THE scope of this paper is the description of two districts in Peru in which deposits of vanadium have been found, and the consideration of much laboratory-work that I and others have done to determine the nature of these deposits. It is with regret that I present some of the data in a state of evident incompletion, particularly the analyses of a few of the minerals, which leaves some doubt as to whether the true nature of the minerals is understood. I make no apology, however, since in this case, as in many others referring to ore-deposits, conclusive opinions cannot be stated until a great amount of work has been done, and the deposit has been thoroughly exploited. I believe that the data and the tentative conclusions here presented indicate a unique and interesting condition which may assist others in work along similar lines; and further, what is of more practical importance, stimulate a search for a metal which, though long considered rare, is probably so merely because proper care has not been taken to recognize it. An excellent bibliography on the occurrence of vanadium in nature is given by F. W. Clarke in his paper, Data of Geo-chemistry;1 and in the preparation of this paper I have consulted many of the references contained in the Bibliography of the Chemistry of Vanadium, by M. Moissan.2 A brief review of the subject having special reference to the metallurgy of vanadium is contained in the small book by P.. The principal importance of your engineering education to date has been in teaching you how to think and how through books to have ready access to the accumulated experience of previous generations, as well as the current experience of the day. You should by now have acquired something of the engineering point of view, the open skeptical mind. the power to observe, experiment, and draw conclusions, form theories and test these by further experiment, and weigh the inherent probability of conclusions drawn by others. I am asking you today to consider certain facts and the conclusions I am drawing from those facts.

The Park City District, Utah, is situated in the Wasatch Range at the intersection of the westward extension of the axis of the Uinta Range. Ore has been mined almost continuously from the first discovery in 1869 to the present day, with a total production of over 14 million tons. Sediments of Carboniferous to Triassic age have been folded into the northerly plunging Park City anticline and subsequently modified by thrust faulting, diorite and diorite porphyry intrusions, and strong east-west normal faulting during the Laramide orogeny. Younger andesitic volcanics partially cover the eastern edge of the district. The ore bodies occur as both lode and bedded replacement deposits over widely scattered localities. Near surface, high-grade silver "bonanza" ores were mined in early days from the Ontario and Daly Lodes, which occur along the east-west zone of faulting near the center of the district. Other lode or fissure deposits were found along the Mayflower and Hawkeye faults to the east and southeast. Large bedded replacement silver-lead-zinc ore bodies associated with east-west zones of fissuring, have been mined from favorable horizons in the Park City Formation in the Daly West and Judge mines. A series of long, narrow, high-grade, replacement ore bodies occur in the Silver King mine at a single horizon in the Park City Formation. Ore is currently being mined from strong bedded replacements in the Humbug Formation near the apex of the Park City anticline. Factors controlling ore deposition are: magmatic source, structural feeder systems, and favorable host rocks. Ore deposition along favorable beds is primarily a function of physical conditioning and secondarily of chemical composition.

Minute of the Board of Directors, Jan. 26, 1917 In the name of all the members of the American Institute of Mining Engineers, this Board extends to. Mr. Herbert C. Hoover, an honored Vice-President of the Institute, on the occasion of his present temporary return to his native land, the cordial welcome of his colleagues, and their congratulations upon the noble work splendidly done by the Commission for Relief in Belgium of which he is the head. It is understood that a leading purpose of Mr. Hoover's visit to America at this time is the collection of additional funds, to be administered by his Commission in the care of the destitute children of Belgium. To this enterprise endorsed by both the belligerent parties, as well as inspired by the purest and tenderest sentiments of humanity, contributions are solicited from engineers, especially through an organization known as the "Belgian Kiddies Limited," which this Board, heartily approving its object and method, recommends to the consideration of the members of the Institute. On motion duly seconded it was unanimously VOTED.-That this minute be spread upon the record of the Board, and published in the Bulletin, and that a copy thereof be transmitted to Mr. Hoover, and to the San Francisco Section of the Institute.

