Mine fires, in the Butte district, have been a source of trouble and expense for the past thirty years, for while the actual fire area in most of the mines has been comparatively small, the handling of the gas has generally been a much larger problem than the actual putting out of the fire. The chief causes of these fires have been: Defective electrical equipment, incendiarism or carelessness, and spontaneous combustion. While fires from the first two causes have been numerous, they have generally been discovered and extinguished before they became very serious. Spontaneous combustion has been the cause of most of the large fires. Sufficient heat has been generated by ground movement, high rock temperatures, and decomposition to set fire to inflammable materials (tarred ropes, canvas, dry timber, manure, and hay) left in the gobs some years ago. Also, the heat resulting from the oxidation of the fine broken sulfide ore is sometimes sufficient to set fire to the timbers. In 1906, a fire was discovered on the 1100-ft. level of the Minnie Healy mine about 400 ft. (122 m.) west of the Minnie Healy shaft, which presumably originated, in one of the upper levels, from spontaneous combustion. The fire was walled off by concrete bulkheads and a pillar of ground 100 ft. (30 m.) thick was left below and mining resumed underneath. During subsequent operations, this pillar became cracked and broken and the fire passed into the new workings. It travelled downward and spread rapidly until, in 1917, it had become necessary to wall off portions of the Tramway, Leonard, and West Colusa mines on the 1300, 1400, 1500, 1600, 1800, 1900, and 2000-ft. levels, and the tops of the 2200-ft. raises were sealed. The fire area now consists roughly of a block 1000 by 1200 ft. and from the 600-ft. to the 2200-ft. level. This block is composed largely of a series of parallel northwest-southeast nearly vertical veins and stringers that form a large orebody, with no well-defined walls but badly fractured and faulted, and known locally as "horsetail ore." These veins, or orebodies, are mined by the square-set or the rill method.

This chapter deals with the systems of laws by which governments regulate the exploration for and production of the minerals within their jurisdictions. It is a summary, restricted by necessary space limitations, of material assembled by the author for a forthcoming publication of the United States Bureau of Mines, "Summary of Mining and Petroleum Laws of the World." (Information Circular, 1959.) The present study is organized in three parts, dealing with (1) the historical background of these legal systems, (2) laws of the United States, and (3) laws of other countries of the world. The reader's attention is invited to the acknowledgments at the end of the chapter, which inadequately express the appreciation due those who have assisted in the collection of this material. Part I. Historical Development of Major Western Systems of Land Tenancy with Respect to the Ownership and Control of Minerals The use of metals in primitive societies was largely confined to the manufacture of weapons for self-preservation. The ruler's control over copper, then brass, then iron, was essential to maintenance of his own ascendancy at home and his group's position against neighbors who had access to similar metals. Ancient societies were thus characterized by the ruling group's ownership of minerals and metals. The Egyptian civilization, which emerged in the fourth millenium B.C. upon the agricultural subjugation of the lower valley of the Nile, was responsible for extensive development of the upper valley as a source of mineral wealth. The production of gold during the height of that civilization has been estimated at $30,000,000 per year, thus equaling the early placers of California and Australia. The crude-oil production of Germany without Austria during 1938 amounted to 3,864,518 bbl., representing an increase of 21.7 per cent over the 3,173,373 bbl. produced in 1937. Adding the Austrian production, the crude-oil production of the new German Reich totaled 4,259,717 bbl. during 1938, representing an increase of 25.3 per cent compared with the respective figures of the previous year. According to published official data, and using a conversion factor of 1 metric ton equaling 7 bbl., the oil production of Germany in 1938 was as shown in Table 1. A semiofficial publication1 states that the program of the crude-oil industry for the second year (1938) of the four-year plan was successfully accomplished. According to the same source, new drilling developments at the following localities were promising: Reitbrook near Hamburg, Heide in Holstein, Eicklingen-Sandlingen near Celle, Steimbke near Nienburg, Worms in the Rhine Valley, Gifhorn near Braunschweig, Mölme near Oberg, and at other places. The drilling activity for oil is illustrated by the figures in Table 2.

The fourth expansion within 10 years was completed at Pima Mining Co. during late 1971. The first three expansions increased capacity from 3000 to over 40,000 tpd. Conventional crushing and grinding practices were used in the original 10-section mill. Total capacity is now approximately 54,000 tpd. Expansion IV includes a new primary crusher and a radial stacker conveyor that feeds stockpiles for both concentrators. The -8-in. primary product is fed from the reclaim stockpile to the new mill by two pairs of pan feeders, each pair feeding a separate conveyor. The reclaim conveyors each feed 28 X 12-ft semiautogenous mills operating with an 8% charge of 4-in. balls. Autogenous discharge is screened, oversize recycling by conveyors, with -%-in. undersize feeding two conventional 161/2 X 19-ft ball mills in closed circuit with cyclones. Cyclone overflow is pumped to three parallel rows of 300-400 cu ft flotation cells. Rougher and scavenger concentrates produced are sent to the original mill for regrind, cleaning, and filtering.

