The recent (2005) amendments to the Resource Management Act 1991 have made it clear that there is no obligation on an applicant to consult. However the importance and value in consulting with the community, particularly before commencing a major project, cannot be understated.   This paper looks at the provisions of the Resource Management Act as they relate to consultation and public participation in the process, and will discuss the benefits of consultation both before an application is filed and following the filing of the application. Engaging with the local community can help shape a project to better fit the community, engender support and address opposition. In short, taking the extra step to what is legally required, can help smooth what is potentially a bumpy road. Examples in practice of the value of consultation are given.

Gold was first discovered in the Shotover by Thomas Arthur in 1862. He left his job as a shearer and soon there were up to 3000 miners working over the length of the river. Some parts were extremely rich and a few early miners recovered as much as 300 ounces in a day. From these early days of hand working the operations progressed through to hydraulic elevating once water races and pipes were installed after the Skippers road was completed about 1890. The riverbed was worked in paddocks with .the gravel being sluiced to a central suction which elevated the material over a sluice box. Use of this system continued intermittently through until 1977 when Joe Schieb retired û the last of the hydraulic miners. Many bucket ladder dredges worked on the lower Shotover near Big Beach where the Sew Hoy family recovered a lot of gold. Just after 1900, at least three worked further upstream, one on the beach where Shotover Jet now operates and one further up below the Moonlight. All the sections for this were transported in over the Moonlight Track and the boiler, steam engine and bucket ladder are still sitting at the edge of the river. up near Maori Point a dredge operated from Dredge Slip upstream. Records are poor on these dredges but they all suffered from the frequent floods and large boulders which damaged the bucket line. The last dredging attempt was about 1930 when a suction dredge was constructed on Maori Beach. This failed as seems to be normal for most suction dredging ventures. The river can drop to very low levels in the middle of a dry summer, and in winter when the water is tied up in the mountains as ice and snow. During 1863 when heavy rain melted snow in the high country, the river rose 35 feet overnight and drowned many miners camped on the banks. The ever present risk of flooding dominates the method of working and plant design.

This work goes beyond the general perception of how the well-known mine to mill process can be applied, by applying deeper knowledge along the mining chain. Grade deportment and dilution are considered at the mining stage, and modelled with the new SMI blast movement simulator, linking with the block model data. Assessing the shift to a considerably more competent section of the orebody is quantified via substantial milling trials at standard and higher-intensity blasts. These were stockpiled for batch processing through the mill to ensure feed integrity. The trial work included operating the mill at widely different fillings to develop Grindcurve milling responses. Additionally, model informed process control is initiated via a mill prediction tool.It has been found that accounting for blast movement for the higher intensity blasts could generate additional value of around $1.5M per blast. With the high-intensity blast and changing mill control, the plant was easily able to exceed projected mill throughputs with the far more competent Pipeline ore. Strategies to shift the workload and debottleneck the milling circuit were proposed and proven during the milling trials, demonstrating an increase in throughput of 7 per cent despite running at a lower SAG mill speed, and potential of 16 per cent for increasing the SAG mill to standard operating speed. A number of process improvement opportunities have been identified to enhance current productivity and ensure long term capability to process the considerably more competent future ores. All of this is being linked in with the major digitisation program at the Barrick Cortez site, with an objective of linking all the data into a mine-wide process optimisation system, that can embed the processes by providing process-wide data access and production support via the future dynamic models linking ore body knowledge to productivity along the full process chain.CITATION:Powell, M, Yahyaei, M, Geronimo, J, Yussupova, Z and Kumar, P, 2018. The Australian mining industry is a significant contributor to the nation’s greenhouse gas (GHG) emissions, and like any industry, it must make efforts to reduce these. Medium- and long-term strategies will include the replacement of diesel engines with alternative energy sources, but what can be done in the short-term to reduce diesel consumption and hence CO2 emissions? Haul trucks are identified as the major contributors of CO2 emissions in the mining fleet and this paper focuses on firstly identifying what drives haul truck emissions and secondly, discussing what is the role of the Fleet Management System (FMS) in reducing these. A key enabler of this is having a robust fuel consumption model within the FMS, and I describe how this may be done. Besides novel approaches to incorporating fuel consumption (CO2) management into truck assignment algorithms, this paper also describes how the FMS can be used to implement and manage procedures and policies to reduce haul truck emissions.

