The following paper is based chiefly on work done for the North Carolina Geological Survey, and is presented here by permission of Professor J. A. Holmes, State Geologist. It represents, in a very general way, the field-results obtained during the summer months of 1893, and 1894, and part of 1895; and the portions pertaining to North Carolina are, to a certain extent, abstracts of a report shortly to be published as Bulletin No. 11 of the State Survey. Less emphasis, however, is here laid on the petrographic descriptions of the peridotites, and more detailed treatment is given to subjects pertaining to methods of mining, cleaning, and utilization of the commercial product, corundum. Some of the most extensive fields for investigation which this subject presents have been scarcely more than suggested.

For some years past, those interested in the development of the increasingly important mining industry of Canada, have urged the adoption by the Dominion Parliament of a federal mining-law, which would have the force and stability of statutory enactment. At present, placer-mining in the Yukon Territory, is governed by the Yukon Placer Mining Act. All other mining under federal jurisdiction is governed by 'Orders in Council and Ministerial Regulations. In the earlier stages of development, it is perhaps a matter of necessity that these important matters should be so dealt with; but it is now felt that the time has come when mining-rights in the extensive regions under federal control should be put on a permanent basis, -and that any changes required from time to time should be made only after full and open discussion in Parliament. A short sketch will suffice to indicate how vast and varied the interests affected really are. When the Dominion of Canada was constituted by the Imperial Statute known as the British North America Act of 1867 (which came into force by proclamation on July 1 of that year), it comprised only the present Provinces of Ontario, Quebec, Nova Scotia, and New Brunswick; but provision was made for the inclusion of Newfoundland, Prince Edward Island, British Columbia, Rupert's Land, and the North West Territories. Subsequently Rupert's Land and the North West Territories were acquired, the 'Crown Colonies of British Columbia and * SECRETARY'S NOTE.-Mr. Clark, an eminent Canadian lawyer, and joint author of the treatise on "The Law of Mines in Canada," has been requested by the Do¬minion Government to prepare a Federal mining-law, and presents this paper, by invitation of the Council, in order to obtain, if possible, useful suggestions from members of the Institute.-R. There is plenty of evidence to indicate that at least one of man's chief interests in life is to make himself as comfortable as possible. If you doubt this, just watch the fellow next to you for the next half hour trying to find the most comfortable position that a hard chair has to offer. Comfort, however, does not always mean an easy chair. To some, it may mean a wealth of money: to another, freedom from worry. But to most of us, it means first of all a comfortable atmosphere in which to live, and to a great many of us it probably also means freedom from that annoying task of firing the furnace. Today more than ever before, automatic heat is one improvement that is placed high on everyone's list. Perhaps this is because automatic heating is becoming relatively cheaper. Perhaps it is because of a good publicity campaign on the part of the oil and gas men or maybe it is just that we are getting lazier day by day. At any rate, almost every issue of Better Homes and Gardens, House Beautiful, or your other favorite home magazine carries an article extolling the virtues of this or that automatic heating system.

Canada's newest low-grade porphyry copper mine, Gibralter Mines Ltd. (N.P.L.), has reached production. The subsidiary of Placer Development Ltd., located at Williams Lake in the Caraboo District of central British Columbia, began open pit mining in mid-June on reserves estimated at 358 million tons assaying 0.373r: Cu and 0.016C; MoS,. Each of four separate zones will be mined in a predetermined sequence, in one or more stages, and with a throughput of more than 36,000 tpd. The sequence and stages of mining the zones have been determined by computer calculation and economic analysis and are designed to maximize recovery and minimize cost. At the very least, the mine is off to a promising start. Development costs leveled off at $67 million. 9'; below the anticipated budget.

CLARENCE M. HAIGHT, Franklin, N., J. (communication to the Secretary*).-In that hart of Mr. Wilson's paper describing the Gilman cut-and-fill system, a few features do not appear to be fully explained. In what way is the waste used for filling obtained? The text mentions that, if waste is encountered when driving the filling raises, these raises are stopped until the fill is needed; that seems to suggest mining the capping for fill, which might make the backs of the stopes had as the stopes approach the top of the ore. If, on the other hand, the fill is brought to the raises in cars, are the crosscuts that are necessary in ore or waste? Is the cost of this fill included in the stoping costs given?

DISCUSSION, J. R. Long presiding R. I. Jaffee (Battelle Memorial Institute, Columbus, Ohio)—The authors have written a fine and important paper, and are to be congratulated. I do not entirely follow their discussion of the relationship between the ductility of titanium and its crystal structure. Since high purity titanium is extremely ductile, being capable of cold reductions of ovei- 99 pct, its ductility cannot be unduly restricted by its hexagonal crystal structure. It is true that interstitial solid solutions of nitrogen and oxygen do have a restricting effect on ductility, but this would appear to be an alloying effect rather than a crystal structure effect. The point made by the authors concerning the relative ductility between forged and rolled titanium does not appear to be conclusive, either. It would appear that in the same condition forged material would have equivalent or better ductility than sheet material. The difference between the ductility reported for forged bar and annealed sheet in Table I may be the result of a greater degree of cold work in the as-forged condition. S. F. Radtke, R. M. Scriver, and J. A. Snyder (authors' reply)—We appreciate the discussion by Dr. Jaffee. His point is well taken that the hexagonal structure of titanium does not, in itself, restrict the ductility of iodide material and, therefore, should not be limiting in this case. It is true, however, that the ductility of different grades of titanium is not necessarily related to their hexagonal structure but more likely to their orientation and composition. It is also true that the presence of small amounts of foreign elements in hexagonal metals may have more pronounced influence on ductility than a corresponding quantity in cubic metals. Average values from a large number of tests might show relatively better ductility for forged titanium than is recorded in Table I. The forged bars used in this work were tested in the annealed condition; little is known concerning the effect of forging practice on ductility in titanium metal.

