RC methods demanded a further review of the validity and reproducibility of drill sample data. A program was undertaken to drill three RC holes using the latest technology (new face- sampling bits, dust suppressers, cyclones and compressors). Volumetric and mass studies were undertaken to review sample recoveries. Modal analyses on indicator minerals were logged to interpret the relative degree of mineralisation. Ambiguities in the results were immediately apparent and the consensus was for follow-up twin diamond holes using HQ3 coring tubes. The most mineralised RC hole was selected for the first twin diamond hole. This RC hole (MS 313) encountered one intersection of >0.47 g/t; in contrast the diamond hole (MS 342) had nine intersections at > I g/t. Results at hand show definitively that face-sampling RC drilling is not acceptable as a method of exploration for gold deposits of the Woods Point type. Furthermore it is demonstrated that RC drilling should not be used for any type of exploration of high-grade gold vein deposits related to highly fractured or porous hostrock, or areas of previous mining activity. Methods are proposed for reviewing of rates of sample recovery, distribution and cross-contamination. Comparisons also show that in limited metreage reconnaissance drill programs, diamond drilling is more similar to percussion in per metre costs, than it is credited with, and always provides more bang for the Buck.

Transportation networks extend every day around the world, requiring safe and well-maintained structures for efficiency and for users’ safety. Due to specific features of the infrastructure, such as longer tunnels, increased traffic and marginal safety rules, fire safety in rail and road tunnels becomes more challenging.The situation becomes more critical due to the global economy and increasing worldwide tourism, with multi-national companies often involved in both design and construction of transportation routes or systems in other countries. Tourism brings the risk of visitors becoming victims in a foreign land; thus, international law becomes more and more applicable to transportation projects all over the world, requiring a consistent approach to safety (UN Economic and Social Council, 2001; US DOT Federal Highway Administration (FHWA) 2006; US Transportation Research Board, Committee on the Role of Public Transportation in Emergency Evacuation, 2008; UK Parliamentary Office of Science and Technology, 1997).There are significant differences between rail and road tunnels, both in their functionality and safety requirements. Most tunnels over a certain length are equipped with emergency ventilation systems capable to control the spread of smoke by creating an air stream in the desired direction. Besides ventilation, fire-life safety (FLS) includes smoke and heat detection by linear or spot detectors, closed-circuit television (CCTV) and public address systems with prerecorded announcements, as well as evacuation signage and monitoring capabilities (Vägverket – Swedish National Road Administration, 2004).There isn’t a consistent, worldwide approach to the design of emergency ventilation systems for tunnels, with significant differences from continent to continent (US DOT Federal Highway Administration (FHWA), 2004, US Federal Transit Administration, Transportation Research Board, 2006). In North America US NFPA 130 and 502 standards for rail and road tunnels, respectively, represent the main criteria, however, they are continually revised and new versions issued every three years. For road tunnels the World Road Association PIARC issues guidelines, but they are not truly enforceable. There are no similar international guidelines for rail tunnels, except general recommendations by the International Association of Public Transport (UITP) (IAPT, 2003).In Europe the Directive #54/EC adopted by European Community Parliament in 2004 requires a minimum level of safety for road tunnels users in all existing and proposed tunnels in the Trans-European road network that are greater than 500 m in length. Authorities having jurisdiction in many other individual countries, such as Australia, Austria, Germany, Japan and others, enforce specific safety regulations (Miclea et al, 2007). While it is impossible to summarise all aspects of this topic in a short paper, a review of the design approach, the existing differences in safety requirements, as well as applicable design solutions to meet safety codes for both rail and road tunnels are discussed below.

Mining for sand was active in South Delhi during the last four decades disregarding all norms of safety. The aim of the paper is to highlight what is proposed to be done for mining in Delhi. Apart from the damage to the landscape, the earlier operations gave rise to visual pollution to the scenic Delhi area and there is immediate need of land restoration and landscaping. Future mining should be planned so that the resultant land surface completely merges with the topography and gradually assimilates with the green belt. Restoration of old workings, land reclamation and details of plantation in old pit areas are included. The project also provides a demon- stration site to show the impact of eco-development leading to new legisla- tive measures, as it is in the Capital of India itself and therefore more accessible than any other area. What has been suggested for mining is not the latest and the most modern equipments from the Western point of view but the right equipment to meet the specific requirement of the country. Financial projections are included alongwith technical details of the project to show the benefits to the society. It is concluded that eco-development is essential for the mining in the Twenty- First Century.

