CAREFUL research into the nature of the metallic state has yet to discover, with any certainty, its essential quality. We do riot yet know, for sure, what it is that makes the metallic elements different from, if not actually unique among, all created things. We do know, of course, that metals have certain more or less characteristic properties-they are hard, strong, and tough, and good conductors of heat and electricity, and these so-called metallic properties provide a definition of a sort. How- ever, it is the structure rather than the behavior of the metals which gives the really fundamental information necessary to the understanding of metallicity. But this information is not easily obtained. Nature has a way of keeping secrets. But happily we do possess some knowledge of how a metal is built up, and it is this matter, rather than the presentation of a formal definition, that will be discussed here.

THE heavy shrinkage in the production of bituminous coal has reflected adversely in the matter of tonnage produced by stripping arid mechanical loading machinery. The purchase of stripping and underground loading equipment has likewise been circumscribed. How- .ever a growing percentage of bituminous coal is being loaded by stripping and mechanical loading machinery. This situation is due to the fact that numerous strip pits were able to operate in Illinois and Indiana when under- cover mines were subjected to labor interference, a further advantage gained by their ability to produce and market coal at a price below that of the undercover mines. The mines equipped with mechanical loading. apparatus have enjoyed more continued operation for the double reason that the companies using coal-loading machinery are, generally speaking, more substantial and in better financial condition than many of the smaller properties who maintain hand-loading methods, and the market advantage due to lower production costs also reflects to the advantage of the undercover mines using mechanical loading equipment. Where a number of mines are con- trolled by one company, those not equipped with loading machinery and suffering from higher producing costs have often been closed, with the available tonnage concentrated in the more modernly equipped mines.

FOLLOWING the development of elec¬trolytic manganese production by the Bureau of Mines, an extensive program was planned to study the character of this high-purity product and its possible utilization in various alloy combinations. Previous work reported in the literature concerning alloys containing substantial amounts of manganese dealt largely with material prepared from relatively impure grades of the metal, and in many instances the impurities thus introduced did not permit true evaluation of manganese as an alloying element. One phase of the Bureau's program included a general review of the system and the establishment of the physical properties of copper-manganese-zinc alloys, using electrolytic manganese, and with particular emphasis directed to com¬positions within the alpha solid solution area. A number of reports of the work on alloys in this system, giving specific data concerning the equilibrium system and some of its alloys, have already been published. One study1 established the alpha solid solution area at various temperature levels and composition ranges up to 50 pct manganese. Other investigation reports presented the properties of selected alloys; namely, a 65 pct copper, 10 pct manganese, 25 pct zinc alloys' a sensibly white manganese brass composed of 70 pct copper, 20 pct manganese, 10 pct zinc,3 and a series of alloys with a constant copper content of 60 pct and 5 to 25 pct manganese, balance zinc.4 In these reports tensile properties as influenced by cold-working and subsequent annealing were given in detail. Additional data are now available on other alloys of the alpha region up to 50 pct manganese, and these, together with previously published information, are sufficiently complete to establish the relationship between properties and composition for this portion of the ternary system. The present report is a summary of the tensile properties of wrought alloys in the form of sheet and rod stock. The summary is necessarily limited to data for only one condition of cold-work and a single annealing temperature, since a complete exposition of all the data available would be too extensive for this presentation. Nevertheless, it is possible to make a reasonable approximation of the tensile properties in other conditions of cold-working and annealing by a correlation of the data previously presented on specific alloys and the data given here.

As THE years go by, names of distinguished metallurgists will be added to the list of Henry Marion Howe lecturers, and now and then an illustrious one, for to be chosen to deliver the Howe lecture will be, I do not hesitate to predict, a highly coveted honor. I pray, therefore, your indulgence, if I confess to a feeling of gratification in having been appointed the first of these lecturers. It does not follow, however, that I am losing all sense of proportion and that I have an exaggerated idea of the little I have been able to contribute to our knowledge of iron and steel. Indeed, I fully realize how small were my claims to so great a distinction. I realize, also, that those entrusted with the task of selecting a lecturer were actuated, in coming to a decision, by their knowledge of the long and intimate friendship that had existed between the leader we have lost and myself. For their generous impulse, I thank them from the bottom of my heart; and with becoming modesty, I take up my task as the first Henry Marion Howe lecturer. It would be pleasant and indeed most appropriate to devote this entire lecture to a eulogy of Henry Marion Howe and his work, but how short the time for so large an undertaking and how inadequate my qualifications! On Aug. 28, Sept. 4, 11, and 18, 1875, a series of articles appeared in the Engineering & Mining Journal entitled "What is Steel?" With one exception, these constitute the first professional paper of Henry Marion Howe. That was nearly fifty years ago, three years after graduating from Harvard University. He was then but twenty-seven years old and already his keenly inquisitive mind was actively at work. There is a touch of romance in this young metallurgist who, on entering his. scientific career, destined to be so brilliant and so fruitful, on the very threshold of it, seems to have selected as his motto "What is Steel?" Like a knight-errant of science, he started on his quest for an answer to that question, a quest which was to last forty-seven years and which death only brought to an end. And while thus engaged how many wonderful messages we received from him, each one bringing us nearer to the goal! How illuminating, inspiring and encouraging were those messages! How well-equipped he was to wrench from nature some of the secrets she so jealously guards! How broad his learning and how clear his

