In 2000, after six year intensive exploration for high-grade haematite deposits, Rio Tinto included the channel iron deposits (CID) as a specific iron ore target in the Hamersley Province iron ore exploration program. The exploration model was simple and based on the then current understanding of CID genesis. Fundamental to the model was an interpretation that CID deposits after their final accumulation stage could be entirely concealed in their channels. Inversion to mesas and therefore exposure of the CID profile would only occur in areas where the modern drainages follow the ancient and have significantly incised their current bedrock. The model took encouragement from observations at Bungaroo Creek, where large CID accumulations occur in a deep valley incised in the Wittenoom Formation concealed below recent valley fills derived from the surrounding BIFs. Also, in the headwaters of the Yandicoogina system CID occurs below a more recent cover of calcrete and clay. After a number of failed or partially successful attempts, exploratory drilling in 2002 in the Caliwingina valley in the northern Hamersley Range identified significant CID mineralisation. Subsequent drilling programs from 2003 onwards revealed the presence of a large CID system, which stretches from the middle reaches of the Caliwingina Creek to deep under the sediments of the Fortescue Valley, a channel length of more than 30 km. Although the drilling is still somewhat sparse, the geological resource estimation suggests that Caliwingina is presently the third biggest CID system of the Pilbara (after Yandicoogina and Bungaroo Creek) and is of comparable size to the premining Robe River system (1.6 Bt), with comparable Fe-grades to the Yandicoogina global resource grade (57.7 per cent Fe). Large detrital and canga deposits overlie the Caliwingina CID, or interfinger with it, and although the economics of these are presently unfavorable, could ultimately present a low-grade iron resource of slightly smaller size to the CID mineralisation at Caliwingina Creek. Together with the recently discovered Serenity and Solomon deposits, as well as Cabbage Gum Bore and other smaller occurrences, the Caliwingina Creek deposit is part of a major new CID district in the central Hamersley Ranges, approximately halfway between Yandicoogina and Robe River. Although exploration in this new district is still underway, the preliminary indications are that this area will provide a total CID resource well over 3 Bt, and is on a par with the major known CID systems in the Hamersley Province.

As a material asset for mining entities, the resources and reserves (RR) estimation processes are surprisingly underrepresented in the assurance landscape. When press reports expose them being inaccurately reported, or in merger and acquisitions processes, their importance becomes clear. The impact of erroneous RR numbers (both positive and negative) could have a material impact on an entity’s reputation and value.The technical nature and ‘black magic’ connotations of the RR estimation processes are possibly reasons why audit committees are not actively involved with it. Internal auditors avoid the RR processes for similar reasons. Also the traditional approach to obtain assurance on RR is expensive and is therefore only performed when it is absolutely required.However, stakeholders’ expectations of good governance are growing. Part of this increased focus is based on attaining a higher degree of certainty about the current and forecasted position of the entity. Stakeholders are also increasingly more interested in non-financial areas of entities, as the future success of an entity is more than a set of financial metrics.Consequently, the RR estimation processes should be visible on the agendas of audit committees. Monitoring of key controls is required as part of the governance obligations for senior management and the audit committee. So once it is on the audit committee’s agenda, the question then becomes, how will that agenda be supported by an assurance process that is cost-effective?The main objective of the paper is to describe a model of RR assurance that has been effectively applied in some mining companies. The paper discusses one particular approach that provides an audit committee with the required assurance regarding RR processes. The approach ties the assurance needs of the audit committee to the needs of the technical experts in the entity, therefore involving two important figures. It also offers assurance providers with a model to audit ‘through’ the RR processes rather than ‘around’ them. The paper then discusses top-down and bottom-up approaches that provide assurance at different levels of an entity.A governance audit that focuses on the RR processes is suggested as a top-down approach. A bottom-up approach assesses the design adequacy of internal control processes. A hybrid model is described which meets the needs of diverse stakeholders including the audit committee and the RR community.The hybrid model combines the expertise of professionals in both internal audit and RR. The right balance of these skills directed by a singular approach ensures that a credible result is achieved.This approach is not as expensive as some verification approaches used in the industry and can, as a result, be performed on a more regular basis.The last element of the paper looks at implementation of the reporting mechanism. Dissolution of non-metallic inclusions in the metallurgical slag is of vital importance for cleanliness control of the steel manufacturing. With the development of high temperature confocal laser scanning microscope (HT-CLSM), new insights have been obtained due to its in situ observation characteristics, higher resolution and precise control. However, HT-CLSM measurement has the limitation, eg the slag composition cannot include high amount of transition metal oxides. In addition, it is time consuming for the experimental procedure and not so simple to succeed for every measurement. It is known that digitalisation has made a significant progress in recent years. Machine learning (ML), a sub-domain of artificial intelligence (AI), is the key enabling technology for the digitalisation of the material science and industry. The database for ML model is collected using almost all available HT-CLSM experimental data and subsequently the established database is trained by different ML methods. Unseen data is used as the benchmark of the ML model. Al2O3 dissolution is the main process to be predicted in the current study. A good agreement between the HT-CLSM data and the ML model prediction results show the possibility to apply ML in process metallurgy.