DELEGATES from 26 Local Sections and- Divisions of the Institute had three stimulating sessions during the Annual Meeting, a few topics still remaining to be discussed after the two Monday sessions.. The final session was held on Thursday morning. An abstract of the discussion will be transmitted to each delegate present. The topics included: Student relations. Section operation, membership, employment, MINING AND METALLURGY, a new nonmetallic minerals Division. licensing of engineers, and increased allotments of money to Local Sections. Some of the Sections felt that the present limit of $250 allotted to them - from the national treasury was insufficient to carry on their activities, and that this maximum should he increased. A resolution to this effect was passed for transmission to the Board of Directors.

Within three major tectonic time frames of earth history: Microplate (±3.8 - ±2.6 billion years), intraplate (±2.6 - ±1.3 b.y.), and macroplate (=1.3 b.y. - present), precious - metal deposits are confined to specific structural, depositional and physico-chemical environments. Precambrian primary gold deposits are localized in two microplate greenstone episodes (±3.7 and ±2.7 b.y.); secondary gold in Witwatersrand placers (±2.6 b.y.). Precambrian primary platinum group metals are in anorthositic facies of layered mafic intrusions (±2.8, ±1.8 and ±1.0 b.y.). Most radioisotope mineral dates cluster - at these times and are coincident with inflections on polar wandering curves. These coincidences may reflect episodicity in lunar tidal disruptions and global deceleration effects in crust and outer core during micro- and intra- plate phases. Macroplate tectonics and an oxygenated atmosphere created favorable conditions for strata-hosted and plate suture gold and silver deposits. "Black smokers" at constructive plate margins and calc-alkalic calderas at destructive plate margins are loci for hydrothermal gold and silver.

MY endeavor in this paper will be to tell something of the accomplishments and current problems of the anthracite producer and to suggest some of the avenues for technical development that seem to me to be the most necessary and likely to bear fruitful results. The several subjects, that I find of most interest will be taken up individually with brief reference to the future trend. Underground Mining and Loading ?In this field great progress has been made in the last twenty years, beginning with the introduction of the scraper system. The electrical hoists for the operation of scrapers have been improved, and give little trouble, but there is an open field for the improvement of the auxiliary apparatus, particularly in the application of roller-hearing sheaves to the guiding of scraper ropes. Also notable in the last six or seven years is the introduction of shaker chutes, so that far more anthracite is now loaded over them than by scrapers. This trend should continue to be manifest, particularly if those who are looking ahead and who are charged with the development of this specialty continue constantly to study and improve the mechanical design of their shakers.

The Leadville district, on the west flank of the Mosquito Range in central Colorado, has produced silver, zinc, lead, gold, and minor metals valued at $512,000,000. The ore deposits are in a sequence of dolomites and quartzites, Cambrian through Mississippian in age and about 500 feet thick, which is extensively intruded by porphyry sills, dikes, and plugs of Tertiary age. The sedimentary rocks and sills dip about 15°E and are broken by many faults, which are predominantly of nearnorth trend and downthrown to the west. The ore deposits are principally blanket or manto replacement deposits, but in the eastern part of the district many veins occur also. The replacement deposits are largely confined to three dolomite units in the stratigraphic sequence. Of these, the uppermost or Leadville Dolomite is the most productive. Most ore bodies are on the underside of porphyry sills and, particularly, beneath sills that occupy unconformities. Many replacement bodies have vein roots or branch from veins. The veins occupy faults and are productive mainly in the section of quartzites and dolomites and included sills. The primary ores consist principally of pyrite, marmatitic sphalerite, and galena but locally contain chalcopyrite, silver minerals, bismuth minerals, and gold. Principal gangue minerals are manganosiderite and jasperoid. The ore deposits have a crude zonal pattern centered around an intrusive center at Breece Hill, which evidently influenced ore deposition thermally. The ore deposits were oxidized to depths of several hundred feet in Miocene time. Bonanza ores mined in the early days were characterized by cerussite, cerargyrite, and embolite. Later, zinc carbonate ores were identified and mined on a large scale. The Leadville district is a complexly faulted and intruded area at the intersection of major fault systems trending N20°W and N15°E in the Mosquito Range. The intensely fractured area evidently localized igneous intrusion and subsequent mineralization. Ore solutions rose on many of the faults in the area, presumably from the same source as the porphyry magmas. Movement on these faults continued into the Pleistocene, displacing ore bodies, oxidation zones, Pliocene sediments, and glacial deposits.