To forecast the future of coal intelligently, one must first consider the market outlook. Coal can be used for many purposes, but currently about 25% of it goes into metallurgical coke, while 75% serves as fuel. Coal for metallurgical coke should show a modest growth for at least the next decade, primarily because of increased exports, but the important factor in the coal outlook is energy. Today, this country faces a serious shortage of energy, and its requirements are growing at an almost unbelievable rate. Last year the United States consumed 68 quadrillion Btu, or double the energy it consumed in 1950, and, if projections are correct, this figure will grow to 150 quadrillion Btu by 1990. Thus, in one working lifetime, the nation's energy consumption is expected to increase by roughly five times. The future of coal hinges on its degree of participation in meeting this energy need. The Federal Power Commission predicts that coal consumed by electric utilities will increase about 4-576 per yr, reaching 472 million tons by 1980 and 615 million tons by 1990. If this projection proves correct, 1980 consumption will be double that of last year and, even more startling, the utility industry alone will use more coal in 1990 than the entire coal industry produced in 1970. This is a tremendous increase, but in view of the projected energy growth, it is difficult to see how this country's needs can be satisfied with- out a coal contribution of this magnitude. Unless some new source such as solar energy is discovered, it must be assumed that the projected energy will come principally from the present-day sources-oil, gas, nuclear materials and coal.

Notwithstanding the growing importance of this subject, no work specially devoted to it has hitherto been published. Having had to inspect during the last twenty years nearly a million tons of iron and steel rails for various countries, I have obtained experience of what rail manufacturers can practically execute, as well as of what railway engineers practically require. Bearing these two points in mind, I have from time to time published observations with a view to unite both interests,—that of the producer and that of the consumer,—and to reduce the specifications and the forms of sections to standards, or types, in order to facilitate the execution of the works and to improve the construction of permanent way. The Swedish government railways, as well as private companies owning railways in Sweden, Norway, and Denmark,.have during the time above mentioned consulted with me and intrusted to me their rail inspection. I therefore owe to these countries much of the opportunity which I have enjoyed of gaining experience and position. Next to Sweden, America is the country which has most liberally favored me with its confidence in placing these matters in my hands. Through circumstances not under my control there has been little exportation to, and less work done by Europe for, America during the last six years; but the recent revival of the rail trade has been the more gratifying to mo, seeing that almost all the importers of American rails are still specifying for the Sandberg rail sections and inspection. It is therefore with feelings of gratitude that I now beg to lay before the American Institute of Mining Engineers, and I hope, through that body, before the American railway world, the results of some experience which I have gained in the execution of work for their country, and which therefore belongs rightfully to

Another increase in production and the discovery of new pools arc the outstanding developments of the year 1937. Production in 1937 totaled 16,354,706 bbl., compared to 15,457,953 bbl. in the previous year, an increase of 5.8 per cent, of which 5 per cent was due to the Yacimientos Petroliferos Fiscales (Argentine Governnlent Oil Fields) and 0.8 per cent t,o private companies. Table I shows that the most important gain in output was obtained in zone B of Comodoro Rivadavia, partly offset by a 5.7 per cent decrease in the Neuqu6n district. The fields of Salta and Mendoza show an increase of 4.4 and 39.1 per cent, respectively. MONTANA Phosphate Produucts Co., a subsidiary of The Consolidated Mining and Smelting Co. of Canada Ltd., operates three properties near Garrison, Mont., known as the Anderson, Graveley, and Luke mines. All three are underground operations, mining the same narrow bed at points several miles apart. The Anderson, the oldest and largest of the three, has produced about 700,000 long tons since 1929. The Graveley has produced slightly over 100,000 long tons since 1940, and the Luke, acquired in 1943, is still in an early stage of development. The great bulk of the output has been shipped to the Trail, B. C., plant of Consolidated Mining and Smelting Co. for use in the manufacture of fertilizers. The phosphate seam is the basal member of the Permian Phosphoria formation. In all three mines it has a uniform thickness of 3 to 4 ft. of oulitic phosphate, with a few shaly partings. The overlying part of the formation comprises about 50 ft. of chert and the immediate footwall consists of a few feet of shale and sandstone. underlain by the Quadrant quartzite.

