R. R. Knobler and F. E. Albertson—Following the testwork done by Thunaes and Spedden, a Sullivan deck plant was built for the Colquiri mill. This plant started to operate in April 1945 and continues in successful operation. Since May 1950 the Colquiri mill has operated with a completely revamped flowsheet at a rate of 1000 tons per day. The old Sullivan deck section was retained with this new flowsheet. The "slime plant" in Colquiri consists of one 12-cell Denver No. 18-Sp. Sub-A flotation machine, one 16-ft and one 12-ft hydroseparator, six five-deck Sullivan-frames and six shaking tables for cleaning up the Sullivan deck concentrates, as well as 12 Deister plus three Plat-O tables on which the fine sands, which are not treated on the S-decks, are concentrated. Only —325-mesh fines are treated on the Sullivan decks. The combined hydroseparator overflows are fed to the S-decks. From 1946 to 1949, i.e. with the "old" flowsheet and an average mill feed of 800 tons per day an average of 45 tons per day was treated on four Sullivan rougher frames. The two additional frames were used as cleaners. At times, up to 90 and 120 tons of slimes were treated successfully on this Sullivan deck installation. The average operating data for the S-deck section in Colquiri for the year 1949 were as follows: The tests reported in this paper indicated a tin recovery of 42 pct. The actual plant results for 1949 show a 54 pct tin recovery from the Sullivan decks. The total average quantity of tin produced from the S-deck section in 1949 was 15 tons of tin per month. This corresponds to 3 pct of the total mill recovery. The difference between the 6 pct overall recovery-increase expected after the tests in 1943 and the actual plant results given for 1949 is explained as follows. BEFORE discussing this subject it is necessary to define somewhat the meaning of the tern metallurgical.. When I was a student at M. I. T. ore-dressing was not thought of as metallurgy in any sense of the word, but it was considered as more closely allied to mining, enabling the miner to market an otherwise unmarketable product, or at least to market it to better advantage. Progress in ore-dressing has gradually allied it more closely with smelting, for at present the raw material received by the smelter is predominantly concentrates and smelting practice has been profoundly affected by the products of the concentrating mill. It is not surprising therefore that in many schools ore-dressing is frankly considered as metallurgy and although there may be some dissenting opinions it will be considered as such in this discussion. Twenty-five years ago at M. I. T. metallography was taught in a few optional lectures. This subject has developed rapidly and been expanded into the new and increasingly important field of physical metallurgy. To many metallurgists the -term metallurgy means only physical metallurgy. PRODUCTION AND MARINE TRANSPORTATION OF MEXICAN PETROLEUMS ALTHOUGH the work on which this paper is based was carried on, by the writer as Special Commissioner of the Petroleum Department of the Mexican Government, the opinions expressed are only his personal views for which the Mexican Government can in no way be held responsible. Notwithstanding that the appointment covers all phases of the so-called petroleum question, as the one question of immediate importance was that relating to taxation, it was decided to devote all the time to this phase of the work. The present report has been divided into two closely related parts, .the first dealing with the production and marine transportation of Mexican petroleum, and the second, with the Mexican taxation on petroleum and its products. The writer wishes, to acknowledge the loyal cooperation rendered by Mr. M. C. Ehlen, who had charge of the statistical, work, and by Miss S. Stern and Messrs. E. P. Heiles and J. E. Morrissey. The aim throughout the work has been; to pave the way for a thorough understanding between the Mexican Government and the oil operators and to present a true and clear statement of facts relating to the questions at issue.