The operations and project environments are very different, but overlap in many areas. The development of mineral processing projects is goal oriented, is schedule focused and is a contractual environment. The operating environment for a mineral processing plant is oriented around longer-term commitments, focused on delivery against budget expectations, and an environment heavily influenced by long-term personal relationships, community relationships, and people issues.Further contrast is evident in the way expenditure is managed. Projects commit large amounts of money quickly to meet schedule-based objectives. Operations manage expenditure to minimise operating costs and are able to, or are forced to delay decisions on large expenditures. However, these two environments need to come together in many ways, ranging from greenfields plant handover to a new operations and maintenance crew, to day to day interaction and management of brownfields projects, often in close proximity.This paper considers the different perspectives people bring to projects and early operations, including the advantages and disadvantages of æoperationsÆ input to a project and models for managing value adding during project development, implementation and debottlenecking.CITATION:Lane, G and Clements, B, 2012. The Chamber of Minerals and Energy of Western Australia Inc (CME) is the peak resources sector representative body in Western Australia. The paper gives a summary of the role and objectives of the CME, including its history, structure and key program areas. Particular attention is given to the role of the CME in the Eastern Goldfields of Western Australia. The paper details the types of CME membership that are currently in existence. The paper argues that a strong and vibrant CME is vital to secure the resources sectorÆs growth and development in future years.

Simple parameters, capable of easy observation on-site under operating conditions without interruption to production, are outlined for the operational assessment of underground conveyor systems. Recording techniques, methods of analysis and deduction of operational characteristics are discussed for batch inputs to several points of a multiple belt conveyor system with limited inter-belt storage capacity. Particular attention is given to input and output load- time distributions, utilisation of inter-belt storage capability and system shutdown behaviour. Actual data, observed for a transfer feeder located between two trunk conveyor belts in an underground coal mine, is used to illustrate the operational assessment of an underground system. Load sensitive feedback systems-are briefly considered.

A commercial scale strong acid leaching plant was commissioned at the Risdon plant of the Electrolytic Zinc Company of Australasia Limited, a member of the Pasminco group of companies, in February 1988. It was designed to upgrade the lead/silver residue product from 26% to 37% lead, thus improving the realised value and increasing overall zinc recovery. This in turn enables the lead smelter treating the lead residue to improve its productivity. The equipment consists of two 250m3 bricklined leach tanks and two 6.5m diameter stainless steel high rate thickeners operating with counter current washing at 95¦C and 120 g/L H2SO4. The present filtration and drying equipment is also being replaced. Two 35m2 squeeze action filter presses equipped with horizontal plates are being installed, together with ancillary drying equipment to ensure that the final product complies with the transportable moisture limit. The new filtration plant is due to be commissioned in mid-1989.

Following a review of life-of-asset work at MMG’s Rosebery mine in which a proposal to increase production from 0.8 Mt/a to 1.2 Mt/a was mooted, questions were raised as to the seemingly arbitrary reasoning for the production increase. They included: Did the proposal actually add value? Was the production rate from the mine sustainable? Was it the best identifiable value-adding configuration?A multiple scenario analysis study commenced to model how various cut-off grade values against mill throughput, along with associated capital expenditure, would impact on the potential value of the operation. This was carried out utilising the ‘hill of value’ approach promoted by AMC Consultants.The traditional approach to these studies uses a constant cut-off value (NSR – net smelter return) for the whole mine analysis. This was thought to potentially introduce a large amount of variability to the model as different ore types were thought to have different processing costs and different underground lenses were thought to have different mining costs. With the aim of developing a consistent value measure that would be comparable between the lenses, an alternative measure was suggested for all ore block values in this model, irrespective of lens location.The new measure used was a mine variable value (MVV). This allowed for the variable factors of final metal concentrate production to be removed from the ore value. From a mining point this was the haulage distance from ore source to run-of-mine (ROM). For the mill it was the amount of reagents required, varying based on grade together with the amount of power required for crushing, grinding and tailings handling.From the initial run of the model, preliminary results lead to a conclusion of increased value being gained by either increasing cut-off grade or increased mill throughput rate. The validity of the result was tested using alternative price scenarios, which although changed the absolute value achieved did not significantly change the identified value-adding strategies. The realisation of these value increases identified are however contingent on higher sustainable development rates being able to be achieved mine-wide, higher backfilling rates being able to be achieved and overcoming recognised ventilation constraints. Further detailed studies are being put in place to identify the practicality of overcoming these recognised constraints and achieving the higher-value strategies identified.The ongoing objective of the hill of value model built is to keep the model alive as a life-of-asset planning tool and to continue refining the foundation data, such that various mining strategies can be analysed with increased confidence.CITATION:Hills, A J, Hall, B E and Poniewierski, J, 2014. This paper proceeds from the premise that process improvement is a key part of the mineral engineer’s role, and one in which he/she can make a significant contribution to shareholder value. It presents four tools to help with process improvement projects. Two are designed for process monitoring, to determine as soon as possible whether there has been a true change in performance: the cumulative sum (cusum) control chart plot with V-mask, and the control chart using a process model. The other two are used for process optimisation: simplex self-directing evolutionary operation (SSDEVOP), and a response surface model developed using a central composite rotatable experimental design (CCRD). These methods are robust, have a rigorous theoretical basis and are easy to implement. They also promote project continuity which increases the chances of success, particularly in fly-in/fly-out (FIFO) operations. Variants are used in other industries, but they are rarely if ever applied in mineral processing to-day for reasons which are unclear. The paper gives examples of the application of each method in concentrators which demonstrate that they have the potential to be useful additions to the mineral engineer’s professional toolbox.CITATION:Napier-Munn, T J, 2014. Trigger action response plans (TARPs) are inherent to managing multiple hazards such as high gas content with multiple coal seams, high spontaneous combustion propensity, heat and ventilation. TARPs aim to provide assurance and guidance when the situation deviates from the original plan or there is a change in conditions that could be hazardous. Over the years, learnings from various incidents have continuously required coal operations to revisit the TARP trigger values that were based on historical data or guidance values from the industry. In most cases, the background to the basis of TARP statistical data (ie average, maximum, hourly or daily for the monitoring or sampling location) is unknown. The introduction of real-time monitoring devices to monitor gases and airflows has provided greater understanding of the hazard scenarios and their controls. This paper analyses the carbon monoxide data from operating longwall mines and compares these with the historical trigger values to understand the changes and identify improvement opportunities while setting trigger levels in the TARPs. As an example of setting trigger values, those used during the sealing of a panel are explored in terms of setting values based upon the sampling location and the level of risk. It is envisaged that the learnings shared herein will further enhance the understanding and management of multiple hazards in Australian coalmines.CITATION:Belle, B and Cliff, D, 2015. In this paper is given a description of the flotation plant recently erected by Broken Hill South Limited at the South Mine, Broken Hill, N.S.W. It has been built on the site of the old flotation plant, which was described in a previous paper published by the author. The present paper is supplementary to the former paper in that it replaced the following sections thereof, namely, those from end of the second paragraph, page 269, to the end of the first paragraph page 282, and from the end of the second paragraph, page 284, to the end of the third paragraph, page 302.The roll crushing, fine grinding, gravity concentration, filtration, disposal of products and sampling in the new plant are the same as described in the above mentioned paper.The reconstruction of the flotation section, described herein, completes the reconstruction and modernisation of the treatment plant which was begun in 1928. A description of these earlier alterations has already been published in the Proceedings of this Institute.