(communication to the Secretary): Mr. Rothwell's condemnation of my paper on the International Correspondence Schools as not giving an impartial view of the whole field of such enterprises, because it was confined to the description of a single one, might be legitimate if I had undertaken or professed to do anything else than that which I was requested by the Secretary of the Institute to do—namely, to give an account of this particular institution. This is a sufficient answer to all his direct or implied criticisms upon my omission to mention either persons or organizations outside of the special limits set for me. Recognizing fully that personalities have no place whatever in the Transactions, I regret the necessity of making the following statement in answer to Mr. Rothwell's charge that I omitted to give due credit to Mr. Ewald, a former principal of the International Correspondence Schools. The Colliery Engineer School of Mines was started in 1891, and its first student was enrolled October 16, 1891. During the fall of the same year the mine-mechanical course was laid out along the same general line that had already been followed in the mining course. This mine-mechanical course was the foundation from which sprung the later developments of the several mechanical courses. LECTURE, it appears, is a discourse that is supposed to be instructive. I am quite sure that you will derive no instruction from what I have to say. I will be satisfied if my remarks provoke thought along one or two mental paths that have not been traveled so fre¬quently as to be devoid of interest. I have no particular message apropos of professional engineers or professional engineering, and any conclusions that I may seem to reach will be purely tentative and incidental. Probably at times you have wondered, in a casual way at least, why so many people who are not, never have been, and never will be engineers, want to use the title. For example, I recently received a communication from a life insurance broker or salesman, whose chaste letterhead bore the legend "Estate Engineer." He was perfectly serious about it, as is also the expert accountant who assumes the imposing name of cost-analysis engineer. Dozens of equally amazing titles might be cited. Then there is that class of individuals who have been engineers, in the true sense of the word; who have gone into some other kind of occupation; but who cling tenaciously to the name engineer, usually prefixing some word or other which at once gives them away by telling what their work really is. For example, we have such pseudomorphs as the management engineer, and the sales engineer. It is quite evident that engineer is a word to conjure with. Evidently both the man who appro¬priates the designation without any justification and the ex-engineer who persists in calling himself an engineer even after he has abandoned engineer-

Metal prices continued to improve in 1964, resulting in the opening of new mines and re- activation of old ones. Larger and deeper shafts are being bored. At the AEC's Nevada Test Site, a 72-in. diam shaft is being bored to 3200 ft. In New Mexico a 1650-ft shaft was bored with a 48-in. bit, then reamed to 124 in. to 935 ft, and 102 in. to 1650 ft. Deviation was only 26 in. In California a shaft sinking machine has been developed which combines drilling and mucking equipment into one mobile, integral unit.

Industrial minerals enjoyed a fairly successful year in 1978, despite the sluggish economy, inflation, and environmental restrictions. A glance at US Bureau of Mines statistics shows that, in general, production of industrial minerals increased from + 1% (salt) to as much as 26% (sulfur, other than Frasch or recovered). A few industrial minerals showed a decline; fluorspar production, for example, registered a 23% decrease in 1978 from 1977 due to the closing of three domestic mines. Bromine, natural sodium sulfate, Frasch sulfur, and vermiculite also had production decreases of 2-6% in 1978.

THE development of the power of the Tennessee River at Muscle Shoals has become a matter of political interest as well as engineering possibility. The controversy over it has been so active that the facts have been obscured, the possibilities exaggerated. Although the members of the American Institute of Mining & Metallurgical Engineers are not generally specialists in hydroelectric development, those who visited Muscle Shoals in October, following the Birmingham meeting of the Institute, were interested, and many of them surprised to learn the actual conditions. These have long been familiar to those who have studied the matter through the reports of the U. S. Engineers on the subject. The approved plan contemplates three dams-No. 1, a low dam close to the City of Florence, planned in the interests of navigation, since the construction of the other dams has rendered impossible the use of the river without it. No. 2-named the Wilson Dam is now under construction. Concerning it political argumentation has waged. No. 3 Dam-much smaller, is planned to be erected several miles above No. 2.