An important requirement in every geological quality control program is that the identity and grades of the control samples (duplicates, certified reference materials (CRMs), and blanks) must remain æblindÆ to the analytical laboratory. Once the entity to be controlled is aware of relevant details of the control process, such as the identity of the control samples, the objectivity may be lost and the control may no longer be completely valid. Whereas the blind insertion of field duplicates and coarse blanks can be easily conducted at site, simultaneously with the sampling process, the rest of the control samples should be inserted into the batches during or after sample preparation and prior to assaying, in order to ensure a proper assessment of precision, accuracy and assay contamination, independent of the internal quality control of the laboratory. Such a procedure raises the concern that blind insertion of crushed or pulverised material in sample batches prior to assaying could represent a breach in the chain of custody principle, as samples would have to be temporarily returned to the custody of a non-laboratory person in charge of the insertions. In this seemingly conflict scenario, what should we give up? Do we maintain the strict chain of custody, knowing that the laboratory will be aware of the identity of some of the control samples, or that some duplicates will not be true same-batch duplicates? Do we ignore chain of custody issues to maintain the anonymity of the control samples and insert blind same-batch duplicates, CRMs and blanks? Is it possible to do blind insertions without breaching the chain of custody? Current NI 43-101 and JORC requirements, as well as real-world QA/QC and sample security practices, are discussed in light of AMECÆs approach to the solution of this apparent dilemma.

Permeability and fluid pathways in fracture-controlled hydrothermal systems are governed by a dynamic competition between permeability-creation processes and permeability-destruction processes. Permeability evolution is coupled with the evolution of fluid pressure and stress states. Key permeability-creation processes are micro-scale to macroscopic fracture growth, and the generation of damage zones during co-seismic slip on faults or aseismic creep on faults and shear zones. The competing permeability-destruction processes include crack-healing and sealing, compaction and pore cementation. High rates of permeability destruction in hydrothermal systems require ongoing permeability enhancement to sustain high fluid fluxes and ore genesis.   In aseismic regimes, competition between permeability-creation processes and permeability-destruction processes can lead to continuous flow in deep level hydrothermal systems. However, in seismogenic regimes, rapid co-seismic permeability-enhancement is followed by progressive permeability-destruction in the intervening interseismic periods, and leads to episodic flow. The results of high pressure experiments are used to illustrate how pore fluid factors and stress states are dynamically coupled with permeability evolution in hydrothermal regimes. Particularly in the seismogenic mid- to upper crust, large changes in permeability during the seismic cycle govern relative rates of change of fluid pressure around active faults and shear zones. Rapid, post-seismic recovery of pore fluid pressures, relative to rates of shear stress recovery, leads to growth of hydrofracture networks prior to successive fault rupture events.   Pre-rupture hydrofracture networks do not develop where post-rupture fluid pressure recovery is modest relative shear stress recovery. At elevated temperatures, low rates of pore fluid pressure recovery relative to shear stress recovery promote ductile shear failure and grain-scale permeability enhancement within shear zones prior to rupture events.   The influence of pore fluid pressure cycling, shear stress cycling, and deformation processes in controlling the evolution of permeability, flow localisation, and flow anisotropy at the deposit scale are illustrated for mesothermal and epithermal lode gold systems.