In the United States nearly 200,000 tons of copper per year are being produced, by leaching waste rock and oxidized copper ore with dilute sulfuric acid-ferric sulfate solutions and precipitating the copper on scrap iron. The flow of solutions is in excess of 80 million gpd. A survey conducted by the U.S. Bureau of Mines in late 1965 at 14 mines in Arizona, Utah and Nevada, showed that with a few exceptions, the solutions contain from two to a maximum of 15 ppm U3O8, and there is strong evidence that these represent equilibrium concentration and not merely an accumulated in-process inventory resulting from recycling the solutions for many years. Consequently, it is believed that uranium could be recovered at a constant rate as long as mining and leaching operations continue. Preliminary surveys and estimates by the USBM indicate a production potential of possibly 1000 tons of U3O8 per year at a cost of less than $8 per lb if the major process streams from most of the large copper mines in the western United States were to be treated. Laboratory research by the USBM showed that the uranium could be efficiently recovered as a specification-grade uranium concentrate by a combination of ion exchange resin and solvent extraction of liquid ion exchange techniques. A joint pilot plant investigation by Kennecott Copper Corp. and the USBM was conducted on solutions from the Bingham Canyon mine to evaluate a new system of countercurrent ion exchange developed during the laboratory studies. In subsequent small-scale continuous tests, recovery of uranium from the pregnant eluate by solvent extraction and chemical precipitation techniques was investigated.

Gemmell, Chairman; C. D. Blood, Lafayette Hanchett, Ernest Gayford; Duncan MacVichie, and George W. Riter. The President of the Institute offered $100, to be known as the "President's Prize," to be used as prizes for the best papers submitted by members of the Affiliated Student Societies, to be divided as follows: First Prize, $50; Second Prize, $30; Third Prize, $20. A committee, consisting of J. F. Kemp, Chairman; W. L. Saunders, and T. T. Read, was appointed to report on the conditions to govern the award. The President announced the appointment of the Committee on Mining and Milling Methods, the personnel of which is shown on a subsequent page of this Bulletin. The following were appointed on the Advisory Committee to the U. S. Bureau of Standards, to represent the manufacture of the various non-ferrous metals as indicated: Copper, F. L. Antisell; Nickel, David H. Browne; Lead, H. O. Hofman; Aluminum, J. W. Richards; Zinc, G. C. Stone. It was voted to hold a meeting of the Institute under the auspices of, the Iron and Steel Committee, the Committee on Petroleum and Gas, and the Committee on Coal and Coke, in Pittsburg, Pa., Oct. 8, 9, and. 10, 1914.

Strictly speaking, manganese should not' be classed as 'a rare metal, since there is 800 times as much manganese in the earth's crust as there is zinc or lead. But manganese' as a metal is rare, just as titanium metal is rare though titanium is five times as abundant in the earth's crust as manganese.

Finances. : Income continues to increase the total for the year 1935, being $141,754 compared with $134,967 in 1934, and $121,689 in 1933, which was the lowest reached during the depression. The principal increases were $2000 in Current Dues; $2400 in Dues from New Members; $2000 for Advertising in the monthly magazine MINING AND METAL¬LURGY; and $1600 in Sales of Authors' Reprints and TRANSACTIONS volumes. Income from Dues in Arrears was $1000 less as a consequence of the fact that arrearages had been largely reduced during 1934, so that there were fewer from which to draw.

IT is well known that the oxide of beryllium was identified as a new "earth" in 17971 and the metal first isolated in 18272. The history of the many difficulties encountered by early investigators, the laboratory achievements of Lebeau3, Fichter4 and Oesterheld5, and the eventual development of methods for commercial production are well covered in the literature, particularly in the authoritative published work of Siemens and Halske6 reviewing their comprehensive investigation of the element. Accordingly it has seemed desirable to restrict this paper to the properties and uses of beryllium and its alloys.

HISTORICAL concepts of the economics of the glass-sand industry are changing rapidly. The greatly expanded demand for glass containers combined with higher freight rates on raw materials and manufactured products have induced a migration of glass factories toward densely populated centers and the creation of new standards of place value for sub- standard sand deposits. This migration has been facilitated by the construction of pipelines to bring cheaper natural gas and liquid fuel to large cities and may be further speeded by the adoption of modern mineral dressing methods to permit economical utilization of local raw materials. Our national resources of naturally high-grade 1 silica sand are abundant, but most of the best de- posits are situated so far from large centers of population that it now costs $3.00 to $5.00 a ton to carry the sand from the mine to the optimum site for a 1 factory making beverage bottles, scientific and electrical glassware, and miscellaneous blown and pressed ware for local markets. It follows that on the basis of freight savings alone it may be economical to use material from inferior deposits closer to the factory even though the f.o.b. cost of mining and treatment may be much high

The year 1928 has been marked by scattered but considerable wildcat drilling considering the overproduction prevalent in the oil industry. This wildcatting has resulted in the discovery of oil in one interior salt dome, several small fields producing from serpentine, Taylor marl, and Austin chalk, and two new fields producing from the Edwards limestone, one of which in the Bruner or Salt Flat area of Caldwell County promises to be of major importance if not quite as large as the Luling field. Fig. 1 shows production by fields for 1928, compared in the case of the older fields, with that for 1927. New Production From Salt Domes Boggy Creek Dome This salt dome was discovered in 1927 by core drilling and deep tests recommended on the evidence of surface geology. A large block of acreage controlled by the Humble Oil & Refining Co. covers the dome. Since the discovery of the deep-lying salt plug and oil on the flank of this dome in 1927, development has proceeded slowly. Since most of the acreage is controlled in a large block by one company there has been no intensive competitive drilling. Approximately 8 producers and 16 dry holes have been drilled. Production is from the eastern equivalent of the Woodbine and Eagleford horizons of the Mexia district, and has been found extending in a northeast-southnlest direction across the River Neches on the southeast flank of the dome. One of the best wells, the T. H. Jones No. 2, had an initial production of 90 bbl. per hr., and others have made from 100 bbl. per day to 50 bbl. per hr., but production of the better wells has either been shut in or choked down to less than 2000 bbl. per day. At the end of the year the daily average, production was about 2500 bbl. from 8 wells. Considerable gas pressure is present and one well, the Elliot Clark No. 2, drilled in 1927, was shut in with an estimated wet gas production of over 5,000,000 cubic feet.