Ferrophosphorus, an alloy of phosphorus and iron or perhaps a physical mixture of definite compounds of iron and phosphorus, has become of increasing importance as the use of the basic open hearth has extended. Commercial ferrophosphorus is a porous, brittle metal of crystalline structure and often with a bluish metallic luster. A typical analysis is as follows: Per Cent. Phosphorus......................................... 18.0 to 22.0 Iron............................................... 80.0 76.0 Oxygen............................................ 0.2 Sulfur............................................. 0.3 Silicon............................................. 0.1 Carbon............................................ 0.1 Manganese......................................... 0.2 This alloy was first made in an electric furnace, as it was thought that the high heat of the electric arc together with the reductive effect of carbon was necessary. About 1898, J. J. Gray, Jr., was producing a high-phosphorus pig iron in his furnace at Rockdale, Tenn., by using high-phosphorus, local iron ores. As these high-phosphorus ores were difficult to obtain, he conceived the idea of increasing the phosphorus content of the pig iron by the addition of phosphate rock to the furnace burden. When the phosphorus content of the pig was kept low and only small amounts of phosphate rock were added to the burden, no particular troubles were encountered, but when he increased the amount of phosphate rock to produce an 18 per cent. alloy, his furnace troubles rapidly multiplied. After many failures and freeze-ups, he was partly successful in making short campaigns on 18 to 20 per cent. "ferro." At first, when the furnace got in bad shape on ferro, he would switch to a regular pig-iron burden until the furnace was brought around sufficiently to start on ferro again. About this time, Mr. Gray applied for and obtained his first patent. As he grew more skilled in the furnace operations, he was enabled to extend the furnace campaigns and produce ferrophosphorus continuously for the life of the furnace lining. These improvements were made the subject of another patent issued in 1916.

THE oil-producing industry may logically be 'divided into four independent branches: (1) Acquisition of possible productive lands by lease, fee purchase, concession, or otherwise and the perfection of titles thereto. (2) Studies of the geology of the properties, leading to the location of exploratory wells. These involve reconnaissance and detailed surveys and the use of geophysical instruments, where conditions do not permit surface determination. (3) Drilling of exploratory or test holes and, later, exploitation wells. (4) Actual recovery of the oil from the wells by flowing, pumping, or other methods. These four divisions of the industry are unrelated in detail of accomplishment, but they are entirely complementary, one to the other, and must, in any efficient' organization, harmonize in their respective efforts toward the desired ultimate end. The relative order for the first two branches is not necessarily the proper one; in fact one should have knowledge of the favorable possibilities of a given property before it is acquired, and preferably, also, final opinions as to then proper location for an exploratory well, if such is justified in the light of

A discussion of the paper by Mr. Campbell, which was read by title at the Lake Superior meeting, but first presented at the New York meeting of the Iron and Steel Institute, October, 1904 (see p. 772). These papers are here published onder a mutual agreement between the Councils of the two Institutes, and will also be found in the Journal of the Iron and Steel Institute for the year 1901, vol. ii. Mr. William R. Webster, Philadelphia, Pa., said: We are under great obligation to Mr. Campbell for his exhaustive investigation, and the results he has put before us to-day. They are the most conlplete series of tests that have ever been made, where all the conditions of rolling, etc., were kept uniform. In discussing Mr. Campbell's first investigations, I claimed first, that the method of least squares, then used, would of necessity only gire the average value of any element, and that if the effect of any element was greater in the presence of high carbon than with low carbon this would not be shown by the method of least squares. Secondly, that the effect of manga nese should be considered on acid steel as well as on basic steel, instead of ignoring all the eff'ect of that element when it was below 0.60 per cent., as was then recommended by Mr. Campbell. I am pleased to note that the results of his present investigation confirm my views on these points. In presenting the results of his first investigation, Mr. Campbell referred to my investigation of 1893-94, and took exception to the value of phosphorus varying (depending on the amount of carbon present) from 800 to 1,500 lb. for each 0.01 per cent. He claimed that one might just as well consider the effect of phosphorus as being constant, and of carbon varying. I refer to this, as he now has introduced very similar conditions in his present tables, in that he gives variable values for manganese (depending on the amount of carbon present) for both acid and basic' steels. Can we now say, with more certainty than formerly, which element should be considered as haviup a constant effect ? There is one other point that I took up in my former discus-

Although there may be some that have not yet succeeded in emancipating themselves from the first stage of horrified contemplation, geophysicists may be duly thankful that there are mining men and geologists that have arrived at a state of apparently irretrievable damnation.

WARTIME factors have strengthened the production engineering consciousness of the petroleum industry. The basic principles of sound oil-production technology have been accepted as the standard by the industry and the governmental co-ordinating agencies. Every effort is being made to furnish larger quantities of petroleum with a minimum expenditure of materials and under strict conservation practices. The sphere of influence of production engineering extends from fundamental reservoir control of withdrawal rates and reservoir pressures to bolstering production from stripper wells. Serious transportation difficulties in moving oil to the East Coast have stimulated secondary recovery operations in the Appalachian and East Central oil-producing states. Diminishing discovery of new oil reserves by exploration activities increases the importance of promoting efficient oil-producing methods and practices throughout all productive areas in the United Nations.
