To George Orwell the year of 1984 was the inspiration for a book. To most New Zealanders it was the year that the fourth Labour Government was elected to power. It was also the year that the review of mining legislation commenced. While Orwell's book and the election of Labour are clearly events of some historic note, one could be excused for classifying the review of minerals legislation somewhat differently in terms of its present achievements! Since the review began it has led a tortuous path through a rapidly evolving policy environment to a point three years hence where no major policies have been determined.

Good morning ladies and gentlemen, and may I thank you for inviting me once again to address your conference. I would first like to welcome you all, especially international delegates and conference speakers. ItÆs a pleasure to be with you all and I hope that you have the time to enjoy the many beautiful sights that the Coromandel and Bay of Plenty have to offer.   Holding your conference in Waihi is particularly apt, especially bearing in mind the conference theme û 'Mining in the Community'. There can be few venues in the world that can boast a world class gold deposit of the likes of Martha Hill located right here in the centre of a rural service town. ItÆs a deposit that has a mining history active now in its third century and that to date has yielded some 7.5 million ounces of gold and 50 million ounces of silver. I doubt that when John McCombie and Robert Lee discovered gold at Martha Hill in 1878 that they had any inkling that their endeavours would be the foundation for a mine that would become such an inseparable part of the economic and social fabric of Waihi for the next 130 years.   This is now my fifth appearance at a New Zealand minerals conference, I especially value such occasions as it allows me to comment on your industryÆs performance over the past year, share my thoughts on matters affecting your industry, and also to give you some feedback from central government.

There are several long-standing rules of thumb that are often quoted in mine ventilation studies. They include airway ‘carrying velocities’ and the critical upcast air velocity range that must be avoided to prevent a water blanket forming. Quoting these rules of thumb may lend an air of legitimacy to a ventilation design, and allow the design engineer to avoid having to study a problem from first principles. But how valid are these shortcuts in today’s rapidly changing world? This paper summarises research into the genesis of several commonly quoted rules of thumb. It finds that they were very specific to the local conditions, practices and economics at the time they were developed. It also presents examples where applying these rules of thumb outside of their original context can lead to unexpected and erroneous results.CITATION:Derrington, A S, 2017. Systems such as Davey Bickford’s Daveytronic® SP blast initiation system and electronic detonators have been an integral part of drill and blast activities in Australia for over a decade, with the significant benefits of electronic blasting well documented. Since 2010 the Multiblast feature has been commercially available, which enables eight individual blast patterns (up to 1500 detonators each) to be blasted in the same firing window. Synchroblast has been in active operation since 2012, which allows a blast of up to 4500 detonators – either as a single blast pattern, or several smaller adjacent blast patterns – to be reliably initiated.Multiblast manages blasts separately but concurrently, allowing all blasts to conduct prefiring checks simultaneously from the firing point utilising only one remote blasting unit. Each blast can be selected and fired individually, in a sequence determined by the operator by scrolling through the colour display. Synchroblast automatically detects the blasting configuration, and manages all detonators as a single blast pattern. This simplifies the design and blasting processes for the mining operation.Multiblast and Synchroblast are routinely employed throughout Australia and globally in both open cut and underground operations, enabling optimal productivity due to increased blast volume and reduced operational downtime associated with blasting events.A number of case studies will be presented in this paper, detailing various mining operations that are consistently blasting in excess of 2500 detonators per blasting event as a part of standard drill and blast operations. Blasts over 3000 detonators are becoming more frequent as mine planning departments adapt to this operational capability and flexibility.CITATION:Wyartt, G, 2017. Loy Yang Power (LYP) owns and operates a 2160 MW brown coal fired, base load power station in the Latrobe Valley, Victoria, Australia (Loy Yang A). It also owns and operates a brown coal mine that supplies fuel to its own power station and a nearby 1000 MW power station owned by International Power (LoyYang B). The mine supplies 32 Mt of coal per annum from an open pit, which is currently about 4 km long by 2 km wide and 180 m deep. LYP has 500 employees and a substantial amount of work is also carried out by contractors and consultants. GHD Pty Ltd(GHD) has been contracted to provide mine planning and earth sciences expertise. GHD is an international professional services company that operates globally in many market sectors including mining, industry and the environment. The company has major offices in Melbourne and also within the Latrobe Valley. This paper sets out the experiences that GHD and LYP have gained in establishing a unique alliance arrangement for GHD to provide a range of mine planning, earth science, dam surveillance and environmental services to LYP. The underlying philosophy of the alliance is to closely align the objectives of the two companies such that GHDÆs recompense for service delivery is proportional to the benefit achieved by LYPÆs business. Quality of service, whole of life costs and risk management are important aspects and are reflected in key performance indicators against which GHDÆs performance is measured. Currently GHD provide 20 000 hours of labour to LYP per annum, which are delivered by up to 120 staff who possess the required diversity of skills. The paper explains how the contract was initially let as a conventional service agreement and explains why the contract was transformed into an alliance. It then illustrates the operation of the alliance with reference to the 2006 work program. The paper concludes with thoughts on how the arrangement can be further developed for the future to the benefit of both parties.