A comprehensive analysisof rock structures in non-oriented (axially oriented) drillcore is now available (Laing, in press). The system embodies new concepts which better equip the geologist and engineer to deal from the outset with optimising the acquisition of structural information in drillcore, logging, interpreting, and graphically presenting the results. The few existing techniques for determining orientations of structures are augmented by a wide range of new techniques, and all are brought together into two solution types by considering the underlying Euclidean geometries. Analysis of these solution types in terms of what data are required to implement each solution and what assumptions need to be made, leads to strategies which facilitate intelligent design of different drilling programs for blind and outcropping situations. Drillcorc is variably structurally fertile, depending on the number of different structures present. This concept fosters the selective logging only of the more fertile core. Drillholes are also variably fertile, depending on their orientational relationship to the structures in the host rocks. Structural parameters are either vectorial or non-vectorial. Vectorial structures parameters comprise normal structural orientations plus polar vectors like vergence, younging, shear sense and so on. They can be determined by one of two solution types: external solutions, which use an external reference structure to fix the drillcore and thus permit orientation of all structures within that core, and internal solutions, which use orientational data from a selected structure at three or more different drillhole orientation to determine the unique orientation of that structure, without reference to any external structure.

Artificial ground freezing is the unrivalled method for groundwater control during mine shaft sinking. Moreover, ground freezing may also provide temporary ground support. The fast development of fibre-optic temperature monitoring devices, three-dimensional freeze pipe survey methods and numerical modelling software provide grounds for developing new and reliable tools for ground control during freeze shaft sinking. This paper presents examples of predictive numerical models that are based on back-analysis and calibration of temperature data that covers the complete construction cycle from pre-freezing through to artificial thawing. The back-analyses showed that standard numerical models are not capable of predicting the prevailing thermo-mechanical conditions satisfactorily. This paper describes the development and implementation of new tools for improved consideration of concrete hydration and latent heat, along with the introduction of other algorithms that improve and simplify the efforts of managing complex numerical models. A function is presented that allows for an automated correction of the model’s mesh based on results of three-dimensional freeze pipe surveys. This paper demonstrates that the latter consideration is important, because the often employed assumption of idealised freeze circle geometry in numerical models impacts on the accuracy of such model’s predictions. Subsequently, the verification of these extended numerical models is demonstrated. Due to its flexibility, the FLAC3DTM code was employed for the numerical modelling. This software provides the possibility of implementing additional functions written in internal FISH or Python language into the models. It is concluded that state-of-the-art techniques for freeze hole drilling and surveying, on-site monitoring and advanced numerical analysis provide a significant potential for both the design and the operation of largescale ground freezing measures. The application of the extended numerical models for predictive simulations during construction allows for temporary shaft lining optimisation, for assisting in operational decision making and for compensating temporary loss of monitoring data. Competing requirements for land usage sometimes make the correct all- ocation difficult. The decision can be complicated by many factors such as local resident pressure, previous government decisions, economic pres- sures and the duration or permanency of the competing land usages. This problem often confronts the extractive industries with consequent delays in granting leases and some- times considerable local dissension. A proposal to extend the high grade silica sand quarry of the Wamberal Sand Company Pty. Limited is a microcosm of these competing requirements. The sand quarry is located on the New South Wales central coast. It is an open pit operation on a near beach deposit of silica sand suitable for flint glass manufacture.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. Over the last decade (2005–2014), a total of 439 significant deposits of gold and base metals were found in the world. Twenty (or 4.6 per cent) of these deposits were in the Pacific/South-East Asia (Pacific/SE Asia) region. In terms of contained metal, the region accounted for 1.6 per cent of gold and 13.8 per cent of copper found in the world. With regard to nickel and zinc/lead, the region’s contributions were insignificant.Over the same period, the Pacific/SE Asia region accounted for 6.6 per cent and 12.6 per cent of all gold and copper exploration expenditures in the world respectively. After adjusting for by-product credits, unreported discoveries and likely growth in resource, the unit discovery cost for the region was US$199/oz (compared to a world average of US$50/oz). For comparison, the unit discovery costs for the previous decade were US$55/oz and US$25/oz respectively. The region’s unit discovery cost for copper was US$0.036/lb (versus a world average of US$0.040). For comparison, the unit discovery costs for the previous decade were US$0.026/lb and US$0.008/lb Cu respectively.The region’s mediocre discovery performance doesn’t reflect its distribution of known mineralisation. Some countries within the region have