Factorial design is a mathematical method of drawing valid conclusions from a series of tests made in a predetermined pattern. It is applied to flotation ore testing using, in this case, five variables, each varied twice, requiring a total of 32 tests. Representative conclusions are checked by repeat testing. THE factorial design method of testing is particu-J- larly applicable to mill-scale plant tests because 1—the conclusions take into consideration all variabilities of the plant, 2—there are no subjective guesses as to the conclusions, 3—the number of tests necessary to check large numbers of variables are at a minimum, and 4—interactions between variables can be discerned. It is equally applicable to laboratory testing because once the variables to be investigated have been decided upon, as well as the number of levels for each variable, a well-trained assistant can run the tests, since the test work follows a predetermined mathematical pattern, leaving the conclusions to be found by the person in charge. The conclusion takes into consideration all errors of the tests. To illustrate the use of factorial design, a sample of copper porphyry ore was tested, the copper content of the batches not being uniform. Five variables were investigated, each at two levels, requiring only 32 tests. After suitable arithmetical analysis, conclusions for copper recovery and concentrate grade are arrived at. Four cases of these conclusions are checked by repeat testing. Testing Methods Reproducibility of flotation tests varies widely, depending on the experimenter, the process, the equipment, and probably a host of unknown and perhaps interacting variables. If the reproducibility of tests is good, let us say to 0.2 pct recovery of a certain metal, and the minimum difference between tests upon the variation of the interested variables is, say 1 pct, then simple averaging and inspection is ample in interpreting results. However, often such a happy situation is not the case. This is particularly true in mill-scale operations where the ores are variable, and a host of minor operating fluctuations common to most milling, and familiar to all mill operators, is the normal state of affairs. Yet, mill scale tests are run, the results averaged, and conclusions drawn therefrom. The trustworthiness of such results should be measured by comparison to the experimental error—the measure of the degree of reproducibility of the results. This comparison is a test of significance. Thus, if daily results of recoveries average 80.0 pct, and a spread of 78.0 pct to 82.0 pct, is recorded, then, clearly, on changing mill operations, an 81 pct recovery cannot be construed as significant by using averages, since it is well within the previous test limits. By using rigorous statistical tests of significance, conclusions arrived at by inspection or simple averaging may be shown to be based on inadequate evidence or even wrong. The forecast of continued growing demand for phosphate, chiefly for fertilizer, has caused a world-wide rush for deposits by a variety of companies many of which have never before mined phosphate rock. The newcomers are diversifying into this growth industry on the strength of certain capabilities. Among these are the availability of investment capital, mining or processing know-how and marketing experience. Product tie-ins have motivated some into the search. Companies with excess sulfuric acid or potential for making it are in this category. This acid is the most commonly used for dissolving phosphate rock to make phosphoric acid. Base metal smelting companies are prime candidates in this field with by-product acid from roasting processes. Producers of "sweet" natural gas, such as those in Louisiana and Texas, have a potential for recovering low cost hydrogen from excess gas production for the manufacture of ammonia, the main source of nitrogen for fertilizer. "Sour" gas producers, such as those in the Canadian fields, are making sulfuric acid that is combined with western U.S. phosphate to make fertilizer materials. The presence of one or two steel companies in the look-see for phosphate deposits is based on by-product ammonia from coke-oven gas.

The regular activities of the Institute are financed mainly by income derived from members' dues, from advertising in MINING AND METALLURGY, and from the sale of publications to the public. In addition, collateral activities and special projects are financed each year by means of income from endowed funds controlled and administered by the Institute. In the aggregate, the principal sums of these endowments amount to more than $530,000. An active effort is being made to in¬crease the endowment funds of the Institute through a standing committee, of which H. T. Hamilton is chairman, and of which the other members are: W. H. Aldridge, George D. Barron, Cleveland E. Dodge, D. C. Jackling, Henry Krumb and J. V. W. Reynders. This committee feels that there exists a tremendous opportunity for the Institute to be of ever-growing service to the public, to the mineral industries, and to the profession. It welcomes suggestions as to names of men of means who are vitally interested in the mineral industries, and to whom the opportunity to make a contribution or bequest might appeal favorably if presented in the proper light by the committee.