Gold mineralisation at the Macraes Gold Project is hosted in the Hyde-Macraes shear zone and can be traced for ~30 km along strike, although economic resources are confined to a seven kilometre section in the vicinity of the Macraes  township. The shear zone, which typically dips at a low angle (~20¦) to the NE, is bounded by an upper hanging wall shear and a lower footwall fault. Mineralisation occurs along the hangingwall of the shear zone as well as in low angle concordant shears and stockworks. Ore types include graphitic cataclasites with variable amounts of quartz veining, 'lode schists' and quartz-vein stockworks. Mine geology and grade control activities are designed to ensure accurate definition of ore and waste as well as the accurate prediction of ore grade. Grade control involves an integrated process of blast hole sampling, geological mapping and geostatistical modelling. Geological mapping is carried out post blasting by means of excavating trenches across are zones defined by assay data. Conditional Simulation is used to model raw assay data to define ore-waste contacts and estimate ore block grade, although, geologically defined contacts have precedence. Low angle ore zones impart a wedge shaped geometry to many ore blocks. These ore blocks are bounded by contacts that can be selectively mined to, thereby reducing misallocation of ore and minimising grade dilution.

There has been a strong trend over the past decade in hard rock mines towards the use of very high powered auxiliary (or secondary) fans; in many mines, the installed power for the secondary ventilation system now exceeds that of the primary ventilation system. This also reflects the trend to use two-stage auxiliary fans pushing air into a single ‘trunk’ duct that in turn splits into multiple branches with multiple outlets feeding multiple workplaces. This often produces a poor result in terms of face flows due to the high resistance, high leakage and badly managed duct outlets, as well as high fan capital and operating (power) costs, which in turn also results in a higher cost for the underground power reticulation/distribution systems. This paper explores the reasons why this trend exists and what ventilation practitioners can do to utilise less expensive systems that simultaneously deliver better workplace conditions. The application of microwave energy as a substitute for conventional heating has drawn interest from many researchers in extractive metallurgy. Microwaves have a heating effect just as many other forms of radiant energy. Microwaves are able to penetrate the substance at which they are directed and in being absorbed heat the material from the inside. As a result of heat generated in the interior of a particle, microwaves can affect the rupture of a particle (in this case a host ore) and break down the matrix of the particle (host ore) and expose the recoverable mineral to the leaching reagent. Two series of leaching experiments were carried out at temperatures above 90????C using a conventional heater (hot plate) and a modified 850 W, 2.45 Ghz microwave oven. One series of tests was carried out at ambient temperature. A pyritic/arsenopyritic gold concentrate was leached with 3.3 kg/t to 6.8 kg/t NaCN for two hours. The extraction of gold at 6.8 kg/t NaCN was higher in microwave assisted leaching (59 per cent) than the extraction obtained in leaching at conventional heating (39 per cent) and ambient temperature (28 per cent). Extraction of gold was dependent on the size fraction used and was 48 per cent for û75 ¦m, 43 per cent for û90+75 ¦m and 37 per cent for û150 + 90 ¦m size ranges.

A new porphyry copper gold district has been discovered at Goonumbla near Parkes in central New South Wales. Endeavour 26 North is the largest deposit known to date with a possible resource of 166.4 million tonnes at 0.74% copper, 0.12g/tonne gold and 1.7g/tonne silver, using a cut-off grade 0.3% copper. Mineralisation is primarily bornite in the higher grade zones and chalcopyrite in the peripheral lower grade zones. Most of the copper, gold mineralisation is associated with potassic alteration. Two mineralised quartz monzonite porphyry intrusive stages have been identified and these are related at depth to a large monz- onite stock which may have been the source of some of the mineralisation. On the basis of detailed paragenesis studies, the potassic zone can be divided into three symmetric subzones. The low grade inner potassium feldspar subzone is confined to the later intrusive porphyry. The outer potassium feldspar subzone is the most highly mineralised alteration halo due to the focussed superimposition of two hydrothermal cycles which have overprinted intrusive and volcanic rocks. The fringing biotite potassium feldspar subzone reveals alteration minerals which are developed early in the paragenesis. Fracture controlled quartz sericite alteration with low sulphide content, fringes and, in part overprints the potassic zone. The restricted pipe-like nature of the alteration zones and related mineralisation suggests that Endeavour 26 North is repres- entative of a multiphase focussed porphyry copper gold system.

The mineral processing industry is in boom times. The focus on mill availability and therefore profitability has never been greater, as grinding mill maintenance often dictates the entire plant shut down duration. Advances in mill systemsÆ quality and reliability and the faster, safer relining afforded by RMEÆs Mill Relining Systems have significantly enhanced grinding plant availability and utilisation. Yet relining performance is still affected by the design and planning by a team of stakeholders long before the maintenance team set foot in the mill. For a greenfield grinding plant project, these team players include: 1. project owner, 2. project manager, 3. mill supplier, 4. liner supplier, 5. plant operating personnel, 6. plant maintenance personnel, 7. mill relining crew, and  8. mill reline system supplier (RME). The complex and sometimes competing design demands of mill construction and operation together with the pressure of tight timelines can result in even simple maintenance requirements being overlooked let alone optimising plant design and planning for maintenance. This paper identifies all the involved stakeholders in an effective mill relining 'team' and gives principles and considerations for each to more effectively achieve the goals within their vital roles. This paper is aimed to be a practical guide for grinding mill designers and planners to more fully exploit the advances in Mill Relining Systems and improve their mill profitability.