For the past decade, demand for Australian resources has reached unprecedented levels, thanks mainly to the emerging superpowers of China and India. Meeting demand has meant miners and governments alike have ploughed billions into capital expenditure projects for logistics infrastructure such as roads, rail and ports, to support the ever expanding number of mines and mineral volumes. In more recent times, however, the effect of the global economic crisis has led to a decline in demand for Australian minerals. The downturn has seen companies lay off workers in droves, and delay or cancel expansion projects, in an attempt to preserve cash flow. Whilst the current economic cycle has hit the mining sector hard, it is an opportunity for companies to take stock of their existing operations and plan for the future. As mining companies grapple for scarce capital resources, it is inevitable that industry consolidation will ensue. This presents challenges and opportunities for both buyers and sellers alike, looking to expand operations, or sell off assets to raise cash.

Gold mining in Australia and globally has a long and variable history. In recent years, due to ongoing public concern over long-term environmental impacts, the mining industry globally has been moving towards a more sustainable framework, presented as the æMining, Minerals and Sustainable DevelopmentÆ (MMSD) framework at the Johannesburg Earth Summit in 2002. There are a number of fundamental issues and concerns with assessing the sustainability of mining. Firstly, long-term trends show that ore grades for almost all metals and minerals will continue to decline (some rapidly so), increasing waste rock is being produced due to the trend towards large-scale open cut mining and more complex ores are now commonly being developed. The impact of these trends on the resource intensity, or unit cost, of gold production is of major concern as it could lead to an increase in energy, water and reagent consumption and greenhouse emissions per unit gold produced. A detailed compilation of these fundamental sustainability indices for gold mining has been undertaken, and is presented with respect to indices over time, ore grade and ore throughput. A clear observation is that the resource intensity of gold mining is extremely sensitive to the ore grade, with energy, water and cyanide consumption and greenhouse emissions rising significantly as ore grade decreases. Based on the gold ore resources at operating mines and other known gold deposits, it is most likely that the average gold ore grade will continue to decline, leading to increased resource intensity and consequent environmental impacts (assuming no breakthrough new technologies occur). These findings are of major importance to understanding the sustainability of gold mining. The final judgement of the sustainability of gold mining therefore must take into account the sensitivity of the ore grade in the resource intensity of gold production.

Circulating Air Classification of Manufactured Sand Due to environmental concerns, the supply and use of natural gravel has been limited by the Swedish government. The Swedish concrete industry is therefore examining manufactured sand as an alternative that has equal or better product quality, and which the Swedish quarry industry already has the ability to deliver. However, in order to comply with the specifications set by the concrete industry, a better means of classification is needed, as the proportion of fine particles (filler) smaller than 63 - 125 ¦m in size must be reduced. One classification technology that meets the requirements may be air classification. This paper examines the process of circulating air classification, which is not yet commonly used in the Swedish quarry industry; suggesting that a better understanding of the process is needed. The circulating air classifier in this study has two internal machine parameters that can affect the separation point; namely, the speeds of the circulating fan and the separator fan. We study their effect on the separation point as well as the interaction between these parameters. Full-scale parameter tests are also conducted, in which size distribution is measured before and after the circulating air classification. This study shows how the different parameters affect the separation point and that it is possible to produce manufactured sand according to specifications. Computational fluid dynamics (CFD, Fluent) is used to study the internal flow of the air circulating within the classifier. A single-phase study of the flow field is conducted to support and explain the findings from the full-scale tests.