As desirable as it may be to a geologist to have maximum detail in any geological report, the task of doing so for an area as vast as British Columbia within six average size magazine pages is clearly impossible. As a result, it has been necessary to draw a fairly broad picture of the geology on the following pages, but it is one which should be adequate to give the reader a concept of what rock is where in the Province. In preparing this horseback ride over the strata of the Province, much reliance has been placed on various reports appearing in trade and Canadian Government journals. Of these, one in particular stands out. Entitled "The Cordilleran Region", this report has been authored in three parts by H. S. Bostock, R. Mulligan and R. J. W. Douglas, respectively, and is included as a major chapter of the book Geology and Economic Minerals of Canada. Published in 1957 by the Department of Mines and Technical Surveys, the book has provided the extensive quotes, taken from each of the three authors, which appear on the following pages.

AT the Edwards mine a 4 by 81/2-ft two-compartment shaft is used for men and supplies in the older workings down to the 900-ft level. All ore is hoisted through a 5 by 15-ft three-compartment vertical shaft which extends to the 1500-ft level. Ore pockets are on the 1300- and 1500-ft levels. The two-compartment countershaft used below the latter level is 6 by 12 ft inclined at 42°. Ore from the countershaft is hoisted to the 1350-ft level where it flows by gravity to the 1500-ft level ore pocket. One-ton skips are used in balance in the countershaft and two-ton skips, also in balance, from the 1500-It level to the surface. These skips are slung under the man cages. Each level has an ore pocket of 200 tons' capacity. Development at Edwards is similar to that at Balmat except that haulage drifts are only 7 by 7 ft. They are mucked with Eimco-Finlay No. 12 loaders. A drill carriage similar to that used at Balmat is being tried out on the new 2300-ft level, the present bottom of the mine. Drifts are driven below grade and later raised 6 in. and ballasted with waste leaving a ditch 6 by 12 in. at one side for drainage. All development is done on an incentive bonus system, the miner paying for his explosives.

In connection with the paper of Mr. Locke on Gilsonite or Uintahite (Trans., xvi., 162) read at the Salt Lake session of the Utah and Montana meeting, in July, 1887, the following data may be of interest and value. In December, 1887, I received from Mr. William Wagner, Seeretary of the Denver & Rio Grande Railway Co., a box of specimens of an asphaltic mineral from Utah. In the course of the correspondence which followed, I learned that the box had been forwarded by Mr. J. A. McMurtrie, of the firm of McMurtrie & Streeter, railroad contractors, Denver, Col. Mr. McMurtrie was, in 1883, chief engineer of the Denver $ Rio Grande Railway, and the mineral mas first brought to his attention in that year by Mr. Thomas H. Wigglesworth, who was then employed in making preliminary reconnaissances for wagon-roads to be used in constructing the Utah extension (now the Denver, Rio Grande $ Western) of the railway. Mr. Wigglesworth, I understand, was subsequently chief engineer of the Colorado & Utah Midland, and is now again employed by the Rio Grande. Most of US, in this hurrying age, take little pains to preserve such records of our doings as will make the work of' our biographers easy. Now and then there is an exception, and Dr. Trippel was one. Methodical in all his habits, he kept diaries and journals comprising his own personal experiences, the details and results of his numerous scientific investigations, and his impressions concerning men and events; and also copies of all his technical essays, published by various societies or periodicals. It is a striking instance of " the irony of fate," that these carefully-preserved materials, which would now have a real historical, as well as biographical value, were totally destroyed by an accidental fire a few years ago. In addition to my own recollections of an acquaintance covering more than thirty years, I am indebted, for the fads upon which this sketch is based, chiefly to Mr. Engene J. Trippel, a son of the deceased, and now Register of the United States Land Office at Tucson, Arizona. Mr. Trippel, however, frankly confesses that his own knowledge of his father's work is, in the absence of written records, imperfect.