The Kalgoorlie Consolidated Gold Mines (KCGM) schedule model is used for short- to medium-term planning and scheduling at the Fimiston Open Pit Mine (the Superpit). The model bridges the gap between grade control models, which are generated one to seven days prior to mining, and the annual Resource and Reserve model update that is used for budget and life-of-mine plans. The schedule model uses close-spaced grade control data (up to 20 000 m drilled each month) as well as resource definition drilling to estimate production volumes three to six months ahead of current mining. From this, a rolling 12 week mining and processing schedule is generated on a monthly basis. As the KCGM operation is mill and sulfur constrained, the schedule model needs to be an accurate predictor of ounces as well as tonnes, gold and sulfur grades. The process must also be time efficient in order to meet monthly planning and reporting deadlines. Due to the large amount of new data generated each month, model updates using conventional interpretation and estimation techniques have proven to be impractical and too time consuming. A research project was commissioned by the Australian Coal Association Research Program (ACARP) to improve the understanding of tailgate strata mechanics and to provide a more rigorous engineering basis for tailgate support design. A deformation mechanism termed æskew roofÆ was defined which relates the regional influence of differential horizontal strata movement (shear) about longwall extraction to gateroads. Confirmation of the mechanism was achieved by field investigations which included measurement of the shear displacement along weak interfaces. Under geological and mining conditions where the skew roof mechanism operated, strata units were found to move progressively further towards the goaf with height into the roof. 3D numerical modelling was used to assess the major geotechnical factors controlling the mechanism and to determine appropriate support strategies within a æskew roofÆ environment including the role of cables versus standing supports. The skew mechanism is considered relevant to; all roadways in the vicinity of longwall extraction including the faceline itself, chain pillar design, and support design.

Mining companies in order to compete and succeed in being viable business propositions must look to the future and select mining methods which guarantee improved efficiency and productivity as well as lower costs. A mining company in adopting a method of mining must now select the equipment most compatible. To some mines compatible equipment may mean the use of drilling jumbos to replace hand held rock drills or the use of load haul dump units to replace scrapers. To other more mechanised mines compatible equipment may mean the use of raise borers and road heading machines. The right decision will be where equipment compliments method in such a way that the working environment is improved, productivity is maximised, cost if reduced and all profit opportunities are optimised. An example of such is where the use of improved mining techniques in underground operations may see cut off grades reduced. By selectively mining these lower grade orebodies, smaller operation's ore reserves improve and the capacity for continued growth is enhanced.