a very good endowment per square kilometre.It is noted that the intensity of exploration (and resulting success) would be boosted if governments provided a more mining- and investment-friendly business environment and generated better precompetitive geological data sets (to identify new exploration targets and boost the country’s perceived mineral prospectivity). A multivariable regression analysis of a decade of data from the Fraser Institute’s mining company surveys found that a ten point increase in the Policy Perception Index or a 0.1 point increase in the Mineral Potential Index could boost (in the short term) exploration expenditures by 1.9 per cent and 2.7 per cent respectively. In February 1995, Falconbridge Limited approved the construction of a nickel mining and milling facility on its Raglan property situated in the Nunavik region of northern Quebec, Canada. The construction period successfully terminated with the commissioning and start-up of the plant and concentrator in early-December 1997. The estimated life of the project is 20 years with an annual mining rate of 800 000 tonnes of ore, producing 21 000 tonnes of nickel per year. This paper discusses the subject of æRemote Mining in the Canadian ArcticÆ as it applies to the Raglan mine process and people. During the feasibility stage of the project, many assumptions were made which influenced the design and operating parameters of the facilities and the equipment. Transportation, communication, remote logistics techniques and standard industry practices required to support a æfly-in/fly-outÆ operation were reviewed and either adopted or rejected for use at Raglan. These assumptions were æmade to fitÆ the uniqueness of our planned operation. It was also acknowledged that many of them would ultimately impact on the people required to staff the operation following construction. Therefore, their suitability and applicability were examined from an economic, operational and human perspective. In a continuing effort to improve the quality of life for Raglan employees, as well as the economics of our mine operations, these assumptions are under constant review and scrutiny. There is no doubt that experiences gained, and willingly shared by other North American arctic mining operations, proved invaluable and are a big reason for RaglanÆs overall success thus far. The mining industry is being challenged technically to develop lower grade orebodies at the lowest possible cost. In addition to environmental constraints, serious social, political and moral questions are being asked and added to this list of challenges. Miners throughout the world must improve their operating standards and public image if we want to attract the best possible employees. Remote mining operations provide a unique opportunity to experiment with various human resource concepts as well as demonstrate the industryÆs commitment to environmental and community concerns.

This paper reports on an industry and Australian Research Council funded research project, TAILLIQ, that is a joint initiative between four Australian Universities. The paper discusses the accuracy with which the critical void ratio can be determined for a given tailings; it does this by presenting the results from a ‘round robin’ study in which 18 geotechnical laboratories around the world participated, testing the same tailings (sampled from a gold mine in Western Australia). The results were variable, although a reasonable number were very similar, as described in the paper. The paper provides additional test data for sandy silt gold tailings recovered from a sponsor’s site in Australia, including preliminary calibration chamber test data, results from direct simple shear tests and characterisation tests to determine unsaturated geotechnical properties.

Pit lakes may form when open cut mining leaves a pit void that then fills with ground and surface waters. This often replaces terrestrial ecosystems that existed prior to mining with an aquatic ecosystem, affording an opportunity to improve regional aquatic biodiversity values through targeted aquatic restoration (McCullough and van Etten, 2011). Restoration theory provides guidance when restoring disturbed systems towards landscapes that are of regional value and relevance. But how do we identify a restoration target for a novel aquatic habitat that only exists in the new post-mining landscape? This paper presents a process of first identifying and then surveying local representative aquatic systems, to provide a direction for pit lake restoration efforts and achievement criteria for pit lake relinquishment, using a case study from a sand mining operation amongst wetlands in south-western Australia.The company mines silica sands following mechanical removal of topsoil and then extraction of the ore from below the watertable by dredging. Assessment of wetland and riparian vegetation was achieved through the establishment and measurement of temporary monitoring transects across five natural wetlands in the Kemerton area. Several more regional wetlands were also visited and observations made to supplement and validate these data.Distinct vegetation zonation was found across each wetland, although typically wetland basins were unvegetated or filled with younger woody plants with patchy distributions. Fringing riparian vegetation consisted of few species (commonly the paperbark Melaleuca rhaphiophylla and the sedge Lepidosperma longitudinale), but community composition and structure were variable between wetlands. The pattern of vegetation seen across natural wetlands was best explained by topography and soil chemistry, with low lying wetland areas more likely to experience regular flooding and accumulate organic matter and nutrients.In conclusion, where they are available, regional natural waterbodies may constitute the best valid restoration goal. Nevertheless, the goal may need to consist of a range of closure design opportunities, rather than a single target.