Entry of personnel under a vertical raise bored hole is not standard practice in Australia. Where access is required below a rise, mining operations must be confident that they understand the capacity of the ground control specified and installed. Physical modelling was conducted on Callie mine to evaluate the performance of 5 mm steel wire weldmesh secured to the base of a vertical raise bored hole of 1.4 m diameter. Joint orientation data was used with Unwedge to calculate a series of potential wedges likely to form within the rise. The mass of the most likely wedges were then replicated by collecting rocks in 5 kg increments (¦10 per cent), which were allowed to freefall onto installed mesh at the base of a 40 m vertical rise. The results indicate that two sheets of mesh can retain a freefalling rock of at least 20 kg mass although rupture of strands can result. This paper outlines the test conditions, expected results based on theoretical calculations and actual outcomes of the testing.

Land disturbed by alluvial gold mining should be restored to a capability or productivity as good as that which existed prior to disturbance.   Effective rehabilitation requires detailed planning prior to mining and must also be closely integrated with the mining operations.   The main constituents of a rehabilitation plan: description of existing site conditions, choice of final land use, establishment of final landform, water management and erosion control, soil reconstruction, revegetation and management of rehabilitated land are briefly described.

Marble deposits of dolomitic variety are available in large quantities in India and for extracting these deposits diamond wire saw cutting machine is mainly used. Cutting performance of the diamond wire saw machine depends on rock parameters, machine parameters and operational parameters. Rock parameters related to physico-mechanical properties, such as, compressive strength, tensile strength, shear strength, modulus of elasticity and abrasion resistance of marble play role in determining cutting rate and beads wear rate. Thus, this study was undertaken to determine the relationship between different physico-mechanical properties and cutting performance. This work also aimed at enhancing the cutting performance of diamond wire saw in dolomitic marble deposit. Study was conducted in the field at three different zones having deposit of soft, medium hard and hard dolomitic marble. During the study, cutting rates and wearing of diamond beads were recorded in the field. Physico-mechanical properties were determined in the laboratory. The results obtained were subsequently evaluated by using statistical analysis. Study revealed that these properties of marble play a significant role in the performance of diamond wire saw machine. Predictive equations for the wearing of diamond beads and cutting rate were developed based on regression models. Results of this study will be of ample use for operators of wire saw to achieve maximum cutting performance and for manufacturers in designing the diamond beads.

On the Kinetics and Equilibrium Models for Biosorption of Ni(II) onto a Gram-Positive Bacteria Strain, Rhodococcus opacus, for Environmental Applications The aim of this fundamental study was to evaluate the biosorption of Ni(II) from aqueous solution streams onto a Rhodococcus opacus strain through kinetics and equilibrium isotherms studies. The biosorption of nickel achieved its highest value in a pH around 5. The experimental data evaluation was carried out focusing three two-parameter models, as: Langmuir, Freundlich, Dubinin - Radushkevich. In order to determine the best isotherm fit, three error analysis methods were used to assess the data: correlation coefficient (R2), residual root mean square error (RMSE) and Chi-square test. The error analysis established that the Freundlich model fits better the nickel biosorption data. Maximum uptake capacity of nickel reached a value around 7.63 mg.g-1 for R. opacus. The biosorption rate was fast and achieved a removal of around 79 per cent of Ni(II) in the first 5 minutes at room temperature (25 ¦ 2¦C). The experimental kinetics data was evaluated considering two models (pseudo-second order and pseudo-first order). The error analysis established that the pseudo-second order model better fits the data.

The International Symposium-cum-Workshop on Management andControl of High Gas Emissions and Outbursts in Underground CoalMines was held in Wollongong in March 1995. Coverage of high gasemissions was virtually confined to instantaneous outburst implications, essentially seam gas pre-drainage. Globally, instantaneous outbursts have been known for 150 years, andthe first Australian outburst occurred in 1895 and Australian occurrences and mines affected have increased since. Few significant coal producing countries are unaffected. The coals affected range in rank from lignites to anthracites. Geological disturbances are the most likely environments for occurrences. The most likely mining geometry is of virgin headings, with some occurrences on longwalls and in other situations. Widespread research into many aspects of the problem has yet to produce a generally accepted explanation. Explosive inducement is a well-known control. Apparently high advance rates increase face gassiness and create higher stress abutments, increasing proneness. The most popular preventive measure, pre-drainage of virgin coal ahead of faces has produced highly successful very long hole drilling performances but without the precision necessary for accurate geometric hole patterns, despite quite sophisticated drilling equipment and hole surveying instruments. For the future, more precise degasification is sought, even from the surface, together with rapid face coal gassiness assessments to confirm lowering below threshold values, as well as other proneness lowering measures, perhaps related to new heading and longwall geometries and to new equipment to provide them. But above all, safe management plans are required for each operation, to safeguard the miners and their working environments, and thus to protect underground coal mining from this mounting threatening problem.