Discussion of the paper of DOUGLAS BUNTING, presented at the New York meeting, February, 1915, and printed in Bulletin No. 97, January, 1915, pp. 1 to 21. ARTHUR HOVEY STORRS, Scranton, Pa.-I know something about accidents Nos. 4 and 8. At the Fuller mine there was no disturbance of the surface in connection with either of those accidents, there was no surface settling, nor signs of sand in the mine, and seemingly the water all came from a subterranean basin or water-bearing stratum overlying the Six Foot vein. A similar thing was shown, in an accident not referred to in Mr. Bunting's table, at the Avondale, where we had an inflow of water, as high as 12,000 gal. a minute, for a considerable period. Regarding the second accident (No. 8) at the Fuller mine: after the first inflow of water (No. 4 of the table), the mining was abandoned in the Six Foot vein. A long slope was. driven in an underlying seam, and when this had reached a point about 2,000 ft. southeast of the place where the first inflow of water occurred, and where the bore holes show there was apparently sufficient rock covering for the Six Foot vein, a rock plane was driven up to the upper vein (Six Foot) and one afternoon this exposed the coal. During the following night the inflow of the water occurred. There were absolutely no workings at this point so that no disturbance of the overlying rocks could have occurred. The result of the inflow of water was to fill up the entire lower-vein workings in about two or three clays and caused the abandonment of the mine. After several years, considerable time and money were spent in an effort to hoist the water from the shaft and mine workings, with varying, but in the main rather indifferent, success until, clue to the breaking of one hoisting rope, the engineer pulled the other hoisting tank up through the tower and down on to the engine, making a complete wreck of the whole plant. It was then decided to allow the mine to soak and it is still doing so, other portions of the property being mined from adjoining collieries.

Every candidate for election as a Member or Associate of the Institute must be proposed for election by at least three Members or Associates; must be approved by the Committee on Membership, as prescribed in the By-Laws ; and .must be elected by the Council. Not less than three-fourths of the votes cast shall be necessary to an election Every person so elected shall become a Mem¬ber or Associate, as the case may be, upon payment of his first dues as herein¬after prescribed Each candidate for Honorary Member or Honorary Associate, must be recommended by at least ten Members or Associates ; must be approved by the Council ; and must be elected by ballot at a meeting of the Board of Direc¬tors by the unanimous vote of all the Directors present ; provided, however, that the number of Honorary Members and Honorary Associates shall not at any time exceed twenty SEC. 5. NAME AND OBJECT. SEC. 1. This Institute is incorporated under the Membership Corporation Law of the State of New York ; its corporate name is AMERICAN INSTITUTE OF MINING ENGINEERS; and its objects are such as are stated in its Certificate of Incorporation. The practice of using acid-lined converters at the plant of the Old Dominion, Copper Mining & Smelting Co. was discontinued early in January, 1913, and replaced by basic-lined converters. The new equipment consists of one electrically operated 12-ft. upright converter stand and two basic-lined shells for same. These shells are provided with twenty-four 1 1/4-in. tuyeres. The mouths are 5 ft. in diameter. Owing to the fact that there is no bedding system or other large storage capacity between the mine and the smelter, the furnaces must handle as fast as produced ore and concentrates, which may vary considerably from day to day, both in tonnage and copper content. Consequently the converter is often crowded to its utmost capacity by the frequent fluctuations in the daily matte supply. From the foregoing, it will be seen that in no way can the 'converter be favored by running light charges or by transferring to it from other stands in operation. Neither can it regularly be allowed to cool between blows, and only occasionally can it be run at as low a temperature as might be wished. No copper precipitate or other foreign material high in copper is available to help out the tonnage. Repairs and alterations or the removal of defective tuyeres must wait until such time as a slight falling off in.the matte supply allows the converting operations to ease up. These variable conditions all combine to interfere with the systematic operating of the converter. The first 12-ft. shell was blown in on Jan. 6, 1913, and ran until June 27, 1913, when it was removed to patch the brick. A record of operations covering this period follows: Shell No. 1.