In the mining industry, rock blasting can be considered as the first phase of comminution. The downstream phases of comminution are mechanical, and consist in consecutive stages of crushing and milling for grain size reduction. The total energy of mechanical comminution depends on grain size and on the resistance of the material to grindability. Usually, the first is quantified by the grain size distribution or one of its KPIs (such as the diameters X50 or X80), while the latter by the working index (WI), representing the amount of energy necessary to reduce the size of grains of a determined amount of material to the desired equivalent diameter (usually expressed in kilowatt hours per tonne – kWh/t). It is widely recognised that it is possible to manage the output of a blast in terms of grain size distribution varying specific charge (powder factor – PF) and charge distribution; specific algorithms such as the KUZ-RAM or the SWEBREC have been created to predict such output. It has also been demonstrated how higher PFs weaken the blasted material by creating micro-fractures that reduce its WI. This paper focuses on a related aspect: the influence of charge distribution on the specific comminution energy in crushing and milling. Small-scale blasts have been performed on 14 marble blocks with different PFs and charge distribution. For every PF, charges have been designed to simulate concentrated and distributed geometries. Concentrated charges simulate opencast blasts with large-diameter holes, with large burdens and spacings. Distributed charges simulate bench blasts with small-diameter holes and reduced burden and spacing. Three control blocks have been fragmented by mechanical means for comparison. For every sample the grain size distribution and the WI in ball mill has been determined. Results show the correlations between charge distributions and the specific energy of mechanical comminution in milling. Globally, it is anticipated that the mineral sands industry will enter a period of short supply. Demand for both titanium dioxide and zircon is forecast to continue increasing, with new projects needed to come on-stream to fill the supply gap. Victoria is well placed under this scenario as a source due to the high quality of its mineral assemblage, its excellent resource grade and the globally significant size of its mineral sands resources.Australia’s mineral sands rich Murray Basin remains under-developed, especially at its extensive Victorian margins. Development to date has not progressed adequately for the reasons of technology difficulty, history of competition with other jurisdictions and the absence of a platform that requires development as a consideration for security of tenure. Victoria’s mineral sands potential is not just about the Murray Basin, in addition, there have been discoveries in the Gippsland Basin and prospective sites in the Gippsland Basin remain under-explored. Key problems included the lack of available ground for potential developers and the intellectual property of solutions to technological problems associated with the fine grained mineral deposits belonging to a previous developer (with patents now expired).As such, the timing is right to re-visit the potential of the Murray Basin as a site for long-term development with high returns based on current and predicted prices.In order to understand why Victoria’s earth resources in general, and mineral sands in particular, remain under-explored and undeveloped, the Department of Primary Industries initiated an internal review of its role in encouraging and supporting investment in the earth resources sector.As a result, the Victorian Government has committed to taking action to encourage effective ground turnover and acknowledges that a new focus on engagement with industry is needed to bring new investment to the State. The revision of the Mineral Resources (Sustainable Development) Act 1990 provides an opportunity for the government to better align its legislative processes with industry project lifecycles and facilitate access to valuable resources that currently remain undeveloped.Victoria has a track record in assisting projects reach development stage. Iluka currently has two operations in the State in addition to its mineral separation plant that is capable of processing HMC from its South Australian operations. Iluka is expected to ramp up its Murray Basin Stage 2 operations with the WRP mine scheduled to come on line in early 2012. Meanwhile, Astron is actively seeking partners for its Donald Mineral Sands project. The project is becoming increasingly attractive given the recent price hike in zircon; Astron has access to an estimated five to 6 Mt of zircon in its Donald WIM 250 deposit.Given its substantial and valuable mineral sands endowments, the State of Victoria should sensibly be the centre of future investment in project development. However, as previously mentioned this is currently not the case. The Government is therefore committed to implementing new measures that protect security of tenure but ensure that genuine companies can access endowments where they have a clear intent to work those resources.