Mining is taking place at increasing depths of cover on the Southern Coalfield beneath predominantly massive sandstone strata. Within the next twenty years, there will be longwall mining at depths greater than 600 m. As the Sydney Metropolitan area continues to expand and as coal mining approaches these urban areas subsidence will continue to become an increasinglY important aspect of coal mining research. Investigations, commenced in the mid 1960's, allow prediction of subsidence in the Southern Coalheld with reasonable confidence. The work is showing that the characteristics of thc subsidence troughs over the deeper mining at Appin differ from the characteristics of mine subsidence at less cover.The longwall mining at Appin Colliery has resulted in a maximum measured subsidenee of 730 mm. The maximum strains were small because of the large radii of curvature of the subsidence profiles. There was no damage to any of the buildings in the township of Appin.

Almost a quarter of a century since Bridges (1993) documented techniques for the assessment of ground conditions in a seminal paper in the Proceedings Second International Mining Geology Conference, the necessary role of the geologist in recording geotechnical data on exploration properties and in mines remains. Typically, the geologist is the first professional on the exploration property. Of course, most exploration properties don’t become mines. However, when a property does start to come together and form a coherent mineral deposit and professionals from across the minerals industry spectrum, including specialist geotechnical engineers, become increasingly involved, it remains the geologist who has the most intimate knowledge of the deposit. By association, that knowledge extends to the character of the rock mass.Throughout the various phases of prefeasibility, feasibility, construction and production, culminating in the mature mine, the knowledge of the rock mass held by the geologists continues to grow. In the current era of minimising cost and optimising profit, meeting the requirements and expectations of stakeholders ranging from fellow employees to investors, industry and financial regulators and the broader public, in a social environment where occupational health and safety concerns are of uppermost concern in every endeavour, the value of the geologists’ observations cannot be understated. Mines nowadays employ more geotechnical engineers than they did in the early 1990s when Bridges (1993) wrote his paper. More funds are available for specific geotechnical investigations of exploration properties and mines; none-the-less, those programs remain limited in their extent and there is a wealth of additional data available for collection with the appropriate training, at little additional effort. Fundamentally it is all about the numbers. Any hole not geotechnically logged is a hole that will need to be drilled again if the data is required. Any face, surface or underground, not geotechnically mapped is one that may need to be mapped a second time. That doesn’t mean every hole or every face. However, it is the proposition of this paper that the opportunity for additional geotechnical data to be gathered during traditional geological investigations is an opportunity that cannot be ignored. Occupational health and safety requirements demand that the geotechnical risks associated with mining are appropriately managed. Mining regulations in most Australian and overseas jurisdictions requires the consideration of geotechnical risk through formalised management plans. The Joint Ore Reserves Committee (JORC) Code requires the consideration of modifying factors more than ever before. The benefit to be realised through improved geotechnical understanding by geologists on the ground leads to improved occupational health and safety, optimised reporting compliance, and improved financial and social outcomes for the exploration property and ultimately for the mine that follows.CITATION:Hills, P B, 2017. Water rights and availability are extremely contentious issues in many mining regions around the world, in some instances leading to violent confrontation. This situation has the potential to only get worse because competition for 'scarce' water resources will increase with population growth. In this environment the dilemma facing the mining industry is how to generate confidence in developing a responsible, sustainable and transparent water management strategy that is recognised as such by all stakeholders. Whilst the water needs of the mining industry are minor compared to those of agriculture, an operating mine requires a relatively large quantity of water on a daily basis to carry out operations. Another contentious aspects of new mine development is the debate between all stakeholders on the amount and quality of water that a mine is able to discharge into the environment should this be required. There are a multitude of water resources available to the mining industry for operational needs however much of this water is saline and over the last two decades there has been a continual decline in water quality (ie salinity has increased). In today's world there are enormous internal and external pressures to reduce water consumption at a mine and/or alternatively use water not considered a resource by the local community (ie sewage, saline or salt water, desalinated water). Strategies to meet these objectives can be achieved by implementing good water management practices, by recycling process water, reducing water losses by evaporation and seepage (ie by increasing and improving dewatering practices) and employing new technologies such as dry stacking and dry processing. Recycled water, acid mine drainage water and water collected in the mining area have the potential to impact mineral processing performance, unless they are treated, because of the build up of mineral salts and decomposed chemical products in these types of waters. Besides this the regulatory requirements of any water discharged from a mine site (quantity and quality) have also become more stringent. For these reasons there is now some form of water treatment practiced at most mining operations around the world. This paper provides an overview of water stewardship undertaken in the mining industry over the last two decades and provides examples of water treatment practices that have recently been installed at mining operations that may be of interest to the reader.