Mineral aggregates are those natural and manufactured industrial mineral and rock materials that provide bulk and strength in port- land cement concrete, bituminous concrete mixes, and plaster or stucco surfaces. They may also provide special characteristics such as thermal and acoustical insulation, weight, surface textures, abrasion resistance, and impermeability to various concrete products and mixes. Most aggregates are relatively inexpensive materials, but despite their low unit value, the tonnages consumed each year in the United States and throughout the world make mineral aggregates by far the leading industrial mineral and rock materials both in terms of volume (tonnage) produced and value consumed. The major use of mineral aggregates is in concrete. The low cost, high bulk aggregates tend to keep concrete construction costs at levels competitive with other building materials. Other major uses of aggregates include highway and railroad base or ballast materials, graded fill, and various industrial uses such as metallurgical and chemical fluxes and raw materials-these latter uses are often considered nonaggregate uses of mineral aggre- gate materials. The value of mineral aggregate materials at the production plant varies from less than a dollar per ton to several dollars per ton for most crushed stone and sand and gravel, $2 to $15 per ton for slag and expanded clay or shale aggregate, to as much as $60 to $100 per ton for expanded perlite or vermicu- lite. The more specialized the use, the higher the price-although there are naturally some exceptions to this rule of thumb. The first four parts of "Construction Materials" deal with the utilization of four major mineral aggregate types: Crushed Stone, Light- weight Aggregates, Sand and Gravel, and Slag. IN the classical paper1 of Mehl and Rhines entitled "The Rates of Diffusion in the Alpha Solid Solutions of Copper", the authors state: "It has been mathematically demonstrated that the treatment of the data as though the diffusion were taking place between two flat plates instead of radially in a cylinder has no appreciable effect upon the results. Were the bars of a much smaller diameter, a modification of the analytical treatment would have been required." Unfortunately, the errors in the reported concentrations are much too large to neglect, as shown in the results below. A planar treatment of diffusion data assumes that the reference planes separated by a nominal distance (AX) have identical areas. An adjustment must be made on the concentration data should the successive diffusion planes differ in area. The Mehl-Rhines' diffusion samples were cylindrical with copper electroplated onto copper-based alloys. Successive surface areas through which diffusion occurs are in the ratio ri/r1, where ri is the radial distance between the center of the sample and the center of the i th shell to which the host (alloy) atoms diffuse, and r1 is the radial distance between the center of the sample and the center of the innermost (i = 1) experimentally reported shell from which the alloy atoms diffuse. Hence, ri/r1 (i = 1, ..., n layers) is a dimensionless correction factor to be multiplied by the reported concentration data before planar-data analysis is attempted. In the forty-seven samples reported, the original interface between the copper alloys and the electroplated copper was located at a mean distance of 8.255 mm from the center of the samples. The successive layers, machined off the samples, were approximately 0.0762 mm thick. The distance (xi) at which concentration (ci) was reported was always a distance measured with respect to the original interface, that is, with respect to the fixed distance of 8.255 mm. Hence, the as yet undiscovered Kirkendall Effect was precompensated. The values of ri and r1 are therefore given by ri = 8.255 + xi and Y, = 8.255 + x,. The illustrative table below lists the position xi (mm), ri (mm), the value of ri/r1, the reported concentration (ci) in weight percent (only valid for radial analysis of data), and the corrected concentration [c'i = (ri/r1)ci] in weight percent (only valid for planar analysis of data). Similar tables can be constructed for the remaining forty-six samples. The corrected data can be used to re-evaluate the diffusion coefficients for the reported systems.

With the exception of the exhaustive paper on the Father de Smet mill, by its designer, Mr. A. J. Bowie, Jr. (Bans., x. 87), nothing, so far as the writer is aware, has as yet appeared on the stamp-mills of the Black Hills of Dakota, although they have been steady producers for the last ten years. Within the small area of about 6000 by 1600 feet, $2,271,341.14 was produced in 1887† from rock averaging $4 per ton in free gold. I. The Ores. Character of the Ores.—The gold of the district is found in quartz and pyrites finely distributed through vast bodies of mica- and amphibole-schists, argillites and phyllites, and also impregnating the schists themselves. The " Belt," embracing the section of Lead City, Terraville and Central City, is the only part worked at present. The principal associated mineral is iron pyrites, with some arsenopyrite and chalcopyrite, garnet and asbestos. The ores from open cuts and upper levels are more free-milling. than those from underground workings below water-line. Hence