In 2013 the Mopani Copper Mine Mufulira plant in Zambia embarked on a project that was aimed at improving concentrator recoveries. The project commenced with the automation of the milling and flotation circuits. This involved the installation of new instrumentation, namely measurement devices and actuators, and the connection of these to new programmable logic controllers (PLCs).The infrastructure changes were followed by the implementation of basic proportional-integral-derivative (PID) controllers on the PLCs. Supervisory control and data acquisition (SCADA) interfaces were also implemented to allow for switching between controller modes, inputting of setpoint variables and to provide a visual display for process monitoring. The final phase of the project involved the installation and commissioning of advanced process control (APC) solutions on the milling and flotation circuits. This work was carried out by Mintek over 21 on-site days. The APC solutions included the MillStar and FloatStar suites of advanced controllers.The MillStar control suite focused on stabilising the mill feed and mill discharge on the two primary mills as well as the flotation circuit feed. Mintek’s CyLas instruments, which provide a measurement of the hydrocyclone underflow angle, were also installed. The measurements were incorporated into the discharge stabilisation control on both milling circuits. The FloatStar level stabiliser controller provided flotation cell pulp level control on fourteen cells, including two columns.Performance tests showed that the Mintek APC system stabilised the mill feed and mill discharge while ensuring the process remained within operational constraints. The MillStar control system utilised the CyLas instrument to prevent roping on the hydrocyclone underflow. This was not always achieved under normal operation. Additionally, the flotation section was stabilised as a result of improved level control by the FloatStar control system.Performance comparisons showed that the Mintek control system improved the operation of the milling and flotation circuits resulting in a greater copper recovery.CITATION:Naidoo, A, De Gee, B E and Viviers, N, 2014. Substantial efforts by the industry, as well as by process and equipment designers, have resulted in many innovative developments that provide cost effective reductions in water usage. This paper showcases four emerging best practices in industry including examples of recent installations. Belt press filters are a small fraction of the operating and capital cost of alternative ædryÆ tailings technologies. This gives operators who must ædryÆ their tailings a competitive advantage and makes such operations much more sustainable. The new generation of belt filter presses use less energy, produces lower cake moistures and better disposal stacking properties. The need for tailings storage facilities may be eliminated or in some cases high-grade tailings can be dewatered and sold as a low value product. Mining applications include sand tailings, sinter plant waste, coal tailings and power station fly ash. Flip-flow screening machines are proven worldwide in the dry classification of coal and other minerals, reducing the size of beneficiation plants, whilst reducing energy, water demand and media consumption. They also allow the screening of wet/sticky materials not able to be sized using conventional screens. Lamella separators are used for toxic water clarification and/or sludge thickening in many downstream metal industries with the underflow often dewatered in a belt filter press. Such low cost, high capacity thickeners could also be used instead of conventional thickeners at smaller mines. The simple and reliable continuous washing upward flow (CWUF) sand filters have been used for treatment of waste water from coal preparation plants and steel works as well as in the production of potable water. The filtered waste water from mining processes can then either be reused or discharged from site. Other installations include cleaning mine water to prevent the blocking of dust suppression spray nozzles.

It is proposed to consider a new access, mining and hoisting system for underground deposits, as an alternative to the commonly used decline or vertical shaft access. The proposed system offers fundamental improvements in gathering of exploration data, reduction of capital expenditure and significant savings in mine operating costs. The cost reductions are achieved through:superior orebody definition by Supersucker winzing on ore prior to the commencement of capital development; considerable reduction of capital development in waste; full capitalisation on all benefits of a raisebored excavation; introduction of rubber tyred skip and rubber tyred Mine Rapid Response Vehicle; introduction of simplified ore handling system and reduction of underground mobile diesel fleet; and introduction of minimum maintenance shaft concept. The system is applicable to deposits ranging from shallow, low dip angle, narrow vein, high-grade to bigger, massive type vertical mineralisations accessed from the surface, preferably from the bottom of an open pit; it is also suitable as a down dip extension of an existing underground mine. The system is highly conducive to mine automation and emerging trend aimed to increase the ratio of mined metal/mineral to mined waste. It offers substantial reduction in diesel exhaust gas emissions to the mine atmosphere.