The deformation mechanisms operating in Ti-5Al-2.5Sn at 20°K under uniaxial and biaxial stress fields were determined by using both optical and electron microscopy. In the uniaxially stressed specimens, de-fu~rnation twins were found only in the immediate vicinity of the fracture. Twinning was, however, established as a deformation mechanism under biaxial stress conditions. The same slip systems were opera-tiz,e under both uniaxial and biaxial stress. Prismatic slip was identified as the major slip syslem; however, basal and first-order pyramidal slip also occurred, but to a lesser degree. The interaction of moving dis-locations on intersecting slip planes resulted in the formation of jogs and dipoles. Hexagonal dislocation networks were formed only under biaxial stress conditions. A discussion is given on the formation of hexagonal dislocation networks. IT has been shown that titanium alloys can exhibit unusually high strengths when tested in a biaxial stress field.'-" The high biaxial strengths are a consequence of a strong basal plane sheet texture which results in distinctly anisotropic flow properties. This texture strengthening appears to decrease with decreasing temperature2 and would seem to indicate a change in deformation modes. For example, in a uniaxial tensile test, Ti-5A1-2.5Sn yields isotropically at 20°K but is strongly anisotropic at room temperature. The increase in biaxial ultimate over uniaxial strength at 20°K is also much less than at room temperature. It is known that titanium car] form deformation twins more readily at cryogenic temperatures than at room temperature.4 Since the formation of deformation twins will reduce the degree of basal texture in sheet material,' an accompanying decrease in texture strengthening would be expected. To investigate more fully the nature of texture strengthening at cryogenic temperatures, the deformation modes of Ti-5A1-2.5Sn tested in uniaxial and 1:1 biaxial tension at 20°K were studied by optical and electron transmission microscopy. EXPERIMENTAL PROCEDURE The uniaxial and biaxial stress test specimens were prepared from 0.020-in. thick sheets of Ti-5A1-2.5Sn ELI having the composition shown in Table I. Uniaxial stress conditions were obtained by using flat tensile specimens machined from the sheet material. The longitudinal axis of the tensile specimens was aligned perpendicular to the rolling direction of the sheet. Tile biaxial test specimens were prepared by rolling precut, 19-in.-lengths of sheet into 4-in.-diam cyl- inders. Following longitudinal butt welding, the cylinders were stress relieved at 1000°F for 4 hr. A 9-in. sq "window" was then chemically milled into each cylinder's surface reducing the wall thickness in the milled area to approximately 0.006 in. The testing procedure consisted of pressurizing the cylinders while simultaneously applying a tensile load. Using this technique, a 1:l axial to hoop stress was obtained. Complete details of the specimen and testing procedures are given in Refs. 1 and 2. The biaxial and uniaxial stress specimens were all tested in liquid hydrogen. Specimens for electron transmission microscopy were prepared by first chemically milling to a thickness of about 0.001 in. followed by electrolytic polishing to electron transmission thickness. CURRENT production of petroleum on such a vast scale presents many interesting problems- the solutions of which are important not only to those directly interested in the business, but to the nation as a whole. The industry is relatively young. Until the discovers of the Lucas gusher at Spindletop in 1901 petroleum production had not exceeded 60,000,000 bbl. per year compared with 1,100,000,000 bbl. in 1936. In 36 years then, the modern oil business, production, transportation, refining, and marketing has developed. I will first present a brief history. of oil production as a background for consideration of the present situation.