Near-Infrared Spectroscopy (NIRS) Sorting in the Upgrading and Processing of Skorpion Non-Sulfide Zinc Ore In 2008 Anglo American sponsored a research project at RWTH Aachen University to assess the feasibility of the use of near-infrared spectroscopy (NIRS) for ore waste discrimination at the Skorpion zinc mine. The Skorpion mine is an open pit zinc mine located in Namibia, owned by Anglo American with an annual production of 150 000 t/a of super high grade pure zinc. Opportunities for the implementation of NIRS sorting for the Skorpion process exist to upgrade currently subeconomic material, including the marginal dump (over 2000 000 tonnes, av grade of 2.5 per cent Zn). NIRS sorting is not yet implemented or established in the minerals industry however it is a proven technology in the plastics recycling industry, where more than 2000 NIRS sorters have already been installed. NIRS sorting, a type of sensor-based sorting, is a single particle sorting technique which classifies the particles based on the absorbed/reflected radiation in the near-infrared (NIR) region. A disadvantage of NIRS is that it is a surface measurement technique, but NIRS sorting shows overall great potential for the minerals industry. Skorpion ore minerals include zinc bearing phases such as sauconite, hemimorphite, smithsonite, and hydrozincite. These display diagnostic responses in the near-infrared. There are three major absorption features that characterise the reflectance spectra of the ore bearing minerals. These are due to OH and H2O molecular bonds. The spectral response of the waste material is caused by other minerals such as non-zinc-bearing clay minerals, calcite and impure quartz. Test work showed that it is theoretically possible to separate ore material from most waste material based on spectral response in the NIR region. In addition to upgrading material by removal of waste it is also potentially feasible to classify the material based on zinc grade. A tentative correlation between zinc grade and spectral response seems to exist for the sample test suite in the NIR region.

Laboratory-Scale Magnetohydrostatic Separator for High Resolution Density Analysis of Plastic and Other Wastes Recycling and reuse of different plastic wastes is still a current problem to solve for process engineers and it is true for seeking industrial applications as well as for smaller laboratory-scale, where a given waste sample, plastic or even metallic, has to be precisely separated into narrow density fractions to gain data for industrial design or for scientific research. The principle of magnetohydrostatic separators are known even there are industrial size machines but our primary aim was the development of a laboratory-scale separator for analysis of particles of densities up to 6 kg/L and sizes up to 8 mm. Main parts of the built experimental equipment are the ferrite core with two high power coils. The shape of the ferrite core at the two sides of the separator channel was specially designed to produce isodynamic magnetic field. In these places the ferrite core was constructed from laser cut ferrite sheets. The development of the high power electric supply for the two coils was a real challenge because the high voltage and current (400 V, 30 A) and because it had to be precisely regulated for being able to set discrete relative forces on the particles. Two separator channels were made from transparent plastic. The magnetic fluid is circulated by a centrifugal pump, fresh feed is supplied by a vibrated feeder and products can be taken by built in samplers. The velocity profile in the separator channel is measured by an ultrasonic Doppler velocity meter. Paper reports about the development and itself of the magnetohydrostatic separator and about some fundamental and applied laboratory experiments with different reference particles and wastes from used cars and electrical appliances.