Debswana, owned by the Government of the Republic of Botswana (GRB) and De Beers in a 50:50 joint venture partnership, operates the Jwaneng diamond mine in Botswana - the most valuable diamond mine in the world. The mine provides between 60 - 70 per cent of DebswanaÆs earnings, and about 30 - 40 per cent of the GRBÆs income. In 2008, the company embarked on the Cut 8 Project - an open pit waste cut-back to expose more diamond bearing ore to sustain mine life by another six to seven years. This undertaking was much larger than previous cut-backs; it increased the waste stripping ratio threefold, increasing significantly the waste handling fleet of trucks, shovels and infrastructure, and impacted a large part of the materials handling plant which required replacement with new facilities. The project coincided with the beginning of the Global Financial Crisis (GFC) and a slowdown in the economy. Its $4 billion total life cost was billed as æthe largest private investment project in BotswanaÆ which produced heightened expectations amongst stakeholders that it would redress some of the issues brought about by the GFC and leave behind a legacy of jobs, increased opportunities for citizen owned business and improved social infrastructure.Most of the big project challenges were non-technical and ranged from dealing with various stakeholders?at?all levels, a 25 per cent currency depreciation of the Botswana Pula against the South African Rand, obtaining work permits for non-citizens in a job starved environment, managing construction to world class safety standards, managing the low productivity of construction workers and producing a viable legacy program that satisfied the GRB and stakeholders. Whilst most of these risks were identified in front end studies, the magnitudes were in many instances underestimated. Managing this uncertainty on Cut 8 can provide valuable lessons to other projects in a similar environment, or at least provide the information to indicate that these factors should be adequately provided for in the financial evaluation of a project in the form of budget, schedule, contingency or risk mitigation.CITATION:Jones, G M and J Rademan, 2012. The Clogau St DavidÆs gold mine has a recorded production of around 81 000 oz Au and it is the largest mine in the Dolgellau gold-belt and BritainÆs most prolific historical producer. The original mine was first worked for copper, however; in 1854, gold was found in waste material from the St DavidÆs section. In recent times the mine has operated intermittently between 1983 - 2007. The principal black shale-hosted gold-bearing reef (Main Reef) can be traced for about 3 km, striking approximately NE-SW and dipping steeply between 60¦ - 90¦ SE. The reef system pinches and swells, changes strike and splits into a number of smaller branches. Reef width is variable, ranging from over 6 m to a few cm and in places reducing to small irregular blobs. The reef is internally complex and composed of swarms of narrow (1 - 300 mm) subparallel veins separated by country rock sheets. The gold-bearing veins within the reef package are discontinuous; though generally possess bonanza grades running 10s - 100s oz/t Au. It has historically been shown that some gold-rich vein segments can grade up to 300 oz/t Au. The predictability of the gold-rich segments is poor, but has been shown to be related to presence of the Clogau (black shale) Formation, and/or the mechanical interactions of the reef with greenstone sills, reef branching and splitting and/or cross-fractures to form ore shoots. Mining in the state of Western Australia (WA) formally commenced in the 1840s, and over the ensuing 180 years has evolved to be the epicentre of the Australian mining industry and a significant contributor to the national economy. The lithology of WA is replete with mineralisation that hosts uranium and ‘critical minerals’ required for the global renewable energy sector. The state’s first uranium mine is under development, and high levels of activity are occurring in the state’s nascent critical minerals sector, with 168 WA-based companies pursuing rare earth-bearing minerals, 51 of which are actively drilling on their tenements. WA’s mineral deposits typically contain levels of the naturally occurring radionuclides (NORs) thorium-232 and uranium-238 that are elevated above the global crustal average. Workers are exposed to NORs during the mining and mineral extraction processes, and radiation doses that exceed applicable exposure standards may eventuate. The research traces the history of worker radiation doses from 1977 to 2020, finding the maximum dose was 163.4 mSv, more than eight times the current derived annual dose limit. Whilst 93.5 per cent of all workers received doses of less than 5.0 mSv per annum, the potential for elevated doses is ever-present as witnessed by 10.3 mSv reported in 2009/2010. The increase in activity coincides with a revision of the dose coefficients (DCs) associated with the intake of radionuclides. The research evaluates the revised DCs and forecasts doses from inhalation of radioactive dusts will nearly double, and lead to workers receiving doses exceeding 5 mSv for the first time since 2009/2010. The research finds that the current regulatory framework is fit-for-purpose. However, inter-agency relationships, and the capacity of the regulator to effectively regulate the current and future number of mining operations is questioned. The mining industry is vulnerable to capability and capacity constraints – but has failed to respond to issues in relation to competent radiation safety officers first raised by the Winn Inquiry (Winn, Mathews and Tough, 1984). Disconcertingly, monitoring of worker exposures to NORs reached a nadir in 2021, raising questions as to the veracity of worker doses reported to the regulatory agency. The research recommends personal dust sampling be prioritised.