South Australia's economic development has relied heavily on the mineral industry. In the late 1840s the rich copper deposits at Kapunda and Burra saved the Colony's economy when South Australia became a world copper producer. Copper lodes developed at Moonta-Wallaroo during the 1860s brought further prosperity when mining activities at Kapunda and Burra were in decline. In addition to those large mines there were many smaller workings scattered through the Flinders and Mount Lofty Ranges producing copper, gold, silver, lead and zinc. Most of the mines of this period were worked by Cornish immigrants who brought their own technology and mining methods with them. These people have left a cultural legacy unique in Aus- tralia. In this Jubilee 150 year (1986) the Department of Mines and Energy, working in conjunction with the Department of Environment and Planning, is helping to preserve and interpret selected historic mining sites, most of which have been neglected since their closure. This work is designed to draw people's interest to mining history by providing interpreted sites for them to visit and to demon- strate the importance of the mining industry in South Australia's cultural and economic develop- Ment.

AGL is one of Australia’s leading integrated energy companies and the largest ASX listed owner, operator and developer of renewable energy and thermal generation in the country. AGL owns and operates the 2210 MW Loy Yang A power station and adjacent 30 Mt/a brown coalmine in the Latrobe Valley, Victoria. It also supplies coal to the nearby 1050 MW Loy Yang B power station owned by the GDF Suez (Engie)/Mitsui partnership. The mine is currently nearly 5 km long, more than 2 km wide at the operating face and up to 200 m deep. AGL employs a large workforce at Loy Yang and a substantial amount of services are performed on-site by contractors and consultants.GHD provides mine planning, earth sciences, civil/geotechnical engineering, dam surveillance, plant engineering and environmental services to AGL Loy Yang through an alliance framework. GHD is one of the world’s leading professional services companies operating in the global markets of water; energy and resources; environment; property and buildings; and transportation. In addition to GHD’s global footprint, the company also has a significant Victorian presence, including a permanent, well-resourced regional office in Traralgon, approximately 10 km from Loy Yang, as well as a permanent site office.A joint paper on the Loy Yang mine professional services alliance model was written for the AusIMM International Mine Management Conference in 2006 by Woods and Wood. Now ten years on, this paper provides an overview of the present relationship and arrangements, including the continued transformation of the alliance model and maturing of the relationship contract.These are challenging times, with increasing cost and regulatory pressure driving change in the broader energy and resources industry, and locally including both the mining and power sectors at Loy Yang. Flexible models to achieve a balance between internal personnel and access to key external skills, whilst achieving value for money and transparency, is increasingly critical. The right drivers and performance measures are essential, particularly when confronted with potential major technical and environmental risks (considering significant ground failure and fire events that have occurred elsewhere within the Latrobe Valley over the last decade) within a sector that is reducing costs and optimising production.This case study discusses the alliance status and changes, reasons behind adjustments and what the future is likely to hold. The paper also explores the validity of the original objectives and the extent to which they have been achieved. The philosophy of the alliance is to continue closely aligning the objectives of the two companies in the best interests of the Loy Yang site and immediate surrounds/stakeholders.