The Morobe Province of central Papua New Guinea (PNG) has been mined for gold for nearly a century, although it is only in the past decade that large-scale modern mining commenced. The Hidden Valley gold-silver project began construction in mid-2006 and production by August 2009, and is located in the mountains above Wau in the headwaters of the Watut River. The mine is owned and operated by the Morobe Mining Joint Venture (MMJV), which also owns the Wafi-Golpu project, comprising the Wafi gold deposit and Golpu copper-gold deposit, situated in the Watut River Valley. Together they represent a potential mine of the scale of Ok Tedi or Bougainville or bigger. The MMJV is owned in equal shares by Newcrest Mining from Australia and Harmony Gold from South Africa. Although Hidden Valley was the first large-scale mine in PNG to engineer and build a tailings storage facility, poor environmental management during construction and early operations led to significant erosion of waste rock and sedimentation impacts throughout the ~200 km length of the Watut River. Since then, substantial efforts have been made to improve environmental management, especially waste rock placement and storage and water quality management. While the impacts from the Hidden Valley project appear to be reducing, the saga has heightened concerns by many along the Watut River and across PNG about ongoing impacts from mining.This paper presents the results of an ongoing project in the Morobe Province conducted by the Mineral Policy Institute examining the historical, current and future impacts of mining, including community views, social and environmental impacts and the monitoring and regulation of mining. Overall, there is a clear need to more fully integrate social and environmental issues into life-of-mine planning and go above and beyond regulatory requirements. This paper illustrates the use of variography and moving average plots as an aid to analysing variations in the process that can be used to direct the improvement efforts. The hydrometallurgical processes used in manganese metal production consist of sequential unit operations that include milling and reduction of manganese ores. Leaching of the reduced ore, is followed by solid-liquid separation, residue disposal, solution purification and electrowinning of manganese metal completes the process. The nearly 250 integrated process control loops rely on reports of pH, flow pressure, level, temperature and chemical analyses. Metallurgical accounting, reconciliation and process control is achieved through monitoring of the chemical and mass balances within the manganese reduction plant, requiring approximately 50 000 analyses of solids, powders and liquids each month. The largest numbers of samples are taken in the cell house. Changes and variations monitored by sample statistics ensure that the manganese products comply with predetermined specification limits. Optimising the information-value of the approximately 50 000 samples in the manganese plant is carried out in tandem with ongoing process optimisation. Variographic analysis of daily sampling data suggests that the cyclical behaviour evident in the moving average plots is only a reflection of random residual variability and not a reflection of true underlying variability related to cyclical phenomena. Low resolution in the variogram of daily sampling data masks the short-range variability that emerges when hourly data are analysed. Hourly samples collected over a 39-day period (giving 941 sample data), helped identify short-range cycles in the process. The relative distribution of variability for daily sample intervals, indicate that 57 per cent arises from V[0], 18 per cent from V[process] and 16 per cent from random residual variation. V[0] includes all the uncontrolled sampling error arising from a poor sampling protocol, the fundamental error (FE), the grouping and segregation errors (GSE), the delimitation error (DE), the extraction error (EE), etc. This confirms the suspicions regarding the suboptimality of the sampling protocol and the way it is implemented. The absence of long-term trends in the leach suggests that short-term variation (less than one day) dominates the process. While the control charts indicate that the overall processes are maintained above the lower specification limits and the target values, there is nevertheless a considerable amount of variability in the system that overhangs the processes and threatens to impact them negatively. Although the variability in the leach is above the prescribed limits, the volatility is a matter of concern because it seems to be uncontrolled. The comparison of the various sources of variability in data collected on an hourly basis suggests that the short-term random variability (V[0]) accounts for almost 50 per cent of the variability in the process. The main source of this variability is due to errors in the sampling protocol and is probably related to the size of the fundamental error (FE), the grouping and segregation errors (GSE), the delimitation error (DE), the extraction error (EE), etc. Remediation of FE and GSE will probably lead to a reduction in V[0], whereas V[process] could be mitigated by reducing the biases associated with DE and EE in particular.

As part of BHP Iron Ore's policy and goal of achieving a high standard of environmental management within its operations, a protocol for mine closure has evolved. The need to demonstrate sound environmental management with respect to site decommissioning meant that a comprehensive, environmentally sensitive closure protocol was required. Within this framework, a four-phase protocol was developed, the first phase was the determination of objectives in relation to site rehabilitation and end land use. The second phase was the determination of the process required to achieve these objectives. The third phase was the application of this process in a site specific manner. The fourth and final phase was monitoring of the site with regard to the achievement of determined objectives. The protocol was originally developed to direct the closure and decommissioning of the Goldsworthy site in 1992. This being the first total site decommissioning for BHP Iron Ore. Since that time the protocol has been successfully utilised for the closure of the Yampi (Koolan Island) operations (in 1993/94) and the Shay Gap/Nimingarra Operations (in 1994/95).

X-ray diffraction (XRD) is a well-recognised, invaluable tool to provide detailed mineralogical analysis on a wide range of applications. However, despite the wide use of XRD in many industries, there are currently few recognised standard methods for quantitative XRD analysis and none for the analysis of iron ore materials. An initial step towards preparing a standard method for XRD analysis of iron ores was to assess the current level of precision achievable by practitioners of the technique by organising an international round robin. Six Australian chemically certified iron ore reference materials were distributed to over 100 international participants. A summary of over 120 data sets from more than 80 participants is presented. Results show that a bewildering array of techniques for sample preparation, data collection, phase identification and quantification were used. The reported values for the main components (ie hematite, goethite, quartz and amorphous content) show not only extensive variability between participants but also within participants’ results for those who submitted multiple data sets. The disappointing low level of precision exhibited for a relatively simple mineral phase system indicates a strong requirement for development of a standardised procedure.CITATION:Raven, M D and Birch, S L, 2017. During an eight month period, January to August 1978, nine bore holes were drilled in the Mikonui River gravels. On account of two rebores required from near bottom, the number of bores is in effect 11. Just on 1300 feet were drilled with an average depth of 120 feet. Depth varied from 102 feet to 133 feet. Penetration on average per hole value, varied from 7.4 to 16.4 feet per day. Gold values were even more erratic. Drill rig used was the Keystone churn drill manufactured locally by the Dispatch Foundary. It is skid mounted and requires a crew of two persons.