SO commonplace that they are seldom noticed, mining-machinr, bits have a definite and important bearing on the cost of coal production. At the average mine many thousands of bits are used during the year. The actual cost represented by the purchase of the bits used, as well as that of sharpening and handling them, represents a considerable sum of money. From the point of view of indirect costs they are important, as the lack of good bits at a mining machine can seriously impair production. Good bits tend to ensure an adequate supply of coal. Classes OF Bits Mining-machine bits may be divided into three general classes, based on shape and method of use: (I) chisel, (2) pick-point and (3) one-use. The chisel and pick-point bits are shown in Fig. I. The so-called "chisel" bits were made of steel of various sizes and were sharpened to a wide chisel cutting edge. Few of this type of bit are used, except in places where coring is very bad. Sometimes chisel bits are used with standard bits to help cut out the core. The "pick-point" bit is widely used today. Normally it is made from ½ by I-in. steel, is about 4½ in. long when new, has a rake angle of about 25°, a front clearance of about 23O, a side clearance of approximsteji 8".' There are many variations in the shape of this bit, depending on the ideas of the individual that may be dressing the dies of the bit machine. This bit has been generally used for many years and at present, in one form or another, is by far the most popular bit used in coal mines. This bit usually is made from 0.85 carbon steel, although in recent years some alloy-steel bits have made their appearance. At present, carbon-steel bits are frequently tipped in. hard facing materials. A third class of bits might be called the L'one-use" bit; that is, a small bit that is used once and then thrown away. These bits have two or three points, are usually made from 0.85 carbon steel and sometimes from higher alloys. Recently some. of them have been tipped with hard facing material. There are two main sources of the water that floods productive oil or gas sands. The water may rise from the lower depths of the producing stratum, or it may come from beds above or below the oil-bearing formation. Usually the recovery of oil is decreased by water entering the oil sands, and most oil-field waters, especially those of deep wells, tend to foster the formation of an emulsion, which is expensive to treat. This paper deals with a method of distinguishing between waters that encroach upon oil-bearing beds from sources in the same stratum and waters that reach the oil sands from horizons above. In order to remedy effectually water difficulties in oil and gas wells, it is absolutely necessary to determine the source of the invading water. Sometimes evidence such as the structural relations between the strata penetrated by deighboring wells and those found in the well under investigation is not adequate; also, data from drill logs and well records, from mechanical tests made on the wells by plugs, testers, drilling tools, etc., and from tests by chemical indicators such as eosin and Venetian red, may be unsatisfactory, for such data may fail to locate the source of the infiltrating waters. As a resort in such cases, the application of chemical analyses, that is, the comparison of an analysis of the water in question with that of typical waters from the various water horizons in that particular district, has in certain instances proved of value. This method has been used to advantage in the Westside Coalinga field of California, where the source of water may be fairly definitely determined , from its composition. The chief conclusions concerning the chemistry of the oil-field waters in California by G. S. Rogers1 are: "Oil-field water is not necessarily salty, as is generally believed, and may not be even slightly salty to the taste. The degree of concentration of chloride in such water is governed primarily by local conditions and is not affected by the position of the water in relation to oil. CLYDE WILLIAMS has reminded me that in the fall of 1929, gave, in MINING AND METALLURGY, an account of the hopes and aspirations of Battelle Memorial Institute, which was then just swinging into initial operation; and that therein I remarked that B.M.I. should stand, as well, for Better Metallurgical Industries, since helping to better them was the Institute's aim. So he has suggested that some of the betterments of the past fifteen years might well be listed. A yearly summary of progress comes pretty close to the ultimate in futility, for everything proved of value in that year had its inception in earlier years, and everything really new has still to be proved. Plenty of things hailed as wonderful achievements for that year, by some enthusiasts invited to contribute to the summary, turn out in later years to be inglorious flops. But over a decade and a half, betterments that are really such become self-evident, and recounting some of them can be done without guesswork or wishful thinking. An inventory of what was known and utilized in 1929 compared to what is now known and used is not too hard to make. Perhaps the most clear-cut picture of what is known and used at a certain date is drawn by the handbooks, textbooks, and equipment catalogs of that date, with scientific periodical literature forecasting what knowledge may later be used when it is verified and assimilated. The tools available for production or for research limit the application of old and the finding of new knowledge.

On the Continent, ferromanganese has been produced in the blast furnace almost continuously since 1876, but little definite information concerning the practice is to be found in technical literature, and almost nothing in the way of a theory of the manganese furnace. In this country, prior to 1904, but one company had attempted its production in a serious way, and none of the operating data or other information from this company has been, or is, available to the public..In the last 5 years, as a result of the restriction of imports, a number of furnaces have been blown in on this alloy, with the result that in 1918 as many as 18 furnaces were in blast. The majority of the men in charge of these furnaces had had little previous experience in such operations; so the Bureau of Mines, in the summer of 1918, undertook the collection of data from ferromanganese furnaces. Operating data were collected by the Bureau from eleven ferromangahese furnaces, which will be referred to throughout this paper as furnaces A, B, C, F, G, I, J, K, L, M, and P; the dimensions of seven of the furnaces are given in Table 1.
